The U.S. Minerals Attaché Program, similar to the scientific and technical attache programs of other industrialized nations, is designed specifically to keep surveillance on significant worldwide developments in minerals, metals, and fuels. Knowledge of international minerals developments is essential for both domestic planning and conduct of foreign affairs. CONTROLLED BY DEPT. OF STATE Ten minerals specialists-eight minerals attaches and two petroleum attachés-man this far-flung, worldwide program for the U.S. Government as best they can. Minerals attach& also handle oil, in posts lacking petroleum attaché. The legislative authority for the Minerals Attaché Program is the Foreign Service Act of 1946 and succeeding amendments and Presidential Executive Orders. Therefore, this program is controlled by the Department of State. Interior (representing the Bureau of Mines) and State collaborate in policy formation and direction by means of a "memorandum of agreement" which covers establishment of posts, selection of officers, contents of reports, and supplemental training. State also has about half a dozen nonspecialist officers to complement the work of the minerals and petroleum attaché. It is not the intention here to evaluate the administrative arrangements of this program but rather to describe it and to provide examples of the important job it is doing.

Aggregated models of a bank of flotation cells have frequently been used, assuming that a single-cell model can be used for control and estimation purposes. In this paper we investigate the feasibility of this approach, and show that single-cell aggregated models may very well be used in order to estimate the aggregated net flotation rate constants of the bank. These estimates would usually be very crucial in order to control the plant.

Although the term 'rock mechanics' started to become popular about the time of the First U.S. Rook Mechanics Symposium in 1956, study of the mechanical behavior of rock certainly pre-dates this event. Bucky, Phillips, Von Karman, Fayol, Galileo...the list of significant contributors can be traced back over centuries, - not surprising for the oldest structural material used by man. Started with a strong mining orientation by the Colorado School of Mines, University of Minnesota, and Pennsylvania State University, joined soon after by Missouri School of Mines and the University of Texas, the Annual U.S. Symposium on Bock Mechanics has evolved into the main U.S. form for discussion of all aspects of rock mechanics, basic and applied - tectonophysics to comminution; near-surf ace foundations to deep mine support design. Although dominantly a U.S. event the annual symposium has benefitted from regular and important contributions from abroad. It would be presumptuous to attempt a comprehensive statement of significant developments over the 25-year history of the U.S. Bock Mechanics Symposium. This anniversary address will attempt instead to present a personal view of developments that appear to be of broad general significance and that may indicate directions for the future. REVOLING slime-tables with stationary sprays and oscillating brushes have for many years been a favorite apparatus used for working slimes in German dressing-works, often displacing Rittinger tables and the many variations of Cornish buddles. The difficulty of building these tables larger than 5 1/2 meters (17 feet) in diameter, increasing the cost and making them unwieldy, rendered it necessary also to concentrate the slimes in several operations, because the travel over so short a length of hearth would not suffice for close concentration. A preliminary sizing is effected in a system of spitzkasten. Herr C. Linkenbach, general manager of the Ems Lead and Silver Works, Germany, devised a buddle, in 1878, which has since worked well and found much favor in Germany, and has been in one instance copied here, at Colorado Springs, without any credit having been given to the original inventor. Linkenbach's plan has been to reverse the functions of the table and the washing apparatus of the old German revolving table. He makes the tables stationary and rotates the washing apparatus,, thus enabling him to save in power, and, within certain limits, to increase the dimensions of the table, without in any way affecting its durability or materially increasing its cost. A geologist may produce for himself a surprisingly accurate photo base map and stereo coverage at low cost without the use of expensive equipment and complex photogrammetry. If care is taken and the program well thought out, good results can be expected. The only equipment necessary in this method is a small format (small negative size) camera, a few rolls of film and the appropriate filters. A light aircraft, with an opening in the bottom, is preferable so that the pictures can be taken vertically and from inside - the aircraft. The method will produce high resolution prints at large scales in the range of 1: 1200 to 1:7200.

The ash-fusion gas producer, blown with air preheated to a high temperature, was perfected by the Société des Houilléres de Saint-Etienne during the years 1920 to 1925, for the treatment of a mixture of ashy fuel and limestone. The temperature, about 1800° C., obtained by using hot air in running the producer, ensures the fusion of all the slag and the transformation into carbon monoxide of every particle of carbon contained in the materials treated.

Laboratory and plant-scale testwork on the extraction of gold from highly refractory antimonial and arsenical concentrates using both direct low-alkalinity pressure cyanidation, and acidic pressure pre-leaching followed by ambient low-alkalinity cyanidation, is described. A novel method for treating effluent solutions containing extremely high concentrations of base metal cyanides, as well as arsenic and antimony compounds, was developed in order to make the process ecologically acceptable.

The beneficiation of a scheelite ore by flotation was investigated with emphasis on determining optimum conditions for obtaining maximum grade and recovery in the rougher concentrates. Variables such as pH, time, temperature, and pulp density during conditioning were plotted against the grade and recovery of the rougher concentrates. Several gangue regulators were tried, and several methods of cleaning rougher concentrates are described.

In the interesting Institute symposium of the preservation of peace by force, through mineral control, one important aspect of the question was not presented. This is the responsibility the United Nations, and particularly the United States, will incur the through limitation of the economic activities of nations that are now friendly to us, as well as of nations that are enemies or are under the control of enemies. After the war all nations, friends as well as enemies will be poor. Hunger and bankruptcy will, will like the sword of Damocles, hang over the heads of all of us on this blundering planet. When the actual fighting is over, there will be a universal attempt to squirm out from under the sword by resuming production of peacetime goods, for trade as well as immediate consumption.

The treatment of anode slimes at Outokumpu Pori Copper Refinery comprises the following process stages: copper leaching by air oxidation, nickel removal by digesting slimes in concentrated sulphuric acid at 200 °C, and dissolving of the formed nickel sulphate into water, roasting of the slimes in controlled gas atmosphere at 600 °C for selenium removal, smelting of slimes in a Doré furnace, electrolytic refining of silver, sulphuric acid and aqua regia leaching of slimes from the silver cells followed by the reduction of gold and platinum metals. The paper discusses operational experiences and recent developments of the process.

An experimental investigation was conducted to study the response of soft, porous rock, green shale, under dry and liquid-filled conditions to normal impact of hemispherically-tipped cylindrical steel projectiles with diameter and mass of 6.35 mm and 31 g, respectively. Disk-shaped green shale specimens with nominal thickness and diameter of 32 mm and 127 mm, respectively, were tested in the initial projectile velocity range of 18 to 42 m/s. For the liquid-filled tests, the green shale specimens were saturated with kerosene. A total of eight impact tests were conducted. Information on the extent and pattern of the damage in the rock and velocity histories of the projectiles were collected. It was found that while the penetration depth was quadratically related to the initial projectile kinetic energy for the dry case, the penetration depth for the liquid-filled case was directly proportional to the initial projectile kinetic energy. The results of the impact tests under dry and liquid-filled conditions conformed well to a linearly viscous model and a Coulomb frictional model, respectively. The major deformation processes in the dry specimens were found to be compaction and equivolumnial distortion of the material. In the liquid-filled case, however, formation of cracks and equivolumnial distortion with less material compaction were observed. Furthermore, craters were formed as a result of the crack formation in the liquid-filled specimens.

THE resistance to flow of mixtures of gas and oil in passing up through the flow tubing of oil wells operated by gas-lift or by natural flow is a factor in oil-recovery technic that has received but little attention. Yet accurate design of a tubing installation for a particular set of conditions, where operation is by either of 'these methods, is impossible without quantitative data on the pressure loss suffered by the oil-gas mixture in its passage through the well tubing to the surface. Because of lack of such information, petroleum production technologists have been compelled to approach this problem by "cut-and-try" methods, which, doubtless in many cases, has resulted in the installation and use of tubing too large or too small for most efficient utilization of the expansive force of the gas used in lifting the oil. Impressed with the necessity for information of this character, the authors have conducted a series of tests with large-scale apparatus in the petroleum engineering laboratories of the University of California, designed to be productive of data that would afford a means of attacking the problem of flow-tubing design on a more scientific basis.

DIFFUSION coefficients of RaD (PD) and RaE (Bi) in a Bi-0.255 atomic pct Pb alloy have been measured by the methods outlined in a previous paper.' The following changes were made in the experimental procedures: the bath was made up of about 400 to 500 g Bi; and no correction was made for the volume change of bismuth on melting. The data are presented in Table I and Fig. 1. A least-squares analysis of the data yielded D = (0.120 t 0.09) exp ( -9680 + 1070/RT) D- (0.0465 0.001) exp (-8100 + 466/RT). Statistical analysis of the data indicated that the activation energies are significantly different at the 50 pct level, but not at the 75 pct level, while the D values are significantly different at the 97.5 pct level, but not at the 99 pct level. The differences are thus not as clear-cut as they were for lead. However, bismuth diffuses faster than lead in high bismuth alloys as well as in lead. The high activation energies, more than twice the value calculated from viscosities, are in good agreement with the results of Grace and Derge.' No data were obtained at higher temperatures because of gas bubble formation in the capillary. Sorting tests on limestone at the Lohjan Kalkkitehdas Oy Ojamo mine, Finland, are described. The tests, conducted to evaluate a Sortex 811MW optical separator, were successful, and upon completion, the sorting machine was put into production. Optical separation characteristics of the limestone, used for cement manufacturing, are described. Problems of winter operation are discussed. Operating costs are given.

The US Bureau of Mines assessed the geological effects on the ratio of maximum subsidence and extraction thickness, known as the subsidence factor, to develop a simple method for predicting the maximum subsidence. The study is restricted to the Northern Appalachian Coal Basin where data were collected from 13 coal mines. A model previously developed to relate the subsidence factor with the lithology and with the width and depth of working panels was used in the assessment. The result shows the possibility of determining maximum subsidence without resorting to a rigorous method.

There is mitigation for the sorrow of friends and the tragedy of sudden death when that death comes at the height of a successful career. It is not everyone's privilege to die, as has been the wish of many, in the harness—toiling, accomplishing, still necessary to the scheme of things. Nor is it everyone's privilege to leave a monument to his work. Dr. Fred Walter McNair died thus—in the midst of his work of educating, leaving along the path down the quarter century of his presidency of the Michigan College of Mines hundreds of men who, having come under his influence, have been successful in life.
