The following acts of the Directors are reported for the information of members:¬ At a meeting held November 3, 1905, Messrs. Henri Le Chatelier, of Paris, France, and Andrew Carnegie, of New York, N. Y., having been nominated by a large number of members, and recommended by unanimous vote of the Council, were unanimously elected Honorary Members, in recognition of their distinguished services to the arts and professions represented by the Institute. At a meeting held February 7, 1,906, Dr. James Douglas, of New York, N. Y., having been" nominated by a large number of leading members, and recommended by unammous vote of the Council, was unanimously elected an Honorary Member, in recognition of his distinguished services to the practice and the literature of mining and metallurgy, his zealous and loyal devotion to this Institute, his fraternal generosity towards professional colleagues, and his effective advocacy, by public utterance and private example, of the free communication of technical knowledge and experience. At the same meeting, By-Law IV., which now authorizes the Secretary to appoint an '1 Assistant Editor," was amended by substituting the words, " Assistant with the title of Editor." At the same meeting, the resignation of Mr. Theodore Dwight, as Assistant Secretary and Assistant Treasurer of the Institute, was presented and accepted, and the Secretary was instructed to express to Mr. Dwight the thanks of the Board for his loyal and efficient services, and its regret that he could not continue in that position. . No democracy such as ours, can ever be prepared for war, because we could never conceivably be the aggressor. The aggressor prepares in secret, designs his new tactics, and invents and makes new equipment and selects the time to strike. If a democracy prepare done year and the war came later, all that it had one would have to bed one over. All that England has today in the way of effective armament has been invented, designed, made, and the crews trained since the war began, because the totalitarian aggressor introduced new types of equipment and new techniques.

THE essentials of the electrolytic zinc process, as now used in commercial plants, date back to work done by Letrange in 1881. He used sulfuric acid to leach roasted sulfide and ,oxide ores, purified his solution very much as we do now, and electrolyzed the purified zinc sulfate solution. Ten years later Hoepfner developed a process using chloride solutions, and built three plants. One in England operated until 1924 in one of the works now merged in the Imperial Chemical , Industries, Ltd. Ashcroft built a plant in 1898 in the Broken Hill district of Australia. He used both chloride and sulfate solutions.. While his work failed, the aid his published results have been to later workers has made him an outstanding contributor to the de- velopment of the electrolytic zinc process. A good deal of work was done in the following years, aiming to electrolyze zinc chloride solutions and fused zinc chloride. Quite a bit of work on sulfate solutions was also done in the last years before the war. With the outbreak of the war, metal demand and rise in metal prices provided the stimulus which resulted in the remarkably rapid commercial development of electrolytic zinc. In this last period of development, all the work brought to commercial fruition has been with sulfate solutions. The high-density process, or the Tainton process, is used, as you know, in the Sullivan electrolytic zinc plant at Kellogg, Idaho, and will be used in the Evans- Wallower plant now being built at East St. Louis. The low-density process is used by the other plants now operating in the United States and other countries. There are now in operation and under construction four electrolytic zinc plants in the United States, two in Canada, two in Italy and one each in Australia, Rhodesia, Poland, Norway and Germany.

THE mine blacksmith and drill-steel sharpening shop at the Franklin mine of the New Jersey Zinc Co. is on the surface, adjoining the main shaft. It is a brick building, 51 by 30 ft. inside dimensions, with a corrugated iron roof and concrete floor. About two-thirds of the steels used are brought up through the main shaft; the remainder through two auxiliary shafts. The latter are carried to the shop by team or truck. At each shaft sufficiently large stocks of sharp drills of various types are kept to replace all the dull steels that may be sent up; while at the shop enough sharp drills are kept to replace the dull steels in. the stocks kept at the auxiliary shafts. Though this entails keeping a larger number of drill steels in service than might be required by other methods, there is less hurry in the sharpening shop and the steels have a longer period of rest. If a rest from use enables steel to recover from fatigue strains, this method secures that rest. The forms shown in Fig. 1 are supplied to each shift boss in books of 100. These are used to requisition sharp drills from the shaft stocks and enable the men at the tops of the shafts to sort out the required sizes and to have them ready to be sent to the various shaft stations. At one of the auxiliary shafts, the dull drills are placed on a platform from which they are dumped into the body of the wagon that takes them to the shop.

Nuclear energy probably has greater potentialities for changing the world's way of life than any other recent discovery. The atomic-bomb bursts over Hiroshima and Nagasaki suddenly changed the concepts of war. Peaceful uses of nuclear energy are advancing so rapidly that no study of economic trends is complete without giving them consideration. The minerals specialist, especially, must be aware of this new force in our lives, as minerals and metals are essential in harnessing the new force, and atomic energy itself is rapidly improving its competitive position in the energy field. Future historians may chronicle December 2, 1942, as the beginning of the Atomic Age. On that day Enrico Fermi and his co-workers at the University of Chicago produced and controlled the first self-sustaining nuclear chain reaction. Lie many inventions, the first application of nuclear energy was as a weapon of war. However, its potential usefulness in man's work and welfare far outweighs in economic importance its destructive use in war, unless its military effect would be considered so great and all-embracing that no major power will hereafter chance a world conflict. Recognition of this potential has generated a vast international effort to exploit the atom for peaceful beneficent purposes. Like its physical manifestation, the advent of nuclear energy has unleashed chain reactions that have pervaded the political, social, and economic environments of the world. The impact of nuclear developments in one of many fields is exemplified by the uranium mining industry. Uranium was discovered in 1789 and in the next century and a half it found only an insignificant use as a ceramic coloring agent; in fact, in the latter part of that period, it was a largely unsalable by-product of the radium and vanadium industries. THREE case histories from professions other than engineering will serve to introduce ideas basic to this discussion. Case (1) Date, about 1900. A young man, B. D. from a three-year graduate course in a prominent divinity school, was for two years a successful pastor of a small church; then friction over theological matters arose with a fundamentalist deacon of the "Bible belt" type. He resigned, returned to his university for a four-year medical course, interned for two more, and thereafter was successful and apparently happy as a physician. We may assume that he was converted in early adolescence and vowed himself to service as a minister. Acceptance of his announced career by parents, friends, and teachers plus his own determination confirmed his choice until illiberal criticism threatened his usefulness and he awoke to the fact that his inner needs were not along the direction in which inertia and his conscience had constrained him.

SILICOSIS is a term known to almost everyone today. Yet, in spite of a great deal of study, much is still to be learned regarding the disease. Government organizations are still continuing their investigations, begun near Joplin, Mo., 25 years ago. Work is also being done in several universities, as Harvard, Pennsylvania, Rochester, and Toronto, and at least two private organizations, the Air Hygiene Foundation of America, Inc., and the Saranac Laboratories for the Study of Tuberculosis, devote most of their time to this subject. Similar studies have been and are being made in many other countries.

THE proper material of construction for a given purpose is that material which meets the requirements satisfactorily at the lowest ultirnatc cost. It is consistent with this principle that most aluminum castings are made of an alloy containing about 8 per cent. copper. This alloy possesses mechanical properties satisfactory for general engineering purposes together with manufacturing characteristics leading to the production of finished castings at low cost. It is to the aluminum industry what gray iron is to the iron and steel industry. Just as some services require "semi-steel," malleable castings or steel castings instead of gray iron, there is a certain and growing demand for aluminum castings of superior strength or ductility, or both. Since the beginning of .the industry producers and others have sought to develop alloys or processes by which such castings could be made. Out of these efforts have emerged many alloy compositions and special processes, of which only a few have had sufficient merit to survive. It is the purpose of this paper to describe those which seem to the authors to offer the greatest promise for the production on a commercial scale of aluminum castings of superior mechanical properties, with special reference to heat-treated castings. The suitability of an alloy or process for actual manufacture is affected by so many factors that the problem of appraisal is not a simple one. Since this is such an important part of the whole subject it is proposed to discuss briefly some of the requirements. The final verdict is of course the result of commercial trial and experience. It will therefore, perhaps, be profitable to employ a somewhat historical method of treatment in discussing the subject of alloy development. US 4,190,436 - In the cyanide leaching of gold ore in tailing or ore dump piles, or gold ore in vats or on pads, the ore is agitated and oxygenated by introducing timed bursts of air, along with cyanide in a cyclic or regulated manner. The leach liquor is drained from the material by providing a continuous flow of air. Fines are homogenously mixed, thereby reducing channelling In the ore bed. My first contact with industrial milling was during the time I worked in the electricity generating industry in the United Kingdom. In visits to power stations to investigate either deposits in the boiler furnaces or polluting deposits settling around the stacks. I had to check the performance of the vertical coal pulverizers, since poor pulverization aggravated both problems. Naturally, then, when I came to the USA in 1957 to take a PhD in fuel technology at Penn State, I was put to work to review the science of coal pulverization. After this reviewing, I was completely confused. On one hand, there was a well-developed understanding of stress-strain equations, and a rapidly developing knowledge of how stressed, brittle solids fractured, based on the Grifith crack theory. On the other hand, reading in the grinding literature gave me: -Kick's Law, which was clearly not correct in the light of modem fracture theory; -Rittinger's Law, which was also clearly not correct; -Bond's Third Law of Comminution, which was claimed to have something to do with the Grifith crack theory, but where the connection between the two was made by intuitive pseudo-scientific reasoning I could not accept; -the choice of mill motor power for the most common type of coal mill, the Raymond pulverizer, was calculated from the fan power required to move air through the mill. Although I could accept the empirical connection between the two, it made no sense from the point of view of fracture energy. Even today, most books or review chapters on size reduction start from these laws. Incorrect statements abound in the literature, such as "the Hardgrove Index is based on Rittinger's Law," which it is not, "The Bond theory states that work input is proportional to new crack tip length produced in particle breakage," which is not true, etc. My own test work showed that these "laws" did not fit the data for grinding of coal. At about this time, Epstein (1948) and Broadbent and Callcott (1956), following the original work by R.L. Brown (1941) at the British Coal Utilization Research Association, proposed describing breakage as a series of fracture stages. I took their concepts and developed the basic differential equation for a batch grinding process continuous in time, analogous to a batch chemical reactor. Robin Gardner then joined the project and did his PhD on treating batch grinding in the same way as a batch chemical reactor. He found that the basic equation had already been partially derived by Sedlatschek and Bass (1953) in Ger- many. We confirmed experimentally the validity of the equations for describing batch grinding (1962) and formulated the equation describing steady-state continuous grinding in a fully-mixed mill. At about the time this work was published, Gaudin and Meloy (1962) and Filippov (1961) independently published essentially the same equations, but without experimental proof of the validity of the concepts. I will give a brief overview of what these beginnings had led to in the design of mills for size and power, and show some of the results of this more detailed understanding of grinding processes. Concepts of Fracture Mills such as tumbling ball, rod, pebble and autogenous mills and vertical mills such as the Raymond, and E-type, apply compressive stress to lumps or particles relatively slowly. Compressive stress applied to a particle of an elastic brittle solid imparts overall strain energy to the solid and produces local regions of tensile stress, [(Fig. 1)] (Berenbaum and Brodie, 1959).

NEVER before have so many men chosen the mineral technology field for their college training. In the college year 1936-'37, 7190 such students were enrolled in the 53 schools of the United States. My last study of the mineral technology schools of the United States and Canada was made for the year -1934-'35, and the current study, as the previous one was made for the A.I.M.E. under the auspices of the Division of Mineral Industry Education. Altogether, four studies of enrollment have been made. The first three were for successive college years beginning with 1932-'33. This present one covers a two-year period, for the purpose of these studies may he served satisfactorily if they are made biannually. The data on the schools were collected in the same way as for former studies, 'namely, by questionnaire, dated in this case Nov. 18, 1936. The figures reported are therefore comparable with those of former cars.

1. HISTORICAL REVIEW AND INTRODUCTION. THE development of the mining industry in Sardinia dates from the application of the minim law of 1859, which, following the example of the French mining law of 1810, declared prospecting to be free, and suppressed the liens which had previously attached the mine to surface ownership. The first ore-dressing plants were installed by German engineers upon the classic models of the Harz and of Freiberg; but in 1880 Sardinia commenced to open a new path in that industry, utilizing the refuse from the mining of rich, selected minerals, of poor deposits, and of mixed ores. The first experiments were attempts to adapt the existing apparatus to local conditions, but progress was rapid, as was demonstrated already in 1887 by the calamine-dressing-mill of Monteponi, which exhibited a large plant designed in accordance with the experience gained, and constructed entirely in the machine-shops of the country, after new models and designs.1 This example was followed two years later by the Société Malfidano, with a large plant of the same sort, and with the reconstruction of the old-fashioned-dressing-mill, built in 1880 by the Austro-Belgian Company. In 1900, almost all the mines of Sardinia had adopted the new designs, and the island contained 32 concentrating-works, employing 2,000 h.p. and 1,924 workmen. Since that time, there have been added a large dressing-mill for blende at Gennamari, and two for calamine, at San Giovanni and at Masua, while the establishments at other mines have been enlarged and perfected. The manifold inconveniences resulting from the absence of a uniform standard of mass for determining the weight of precious stones have long been obvious. This lack has been keenly felt in commercial transactions, and those who have devoted time and research to the study of historic diamonds and precious stones have had frequent occasion to deplore the absence of such a standard in the past. In a paper read in Chicago in 1893, before the International Congress of Weights and Measures, held in connection with the World's Columbian Exposition, the writer suggested dividing the carat into 100 parts, and constituting a standard international carat of 200 mg.; that is, 5 diamond carats or 20 pearl grains to a French gram, making 5,000 carats or 20,000 pearl grains to a ki1ogram. He also called attention to the fact that while this would depreciate the present diamoiid carat or pearl grain only about 2.5 per cent., it would abolish the troublesome discrepancies between the various carat-weights now in use, and could be easily explained and understood everywhere.' The subject of the various diamond carats, their incongruity, and the resulting confusion as to the correct weights of historic gems when definite records of them are searched for, has been fully treated by me in an extensive study of this subject in The Book of the Pearl2 To the earnest and unremitting efforts of C. E. Guillaume, Director of the Bureau Internationale des Poids et Mesures at Sévres, is largely due the eventual success of this eminently desirable reform, which he has constantly urged both by articles on the subject and by addresses delivered in Paris before the International Committee for Weights and Measures.3 The general adoption of a uniform standard for dealings in pre-

The upswing in oil production and drilling activity in Illinois that began in 1937 gained momentum in 1938 and promises to bring a new and higher peak in the state's annual production in 1939. In 1938 the production totaled 23,929,000 bbl., as compared with 7,426,000 bbl. in 1937, more than a threefold increase. The number of producing oil wells in the new fields was 230 at the end of 1937 and it increased to 2157 at the end of 1938. Daily production for the whole state increased from approximately 35,000 bbl. at the end of 1937 to approximately 135,000 bbl. at the end of 1938, nearly a fourfold increase. Of a total of 2539 wells completed in 1938 in Illinois, 1984 produced oil, 26 produced gas and 529 were dry holes. Of the total, 377 are classified as "wildcat" wells, defined as wells drilled outside of proved territory and more than one mile from the nearest production. The remainder, 2162 wells, were drilled in or near proved fields. Of the 377 wildcat wells (Table 2) 32 were successful in discovering oil or gas in commercial quantities, either new fields or extensions of old fields. Four of these discovery wells mere gas wells, which are not yet commercially productive owing to lack of pipe-line facilities. A special effort was made to ascertain the reasons for the locations of as many as possible of the wildcat wells and the results of this investigation are set forth in the following table:

DAVID WHITE,* Washington, D. C.-This paper is very timely since the Philippine Islands are presumably open to the enterprise of the American driller, whereas much of the territory in that part of the world is closed to us. The United States has ambitious plans for the operation of a great merchant marine, which is to be oil burning in the main, and it takes but a glance at the world map to see the strategic advantage of oil supplies in the Philippines for such marine operations. It is a little difficult to understand why more attention has not been given to the Philippines, in spite of the difficulties attending development in these islands. A number of American oil companies are, I believe, at the present moment taking an interest in the possibilities of the Philippines. Important factors in the formulation of opinion regarding the importance of the oil deposits of the Philippines, as brought out by Mr. Pratt,1 are the point of view and the breadth of experience of the examining geologist. The average oil geologist, whose experience has been mainly in the Appalachian region, the Mid-continent, or Louisiana, or possibly even in California, on seeing the narrowness of the basins, the closeness of the folding, and the presence of igneous rocks here and there, would be likely to draw unfavorable conclusions as to the possibilities of the Philippine Islands. Geologists visiting that region should be familiar with the geological conditions of oil occurrence in Japan, Formosa, the East Indies, or in the Baku district, and their conclusions should be formulated with the knowledge and understanding of the occurrence of oil in those regions rather than in the United States.

After an adventurous past-four changes of government in thirty years -the whole of Silesia and attached coal territories have become part of the Polish State. The coal resources of this area are the biggest among the European countries. Under a surface area of 5700 sq km are about 100 coal seams, with a total thickness of 150 meters. According to German estimates, there are some 150 billion metric tons of coal ranging in thickness up to 14 m within a depth of 1500 m. The seams are mostly level, free from faults, with good top and bottom; the coal is of excellent quality, hard and clean; and mining conditions are favorable. The mines are worked at considerable depth by means of vertical shafts and operate with cage and skip hoisting. Before the war, the mines were up to date, equipped with modern machines. Among the European countries, output per man shift was the highest ? 1.9 to 2.1 metric tons ? and cost of production was the lowest.

The kinetics of precipitation of transient a phase during the transformation in U-16 wt pct Mo between 400° and 550°C were studied using quantitative metallography and electrica1 resistiuity measurements. The volume percent of a phase goes through a maximum in time, corresponding to a critical degree of progress of y' formation. prior to its re-solution after prolonged annealing. The fastest rate of a precipitation oc-cuvs at 500°C with a concomittant lowest peak of 9.5 vol pct a. At 450°C, 14 vol pct a, greatest fov any temperature, was observed after 24 hr witlz an associated slowest rate of formation. a precipitation at 400°C ceases after approximately 160 hr and the amount of a present remains unchanged after long times at temperature; no y' was observed metallographically at this temperature. IN the U-Mo system at 16 wt pct Mo, an ordering reaction takes place below 600°C, see Fig. 1, whereupon the random bcc solid solution, y, transforms to the ordered bct phase, y'."2 The new unit cell is constructed of three old unit cells somewhat distorted. While attempting to study the kinetics of this transformation it was observed that an unexpected phase was precipitating out early during the transformation anneal reaching appreciable amounts before disappearing after long times. The y' appeared in the presence of this new phase and after long times constituted the whole sample. Owing to the high optical activity of this unexpected phase under polarized light, it was suspected to be the a phase. Subsequent X-ray powder pictures confirmed this belief. The kinetics of a phase formation and disappearance is the subject of this paper. EXPERIMENTAL PROCEDURE A) Alloy Preparation. Alloys for this study were prepared by vacuum induction melting normal reactor grade uranium and 99.5 wt pct Mo pellets in thoria crucibles. Two ingots were prepared, and sections of the top and bottom of each ingot were chemically analyzed for uranium and molybdenum content. The results of the analyses appear in Table I. B) Metallography. Samples of 16M were wrapped in tantalum foil, sealed in evacuated (5 X 10"6 mm of Hg) quartz capisules, and annealed at 1110"C prior to being transferred directly to the transformation temperature. They were examined metallographically after increasing times to determine the progress of the transformation at 400°, 450°, 500°, and 550°C. The samples were prepared for metallographic examination by mechanical polishing with diamond paste and electrolytic polishing with a solution of glacial acetic acid and chromic acid. Since the y' phase is tetragonal, its presence can be detected by viewing the sample in polarized light. To increase the contrast between y' plates, the samples were electro-etched in a 10 pct oxalic acid solution. AS the pioneer operation treating the mixed lead- zinc-iron ores from the district tributary to the Salt Lake Valley, the International Smelting Co.'s plant has offered an extremely interesting and instructive opportunity to study some phases of this problem. Basically, there were two main reason for our attempting to work out a successful operation for the separation and concentration of the values contained in the rather widespread deposits of these so- called lead-zinc ores. In the first place, the time was ripe and demanded some method of curtailing the economic waste resulting from the costs of past and present practice of smelting ores of this character, or rather, those ores which could stand the charges inherent with smelting them. Secondly, but rather primarily with us, we believe that such a solution would greatly in- crease in general the production of lead in the district tributary to the Salt Lake Valley. It is generally known that there were and are three relatively large lead smelting plants in the Salt Lake Valley and the decreasing production of correspondingly clean lead ores was not efficient to justify the existence of all three. We could not hope for better lead smelting metallurgy nor more efficient business management than was being practised, so the only prospect was to at- tempt to work out some way to increase the primary production and thus widen the scope of operations.
