THE official opening at the 134th general meeting of the Institute was held on Oct. 6, but it was prefaced by two round table conferences on Oct. 5. The open-hearth group held the fourth of their semi-annual conferences at the William Penn Hotel, devoting the morning session to discussing a paper by R. L. Cain on the "Manufacture of Forging Steel by the Open-hearth Process," and the afternoon to discussing P. H. Shaeffer's paper on the open-hearth charge. At the Bureau of Mines, a round table conference on the combustibility of coke was held on Tuesday morning, and the afternoon was devoted to a similar conference on the testing of coke. The formal opening session of the meeting assembled in the Music Hall of Carnegie Institute at 10.30 a. m. Graham Bright, chairman of the Pittsburgh Section; called the meeting to order and presided. President Taylor welcomed the visiting members and guests to his home city and reviewed briefly the advancement of mining in the past half century during which, for ex- ample, the coal output had increased from 53,280,000 tons to 523,357,000 tons per year. He emphasized the important part Pennsylvania played in mining and brought out the principal changes that had taken place in methods. In part, his remarks were as follows: The centennial year, 1876, found the coal business of. this country, as a whole, producing 53,280,000 tons, of which amount the bituminous mines of this State yielded 24 per cent. In 1925, this country produced 523,357,000 tons of coal, of which Pennsylvania produced 24 per cent.

In order to secure good results in the prevention of accidents, it is generally recognized that the desire for such accomplishment, as well as the aggressive and constructive action to achieve it, must emanate from the Top Management and permeate successively down through the "Chart of Authority" to the workmen. Several years ago, with the above as a basis and with full support of the Top Management, the Mining Department started a program of selling the foremen and bosses the idea that safety could be achieved and that it was desired and required. Using psychology, persistence and numerous other methods, the foremen and bosses were finally impressed with the idea that "It can be done" and "It will be done." With this in mind, new ideas were brought forth by the foremen and bosses regarding the caving operation and the specific jobs in the operation. These new ideas were taken up in round-table discussions and resulted in certain changes in the undercutting method and the actual drawing of the blocks. These changes resulted in increasing fragmentation of the blocks which prevented the usual hang-up areas in the blocks. With the rock smaller in size and within reasonable reach from the tapping drifts, accidents were prevented in the tapping section. At the same time, an enforced campaign of housekeeping throughout the mine was undertaken with very beneficial results. The foremen and bosses then, in turn, educated and trained the workers themselves to become safely conscious. In so doing, a constant re- minder was given on all jobs assigned that the job was to be done safely as well as efficiently. No man is assigned a job who is not qualified for the type of work required. Efficiency and safety go hand in hand.

The iron-ore deposits of the Hartville district are located near the new town of Guernsey, about 100 miles north of Cheyenne. The writer has been familiar with them since 1887, having visited the district several times for different clients— his last examination having been made in November and December, 1897. The deposits extend in a general N.E.-S.W. direction from a point in Section 33, Range 65 W., Township 28 N., on the west side of Whalen cañon, through Sections 4, 5, 6, 7 and 8 of Township 27 N. in the same Range, and over into Sections 1 and 12 of Township 27 N., Range 66 W. General Characteristics. The ore is a remarkably pure red hematite, extremely low in phosphorus, and carrying a small percentage of silica, as shown by analyses given below, and similar in many respects

SOME problems concomitant with commercial exploitation of marble are presented as examples of interesting, useful and profitable fields for application of scientific knowledge. The marble industry is only one such field and is selected because its varying new aspects are familiar to the author. However, what is true for marble is equally so in principle for many industrial minerals. The problems of any stone industry are to maintain markets, create new outlets for stone already in demand, and develop varied uses for varieties that are not so popular. Here the geologist has a different role from most of his colleagues in metal mining. The producing branch may ask about the expectable variation in thickness or size of a deposit as development proceeds. The stock department may call for the available amount of a given type of stone before accepting a large order. The sales force requires data on the use for stone from certain parts of deposits in order to divert grades to the most suitable use. The service depart-ment wants defects rectified and the cause determined to avoid recurrence. The mills want data on durability and cutting quality of abrasives. The geologist occupies no special department; he is on general call, as may be illustrated by a few types of problems that may be classified as: (1) dominantly geological in character, (2) dominantly chemical in character, (3) dominantly physical in character.

The Putnam Coal Mine, at design capacity, will be the third largest underground bituminous coal mine in the world and will feature the world's longest single flight belt conveyor. Construction is now in process; initial mining will commence in early 1969 and design capacity will be reached in 1971. The Putman Coal Mine reserves are located in south-central West Virginia and contain approximately 27,000 acres of prime Pittsburgh No. 8 coal; reserves are sufficient to support a 3.5 million tpy operation for over 30 years. The mine portal area is located some six miles inland from the Kanawha River. The river loading facility is located approximately 156 miles by way of river from the market.

This paper presents the historical trend and de- fines the causes of drilling cost escalation in the Gulf of Mexico during the 1970's. The three major components of escalation are: 1) inflation, 2) supply-demand imbalance (demand pull) and 3) decreases in drilling efficiency. The decade was divided into three periods. During each period one component of escalation was responsible for most of the rise in costs. From 1970 through 1973 only inflation pushed costs upward. During 1974 and 1975 a supply- demand imbalance caused most of the escalation. Since 1975, decreases in drilling efficiency have produced the major component of escalation. During any one year or period of years, the sum of the three components will give the total escalation rate. The reasons why different components contribute more toward escalation during certain years than others are shown by following the timing of oil and gas price increases, the overall quality of the acreage offered each year in offshore lease sales and the resulting drilling activity.

The creep behavior of Nb(Cb), Ta, Mo, and W was determined under conditions of constant atomic dif-fzisivity, constant stress to elastic modulus ratio, and nearly equivalent grain size, and the steady-state creep rates obtained from these tests were correlated with calculated stacking fault energies for the metals. These results, in conjunction with similar data for several fccMetals,13 suggest that stacking fault energy may influence the creep strength ofbcc metals. The interrelationship between steady-state creep rate, subgrain size, and stacking fault energy was examined. It was found that the subgrain size for a given creep stress, increased as stacking fault energy increased, but that this relationship did not cormpletely account for the effect of stacking fault energy on creep rate. The crystallography and energetics of stacking fault formation in bcc metals has been discussed by a num-ber of authors,1-5 and impurity stabilized stacking faults on (112) planes have been observed in Nb,6,7 w,8,9 Fe,] and V" by transmission electron microscopy. However, a crucial question is whether or not stack-ing faults influence the mechanical strength of bcc metals. Potentially, stacking faults could increase strength by reducing the mobility of the partial dis-locations bounding the fault, by acting as barriers to slip dislocations, and by retarding the climb of dislo-cations during high-temperature deformation. The objective of this study was to seek a correlation be-tween creep strength and stacking fault energy for several bcc metals; namely, Nb, Ta, Mo, and W. The creep behavior of most polycrystalline metals and alloys at high temperatures and moderate stresses can be described by the following relation:11,12 im=Af(s) where i, = minimum creep rate, A = constant, j(s) = a function involving metallurgical structure, a = applied stress, E = average elastic modulus at the test tempera-ture, w = constant (equal to 5 for most pure metals), D = diffusion coefficient. IMD nificantly affects the creep resistance of fcc metals is stacking fault energy, and creep rate has been shown to vary directly with stacking fault energy to the 3.5 power." In the latter investigation, four fcc metals of widely different stacking fault energies (Ag, Cu, Ni, and Al) were creep tested at a constant stress to modulus ratio of 1.21 x 10-4, at a constant diffusivity of 2.7 x 10-12 sq cm per sec, and at nearly equivalent grain sizes of about 0.7 mm. The creep data were then correlated with stacking fault energies. In the present study, a similar procedure was followed. All materials used in this work were consolidated by powder metallurgy techniques. Impurity contents in the as-received materials are listed in Table I. Chemical analyses showed that no measurable contamination of the test specimens occurred during pretest annealing treatments or creep testing. Specimens with a gage section 0.75 by 0.125 by 0.050 in. were creep tested in tension in a vacuum of less than 10-9 torr. Deformation at temperature was measured by tracking fiducial marks on the gage section of the specimen with an optical comparator. BECAUSE of its magnitude, and the type of occurrence, the deposit of boron minerals in the Kramer district, Kern County, California, is unlike any other in the world. Discovery of this vast deposit has brought about many changes in the borax industry, so a discussion of the geology, and the occurrence, would not be complete without a brief history of the development of the borax industry. Until the discovery of boron minerals in the desert regions of California and Nevada some seventy years ago, borax was imported from Tibet and India, principally for medicinal purposes, at almost prohibitive prices. Following the discovery of commercial deposits of boron minerals in California and Nevada, and the subsequent development of new uses for borax and boric acid, the consumption has steadily increased until today borax is used in some form or other in every household.

THE Institute of Metals Division of the A. I. M. E. has joined with the American Society for Steel Treating and the American Welding Society in support of National Metal Week in Philadelphia, Oct. 8 to 12. Individual and joint technical sessions, plant inspection trips, and a general exposition to be held in Commercial Museum have all been arranged. With the coming of the Institute of Metals Division into the circle, the scope of the exposition has been broadened to cover non-ferrous metals, and exhibits of much interest are promised. Headquarters for the Institute of Metals and the American Society for Steel Treating will be at the Benjamin Franklin Hotel, and for the American Welding Society at the Bellevue-Stratford. The American Society for Steel Treating and the Welding Society will hold technical sessions each forenoon at their hotel headquarters. The Institute of Metals Division will hold sessions Tuesday morning and Wednesday and Thursday afternoons; that for Wednesday being a joint session with the American Society for Steel Treating. The latter society will hold independent afternoon sessions on Thursday and Friday. Registration and information desks will be open at the hotels throughout the week, and an attractive program of entertainments has been arranged.

Several of the current concepts of brittle fracture involve consideration of the existence of defects or flaws. Griffith 1 observed that the tensile strength of brittle materials was several orders of magnitude less than might be expected from the calculated strength of the molecular bonds. He was able to show that the stress concentration at the tip of an elliptical crack is sufficient to raise the local stress level many fold. He therefore proposed that real materials do contain such stress risers in the form of minute cracks and that this accounts for the rather large difference between theoretical and actual strengths of brittle materials. The degree of stress magnification depends to a great extent upon the orientation of the crack with respect to the general stress system, and to the general geometry of the crack.

LEAD ore smelting plants have been operating in general at reduced capacities and secondary lead has assumed relatively more importance during the last year. Present smelting practice results in a large amount of dross, often over 25 per -cent, from blast-furnace lead. This is usually treated at a fairly high temperature in a reverberatory furnace to remove part of the lead and produce a matte-speiss product which is shipped to a copper plant. Few smelters are satisfied with this &apos;treatment. The fume losses are high and the matte-speiss contains considerable lead. It would seem that a fruitful field for research was open here.

(communication to the Secretary*):—For some time before the publication of Mr. Scholz&apos;s paper, I had been collecting data bearing upon its subject, and I now take pleasure in presenting to the Institute my results in the form of a discussion. It has long been a matter of common opinion among mining-men that mine-explosions are more frequent during the colder, or winter months, than during the warmer ones, and it is a matter of common knowledge among them that the air-ways and road-ways in most mines are much drier and are more inclined to be dusty during the winter than during the summer. In many mines, places which are wet and sloppy in the summer are dry and sometimes dusty during the winter. These changes, of course, can only be due to atmospheric conditions, and are caused by differences in temperature and humidity. Until recently, however, very little attention has been paid to the part that atmospheric conditions may play in mine-explosions, or, rather, to the effect they may have in rendering mine-conditions peculiarly dangerous, and in spreading and rendering more disastrous the effects of what otherwise probably would have been small explosions. To show the difference in mine-conditions during summer and winter months, I have tabulated in Table I. the results of 24 observations of hygrometric conditions in several different mines at different times of the year. Mines Nos. 1, 2, and 6 are located in the Pocahontas coal-region, in McDowell county,w.Va., the first one being a shaft-mine and the others drift. Mines 1A and 2A are drift-mines located in Logan county, W. Va. All of these are mines of fair size, but none of them has been in operation more than six years,

CERRO&apos;S power system consists of three main hydroelectric plants and one steam-electric plant. These are located on the eastern slope of the main Andes range at altitudes between 12,000 and 13,000 ft. The hydroelectric group utilizes the watershed which extends for about 150 kilometers south from Cerro de Pasco, divided into two catchment areas which lie adjacent. The northern area serve,, the medium-head plant of Mal¬paso. while the southern area provides for the high-head plants at Pachachaca and Oroya. The rainfall, as registered at the rain gauging stations of the three hydroelectric plants, averages 33 in. per year; all these stations are subject to the same hydrological conditions, and the bulk of precipitation occurs between October and March. Rainfall during the dry season, April till September, has no appreciable effect on the total annual runoff. Table 1 shows the storage capacities of the main reservoirs of the hydroelectric group. The four plants are tied together electrically by a 50-kv. transmission network, the system being 3-phase 3-wire at 60 cycles with a solidly grounded

Industry Adopts Research: Seventy-Ave years ago Thomas A. Edison began in a modest way and with limited funds to gather about him men of various talents to form the first industrial research laboratory. His laboratory at Menlo Park, N. J., became famous for many discoveries and inventions, but possibly the most important of all may yet be the industrial research laboratory itself. Today, private industry operates 2500 research laboratories in which 135,000 persons&apos; are directly and indirectly creating new processes and products and improving old ones, as well as developing new information to help keep the fountain of knowledge from running dry. In this change-making function, the scientific personnel comprises 41 pct; the technical personnel 26 pct; and the balance, 33 pct, nontechnical. The term "industrial research" has become so broad as to include almost everything beginning with the search for and discovery of the laws governing the properties of matter and energy to the development and testing of processes, methods, and equipment. These classes of investigation commonly merge so that no sharp boundary can be traced between them. The National Research Council therefore defines industrial research as "the endeavor to learn how to apply scientific facts to the service of mankind."&apos; Currently, expenditures for research by industry are variously estimated at between $450,000,000 to $700,000,000 a year,&apos; or about twice the expenditure for 1940. The President&apos;s Scientific Research Board" estimated that the national research and development for 1947 (excluding atomic energy) was as follows: A few companies spend as much as 5 pct of their gross receipts for research, but 1% to 2 pct is considered a good proportion by many." Shortages: Commendable as is the record of growth and accomplishment of science in industry, it is only a beginning. America and the rest of the world have merely sampled the fruits of industrial research; most industries have yet to make research the key to their future. A top research consultant, T. A. Boyd, of General Motors, states ". . . perhaps 90 per cent of all companies still have no research laboratories."Y or example, of more than 17,000 manufacturing concerns whose gross sales exceed $500,000 a year, less than 2500 have research laboratories. A still smaller proportion of the 184,230 manufacturing establishments in 161 industriese have or could afford their own research facilities. Yet, the small and mediurn-sized com,panies with less than 250 employees each, produce one half of the dollar volume of manufactured products.&apos; How are these companies to participate in and share the benefits of research? The iron ores of the Mesabi Range occur in a 340 to 750-foot thick, Precambrian cherty iron formation termed "taconite." For about 65 years, extensive natural iron ore bodies were mined, and the ores either shipped as a direct ore or processed by gravity methods to a shipping grade iron ore. Since 1956, magnetite taconite ores, occurring in magnetite-rich horizons in the Biwabik iron formation, have been commercially concentrated and agglomerated. The transition from natural ores to concentrating-grade ores is progressing rapidly so that, in the near future, a major percentage of the iron ore shipped from the Mesabi Range will be as iron ore pellets produced from taconite. Natural iron ores of the Mesabi Range occur in the Biwabik formation as trough ore bodies in elongated channels and as irregular and tabular deposits in fractured areas associated with faults and folds. Ore bodies range in size from a few thousand tons to hundreds of millions of tons and may occur in any part of the iron formation. In some areas of strong ore development, ore was formed from the hanging-wall argillite to the footwall quartzite. The natural ores and beneficiating-grade natural crude ores were formed by the oxidation of the iron minerals, magnetite, greenalite, stilpnomelane, minnesotaite, and siderite, to hematite and goethite and by the removal of much of the silica in the cherty quartz and in the associated silicates by leaching. The ores are believed to have formed by the oxidizing and leaching action of surface waters. Magnetite taconite ores occur as stratigraphic zones in the Biwabik formation where it contains sufficient magnetite to be concentrated profitably, by magnetic methods, to give a magnetite concentrate that is agglomerated into a high quality product. Unoxidized taconite has an extensive distribution away from and between channels of oxidation and leaching but only a part of the unoxidized taconite is of ore grade. Two general types of magnetite taconite ore occur: ( 1) magnetite taconite of the Main Mesabi Range, generally west of Mesaba, which is composed of magnetite associated with cherty quartz, greenalite, stilpnomelane, minnesotaite, and carbonates and (2) magnetite taconite of the Eastern Mesabi, generally east of Mesaba, composed of magnetite associated with quartz, cummingtonite, actinolite, ferrohypersthene, hedenbergite, fayalite, hornblende, pyroxene, garnet, and biotite. The Mesabi taconite is a metasediment derived from an iron- and silica-rich chemical sediment that has been regionally metamorphosed and, on the eastern end, additionally metamorphosed by the Duluth Gabbro Complex.

The drilling of constantly deeper oil wells has made it imperative that the manufacturer of casing be ever searching for new methods and new materials to meet the increased demands. One phase of this search constitutes the subject matter of the present paper. Starting from the original Drake well in 1859, the depth of wells has advanced by leaps and bounds, until today depths of 6000 to 8000 ft. are common. Conditions point to the necessity for drilling to greater depths, and it is not at all improbable that much of the future oil produc- tion will be from wells around 10,000 ft. deep. The trend to deeper wells is nicely illustrated by the curve in Fig. 1.l The points plotted are the maximum depths attained in the various pools which were at their peak for the years given. It may be of some interest to observe the change that has taken place in the tensile and collapsing stresses over the last 25 years. The pressure at the bottom of a 900-ft. hole, equivalent to the pressure caused by an equal column of water, is only 450 1b. per sq. in. The equivalent water pressure corresponding to the depth of the deepest hole today would be 4762 1b. per sq, inch.

It is not the purpose of the writer to set forth in these notes anything new or surprising in blast-furnace practice, but simply to lay before the Institute the somewhat unusual results obtained during a period of six consecutive months, ending April 30, 1896, at the Dover furnace of the Penn Iron and Coal Co., and to give, with these results, the conditions under which they were obtained, and all figures pertaining to that period. This plant was entirely rebuilt, on thoroughly modern and improved plans, in the spring of 1895, by Frank C. Roberts & Co., of Philadelphia.
