Appalling as has been the loss of life in the last 51 months, there is one slight compensation: no longer will there be in the world a cripple, in the old meaning of the term. Men handicapped by wounds or disease, there will be, unfortunately, and in numbers beyond what the world has known since the wars of Napoleon; but neither they nor the industries from which they were called off to war will be "crippled" in the sense in which both would have been had mankind not learned the lesson of conservation and come to understand that the most important field for such conservation is not in the forests and the mines but among men and women. From the beginning of the Great War, France, Great Britain, Belgium and most of the other Allies have studied the problem of restoring the soldiers and sailors injured through war to physical and economic efficiency; and from their experiences, especially from that of Canada, the United States has learned much. Consequently, our task of preparing for the return of our disabled men has been easier and, in some ways, more comprehensive than theirs. Complex as are the details of the machinery which the United States has set in motion to take care of the men injured by wounds or disease, the plan itself is simple. Taught by European experience, the Surgeon-General of the Army and the Bureau of Medicine and Surgery of the Navy have provided, on both sides of the Atlantic, every known surgical and medical facility for restoring the injured or diseased man to a physical condition as nearly normal as possible. While in the hospital in Prance or England, on the transport coming to America, and in the hospital here, the disabled man is incited in every way to believe in his future efficieney, to want to be a normal worker, to desire to retake his place in that society of workers from which he went, temporarily, to do the greater work of preserving civilization. Furthermore, since purposeful occupation is now regarded as an essential form of treatment with most men in the hospital, especially in the convalescing stage, many of these men will have been actually started on the road to earning before they are discharged from the army surgeon's care.

The following notes are presented in an endeavor to point out the disadvantages attending the use of chrome brick in reverberatory furnaces in which are conducted the treatment of materials of such a nature that absorption by the brick is of too great value to be wasted, and these values must be recovered, if possible, in order to prevent metal losses that can not be tolerated. Several years ago one of the large Eastern copper refineries decided to utilize basic material in place of siliceous material in the walls of their reverberatory furnaces for the treatment of very foul blister copper, as the latter rapidly corroded the siliceous linings. It was also expected that there would be less slag formation, with a consequent decrease in the cost of treatment and a reduction in the metal losses. Magnesite brick were first used, but while the corrosive action of the foul material was greatly reduced, and the amount of slag formed was very much less, the magnesite proved to be unsatisfactory in certain parts of the furnace, because of its tendency to crack and spall badly when subjected to the alternate heating and cooling that takes place in a reverberatory refining furnace. This made many repairs necessary, and consequent frequent interruption in the operation of the furnace, which, together with the high price of the magnesite brick, ran up the cost of maintenance to an unreasonable amount. It was, therefore, decided to substitute chrome brick for magnesite brick in the parts of the furnace affected. The results, as far as the reverberatory furnace was concerned, were very satisfactory. The corrosion due to the action of the foul blister was small and the amount of slag formed was no greater than when using magnesite, and the tendency to crack and spall shown by the magnesite was eliminated. Gradually the use of chrome brick was extended to all furnaces, those treating blister copper as well as those melting cathodes, and the results were so satisfactory that the siliceous roofs were replaced by roofs of chrome brick except in certain places where experience showed a more satisfactory performance on the part of the silica brick. EXTENSIVE beds of rock salt occur in New York, Michigan, Kansas, and Texas. Wells are drilled through the beds, cased, and equipped with a suspended center tube. By circulating water through such a well, the soluble saline is dissolved and a brine produced. Operation of a well results ordinarily in the formation of an inverted conical cavity in the saline, inasmuch as the dissolving action of the fresh water is more rapid at the top of the bed than at the bottom. Under continued operations, the side wall of the cavity becomes so flat that a blanket of mud is deposited thereon and if the bed is overlain with shale or a soft rock caving follows. Three methods of operating wells have been employed-the "Tully plan," "the Detroit plan," and "the Trump plan." Both the Tully plan and the Detroit plan involve the formation of the aforesaid conical cavity with constant caving of shale above and deposition of mud on the side wall; the Trump plan was developed to avoid both these circumstances and thus materially prolong the life of a well. Details of the three plans follow. THE TULLY PLAN In the Tully plan, the water passes down the annular space between the casing and the center -tube, the brine rising in the center tube (Figs. I and 2). An inverted conical cavity is formed, the side wall of which relatively soon becomes so flat that it is blanketed by mud and impurities from the rock salt; this blanket limits dissolving action to the perimeter of the base of the cone, situated at the top of the saline bed. Caving of the overlying strata follows, and the total production of brine from the well is comparatively small. THE DETROIT PLAN In the Detroit plan, the water passes down the center tube, the brine rising in the annular space between the center tube and casing (Figs. I and 2). Initially, this flow forms a pear-shaped cavity in the bottom of the salt bed, but this cavity soon changes in shape to that of an inverted cone, as under the Tully plan, with the attendant disadvantages inherent in that plan. Application of the Detroit plan is limited to salt beds 300 ft. thick as a minimum. This depth of bed is necessary to prevent fresh water of lower specific gravity than the brine from rising in the

The Peruvian production increased over 3 million barrels from 1933 to 1934—from approximately 13¼ million barrels to over 16¼ million barrels—bringing the cumulative production of the country up to 171 million barrels. Most of this production, as well as most of the increase in 1934, came from La Brea-Parinas Estate, the property of the International Petroleum Co., Limited. In 1932 Peru stood eleventh among the oil-producing countries of the world, but in 1933 her production exceeded that of Trinidad, Argentine and Colombia, which placed her in eighth position. In 1934 Peru's production was exceeded by that of Colombia by about one million barrels, and by that of the Argentine by about 1½ million barrels, thus placing her in tenth position. After several years of relative inactivity in drilling and exploration there was a noticeable increase during 1934 in both of these lines of activity. Oil Fields La Brea-Parinas Estate.—Production on the La Brea-Parinas Estate. reached a significant total of 85,080 bbl. as early as 1891. It increased to over one million barrels in 1912, and to over 10 million barrels in 1929, and in 1934 it reached an all-time high of over 14 million barrels. The total production from 1890 to 1934 was 133,784,609 barrels. Practically all the drilling on the property has been done with cable tools, but during 1934 three strings of rotary tools were introduced. One was a heavy outfit for drilling a deep test and the other two were lighter outfits for deepening wells in the newer section of the field, where the gas pressure was too high to permit safe drilling with standard tools. During 1934 a total of 28,127 ft. was drilled, 66 wells were deepened, and 6 new wells were completed. At the end of the year 2844 wells had been drilled on the Estate, of which 1814 were still productive. The remaining 1030 wells represent abandoned producers or dry holes. The total area that has been productive up to the present time is estimated at 13,369 acres. An interesting article on the various phases of operations of the International Petroleum Co. was written by Arthur Iddings and published in The Oil and Gas Journal (Dec. 27, 1934).

The D'Arcy Exploration Company Ltd. has been granted prospecting licenses in Great Britain to explore four different types of prospect. In the south of England (Dorset, Hampshire and Sussex) the objective lies in Jurassic and Lower Cretaceous beds. In an area of approximately 4470 sq. miles, covering parts of Nottinghamshire, Lincolnshire and Yorkshire, the search is directed to testing Carboniferous rocks. In northeastern Yorkshire a single license covers structures in which the Permian limestone will be explored. In Scotland, southeast of Edinburgh, the company holds another single license where Lower Carboniferous horizons are the objective. Southern England Among the more important "indications" that led D'Arcy Explora-tion Company Ltd. to undertake a testing program in southern England was the discovery of sands in the Wealden (Lower Cretaceous) series of Dorset, impregnated with oil residues. Traces of oil and bitumen were also found in limestones of the Portland and Purbeck beds of the same area. In addition, traces of petroleum had been recorded from Upper and Lower Jurassic beds in borings, more especially those drilled in the course of coal exploration in Kent and Sussex, and an outcropping oil sand was known to occur in Wealden beds near Pevensey in Sussex. Besides these tangible proofs that at least some oil has been generated in this area, _the Jurassic beds, as developed at outcrop in Dorset and elsewhere, include considerable thicknesses of strata that may well be considered as possible source rocks of petroleum. A regional view suggested that these possible source rocks extended, without great thinning, beneath at least the southerly parts of the Weald of Sussex, the South Downs and still farther south beneath the English Channel. It appeared, and still appears, a reasonable conclusion that, where suitable structural conditions occur in this tract of country, an oil accumulation of commercial value may be found. Of the several possible anticlinal structures, those at Portsdown (Hampshire) and between Henfield and Steyning (Sussex) were selected as sites for the first test wells. The attempts of British investigators to arrive at definite knowledge concerning the nature of the nitrogenous constituents of coal have been mainly made through studies of the behavior of coal on carbonization and gasification. There have been carried out numerous determinitions of the distribution of nitrogen in the products of carbonization under laboratory and large-scale conditions; and by a careful consideration of the extent to which nitrogen is liberated, say as ammonia,. at different temperatures and under different conditions of operation as regards atmosphere, it has been possible to form some general notions as to the nature of the nitrogenous compounds present in the coal; and at the same time to arrive at clearer ideas as to what are the important operative factors in determining the ammonia yield under working conditions. This work has been spread over many years and is summarized below. The difficulties of connecting the results in such a way as to allow of the nitrogenous constituents of the coal being described in terms of specific organic structure are great. They arise, for example, in the carbonization process, because the phenomena of decomposition observed at any one temperature can only refer to compounds decomposing at that temperature, each of them with a previous history of chemical transformations occurring at lower temperatures. To put it in &other way, the compounds occurring in the coke at any stage are not in the least likely to be those present in the original coal. The same difficulty, in a milder form, occurs when the method of differential solution is attempted. There is always the preliminary question, almost impossible to answer, as to how far the separation by the use of the solvent has involved some form of decomposition of the original compounds. In the following summary, an attempt has been made to bring together results obtained by British workers.

The most generally accepted equilibrium diagram for A1-Fe alloys has a eutectic system on the aluminum side with an essentially insoluble constituent of the formula, FeAl,, as the second phase. In 1938, Bradley and Taylor1 did report a phase change of FeAl,, but this change has never been confirmed. According to them, FeA1, is the stable phase only at higher temperatures; at lower temperatures, it is converted into Fe2Al7 and aluminum. It has now been found that there is, in fact, a phase change of the Al-Fe constituent on the aluminum side of the equilibrium diagram. This change, however, is not the one reported by Bradley and Taylor. The alloys used were cast by continuous processes and had these analyses: Fe - 1.98 to 2.02 pct, Cu-0.01 pct, Si - 0.01 pct, Mn - 0.01 pct, Mg - 0.00 pct, Zn - 0.00 to 0.01 pct, Cr - 0.00 pet, Ti - 0.00 to 0.04 pct. The constituent in these alloys was identified by X-ray analysis with a Guinier camera and by chemical and X-ray powder diffraction analyses. Two procedures were used to separate constituent for the last two analyses. In one procedure, it was separated by treating a sample with a solution of methanol saturated with iodine. And in the other procedure, it was separated by first applying, at 12 amp per sq ft in 15 pct sulfuric acid at 70°F, an oxide coating to a sample, and then dissolving this coating in a solution of 35 ml of 85 pct H3PO4 and 20 g of CrO3 per liter. Several observations directed attention to a phase change of the A1-Fe constituent. Differences that appeared too great to be accounted for by micro-structure alone were found in the voltages required to apply the same thickness of an oxide coating to products from rapidly and slowly chilled ingot. Even more striking was the difference in appearance of the coatings themselves. One applied to a product from a rapidly chilled ingot was dark gray in appearance, in fact, almost black, while one applied to a product from a slowly chilled ingot was essentially white. Also, even a short period of thermal treatment at an elevated temperature of products from rapidly chilled ingot led to the same anodizing behavior as that of products from slowly chilled in-

Law is as old as civilization. In its early stages the so-called law of the jungle, "the survival of the fittest," was entirely operative. Man was quite largely a law unto himself and was likewise his own lawyer. As civilization developed and individuals segregated themselves into bands or communities, man-made laws became a reality, the individual sacrificing certain privileges for the benefit of the band or community in which he was privileged to live. Our present system of law is a continued development of that process. Very early in this development the exigencies of the occasion called into being classes of individuals who were given to study the laws then existing, and this group became known as lawyers. They advised what could or could not be done under existing laws. They were the aggressors in formulating new laws and principles under which the communities must live. Concurrently with the development of the law and the lawyer, the engineering profession was born. In our early civilization, each man was his own engineer; he built his own home, constructed his own bridge, and provided his own means of conveyance. As civilization became more complex, technical study was required to consummate projects and thus meet the requirements of an expanding community. The engineering profession assumed this burden. Both groups were human and thus susceptible to human mistakes and errors. It was Macaulay who said: "The world generally gives its admiration not to the man who does what nobody else ever attempts to do, but to the man who does best what multitudes do well." BiRth of Petroleum Industry In 1859, by the completion of the Drake well in Pennsylvania, the petroleum industry as we know it was born. Its rapid progress since that time has been both extraordinary and remarkable. The zeal of the individual operator to secure all possible oil in the shortest time, even to the extent of bringing into possession a part of the oil underlying a neighbor's property, developed unnecessary drilling, wasteful methods of recovery, great loss of gas, the early abandonment of property with much unrecovered oil thereunder. It is with sincere regret that the members of the Institute will have heard of the death, on March 17th last, at Terre Haute, Ind., of Professor Charles 0. Thompson, A.M., Ph.D., President of the Rose Polytechnic Institute of that city, and for many years pre viously the head of the Worcester County (Mass.) Free Institute of Industrial Science, and in 1881 and 1882 one of the managers of this society. To us he was chiefly known by the excellent character of the work which he had performed, as a recognized leader among the technical educators of the country. He was a constant, and interested atten dant at our meetings, seeking to acquaint himself not less with all that was noteworthy in the practical attainments and developments of the branches of industry represented by our membership, than with such such facts as would be of service to him in shaping or guiding a wise course of instruction in the institutions of which he had charge. We shall not soon forget him, or the genial courtesy of his manner, or his ready words and thoughtful comments. Charles Oliver Thompson was born September 25th, 1836, at East Windsor Hill, Conn., where his father, Rev. William Thomp son, D.D., was professor in the Connecticut Theological Seminary, since removed to Hartford. The son was fitted for college under the late Paul A. Chadbourne, and entered Dartmouth College in 1854. He was graduated in 1858 with honors. In all the studies of his course he had maintained a high rank, but showed marked proficiency in chemistry and mechanical philosophy. In 1861 he received the degree of A.M., followed by that of Ph.D. from his own college in 1879, and from Williams in 1880. In September, 1858, the year of his graduation, he became principal of the Peacham Academy, Vt., remaining in that position until November of 1864, though during that period he devoted several months to practical work as a surveyor and civil engineer. Thus his experiences were developing the qualities which, later on, fitted him to carry out so successfully the plans of the thoughtful projectors of a new system of technical education, along a path before untrodden, but which the test of time and the indisputable proof of success have shown to be both wise and fruitful.

The paper describes a cyclic method for processing manganese ores using sodium sulphate as the basic reagent. Sodium sulphate is electrolyzed in a diaphragm cell to give an anolyte sodium sulphate acid and a catholyte containing caustic soda, a part of which is carbonated in a cyclic manner to form soda and reduced ore is leached with the anolyte to dissolve the manganese and the impurities are precipitated by addition of catholyte. Manganese in the pregnant solution is precipitated as synthetic rhodochrosite with a carbonated catholyte, and sodium sulphate is regenerated. Calcining the manganese carbonate site a high-grade product and the carbon dioxide is returned to the carbonation step. the results of laboratory tests using cells equipped with synthetic fiber diaphragms and permselective membranes which permit transfer of using or cations during electrolysis are described. The relationship between the apparent angle of rotation of monochromatic plane polarized light and the tilt of the basal pole from the surface normal has been experimentally determined for zirconium over the wavelength range of 500 to 655 mp. This relationship allows the determination of the spatial orientation of the basal pole of an individual grain in a polycvystal-ling zivrconium specimen to within ±3 deg by three simple tneasurements with a polarized-light metallurgical microscope. The method of measurement is discussed in detail. THE optical anisotropy of materials having noncubic crystal structures has long been used to reveal features by polarized-light microscopy. Petrographers have used measurements of certain optical properties to identify and classify transparent or translucent minerals. More recent work (i.e., Cameron1) has extended such measurements to opaque minerals in reflected light. Few attempts have been made to make similar measurements on noncubic metals. Couling and pearsall2 have reported that a sensitive tint plate can be used in a polarized-light metallurgical microscope to determine the position of the basal-plane trace in a grain of polycrystalline magnesium. Reed-Hill3 has reported that the same technique can be used for zirconium. We have found that the precision of measurement can be increased to about ±0.5 deg by using a Nakamura plate4,5 to determine the exact extinction position after the sensitive tint plate has been used to locate approximately the basal-plane trace. This report describes a method for measurement of another optical property, the apparent angle of rotation. This measurement permits determination of the angle between the basal pole of a grain of a hcp metal and the normal to the surface of the specimen. When the two measurements are combined, the orientation of the basal pole in space can be determined from three simple measurements on a single surface. One to two hundred such determinations will permit plotting of a basal-pole figure for the polycrystalline material with reasonable accuracy. When normally incident, monochromatic, plane-polarized light is reflected from the surface of an optically anisotropic material, the light may be converted to elliptically polarized light, the plane of vibration may be rotated, or both may occur. The el- lipticity, the angle of rotation, and the reflectivity can be related to the indices of refraction and the absorption coefficients of the material.6,7 Ellipticity values can be determined with an elliptical compensator, but not with the ease and precision desirable for the present purposes. Measurement of the angle of rotation requires only the determination of the angle from the crossed position (90 deg to the polarizer) that the analyzer must be rotated to obtain extinction when the trace of the optical axis in the surface is at 45 deg to the vibration direction of the polarizer. The angle of rotation of the analyzer is approximately 6/5 that of the true angle of rotation of the light as reflected from the specimen because there is a small amount of additional rotation produced during the passage of the reflected light through the mirror of the microscope. Since we are presently interested only in determining the tilt of the basal pole, the angle of rotation of the analyzer (the apparent angle of rotation of the light, i.e., uncorrected) can be used. Precision of the measurement can be increased substantially by the use of a Nakamura plate4,5 in determining the extinction position. In an optically uniaxial material (hcp or tetragonal crystal structure) the angle of rotation depends only on the optical properties of the material and the orientation of the optical axis of the grain relative to the plane of incidence of the plane-polarized light.7,8 Thus, in a metal such as zirconium, the apparent angle of rotation at the 45-deg position in any given wavelength of light is a direct measure of the tilt of the basal pole from the normal to the surface. If the optical properties vary with wavelength, the apparent angle of rotation for any given tilt of the basal pole will vary. None of the required information exists in the literature for zirconium nor for any other non-cubic metal. MEASUREMENTS ON SINGLE-CRYSTAL ZIRCONIUM A single-crystal sphere of zirconium 9/16 in. in diam was spark-cut from a single-crystal rod grown from iodide bar by an electron-beam zone-melting process.9 The damaged surface was removed by chemical polishing in a 45/45/10 mixture (by vol) of water, concentrated HNO3, and HF (48 pct) and then electropolishing at 50 v in a bath1' of methyl alcohol and perchloric acid (95/5 by vol) at -70-C. The single-crystal sphere was mounted in a five-axis goniometer stage having a removable eucentric X-ray diffraction goniometer head for the two inner orientation axes. The basal pole of the single-crysta sphere was aligned parallel to a third axis of the goniometer stage by using the sensitive tint method to determine the basal-plane trace at several rotational positions of the sphere. ALTHOUGH the metallurgy of uranium has been under intensive study since the early 1940's, no systematic effort has been made to identify the non-metallic inclusions in uranium. Uranium carbide (UC), which is probably the most common inclusion found in graphite-melted metal, has been tentatively identified by previous investigators, but the other nonmetallic inclusions have received little attention. Since metallography is a valuable tool in metallurgical studies, the metallographic identification of the nonmetallic inclusions in uranium is important. Such an investigation has been completed and the identification of slag-type inclusions and of uranium monocarbide, uranium hydride, uranium dioxide, uranium monoxide, and uranium mononitride is described. Metallographic Preporation It is often possible to prepare specimens for metal-lographic examination equally well by several methods. The specimens which were examined in this work were prepared by one of two acceptable methods. For the convenience of the reader, both methods will be discussed in detail and will be referred to simply as Method I or Method II in the subsequent sections. For both Methods I and 11, specimens for microscopic examination usually were mounted either in bakelite or in Paraplex room temperature mounting plastic. Method I—Specimens were ground in a spray of water on a revolving disk covered successively with 120-, 240-, and 600-grit silicon carbide papers. It was necessary to perform the final grinding operation carefully on worn 600-grit paper to keep the scratches as fine as possible. After washing and drying, the specimens were polished for 3 to 4 min on a slow speed wheel (250 rpm) covered with a medium nap cloth. Diamet Hyprez Blue diamond polishing paste, Grade 00, 0 to 2 µ, was used as abrasive with kerosene as lubricant on the wheel. Specimens were washed thoroughly in alcohol and final polished electrolytically in an electrolyte composed of 1 part stock solution (118 g CrO, dissolved in 100 cm3 H2O) with 4 parts of glacial acetic acid. A stainless steel cathode was used. At an open circuit potential of 40 v dc, a polishing time of 2 sec retained inclusions well with the bath at room temperature. If additional etching was required to sharpen the interface between the metal and the inclusions, an electrolyte composed of 1 part stock solution (100 g CrO3 and 100 cm8 H20) and 18 parts glacial acetic acid was used at room temperature. Best results were obtained by etching for from 10 to 15 sec at 20 v dc in the open circuit. Surfaces obtained by this method are suitable for microscopic examination. However, if desired, they may be etched further with other chemicals. Method 11—Rough grinding was done on a wet 180- or 240-grit continuous grinding belt. The specimen was then ground by hand successively on 240-, 400-, and 600-grit silicon carbide papers in a stream of water. Final polishing was accomplished on a 4 in. high speed wheel (3400 rpm) covered with Forstmann's cloth. Linde B levigated alumina, suspended in a 1 volume pet chromic acid solution, was the abrasive. Specimens usually were polished in 5 min or less by this technique. Often the inclusions present in the metal were identified in the mechanically polished condition. When etching was required to outline inclusions more sharply, one of the two following methods was used. In the first method, the specimen is etched lightly while electropolishing in the chromic-acetic acid solution described above (1 part of stock solution to 4 parts of acetic acid). The electrolyte was refrigerated in a dry ice-ethyl alcohol bath and specimens were etched at 60 v dc on the open circuit for 2 or 3 cycles of 3 to 4 sec each. The second technique utilizes electrolytical etching at about 10 v dc (open circuit) in a 10 pet citric acid solution at room temperature. X-Ray Diffraction Technique The major problem in the identification of inclusions in metals by X-ray diffraction techniques is the extraction of a sufficient amount of each type of inclusion to obtain an X-ray diffraction pattern. In the present study, X-ray diffraction patterns were obtained from individual inclusions of the order of 10 µ diam. The polished and etched samples shown in the micrographs were examined at a magnification of X54 or XI00 with a binocular microscope. This allowed sufficient working distance to extract the inclusions with a needle probe for powder X-ray diffraction analysis. Friable inclusions such as MgF2, CaF2, UO2, and UH3 could be freed from the metal by probing the as-polished and etched surface. The fine particles then were picked up on the end of a Vistanex-coated glass rod (0.002 in. diam) which was held in a brass adapter made to fit the powder X-ray diffraction camera. The end of the glass rod was centered in the path of the X-ray beam. In the case of the UC, UO, and UN inclusions which are smaller in size, more metallic in appearance, and less friable than the other inclusions, it was necessary to etch the inclusion in relief before extraction. Background Research on the respiratory health of coal miners has focused predominately on the relationship between coal mine dust exposure and ventilatory function impairment (Lapp et al., 1972; Jacobsen, 1976), on the prevalence of coal workers' pneumoconiosis (Lainhart et al., 1969; Morgan et al., 1973), and on coal miner mortality (Ortmeyer et al., 1974; Rockette, 1977). Lesser attention has been paid to the effects of other mining exposures. For example, underground exposure to diesel exhaust emissions (Reger et al., 1980; Ames et al., 1982,1984). An omission in US coal mining research, however, has been identified by the US Office of Technology Assessment (OTA) as the failure to study the effects of inhaled polyvinyl chloride (PVC) thermal decomposition and combustion products (Seltzer, 1979). These products may be released in the mine environment by cable fires, cable explosions, smoldering cables, and conveyor belt fires. In addition to the OTA concern, recent findings of chronic respiratory conditions and other health complications resulting from exposure to PVC decomposition and combustion products in firefighters (Peters et al., 1974; NBS, 1980; NIOSH, 1982; Wallace, 1982), and in survivors of several large scale PVC-fueled fires (Dyer and Esch, 1976; Wallace, 1981, 1982), add immediacy to the concerns. PVC decomposition and combustion PVC decomposition is initiated at temperatures far below ignition (Hartstein and Forshey, 1974; Wallace, 1981). Hence, exposures to decomposition products from smoldering cables may be important health hazards in addition to cable insulation combustion products. Hydrochloric acid (HCL) appears to be the principle toxic substance from the thermal decomposition of PVC since up to 60% by weight is released as HCL (Barrow et al., 1979). HCL is released both as a gas and as an adsorbant on soot particles (Stone et al., 1973), thus allowing penetration of respiratory defenses. In addition, laboratory results indicate that phosgene (carbonyl chloride), a potentially lethal gas, may be produced in significant quantities from electrical arcing of wires covered with PVC insulation (Woolley, 1971; Brown and Birky, 1980). Health concerns related to PVC Toxic effects resulting from high level exposures to PVC pyrolysis and combustion products in animals (Cornish and Abar, 1969) and in humans (Wallace, 1981) is beyond question. Analyses have reported acute, or short-term, health effects resulting from exposure to PVC decomposition and combustion products (Peters et al., 1974; Polakoff et al., 1975). Recently, however, several studies have found that acute effects are often followed first by apparent healing, and then by delayed chronic effects. This pattern of consequential respiratory involvement among persons involved in major PVC-fueled fires has been noted in firefighters, specifically the 1975 New York Telephone Exchange fire (Dyer and Esch, 1976; Wallace, 1982), and the survivors of the 1977 Beverly Hills Supper Club fire (Wallace, 1981). An obstructive syndrome (low FVC and FEV1) was seen in 15% of workers three months following fighting a PVC-fueled fire (Colardyn et al., 1976). Long-term respiratory symptoms seen in studies of survivors of PVC-fueled fires include the bronchitis symptoms of cough and phlegm, and lung dysfunction (Wallace, 1981). Additional support for the thesis of longer-term respiratory effects resulting from PVC-fueled fires is derived from the finding that four persons who initially survived the Beverly Hills Supper Club fire died within nine months of the fire of severe respiratory impairment (Wallace, 1981).

THE coal industry in Alabama, centered in Birmingham, has pioneered coal-beneficiation practice in the United States. The nature of the coal seams and mining methods employed have necessitated use of equipment and methods best adapted to the local conditions. Although all of the 30 or more coal seams now being mined in the state receive beneficiation, only the three most important producers of coking coals, the Pratt, Mary Lee and Black Creek, are discussed in detail. Nature of the seams, washability characteristics and equipment used are given as examples of the extent of work and progress in this field. The coal seams in Alabama are relatively thin and pitching, making mining difficult and expensive. Most of them are characterized by thin partings of rock or shale in the seam itself, as well as laminations of bone and rash. Mechanical mining methods have increased the occlusions from roof and floor to such an extent that nearly all the coal mined in the state must receive some treatment before it can be put on the market. During the year ending Sept. 30, 1943,1 18,129,792 tons of coal were mined in the state and 14,364,177 tons, or 79.2 per cent, received treatment. Excluding from the total the 1,223,014 tons produced by small wagon mines and the hand-picked lump coal, the amount receiving beneficiation would be more than 90.00 per cent. This is, by far, greater than in any other coal-producing state. The earliest record of coal beneficiation in Alabama was the installation in 1890 of an experimental Lung washer by Alexander Cunningham, for the Sloss Iron and Steel Co. at its blast furnace in Birmingham .2 In 1894 the Jeffrey Manufacturing Co. introduced the English Robinson washer, a combination of a hydraulic classifier and centrifugal machine. Erskine Ramsay, who has contributed so much to the coal industry, saw its possibilities as well as its mechanical defects and soon had his inventive mind at work. He added a sludge tank of his own design, and many Robinson-Ramsay washers were installed in Alabama and other states. The Stewart jig appeared in 1900, followed by the Montgomery jig in 1910 and both have found extensive use. Increased interest in this field led to new designs, such as the American, Elmore; Burke and Faust. The first Baum-type Norton jig was operated in 1930 and within the last five years six large installations of this type have been made by the McNally-Pittsburg, Jeffrey and Link-Belt Companies. Wet-washing tables were introduced in 1922 but not extensively used until recently. The two most popular types are the Deister-Overstrom and Deister Plat-O. The coal-cleaning equipment used in Alabama has been relatively simple, yet efficient, but as the amount of impurities in the raw coal has been increased by mechanical mining and labor costs have become higher, much interest has been shown in sand cones, froth flotation and

Human engineering was the keynote of the thirty-ninth annual meeting of the American Society of Mechanical Engineers, which was held in New York, December 3-6. This note was sounded by President Charles T. Main in his address at the opening session and was carried through by all the speakers. In his survey of the year's work, he said that more than 6000 names of engineers were furnished the Government for filling a wide variety of positions. In addition to the 1400 members in service, two members of the council of the society are in uniform in France and one, as a distinct war service, is in charge of one of the largest shipyards. After giving other ways in which the Society has helped the Government, President Main called attention to the necessity for thoroughgoing efforts to increase production and the settlement of questions involving industrial relationships. At the following meeting, President Adams of the American Institute of Electrical Engineers called attention to the necessity of meeting labor in a progressive way, facing labor questions fairly and squarely, as the real interests of labor cannot be separated from those of the engineer. Charles E. Knoeppel, discussing "Industrial Organization as It Affects Executives and Workers," said the problem of the cost of living might be settled in two ways: 1, there must be more producers, and 2, there must be a greater amount supplied by those now producing. The first solution is practicable, he said, if labor is allowed shorter hours, better conditions, and a remuneration that will attract workers. The second can be employed by eliminating waste, standardizing conditions, setting fair tasks, and allowing men to earn an amount that will compensate them for' their skill and cooperation. Dudley R. Kennedy of Philadelphia, employment manager of the American International Shipbuilding Corporation, said the human-engineering phase of the country's industrial development had generally been overlooked. "We hardly yet know what competition means; we will learn it within a few years. Permit me to prophesy that the executive of the next decade will be the man who best knows men. He will be an originator, a handler of men as individuals, a handler of men in the mass, a leader not a driver, a very human man. The science of human engineering is here to stay. The study of human characteristics is the most enduring, as well as the most fascinating in the world, and still the most complex."

The authors present an interesting review of various applications of rather well known theories. Their rearrangement of the original working equations is strictly computer oriented and serves well to that effect; however, the new appearance will be confusing to the slide rule-wielding members of the profession. In reviewing discrepancies existing between calculations made by Baker Oil Tools, Inc. field engineering staff members and computer output submitted based on the authors' program, the following error in concept was discovered in Eq. 4. The authors quote the length change due to helical buckling in the following form We appreciate Kurt Leutwyler's awareness of Archimedes' principle, and concur that the final term in the denominator of Eq. 4 results in a small error. Examples checked revealed less than I ft error, and corrective expressions for the four possibilities of displacement follow. The portion of the denominator within extra large brackets represents the original term W,, = weight of outside fluid displaced per unit length. The authors interpreted the expression "displaced" in general oilfield terminology as a fluid displacement, such as "mud displaced with water, etc." A review of the theory forming the basis for these helical buckling calculations discloses that this displacement is meant to be interpreted in the Archimedean sense, i.e., fluid displaced by the solid body. here the tubing and the seal nipple. Lubinski* illustrated the point by summing moments due to mechanical and hydraulic forces acting on a free body immersed in fluid. This moment summation, always in the Archi,medean sense, yields effects of the real forces, including W,, and the fictitious force on the bending mechanism. I would be interested to hear the authors' comments regarding this theoretical point, which nevertheless is not mute since its lack of recognition seems to result in erroneous calculations. We must not remain mute to Leutwyler's suggestion that these equations, although computer oriented, are confusing to the slide rule engineers. Such input information as density in pounds per gallon, pipe diameters in inches, pumping rate in barrels per minute and pipe length in feet is not confusing to most of us. Yet there may be some rugged individuals in field positions who carry tables of conversion constants and have committed to memory such items as coefficients of thermal expansion and Poisson's ratio; however, even this type of individual would welcome a simplified equation occasionally. Statistical data on the Polish producing business are available only for the first half of 1939. Because of the invasion of the country during September by Germany and Russia all sources of information have stopped, and it is impossible to get even an approximate picture of the status of the industry after that date. The long declining trend of Polish production, which was finally checked during 1938, kept a further upward tendency during the first half of 1939, and there is good reason to believe that the upward trend would have been maintained. It is true, there was little hope of reviving the slowly dying Boryslaw field, although there still remained a slight possibility for an extension in its southwestern direction. Repressuring plans were still discussed, but. could not be put into effect because of extremely complicated and split-up lease ownership. The Gorlice-Lipinki ficld continued to be the main factor in the increase of the country's production. During the first half of 1939 this field received a further important extension in a southern direction. The Schodnica field continued to use repressuring with success. At the end of June, 21 exploratory wells were drilling, 14 of which were within thc Carpathians and 7 in the Miocene geosyncline of the Carpathian Foreland. All of the wildcat wells drilled within the Carpathians were on the struct,ural cxtcnsion of old established fields, but part of the wildcats of the Foreland were on new geological and geophysical prospects. The Opary gas field of the Foreland discovered last year has been further developed. The Government-owned Polmin completed its third gasser. This well penetrated two sands; the upper one, 118 ft. thick, was found at 1312 ft., with an initial pressure of 570 lb. and capable of produeiring 10 million cu. ft. per day. The second sand, 91 ft. thick, was found at 1690 ft., yielding 20 million cu. ft., with a pressure of 760 lb. The well Mieczyslaw, drilled about 3 miles further north on the flank of the structurc, found the first sand watered. The Pioneer No. 5, at Chodonice near Przemysl, which reported somc gas last year, was 5696 ft. deep at the end of June, still drilling in Miocene. Anothe well in the same vicinity drilled by the Gasolina was 1708ft. deep.
