ALL critical and strategic materials procurement functions have been transferred from the Defense Minerals Administration, General Service Administration, and the Economic Cooperation Administration and are now centered in a newly formed agency, the Defense Materials Procurement Agency. DWA will report directly to the Director of Defense Mobilization. Mr. Truman stated that he intended to appoint Jess Larson, administrator or General Services to head the new agency (see Trends P. 756). W. C. Schroeder has been named acting director of the Defense Minerals Administration replacing James Boyd. He has been named also to a newly created assistant director position of the Bureau of Mines serving under Mr. Boyd who is director. Schroeder was formerly head of' the Synthetic Liquid Fuels Division of the Bureau of Mines.

The increase in drilling activities in Venezuela noted during the latter half of 1932 continued, and 132 wells were completed in 1933 as compared to only 60 completed during 1932. Notwithstanding these new wells, 114 of which were producers, and also the appreciable increase in artificial lifting installations during the year, Venezuelan production was maintained at only a slightly higher level than in 1932, amounting to 120,356,000 bbl. in 1933 as compared to 118,167,000 bbl. in 1932. However, at the end of the year the daily average production of 358,-860 bbl. was 16 per cent higher than that at the end of 1932. I HAVE the pleasure of exhibiting samples of the rock in which the South African diamonds are said to occur, for which I am in debted to Mr. Franz Groeger, of Vienna, formerly an assistant of the Royal Imperial Geological Institution, whose account of the general geology of Southern Africa was contained in a recent number of the proceedings of that Institution. The rock is apparently a sort of tufa, evidently of volcanic origin. Mr. Groeger assured me that it could be seen in situ, bounded by uplifted stratified rocks; and that diamonds had been mined from it, by means of shafts, some distance below the surface. Groeger calls it "greenstone-tufa," and says of it, in the proceedings of the Geological Institution, " it breaks through the younger members of Group III [lower Trias and Jura], . . .. and crops out in oval masses, filling fissures . . ..The occurrence of this tufa is not locally limited, but has been traced and proved already over a large territory." DR. HUNT remarked that the material looked like the trass of the Rhine region. He thought it a new occurrence for diamonds. He believed diamonds to belong to ancient crystalline rocks, although these materials might be brought tip by volcanic agency, and the diamonds remain unaltered. In the volcanic rocks of Auvergne, crystals of sapphire, zircon, and spinel are found; and yet no one supposes that these minerals have been generated by volcanic agency. He had had a conversation with Bertrand de Lom on this subject, who agreed with him that these minerals, being hard and resistant,

A. MALINOVSZKY,* Belleville, Ill. (written discussion?).-I have been very much interested in Mr. Dolman's paper. We all realize, I think, that this question of developing our home industries and support-ing the new industries which have developed during the great war is very important at present. Mr. Dolman has well shown the quantity and quality of the raw magnesite in the United States, and the commercial and industrial possibility of our home magnesite and I believe, with him, that our home industries should receive adequate protection. There are two reasons, however, for believing that this may be difficult. One reason is that much American capital is invested in the Austro-Hungarian magnesite industry. The raw magnesite can be quarried and prepared for the market in Austria with much cheaper labor expense than in the United States; large deposits which are very easy to quarry and good transportation facilities also contribute to the cheapness of production. The second reason is the old saying that the magnesite found in the United States is not of the same quality as the Austro-Hungarian mag-nesite; this I doubt. Even if the magnesite found here does not in a raw state equal the Austro-Hungarian, it can be synthetized so that the finished article will have the same properties as the Austro-Hun-garian finished magnesite refractory possesses. Thaw magnesite from Greece is not the same as the. Austro-Hungarian, but it has linen demon-strated that a good refractory can be made from the Greek product.

THIS short note on the probable character of the organic sulfur compounds in coal can do no more than indicate lines of research. We have no new experimental work to describe, nothing comparable in value with the careful studies of American coals by Powell and Parr1 and Yancey and Frazer.2 A study of the manner in which sulfur compounds exist in British coals (and their behavior on heat treatment) is rendered increasingly necessary by the fact that the British reserves of good coking coals of reasonably low sulfur content are fast being depleted. We believe that it is essentially by a study of the modes of formation, occurrence, and decomposition of the various types of inorganic and organic sulfur compounds in coal that it will be possible, with hope of success, to attack the problem of purifying coals, otherwise eminently suitable for coking, from these objectionable ingredients. Sulfur, so far as is at present known, does not normally occur in the free state in the coal conglomerate, but is chiefly distributed, irregularly, in three forms: 1. As primary constituents of the coal conglomerate, organic in nature and probably associated with those molecular complexes that have resulted from the degradation of the proteins of the plant tissues responsible for the formation of the coal mass. These constituents can be classed as "organic sulfur." 2. As metallic sulfides, e.g., iron pyrites. 3. As metallic sulfates, e.g., calcium sulfate and ferrous sulfate. (The occurrence of these compounds varies with the occurrence and degree of degradation of class 2.)

Inasmuch as the subject is specially interesting to metallurgists and mining engineers, and as our Transactions contain recent important papers, by Dr. Hayes, M. Laur, of France and others, upon bauxite, I venture to offer to the Institute, in more condensed form, an account of the deposits described in the paper above referred to. YALE UNIVERSITY looked like a top-notch school to "Bert" Phillips in spite of the belief that the college in the home town sometimes looks less attractive than a more distant campus. So Bert, a native of New Haven, earned his B.S., M.S., and Ph.D. degrees from Yale. Immediately after Yale days lie served as metallurgist of the Scovill Manufacturing Co., Waterbury, and then went to the Central Research Laboratories of the American Smelting and Refining Co. at Maurer, N. J., where since 1931 he has been superintendent of research. Bert has contributed to metallurgical literature many reports of studies on the constitution and the physical, metallurgy of copper and copper alloys as well as papers on general nonferrous physical metallurgy.

When I first received the announcement of this meeting I was pleased to see that this 14th APCOM Symposium had expanded its range of interest. One new topic to be considered this year is long range or strategic planning--the continuous process by which current risk taking decisions are made systematically, and with the greatest knowledge of future impact. Long range planning should receive our attention. It is the first step in the management process and the foundation of many--if not all --key managerial decisions. Improvements made at this stage of managing are almost certain to be of benefit in later stages of decision making. It is obvious to many of us that in a physical process such as mineral beneficiation, one does not concentrate all of one's attention on the flotation design without also considering the grinding, cycloning, and desliming stages of the process. Taking this a step further it would be equally erroneous to find a mineral engineer designing a mill without due consideration for mine, smelter and refinery and beyond that the sales goals, growth and profit objectives of the firm itself. And yet, how many times have we seen organizations staff and reorganize without consideration of an overall plan; without adherence to the management process which by its definition, calls for a plan first, followed by the appropriate organization and staff. The computer applications traditionally discussed at APCOM meetings have concentrated on areas dealing with things and people-- the implementation of the plan, rather than with concepts and ideas, the formulation of the plan.

SCOPE OF THIS REPORT THE object of this paper is to describe the present status and possibilities of liquid oxygen as an explosive based upon the investigations, research and practical work of the Ingersoll-Rand Co., and of the Air Reduction Co., from early in 1922 to date. The following work was done. 1. A study of the history and physical theory of L. 0. X. as an explosive. (No attempt will be made in this paper to give the history or theory, as this has already been covered by the literature on the subject.) 2. An investigation of the use and the practice with L. 0. X. in the iron mines of Lorraine where L. 0. X. has its largest application in Europe. Although L. 0. X. is extensively employed in the; iron mines of Lorraine, many of the mines using it exclusively, and blasting with it a total of approximately three million tons of iron ore per year, the fact that the mining practice in Lorraine1 is to drill comparatively shallow holes and blast only a few holes at a time, renders the data obtained there of very little value in estimating the possibility of replacing dynamite with L. 0. X. in American mining methods. In fact, in the iron mines in Lorraine, L. 0. X. replaced black powder, or its equivalent. 3. Laboratory research work on properties of absorbent materials. 4. Work in the Bureau of Mines explosive laboratory at Pittsburgh, Pa., on the properties of L. 0. X. cartridges. 5. Practical work underground with L. 0. X. cartridges in the Witherbee-Sherman iron mines at Mineville, N. Y. 6. Practical work in the quarries of the Calcite Quarry Co., Myers-town, Pa. 7. Practical blasting in several quarries and open-pit mines.

The evolution of the modern blast-furnace from the embryonic stages of comparatively few years ago, has been the work of wide praetiee and experiment. That much is still to be desired, the experience of every furnace-manager mill testify. Mr. Walsh's paper on "The Irregularities of the Blast-Furnace Process, and a Practical Way to Avoid Them" (Trans., xv., 419), proposes a new solution of the problem of interior lines, and one that has given rise to not a little speculation and controversy. The investigation described in this paper was undertaken to test experimentally the theory of Mr. Walsh as to maximum reducing capacity. Briefly explained, Mr. Walsh's views (outside of his claim for increased efficiency due to having the bosh wholly within the meltingzone) are, that a furnace of contracted stack and throat, on his lines. may equal in product one of considerably greater cubical capacity. The explanation offered for the theoretical greater capacity per cubic foot of his furnace is, that the increased tension of gases caused by passing through the small area mill promote transpiration, thus facilitating reduction and permitting more rapid driving. This alleged relation will appear from a hypothetical case in which a furnace, A, constructed on Mr. Walsh's lines, has but 1/x of the cubical contents of a furnace, B, of modern type; the two being equal in height. The subject of Egypt, to use the words of perhaps the second of modern writers on the subject [Deodat. de Dolomieu, in Observations sur la Physique, etc., January, 1793, vol. xlii., pp. 41+, 108+; Abbe Rozier, J. A. Mongez, and J. C. Delametherie, Paris], is one which strongly excites our interest, and everything relating to it demands our respect. "Thus," he continues, "the Greeks appeared to the Romans," ..." thus Egypt appeared to the Greeks, and thus all three appear to us." This writer, in the three parts of the memoire given above, speaks of Norden as the modern pioneer of Egypt, and does not seem to have made original observations himself; nevertheless he seems to have rendered the same service to his authority that Playfair not very long afterward rendered Hutton. The limitations of a paper will permit little else than citations, but these are so numerous that, unless much compressed, they would supply a chapter of moderate size. At the time of the discovery of America the old world had a scant supply of the precious metals. Both the northern and the southern part of the new continent proved wonderfully rich in gold and silver and its treasures were eagerly looted; though the looting has lasted four centuries, the mines of its mountain chains are far from being exhausted. Even the later discoveries in Australasia and eastern Siberia could not rob the Western Hemisphere of its position as the greatest gold and silver producing region of the world, though finally the developments in a narrow and circumscribed area in South Africa wrested from the Americas their supremacy in the production of gold. Nevertheless the history of the two parts of the great western continent has been strikingly different. At first the Spaniards extracted vast treasures of silver from Mexico, Peru, and Bolivia, while Colombia arid some placer deposits in Peru yielded a smaller quantity of gold. A couple of centuries later, a stream of gold began to flow from Brazil, the silver production from the countries mentioned above continuing strong in the meanwhile. Later on, the yield of South America diminished, but to offset this there began a wonderful series of discoveries in North America. The gold fields of California astonished the world; and when the cream of these had been skimmed off there began a no less amazing development of the Central Cordilleran gold and silver districts, which soon made the United States the greatest producer of the precious metals. Aided by ever improving technique, extensive exploration, and a system of railroads, the yield was maintained and increased. Still later followed the discoveries of the gold fields of the arctic region and silenced those who had maintained that the zenith in gold production had passed. The State of Nevada, known par excellence as " the Silver State," occupies the major portion of the wide plateau, or so-called Great Basin, lying between the Sierra Nevada range on the west and the Wahsatch range of the Rocky Mountains on the east. It extends from the 114th degree to the 120th degree of longitude, west of Greenwich. It is limited, on the north, by the 42d degree of latitude, and on the extreme south by the 35th degree of latitude. Its general shape is that of an irregular parallelogram, from which the lower or southwestern portion has been cut off by a diagonal southeasterly line; the missing portion forms a part of the State of California on the west. The Great Basin is made up of a succession of low hills, or minor mountain ranges, running very nearly north and south, with long valleys between them. All of these mountains are more or less metalliferous. On the westcrn rim, marking the eastern flank or foothills of the Sierra, we find granites, porphyries, and propylites. Here we note the great Comstock lode, with its free-milling gold and silver ores, and still further south the once prominent and the now reviving gold and silver-bearing districts of Esmeralda County, Nevada, and of Morro County, California. Next, at some distance to the east, we find the mining districts at and near Unionville, in Humboldt County. Still further to the east we find the Battle Mountain copper-silver district, north from the railroad, and southerly therefrom the Austin or Reese Ever, Belmont, and other districts. Though China has been widely explored by mining engineers during the past dozen years, comparatively little has been published concerning its mineral resources. The few moilographs scattered through the transactions of various societies contain far less information than the private reports made to the numerous syndicates which have sent out engineers. The best general account of the geolopy and mineral resources of China is to be found in the works of von Richthofen,' a remarkably gifted observer. The observations recorded here in this paper were made in the service of the Pekin Syndicate (which has kindly given me permission to publish them), during the first months of 1898, among the coal- and iron-fields of southeastern Shansi. LAVES and Wallbaum' have described TiRu and TiOs as having the same structure as TiFe; they had previously described the latter compound as having the CsCl structure. On the other hand, a careful investigation of the structure of TiFe by Duwez and Taylor- ailed to reveal the ordered CsCl structure, finding instead a random arrangement of titanium and iron atoms on the points of a body-centered-cubic space lattice. Consequently, it is not clear whether Laves and Wallbaum proposed the ordered or the disordered structure for TiRu and TiOs. In order to settle this question as to the structural type and to obtain values of the lattice para- meters (thereby completely determining the structures), the present investigation was undertaken. Samples having the compositions TiRu and TiOs were weighed out accurately from iodide titanium supplied by the New Jersey Zinc Co., ruthenium powder from Goldsmith Brothers Smelting & Refining Co., and osmium powder from Wildberg Brothers Smelting & Refining Co. No analysis was made of any of these metals. According to the respective analyses of the suppliers, total impurities amount to less than 0.03 pct in the titanium and to less than 0.5 pct in the osmium. The purity of the ruthenium is not known. The alloys were prepared by arc melting in a furnace of the type described by Schramm, Gordon, and Kaufmann.9 pecimens for X-ray diffraction were obtained by crushing the ingots and passing the resulting powders through a 200 mesh screen. Stripping is the name given to the process of removing clay, rock, or other cover from deposits of coal or ore. In this paper it is intended to cover the methods used in carrying on this operation in the anthracite coal regions of Pennsylvania. In doing this, attention will be chiefly devoted to those methods wherein practice in different sections of the region differs, or is susceptible to change or improvement, though it is intended to give as complete data as possible concerning all stages of the operation. The data from which this paper has been prepared have been collected and submitted by a committee† representing the larger users of stripping methods, of which committee the writer has acted as chairman. Data and assistance have also been obtained from various mining men, engineers, contractors and manufacturers of stripping equipment, to all of whom our appreciation is due. Early History and Statistics The earliest mining operation on a commercial scale in the anthracite region was a stripping operation. This was the famous Quarry mine at Summit Hill, where this method was used only because no other method of mining a deposit of the nature found there seemed feasible to the early operators. A description of this stripping from a report published in 1821 is as follows: "The coal mine at present worked by the company lies on the top of a mountain, and appears to extend over some hundred acres of land covered by about 12 ft,. of loose black dirt resembling moist gunpowder, which can be removed by cattle with scrapers, and thrown into the valley below so as never to impede the work. The thickness of the coal is not known, but a shaft has been sunk in it 35 ft. without penetrating through. More than an acre of mine has been uncovered and presents a huge rock of coal, which is easily quarried without blasting."

FABRICATION of thin-film circuits deposited on glass substrates requires the formation of permanent electrical contacts. Since thin films are in the order of a few thousand angstroms thick and are deposited on nonconductive surfaces such as glass, new methods of lead attachment are being pursued in the microelectronics industry. Ultrasonic welding is being considered in thin-film technology since joining can be accomplished between a wide variety of dissimilar materials.l,' Ultrasonic welding is accomplished by a transducer-coupling-tip system which converts high-frequency electrical energy into mechanical vibrations and delivers it into the weld region. During the process the tip oscillates in a direction parallel to the surface of the weldments, inducing shear stresses in the work pieces which are clamped between the tip and anvil. Though the basic bonding mechanism is not clearly understood, it has been described as closely akin to friction welding. In the course of an investigation concerned with ultrasonic we!ding of aluminum wires to tantalum thin films (1400A) deposited on glass, low weld strengths were related to glass failure. Upon investigating this condition, an improved method of bonding was developed where the aluminum was held at a temperature where a minimum amount of strain hardening occurred during the introduction of ultrasonic energy. Experimental Procedure. Aluminum wires (0.015 in,) were bonded to tantalum thin films with an optimized set of welding parameters (power, time, clamping force) employing a commercial 100-w 60-kc ultrasonic welder. Forty-five degree shear-peel tests, where the lead is pulled at a 45-deg angle with respect to the substrate at 0.2 in. per min, produced a large variation from zero to the strength of the wire, Table I. Inspection of the weld region generally revealed: glass cracking before and after testing; the removal of glass nuggets from the substrate by the lead during testing, Table I; thin-film penetration. In an effort to improve the shear-peel strength, the aluminum between the tip and substrate was heated above ambient temperature through an argon gas media prior to and during welding with the same parameters employed above. With the addition of heat: wire deformation was increased; shear-peel tests all failed at the weld-wire junction, leaving the bonded portion undisturbed; no evidence of glass cracking or film penetration prior to or after testing was observed. In order to prevent failure at the weld-wire junction due to excessive wire deformation, 0.035-in. aluminum wires were welded to tantalum thin films with an optimized set of welding and heating parameters.
