I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon’s pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon’s pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (157. ) of Professor Gershon’s pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

Between 2000 and 2006, platinum production from the South African mines expanded from 206 to 307 tonnes (DME, 2007). Most of this additional metal has come from traditional ?narrow? reef stoping, generally taken to mean stoping in working places with a mining height of less than 1,5 metres. It is well known that narrow-reef stoping presents safety, technological and ergonometric challenges (Pickering, 2007). In planning for the expansion, which is still continuing, the platinum mining industry realized that it could not simply continue with traditional methods of narrow-reef mining. Particular issues identified were: ? High labour-intensivity: caused by use of hand-held rock drilling machines, labour-intensive support installation and stope cleaning; ? Dependence on rock-drillers: this occupation is no longer an attractive one and there is a reducing flow of new recruits; ? Safety: most of the work is performed close to the new faces, where there is the greatest exposure to the hazards of falling rock.

A working group from Anglo American, BHP Billiton, Rio Tinto and Xstrata reviewed supply and demand for graduates from mining education departments in countries where they normally recruit: Australia, Canada, Chile, Western Europe, South Africa and USA. Departments are typically small and increasingly unsustainable, resulting in a steady rate of closure. Supply and demand for graduates in the minerals industry is cyclical, with supply lagging behind demand and trending downwards. Currently, supply is tight and the industry is trying to expand with an ageing workforce. Greater collaboration between universities and within the industry is recommended to address these issues.

Project Owners typically require General and Detailed Blast Plans when blasting close to important structures and specify the maximum allowable peak particle velocity for each potentially affected structure. Low, residential level PPV limits may be specified which significantly restricts the potential for blasting to be effectively used. Contractor’s responding to these contract conditions typically cite historic case studies which may, or may not, apply to the specific situation and/or types of structures for which limits have been set. Paraphrasing the poetic repetition of Gertrude Stein - "Research is research, is research, is research --- ad infinitum." But research takes many forms and involves many facets. Perhaps the most simple of definitions is that attributed to the late "Boss" Kettering of General Motors who in advising a young trainee said, "Research is an intelligent effort to satisfy the curiosity of the human mind." Reclamation research is complex and requires a diversity of scientific knowledge. The overall aim of land reclamation research is directed to finding practical ways to develop efficient methods to restore mined lands to productive use, compatible with use of adjacent lands, as soon after mining as possible; and, finding practical ways to reduce or prevent damage to surrounding resource areas, which may be affected by the mining process. Research in the field of mined land reclamation is not entirely new, although in some respects we are exploring new areas each day.

Growing Greener is the single largest investment of state funds in Pennsylvania’s history, allocated to address the Commonwealth’s critical environmental concerns. Signed into law by Governor Tom Ridge on December 15, 1999, Growing Greener will enable the Department of Environmental Protection (DEP) to appropriate nearly $240 million over five years, to watershed restoration and protection, abandoned mine reclamation, and oil and gas well plugging projects. DEP has utilized these allocations in some remarkably innovative ways, as it: involves the cooperation of several state agencies, local governments, and grassroots organizations to address environmental concerns of the Commonwealth, provides funds directly to watershed groups based on locally determined decisions for local watersheds and offers a user friendly process. In three years, over $130 million in watershed restoration and improvement projects have been initiated.

Overexposure to noise is a widespread, serious health hazard in the mining industry, and causes hearing losses to a large percentage of the mining population. Recognizing this fact, the Bureau has a major on-going research effort to address this problem area. These proceedings include an overview of the Bureau noise control program and summarize nine selected noise control research programs.

The transformation of Polish economy, has contributed to the significant ownership changes and the way of management. Most of non-ferrous metals producers are now joint stock companies or stock companies, which shares are owned mostly by Polish shareholders, the State Treasury, banks or trading companies. However, as compared to the international tendencies, the cost of production of base metals in Poland are still relatively high, and the utilization of secondary sources is still very low. In this sense, the paper point out that some positive results of the current pro-ecological mineral policy in Poland have been already clearly visible in the case of non-ferrous metals smelters, where the emission of dusts and gases was significantly reduced. Therefore, if the current increasing tendency of world production of non-ferrous metals continues, Poland’s role as their primary producer will be reduced.

The survey work on protective canopy design was conducted in a 2-month period commencing November 15, 1973. The reported re¬sults under this contract are intended to provide guidance to coal mine operators in complying with federal regulations pertaining to incorporation of protective canopies on underground coal mine electric face equipment. All coal mine electric face equipment manufacturers and 11 coal mines were visited in the course of conducting this survey. Canopy designs currently being manufactured and those now being used underground were examined and discussed with manufacturers, mine operators, machine operators, and safety committeemen. The general objective was to find out what kind of canopies are now being made and used underground, what the operational problems are, and what can be done to secure improvements. Specifically, the survey scope was as follows: a. Survey all electric face equipment manufacturers. b. Survey 10 coal mines (seam height 60 inches and greater). c. Identify current production canopy configurations and minimum mine entry dimensions for each model and type of electric face equipment. d. Assess in-mine operation of canopies developed by manufacturers and/or coal companies. e. Specify optimal canopy configuration and minimum mine entry dimensions for each type and model of electric face equipment.

A new family of sulfide flotation collectors has been developed in our laboratory. These formulations are comprised of novel renewable materials combined with conventional reagents. The paper refers two examples of structures located in seismic areas (Cases 1 and 2). The first one (Case 1) is the Torroal Bridge, located about 100 Km South of Lisbon, in the road Troia-Grandola. The horizontal loads due to the seismic actions were mainly carried by an anchor curtain connected, to the abutments, by reinforced concrete struts-ties. For the some purpose diaphragm walls were also placed under the pile caps of the column foundations. The second one (Case 2) refers to a building located about 50 Km South of Lisbon, at Sesimbra, near a cliff. To reduce the horizontal displacements of the structure due to seismic actions, in order to prevent the endangering of the cliff stability, an anchor curtain was adopted and connected, to the structure, by prestressed anchors.

The aqueous biphase separation process (ABS) has been used to separate ultrafine industrial minerals. The partition behavior ofTiO2, Al2O3, Fe2O3 and kaolin was not pH dependent. The partition behavior of SiO2 was, however, pH dependent. The partition coefficient of kaolin in PEG 3400/ Na2CO3 biphase system was 150 and that of the silica in the same system was 0.02, resulting in a separation factor of 8500 between kaolin and silica. The aqueous biphase separation system was used to separate free silica from kaolin in a raw clay sample from Mexico. The partition behavior of mica, feldspar and clay from North Carolina was also evaluated.

My connection, under a commission from the Councils and Board of School Control of the city of Scranton, Pa., with a recent investigation of mine-caves and the resultant damages to surface-improvements, has led to the preparation, at the invitation of our Secretary, of the present paper. It is notorious that there are, in the anthracite-fields, frequent subsidences of the surface, due to the removal of the coal beneath. No particular attention is paid to such occurrences, unless they happen to injure surface-improvements. Many caves have happened in Scranton and its viciuity, which hare excited but little remark, since they have generally caused no serious damage. In August, 1909, a cave occurred in the Hyde Park section of the city, generally known as the West Side, which nearly destroyed school-house No. 16 and considerable adjacent property. Fortunately, there were no pupils in the building at the time; but the thought of the possible result, had the usual number of pupils and teachers been present, aroused the public to the gravity of the situation; and the School Board employed engineers to investigate the case. Two reports were made by separate sets of engineers, which differed in some particulars. These differences were pointed out in the public press and magnified, and the consequent agitation of the subject was taken up and greatly exaggerated by some of the metropolitan newspapers, giving to uninformed people the very erroneous impression that the whole city of Scranton was in danger of sinking into the bowels of the earth. All this tended to affect the credit of the city and to depress real-estate values. The matter was considered at a joint meeting of the Board of Trade, the Councils, and the School Board. The Hon. J. In 2006, the Mine Improvement and New Emergency Response Act (?2006 MINER Act?), Pub. L. No. 109-236, 120 Stat. 493 (2006) was enacted in a bi-partisan move to strengthen the 1977 Mine Safety and Health Act. This action followed several underground coal mining accidents at the Sago and Aracoma Mines in West Virginia and the Darby Mine in Kentucky. The focus of that legislation was, in part, to force technological development and implementation. It involved the recomposition and training of rescue teams. Requirements for sealing worked out areas of mines were changed when MSHA invoked its Emergency Temporary Standard (?ETS?) authority for the first time in many years. Increased penalty amounts were established for certain types of violations for all types of mining, and minimums were set for unwarrantable failure violations issued under Section 104 (d)(1) and (d)(2); 30 U.S.C. Section 814 (d)(1),(2). The entire 30 C.F.R. Part 100 penalty criteria was revamped in a rulemaking, effective in April 2007. The visions were ambitious and noteworthy and those in industry and government have spent the last four years working through the aftermath of intended and unintended consequences of these changes. The penalty structure arrived at in 2007 has proven unwieldy and has contributed to the increase in contested caseload now before the Federal Mine Safety and Health Review Commission. In essence, litigation under the Mine Act ground to a virtual halt when the number of cases increased but the budget for Administrative Law Judges, who hear the cases, and the Solicitor?s office who represents MSHA, was not increased. Addressing the backlog effectively was one of the major challenges when Joe Main was confirmed as Assistant Secretary in early 2010.

At one time explosives were the only economical means of rock tunnel excavation. Except in relatively long tunnels in the right rock explosives are still the cheapest means of rock excavation where they can be used. Today the most economical means of rock tunnel excavation is increasingly not the choice of the contractor. A good part of our work is for public agencies in urban areas and the public today is increasingly less tolerant of the disruption caused by our efforts. Owners in many cases have to direct their engineers to write specifications which severely restrict noise and vibration levels during construction. Sometimes specifications allow drill-and-shoot for starter tunnels only or even eliminate powder by fiat. Recent advances in the use of explosives such as sequential firing have made blasting more palatable to the public but are not enough in all situations. Thus the roadheaders on construction projects. In recent work I have seen the Alpine Miners, a Paurant Miner and the Robbins Mobile Miners used in several rock formations and now believe this type of equipment has a place in the tunnel constructor's choice of equipment. Rudy and I have not attempted to present a formula for choosing the best alternative excavation method in any given case because, of course, of the variables involved. We have simply tried to describe our experiences on a particular project and hope our observations will be of some value to tunnel constructors.

Ground calcium carbonate (GCC) and chemically precipitated calcium carbonate (PCC) have become important mineral-based commodities in recent years. GCC manufacturing generally requires high purity and high brightness deposits of marble, chalk or limestone as the stone source. PCC usually uses limes made from lesser quality limestone deposits. GCC products have a wide span of particle size, with a d50 size ranging from sub micrometers to as large as several inches such as those used in landscaping. PCC products are typically limited to less than 10 µm (1,250 mesh). Each PCC product has a narrowly distributed size range. GCC and PCC products tend to have higher levels of whiteness com-pared with other traditional filler and extenders, such as kaolin and talc. Published statistics of GCC production volume often vary due to the exclusion of certain size range GCC products. According to Roskill’s latest estimate, world GCC capacity was believed to exceed 56 Mt (62 millionst) during 2004 for all grades.

The proliferations of media sources and non-profits organizations in Ghana have put the negative impacts of mining on the ?spot?; this has resulted in public outcry about mining. Although, the gold mining industry has responded by implementing several voluntary measures to ensure sustainable mineral development, these critics label such measures as ?green wash?. In this study, a content analysis of newspaper articles of the Ghana Web Database was carried out after the collection of a total of approximately 900 newspaper articles from it. The data were statistically analyzed to chronologically examine the main media view points and the changing perception of mining issues as reported by private and public media. The results showed government, mining industry (Gold), illegal miners and non-profit & community groups as the main media view points and total of twenty-eight related gold mining sustainability issues. The findings of this study could be used by the gold mining companies to improve upon the communications of their unknown sustainable mineral development measures and to design effective communications and education programs for the public.
