Overcoring tests were conducted at the Near-Surface Test Facility(NSTF) to assess the suitability of five techniques (U.S. Bureau of Mines borehole deformation gauge (BDG), Commonwealth Scientific and Industrial Research Organization (CSIRO) hollow inclusion stress cell, Luleå triaxial gauge (LuH gauge), and Council for Scientific and Industrial Research (CSIR) doorstopper) for in situ stress determination in a closely jointed basalt. This effort is in support of the Basalt Waste Isolation Project, which is studying the feasibility of locating a nuclear waste repository in the basalts of the Hanford Site in southeastern Washington. This paper presents the results from the overcoring study that formed the basis for selection of two techniques to be used during the further exploration of the basalt formations at depth.

This article discusses the evolution of U.S. laws and policies towards environmental remediation at mine lands over the last 20years, the opportunities that these changes present for reuse, and the remaining challenges associated with community capacity for effective reuse planning and implementation. Emerging initiatives by the U.S. Environmental Protection Agency and Department of Interior for addressing these challenges are discussed.

Kennecott Energy's Colowyo Coal Mine is the largest open pit coal mine in Colorado and produces 5.5 MM tons per year. Colowyo uses the terrace mining method to recover up to seven seams of rolling coal ranging in thickness from 5 to 20 feet. Draglines are used to strip overburden ranging from 60 to 120 feet thick off two coal seams. These two seams are characterized by soft and fold fractured coal and in past practice cast blasting caused excessive coal damage. As a result, to ensure minimal coal damage and high coal recoveries, the overburden was excavated in two passes. The first pass removed the upper overburden to within 10 to 20 feet of the coal seam. The second pass removed the remaining overburden above the coal. Two-pass mining was effective in controlling coal damage, but also carried significant additional costs.

Keywords: E-Waste, Pyrometallurgy Many might think addressing the issue of e-waste is a new area of study. Electronics disposal has been discussed in some circles for at least the past 25 years. The recycling of electronic waste (e-waste) tends to be a rather complex undertaking when considering the intimate bonding of materials in the average printed circuit board. The development of a recycling process is further complicated when considering the wide variety of products being generated under the heading of ?electronics.? Focusing only on the primary constituents (polymers, Cu, Al, Fe, etc.) tends to lead one to fairly simple flowsheets. Ignoring trace elements, and the various halide species generated, will lead process engineers down a development path that is sure to cause material handling issues. Researchers at Colorado School of Mines are modeling the complex chemistry that exists within the body of e-waste?comprising 39 of the known elements. An understanding of the systems thermodynamic behavior will result in the development of a more robust, long-term process for the recovery of valuable materials from the e-waste stream.

Standing crib supports have been applied in underground mining programs to resist large roof movements and sustain high-loads. The strength and deformation capability of these systems has been documented under both laboratory and field conditions. The parameter that has not been examined and is not well understood is the effect that a crib or other types of standing support has on the primary and secondary bolting systems. A crib support system with low system stiffness may allow large amounts of closure and deformation and cause the bolting systems to yield or even fail. Conversely, cribs or standing support that are too stiff may experience brittle or buckling failures, negating the advantage of the intrinsic supports previously installed. Utilizing a combination of field measurements and 3-dimensional finite element modeling techniques, the relationship between system stiffness and the subsequent performance of the installed bolting system is evaluated. Additionally, a simple method for calculating the combined system stiffness for standing supports, when using materials with different strengths such as steel, concrete, wood, etc., is presented.

The studied mine extracts the Sewickley seam using room-and-pillar method. The overburden at study site ranges from 400 to 800 ft. Eight years earlier, the Pittsburgh seam was mined 80 ft underneath the Sewickley seam. Parts of the mains at the study site experienced problems of rib spalling associated with floor heave. Numerical modeling was used to explain the mechanism of ground control problems encountered at the mains of the upper seam. The modeling results show that the ground control problems encountered were caused by multiple seam interactions with the previously mined longwall panel of the lower seam. Based on the modeling results, a criterion to predict the probability of multiple seam interactions was proposed.

The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of Investment Value or Use Value. Such an estimate can be a long way from the price that the property would sell at if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation. The comparable sales and replacement cost approaches used in the appraisal of urban buildings generally fail us in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.

This paper presents a case history of design, prediction, probe and production pile driving monitoring, loading tests and installation of over 3,300 prestressed concrete piles for a building complex consisting of 12, 5- and 6-story over parking buildings. The project was recently completed in three-phases over a span of 4 years. The subsoil conditions were explored by performing 25, Standard Penetration Test (SPT) borings throughout the site. Various types of driven pile foundations were considered and following an evaluation of high structural loads and site-specific constraints such as variable depth of bearing layer of Florida limestone and quality of clay and limestone layers, a prestressed concrete pile support system was selected as the most economical and effective foundation approach. The building foundations were designed for a pile capacity of 353 kN (40 tons) in compression, 45 kN (5 tons) in lateral capacity for a deflection of 0.64 cm (0.25 in.), and 133 kN (15 tons) in uplift capacity. The axial and lateral allowable pile capacity and lengths were predicted using SPT91 and LPILE computer programs, which are generally used in Florida. The validation of these capacities was derived from 144 probe piles and performance of 12 pile loading tests on selected probe piles. Prior to installation of probe or production piles, a termination criterion was established using 1-dimensional wave equation analyses in addition to the design pile embedment requirement. The predicted pile capacities compared very well with the capacities from the loading tests on probe piles. This information was effectively utilized as part of the overall quality control program to install a total of 4,186 prestressed concrete piles (including 144 probe piles) in different building areas across the project site to depths ranging from 8 to 21 m (25 to 90 ft) below existing ground elevation as part of foundation support system. This engineered, monitored, and tested foundation solution provided an effective and satisfactory basis for completion and approval of the foundation work for this 12, 5- and 6-story over parking building complex. A recent reconnaissance has indicated that all the building foundations are performing satisfactorily.

Mining, waste is growing problem both physical accumulation and increasing toxic uncertainties it presents in the long run. Its value ?zero? is strictly calculated by economy. This mining model begs the question: What is the value of waste & what does it represent to the mining industry? Waste is widely accepted as a ?by product? generated as a consequences of the mining process. The abundant waste accumulation affects society, as receptor, in many ways and the waste piles of materials has no use and no destiny. In reality, this waste is monument of imperfection of the extractive industries worldwide. Our planet is finite and has strict limitations, which mining has traditionally ignored. It is time to design a new system, in which clearly, waste design must be integrated in whole mining process; it has no room to postpone. This paper presents a concept in waste design by which toxic mining waste not only can be rendered inert but also act as nutrient to help balance the ecosystems. This concept calls for extractive industries to pursue EQUILIBRIUM with nature (Geomimic). Also, this concept offers countless gains and opportunities fro the industry and by converting liabilities into assets; mining engineers become the managers and stewards of nature. Also, waste design offers new solutions for proper and sustainable waste management of the mining industry.

Potash is an important natural mineral used largely as a fertilizer in the production of food and fiber. About 93 percent of all potash consumed globally is used in agriculture as fertilizer. The balance is used to manufacture potassium chemicals. Most potash is extracted by conventional underground mining methods. Solution mining is used when underground deposits are irregular and very deep. The other main production method involves the evaporation of brines in shallow salt lakes, followed by the harvesting of potassium minerals.

A thermodynamic model has been developed to predict the distribution behaviors of Cu, Fe, S, O, Pb, Zn, As, and heat balance in a lead blast furnace. The modeling results have been validated by the plant data of a lead smelter in Asia. The model can be used to predict for any set of controllable process parameters such as feed composition, smelting temperature, degree of oxygen enrichment and volume of oxygen-enriched air. The effects of the blast air, industrial oxygen, and coke charge on the distributions of Cu, Fe, S, O, Pb, Zn, As, and heat balance, and on the lead loss in slag have been presented and discussed.

"Placer Dome Inc.'s Dome Mine is located in South Porcupine, Ontario and has been in production since 1910. In the past, the mill leach circuit was preceded by preaeration and primary filtration circuits. These circuits were operated to overcome the effects of pyrrhotite in the ore which reacts with cyanide to form cyanates and thiocyanates and also consumes oxygen.In early 1989, primary filters were by-passed for an extended period. Actual plant results showed no affect on gold recovery or cyanide consumption so the circuit was left off-line permanently with significant cost savings.In 1990 it was determined that considerable savings could be realized underground if backfill storage facilities were located in the mill. It was decided to convert the preaeration pachucas to backfill storage tanks on a trial basis. The trial proved successful with no effect on recovery or significant increase in reagent consumption occurring due to the elimination of the preaeration circuit. The converted pachucas worked well as backfill storage tanks.Modifications such as these have helped to keep the Dome's millings costs among the lowest of Canadian gold producers."

The Appalachian coalfield, located in eastern Kentucky, Pennsylvania, Virginia and West Virginia, has been one of the most productive in the United States. Total production from the Appalachian coalfield during 1994 was 340.8 Mt (375.4 million st), or 37% of the 929 Mt (1 billion st) produced in the United States that year. This region contains various coal types from high- to mid-sulfur coal in Pennsylvania and northern West Virginia to low-sulfur, compliance steam coal and premium-grade metallurgical coal in eastern Kentucky, Virginia and southern West Virginia. The region's product is in high demand in domestic and export markets. Productivity continues to improve, resulting in the primary coal operators solidifying their market positions.

Square Butte has no history of mineral development or production. Surface mapping, radiometric surveys and chemical analyses of rock samples reveal no mineral potential. The area has a speculative potential for petroleum and natural gas. INTRODUCTION The Square Butte Instant Wilderness Study Area, in Chouteau County, Montana, consists of 1,946 acres (788 ha) about 35 miles (56 km) southeast of Fort Benton and 50 miles (80 km) northwest of Lewistown (fig. 1). This study was performed under provisions of the Federal Land Policy and Management Act (Public Law 94-579, October 21, 1976), in conjunction with the U.S. Geological Survey, which is responsible for regional geological, geochemical, and geophysical investigations, and the U.S. Bureau of Mines, which determines the mineral potential of existing mines, prospects, or mineralized areas.

Introduction Typical dragline rigging includes several sets of ropes: hoist ropes, drag ropes, dump ropes and boom suspension ropes. The drag and hoist ropes contribute most to the dragline operating cost. Both work in very difficult conditions and wear out rapidly. As a result, frequent rope changes are required resulting in substantial cost and productive time loss. Although performance of rigging has a profound impact on dragline efficiency, there are no common, industry accepted standards related to its selection, operation and maintenance. Little information on the subject is available and the practice differs widely throughout the industry. The performance of drag and hoist ropes depends on: •rope construction that should closely match requirements of the specific application, rope operating conditions and its maintenance and • correct definition and application of the rope discard criteria so that full advantage of the rope can be taken without endangering safety of its operation. This paper reviews the present practice related to all these factors. Its findings are based on the wide survey of the present industrial practice. Field survey In total, 33 North American dragline applications were surveyed of which 17 were Bucyrus-Erie machines, 10 were Marion and six were Page (now P&H). Most of the draglines were stripping overburden in coal mines, but the survey also included some unique applications such as phosphate mining in Florida and oil sand mining in Alberta. Hoist drive power of the surveyed machines varied from 300 to 7775 kW (400 to 10,400 hp). Drag drives varied from 300 to 5815 kW (400 to 7800 hp). Boom lengths varied from 37 to 110 m (120 to 360 ft). Bucket sizes varied from 5 to 96 m3 (6 to 115 cu yd). The hoist and drag ropes installed on the surveyed machines were supplied by 10 rope manufacturers and differed widely in type and construction. Most common rope strand constructions included standard strands, Seale, Warrington, Warrington-Seale and Filler-Seale. Results of the survey [ ] Working conditions Working conditions of hoist and drag ropes are quite different. The first cope primarily with bending on rope drums, point sheaves and deflection sheaves, and with tension force imposed by the bucket and its load. The drag ropes are exposed to severe abrasion at the pit crest, and to severe bending and crushing at fairleads, all while coping with tension forces imposed by resistance of the bucket to dragging. Bending of drag ropes at house rollers and at rope drums is of minor importance for their performance. Differences in working conditions result in different wear patterns, which make it feasible to install discarded hoist ropes to further serve as drag ropes. The hoist ropes wear primarily due to fatigue breaks of wires, while the drag ropes are subject to severe abrasion of outside wires, rope deformation and internal wire-strand breaking. The last is often indicated by the reduction of rope diameter. The summary of working conditions for the surveyed draglines is shown in Table 1. For simplicity, Table 1 does not include the data on rope bending at the fairleads, nor at the deflection rollers and house rollers. Similarly, Table 1 does not include the data on drag rope bending (other than that on the rope drum), as its influence on rope life is insignificant in view of severe abrasion and internal wear taking place elsewhere. However, the safety factors of the dragline ropes are lower, which requires them to carry relatively large tension forces. "The traditional metallurgical scale-up techniques for flotation plants are based on lumped flotation rate constants, dimensionless hydrodynamic numbers and the use of safety factors. Once the plant has been designed, the flotation principles that govern scale-up play almost no role in the optimization of the circuit to meet its metallurgical targets. This deficiency can potentially lead to a plant design incapable of meeting its targets, especially when circuits incorporate large flotation cells. This paper demonstrates the application of the k = PSbRf model in providing a suitable framework for flotation modelling, scale-up and circuit optimization, thus presenting an integrated approach to the problem. Studies were conducted at Teck Cominco’s Red Dog concentrator to characterize cell hydrodynamics, gas dispersion properties, froth flow behaviour, entrainment and ore floatability to obtain the key data necessary to develop a model for the flotation circuit. The findings of these studies are presented in this paper, which provide valuable insights into the modelling and optimization of the Red Dog flotation circuit. IntroductionThe traditional methodology for flotation scale-up and plant design is based on the ruleof- thumb with safety factors and dimensionless hydrodynamic group similitude considerations. With the recent trend toward larger flotation cells with volumes of 150 m3 and greater in concentrators, the problem of scale-up has become even more acute. The scale-up factors that may have been tolerated on smaller cells are not applicable to larger cells. The transportation of froth in these large cells adds further complexity to the problem. Arbiter et al. (1980) foresaw this problem and pointed out that if scale-up were attempted by rule-ofthumb and trial-and-error, the probability of failure would then increase with scale. This problem is confounded by the fact that the design and scale-up considerations used for a new flotation circuit play almost no role in optimization of the circuit to meet its metallurgical target. This results in a plant design, which may be incapable of meeting its metallurgical targets. There have been several instances where new concentrators have required significant circuit modifications and additional capacity to achieve design targets."

In an effort to improve efficiencies and reduce costs, AngloGold has embarked on a process to develop and deliver consistent, high quality, tailings based support or construction products to stopes and tunnels on request. A three-phase approach of product conceptualisation, design and delivery has been adopted. To date a substantial amount of laboratory development has taken place with promising results, indicating that the project aims are achievable. The Midvale Slag Site covers 300 acres in Midvale, Salt Lake County, Utah. Midvale (population 10,000) is part of the Salt Lake City metropolitan area (population 936,000). Between 1902 and 1971, United States Smelting, Refining and Mining Co. smelted ores on the site to produce copper, gold, lead, and silver. Figure 1 shows a picture of the historical Midvale smelter operations. [ ] When operations ceased, the site was estimated to contain 2 million tons of slag from these operations. The smelter no longer exists. In 1971, Valley Materials, Inc., acquired the site to process the slag into materials for railroad beds and asphalt highways. During the 1980s, the U.S. Environmental Protection Agency (USEPA) raised concerns regarding environmental impacts associated with the historical site operations. The Midvale Slag Superfund Site was listed on the NPL in 1991. The Site consists of two Operable Units (OUs): OU1 covering the properties north and adjacent to former ore smelting operations; and OU2 covering the smelter site itself. OU1 had historically been affected by wind blown slag dust and stack emissions occurring on OU2 and the Sharon Steel site further to the south. These emissions resulted in elevated levels of arsenic and lead in the native soils. The EPA issued the final Record of Decision (ROD) for the OU1 Site in 1995. The OU1 ROD required the implementation of institutional controls for the undeveloped portions of OU1 in order to restrict future land use to commercial/industrial purposes unless additional remediation was performed. Hence, the land comprising OU1 was originally considered in the ROD to be suitable for commercial or industrial purposes without the need for remedial action. However, development of OU1 for other land uses, including residential or recreational, would require additional assessment and probable remediation. The OU2 parcel was remediated by EPA to allow future land development, and the Sharon Steel site was remediated by EPA and deleted from the NPL. PROPERTY TRANSACTION AND REDEVELOPMENT In February 2006, a private development company, Mercer Bingham Junction, LLC. (MBJ) purchased 130 acres of the OU1 property for the purpose of performing environmental remediation, and developing mixed residential and commercial real estate. Development of the property was conducted in cooperation with USEPA Region 8 (EPA), the Utah Department of Environmental Quality (UDEQ) and Midvale City. The guidelines under which residential development could occur were defined by EPA. The 130 acres was to be developed for open space, residential and commercial use as part the Midvale City Bingham Junction development. Figure 2 shows the general layout of the proposed land uses. [ ] In May 2005, MBJ began pre-acquisition due diligence activities to purchase the 130 acres of OU1 north of 7200 South Street, which now comprises the Bingham Junction Development. This included the completion of Phase I and limited Phase II investigations. The Phase II investigations were performed to evaluate arsenic and lead concentrations in the planned residential areas of the site, and to explore the contents of the historic landfill on the property. The historic landfill area was on the far west side of OU1, adjacent to the Jordan River. Soil samples collected during the Phase II investigation showed that the planned residential parcels did not currently meet the criteria established in the Tech Memo and that additional placement of fill or soil excavation would be required for residential development in this area. An evaluation performed by the previous owner of the property, Littleson, Inc., showed similar results.

Two of the largest industries in northern Michigan, pulp and paper manufacturing and iron mining, formed a mutually beneficial partnership and collaborative research program to utilize paper mill residuals for waste rock stockpile reclamation. Historically, the majority of the paper industry’s residuals have been disposed of in landfills. The beneficial use of paper mill residuals for mine reclamation provides an environmentally sound recycling solution for the solids generated at northern Michigan paper mills and eliminates the need to strip additional overburden (glacial till) for final mine reclamation. Residuals offer a cost-effective source of organics and nutrients necessary for successful reclamation and waste rock stockpiles offer an economical and environmentally sound solution for disposal of residuals. The goal is to successfully pioneer technical development of paper mill residuals to accomplish vegetation of steep waste rock stockpile slopes and benches to establish a self-sustaining plant community that meets final reclamation requirements. Of the various types of iron mining wastes, rock stockpiles pose the greatest reclamation challenge. Success depends on incorporating sufficient organic matter into the rock stockpiles to produce a growth medium that can sustain vegetation without the need of overburden. This is an ongoing research program that is evolutionary in nature with numerous field trials, greenhouse studies, data collection and monitoring over multiple growing seasons. The program is a combination of innovative ideas and accepted reclamation practices that is proving to be a beneficial and economic approach to paper mill residual management and mine reclamation that will eventually lead from research to standardized reclamation procedures.
