The paper presents a brief overview of the mineral industry in Norway, followed by a description of the mineral policy and relevant legislation including the roles of the Norwegian Directorate of Mining and Geological Survey of Norway in this context. The discussion then proceeds to describe the land use planning framework on a national, regional and local level, the interaction between land use planning and the Directorate of Mining and the Geological Survey respectively, and how this impacts on the mineral industry and the exploitation of mineral resources. Some recent Norwegian examples of land use planning conflicts are also presented.

US mine production of iron ore in 1984 showed some improvements compared to 1983. But reduced demand from the iron and steel industry caused temporary shutdowns of many iron ore mines and pelletizing plants. US raw steel production in 1984 was slightly above 1983, but still at a depressed level. Production was 83 Mt (92 million st), compared with 77 Mt (85 million st) in 1983 and 68 Mt (75 million st) in 1982. Two major production trends continued in 1984. They were the increased production from electric furnaces and the growing use of continuous casters. Electric furnace production included 33.2% of the steel poured in 1984, compared with 31.5% in 1983. Continuous casting was used for 39% of 1984 steel production, compared with 32.1% in 1983. Statistical Process Control Statistical Process Control (SPC) has taken on new proportions in the iron ore and steelmaking industries within the last year. This mathematical technique is used to monitor, control, evaluate, and analyze a manufacturing process. The technique charts variability of important quality parameters. Training and adaptation of SPC techniaues for process control have been initiated at Inland, Steel's Minorca, Pickands-Mather's Hibtac, Cleveland-Cliff's Empire and Sherman operations, and at Reserve Mining. One of these operations has requested its bentonite supplier provide SPC charts on quality specifications. Some of the steelmaking operations (Inland Steel, Bethlehem Steel, Dofasco, LTV Steel, National Steel, Stelco, Weirton Steel, and Wheeling-Pittsburgh) have set up SPC programs within their operations. And they also have insisted that some of their suppliers use SPC. Plant Shutdowns The permanent closure of Stelco's Griffith mine at Red Lake, Ontario, has been delayed by one year. This gives employees more time to adjust. The mine is now set to close in April 1986, instead of April 1985. Sidbec (Canadian government) and its other partners (including British Steel Corp., Quebec Cartier Mining, and US Steel) closed its iron mining operations at Gagnon, Quebec. The pellet plant has been leased to Quebec Cartier. New Iron Ore Operations The massive Carajas iron ore project in Brazil is scheduled to come onstream in Jan. 1986. It is to achieve full-scale commercial shipments by July of that year. The 66% iron crude ore requires only crushing and screening before shipment. The product consists of 83% sinter feed and 17% coarse ore. Annual production capacity will be 32 Mt (35 million st) when the project is completed. Principal customer for the ore is Nippon Carajas Iron Ore Co., a consortium of Japanese steel mills. The Arab Iron & Steel Co. (AISCO) has started up a $US300 million, 3.6 Mt/a (4 million stpy) iron ore pelletizing plant built by Kobe Steel Ltd., at Al Hidd-hide in Bahrain. By 1986, this grate-kiln-cooler plant will supply high quality iron ore pellets to feed direct reduction plants in the immediate Gulf area and Far East markets. Iron ore supplied from Brazil, Peru, India, and Mauritania provides the feed to the pellet plant. Hydrated lime (2%) is used as a burden.

Abstract: The aim of the research presented is to study the effect of complex loading schemes on the fracturing process during loading and/or unloading. A first set of experiments was done using a poly-axial cell. These experiments in combination with numerical simulations showed a difference in micro-fracturing (shear and tensile cracks), but not in macro-failure between various loading/ unloading schemes. The second set of experiments was based on the three-point bending test and several cycles with or without rotation between cycles were applied. If the specimen was rotated by 90° or 180° about its long axis between the first and second cycle, no Kaiser effect was observed. Résumé: Le but de la recherche présentée est d’étudier l’effet de schémas de charge complexe sur le processus de fracturation durant la phase de charge et de décharge. Une première série d’expériences était réalisée utilisant une cellule polyaxiale. Ces expériences combinées avec des simulations numériques ont montré une différence de micro-fracturation (fissures de cisaillements et de traction) pour les différents schémas de charge et décharge, mais en ce qui concerne la macro-fracturation ce n’est pas le cas. La deuxième série d’expériences était basée sur des essais de flexion trois points avec plusieurs cycles, avec ou sans rotation entre les cycles. Der erste hier beschriebene Satz von Experimenten wurde mit einer dreiaxialen Belastungsmaschine angestellt. Diese Experimenten zusammen mit dazugehörigen numerischen Simulationen zeigten Unterschiede zwischen Be- und Entlastungsbeanspruchungen in Bezug auf mikrobruchmechanische Mechanismen (d.h. Scher- oder Zugrisse) an, aber nicht in Bezug auf den Makrobruchprozess. Der zweite Satz von Experimenten umfasste Gesteinsbeanspruchung in mehreren Zyklen von Drei-Punkt-Biegung, indem die Gesteinsproben zwischen den Zyklen um einen angegebenen Winkel (0°, 90° oder 180°) gedreht wurden. A conveyor belt fire presents a serious safety hazard in an underground coal mine. A review of underground coal mine fires involving conveyor belts which occurred within the past two decades was made by the Mine Safety and Health Administration (MSHA). Belt fires that occurred during this period of time have burned as much as 610 m of belting before the fire was extinguished. In an effort to improve safety, MSHA has undertaken a program to study the flammability of conveyor belts in large and small-scale tests. Large-scale tests were conducted on various types of mine conveyor belts using a range of airflows from 0 to 6.1 m/s. Data were obtained to evaluate the effect of airflow on flame spread and other combustion properties of the conveyor belts. The results from the large-scale tests were utilized to develop a new MSHA laboratory-scale test for evaluating the flame resistance of conveyor belts used in underground coal mines. Agreement of results based on a pass/fail criterion was obtained between the large-scale test and new laboratory-scale test. A summary of test results from the new test is shown for different conveyor belt formulations. MSHA also performed a series of fire tests with wood samples using the new laboratory-scale tunnel apparatus. These tests were conducted at airflows from 0.5 to 5.1 m/s to determine the effect on flame spread and burn damage. The data were also analyzed to determine if wood could be used as a calibration standard. The results indicate the flame spread behavior of the wood follows trends similar to results obtained with conveyor belts. The data did not show the precision needed to use wood as a calibration standard. MSHA intends through rulemaking procedures to replace the "20g" conveyor belt acceptance test with the new laboratory-scale test. MSHA also plans to implement a voluntary acceptance program. Under this program, a. conveyor belt manufacturer could obtain an MSHA acceptance for belts meeting the new test criterion. A belt accepted under the voluntary program could then be used underground. Use of conveyor belts meeting the new test would limit the propagation of fire and reduce the probability of igniting other combustibles in the belt entry.

The kinetics of leaching galena with ferric chloride and ferric nitrate have been examined as a function of ferric concentration, salt concentration, temperature and particle size. Diffusivity of ferric complex ions was also established as a function of ferric chloride concentration and temperature. In the presence of 3 M NaCl, leaching rate is controlled by product layer diffusion when ferric chloride is added as oxidant. With NaCl concentrations less than 3 mole/liter rate decreases with decreased NaCl concentration, and, thus, rate is apparently not controlled by product layer diffusion. It is suggested that rate is controlled by lead chloride solubility at the reaction interface under these conditions. When ferric nitrate is added as oxidant, leaching rate is limited by chemical reaction control. An electrochemical model is presented. Activation energies are 8.1 and 11.3 kcal/mol in the ferric chloride and ferric nitrate systems, respectively.

We still need to innovate, but it is getting harder. The real price of metals is declining, return on shareholder value is lower than other industries, and there is a shorter-term focus on staying viable in a capital-intensive industry where timeframes for implementation of new technologies can be long (+I5 years). In this environment, the levels of R&D spent by major minerals companies are remaining steady at around 0.2%-0.5% of revenue. This is not large and to remain viable in the future, we need to be smarter about the way in which we do R&D. The mining industry is a knowledge-based industry. Driving down the cost curve demands innovation, which demands knowledge. To be smarter and more effective in our approach to innovation, a new paradigm is required Generating, capturing and using knowledge has evolved from Mode 1 (discipline based and clear distinction between basic and applied research) to Mode 2 (multidisciplinary, team-based approached with flow between basic and applied activities). Mode 2 is now seen to be much more efficient and to deliver better appropriability (Tegart 2003). To survive, we need to innovate, and the best way to do this is collaboratively. Some examples and pointers for the future will be given in this paper. THE CURRENT SITUATION The Rand report and other recent studies have painted a grim outlook for the mining industry. The real price of metals continues to decline (Figure 1) and profit margins remain thin. This is reflected in shareholder returnwhich are well below other industries (Figure 2)-and current management strategies-which reflect something of a "survival mode." THE ease and value of the application of spectrum analysis to industrial chemistry appears to be appreciated in few of the large works laboratories of this country. For 8 years, this analysis has been of great value to the authors in both analytical and metallurgical work. To the analyst the complete qualitative analysis of an unknown alloy, revealed by a spectrogram, is a sure basis for the planning of the most direct and rapid method of attack. As the determination of each element proceeds, the purity of precipitates may be checked as often as desired. The spectrograph proves invaluable in the recognition of impurities, the separation of which would entail a lengthy and difficult procedure, or when the weight of an unknown is less than is necessary to complete the desired determinations. A few hundredths of a gram will usually suffice for spectrographic analysis. In the separation of the rarer elements, the spectrograph will show, with precision, the point where each step has been successful. In zinc of certain classes, indium, gallium, and germanium have been isolated in this way; the presence of antimony in lake coppers has been proved; and bismuth has been detected in zinc and in alloys where the presence of a few thousandths of a per cent. would be harmful. An antimony precipitate in a delicate determination may contain a considerable proportion of tin or arsenic, both of which will be revealed. The spectrograph is consequently important to the metallurgist as well as to the analyst.

Gas and water permeabilities of a large number of samples from the Pittsburgh and Pocahontas coals were measured at various overburden and mean flow pressures. A wide variation in the air and water permeabilities was obtained for each type of coal. Overburden pressure has the most significant effect on the single-phase permeability. Considerable hysteretic effect was observed for both air and water permeabilities. Gas permeabilities are affected to a lesser degree by mean flow pressures above atmospheric. However, at subatmospheric mean pressures, appreciable increase in permeability occurs for low permeability samples. Air and water relative permeabilities were also measured for numerous samples of Pittsburgh and Pocahontas coals. Tests were performed under steady-state conditions for both drainage and imbibition cycles. Results indicate that the flow of gas is greatly reduced during the latter process, whereas it is largely undiminished over a wide water-saturation range during drainage. It is also shown that imbibition saturation distributions obtained from liquid-water imbibition as opposed to water-vapor adsorption produce gas permeability curves of radically different character. The effective permeabilities to both gas and water were significantly reduced with the application of overburden pressures in the range of 0 to 1,000 psig, but the general shapes of the relative permeability curves remained the same.

Economically favored Cr and Cu leaching out process from spent power plant fly ash (PPFA) had been investigated. PPFA, bearing of C, S, V, Ni, Cu and Cr, has been widely used as an assistant fuel in cement industry. Recent environmental regulation in S. Korea prohibits using PPFA as a fuel. Many researchers have also studied on extraction V and Ni from PPFA. Due to low concentration of V and Ni, 2% and 1%, respectively, economical and environmental friendly process could not be found. In this study, Cu and Cr have been removed in an economical way and which satisfied with KS Extraction Test. The rest unburned carbon, V2O5 and NiO2 in residue were found to be applicable for indoor and outdoor colored bricks or deodorant panel. Various parameters such as pH, lixiviates and time on leaching behavior were investigated in order to leach Cr and Cu remaining C, V and Ni. Leading Article from "British Medical Journal," London, 4th, November, 1944.Assuming that silica exerts its injurious effect upon animal tissue through a slow transformation into silicic acid, Denny, Robson, and Irwin thought that if the solubility of siliceous material retained in the lungs could be suffciently reduced the usual fibrotic response could be diminished or prevented. They discovered that aluminum powder rendered siliceous material insoluble in vitro by coating the silica particle with a thin film of gelatinous hydrated alumina, which on drying formed crystalline alpha aluminum monohydrate. The presence of this adsorbed layer on the surface of the quartz was shown by staining it with aurin. That metallic aluminum dust produced no fibrosis in the lungs was demonstrated by dust-inhalation experiments on eight rabbits. Attempts were therefore made to prevent silicosis by mixing quartz with metallic aluminum dust.Animals exposed to quartz dust developed typical silicosis in about five months, but the addition of 1 per cent. aluminum powder prevented this even after exposure had been lengthened up to 22 months, provided the aluminum powder was of a particle size below 5. This year Crombie, Blaisdell and MacPherson have reported the treatment of 34 silicotic miners by the daily inhalation of fine aluminum powder freshly ground from small aluminum pellets in a specially constructed mill. Daily treatment began with five-minute inhalations, which were gradually increased to 30 minutes. Some of the men received 300 treatments, but the majority only 200. Out of the 34 cases thus treated clinical improvement was manifested by lessening or disappearance of shortness of breath, of cough, of pain in the chest, and of fatigue. In 15 cases the condition became stationary and remained so in spite of continuous employment in silica dust throughout the treatment. The progress of the disease was assessed by means of tests for respiratory function repeated at three-monthly intervals. Obviously this treatment cannot be regarded as a cure for silicosis, since it cannot restore lung tissue which has undergone fibrotic change; but Crombie and his colleagues believe that the inhalation of finely particulate aluminum powder offers every prospect of preventing the development of human silicosis.In view of these findings, it is surprising that repeated papers by Goralewski from Germany describe various types of lung disease attributed to aluminum dust, and press for them to be scheduled under the Workmen's Compensation Act in that country. Seven hundred workers were investigated. They were making, probably by a stamping process, aluminium powder containing about four milliards of particles of dust per grain, and are reported as complaining of dry cough with pain on breathing, shortness of breath, poor appetite, and gnawing abdominal pain. RECORD production of crude petroleum, lime, crushed marble, and talc highlighted the mineral industry of Alabama in 1963. Among the States, Alabama ranked second in the production of bauxite, third in the production of scrap mica and native asphalt, and fifth in iron ore. The mineral industry of Alabama was dominated by mining and processing coal and stone, the manufacture of cement, and the production of crude petroleum, which together comprised 86 percent of the total value of production, compared with 82 percent in 1962. The iron-ore industry continued to decline; in 1959 the value of iron ore produced was 12 percent of the total State production value; in 1960, 11 percent; in 1961, 10 percent; in 1962t 8 percent; and in 1963, 5 percent.

An extensive design phase testing program in which 10 piles and 2 drilled shafts were instrumented and statically load tested to failure, was undertaken to establish relevant foundation design parameters for two bridges in Charleston, South Carolina, USA. The bearing strata at both test sites was a calcareous, overconsolidated, firm to very stiff, slightly sandy, clayey silt (locally known as Cooper Marl). Confirmation dynamic and static loading tests on production piles indicated only 50 to 60% of anticipated pile capacities; including consideration of time effects. Supplemental subsurface explorations did not reveal any significant variations in marl properties. Ultimately, 22 static and 75 dynamic tests were performed on production piles for a 2 mile section of the project. Pore water pressures in the marl were also monitored during and after pile driving. A study of unit skin friction in the marl as a function of time revealed two distinct trends: piles driven in areas with a sand overlaying the marl gained more capacity significantly faster than those driven through a clay or silt. Although the insitu marl properties are apparently similar across the site, the material immediately above the marl evidently has a large effect on pile capacity. This effect of overburden on pile capacity was verified by testing piles over a period of two years.

Estimation of high grade epithermal vein deposits can present challenges in correctly representing the continuity of grade within an undulating structure. One solution to this problem is to use dynamic anisotropy to follow local variations in the strike and dip of veins. Dynamic anisotropy (D.A.) allows the search parameters to change block by block throughout the model to account for the local variations. Presented here is a study of a vein that changes orientation down-dip. A traditional resource estimate using one search ellipse orientation was performed. The resulting estimated grades did not accurately reflect those of the sample data. Using a search ellipse with an average value for the two distinct dips caused the grade estimation to be less representative than desired. Rather than performing domain-based analysis with different search ellipses, the issue was corrected by using Datamine Studio 3?s D.A. function. The 3D vein trend was used to estimate the dip and dip direction of the vein in each block. The resulting D.A.-estimated model follows the two dip trends of the vein. This software makes a previously tedious task faster, and allows for more accurate estimations.

Investigations of the vibrations of a pile in soil are performed on a dynamic model in the form of a prismatic bar of finite axial and flexural stifnesses with a discrete mass at its free end representing the cap. The soil is represented by a system of springs of constant and variable stiffnesses. Oscillation differential equations are derived by means of the Hamiltonian principle for non-conservative systems. The problem is reduced to a coupled system of two non-linear partial differential equations with corresponding initial-boundary conditions. Frequency equations of longitudinal and lateral linearized equations are formed. The paper determines natural frequenc­ies and oscillation modes. It separately examines longitudinal vibrations excitated by a hermonic force acting upon the pile cap, and lateral vibrations excitated by an impulse acting upon the cap. The results of the numerical processing are presented in respective diagrams in dimensionless form.

Effective tools are not only essential for the design of practical and efficient underground mine ventilation systems but must also play an integral part in the operation of the mine. One such tool is VUMA-coal ventilation simulation software. VUMA-coal is Windows-based and has been specially designed for the simulation of underground coal mines and includes user-friendly coal specific interfaces and three-dimensional graphics designed to facilitate in the construction and analysis of networks. VUMA-coal can be utilised during the design phase of new collieries, be used to conduct ?what-if? and optimisation studies, and be integrated into the ?day-to-day? ventilation related operations. In addition, VUMA-coal can be used to simulate dust and gas distribution in a ventilation network, as well as predict the impact of control measures. This paper describes the interactive VUMA-coal ventilation simulation software and its underlying design features and outlines a case study of how VUMA-coal has been integrated into Anglo Coal?s Ventilation and Occupational Hygiene Engineering [VOHE] department as part of the standard planning and evaluation process in their operational mines as well as long term planning and future mining operations.

The Climax Molybdenum Mine, located near Leadville, Colorado, is the site of a lengthy mining history spanning more than 80 years. In the 1960’s, extraction of molybdenum from oxide ore located adjacent to the massive molybdenite sulfide deposit resulted in the construction of an earthen core dam to impound fine-grained oxide tailing in the Eagle River Valley. Through recognized value of water storage and reclamation opportunities, a tailing removal project was initiated in 1993 to convert the impoundment facilities to a post-mining beneficial land use of developed water resources. An evaluation of the effect residual materials and lake dynamics would have on in-stream water quality was performed. Eagle Park Reservoir stands as a model for future reclamation efforts that involve water delivery to highly sensitive receiving waters. This paper provides a case study on project development, the evolution of water quality assessment, and the regulatory framework that contributed to this project’s success.

The California High Speed Rail Authority (Authority) was created by the State of California through legislation in 1996. The purpose of the Authority is to plan, construct, finance and operate a statewide intercity high speed passenger rail system. In 2004 the Authority prepared a programmatic level environmental document in compliance with the California Environmental Quality and National Environmental Protection Acts (CEQA and NEPA).The Authority and Federal Railroad Administration (FRA) were the lead agencies overseeing the development of the environmental documentation. The resulting document includes two volumes and 64 supplemental technical reports analyzing the transportation needs for California and the selection of an approach to meeting the project transportation needs. The Programmatic Environmental Impact Report and Environmental Impact Statement (EIR/EIS) identified High Speed Rail as the most environ-mentally protective, sustainable and economical approach to meeting the state?s projected transportation needs.

A research team at the Iron and Steelmaking department at Primetals Technologies has established new upgrading measures for improving the efficiency of the beneficiation process in ironmaking plants, relying largely on pre-existing equipment. After the upgrade, the iron content in the final iron ore concentrate was shown to be significantly higher. Remarkably, the costs for employing the respective measures are surprisingly low.This case study is based on a Kazakh iron and steel producer, whose beneficiation process is currently generating a magnetite concentrate with a final iron content of 65.65 per cent. The study shows that the implementation of Primetals Technologies’ intelligent modification measures to the current beneficiation process, the realisation of more effective dewatering, and the utilisation of an innovative binder lead to an increased iron content in the resulting pellets, reaching a concentration of 69.17 per cent (iron ore concentrate) and 66.5 per cent (pellets).The current operation consists of three closed circuit grinding stages, four stages of low intensity magnetic separation, vacuum disc filters and straight-grate pelletising. By dividing the slurry after the second stage of grinding and the third stage of low intensity magnetic separation, it is possible to divert the more iron-rich fines before they would enter the third grinding stage and the fourth stage of magnetic separation. This then reduces the load on the existing third stage ball mill. Afterwards, the ground material is treated in an additional low intensity magnetic separator and mixed with the previously diverted fraction of the fines. An improved filtration procedure, combined with the application of a highly sophisticated binder, further reduces the amount of additives needed, so that a genuine direct reduced (DR)-grade iron concentrate is produced as a result.All laboratory, pilot and pelletising test work was executed at Primetals Technologies’ laboratories in Austria.CITATION:Martens, J, Petzold, L and Hiebl, B, 2017. As part of BHP Iron Ore's policy and goal of achieving a high standard of environmental management within its operations, a protocol for mine closure has evolved. The need to demonstrate sound environmental management with respect to site decommissioning meant that a comprehensive, environmentally sensitive closure protocol was required. Within this framework, a four-phase protocol was developed, the first phase was the determination of objectives in relation to site rehabilitation and end land use. The second phase was the determination of the process required to achieve these objectives. The third phase was the application of this process in a site specific manner. The fourth and final phase was monitoring of the site with regard to the achievement of determined objectives. The protocol was originally developed to direct the closure and decommissioning of the Goldsworthy site in 1992. This being the first total site decommissioning for BHP Iron Ore. Since that time the protocol has been successfully utilised for the closure of the Yampi (Koolan Island) operations (in 1993/94) and the Shay Gap/Nimingarra Operations (in 1994/95).
