Construction materials indeed face a dilemma...as does the building industry as a whole. A stop & go economy; a severe drop; in housing starts; lingering indecision over just what corrective steps are to be taken or to their degree of commitment; no less basic disagreement in regard to which of the, Nation's problems is really the most pressing -- inflation or recession? Optimism has become a rare quality these days. At moat the cautious view is that this new year will see a long, hard struggle back, with hopes that 1976 at least can truly mark a dual anniversary celebration for the United States and its economic health. Yet the paradox is that once recovery does return, those very construction minerals and materials --which in recent years have experienced the ups and downs of overcapacity, shortage, and now declining demand again-- will once more face the spectre of mass inability to service revived and growing needs for its product. Mounting costs, present marginal expansion investment, and substantial lead times required for new facilities to come into production, could well form a bottleneck to economic upswing. The result again can be another cycle of shortage-induced inflation, and with it continued gyrations within the demand supply relationships of the country's building industries.

Since addressing the Institute a year ago on The Future of the Copper Industry (l), many things have happened, most of them bad. It has been a hard year for profits and prophets. It was, therefore, with consider-able perturbation that I accepted the gracious invitation of your Committee to reappear. On reviewing my remarks of a year ago, I. have wondered whether, under pressure of more important matters, the Committee had neglected to make a note of them, or whether they felt that further explanations from me were in order. In either event, I am glad that I am here and welcome the opportunity to make any contribution I can to a clearer understanding of the problems of copper to those concerned. The English-speaking nations own 80 per cent of the present world-production of the metal. Col. P. E. Barbour, Secretary of the Mining and Metallurgical Society of America, and I recently completed an estimate of the known world resources of copper. We placed the figure, in round numbers, at 100,000,000 tons of metal. Of this amount, about one-third lies in the United States, one-third in the British Empire, and one-third in South America; and all but 4 per cent of this is owned by British Empire and United States capital. Our figures do not include any estimates for Russia, Japan, or Europe, on which there are no available data. It is true, consequently, that the British Empire and the United States are the ones concerned. It seems to me to be a matter of great importance to the world at large, and of even greater importance to those nations themselves, that the known sources of supply of this metal, so essential both in peace and war, rest so strongly in their hands. I cannot believe that in the long run they will neglect their responsibilities in the wise administration of these resources.

When Enron rocked the United States with its Titanic-sized financial accounting scandal, miners and metallurgists were probably too busy on the mine sites in remote locations to wonder about its ripple effect. But then Enron sank, Arthur Andersen tanked and the list of scandals, costing billions of dollars, continued to ripple. Followed by the Public Company Accounting Reform and Investor Protection Act of 2002 (Sarbanes-Oxley), the recent credit crunch and weak economy, the currents from Enron?s collapse eventually washed right into the mine and the mill. These events placed intense scrutiny on metals production accounting processes as traditional semi-qualitative metal accounting practices provided insufficient credibility and transparency. ?There is growing intolerance of organizations that are unsure about the location of thousands of tonnes of ore, which will typically lose 10 to 15% of their notional value on the way to the concentrator,? Rob Morrison wrote in the opening chapter to An Introduction to Metal Accounting and Balancing. ?If the measurement and forecasts also contain qualitative (fudge) factors, a very real suspicion might emerge about just how much metal might disappear (by theft or misplacement) before detection becomes likely.? Metallurgical accounting, put simply, is the tracking and reporting of the quantity and quality (tonnage and grade, usually) of materials entering or leaving each stage from source to product for a specified accounting period. Lacking an accounting standard, metals accounting in precious metal operations has been performed in an ad-hoc, informal manner, leading to numerous errors and unidentified potentially significant inefficiencies and financial losses. As a result, mining companies are beginning to examine the quality of their metals accounting systems since they form the basis of mining company?s financial accounts and reports. As part of an effort to create that accounting standard in the mineral industry, University of Queensland?s Julius Kruttschnitt Mineral Research Centre published the textbook An Introduction to Metal Accounting and Balancing in 2009. While development of a textbook and standard are significant steps forward, the challenge in the precious metals industry is in the application of some of these suggested practices. Though improving process transparency and precious metals accounting reporting accuracy is a key driver for change from the financial side, perhaps even more important is the potential benefit to operational performance that comes with better measurement, accounting and reconciliation systems. Loss of precious metals, processing of waste and inefficient mining and processing systems are all problems that are faced in an operation on a daily basis that can help be resolved through improvements in metal accounting and reconciliation. The financial consequences of such operational inefficiencies and bad decisions based on poor information are arguably greater than consequences of fraudulent accounting. Large discrepancies between mine and mill measurement systems that measure the quantity and quality of valuable material currently exist. Some of these are expected because of statistical variation, but inherent random measurement variation is sometimes an insufficient explanation. Though the mill can usually make much better production estimates through their measurement systems (that is, less variation), this knowledge rarely benefits the mine. 3 Moreover, even if the mine does a reasonably good job of estimating expected production at the grade control level (in situ), issues such as blast movement, poor mining practice and inefficient ore/waste classification make for a disconnect between the in situ estimates of the mine and the estimates from the concentrator. This inhibits effective evaluation of the reserve and grade control models using concentrator estimates. Linking the two ends, mining and concentration, is a neglected area sorely in need of an overhaul. Hence the need for improved mine to mill reconciliation ? the area of comparing, balancing and adjusting production estimates between mine and mill for consistency in reporting.

In the past few years the advance of the Sunshine mine to national prominence as the chief silver-producing mine of the United States has revived interest in the area in which it is situated. Although this area lies between the great lead-Zinc-silver mines at Kellogg and those in the vicinity of Burke and Mullan it was generally presumed to be almost barren, as little ore had been found there until substantial ore bodies were developed on deep levels of the Sunshine mine. In early days it was called the "dry belt" because its ores were siliceous and contained little lead; but the classification of ores in smelting as wet or dry, although once customary, has long been obsolete The area will therefore be referred to in this paper as the silver belt of the Coeur d'Alene district because the value of its ore is due chiefly to silver, the current production of which is large, providing over 60 percent of the silver output of Idaho. Silver Belt - Its Limits and Character With a daily production of half a ten of silver or more from the Sunshine mine, the silver belt has become the scene of extensive exploration at many properties, and the outlook for its future seems promising enough to warrant the lively interest now being displayed in the area by the public.

Single-phase silver antimony telluride has been prepared by zone-melting techniques using initial compositions of A new phase appears upon prolonged annealing of this material, but the reaction does not appear to be a simple eutectoid decomposition. A complete analysis of the phase equilibria is complicated by the slow kinetics involved. The Hall coefficient, magneto -resistance, electrical resistivity, and Seebeck coefficient are all sensitive to the presence of second phases. The low Hall mobilities measured for single-phase material indicate that the usual band theory is inadequate to explain the observed transport properties in the system. Density anomalies of up to 2.5 pet between measured and theoretical density were observed but are not conclusive evidence for a defect structure. COMPOSITIONS in the Ag-Sb-Te system have been studied previously by several investigators.1"18 The interest in this system arises from potential thermoelectric applications of alloys on the Ag2Te-Sb2Tes vertical section. Although the composition corresponding to the formula AgSbTe, has received most attention, it has been found to consist of more than one phase.7'8 A thorough understanding of the properties of this heterogeneous material has been impeded by both lack of knowledge of the properties of the homogeneous phases comprising it and the problem of analysis of transport properties in an inhomogeneous system. The present work describes the preparation of the homogeneous ternary phase and the corresponding electrical properties of both homogeneous and heterogeneous material. MATERIAL PREPARATION Most specimens for this investigation were prepared by encapsulating the elements in evacuated quartz tubes after which they were melted and homogenized in the liquid state. The ambient temperature was then dropped to 500°C and the resulting ingot zone melted. The growth rate, width of zone, stoichiometry, and number of passes have an effect on the resultant microstructure. Grains several centimeters in length were easily produced by this method. Other solidification techniques were also used, including uniform slow cooling of the entire specimen and rapid freezing. The microstructures of specimens produced by these techniques frequently differed appreciably from similar compositions prepared by zoning. A variety of nonequilibrium microstructures characterized by long needlelike particles resulted from the rapid-freeze method. PHASE EQUILIBRIA The lack of information on phase equilibria is a major difficulty associated with a comprehensive study of the Ag-Sb-Te system. Considerable confusion has resulted from the use of the formula AgSbTe, to identify the cubic ternary intermediate phase even though it has been established that material of this stoichiometry normally contains AgzTe as a second phase.798 In this paper, silver antimony telluride will denote the cubic ternary intermediate phase comprising the major portion of AgSbTe,. The term "single phase" will denote material which consists of only the cubic phase (as evidenced by metallographic examination and X-ray diffraction) and the term heterogeneous will describe multiphase material containing AgzTe, SbzTe3, or other phases in addition to the cubic phase. The single-phase material may actually contain a variety of inhomogeneities—gradual changes in composition on a macroscopic scale, localized fluctuations in composition, clusters or other products of early stages of the precipitation process, and a variety of point and line defects—all of which will not be detected by the present techniques for determining homogeneity. Single-phase material has been prepared from compositions close to 59 mole pct SbzTe3 21 (this notation refers to the location on the Ag,Te-Sb2TeS vertical section). Zone widths of =2 cm and growth rates 51.2 cm per hr were used. The single-phase region at elevated temperatures extends off the vertical section to a composition which can be expressed approximately as Ag,,SbzgTes,.9 The latter two compositions as well as AgSbTe, are represented in the conventional Gibbs triangle in Fig. 1. La Direction générale du développement de l?Industrie minérale (DGDIM) du ministère des Ressources naturelles et de la Faune (MRNF) du Québec tient un inventaire de toute l?activité minière sur le territoire. Cet inventaire s?est enrichi, au cours des dernières années, d?un grand nombre de projets dédiés au fer ou à des substances qui y sont associées (titane, vanadium, phosphate). Actuellement, cinq régions du Québec sont principalement touchées par la recrudescence de projets dédiés au fer : Fermont, Schefferville, Baie d?Ungava, Baie-James et Chibougamau. Fermont et Schefferville sont les régions les plus actives. Les infrastructures en place, telles que les routes, les chemins de fer, les ports, les lignes électriques et les municipalités, ont atteint, dans certains cas, leur capacité et de nouvelles infrastructures devront être construites pour satisfaire les besoins. À la Baie-James et sur le flanc ouest de la Baie d?Ungava, des projets d?exploration sont aussi en cours. Le manque d?infrastructure pourrait peser lourd sur le développement de projets miniers dans ces régions. Enfin, dans le secteur Chibougamau/Matagami et à quelques sites ailleurs au Québec, des projets d?exploration qui visent le vanadium, le titane ou le phosphate pourraient aussi fournir comme produit secondaire des concentrés de fer. Tous les projets, décrits dans cet article, sont situés sur le territoire du Plan Nord du gouvernement du Québec.

This publication summarizes, for potential contractors and other interested parties, the research, development, and demonstration contract projects programed by the Bureau of Mines for fiscal year 1982 (October 1, 1980 -September 30, 1981) under its Minerals Health and Safety Technology program. Contingencies may require that a significant port ion of the program be deferred into fiscal year 1983. The objective of these projects is to provide an ordered and sequenced series of advances toward the Bureau's overall goal of providing the systems technology required to create a healthier and safer working environment for the Nation's mining and minerals processing workers.

Calumet Division, Calumet & Hecla, Inc., whose operations are in Houghton and Keweenaw Counties, Mich., is a highly integrated and complex organization. This division operates mines, a railroad, a concentrating mill, a reverberatory smelter, and the auxiliary generating plants and shops to service these operations. In addition, it operates a sands reclamation plant, leaching plants, a foundry, and a machine shop that serves varied industries with castings and parts for many applications. Calumet & Hecla, Inc. has produced over 60 percent of all the copper that has been produced in Michigan since discovery of the ore in 1864, and in 1959 the company ranked eight among the country's producers with a production of 17,407 tons. To keep abreast of modern accounting systems developed elsewhere in industry and to combat increasing costs due to higher labor and supply costs, as well as increased costs due to deeper mines and lower grade ore, the company has developed a modern machine cost accounting system. This not only provides the usual bookkeeping and cost accounting facilities but offers accurate cost data for engineering evaluation of the mining operation. This system is credited with being instrumental in permitting continued operation of these high-cost mines in a period of increasing costs with no corresponding increase in the price of metal.

"The Three Bluffs gold deposit is located in the Committee Bay greenstone belt, which forms part of the Rae domain of the western Churchill province, Nunavut, Canada. Gold mineralization is hosted by iron formation of the Neoarchean volcanosedimentary Prince Albert Group, and is associated with silicification (quartz veining) and sulfidation of magnetite and other Fe-rich minerals. Conventional U-Pb zircon dating of a conformable dacite unit within the volcanosedimentary host-rock sequence and a crosscutting diorite intrusion confirm a ~2.7 Ga age for deposition of the supracrustal package. U-Pb monazite dates and Pb isotopic analyses of sulfides were obtained by laser ablation-multicollector-inductively coupled plasma-mass spectrometry (LA-MC-ICP-MS). A subset of U-Pb monazite (1813.8 ± 8.7 Ma) and Re-Os arsenopyrite (1822 ± 21 Ma) dates, combined with a Pb-Pb secondary errorchron age for pyrite and arsenopyrite (1829 ± 77 Ma), suggest that gold mineralization associated with sulfidation of the iron formation occurred at ~1815 Ma, prior to high-grade (upper amphibolite facies) tectonometamorphism in the Three Bluffs area (D2TB/(M2TB). An ~1815 Ma age for deposit formation is broadly consistent with evidence from elsewhere in the western Churchill province and to the southwest in Manitoba and Saskatchewan for a late Trans-Hudson (1.9-1.8 Ga) gold mineralizing event. The majority of U-Pb monazite ages form a second population at 1780.6 ± 4.2 Ma, similar to the age of the majority of Re-Os arsenopyrite analyses (1763 ± 11 Ma). These dates are thought to reflect the timing of peak M2TB metamorphism. 40Ar/39Ar dating of amphibole, biotite, and muscovite yielded plateau ages ranging from 1723.8 ± 9.0 Ma to 1710 ± 17 Ma, which are interpreted to record the timing of postpeak metamorphic cooling to below the respective closure temperatures for Ar diffusion in these minerals. Le gîte aurifère de Three Bluffs est situé dans la ceinture de roches vertes de Committee Bay, laquelle appartient au domaine de Rae dans l’ouest de la province de Churchill, au Nunavut, Canada. In connection with its renewed study seeking solutions to problems created by release of acid water from bituminous coal mines, the Bureau of Mines recently surveyed reports already written on the subject. This publication is based on that search. The Problem Poor distribution of water is evident on an ordinary geographic map of the United States. The more abundant supplies of surface water appear to be centered in the northeast, the southeast, and the central humid areas of the country. It is in the midst of this abundant surface water, in the Ohio River Valley, that most of the bituminous coal is mined. Varied industry has located in the valley to use the coal and the river. The coal is a source of power and o raw material. The river provides transportation for raw and finished materials; equally important, it provides the water that is used for cooling and processing in manufacturing. It also serves as a vehicle for the disposal of waste.

The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

The mineral waste disposal system at the Grace Mine, Morgantown, Pa., was designed to minimize environmental effects while allowing much of the waste from the iron mine, mill, and concentrator to be utilized. Standard cost estimating procedures were used by the Bureau of Mines to determine waste disposal costs. Mill tailings and rock waste disposal costs were estimated at $0.151 and $0.276 per ton, respectively, for the 1965-67 production period. Total waste disposal cost was reduced about $0.015 per ton by utilizing part of the waste as aggregate. The net average cost for disposal of all mineral waste was $0.189 per ton.

Air and water pollution and land reclamation relating to coal mining and utilization continued to be featured in research and technologic work on coal by the Bureau of Mines in 1967. Details of the environmental studies are given in this report, along with accounts of other research relating to the mining and utilization of coal. Other studies that were continued during 1967 included health and safety, mine explosives, coal preparation and transportation, coal utilization processes, chemistry and properties of coal, inspection and analysis, and inter-national activities. Publications issued in 1967 are cited throughout the report and in appendix C. Bureau of Mines research centers and laboratories are listed in appendix A, and organizations contributing to or cooperating in the work, in appendix B.

On the night of June 8, 1917, the flame of a carbide lamp accidentally set fire to the uncovered and frayed insulation of an armored power cable near the 2,400-foot level of the North Butte Mining CO.'s Granite Mountain shaft. How this, insulation accidentally became exposed is explained on page 15. The highly flammable oiled fabric set fire to the shaft timbers, and as this is a downcast shaft the fire spread with great rapidity, soon filling the mine workings with smoke and gas. At the time 410 men were working underground, 247 of whom escaped by various means, but most of the 163 remaining were probably overcome soon after the fire started, and perished. Only two men were actually burned. The cause of the disaster was purely accidental. The immediate effect was the unexpected reversal of normal conditions; the ultimate effect was great loss of life and the destruction of the main hoisting shaft, putting it temporarily out of service. The work of rescue and fire fighting continued eight days. The following pages present an attempt to draw some practical conclusions and suggestions from this disaster. The property of the North Butte Mining Co. consists of about 220 acres in the northeastern part of the Butte district, Montana. Next to the Anaconda Copper Mining Co. it is the largest producer of the district. In 1916, the year before the disaster, there were 1,160 men employed. The output was 560,947 tons of ore, which yielded 24,498,181 pounds of copper, 1,047,063 ounces of silver, 1,712 ounces of gold, and 412,953 pounds of zinc. The profit was $2,479,595. The total development work for that year was 21,694 feet. During the first half of 1917, the year of the accident, the daily tonnage of ore averaged 2,000, an increase of 400 tons over that of the year 1916.

This circular presents part I of a series of papers of a review of the literature on air conditioning in mines, with particular reference to the health, safety, and efficiency of miners. It deals with the physiological aspects of exposure to air contaminated by organic matter, noxious and toxic gases, and dusts that emanate from various sources in underground workings; part II will discuss the relation of abnormal mine temperatures and humidities to the health and efficiency of minors; and part III will describe theoretical and practical methods of air conditioning mines to correct or alleviate the conditions mentioned and will discuss the results attained by some of the systems now in use in various parts or the world.

A power-line proximity-warning (PLPW) system must have a high probability of detection (alarm activation at a specific distance), low probability of false alarm, and minimal set-up and maintenance. Tests of electric-field sensors have not demonstrated a dependable alarm distance. Alternative sensing methods such as microwave radar, optical radar, and sonar can meet the requirements by direct measurement of the range from the boom to the power line. Suitable microwave techniques include RF pulse, chirp FM/CW, and baseband pulse. Baseband-pulse radar has adequate range capability and does not require expensive microwave components. The radar cross section of a power-transmission cable is adequate for its detection optical-radar systems based upon LEDs and photodiodes are inexpensive, but can achieve only marginal performance in this application because of their limited modulation bandwidth. Since laser diodes and cryogenically cooled photosensors must be used to achieve the desired range resolution, the cost of an optical-radar system is greater than that of a microwave radar system. Sonar systems are feasible, but are not as precise and cost at least as much as baseband-pulse-radar systems. The performance of both optical-radar and sonar systems is degraded by dirt, necessitating the inclusion of a "windshield wiper.' Baseband radar appears well suited to the PLPW application. The cost of a baseband-pulse radar PLPW system is expected to be comparable to that of an electric-field PLPW system. Development and testing of an experimental model are therefore recommended.

A study was made of scrap iron and steel in the South Central States in order to determine trends in processing, shipment, and consumption if this important commodity. These data were derived in part from statistical sources and in part by visits to scrap yards and steel mills. Trends in the industry were reviewed. Dealers in 1963 supplied 1.8 million tons of iron and steel scrap to steel mills and foundries in the south-central area, compared with 2.1 mill ion tons in 1955. Most of the scrap was processed and shipped within 200 to 300 miles of consuming centers. Exports provide a principal outlet for dealers along the gulf coast. Most of the scrap that fills these orders is loaded onto freight cars at yards in Texas and Louisiana and is shipped to ports for direct transfer from railroad car to ship. The tonnage exported varies greatly from year to year. The largest scrap operations are in or near large cities which are heavy scrap generating areas, steel mill sites, or port cities for export of scrap. A tentative analysis indicates that the short-run supply of prepared scrap is inelastic to price changes; therefore, buyers probably are in a strong bargaining position at times of declining demand. One technological development in the iron and steel scrap industry is the use of large presses which can take complete automobiles with frames, wheels, springs, and other heavy parts still intact and reduce them to bundles. At Houston, Tex., and Kansas City, Mo., shredding plants are in operation that reduce car bodies and other light scrap into flat pieces 4 to 6 inches in size.

"The theoretical basis of ideal smelting reduction using coal as reductant in a process employing closed loop forced-circulation of hot metal is outlined. In the proposed process, an extensive area of relatively slag-free hot metal is available as a heat sink for absorbing the large amount of heat produced by complete combustion of CO within the furnace. Any slag that is formed within the oxidizing arm of the furnace loop is quickly swept away as a thin floating layer by the bulk movement of hot metal which is induced positively by forced melt circulation and sustained by causing the hot metal and the thin slag layer to overflow into a lower level hearth in which coal is carbonised and dissolved directly into the circulating melt.The proposed process is shown to offer very substantial cost savings over all other direct smelting technology. This is mainly because of its inherently low capital cost and its high energy efficiency. Furthermore, the favourable economics are not reliant on fuel gas credits as all the process gas is combusted within the reactor itself.IntroductionMetallurgical processes in the year 2000 will be compromise solutions to the metallurgical problems that already exist today. It is common knowledge that the mineralogical complexity of certain polymetallic sulphides, for example, precludes high degrees of separation and recovery by conventional mineral beneficiation. steps are therefore being taken towards the development of a truly polymetallic smelting process which will produce simultaneously zinc lead and copper as, metals from complex ores without prior beneficiation(l). In the ferrous extraction industry, the shortcomings of the highly efficient modern blast' furnace are well known and world-wide there is considerable effort being directed towards coal-based ironmaking without the requirement of metallurgical coke as a process intermediate.
