Risk assessment consists of a search for the answers to: ?What can happen? ?How likely it is that it can happen? ?What are the consequences if it does happen? Perhaps the most important aim of risk analysis is to predict the likelihood that a planned profit will be achieved over a given period of time. A typical risk model employed for this purpose includes a stochastic connection between the dependent variable of an expression that describes a process and independent variables represented as random quantities. The output will be a probabilistic distribution. The uncertainties in a planned mining operation include: ?Commodity market characteristics, particularly price ?Ore reserves and mineralogical composition ?Mining method ?Process performance ?Capital and operating costs ?Schedule duration ?Economic environment effects. The processes employed in the probabilistic estimation of a project?s outcome include both Monte Carlo simulations and simulations where variable correlation is considered important. The risk model, once developed and tested, provides a framework for a rational approach to risk analysis and the testing of alternatives.

Introduction Fluorspar demand or consumption has been taken for granted in recent years, except for those that produce, market, or consume the commodity. Thinking used to be that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The US Bureau of Mines (USBM) published an assessment of world fluorspar reserves and resources. It created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The US and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. Goals for the government's strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. US production and distribution Fluorspar Fluorspar shipments from US mines reached an all-time high near the end of World War II in 1944 at 375 kt (413,800 st). Eighty-two mines produced more than 453 t (500 st) each, and 10 mines produced more than 9 kt (10,000 st.) each. Illinois supplied 43% of total shipments. Consumption in 1944 was 372 kt (410,200 st), of which 56% was used by steel producers and 32% by HF producers. This was the last year that US production exceeded US consumption. The post-World War II record for fluorspar shipments occurred in 1951 at 315 kt (347,000 st) 58 mines produced more than 453 t (500 st) and eight mines produced more than 9 kt (10,000 st).

A theoretical analysis is presented for the static and dynamic response of wire rope in deep-shaft mining operations. Expressions for the stresses in the individual wires of complex wire ropes are derived, and specific results for simple strands, 7x7 ropes, 6x 19 Seale ropes both with and without internal-wire-rope cores, and 6x25 filler-wire ropes both with and without internal-wire-rope cores, are presented for the case of ropes subjected to a combination of axial loading and bending over a sheave. Consideration is also given to the dynamic overloading associated with certain mining operations, such as dumping ore into a suspended skip and accelerating a fully loaded skip upward. Experiments to determine the axial stiffness of wire rope are described. Factors affecting the service life of wire rope, such as residual stresses, contact stresses, and fatigue behavior, are discussed. Specific research areas in need of further investigation are identified.

This study estimates capital investment, operating costs, and selling prices for four underground bituminous mines producing coal with annual production ranging from 1.06 to 4.99 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes. Initial capital investment ranges from $20,799,800 for the 1 .06- million-ton-per-year (MM tpy) mine to $84,027,500 for the 4.99-MM-tpy mine. Total capital investment ranges from $32,506,800 to $1 22,983,500 for the same mines. Corresponding selling prices for the coal range from $12.87 to $11.64 per ton, assuming a 15-percent discounted cash flow rate of return after Federal income taxes.

This paper deals with the analysis of pillar failure in a room and pillar mining operation of a deep underground coal mine. The incident here involved the failure of more than 100 pillars. The mechanism of pillar failure (bump/squeeze) has been studied in detail. The analysis consists of inmine eyewitness observations, laboratory experiments and analytical study of the pillar failure area using finite element technique. Results indicated that the mechanical properties of coal, roof and floor, geologic condition, and the method of operation have affected the mode of pillar failure. Hard roof and floor prevented roof caving and floor heaving in the gob area creating an inhomgeneous stress field on the pillar. This condition developed a yield zone and a core zone in the pillar. Progressive increase of vertical stress further increased the yield zone of the pillar and reduced the core pillar leading to a total squeeze of the pillar. However, the analysis indicated that the pillars were liable to bump provided any sudden shift of load occurred on the core pillar due to some dynamic shock imparted by a local failure of the immediate roof (slickenslided area) or during splitting.

Fracturing of rock at low stress levels can be a source of unexpected problems in rock engineering: • the resulting instability can be a safety hazard; • in very brittle rocks it may be associated with violent failure of the rock and strainbursting (rockbursting); • it usually leads to an unexpected requirement for rock support, with time and cost implications; • in rock boring projects, it may result in fracture of the rock ahead of the bored face and in the walls of the bore behind the face. This may lead to cutter head vibration, increased cutter wear and consequently decreased performance and increased costs. Examples of situations in which fracturing of rock at very low stress levels has been observed will be described. This will include details or estimates of the in situ stress magnitudes and the rock strengths involved. A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of gangue mineral grade limits by the concentrator may also result in significant penalties.Online grade analysers which can provide reliable real time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and has the benefit of operating in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades.MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at the BCL nickel concentrator plant in Botswana. The project focused on stabilising the final concentrate grade while ensuring the final tailings are minimised, resulting in an improved nickel recovery. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. The system was reactivated once the Blue Cube system was installed, replacing the old analyser. Anisotropy is a characteristic of intact foliated metamorphic rocks (slates, gneisses, phyllites, schists). Testing was used to establish the anisotropic behaviour of selected gneissic rocks. The effect of anisotropy on various mechanical properties (strength, deformation) and dynamic properties (wave velocity) was examined. The rock samples were also tested at successively higher confining pressures in order to evaluate the effect of anisotropic behaviour at high overburden pressures.

The obligations of the European Directive 96/82/EC on the control of major accident hazards, the so-called Seveso II Directive, became mandatory within the E u ropean Member States February 3, 1999. Explosive products have been included within the Seveso II Directive, in the categories of substances capable of generating a major accident. In addition to taking “all measures necessary to prevent major accidents,” explosive manufacturers are also obliged “to limit their consequences for man and the environment.” However, for explosives in particular, no pro c e d u res, nor specific re f e rence values for damage calculation, are given either in the Directive or in the corresponding Italian Legislation, “Ministry of the Environment decree of 20 Oct. 1998.” This article presents a simplified but scientifically rigorous approach for the first approximation calculation of the effects on the surrounding area following an accidental explosion. As an example of the method of calculation, the damage areas in a hypothetical explosives manufacturing facility, as shown in F i g u re 1, will be anal y z e d . The method used to assess the reactivity of lime was evaluated to gauge it usefulness as a quality control tool. The effect of particle sizes, different lime and water masses for a fixed s:l ratio and the same for various s:l ratios on the reactivity values obtained, were investigated. An attempt to introduce the amount of grit produced during the slaking reaction as an additional measure of limeís quality and reactivity, proved to be unsuccessful. It was also found that the relative amount of lime slaked during the different tests was independent of the reactivity value of the lime. The investigation confirmed the usefulness of the accepted test procedure as are liable method to measure the reactivity of lime, despite various reservations expressed from a theoretical point of view.

[New stochastic process models are developed to calculate the probability of various fill levels in section feeders as a function of vehicle interarrival times, payloads and feeder-discharge rates. These models may be utilized to establish the minimum feeder-discharge rate necessary to prevent a feeder, with a particular surge storage capacity, from constraining the section's production rate. In addition, it is shown how the output from these models may also be utilized to calculate the probability of various flow rates at junctions in the conveyor haulage network, enabling one to size gathering belts. The model provides a basis for optimizing, (in economic terms) capacity specifications for feeders and conveyor belts in the materials-handling system by considering tradeoffs in the size of the two types of units.]

The property of the Park City Consolidated Mines Co. is situated in the northeast part of the Park City dining district 1 mile east of the town of Park City. The elevation at the collar of No. 1 shaft is 7,250 feet. Park City is a town of approximately 4,500 population lying about 30 miles east of Salt Lake City. The two are connected by an oiled State Highway, which is cleared of snow in winter and maintained in first-class con¬dition by the State throughout the year. The district is served by branches of the Denver & Rio Grande Western and Union Pacific Railroads, each operating on a daily' schedule, except Sunday. These two railroads have constructed 1 ½ miles of joint track from the town to the Park City Consolidated Mines Co. loading tipple, located 200 feet from the portal of the adit that leads to No. 1 shaft.

The prospect of accomplishing economically and scientifically profitable deep-sea mineral mining within this decade or the next one is of particular interest to the emerging discipline of astrobiology which is concerned with the origin, distribution and future of life in the Universe. Several planetary bodies within our own Solar System such as Jupiter’s moon Europa and Saturn’s Enceladus now appear to be potentially habitable, or life-friendly, in terms of the three prerequisites for life as we know it: a sustained body of liquid water, biogenic elements (C, H, N, O, P, S) and energy sources to fuel metabolic reactions. Europa, for instance, possesses a global subsurface ocean, believed to be up to 100 km in depth, hidden beneath a kilometer-wide ice-sheet. A silicate mantle is directly interacting with a cold, aphotic ocean in which tidal forces might drive geological seafloor activity that results in the creation of hydrothermal systems. These locales are commonly hypothesized to be the cradles for an alternate origin of life on Europa. Especially alkaline hydrothermal springs, as found at Lost City, have been at the center of modeling the prebiological evolutionary dynamics preceding cellular life. Serpentinization-like reactions are also possibly fueling metabolic networks in putative microbial communities found in the oceans of the icy moos. Major space agencies around the globe are planning future space missions aimed at exploring and eventually characterizing potential life forms in these habitats. The technology needed for this exploration effort resembles the requirements for a successful deep-sea mineral mining industry: highly efficient AUVs (also equipped with biologically-oriented instrumentation), swarm robotics, landers, seafloor rovers and general high-pressure, cold temperature extreme environment engineering. Interestingly, science questions of deep-sea mineral mining and astrobiology converge too: the hypothesis of life originating at hydrothermal systems, the biogeographical distribution of species among these environments, adaptations of extremophilic organisms across the three domains of life and adequate autonomous robotic systems to assess the complexity of deep-sea biological communities. This presentation attempts to present a two-fold view of advanced planetary exploration that relates to a sustainable vision of deep-sea mineral mining: charting our oceans and developing technologies least harmful to endemic biology can propel the design and prototyping of future robotic planetary probes bound for aquatic missions on alien moons. Space industry, government and public interest towards a broadened planetary perspective on deep-sea mineral mining is promoted by addressing an astrobiological rationale of this endeavor.

This Bureau of Mines report describes a simple fire-retardant treatment for wood. The treatment involves preheating the wood surface at high heat flux (~0.6 cal/cm2 sec) to form an in situ surface char layer (~3 mm thick) on the wood. Laboratory-scale fire tests show that the precharring technique improves the fire-resistance of virgin wood by decreasing and delaying generation of volatile gases through thermal insulation effect of the surface prechar layer.

Test equipment has been developed to record automatically both the displacement of the pile head and the load applied during a conventional maintained load pile test. Some systems also have, in addition, been fitted with the facility for maintaining the applied load, as set by the operator, at very constant levels. The advantages are both commercial and technical, but a well trained operator has to be in attendance to control the test. Since typical test specifications in the UK require more than 19 hours to complete, it became inevitable that at least one equipment operator remained on site to expedite the test for its duration. Although electronic measurement and data logging of load tests may be more safe than previous direct observation of dial gauges. A single person remaining on a construction site alone is not to be recommended, even if they are just supervising the test. Further development of the testing system produced equipment which will perform the entire test specification as required without operator intervention. To achieve this, full automation is employed. The patented method particularly addresses the safety requirements and by using additional sensors, detects any uncharacteristic behaviour of the pile under test or of the reaction system and the equipment takes appropriate action in a controlled and safe manner. The quality of test data returned from these automated systems is a key element when analysing pile behaviour with models such as CEMSOLVE? and TIMESETTM. These analysis methods often indicate ground disturbance resulting from installation technique and have allowed pile design to be optimised using actual field data rather than theoretical considerations alone. An additional feature is remote access, this allows the data recorded to be transferred and the progress of the test to be viewed from practically any location. This permits experts to view the data 'live' and allows rapid diagnosis of any problems with the expected pile behaviour.

"The need for energy conservation has been of increasing concern since the early 1970's, when the cost of petroleum based energy began to escalate rapidly and security of supply became uncertain. The cost of energy from alternative sources has also increased due to development costs and environmental restrictions.These developments have had a serious impact on the mining industry, which is energy intensive. The impact is magnified as lower grade ores are treated, and more energy is consumed per unit of product. In many cases increased operating cost is not compensated by the rise in product selling price.The magnitude of energy consumption in the mining industry is indicated by recent studies conducted in the U.S.A. and Canada. Acoustic emission monitoring techniques are a powerful tool for analysing deformation behaviour and fracture characteristics of rock samples under uniaxial loading. Uniaxial compression tests were carried out on three different types of sandstone for a better understanding of acoustic emission response with respect to rock deformation and damage develop-ment. All sandstone samples revealed congruent characteristic acous-tic emission patterns which correlated directly with distinct stress-strain stages. However, the acoustic response and development within the individual stages proved to be entirely different due to variations in their microstructure.
