I work for the State of Washington as an Explosives inspector. My paper will describe the mission of the Wa. State Dept. of Labor pertaining to explosives and the regulation of explosives in the State.Blasting safety is high on the public safety list and the regulation of explosive use and storage has been mandated through legislature. The Dept. considers pro-active partnering forexplosive safety preferable to after-the-fact citations for non-compliance.In some cases, the Dept. will issue civil citations with monetary penalties, meant to be a deterrant, of course, to blasters who choose not to comply with the explosive regulations of the State.The Dept. has also revoked and suspended blasting licenses. In some instances, the Dept. has allowed recipients of citations with monetary penalties to reduce the amount paid by attending technical training classes. The idea here, is to reduce the chance of reoccurence of unsafe blasting practices. The State of Washington partners with MSHA in the regulation of explosives use and storage in mines, pits and quarries in the Stateas well as working closely with law enforcement, State and local fire marshals, ATF,and is active in ISEE in part of it’s ongoing effort to promote explosive safety and establish communications in a nonadversarial way with explosives users. My paper will include some statistics on licensing in the State, pounds of explosives used, inspection numbers, numbers and types of complaints with information from the inspections resulting of these complaints. My paper will include examples of storage, both good and bad, examples and pictures of fly rock incidents, accidents, near-miss close calls, break-ins, thefts, and abandoned explosives. This paper may also include a brief summary of my opinion of explosive regulation and my job as a regulator, including examples of high and low points of the job, joys and frustrations.

A new hyperbolic model for generating P-Y curves is developed for use in lateral analyses of cemented soils (a ?C-F? soil with both cohesive intercept and friction angle), and includes degradation of the static loading soil response to model the effects of load cycling (repeated loading) with load cycle number. The p-y curves, for both static and cyclic loading, were derived from full-scale lateral test results conducted on a set of six drilled shafts in a loess deposit at the Kansas DOT test site. Values of the model parameters obtained from the load testing at this site are presented, as well as a discussion of the model parameters effect on the results such that the model may be rationally applied to other sites with C-F type soils. A step-by-step procedure is presented to illustrate the application of the model. Correlation of the model to the CPT cone tip resistance (qc) from CPT testing is made, as this was found to be the most reliable; However, the model is applicable to other methods, both in-situ and laboratory, of assessing the soils strength.

This study Identifies and evaluates deposits of noncoal minerals in the U.S. which are most amenable to be mined underground hydraulically and transported hydraulically. A method was developed to screen and compare mineral deposits including economic comparisons. The most applicable minerals for hydraulic mining by borehole monitor jets from underground entries are soft uranium sandstones In Wyoming in locations where water is available. This method with hydrotransport could improve the safety, health and economy of underground uranium mining. Soft oil-bearing sandstones in California and Texas could be mined and transported by this method more safely than by other underground mining methods. Other weak sandstones may be hydraulically mined economically. Man, minerals are too hard to be mined by monitor jet but are amenable to hydraulic transport and hoisting. Uranium sandstone in New Mexico is of interest because of potentially improved health and safety in transport and lower transport cost, Increases in mine output for potash, in New Mexico and trona in Wyoming can be achieved most economically by adding hydraulic hoisting when existing skip capacity is at its limit. Research is recommended to obtain site-specific data on the feasibility of mining uranium ores by monitor jets.

Molybdenum alloys with good strength properties at elevated temperatures were produced by the powder metallurgical internal oxidation method previously applied to tungsten and known as oxyreaction strengthening. Commercial molybdenum powders were blended with 0 to 10 pet of a reactive powder, ZrMo2. The effects of composition, blending procedure, and sintering conditions on strength properties at elevated temperatures were studied. Strengthening was attributed to zirconium in solid solution with molybdenum and to the presence of submicrometer particles of Zr02. Several alloys had tensile strength and stress-rupture properties com-parable with those of the best commercial alloys. The maximum tensile strengths obtained were 92 kpsi at 1,200° C and 53 kpsi at 1,316° C. The maximum stress-rupture life at 30 kpsi and 1,200° C was 145 hours.

The Bureau of Mines performed tests to compare the effectiveness of steam and of water sprays to reduce respirable dust levels at mineral processing plants. By applying 0.22 wt pct water vapor as steam to product material, a 64-pct respirable dust reduction was recorded. By applying the same amount of moisture with water sprays, only a 25-pct dust reduction was recorded. By increasing the moisture content up to0.5 pct using water sprays, the dust reduction was increased to 55 pet, which was still less than the dust reduction achieved by adding less than half that amount of water in the form of steam.

The use of augered cast-in-place piles has seen tremendous growth under commerical structures in the past twenty years. Problems with vibration, soil densification and/or heave associated with driven piles do not occur with properly installed augered piles. Augered cast-in-place piles were originally constructed (1950s) with diameters of .31 m (12 in.) and lengths up to 6.1 m (20 ft); however with the advent of better drilling equipment, diameters varying from .41m(16 in.)to .61 m (24 in.) and typical depths ranging from 18.3 m (60 ft) to 24.4 m (80 ft) are achievable. Reinforcement may vary from a single high strength rebar (Grade 60) at the top of the pile to a continuous steel cage depending on loading (compression, tension-uplift, and lateral). Typical axial design loads (compression) for a single augered cast-in-place pile are in the 445 kN (50 tons) to 890 kN (100 tons) range.

THIS paper is a discussion of the extremely valuable one of Mathewson and Phillips, The Recrystallization of Cold-Worked Alpha Brass on Annealing,1 which not only gives us a wealth of important data reached with great intelligence, but also shows both uncommon powers of imagination and a perfectly fair spirit. Let me try to analyze some of their results, and to enunciate some of the laws to which these results point. For brevity I refer to them as "The Authors." The page numbers in parentheses refer to their paper. 1. The Visible Aspects of Recrystallization.-Plastic deformation in a single direction, as in cold-rolling, draws the grains out in that direction, that is, inequiaxes them, without destroying their apparent individuality. Each grain seems to endure the drawing out without changing either its volume or its orientation materially, for the etching tint of each grain seems to be as uniform after as before the drawing out, save for the "etch bands,"2 shown in Figs. A to D of the Authors' Plate I. As the drawn-out metal is heated progressively, on reaching a certain "disintegration temperature" these old grains seem to break up, probably into submicroscopic fragments, and this apparent disintegration is followed by a coalescence of these fragments, so that their number decreases and their size increases, till they may become very much coarser than before the drawing out. Ruder3 coarsened the grains of silicon steel in this way till single grains reached an area of 50 cm. (7.75 sq. in.). The deformation itself probably breaks each grain up into many very small fragments, but the fact that each grain continues to have a uniform etching tint different from that of its neighbors indicates that these fragments retain the initial common orientation of the grain. The apparent disintegration which we observe, then, is rather an abandonment of community of orientation for individuality of orientation, by the fragments formed earlier during the deformation. The belt conveyor is one of the major pieces of equipment for transferring bulk material in mining operations. However, considerable amount of respirable dust may be generated whenever the bulk material is loaded, dumped, or transferred. This report identifies and evaluates various dust control technolgies applicable to belt conveyors, and describes how an integrated systems approach can reduce dust emissions at a transfer point. Phase I of the program consisted of literature search and a critical evaluation of various dust control technologies. The work established that a comprehensive approach to calculating exhaust volumes for dust collection system does not exist. The parameters that affect the wet dust suppression efficiency were also reviewed. Based on the Phase I work, bulk material handling system and dry dust collection or wet dust suppression systems were designed and installed at a number of transfer points in a limestone processing facility, a surface mine selected as a field test site. Field test data were used to determine the validity of various exhaust volume calculations at the different transfer points. The field test data also formed the basis for the evaluations of the relative effectiveness of commercially available and wet dust suppression systems in controlling respirable dust emissions.

Gullies are the vital in-stope excavations that provide access for mining personnel and material to, and mined ore from, the producing faces in the tabular hard rock mines. They pose a serious problem in most mines because they induce stress orientations, which, combined with blast damage, produce adverse rock fracture patterns that contribute to the loss of hangingwall and sidewall integrity. Rock-related injury statistics confirm this by highlighting gullies as the second-highest risk area in South African hard rock mines. Inappropriate gully geometries, poor blasting practice, and non-adherence to accepted standards worsen the problem. The aim of this work is, firstly, to provide guidelines to select the correct gully geometry and appropriate support for a particular geotechnical environment and, secondly, to review the practical issues behind gully safety and stability. In order to meet these aims, this paper reviews the available literature on gullies and their history, and reports on an industry-wide survey of practices and opinions. Then it covers observations from underground visits to 107 gullies situated in the respective geotechnical environments of the Basal Reef, Beatrix Reef, Vaal Reef, Carbon Leader Reef, Ventersdorp Contact Reef, Kimberley Reef, Kalkoenkrans Reef, Merensky Reef, and UG2 Reef. Despite the differing geotechnical conditions and gully geometries, common problems are experienced with geological structure, stress, and fracturing. Results from numerical modelling are also presented to help analyse the underground observations and to quantify the merits of the different gully layouts. It is concluded that there are no new techniques available to improve gully stability, but that significant improvements in safety are attainable by employing the correct gully geometry for the geotechnical environment, good blasting practice, and appropriate support.

One of the primary methods for analyzing roof stability in underground mines is the age-old method of “roof sounding” where a miner taps on the roof and listens for the hollow sound of loose blocks of rock. This paper looks at the feasibility of using noncontact laser-based vibration measurements to detect roof fall hazards with the ultimate vision of improving, expanding and automating procedures for mine roof inspection. Vibration measurements made on loose blocks of rock in underground mines are summarized and compared to estimates of fundamental resonance frequencies for rock slabs of the size responsible for highly hazardous “skin failures.” Both laser Doppler vibrometry and full-field interferometric methods are examined and are considered to be feasible methods for detecting anomalous vibrations in loose roof rocks. Results from simple laboratory experiments using laser vibrometry demonstrate some of the proposed application concepts. While considered a challenge to move these techniques from the laboratory to heavy industrial or outdoor environments, the potential for success in the current application is enhanced by the reduced requirements of qualitative analyses.

The authors developed the TBM Excavation Control System (the TBM Navigator), in order to realize the advanced observational construction. During the excavation using this system, the rock strength value is immediately calculated from the TBM driving data as an index of rock properties, and the drill energy coefficient is also calculated from the drill logging data that is carried out using the probe hole ahead of the tunnel face. In this study, a new, geostatistical simulation-based method is proposed for the automatic prediction of the rock properties ahead of the tunnel face with good precision, using both the drill logging data and the TBM driving data. The applicability of this method is validated through the prediction at the actual tunnel excavation that passes through the faults. Les auteurs ont mis au point un Système de Contrôle de forage avec la machine à pleine section (Navigateur de la machine à pleine section), en vue de réaliser un système de surveillance plus efficace. Avec ce système, la résistance de la roche est immédiatement calculée, au cours du forage, à partir des données de conduite de la machine, comme indice des propriétés de la roche, et le coefficient d'énergie de la foreuse est également calculé à partir des données de log de forage collectées dans un trou de sonde foré dans le front de taille. Dans cette étude, on propose une nouvelle méthode basée sur la simulation géostatistique qui permet de prévoir d’une manière automatique, des propriétés de roches se trouvant derrière le front de taille avec une précision satisfaisante, à l’aide des données de log de forage et celles de conduite de la machine à pleine section. Unter Einsatz dieses Systems wird die Gesteinsfestigkeit während der Ausschachtungsarbeiten unmittelbar aus den TBM Antriebsdaten als ein Index für die Gesteinseigenschaften berechnet. Gleichzeitig wird auch der Bohrenergiekoeffizient aus den Bohrlogdaten berechnet, die an Hand der Probebohrung am Stirnende des Tunnels erhalten wurden. In der vorliegenden Studie wurde ein neuartiges, auf geostatistischen Methoden basierendes Verfahren für die automatische und angemessen genaue Vorhersage der Gesteinseigenschaften am Stirnende des Tunnels vorgeschlagen, für das sowohl die Bohrlogdaten als auch die TBM Antriebsdaten verwendet werden. Die Anwendbarkeit dieser Methode wird durch die Vorhersage bei einer tatsächlichen, durch Verwerfungen verlaufenden Tunnelausschachtung bewiesen.

According to the temporal and spatial distribution of regional metallogenesis, thePacific Rim can be divided into four global metallogenetic systems. The Asia-Australia W-Sn metallogenetic belt is the typical representative of intracontinental metallogenetic systems. This belt resulted from Mesozoic and partly pre-Mesozoic tectonic magmatism, mainly related to S-type granite of crustal source that was generated by collisional orogeny combined with oceanic subduction in intracontinental and continental margin settings. Based on the concept of metallogenetic series, there is a group of mineralised ore types showing a definite spatial and temporal distribution from endogenetic to exogenetic. These metallogenetic series are widely distributed in the Asia-Australia W-Sn metallogenetic belt, and are well developed in Southeast China. Five metallogenetic series and two petro-minerogenesis evolution models have been established according to their tectonic settings, various types of granitoids and metallogenetic evolution.

Due to increasing concerns of global rare earth element shortfalls in the near future, possible alternative sources of rare earth elements have recently become of economic interest. One such alternative is decanting acid mine water originating primarily from abandoned old mines in the Witwatersrand region of the Republic of South Africa. In this study, a novel way of rare earth element removal from the acid mine drainage was employed, making use of bentonite clay, which has very good adsorbent properties, as a rare earth element carrier material. The process can be economically viable only, if the elements can be selectively removed from the bentonite clay carrier material so as to yield reusable clay. Acid leaching was proposed to liberate the adsorbed rare earth elements from the bentonite clay. Accordingly, acid leaching experiments were performed to study the desorption of three commonly-found rare earth elements, namely neodymium, samarium, and dysprosium, from bentonite clay in the presence of sulphuric and hydrochloric acid. It was established that the three rare earth element species could be selectively removed as a group from iron, magnesium, and manganese metals through the careful manipulation of the pH. An investigation into the kinetic aspects of the rare earth element desorption process from the bentonite clay was also undertaken. The applicability of various kinetic models such as zero-order, pseudo first-order, pseudo second-order, elovich, parabolic diffusion, and power function were tested to describe the time-dependent desorption of rare earth elements from bentonite clay. It was determined that the pseudo second-order kinetic model represented the dissolution processes for neodymium, samarium, and dysprosium from bentonite clay the most accurately.

"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

Sonic travel time logging of exploration boreholes is routinely used in Australia to obtain estimates of coal mine roof rock strength. Because sonic velocity logs are relatively inexpensive and easy to obtain during exploration, the technique has provided Australian underground coal mines with an abundance of strength data for use in all aspects of ground control design. However, the technique depends upon reliable correlations between the unconfined compressive strength (UCS) and the sonic velocity. This paper describes research recently conducted by the National Institute for Occupational Safety and Health (NIOSH) aimed at developing a correlation for use by the U.S. mining industry. At three coreholes in Illinois, Pennsylvania, and southern West Virginia, sonic velocity logs were compared with point load tests for a broad range of coal measure rock types. For the entire data set, the relationship between UCS and sonic travel time is expressed by the following equation, where UCS is in psi and t is the travel time of the P-wave in microsec/ft. UCS = 468,000 x e-0.054t (1) The r-squared value for this equation is 0.87, indicating that a strong correlation between sonic travel time and UCS can be achieved with this technique. The paper also addresses the steps that are necessary to ensure that high-quality sonic logs are obtained for use in estimating UCS.

In 1994, Nkana smelter commissioned a multimillion US Dollar Chilean Teniente converter (CT) in its operations in order to improve its smelting technological base. The main objective was to reduce the overall smelting energy costs and increase the sulphur capture for sulphuric acid production to support the company?s leaching operations at Nchanga tailings leach plant. A decade of CT operations have since ensued following its installation and start-up. This paper provides a technical and operational audit of the performance of the CT in the first 10 years of its operations at Nkana smelter.

Interest in mining narrow, vein-type ones has increased world-wide during the last few years despite the fact that prices of metals have not risen in proportion as production costs of mining, such as labour and energy. In many mines, where narrow ones are mined, the mining technique and equipment used have been poorly mechanised. The mining methods have been cut-and-fill or shrinkage stoping. Pneumatic jack-legs have been used for drilling and slushers have been used for loading. The methods that have been used can be called the 'first-generation' methods. Work has been very hard for miners. It has been dangerous and exhausting. Production volumes of mines, and a s a result of that, also profits have been low.

As in many other industries, such as construction and agriculture, overhead electric power lines are a serious hazard at mining and mining-related operations. Even when excluding injuries that occur during electrical maintenance work, over one fourth of electrical fatalities in the mining industry are due to accidental overhead line contacts, and for each fatality nearly two serious non-fatal injuries occur due to such contacts. In incidents involving high-reaching mobile equipment, many of the victims touched the equipment after the fact, unaware that the machine frame had become energized by the line contact. MSHA data for accidents involving overhead power line contacts in the mining industry between 1980 and 1997 reveal that in 57% of the cases personnel were unaware of the accidental line contact until after one or more workers touched the equipment or a hoisted load and were injured. The situation is similar in the construction industry, where according to the National Institute for Occupational Safety and Health (NIOSH) data at least 20% of such victims are unaware of the line contact. This suggests that a device that alerts workers when a power line has been contacted could help prevent many of these injuries. Such a device would not prevent power line contacts, yet if widely employed could yield a significant reduction in the number of resulting injuries. Researchers at the NIOSH Pittsburgh Research Laboratory are attempting to develop such a device. The approach being investigated is based on measuring electric current flow to ground through a machine during a line contact. The specific technique being tested involves the diversion of some part of this current through a shunt cable mounted on board the machine, to provide a point at which to install a current sensor. Experiments thus far indicate that this approach is feasible. Ongoing research is better defining electric current flow through mobile equipment, refining techniques for measuring this current, and identifying factors that could limit the effectiveness of the proposed alarm.
