Of the 103 fatalities in tie petroleum industry in 1938, 36 resulted from fires and explosions.3/ Everyone can help to prevent the tremendous losses, both in life and property, caused annually by fires and explosions, Forest fires occur every year, in which the tremendously intense heat wave ahead of the flame turns beautiful green trees into blazing torches like so much gasoline, vapor, and jumps over the tops of trees to start fires behind the firs fighters; prairie-grass fires occur, and a farmer in the path of the fire must plow a furrow around his home and outbuildings before the flame reaches them; and frequently automobiles are burned up in filling stations. Persons who have witnessed such sights know better than to throw a lighted match, cigarette, cigar, or hot coal from a pipe out of an automobile or to discard a fire or flame of any type in the forest, in the country, or in the city.

The success of any project in which gas is injected into oil-producing sands to increase the current rate or the economic ultimate production of oil or in which surplus gas from oil producing operations is stored temporarily in reservoir sands that have been wholly or partly depleted of their producible oil depends mainly upon an understanding of the underground movements of oil, water, and injected gas and the ability to control their speed and direction of migration through the reservoir sands. Many operators believe that injected gas always travels up the structure and drives oil to wells structurally higher than the injection wells, because the specific gravity of the injected gas is less than that of the fluid substances in the formation. Consequently, many injection wells are located on the flanks of oil-bearing structures with the idea of utilizing the energy of the injected gas to drive the oil to producing wells higher on the structure. It is true, under certain conditions of pressure and fluid depletion of the reservoir sands, that injected gas will move in an up-structure direction, but the theory that injected gas always moves up the structure is based on an erroneous conception of the laws that pertain to the expansion of gases. By definition, "a gas is distinguished by its property of infinite expansion and is limited in volume only by the walls of the vessel which contains it."3 The expansion of gas that is injected into reservoir sands also is limited by "walls" that surround the space influenced by the injected gas. The walls of the majority of undrilled or virgin oil-bearing reservoirs in California are the impervious shales overlying and underlying the productive strata and the "dams" or effective barriers of edge water around the rims of the reservoirs. When gas is injected into the sands of a producing reservoir, regardless of the location of the injection well on the structure or the degree of depletion of oil from the sands, one of the walls which confine the gas in the structure about the injection well is fluid. This wall will be edge water in a nearly depleted reservoir, where the drainage cones or regions of reduced pressure about injection and producing wells intersect; and, where there is no interference of drainage cones and the injection well is structurally above the edge water, the wall will be oil. In some producing reservoirs bottom water may be the lower wall of the space that confines the gas about injection wells, but the effect of bottom water on limiting the expansion of gas is the same as if the water was not present and impervious formation separated the producing from the underlying nonproducing strata. Therefore, since compressed gas always seeks regions of reduced pressure and its final volume is limited only by formation and fluid barriers and since the force exerted by the gas under pressure is equal in all directions, the course of migration of injected gas in reservoir sands in California and the

THE world's largest known oil deposit lies in northern Alberta. In fact, according to government estimates, the famous so-called 'tar sands' of the Athabaska region contain several times as much oil as all the other proved reserves of the world. S. C. Ells, of the Department of Mines and Resources, who has been the Dominion Government's authority on the oil sands since 1913, has estimated the minimum content of the deposits at 100 billion barrels(!). C. P. Bowie, of the U.S. Bureau of Mines, has published an estimate of 250 billion barrels(2). ?In comparison, the latest authoritative estimate of the proved oil-field reserves of the world is less than 35 billion barrels(3). Out of this tremendous total, perhaps 500 million barrels are commercially available at present-day costs and prices; the remainder must be considered a latent reserve to be used when development costs are materially lower and petroleum prices materially higher than they now are. Mean-while, the 500-million-barrel portion presently available contains more oil than has been found in all the rest of Canada, and constitutes one of Canada's great mineral resources. Although these deposits have been known to white men since 1788, when Peter Pond, the explorer, found the Indians stewing the oil out of the sand and mixing it with spruce pitch to caulk their canoes, they are only now coming into commercial production. The purpose of the present paper is to describe the deposits, their oil content, their present development, and the possibilities that seem to lie immediately ahead. For the sake of completeness and clarity, the writer has not hesitated to use or to paraphrase material that he has previously published elsewhere in discussing various aspects of the oil sands.

Considerable thought and discussion had been devoted toward provision for increased milling capacity at the Allenby concentrator of The Granby Consolidated Mining, Smelting and Power Company operations as early as 1940. During the war, plans for the installation of an additional grindi.ng unit were formulated but were not carried out. It took considerable time after the war to prepare the mine again for its highest rate of production since, with the scarcity of men, development work had been sacrificed in favour of maximum ore shipments. In order to prepare for the expected competitive market in copper, the matter of increasing the capacity of the concentrator was again given serious attention. As ore became available in the mine and the output of the mill was increased, limitations for a satisfactory recovery were observed, due to the overloaded condition of the classifier units at the higher tonnages. From a metallurgical standpoint, the ore from the Copper Mountain mine had always been difficult to treat on account of the finely disseminated character of much of the mineralization and the difficulty of grinding to the desired fineness. This trouble has become aggravated with time as an increasing amount of wall-rock has diluted the ore and lower grade orebodies have been mined. It therefore has been, and is, the practice at the concentrator to maintain the maximum amount of reduction in size of material fed to the flotation units as is possible for the daily tonnage to be milled. This means that all the grinding units are operated for the maximum possible time, and that the classifiers are regulated to return as much feed ?as possible to the mills. The number of tons to be milled for ?the day is determined by the concentrator superintendent after ascertaining the availability of ore from the mine, the condition of the concentrator ore bins, and the need for repairs in the rolls plant. In order to maintain the tonnage des1red, hourly estimates are made of the rate of grinding by weighing the amount of ore contained on one foot of each of the belts conveying the feed to the various ball-mills, and adjustments are made accordingly.

THERE was an, extensive mining and industrial exploitation of Russia, about 20 years ago, by Belgian, French and British capitalists; but the results were discouraging. It is said that the Belgian and French public together lost approximately $400,000,000, chiefly in the coal and iron industry of southern Russia. This loss is largely accounted for by the fact that most of the companies were formed, as usual in " boom " times, to sell stock; and that thorough investigations were not made. In 1906, renewed interest was taken in Russian mines, especially in those of gold and copper, and a considerable literature is growing on this subject; but as yet I have seen no account of one of the large Russian mining estates. The following notes on such property, where the conditions are so different from those in the mining regions of the United States, should be of interest This inadequate and probably somewhat inaccurate account is made up, partly from my own notes made on the ground, in the summers of 1904 and 1905, and partly from a volume on the geology and resources of the estate issued several years ago, containing surface-and mine-maps, and from a pamphlet published in 1904, giving a general account of the condition and prospects of the property. This pamphlet includes a report made by Arthur L. Pearse, a member of this Institute, in 1899. Both these books are in Russian, and were prepared by the Bogoslovsk Mining Co., which owns and operates the property. Articles in many other languages have appeared dealing with various matters connected with the estate; but I know of no other general account of it. The economic viability of four depleted mines near Kennicott, Alaska, was determined by the Bureau of Mines to assess their profitability if they were developed today and thus estimate cost data for a medium-sized mine, mill, and town complex. This information should help the State and Federal Governments appraise the potential development of similar-sized mining operations in Alaska. Modern conventional mining and milling techniques were assumed, and I capital and operating costs were derived using flowsheets and standard costing methods. A total capital investment of $37.6 million was necessary to install a 1,000-ton-per-day shrinkage stope mine, flotation-type mill, and support facilities; capital requirements were divided about evenly among the three components. Operating costs, including labor, supplies, power, water, and ' indirect and fixed costs, totaled $42.79 per ton of ore; the mining accounted for nearly one-half the cost. To obtain a 12-percent discounted cash flow rate of return on investment, the analysis showed that the ore could be mined and milled, and the concentrate could be trucked via public roads to a dock facility in Valdez, Alaska, barged to Tacoma, Wash., and smelted and refined for 34.7 cents per pound for copper and 104.0 cents per ounce for silver. The average May 1972 price was 52.6 cents for copper and 158.3 cents for silver. The same set of data was used to examine the economic viability of the mine with the cost of constructing a private road from McCarthy, Alaska, To Valdez, Alaska. The 148-mile road added $53.3 million to the original capital costs and raised the required price of copper to 57.4 cents per pound and the required price of silver to 172.0 cents per ounce. The additional coat of building, maintaining, and paying taxes on a private road from McCarthy, Alaska, to Valdez, Alaska, would make this venture uneconomical.

In its efforts to reduce waste, and increase efficiencyin oil production, the Bureau of Mines is investigating methods of increasing the recovery from the underground sources of supply, which are the foundation of the petroleum industry and the many allied industries wholly or partly dependent on it. In the face of a demand that is increasing faster than the production and that, in the consensus of opinions of well-informed authorities, is soon likely to outstrip the productive capacity, it is well to consider whether it is not possible to extract more oil from the known sources of supply. It is universally acknowledged that by the usual production methods much oil is left underground, the general opinion being that at least 50 per cent of the oil in a field remains unrecovered when the field is abandoned as exhausted. From the writer's own investigations he believes the average recovery is even less, and if any considerable portion of this oil being left underground could he made available it would have a tremendously favorable influence on the petroleum industry and all the industries dependent on it. In this publication are considered the principles involved in increasing recovery and methods of extracting more oil from the oilbearing formations than by the usual ways of producing. These methods are: The use of gas or vacuum pumps, forcing compressed air or gas through the oil-bearing formations, displacing the oil by water, and better utilization of the natural pressures in the oilhearing formations. Especial attention is being given to a processcommonly known as the Smith-Dunn-for forcing compressed air through oil-bearing formations because it is believed to hold most promise for the future.

This examination of Pacific Northwest (Idaho, Montana, Oregon, and Washington) ferrous scrap-industry operations, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the areas generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total crap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

THE opening session was held on Tuesday evening, February 17th, in the house of the American Society of Civil Engineers. The President of the Institute, Mr. E. B. Coxe, after a few introductory remarks, congratulating the members on the general prosperity in all the branches of the professions and manufactures represented by the Institute, called on Mr. E. F. Loiseau, of Philadelphia, for the first paper, On the Successful Manufacture of Compressed Fuel at Port Richmond, Philadelphia. Professor Prime called attention to the fact that the work of the United States Testing Board had been left unfinished at a point when valuable results had just been reached, and offered the following resolutions: WHEREAS, The American Institute of Mining Engineers has seen with regret that the work of the United States Testing Board has been suspended through the lack of an appropriation by Congress, which appropriation dues not seem likely to be renewed, and WHEREAS, It seems most important to the vital interests of our iron and steel manufactures that the experiments commenced by the United States Testing Board should be carried to successful completion ; Resolved, That a committee of three be appointed, to act with a like, committee to he appointed by the American Society of Civil Engineers, to carry out to completion the work commenced by the United States Testing Board. Resolved, That the American Society of Civil Engineers be requested to cooperate with this society by the appointment of a like committee. Resolved, That the committee have authority to request, in the name of the American Institute of Mining Engineers, contributions to a fund to be devoted to the completion of the experiments aforesaid. "The base metal mine at Buchans, Newfoundland, has been producing since 1928. For many years, mill tailings were disposed of by dumping into a nearby natural watercourse via which they were transported to Red Indian Lake and deposited. In 1965, environmental concerns prompted the establishment of settling ponds near the mine site. Effluents fed to these ponds included slimes washed from mine backfill sand and waste water pumped from underground as well as mill tailings. Dusting around the perimeter of the ponds was first observed around 1970and within a couple ofyears reached serious proportions. A program to alleviate the condition by developing a vegetative cover over the tailings was commenced in 1974. The work was successfully carried out and demonstrated that the large area of waste could sustain a permanent cover of grasses.This paper outlines the experimental work done at Buchans as well as the procedures followed and the problems encountered in carrying out full-scale revegetation."

Most of the descriptions are from field examinations by the senior author. Reported tungsten occurrences that were not visited are listed below: Colfax County: Occurrences of ferberite in thin veins in Willow Creek near Elizabethtown.4/ Dona Ana County: Small, low-grade occurrences of scheelite near the summit of the Organ Mountains about 15 miles east of Las Cruces. Hidalgo County: Scheelite reported in the Daisy mine 7 miles southeast of Hachita. Ores are carbonates containing copper, gold, silver, and bismuth.5/

Experimental work is report on the gasification of 90-percent through 200-mesh, strongly coking Sewickley-bed coal with oxygen and with steam in three temperature ranges, namely, 2,700° to 3,400° F., 1,600° to 2,000° F., and 230° to 250° F. Thirty-one runs have been made, during which 56,000 pounds of coal have been charged to the generator at feed rates of 200 to 450 pounds of coal per hour. The average results, not the optimum results, are given in the following tabulation:

Bedded structure is the characteristics of coal measures strata. Bedding planes, coal streaks and soft rock bands existing in roof strata destroyed its continuity in the direction perpendicular to the coal seams. The statistics from a large number of long wall faces in which serious roof fall accidents occurred in Datong coal mining area suggest that beddings planes, coal streaks, soft rock bands, especially the first layer thickness of immediate roof have a great influence on its stability. As the first layer thickness increases, the probability of serious roof fall accidents decreases. Based on the investigations finite element method is used to analyze stress and displacement in the first layer of immediate roof. The results indicate that the thicker the first layer is, the less the roof convergence in the unsupported area is. Stress and strain features in stratified immediate roof are quite different f7om those in non- bedded immediate roof. In stratified immediate roof, every stratum has each own tensile zone in the upper portion and compressive zone in the lower portion, while tensile zone in the first layer is less, the tensile stress is the greatest.

L?exploitation rentable des gisements de type filonien constitue un problème important dans le contexte actuel de l?industrie minière québécoise. Les études effectuées depuis 1994 ont indiqué, que la technologie d?abattage mécanique utilisant l?outil hydraulique appelé « éclateur radial-axial » constitue une alternative intéressante par rapport aux méthodes conventionnelles par le forage et sautage. Les essais du prototype de l?éclateur ont prouvé qu?il est en mesure d?abattre les roches dures dans un environnement minier, mais sa performance dans les termes de masse du roc abattu dans une unité de temps a soulevé certaines doutes. Pour cette raison, une étude de préfaisabilité de l?éclatage en tant qu?une technologie d?excavation souterraine a été réalisée. Cet article présente quelques résultats des travaux effectués dans le cadre du contrat octroyé à l?Université Laval par le Ministère des ressources naturelles du Québec. Leur objectif principal consistait à comparer, pour les conditions des gisements filoniens, la productivité et les coûts des méthodes d?exploitation souterraine utilisant l?éclatage par rapport à celles conventionnelles. Deux variantes proposées de cette méthode ont été comparées avec la méthode conventionnelle sur le plan du coût (par tonne de minerai) et de la teneur de coupure de minerai d'or. Les études ont démontré que l?application de l?éclatage représente un potentiel de réduire ce coût, surtout dans les situations où l?abattage sélectif pourrait avoir lieu. Pour le cas de base on a trouvé, qu?il serait possible de réduire la teneur de coupure par la marge d?environ 16 ? 26%. Toutefois, les études de sensibilité ont démontré, que le coût dépend de façon important de la productivité d?éclatage, qui, pour sa part, varie beaucoup en fonction de paramètres du massif rocheux devant être abattu.

The Bureau of Mines through its contract research program recently analyzed the mining and environmental requirements in the premining stage for copper mining in the northern highland of Wisconsin. The Critical-Path-Method (CPM) was used in this research. However, a step-by-step derivation of the CPM Diagram was beyond the scope of this effort. The Bureau of Mines objective now is to show, step by step, how the original hand-computed CPM Diagram was constructed. The streamlining (restructuring) of this diagram from the original effort is also summarized. The critical path time (longest time) through the original CPM Diagram was 25.12 yr, excluding public liaison effort. This diagram showed the involvement of the regulatory agency, mining applicant and public in the premining stage. Analysis of this diagram produced a streamlined version which reduced the critical path time by nearly 7 yr. The CPM construction methodology offered here may be applied to mine planning for any mining operation.
