Introduction Elevated zinc concentrations are observed in groundwater within alluvium adjacent to Silver Creek east of Park City, Utah. The study area is located in a small valley one and one-half miles northeast of Park City, Utah in Summit County, Utah (Figure 1). Although surface water concentrations in Silver Creek are typically less than 1 mg/l, groundwater concentrations have been measured as high as 85 mg/l in a near neutral pH environment. The elevated zinc concentrations in groundwater result from several factors including: (1) dissolution of zinc from tailings exposed at the surface and within the alluvium, (2) oxidizing conditions created by surface/ground-water exchange, and (3) ideal geochemical conditions for the dissolution of zinc-containing minerals. These ideal conditions include readily soluble minerals, available anions for complexation, and lack of available surface adsorption sites.

To improve mine safety, the Bureau of Mines has conducted a search for better materials and systems to anchor roof bolts. This report describes a study on the ability of a gypsum-based anchoring medium to withstand short- and long-term loads. Results showed that 2-ft-long bolts anchored with gypsum that was injected as plaster slurry at a 0.370 water-cement ratio and cured for 10 min sustained pull test loads equal to the ultimate strength of the bolt steel (about 37,000 lb). For comparison, the minimum required capacity is 17,600 lb. Long-term loads of 15,500 lb were sustained with estimated 10-yr movement of less than 1/2 in. Two-foot-long bolts anchored with gypsum installed in a cartridge in which the water was contained in tiny capsules sustained a pull test load of about 30,300 lb at a 0.319 water-cement ratio and 10-min cure time. At a 0.288 water-cement ratio, load capacity was about 37,000 lb. The lower load capacities of cartridge-installed bolts resulted primarily from the remnants of the water-wax capsules. Above 10,000 lb, creep movement of cartridge-grouted bolts appears excessive, but longer bolts may be capable of resisting creep better.

Well planned and executed environmental management plans can reduce life-of-mine operating costs and the need to deal with major environmental issues at the time of mine closure. With proper planning during the exploration, feasibility and execution phases of a project, final closure costs can be reduced. The reduction of closure costs should be considered during exploration and initial feasibility studies and when process facilities, waste rock dumps and tailings impoundments are designed. During the mining of the resource, closure cost reduction will depend on effective and efficient environmental management plans for ongoing land clearance, segregation of mine waste materials, management of mine site water and workshop wastewaters, and the establishment of progressive rehabilitation strategies. These issues are the responsibility of planning, production, technical support and maintenance personnel at an operating site. The successful implementation of environmental plans will ensure that all impacts are reduced and that closure issues with major cost implications are addressed prior to closure of the mine.

"The recent combination of Computational Fluid Dynamics (CFD) and Discrete Element Modeling (DEM) can provide considerable insight into the performance of flotation cells. One area of interest from a fundamental equipment design perspective has been the influence of flotation cell size and the inflow rate on the metallurgical performance of the cell. One of the specific design objectives when increasing the size of flotation cells, or increasing the feed flow to the flotation cell, is to ensure that the feed stream flowing into the cell does not have an opportunity to bypass the mechanism.This paper describes the initial modeling efforts to quantify the inter-relationship of cell size, inflow rates, and feed and discharge box placement, on the retention time distribution of solids in the flotation cell, and the fraction of particles that bypass the mechanism on a size by size basis.INTRODUCTIONThe great majority of newly installed cells in mineral processing plants world-wide are of the cylindrical tank design and this tank shape offers a number of hydraulic advantages over the older style of square cells. Cylindrical cells give symmetrical flow patterns and by careful design of the mechanism and tank internals, the flow patterns generated can concentrate the more intense mixing in the lower portion of the cell to promote good solids suspension and particlebubble contact. Simultaneously, cylindrical tank design gives a more quiescent upper zone for particle-bubble transport into the froth zone. These symmetrical flow patterns are naturally disturbed in normal operation by the slurry inflow and outflow from the individual cells. The challenge for flotation cell designers is to determine the magnitude of these flow disturbances, and to assess whether or when the inflow and outflow rates have a sufficient impact on the hydraulic flow patterns so as to potentially affect the metallurgical performance of the flotation cell."

Theoretically, the main driver behind a mining operations? sourcing decision should differ from company to company, and within a company from project to project, but in reality it often relates to cost. Research confirms that there are a number of factors, including cost, to consider when choosing between in-house and outsourced mining. While the literature is rife with factors to consider, little information exists on how to apply these in practice and the relative importance of the different factors to be considered. A study was conducted to determine whether mining is truly a core competency for a mid-tier commodity specialist mining company. Furthermore, a decision-making framework for mining operations sourcing was developed, and the critical success factors that should be adhered to if outsourced mining is chosen were determined. The research showed that owner mining is not a core competency for the mining company investigated. A decision-making framework was developed using the order winner/order qualifier structure, which can be used to facilitate the mining sourcing decision. The most important tools at the disposal of a mine owner?s team to manage a contractor miner are the social and output control mechanisms, according to the critical success factors study.

Large deposits of manganiferous iron ores, representing several million tons of metallic manganese, occur in the United States. The Minnesota deposits of such ore are of outstanding importance because of their size, state of development, ease of mining and proximity to the Great Lakes, which permits water transportation to steel centers. In view of the fact that our steel industry requires large quantities of manganese, for which no satisfactory substitute has been found, and because our reserves of ferro-grade ore are comparatively small, the development of methods that will make our large deposits of manganiferous iron ores available as a source of ferromanganese is an important problem. Realizing the importance of this problem, some years ago the North Central Station of the U. S. Bureau of Mines and the Minnesota School of Mines Experiment Station undertook jointly the development of methods for recovering the .manganese content of manganiferous iron ores in a form suitable for the production of ferromanganese, the 80 per cent. alloy indispensable in producing steel. Two types of manganiferous iron ores have been described in previous reports.' The brown ores are higher in iron and lower in manganese than the black ores; the black ores are more siliceous but contain less phosphorus. The utilization of the iron content of the brown ores in the production of steel appears to furnish the best basis for their treatment. The method of attack has been to work out modifications in iron and steel practice so as to recover manganese in the form of slag comparable to ferro-grade ores. The greater part of the experimental work has been conducted with a 6-ton blast furnace and a 1/2-ton basic open hearth. Kriging is an interpolation technique for predicting unobserved responses at target locations from observed responses at specified locations. Kriging predictors are best linear unbiased predictors (BLUPs) and the precision of the BLUP is assessed by the mean square prediction error (MSPE), commonly known as the kriging variance. Both the BLUP and the MSPE depend on the covariance function describing the spatial correlation between locations and on specific parameters. The parameters are usually treated as known, whereas in practice they invariably have to be estimated and the empirical BLUP (that is, the EBLUP) so obtained. The empirical or estimated mean square prediction error (EMSPE), or the so called ?plug-in? kriging variance estimator, underestimates the true kriging variance of the EBLUP, at least in general. In this paper five estimators for the kriging variance of the EBLUP are considered and compared by means of a simulation study in which a Gaussian distribution for the responses, an exponential structure for the covariance function, and three levels of spatial correlation ? weak, moderate, and strong ? are adopted. The Prasad-Rao estimator obtained using restricted or residual maximum likelihood (REML) is recommended for moderate and strong spatial correlation and the Kacker-Harville estimator for weak correlation in the random fields.

WHY IS IT that smoke-abatement efforts do not bring more satisfactory results? The main reason is an incorrect estimate of the kind and size of the job. When an industrial community realizes that keeping the air clean is a project of similar magnitude to keeping streets clean, providing clean water, removing city waste, or guarding the moral atmosphere, then there maybe a real hope of success. We usually think of the project in too small terms. It is thought of as is the dog catcher or the boiler inspector--a matter of a man or two, a job or two, a small appropriation of variable and uncertain amount, to be abolished in a fit of economy and reestablished under pressure of a vigorous minority. Even so, it is surprising how much is obtained for the effort; but the community is rarely satisfied, for the job is bigger than it was conceived to be. Continuous, never-ceasing effort is required to clean up a smoky city. A few months of relaxation and the situation slips back some years of effort.

Mill tailings, containing iron sulphides in particular, pose an environmental concern since they constitute a potential source of acid mine drainage which can damage vegetation, harm soil and living organisms, and contaminate groundwaters. Proper disposal of acid generating tailings is therefore an important issue that must be addressed and resolved in a satisfactory manner. Placer Dome Canada operates a 4000 t/d gold cyanidation facility at Musselwhite mine, in northwestern Ontario, where the mill tailings have been classified as acid generating. This study was conducted to explore the effectiveness of froth flotation in removing the sulphide minerals from these tailings and producing a low-sulphur, non-acid generating material that could serve as a capping material for previously deposited tailings. Laboratory semi-batch flotation tests were carried out in accordance with an experimental design procedure, and a computer simulation program was developed to facilitate the evaluation of flotation performance. In this investigation, pH, collector concentration, and airflow rate were considered as the relevant flotation variables, and their effects were examined both experimentally and by simulation. Results have demonstrated that flotation can successfully desulphurize the Musselwhite mine tailings and render them non-acid generating.

Fully-grouted roof bolts comprise more than 80% of the primary roof supports used in U.S. coal mines. However, nearly 1,500 MSHA reportable, non-injury roof falls occur each year, and most of these are attributable to failure of the roof bolt system. Anchorage failure is one failure mechanism for fully-grouted bolts. As roof deformation works its way upward, the bolts can become heavily loaded near their upper ends. If the applied load exceeds the anchorage, the bolts will simply pull out. Research dating back 30 yrs indicates that this type of anchorage failure is most likely when the roof rock is weak, just where roof support is most critical. In soft shale or coal roof, the small amount of data available in the literature indicates that 20-30 in of resin anchorage may be required to achieve the full capacity of the bolt. In other words, the “full resistance zone” of a 60 in bolt may actually be just 30-40 in. Despite its potential importance, there is no widely accepted anchorage test for fully grouted bolts. Standard pull tests have sometimes been employed, but they provide no information on the anchorage near the top of the bolt. An alternative, first described more than 25 yrs ago in the U.S., is the short-encapsulation pull test (SEPT). With this test, the bolt is installed with only a short (1 ft or less) tube of resin. In recent years variations of this test have become international standards. v

In response to the Coal Mine Health and Safety Act of 1969, mandatory noise standards have been developed that specify time-noise limits of mine personnel exposure. Most affected by elevated noise levels is the pneumatic roof bolter operator, both in terms of levels near or in excess of 115 dbA and in terms of length of exposure. Therefore, the principal emphasis of this Bureau of Mines report is on pneumatic drill noise control. It is not the intent of this report to suggest any drill redesign; instead, methods are suggested to reduce the noise level by complementing existing machines. An integral muffler system and a separate muffler system were tested in an attempt to lower pneurnaric drill noise levels. Pneumatic drills, when new, operate at about 115 dbA when drilling in sandstone. Using the drill muffler systems, it was possible to decrease the noise level of a 115 -dbA s rope drill to approximately 100 dbA.

Despite the extensive use of fluorphlogopite, investigators do not agree as to its exact melting temperature. Data on other fluormicas and on related fluorsilicate systems are largely nonexistent. A knowledge of the melting temperature is necessary for the effective synthesis and use of fluorphlogo¬pite or other fluormicas. The increasing use of two- and three-mica systems to yield polycrystalline ceramics has made more urgent the need for melting temperature information concerning these other fluormicas. This report is part of a program by the Bureau of Mines to synthesize large-size or large-crystal fluorphlogopite and develop a usable reconstituted fluormica sheet. The melting temperature of fluorphlogopite, K2Mg6A12Si6020F4, was found to be 1,383° ±2° C. This temperature was found by studying single crystals of fluorphlogopite, heating behavior of glass of fluorphlogopite composition, and the actual crystallization of fluorphlogopite from a melt that had been heated above 1,430° C. The formation of forsterite or norbergite was directly proportional to the loss of volatiles during the experimentation. Many trials revealed that the only reliable seal was a thick platinum sheet with welded seams. If no volatiles were lost, neither norbergite nor forsterite were formed; fluormica was then the only product. Excellently formed crystals of forsterite with an optical sign different from ordinary forsterite were obtained during the single crystal melting experiments. These crystals resulted from a slow loss of volatiles. A congruent melting of fluorphlogopite is indicated by the data of this report; however, incongruency within a small temperature range is not precluded. A more refined method using phase equilibria-quench methods would be necessary to settle the question absolutely.

New technologies, such as computer based learning, wireless computing, internet2, online courses, distance learning, and in general multimedia applications are being implemented in the higher education sector in an increasing manner. However, these implementations are not coherent, and lack standards. However, one example of the existing standards is the development and implementation of the virtual learning environments. These technology tools help in delivering the eLearning objectives. There is a major initiative in Europe (eEurope action plan) in promoting eLearning towards creating a knowledge-based society. Technology implementation is the major driver for achieving the eLearning objectives. A two-year pilot project on implementing technology tools including virtual learning environment (VLE), video-conferencing, and simulation and visualization was carried out for providing a blended learning environment for undergraduate and graduate students in Mining Engineering (undergraduate) and Mineral Deposit Evaluation (M.Sc.) course at the Imperial College London. The pilot project was funded by the Imperial College Centre for Educational Development (ICCED). The project did contribute towards activities for creating an institute-wide eLearning strategy in line with the eEurope action plan.

In referring to two subjects of interest to the Members of this Australasian Institute of Mining Engineers, I would at the outset desire to express our gratification that to-day we are able to welcome as now united with ourselves, those members who until recently constituted the New Zealand Institute. It is hoped that the amalgamation so amicably arranged may be productive of the best results to all concerned, incorporated as this combination has been at the moment of the fulfilment of that greater political union, the Australian Commonwealth.Since last Annual Meeting held in Brisbane, we have come under the same roof as the Chamber of Mines of Victoria, and we entertain the hope that as that Chamber and this Institute possess so many interests in common in the encouragement and advancement of mining and metallurgical progress in these colonies, that much mutual benefit will ensue. There are many directions in which each body can assist the other, and I trust that a friendly co-operation will be maintained.It is gratifying to feel that in all the colonies a distinct movement is being made to increase the facilities for education in Mining and Metallurgy but if I may refer to our colony of Victoria in particular, we have to express the profound regret that in the means of education in the higher branches, we occupy an inferior position, and it is quite certain that we will continue to do so unless the Government is prepared to subordinate provincial considerations to the weightier.

Precrusher stockpiles are designed principally as buffers to decouple the mining and processing operations. They are usually paddock dumped or dumped over a face to form fingers by dumping haul truckloads and reclaimed by front-end loader in an ad hoc manner. In addition, they are often not built and reclaimed to completion but continually added to and extracted from. While this design suits the mining process and is operationally simple, there can be little confidence in the grade of the ore that is fed to the crusher. This makes short-term grade control difficult and reconciliation back to the mine face imprecise. Well-designed and operated precrusher stockpiles can overcome these deficiencies.The different types of grade variability in mining are reviewed in this paper. The role of precrusher stockpiles in reducing short-term variability is discussed and their ineffectiveness in addressing long-term variability is highlighted. Their role in removing the serial correlation of the extracted ore is explained.Precrusher stockpiles carry out the four, at times competing, objectives of storing, buffering, blending and grade separation. Their actual design and operation result from a compromise between these four competing roles. These roles are explained in detail along with the advantages and disadvantages of the different types of precrusher stockpiles. The recommended blended-in blended-out stockpile (BIBO) design is discussed in detail. Matched pairs of BIBO stockpiles of limited tonnage built and reclaimed to completion retain the best knowledge of grade and facilitate the reconciliation process.Simulation studies have been carried out on BIBO stockpiles to understand the blending opportunities of the different options for building and reclaiming, and to identify the methods that achieve maximum blending. It was found that laying down rows in one direction and reclaiming across these rows gives the best blending. Matching the width of the reclaim face with the daily crushing requirements is also important. The length of the rows, and building in either one or two layers has little effect on the extent of blending.Appropriate design can provide a reasonable compromise between the four objectives.CITATION:Jupp, K, Howard, T J and Everett, J E, 2013. A review is made of the limited published experience of the effects of cemented fill in flotation.A general approach is adopted in listing and discussing possible sources of, and reasons for, ore contamination by cemented fill, together with basic, fundamental approaches to minimizing this contamination. These approaches involve basic mining design, effect of fill placement density, optimization of curing time and of cement content, variation of fill particle grading, use of flocculants and of pozzolans, fill placement and dewatering, and or blasting and handling practice.

The Upper Freeport coal in the Freeport and New Kensington quadrangles, Pennsylvania, varies from a bony streak to a thick coal deposit often exceeding ninety inches, the "Double" or "Thick Freeport". Distinctive basal partings, a central bone layer, and a canneloid top bench may be present. The appearance of a sandstone roof, sandstone rolls, and bony coal at the top of the main coal bench can be anticipated in thin Freeport areas when basal partings are absent. When the two basal partings are present, a shale roof is normal. These effects are correlated with the original topography upon which the coal was deposited. The original depositional high areas tend to coincide with present structural highs. Preliminary data indicate that coal quality, in part, is affected by the deposi-tional setting. In "high" areas, a tendency exists for the main coal bench to contain higher percentages of fusain and mineral matter. Within limits, some-what higher ash fusion temperatures appear to correlate with paleotopographic highs. As a result of these findings, critical examination of the paleotopography and related sediments is indicated in other areas and other coals. The Upper Freeport coal is quite variable both in thickness and composition in the Freeport and New Kensington quadrangles of Pennsylvania (Figure 1). The coal horizon in these quadrangles is marked either by a thin carbonaceous shale bed or by a single bed containing a variable number of partings (binders). The complex coal zone known locally as the "Double" or "Thick Freeport" contains the Upper Freeport Coal Bed at the base; but in addition, it has an overlying bone layer and an upper coal bed occasionally capped with a canneloid layer. The "Thick Freeport" often exceeds 90 inches in thickness, whereas the normal Upper Freeport coal usually varies between 34 and 50 inches.
