This report records a chapter in the history of the development of an electrolytic manganese industry in the United States. Nearly all the manganese requirements of the United States have been imported. Although there are large quantities of manganese ore in the United States, most of it is low-grade and cannot be used for the production of ferromanganese. Since the electrolytic production of manganese carried out by a process developed in the laboratories of the Bureau of Mines offers a method whereby the extensive low-grade deposits may be utilized and since commercial development had proceeded slowly, the Bureau constructed a new and larger pilot plant at Boulder City, Nev., where abundant electric power was available. An authorization in November 1940 covered a plant of only several hundred pounds daily capacity. Additions to some sections author¬ized by subsequent appropriations have enabled the plant to produce over 2,000 pounds a day for extended periods.

Results are reported of a study of the reactions occurringin the combustion of chaIcopyrite particles underconditions simulating those in the shaft of a flashsmelter.The reactions were studied using kinetic and mineralogicaltechniques. Reactions. rates above 500°C wererapid, most of the reaction taking place in less than 50ms. Final products were copper-iron ferrites with spineltype structures. Probable reaction mechanisms are discussed.

The surface tension of lead-tellurium alloys (in the range 0 to 6.70 at. pct Te) ad lead-arsenic alloys (in the range 0 to 10.53 at. pct As) has been examined by the maximum bubble pressure method. The surface tension of high purity lead can be expressed over a range of temperatures (M.P. to 750°C) by the relationship = 512 — 0.133t. Arsenic and lellurium were both found to be surface active in lead. The surface excess concentration at 700°C was .found to be constant at 0.74 x 10-10 moles per sq cm for tellurium. The surface excess of arsenic at 700°C varied between 0.26 x 10-10 moles per sq cm at 0.16 at. pct to 1.5 x 10-10 moles per sq cm at 8.3 at. pet. The surface tension of lead has been investigated sporadically over the last 90 years. The first recorded study was made by Quincke1 who used a rather crude application of the drop-weight method. Hogness2 obtained the first reliable value for the surface tension of lead by measuring the pressure necessary to force the liquid metal from the end of a small capillary of known radius. Hogness gives the empirical formula: ?(surface tension)= 444 - 0.077 (l-327) which describes the relationship between surface tension and temperature ("C); This work was followed by that of Bircumshaw3 who applied the two-capillar maximum bubble pressure method of Sugden.4 The values published by Bircumshaw are in good agreement with those found by Hogness. Matuyama5 examined the surface tension of lead by the drop weight method. However, the values found are somewhat higher than those previously reported. More recent investigations by Greenaway6 and by Melford and oar' have resulted in data which are not in close agreement, but which are well within the expected range at most temperature levels. The study of the surface tension of lead alloys began with Drath and sauerwald8 who examined the lead-bismuth system. They found that the surface tension values of the alloys in this system deviated only slightly from the ideal mixture rule. Matuyarna5 examined the lead-antimony system. Bircumshaw the lead-tin, and the lead-indium system was studied by Hoar and Me1ford.10 The results of these investi- gations are summarized in Fig. 1. It may be seen that the data vary only slightly from the ideal mixture rule. As none of the metals studied and reported in the literature has a very interesting effect on the surface tension of lead,*the next logical step might be to examine the effect of metals of low solubility or nonmetals having some liquid solubility. Baes, and Kellogg11 have pointed out that the elements most likely to be surface active in liquid metals are ones of limited solubility in the liquid state and possessing weak intermolecular bonding forces in the solid state. Therefore, Group V, VI and VII nonmetals are most likely to be surface active. It was decided to examine the effect of a borderline metal, arsenic, and a nonmetal tellurium. Arsenic forms a eutectic with lead having a melting point of 290°C and a composition of 6.9 at. pct As.13 Pure arsenic sublimes when heated above 610°C. Even though alloying with lead lowers the vapor pressure, fumes containing arsenic are evolved at a very noticeable rate when lead-arsenic alloys are heated above 650°C. Tellurium raises the liquidus temperature of lead sharply to 904°C,14 the melting point of PbTe (lead-telluride). The solid solubility of tellurium in lead was determined by Greenwood and worner15 to be 0.0007 at. pct at room temperature. ESTATE IN MINERALS. Minerals beneath the surface may be made the subject of separate ownership either by a grant of the minerals by the owner of the land or by a grant of the land excepting the minerals, and thereby an estate in fee simple is created in the minerals, as corporeal things real. Colby, In re, Iowa, 169 Northwestern 443, p. 444. DEEDS EXCHANGING DIFFERENT MINERALS-RIGHTS OF PARTIES. The lands of two adjoining owners were underlaid with cement rock and clay at a depth of about 100 feet from the surface and with coal veins some 600 feet below the surface. By an exchange of deeds one of the land owners conveyed to the other the cement rock and clay with the right to mine and remove the same without entering upon the surface, but the deed contained no covenant not to injure the surface. The other deed conveyed the coal seam and so much of the rock and other minerals just above and below the coal as might be required in connection with the mining and removing of the coal, together with the right to mine and remove the same, and the adja- cent rock, clay, and other minerals, without entering upon or injuring the surface, with one immaterial exception. The deeds do not define the word "surface" and neither expressly nor by implication did they secure to the coal owner the right to subside the overlying cement rock; but the implication is to the contrary, as the deed gives the right to mine and remove coal without entering upon or injuring the surface. The provision that the coal owner should not enter upon or injure the surface amounts to a clause that the coal mine. shall not be worked so as to let down the surface and this does not create any inconsistency with the provision giving the right to mine and carry away the coal.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The term "mineral" in its commercial sense has been defined as any organic substance found in nature having sufficient value sepa- rate from its situs as part of the earth to be mined, quarried, or dug for its own sake or its own specific use. It can not be said that the term "minerals" includes only such substances as are procured by tunnelling and shafting, as much gold is procured by placer mining and rich deposits of manganese and other like ores are found upon the surface of the earth and are some- times obtained without either quarrying or mining. The nickel laterite industry is divided into two camps when it comes to the grade of the ferronickels produced. One group, led by Falcondo and Cerro Matoso, markets high-grade ferronickels in the range of 35 to 40% nickel, while another group, led by SLN and the Japanese smelters, favour lower grades in the range of 20 to 25%. Because the ores processed by these smelters vary widely in terms of nickel content and iron to nickel ratios, it is probably more accurate to classify these smelters in terms of their iron recovery: Falcondo and Cerro Matoso smelt at lower reduction potentials and thus recover only 15 to 30% of the iron in their ores, while SLN and the Japanese smelters are very reducing and recover 45 to 65% of their iron. Low reductions generally imply higher slag losses and lower nickel recoveries, but also lower power and reductant requirements; higher reductions, the reverse. The question is, therefore, whether an economically optimum ferronickel grade exists for processing any given ore. This paper proposes a methodology for determining this optimum grade and concludes that nickel laterite smelters should favour low reductions and production of high-grade ferronickels.

A study was initiated to examine the ways in which a number of foreign countries classify and regulate metal/non-metal mines which experience problems due to naturally-occurring flammable gases. Twenty countries were selected for study, and useful information was obtained from sixteen of these. Nine countries were visited (five of them twice) to hold meetings with representatives of government mine regulatory agencies and mine operators, and to visit mines encountering methane and other gases (carbon dioxide, nitrogen). In the later stages of the study seven gassy metal/non-metal mines in the United States were visited so as to provide a basis for comparison, and hence the evaluation of both the U.S. and foreign gassy mine regulations. In addition to obtaining copies of the mining laws and regulations of a number of foreign countries, nine foreign gassy mines, and the seven in the United States were documented in as much detail as possible. All this information is presented, along with appropriate conclusions and appendices. The study took two years and three months to complete.

This information circular describes research the Bureau of fines has conducted to improve technology for recovering precious metals from low-grade resources. Many of the reported findings are recent, and some of the work described is ongoing. Topics discussed include cyanidation of carbonaceous gold ores to enhance gold recovery, a new method for precipitating mercury during cyanide leaching of gold ores, a staged heap leaching process to generate suitable solutions for direct electrowinning of gold, the use of anion-exchange resins to recover gold from cyanide solutions, and precious metals recovery from electronic scrap.

"The risk of spontaneous combustion is well known in the South African coal mining industry. In the coming years it is very possible that the incidence of spontaneous combustion will increase from current levels, due to factors such as an increased rate of mining, re-working of previously mined seams, more stooping and total extraction for underground mines, and higher stripping ratios for surface mines, leading to more spoils. It is also fairly certain that coal mining will face tougher environmental emissions legislation in the near future. To determine the areas where the risks of spontaneous combustion are high, it is necessary to improve on our current laboratory procedures for testing and evaluating coal samples, combining the results with site and field data, and if necessary revising the laboratory rating system to refine our understanding of South African conditions.Currently, laboratory tests are conducted in order to determine both the Wits-EHAC index and the crossing-point temperature which, when combined, give an indication of the spontaneous combustion propensities of the coal samples. This procedure has enabled the establishment of a database of results to review and evaluate South African coal seams. Using this database, the high-risk areas in terms of spontaneous combustion are identified. Tests have been undertaken for five consecutive years, between 2008 and 2012. In total, 119 coal samples from different coal seams and production coalfields have been analysed and classified through a series of laboratory tests. A comprehensive database of these results is available, and is continually being updated as new test results are added. This database will continue to expand, and to provide the basis for an improved risk evaluation methodology for spontaneous combustion"

Large, unpredicted ground movements resulting from open cast or underground mining present risks to the safety and economy of extractive industries. As large, sudden failures are usually preceded by small displacements at a much slower rate, the detection and monitoring of these minor changes to the ground surface provides a means of assessing the risks. It is recommended that a visual approach is often preferable to surveying or fixed instrumental measurements. An optical system has been devised, incorporating a 35 mm camera, which allows an immediate comparison on site between a colour transparency taken on a previous inspection and the scene it represents. The observer fuses the transparency stereoscopically with the directly viewed scene. The impression is close to that of normal vision except that differences in detail which have occurred since the transparency was taken are immediately obvious, enabling a qualitative assessment of changes to be made on site. If repeat photography is required it can be taken with exactly the same alignment and coverage. The two images are then available for office analysis using simple micro-photogrammetry

The design and engineering of flotation circuits is driven by numerous inputs, including (in no particular order) testwork outcomes, site considerations, type of separation required, energy sensitivity of the flotation response, personal experience and preference for flotation machines, maintenance access requirements, operability, level of automation and capital constraints.This paper discusses these and other issues in the Australian context and covers the flotation of copper/gold ores and polymetallic (copper/lead/zinc) ores. The paper discusses aspects of the following: how should testwork be done and what are the important inputs and outcomes? how should testwork results be interpreted and how does this impact on equipment selection? what processes can have a critical impact on flotation circuit performance, eg thickening and regrind? what options are available with the typical æflatÆ Australia site? how do you minimise capital cost and what impact can this have on flotation circuit operation and maintenance? how should circuits be controlled and operated? Particular focus is placed on some practical aspects of process design and engineering and the potential impact that engineering decisions can have on flotation plant operation.

Costs of disposing of steel slag are estimated based on the present method and a proposed alternate method for a steel mill in the Pittsburgh area. Estimated cost data were calculated by the Bureau of Mines and do not reflect the investment and operating costs and credits of a specific steel mill and processing plant. The alternate method of steel slag disposal would result in an appreciable cost savings to the mill and concurrently supply the industrial and commercial markets with low-cost, high-quality construction materials.

The original flotation reagents were certain oils selected for a combination of properties that occurred fortuitously. It was recognized quite early in the study of flotation mechanism that, in order to function, an oil must have an active group-one that differs from the remainder of the molecule in its affinity for water or the mineral particle. Wark4 gives credit for recognition of this elementary chemical principle to the senior author of this report.5 However, it was soon found that simple hydrocarbons could not be used as flotation reagents and that two of the functions, which were combined in the early flotation oils such as pine and eucalyptus, could be obtained in separate compounds and their relative intensity controlled to advantage. These two functions were called collecting and frothing.

Secular and cyclical patterns of postwar sources and uses of funds of the mineral sector are analyzed. A simultaneous equation behavior model of sources and uses of funds is developed for both mining firms and integrated producers, and these models were put through the task of predicting the financial and expenditure be-havior of mineral corporations in response to mergers and changes in investment tax credits and depletion allowances. Finally, the quantitative analysis methodology is applied to the analysis of optimum capital structure of mining corporations. The postwar changes that have occurred in the expenditure and financial behavior of mineral corporations are reviewed, particularly the relative importance of factors that affect the industry's supply and demand for funds. This quantitative statistical investigation of factors affecting sources and uses of funds of mineral corporations is achieved through the formulation of a simultaneous equation model of sources and uses of funds. After a description of the study sample, the postwar cyclical and secular financial behavior of mineral corporations is analyzed in detail. An econometric model of mineral corporate financial behavior is formulated. This model is then estimated and reviewed. Policy issues regarding depletion allowances, investment tax credits, and industrial organization of the mineral sector are discussed. Finally, the optimum financial structure of mining firms is discussed and the effect of corporate financial structure on the mining corporations' average cost of capital is analyzed.

ALTHOUGH Cerro de Pasco was well known since the early sixteen hundreds as one of the major silver districts of the Andes, its development on a modern scale did not occur until the first decade of the present century when a syndicate organized by James B. Haggin initiated the enterprise that eventually grew into the complex and widespread operations of the Cerro de Pasco Copper Corporation. Options on a few claims in Cerro de Pasco that had been brought to New York in 1900 came to the attention of A. W. McCune, a mining man from Salt Lake City, who took them to Haggin and soon succeeded in interesting that creative mining financier in the possibilities of the district. James MacFarlane, an engineer well known to both Haggin and McCune, was sent to Peru early in 1901 to make the initial examinations which promptly led to acquisition of a substantial group of claims in the heart of the mineralized area. A syndicate to which Haggin turned over his rights was organized on Feb. 26, 1902 to provide the necessary funds. The original members were J. B. Haggin, who retained a 34 per cent interest, Edward H. Clark (for Mrs. Phoebe Hearst, the widow of Haggin's old associate, George Hearst), H. McK. Twombly, H. C. Frick, D. O. Mills, and J.P. Morgan.

It is a far cry from the small and uncertain mining efforts of 50 years ago to the splendidly equipped and solidly financed organiza- tions that now handle thousands of tons of ore per day. The old mining was largely speculative; the new is practically on a manu- facturing basis. In the old days of mining the aim was, chiefly, to find comparatively rich ore; modern practice looks more toward efficiency in mining and milling, so that vast tonnages of low-grade material may be worked at a profit. The old operators had faith and hoped for good returns; the new ascertain with a fair degree of precision what the available tonnage is, what the cost of mining and treating the ore will be, the time necessary to exhaust the deposit, the capital required, and the net profits to be made. The old mining was financed on a highly speculative basis, and the value of mining stock was largely controlled by the imaginations of the promoters and of the individual holders. In the new régime the financing of mines is often as conservative as the financing of manufactures or railroads, and the value of stock, quoted on the leading exchanges, is controlled by the carefully estimated profits in sight. Of course, with every legitimate industrial enterprise go certain business risks, and mining is not exempted from these. Then, too, valueless mining as well as valueless industrial stocks are sometimes offered for sale by the intentionally dishonest, or the ignorant. However, the prospective purchaser of a mine nowadays, if he is willing to pay for the services of reputable mining engineers, can obtain information on which to base an opinion as to the quality of his investment. The relatively recent development of cheap and efficient methods of mining and of ore dressing has given value to low-grade ore bodies that a few years ago were almost valueless. The iron mines of northern Minnesota have been fruitful in developing efficiency in mining methods, notably the open-cut methods in which steam shovels strip off the overburden and then load the ore directly into railroad trains for transport to the furnace. In 1907 open-cut mining was applied to the low-grade copper ores of Bingham, Utah, with splendid results, and since then it has won a most important place in the min- ing of large masses of low-grade ores in several other mining regions, especially at Santa Rita, N. Mex.

The number of fatalities from mine explosions for the fiscal year 1945 dropped below that of the year before; continued improvement over the record of the years from 1940 to 1945 is hopeful, but the number of reported explosions has increased rather than diminished, and the number of victims claimed by explosions is often more definitely a factor of chance than forethought. Mine fires and explosions can be eliminated through the methods now well-known to those well-informed in matters pertaining to safety in mining but ignored by many coal-mine operators and employees who follow procedures of the past or their own short cuts, regardless of disasters that may result: Tried and proved safety measures for preventing mine fires and explosions have been recommended to the mining public repeatedly, yet only a relatively small but far-sighted minority have adopted these measures and made them a part of operating practice. That far more explosion disasters did not occur in 1945 is fortunate. In 1945 a coal-mine fire of electrical origin caused heavy loss of life, while several others from the same cause were controlled with but few fatalities; this hazard is now being curbed temporarily to some degree after the bad record of the two preceding years, but a real solution of the problem has not been reached, although cooperating committees trying to produce at least some answer have made progress.

The CESL Copper Process was developed as a hydrometallurgical alternative to smelting and refining for copper sulphide concentrates. As the majority of such concentrates contain appreciable gold and silver values, effective recovery of these metals is essential to the economics of this technology. Unfortunately, conventional cyanide processing cannot be used on the residue from the copper process, clue to its unusual characteristics when compared with naturally occurring gold and silver ores. An abundance of elemental sulphur, as well as the presence of cyanide soluble copper, leads to the formation of both thiocyanate and copper cyanide which is detrimental to process economics clue to excessive cyanide consumption. This, however, can be reduced to acceptable levels by process innovations such as pressure cyanidation and cyanide recovery. This paper outlines the successful application of the CESL Gold Process to various gold-bearing copper concentrates from bench to demonstration scale.

La Bolivie possède tout pour réussir. Son vaste territoire de plus d'un million de km2 et qui occupe une position stratégique au coeur du continent sud-américain recèle des ressources naturelles (forêts, minéraux, gaz naturel, etc) variées et abondantes. Elle a une frontière avec pas moins de 5 pays dont le géant que constitue le Brésil ainsi qu'avec l'Argentine, l'autre puissance régionale. Pourtant, malgré tous ces atouts, la Bolivie demeure l'un des pays les plus pauvres du continent. Ce paradoxe n'est nulle part mieux reflété que dans le secteur minier. Celui-ci fait face à une situation de crise en dépit d'une tradition minière de plus de quatre siècles et d'un potentiel géologique indiscutable ayant conduit à la découverte et à l'exploitation de fabuleux gisements d'argent et d'étain. Les habitants des districts miniers vivent dans des conditions de pauvreté extrême et les indicateurs de développement humain de ces régions sont parmi les plus bas en Amérique du Sud. La Bolivie réussit difficilement à attirer les compagnies minières alors que, chez les voisins, et particulièrement en Argentine, qui n'a pas de tradition minière, les investissements miniers majeurs affluent. Dans cette conférence, nous chercherons à expliquer les causes de cette situation et proposerons des solutions possibles.
