El presente trabajo señala la repercusión del CIPEC sobre el precio del cobre en los demás países y en un futuro inmediato, así como describe las relaciones entre la política minera y la política de desarrollo referidos a los países en vías de desarrollo. Para conocer la importancia de dicha institución, es necesario señalar sus funciones y las características básicas entre los cuatro países miembros: Perú, Chile, Congo y Zambia. Posteriormente, se analiza la política de estos países participantes para definir dos objetivos importantes. El primero, señala el aumento de la producción mineral -en tanto haya posibilidad de crecimiento del mercado de cobre- y así crear condiciones favorables para el crecimiento a largo plazo de consumo. Mientras que el segundo, refiere cómo el CIPEC debe afontar el desequilibrio de los países entre las tasas de crecimiento de las exportaciones y de las importaciones a través de cambios rápidos en sus estructuras económicas para facilitar al mismo tiempo la industrialización y el desarrollo de la producción agrícola .

The Bushveld Complex of South Africa contains almost 90% of the world’s reserves of platinum group minerals (PGMs). In the flotation of PGMs, there are significant challenges arising from the need to treat ever-decreasing grades of the relevant ore deposits. The major challenge in the flotation of these ore bodies is the control and management of the gangue minerals, particularly silicates such as orthopyroxene and plagioclase feldspar which are often rimmed with talc which makes them naturally floatable. It has been shown that various polysaccharide depressants such as CMC and guar have different properties in terms of depressing the gangue minerals. Since the PGMs are often associated with sulphides, copper sulphate is widely used as an activator in PGM flotation but can inadvertently activate the gangue minerals and reduce the recovery of PtTe2 which accounts for up to 40% of the Pt in the Platreef ore body. Depressants also reduce the mass of solids reporting to the froth and can thus destabilize the froth. This effect on the froth can be mitigated by using higher frother dosages or water of higher ionic strength. In summary due care needs to be taken to carry out site test work to develop an optimum ratio of collector, frother, activator and depressant to ensure that the highest grades and recoveries of the PGEs are obtained while reducing depressant dosage as much as possible. Chromite recoveries can be reduced through the application of gravity separation or reducing entrainment through reduced water recovery. INTRODUCTION The Bushveld Complex located in the north of South Africa contains the world’s largest deposit of Platinum Group Minerals (PGMs) (1). The so-called upper Critical Zone of the Complex hosts the largest concentration of platinum group elements (PGEs) in the world. The Zone hosts the Upper Group Chromitite No.2 (UG2) reef and Merensky Reef as well as the Platreef mineralization of the northern limb of the Bushveld Complex. The Merensky pegmatoid Zone contains the base metal sulphide grains and associated PGMs. Of particular importance to the topic of this paper is the occurrence in these reefs of various gangue minerals. The Merensky Reef consists predominantly of orthopyroxene (~60%), plagioclase feldspar (~20%), pyroxene (~15%), phlogopite (5%) and occasional olivine. Secondary minerals such as talc, serpentine, chlorite and magnetite have widespread occurrence. Of these, talc is the only mineral to show significant natural floatability (2,3). Although present in small amounts talc is closely associated with pyroxene and imparts significant floatablity to the high concentrations of pyroxene present in these ores (4). The base metal sulphides consist predominantly of pyrrohtite (~40%), pentlandite (~30%) and chalcopyrite (~15%). The major platinum group minerals are cooperite (PtS), braggite [(Pt,Pd)NiS], sperrylite (PtAs2) and PGE alloys. The UG2 consists predominantly of chromite (between 60 – 90% by volume) with lesser silicate minerals (5 – 30% pyroxene and 1 – 10% plagioclase). Other minerals present in minor concentrations, can include silicates, oxides and base metal sulphides. Total PGE varies by locality but on average range between 4 and 7 g/t. The PGMs present in the UG2 Reef are highly variable, but generally the UG2 is characterised by PGE sulphides such as laurite (RuS2), cooperite (PtS) and braggite [(Pt,Pd)NiS. The base metal sulphides consist predominantly of chalcopyrite, pentlandite and pyrrhotite. The Platreef is located in the northern limb of the Bushveld Complex. This reef consists of a complex assemblage of rock types, with pyroxenites, serpentinites and calc-silicates being the most abundant. Base metal mineralization and platinum group element (PGE) concentrations are found to be highly irregular, both in value as well as in distribution. Reactive components of algal cell walls include uronic and alginic acids: In addition, many marine species have half ester sulfate groups which function as fixed anions. Associated metals vary with the media, eg., Ca and Mg in fresh water (FV) and Na, Ca, Mg in seawater. . These metals readily exchange with aqueous phase protons or metal cations. A plot of the total amount of metal cations displaced by protons vs .. pH shows one inflection at pH 4 for FV algae and' in addition a second inflection at pH 2, 3 for marine algae. The first inflection is interpreted as. Indicating the cations associated with carboxyl groups ,and the ,second with half ester ?Sulfate groups. The exchange capacities of various aigal ,species vary widely. When FV algae is placed in a Pb2+ solution,- the amount of Pb2"' deposited on the algae is. Equivalent to the. Total Ca2?, Mg2, and H+ displaced? thereby confirming the ion exchange mechanism. Ion exchange equilibrium constants are reported for the displacement of ca2+ from Vaucheria. With Mg2+, sr2+, Cd2+, Pb2+_ and Na+ as well as the reverse reactions. Cd2+ can .be removed partially from algae by precipitating it as CdS or Cd(OH) 2 Pb2+ and Cu2+ are also partially removed as the hydroxides. Rates of reaction for various alkali hydroxides decrease with increasing .unhydrated cation radius. It is concluded that theory is useful in predicting viable applications for algae in pollution abatement.

Bauxite was first discovered in Tennessee, at Chattanooga, in 1906, during the construction of' the McCallie Street tunnel through Missionary Ridge. Several years later, bauxite was found in sinking a well on the Perry or Isabella Stewart property. These and other deposits furnished a substantial tonnage for the abrasive and chemical industries during the years 1906 to, 1920. The search for domestic sources of war material prompted by World War II brought the Tennessee bauxite deposits to the attention of the Bureau of Mines. During the summer of 1942, James S. Cullison and E. Godwin, geologists of the United states Geological Survey, made a survey of the bauxite deposits of the area. In August 1942, Harold B. Ewoldt, a Bureau of Mines engineer, accompanied by the Geological Survey party visited the area and a drilling program was prepared. Drilling was started in November 1942 and continued until March 1943. A total of 2,519.5 feet in 38 holes was drilled on three properties.

This paper describes the application of ore-dressing methods to the reclamation of milled frit from over-spray, or waste, porcelain enamel. Frit is the name given by enamelers to a granulated glass produced by the smelting and subsequent water quenching of various ingredients capable of forming a glass, usually including a compound to produce opacity. It is the major component of porcelain enamel, and normally commands a price ranging from 7 to 12 cents a pound. In the *preparation of a white enamel slip, usually 6 or 7 parts of clay, 2 parts of opacifier, small amounts of electrolytes, in some cases inorganic color stabilizeis and organic dyes, and 35 parts of water are added to 100 parts of frit; the mixture then is milled to a fineness of the order of 92 to 95 pct through a 200-mesh sieve. The frit forms the base of the enamel; the opacifier imparts opacity or reflectance; the clay suspends the frit while in slip form and serves as a binder in bisque form (dry and unfired); and the electrolytes control the workability. Spraying is used commercially, in many cases, to apply the finish coat of enamel to the ware, prior to drying and firing. In the spraying operation, only about 50 pct, by dry weight, of the enamel slip adheres to the surface of the ware, the remainder forms the over-spray. From 1/2 to 2/3 of the overspray goes up the flue where it is lost or recovered, depending on whether the plant is equipped with a dust-collecting installation; the coarser portion of the over-spray is collected in the spray booth. The former product is termed flue reclaim enamel, and the latter booth reclaim enamel. Although the spraying operation is done in specially constructed booths, which are partially or completely enclosed, it is extremely difficult to keep out contaminating dirt, which joins the reclaim. Some present-day large enameling plants use 20 tons of frit a day, of which 10 tons go into reclaim with a potential value of $1400 to $2400. When two-coat finish enamels were common, the reclaim was used satisfactorily for the undercoat, but the relatively recent advent of one-coat finish enamels prevented use of the reclaim because, even when blended with first-run enamels, it gave dirty finishes with poor gloss. It was thought that the pitting and specking encountered with reclaimed enamels were caused by the contaminating dirt, and that the poor gloss was caused, primarily, by the high clay content; more clay usually was added to give proper suspension properties to the slip when the reclaim was used. A clay content in excess of about 10 pct usually imparted refractoriness to porcelain enamels. In 2004, Rio Tinto started a major project to implement Mine Monitoring and Control (MMC) systems worldwide. A detailed selection processes was undertaken and migration to a standard system was started. Today systems are operating around the world and serve as the core of to many business processes. Implementations include highly union areas, large mines, centrally managed mines, and remote areas. Each implementation has unique challenges but all are working towards the common goal with common systems. This paper reviews two projects that Rio Tinto has deployed in diverse conditions. The projects are the Rossing Uranium upgrade from the original Wenco system to the common standard and Iron Ore of Canada?s general technology upgrade. Also discussed is the future of mining at Rio Tinto, specifically the drill automation projects, and how it is utilizing the common standard MMC systems.

The fire end explosion hazard of excessive coal-dust deposits in mines has been recognized for many years, and important measures have been developed for reducing dust formation and to alley loose dust near its source. Nevertheless, in the course of normal mining it has been estimated that 1 to 3 percent (in some thin, friable seams up to 10 percent) of the total coal mined is reduced to dust of through-20-mesh fineness. In highly mechanized, continuous mining operations the production of fines is even greater. Most dust is trapped near its point of origin and removed from the mine, but large quantities are transported by the air current and by haulage into entries, where the greatest proportion settles on the floor and the balance on the rib and roof surfaces. The latter is generally finer in particle size than the floor dust; this, coupled with its more advantageous position for dispersion, makes the rib-roof dust (also to be referred to as overhead dust) a greater potential explosion hazard.

The processes leading to fatigue failure in the low-cycle range were studied to obtain an understanding of the basis of Coffin's law. Particular attention was paid to the manner of mack nucleation and to the determination of the portion of the total lifetime spent in crack propagation. It was observed that cracks are nucleated at surface notches meated during reversed plastic deformation, Principally at grain boundaries, and that crack growth occupies greater than 75 pct of the fatigue life. When inclusions are present, they are often the primary sites of crack initiation. From consideration of the incremental distances advanced by a crack in each cycle and of the lifetimes of different materials, it appears that the universality of Coffin's law arises from the similarity of crack-tip strain for a given applied strain amplitude, irrespecti7:e of material. STUDIES of low-cycle fatigue have been particularly rewarding in that a simple correlation between fatigue lifetime and plastic-strain range has been shown to exist. This empirical relationship takes the forml,2 Nner=C [1] where N is the number of cycles to failure, Er is the plastic-strain range defined as the total plastic strain per cycle (the sum of the tensile plastic strain plus the compressive plastic strain), n, the exponent, is a constant independent of the material to a first-order approximation and often has a value of about 0.5, and C is a constant which for a number of ductile and metallurgically stable materials is approximately 0.65 for fully reversed strain.3 This relationship has been shown to be valid for a wide variety of metals and alloys and is often referred to as Coffin's law. However, it is yet not clear why so many different metals and alloys exhibit the same over-all behavior in the low-cycle range. Less is known about the mechanisms of fatigue failure in the low-cycle range than in the high-cycle range, but it is expected that the processes would have much in common. For example, an important characteristic common to both high-and low-cycle ranges is that fatigue crack propagation can occupy a considerable portion of the total lifetime. This has been shown by Laird and smith4 by a count of the number of ripples present on the fracture surface of copper specimens, each ripple corresponding to one cycle of load. On the other hand, some marked differences have been noted. For example, in copper,5 nickel, and aluminum4 there is a greater tendency for grain boundary cracking to occur as the strain amplitude is increased. The purpose of the present work was to study further the processes leading to fatigue failure in the low-cycle range and to obtain an understanding of the basis for the validity of Coffin's law. Particular attention has been paid to the manner of crack initiation and to the determination of the portion of total lifetime spent in crack propagation. MATERIALS A number of metals and alloys were tested, although more attention was focused on a particular few, once general trends had become apparent. Alloys were selected so as to investigate the effects of crystal structure, number of phases, stacking-fault energy, and impurity content. Research workers from the Bureau of Mines and industry met with other government and industry representatives at the Mont Chateau Lodge, Morgantown, W. Va., on May 30-31, 1973, to discuss the current status of methane control in eastern U.S. coal mines. The opening remarks, the eight technical presentations, and the discussions of the members of a government-industry panel are published here for the benefit of those concerned with the control of methane in coal mines. In addition, an introduction has been added to present the background of work in this field.

The structural changes which take place in polycrystalline copper under the action of alternating cycles of torsion stress were studied, using the optical microscope and the X-ray dif-fraction camera, and an attempt was made to correlate them with changes in the shape of the cyclic stress-strain curve. It was found that the period of work-hardening was less than one per cent of the fatigue life, and that persistent surface marking, which are assumed to be incipient or actual microcracks, occur upon completion of work-hardening. X-ray diffraction patterns revealed considerable grain distortion at the completion of work-hardening in specimens cycled at a high strain amplitude. This distortion became progressively less as the strain amplitude de-creased. Mechanisms for the completion of work-hardening and the formation of microcracks are discussed.

Fly ash is a by-product from coal-fired power stations that is captured from the exhaust gas stream by electrostatic precipitators (ESPs) or bag houses. It is mainly derived from the inorganic components in coal but also contains residual carbon from unburnt fuel (measured as LOI). In the past, nearly all fly ash was sent to landfills or tailings ponds by power generators but this trend is quickly changing due to landfill costs, sustainability requirements and the inherent value in correctly processed fly ash. The main property that makes fly ash suitable for recycling is its use as a pozzolan. Pozzolans exhibit cementitious properties that make them suitable for partial cement replacement, and that can have beneficial properties for concrete mix designs. Fly ash can be used to replace up to a third of the of the Ordinary Portland Cement (OPC) requirement. Suitable fly ash nearly always requires the removal of the less reactive coarser fraction from the finer fraction. Due to the pozzolanic nature of fly ash, it must be processed dry and separation is normally required at 45 micron. In response to the increasing demand from a range of dry classification applications, Metso purchased an established air classification technology suitable for both mining and construction applications. The classifiers intelligent design efficiently utilizes the air flow which keeps power requirements low whilst including a scrubbing/recirculating function within the classifier that allows extremely efficient separations even at very fine sizes. This technology is of global interest to Fly Ash processors, but should be of particular interest in India which is both the second largest cement producer in the world as well as producing 80% of its power from thermal sources. This paper is intended to give a brief overview of fly ash and requirements for use as a pozzolan, air classification of fly ash and a case study from an established and experienced fly ash producer. IT is with sincere appreciation and a deep sense of responsibility that I accept the honor of delivering the Howe Memorial Lecture. In our time metallurgical research has delved into phenomena ever more complex in character, so that much of this work must be done by organized teams. We, of the Union Carbide and Carbon Research Laboratories and the Electro Metallurgical Co., are truly a team and the lecture which is to follow is due largely to a few of the outstanding members of that team here cited and well known to you in their own right: John Lamont, whose work deserves special recognition, Walter Crafts, William Forgeng, William Binder, Robert Fowler, and David Swan. Thus it is a fitting pleasure to accept this honor for the research institution which I represent. Henry Marion Howe was truly inspirational and his breadth of view was such that he could use either the method of rigid proof or implied mechanism to further the broad understanding. But perhaps his outstanding characteristic was his sound judgment and his ability to weigh observations. The following is replete with observations and judgment as to their implication. We would like to feel that it is the type of dissertation which Howe, himself, would have enjoyed. Chromium carbides in stainless steel have, in a sense, been a key to the progress of the stainless steel industry. Brearley's first stainless steel, containing approximately 0.30 pct C, was successful because it differed from previous Fe-Cr alloys in that the carbides were present in such amount and form as to provide the stainless and cutting properties. Again, the 12 pct Cr die steels with a carbon content of 1.5 pct or more achieved their properties by virtue of the form and distribution of the chromium carbides. In the straight chromium steels with from 12 to 25 pct Cr, chromium carbide amount and distribution are once more the determinants with respect to physical properties and corrosion resistance. In each of the cases just cited the role of the carbide is in essence similar to that of iron carbide in carbon steel and this story is so well known that we need not dwell on it. In the austenitic stainless steels, the chromium carbide plays only a minor positive role with respect to mechanical properties, and for corrosion resistance the objective is to achieve maximum homogeneity. Thus the tendency has been to ever lower the carbon and correlatively the chromium carbide content of the austenitic steels. Today stainless steels with carbon less than 0.03 pct are beginning to find their true place, and this is being aided in major degree by our Company's introduction of a new type of ferrochromium having negligible carbon. The role of carbon in these austenitic steels has long been recognized, and a truly enormous amount of research has been devoted to the subject. Much has been learned about corrosion resistance, but the attack on the problem from the point of view of carbide precipitation and the nature thereof has left much to be understood. Because of its fundamental importance to the future of stainless steels, further study of the mechanism of carbide formation in austenitic steels is of interest. In the 18-8 Cr-Ni steels, which are typical of the austenitic class of steel, carbon is soluble in the aus-tenite to the extent of approximately 0.15 pct at 1832°F (1000°C). The solubility becomes less with decreasing temperature, so that at 1652°F (900°C) the solubility limit is approximately 0.06 pct, at 1472°F (800°C) it is about 0.03 pct, and at 932°F (500°C) it is approximately 0.01 pct. Obviously this is the ideal situation for the classical precipitation phenomenon. It is true that, in a sense, 18-8 austenite resulting from annealing is in a metastable state, and the phenomenon of ferritic precipitation from this austenite should be considered. However, in a so-called fully austenitic 18-8 steel this is secondary with respect to the carbides and can be neglected. A wide variety of chromium carbides is known. Only one chromium carbide, Cr,,C,,, frequently referred to as Cr,C, has been found in unmodified low carbon 18-8 steel. This, fortunately, simplifies the study of the precipitation phenomena. For this study an A.I.S.I. type 304 stainless steel of commercial quality was selected. Analysis showed C 0.07 pct, Mn 0.49 pct, Si 0.33 pct, Ni 9.34 pct, Cr 18.91 pct, and N 0.033 pct. As expected with this composition the steel was homogeneous after annealing except for a few pools of ferrite, which were disregarded in that their location was not coincident with subsequent carbide precipitation areas. On corrosion testing the steel was normal and typical of good commercial quality. Specimens 1/2xlx4 in. were annealed and subjected to precipitation heat treatment for 100 hr at 100" temperature intervals from 1000° to 1500°F and for ten selected intervals ranging from 5 min to 64 hr at 1300°F. The State Electricity Commission of Victoria is Australia's largest single coal producer. Approximately 19 Mt of coal will be produced in 1989 from the SEC V's newest mine, Loy Yang Open Cut (LYOC), which com- menced overburden stripping operation in October 1982. When the adja- cent Loy Yang Power Station is completed in the late 1990's, LYOC will supply between 35 to 45 Mt/a, depending on power station performance and demand of coal for non-power generation uses. LYOC has been a major challenge for the SECV. It is the biggest single open pit coal mining development undertaken in Australia, with a whole of life capital cost approaching A$1 billion. The mine has supplied a very rapidly growing demand for coal from the expanding power station while developing in breadth, length and depth. Coal demand has consistently been above the figures anticipated during the initial planning because of the substantially improved performance of the 500 MW units of the Loy Yang A Power Station. The superior performance of the LYOC and power station has generated additional electrical energy during the first 5 years of power station operation compared with the initial planning targets- at almost no additional capital cost. This has been a major benefit to the SECV. LYOC will continue to present major challenges for the SECV, particularly in achieving overburden removal and coal reserve targets as development of the open cut continues to full depth over the next 15 years.

THIS paper deals with the handling of the various materials used in the 100-ton zinc plant at Risdon, and, in view of the magnitude of the works, the configuration of the ground covered by these works, the variety of the rnaterials used, and the large quantities, a very attractive and interesting subject is opened.The works are situated on the right bank of the River Derwent, about four miles above Hobart, the capital city of Tasmania. The Risdon works cover a space of 149 acres, the area being :3800 yards long by 2800 yards wide, and the elevations vary from 6 ft. above high-water mark at the wharf and foreshore to 163 ft. above high-water mark at the power station, these being the limiting points as regards elevation which are considered in this paper. Throughout the paper elevations are given in feet above high-water mark. Fig. 1 shows a general view of the works taken from the opposite bank of the River Derwent. The wharf is clearly shown, with SS Kekerangu loading residue; behind the wharf is seen the inclined conveyor leading to the cakine bin; further up the hill is the leaching division. No. 1 haulage runs to the left of this up to a point on the left of the power station, the large reinforced concrete building at the top of the hill. The development of X-100 and X-120 linepipe steels was investigated using a series of low-carbon Mo-Nb-B steels. The laboratory steels were vacuum melted and processed using advanced thermomechanical processing (TMP) philosophies. Prior to the laboratory hot-rolling experiments, the grain coarsening temperature, the conventional T95 and T5 start-stop recrystallization temperatures and the transformation behavior of y were studied using a computer-controlled high temperature deformation MTS-458 and a Theta-IV High Speed dilatometer systems. The results from these experiments provided the guidelines for the design of the laboratory hot-rolling TMP processing experiments. The mechanical properties of the experimental steels showed yield strengths in the range 700-850 MPa and CVN impact properties of over 80 J at -20°C. The best balance of mechanical properties was obtained by using CCR+DQ+Tempering treatments. The major microstructural features responsible for the observed mechanical properties in order of importance were: a) substructural refinement associated with lower bainite, b) dislocation strengthening, c) fine recrystallized ferrite, and d) small amounts of retained austenite. Fine Nb(C,N) precipitates formed in ferrite were observed, however their contribution to the strength was minimum. Most of the Nb(C,N) precipitation took place in austenite. This precipitation was used to exert microstructural control of austenite during hot rolling. The physical metallurgy and optimum TMP to achieve the mechanical properties are detailed in this paper.

Lungfish and crayfish inhabit continental ecosystems similar to those of their ancient counterparts in the Permian (lungfish) and Triassic (crayfish) Periods, exhibiting similar burrowing behaviors to live, breed, and escape desiccation. Identification of their burrows in the geologic record when body fossils are absent has relied on the overall gross morphology of the burrows and the process of elimination. A method of burrow identification has been developed by evaluating burrow structures in an attempt to designate architectural and surficial burrow morphologies that uniquely reflect the distinctive burrowing mechanism of a particular organism. The information from this method defines the burrowing signatures of an organism, enabling the differentiation of their burrows even when fossil evidence is lacking.The lungfish constructed simple, vertical burrows with bulbous terminations. The burrow walls exhibit fine, horizontal to sub-horizontal striae and vertical to sub-vertical striae near the top of the bulbous terminus, reflecting a burrowing style similar to modern burrowing lungfish. The crayfish constructed simple, vertical burrows to complex burrows with multiple branching and chamber development. The burrow surface ornamentations exhibit horizontal to sub-horizontal ridges, vertical to sub-vertical groupings of scratches, mud- and lag-liners, knobby and hummocky textures, and body impressions, which reflect the burrowing mechanism of the crayfish.

Quality assurance and quality control (or QAQC) plays a key role in safeguarding the level of confidence of the data generated during mineral exploration and mine development, and is also part of the reporting code requirements for resource estimation and reporting, as well as mining investment. Implementation of good policies and working protocols in quality management will result in the generation of reliable information, which is critical for decision-making on the future of the mining project. The use of certified reference materials, i.e., standard, blank, and duplicate samples, proves effective and efficient for ensuring the level of data confidence in terms of precision, accuracy, and sample contamination. This is well demonstrated by the practice of QC in the exploration programme for the chrysotile tailings storage facilities of Havelock Mine, using 1254 samples from 53 drill-holes. Different statistical tools were applied to analyse the assay results from these samples. The outcome substantiates that the QC practice established during the Havelock exploration project is aligned to best practice guidelines in the industry. The resource delineated indicates that the tailings material at Havelock could potentially become a significant source of supply to the global magnesium market.
