"IntroductionTHE PROPERTY of Madsen Red Lake Gold Mines. Limited. comprises fifty-eight claims located between Russet and Faulkenham lakes in Baird and Heyson townships of the Patricia portion of the District of Kenora. The mine is seven miles •by road from the hamlet of Red Lake. This latter centre is .connected to the Trans-Canada Highway at Vermillion Bay, Ontario, by provincial highway No. 105 which has a total length of one hundred and thirteen miles.The Madsen property went into production on August 11th, 1938, with a milling plant rated at 300 tons per twenty-four hours. Changes made in the crushing plant during October, 1938, allowed a •finer feed to be delivered to the mill and increased the milling •capacity to 400 tons per twenty-four hours. During 1948, steps were taken to add an additional 400-ton capacity unit to the milling plant. This latter work was completed by May, 1949, giving the present total milling .capacity of 800 tons per twenty-four hours.It was realized in the early 1940's that, eventually, considerable material suitable for backfilling in the mine would be required. As there were no large deposits of gravel or sand anywhere near the mine, officials of the Company considered it advisable to investigate the feasibility of using mill tailings for mine •backfill. Since Madsen mill tailings contain approximately 80 per •cent of minus-200-mesh material, it was not considered practical to use them for underground backfill without first removing the finer material. as the slimes present in a product of this fineness would without doubt preclude any drainage whatsoever. Table I gives a sizing analysis of Madsen mill tailings and Table II a quantitative chemical analysis of the ore."

This paper, which describes the milling practice at the Midvale concentrator, is one of a series being prepared by the Bureau of Mines. The Midvale concentrator, a custom lead-zinc selective flotation plant, is in Salt Lake County, Utah, on a flat site several hundred yards east of the Jordan River and about 200 yards south of the Denver & Rio Grande Western Railroad tracks leading to Bingham Canyon. The site is at an elevation of about 50 feet above the river, the highest available location, thus allowing maximum storage of tailings.

The laboratory ball mill grinding of coal/water slurries is described for three coals. Emphasis is placed on the measurement of specific rates of breakage for various operating conditions. Corresponding rheological information is also presented based on data collected using a rotational viscometer. A rheological explanation of the influence of various slurry fluidity conditions on the specific rates of breakage is presented. This rheological approach has proved useful In both the identification of suitable chemicals for increasing breakage rates in coal/mineral slurry grinding and in the plant scale implementation of dense slurry grinding systems.

In 1947, a Korfmann universal shearing machine was installed in a mine in the Southern field of the Pennsylvania anthracite region. The machine was obtained from Germany by the Bureau of Mines after the close of World War II as a part of a program of experimental work to increase the output and lower the cost of anthracite, which the Bureau of Mines initiated in 1944 when an agreement was made with an anthracite-producing company for use of one of the company's mines as a testing ground for certain mechanical equipment procured or developed by the Bureau. A major objective is to develop a mechanical mining method that will increase the rate of advance and reduce the coat of development of coal gangways in steeply pitching seams. In addition to the time to be saved in driving these openings by machine, it is felt that further economies will be affected by making it possible to concentrate producing sections into smaller compass and that savings will ensue in supervision, maintenance, and time required for mining a section. A higher percentage extraction also is an objective. Test work covered by this report was concentrated on the power characteristics, maneuverability, effectiveness, and general qualities of the Korfmann machine in cutting coal, the cutting tests representing the first use of a machine of this kind in steep-pitch mining in the United States.

"To accommodate urbanization, cities are developing more underground space as a means to house public transportation systems and other entities. Underground developments often require construction of deep excavations in an environment dense with infrastructure. The success of such a project is related to the amount of impact imposed on adjacent structures and economic activity; impact should be limited to insignificant amounts in order to mitigate damage and disruption. Thus, large-scale urban construction projects require extensive monitoring of ground movements and installed support performance to facilitate informed decisions for adjustment of construction activities and support design when necessary.In downtown San Francisco, a unique large-scale excavation in saturated soft soils was constructed for the Transbay Transit Center (TTC). Construction of the excavation began in April 2012 and was completed almost two years later in February 2014. To monitor ground and structure response to construction, the project team used an extensive instrumentation network that included automatic inclinometers, piezometers, strain gages and total stations paired with survey markers. Innovative imaging techniques developed a record of construction in order to relate measured deformations to construction activity.Transbay Transit CenterThe Transbay Transit Center (TTC) is being constructed as a modern day transportation hub in downtown San Francisco to replace the former Transbay Terminal. The project is located in the South of Market area, less than half a mile from the San Francisco Bay. The final center will connect eight counties in the Bay Area through 11 different transportation systems, some of which will be housed in the TTC including Caltrain, Golden Gate Transit and California High Speed Rail. The aboveground structure will consist of two levels for retail and a third level with a bus terminal beneath a rooftop garden. There will be two subgrade levels to serve as a lower concourse and the train platforms. This structure required construction of a deep excavation closely surrounded by buildings and roads in an area thriving with economic activity."

In the early winter of 1919 the Pittsburgh petroleum laboratory of the Bureau of Mines undertook the work of testing fuel oil samples representing purchases of the United State Shipping Board for ships sailing from the port of New York. fuel oil was, at this time, being bought on a contract which involved specifications issued by the United States Navy under dace of October 2, 1920 (See Bulletin 1, Oil Division, U. S. Fuel Administration.)The object of the Bureau of Mines in undertaking this inspection work was twofold. (1) The Bureau was in position to give, and the Shipping Board needed, reliable laboratory service for checking the quality of the fuel oil purchased, the value of which ran into millions of dollars for,year's supply. (2) It was believed, and later demonstrated, that the existing specifications did not insure the obtaining of a reliably satisfactory quality of oil.The objection to the specifications concerned the employment of a clause limiting the gravity of the oil. The inadequacy of gravity specifications for several types of petroleum products has long been recognized, and there was every reason to reason to believe that they were no more desirable for fuel oil than for gasoline, kerosene, or lubricating oil. A first and obvious objection was the fact that it is somewhat difficult to make accurate gravity tests on ""heavy"" residuum fuel oils. (The Bureau found it necessary to employ or such tests a rather tedious procedure involving the use of a picnometer and an accurate balance, as the simpler methods, employing hydrometer or displacement balance, proved unreliable in a large proportion of cases.) A second and more important objection was that gravity tests, even when accurately made, do not provide a reliable index of the actual quality of the oil.

This report summarizes the research and technologic work of the Bureau of Mines on coal and coal products from July 1, 1947, to July 1, 1948. It is the thirteenth of a series presenting resumes based largely upon publications issued during the year . In some instances , research and testing results , not otherwise available in published form , are presented . The individual publications given as footnote references herein will provide further detail to the interested reader . The period covered by this report was marked by an ever -mounting concern for the adequacy of the Nation's fuel resources and for fuel shortages arising from an increasing demand for fuels at home and abroad . Several reports appeared which delineated the place of synthetic liquid fuels in the future fuel technology and economy of the Nation , emphasized the fact that eventually the principal raw material for the production of such fuels will bet,5,6 coal, and described the progress made by the Bureau of Mines in developing processes for the production of synthetic liquid fuels . heard testimony along similar lines . Increased awareness of the fuels problems confronting the Nation led to an authorization by the 80th Congress for the erection of an anthracite research laboratory at Schuylkill Haven , Pa . , to house expanded Bureau of Mines research on anthracite . Design of the structure was well under way by the end of the fiscal year . ( See fig . 1. ) Looking forward to expansion of Bureau research on lignite , the 80th Congress heard testimony on the problems and programs of lignite research10, 11 as a prelude to authorizing the construction of a lignite research laboratory in North Dakota .

THE potential oil-and gas-bearing area with "which this paper deals is the large undefined Carboniferous basin, roughly triangular in shape, occupying about 10,000 square miles of southern and eastern New Brunswick. Its base, about 135 miles long, lies on the gulf of St. Lawrence and embraces the whole eastern coast-line of the Province, while its apex lies in the south-west corner of the Province, near the International boundary (see map, Figure 1). The Carboniferous basin may be divided roughly into two areas-the Northern basin and the Southern basin-by a structural feature represented by a ridge of low hills running north-easterly from the Saint John river, near Saint John, on the southwest, to Indian mountain, about eight miles north of Moncton, in the northeast. Within the Northern basin, all evidence regarding the presence or attitude of the older Mississippian Albert Shale series, the only oil-bearing rocks known in New Brunswick, is for the greater part obscured by a thick and practically horizontal blanket of Pennsylvanian strata and, although evidences of oil and gas have been reported, none has been positively identified. Five parallellines of gentle folding, running to the northeast, occur in the Pennsylvanian rocks, within a distance of 100 miles from north to south. This folding is reflected in the courses of the rivers, which lie within the synclines. The relationship of the folding in the younger rocks to structures in the uncomfortably underlying older rocks is unknown, but should now be possible of clarification by means of a geophysical survey accompanied by drilling. Independent geological examinations have yielded no evidence of value in this respect, nor have five exploratory boreholes drilled by per-cussion tools to a maximum depth of 3,645 feet been of assistance, as only one inconclusive hole completely traversed the beds which normally overlie the Albert shales.

The limited effectiveness of the original hot water process for recovery of bitumen from certain Utah tar sands containing bitumen of higher viscosity (e.g. Sunnyside, Tar Sand Triangle)1,2 indicated that bitumen viscosity strongly' influences the separation efficiency. In this regard, there should exist a critical value of bitumen viscosity above which the effectiveness of the hot water process decreases significantly. Apparently certain tar sands contain bitumen of such high viscosity that even a digestion temperature of nearly 100°C is insufficient to lower the viscosity below the critical value. In addition it seems that differences in physico-chemical forces which act between sand and bitumen are negligible in comparison to the difference in visco-mechanical forces. Predominantly mechanical forces hold viscous bitumen on the rough surface and in the pores of sand particles, resulting in strong adhesion. This phenomenon is a critical feature in the phase disengagment of oil-wetted domestic tar sands with viscosity control by temperature. Besides increasing the temperature for viscosity control the effectiveness of the original hot water process could be enhanced by control of bitumen viscosity with diluent additions. Strictly speaking this appraoch is the only possibility for heavy bitumen for which the high temperature of digestion does not lower the viscosity sufficiently. As a result of viscosity control by diluent addition the digestion temperature can be lowered which is important from an industrial standpoint. Another important consideration is that effective phase disengagement occurs only when the entire bitumen phase has the same viscosity. This means that some time (penetration time) is necessary for complete and uniform dilution of the bitumen. If the viscosity of bitumen, which is a function of temperature, diluent addition and penetration time, controls the separation efficiency, hot water processing of many different kinds of tar sands should be possible, assuming that the sand phase consists primarily of quartz-type minerals.

A study of high pressure rolls grinding of a number of Australian ores and minerals has been carried out using a pilot-scale machine with rolls 300 mm diameter and 70 mm wide. The results from this study have been used in conjunction with plant survey data to construct computer simulation models of various comminution circuits and these have been used to investigate options for incorporating high pressure grinding rolls into these comminution circuits. Possible rolls options for three of these circuits are presented, and likely energy savings over the existing circuits are discussed together with potential improvements in plant throughput and/or product sizing. A scale-up procedure for predicting full-scale machine performance from small-scale testing is described, and the effects of rolls operating conditions are also discussed.

This paper develops the procedure for simulating the special locked-cycle Work Index laboratory test using the kinetic parameters obtained by conducting standard size-mass balance (SMB) grinding tests and presents the results for three materials - quartz, a taconite iron ore and a bituminous coal. It was found that the WI could be determined by simulation; however, if a material breaks abnormally, a full description of its abnormal breakage is necessary. It was also found that the sensitivity of the WI test procedure to the sieving process and the estimating of the 80% passing size of the sieve undersize is sufficient to question the practice of quoting a WI to two or more decimal places. Finally, if a material grinds abnormally in the Work Index mill, then the WI test should not be conducted.

The age-hardening of Fe-18 to 21 pct Ni marten-sites containing small amounts of titanium, aluminum, copper, or molybdenum has been studied by hardness measurements, transmission electron microscopy, extraction replicas, and X-ray and electron diffraction. Electyon-probe microanaly-sis of the extracted precipitates was also performed. The effects of temperature and composition on the aging kinetics have been studied in detail for Fe-20 pctNi-Ti martensites. All the martensites hardened on aging at 400" to 500 "C with a single aging peak. In the Fe-20 pct Ni-Ti martensites hardening was associated with the formation of a fine dispersion of NisTi. No precipitation was observed in an Fe-21 pct Ni-2.6 pct A1 alloy, although the hardness increased from 327 to 545 Dph during aging at 500°C. Copper was precgitated from an Fe-20 pct Ni-10.7pct Cu alloy, at least during the later stages of age-hardening. Hardening in an Fe-18 pctNi-5pct Mo alloy was associated with the precipitation of an intemzetallic compound tentatively identified as NisMo. The formation of austenite and the recovery of the defect structure of the martensite occur simultaneously with the normal precipitation processes &ring aging of these alloys. THE age-hardening of substitutional iron-base martensites is an important subject for study since age-hardening is one of the principal means of strengthening the substitutional iron-base martensites in precipitation-hardening stainless steels1 and maraging steels.a~4 In contrast to Fe-C martensites, these martensites are relatively soft and ductile in the as-quenched condition, due to the low solid-solution hardening effect of the substitutional elements as compared to carbon. Also, these martensites are hardened by aging at low temperatures in contrast to Fe-C martensites which generally soften on tempering. Titanium and aluminum, singly or in combination, as well as copper and molybdenum, have been the principal alloying additions to stainless steels to obtain an age-hardening reaction.' Ti-A1 or Co-Mo-Ti combinations have been used in the case of maraging steels.3"4 The present work has been confined to a study of the age-hardening characteristics of an Fe-18 to 21 pct Ni martensite to which small amounts of titanium, aluminum, copper, and molybdenum were added in order to study the effects of each alloying element separately. The age-hardening characteristics of these alloys were studied by hardness measurements, transmission electron microscopy, extraction replicas, and X-ray and electron diffraction. Electron-probe micro-analysis of the extracted precipitates was also performed. The types and dispersion of precipitates, the formation of austenite, and the recovery of the defect structure of the martensite all were studied. EXPERIMENTAL PROCEDURE Alloys. The compositions of the alloys studied are listed in Table I. The level of 18 to 21 pct Ni was chosen to assure complete transformation to martensite on quenching and is the same nickel level used in maraging steels. The concentrations of titanium, aluminum, copper, and molybdenum were chosen after a study of the and Fe-Ni-MO' ternary diagrams indicated how much of each alloying element could be dissolved in austenite. Alloys with 2 and 4 pct Cu were also studied, but these did not show precipitation hardening at the nickel levels studied and will not be discussed further. The alloys were prepared from electrolytic iron and high-purity* nickel, titanium, aluminum, copper, and molybdenum by vacuum melting of 20-lb heats. These were vacuum-cast into two 8-lb ingots. The ingots were hot-rolled at 1100°C to 1/2-in. plate and subsequently cut into 3/8-in. cubes. The cubes were sealed in evacuated quartz capsules and solution-treated for 16 hr at 1100°C, except for the Fe-20 pct Ni-10.7 pct Cu alloy and Fe-21 pct Ni-2.6 pct A1 alloys which were solution-treated for 16 hr at 1300" and at 1250"C, respectively. OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. The persistent requirement for methods and equipment capable of detecting hazardous anomalies in advance of underground mining has led to the development by the U.S. Bureau of Mines of a directional radar probe. The probe operates from boreholes drilled from the surface into the underground region to be mined. The engineering model radar was completed in early 1982 and field demonstration tests were performed in May of that year at a selected coal mine. Preliminary in-situ electromagnetic tests were performed at several candidate coal mines to evaluate the radio-frequency characteristics of the coal. A coal mine in New Mexico was selected on the basis of low EM propagation losses in the coal and the presence of an extensive coal seam displacing fault as a radar target. The borehole radar was operated in two vertical boreholes which intersected the coal seam at approximately 25 and 40 feet from the fault interface. Radar reflections from the coal/ rock interface were detected in both tests. Underground tests in a horizontal borehole in the coal were less successful because of interfering reflections. Additional borehole-to-borehole tests were performed with a separate ground penetrating electromagnetic system to obtain radar range calibration data. The coal was found to be bounded by very lossy roof and floor sandstone and shale while propagation through the coal seam was obtained at distances up to 175 feet between test boreholes. Coal seam continuity was indicated by the hole-to-hole experiments through a section of the seam previously thought to be completely cut off by the fault.

The complex system has been developed for long-term assessment of world prices and sale volume of primary aluminium when using the analytical model of the market and market supply forecasts as well as economy development in the Western countries characterized by the industrial production indices as correct data of Western World aluminium consumption are absent, The important part of this system is the model developed for forecasting the degree of capacities utilization of smelters and refineries depending on the price level, The model contains a statistic part corresponding to the capacities distribution by the production cost, and a dynamic part determining the deviation from the static depending on the price variation dynamics, The developed complex system has been identified by the actual data of the world prices of smelter grade alumina and primary aluminium, conservation and reactivation of refineries and smelters in the Western countries within the period from 1992 to 2003. The system was used for primary aluminium and alumina price forecasts till 2020.
