Local communities are undertaking an increased role in mine project decision making processes, associated with growing pressure and expectations from regulators, financiers and the general public. This is particularly evident in international projects within developing economies. Environmental and social issues are often complex. Solutions demand difficult choices and trade-offs between sustainable development dimensions: economic growth, social equity and environmental integrity. Proactive stakeholder engagement can play a critical role in assisting decision-makers in determining the operational reality of sustainable development by jointly exploring project trade-offs between proponents and affected stakeholders. Good stakeholder engagement has other potential benefits, ranging from reduced financial risk due to regulator delays, legal disputes or negative publicity to increasing market share through good public image. Approaches to consultation and disclosure have changed from short-term regulatory based focuses, to longer-term, strategic tools for relationship building, proactive risk management and new business identification. Approaches to consultation form a significant opportunity to contribute to overall social sustainability. This paper discusses, based on authorsÆ experience, the broader concept of stakeholder engagement and its contribution to social sustainability of the mining industry. The focus is on key considerations for an effective stakeholder engagement. Three case studies outline how broad based, proactive stakeholder engagement can contribute to improved operation and overall sustainability. The case studies include: a greenfields project in Ghana; a long-term mine in Australia; and an open-pit mine in Vietnam.

Systematic waterflooding was first tried in Washington County, Okla., in 1937, when a 40-acre project was begun in secs. 24, 29, 32, and 33, T. 27 N., R. 13 E., jointly by the Keener Oil Co. and the Phillips Petroleum Co. The property later was sold to Lee Morrison. A second project was begun in 1941 in sec. 14, T. 6 N., R. 12 E., by the Oklahoma Oil Corp. Both projects were abandoned by the end of 1942. A third project was begun in 1945 and the fourth in 1948, but 1949 actually was the beginning of intensive waterflooding development in Washington County. The results of previous waterflooding projects are described in Bureau of Mines Reports of Investigations.2 3 4/ Oil production in the county followed a similar trend, dropping to a low of 990,000 barrels in 1945, then steadily increasing until 1956, when more than 4 mil-lion barrels of oil was produced. Most of the increase in oil production is directly attributable to water injection.

Coke combustion during sintering process is significantly governed by coke breeze size distribution, which in turn affect sinter quality i.e. sinter granulometry, Tumbler index, Reduction Degradation Index and Reducibility Index of sinter. To know the effect of microfines of coke breeze on sintering process parameters, pot sintering tests were conducted and it was found that when microfines are eliminated and optimum coke size (1-3mm) is used yield of sinter increased by more than 7%. Similarly productivity increased by 9%, the strength of sinter i.e. ISO Tumbler Index increased by 2.3% and +10mm sinter size increased by 5.5%. Controlling of microfines during crushing and by improving crushing index will result in improved quality and productivity of sinter with lesser amount of coke breeze. This paper describes that how to optimize solid fuel i.e. coke breeze consumption in sintering process through granulometry control. The rapid development of science and technology in Russia has been the result of well laid plans since 1918. At that time the Institute of Silicates was established is Moscow and later the establishment of similar more specialized institutes for the study of cement, glass, refractories, construction ceramics, electrical ceramics, building materials and asbestos provided the necessary research facilities for studies related to all types of ceramic inorganic materials. The' Institute of Ceramics and the Institute of Silicate Chemistry, Academy of Sciences, USSR, were founded in Leningrad. The work now going on in these various research' institutes covers every branch of silicate science and ceramics The impetus behind such establishment of special¬ized laboratories is no doubt due to the 5-year plans and the necessity of improving the scientific knowledge regarding the materials being used and the products being manufactured.

YOU can place an exclamation point after the "and How" if you want to, but the way it stands it sum¬marizes the Mining Geology sessions quite nicely; "Why" in the morning, "How" in the afternoon. It is altogether fitting that Prof. McLaughlin and Reno Sales, who have themselves achieved enviable reputations in company work, should have led the program by presenting informally a chapter from the volume dedicated to the beloved dean of all economic geologists, Waldemar Lindgren. In opening the morning session, over which Sydney Ball presided, Donald McLaughlin emphasized the continuous role mining geology should play in operating technique. He pointed out the importance of structural relations in a broad sense, and the preponderant role they play in developing the manner of ore occurrences. He illustrated this by an account of the work at Homestake, using slides to show the stratigraphic sequence, the folding, and the orebodies of that camp. An interesting piece of detail was the distinction they found could be made be¬tween the chlorite near the ore masses, and that in the country rocks. Whether the cummingtonite, characteristic of the rock in which the ore is found, is of regional or of contact metamorphic origin caused some discussion. Dr. Lindgren inclined to the belief that it was contact, but L. C. Graton replied that they had found the weight of evidence was for a hydrothermal origin. D. F. Hewett raised the question as to whether, in the advancing development of the mining industry, there was still a place for the U. S. Survey geologist, and the consensus seemed to be that there should be. His role is changing from that of mapping mining districts in detail, now the task of the companies, towards a more general serving of the industry through the wider perspective his work gives him in contradistinction to the greater detail of knowledge accumulated by the resident geologist.

The Central and Southern Appalachians were the major sources of gold in the United States throughout the first half of the 19th century and have continued to yield gold to the present day. Small amounts of gold were probably extracted by the Indians and the Spaniards but the first documented report of gold in the region was made by Thomas Jefferson who found a four pound lump of gold ore, which yielded 0.85 troy oz., in the Rappahannock River of Virginia in 1782. Gold was subsequently discovered in North Carolina between 1793 and 1799, in Virginia in 1806, in South Carolina in 1827, in Georgia in 1829 and in Alabama about 1830 (Becker, 1894-5; Pardee and Park, 1948). The gold belts of the Central and Southern Appalachian Piedmont and Blue Ridge Provinces are shown in Figure 1. The superimposed circles indicate the mount of production from some of the more productive and well known areas. Although North Carolina produced far more gold than the other states, the most significant concentrated area of production is the Dahlonega District in Georgia which yielded more than 500,000 troy ounces. After discovery, gold production increased rapidly as shown in Figure 2. Production was at its maximum between 1830 and 1852 with combined totals generally exceeding 30,000 troy ounces per year. Production dropped sharply after the California gold rush in 1849 as experienced miners moved westward in search of bigger and easier stakes. After the Civil War briefly halted gold mining in the Appalachians, production rose to an average of about 8,000 ounces per year from 1865 until 1878 and to an average of about 13,000 ounces per year from 1881 until 1915 when it again fell to near nil (Pardee and Park, 1948). Minor resurgences occurred in the 1930's and 1940's. Although there has been no reported production in recent years, it is likely that "weekend panners" still remove hundreds of ounces from streams annually. The total reported production for the area through 1959 is in excess of 2.5 million troy ounces.

D. N. Williams(BatteZle Memorial Institute)-The authors have presented an extensive collection of arguments pertaining to the role of stress in hydrogen embrittlement. The basic assumption of these arguments is that stress is essential as a driving force for diffusion of hydrogen. However, in view of the rapid diffusion rate of hydrogen in steel at low temperatures as evidenced by the ability to alloy with hydrogen by electrolytic charging, it seems unlikely to me that stress acts in this manner. Instead, I would like to suggest that stress may be essential for the nucleation of hydrogen in steel. I believe that such an assumption would equally well satisfy the experimental data presented by the authors. I should also like to comment on the interpretation of the data presented in Figs. 5 and 6. Fig. 5 shows the effect of hydrogen content on ductility in a rupture test. The curve as drawn by the authors indicates an abrupt transition from ductile to brittle behavior at about 0.001 amp per sq in. (5 ppm). The data points would equally well support a gradual transition from ductile to brittle behavior extending over the range from 0.0008 to 0.02 amp per sq in. (4 to 8 ppm). High-rate floc-blanket clarification of gold pregnant rotary filtrate was introduced at the Vaal Reefs South gold plant of the Anglo American Corporation during February 1978. A. daily 12 000 to 15 000 t of filtrate, with an average suspended-solids concentration of 350 mg/I, is continuously clarified to a concentration of less than 2S mg/I of suspended solids in a modified plant pachuca (10 m in diameter) at throughput rates of 7,7 to 8,5 ma/m2.h by the addition of 5 g/t of ferric chloride inorganic coagulant and 0,2 g/t of Superfloc NI00 flocculant. The pachuca overflow is then clarified further in seven Stellar candle pressure filters of 54,S m2 surface area to under 5 mg/I of suspended solids. The combined clarification cost when the hopper clarifier is used in conjunction with the Stellar filters is R0,0032 per ton of liquid treated, which is approximately 60 per cent lower than the cost of Stellar filtration on its own. The savings are mainly due to the reduced use of filter pre-coat, the consumption of which has dropped by 70 per cent since the introduction of hopper clarification.

(communication to the Secretary*) :-No doubt there are as many different methods of starting a blast-furnace as there are men who assume that responsibility. Having blown-in a furnace a few years ago in a manner similar to that outlined by Mr. Sweetser, things went along so well at the start that I had time for a little reflection on what was going on inside the furnace. I saw the wood turned to charcoal practically, and it occurred to me, why should I use wood when I could put in the charcoal in the. first place, and thus save a lot of time, and also eliminate the dangerous gas from the wood, which is the cause of most of the accidents in starting up a furnace. I had a furnace out for repairs and decided to use no cord-wood in blowing in. I put in about a carload of charcoal and used no wood except some shavings and oily waste at each of the tuyeres. The furnace had 16 tuyeres and was 100 by 22 by 14.5 ft. Hot rods were put in each tuyere' and the blast started immediately at 11 a.m. Within 5 mill. the air was all driven out of the stack and the gas lighted of its own. accord at the top of the furnace. It was allowed to burn for 5 min. longer and then the bell was closed and the gas taken to the last stove and the last boiler on the gas-main. It was all clone so quietly that it was hard to realize that the gas was down. The tuyeres were as bright as if the furnace had been in blast for a long time. I have learned since that others have used the same method, but they had not passed the good advice along.

EVER since the unusual high temperature creep resistance and structure stability of SAP (Sintered Aluminum Powder) and similar aluminum-alumina alloys were reported,'," there has been a need to determine whether other metal-metal oxide (or other hard stable particle) alloys, not so ideal as the Al-Al 2 O 3 system, would show similar high temperature strength and stability. Of the many possible methods of obtaining a metal-metal oxide alloy,a one that offers many practical and theoretical advantages is the simple mechanical blending of metal powders with hard stable particles, followed by pressing, sintering, and hot extruding. With this purpose in mind copper powder and silica and alumina were selected for experimentation because these materials are readily available, cheap, reliable, and lend themseives te the simplest processing and testing. Starting Materials—Two sizes of electrolytically deposited copper powders were used, a —200 mesh powder referred to as A powder in this investigation and a —325 mesh powder referred to as C powder. Silica was added in the form of pure Potter's flint from which a —10µ fraction had been separated. Alumina of the a variety was used in two size ranges. The first was a —10µ fraction separated from a coarser aggregate, the second a commercial product of 0.3µ average diam manufactured by Linde Air Products. Preparation of Powders—Five-hundred gram batches of A copper with 1, 3, and 10 volume pct of each of the three oxides mentioned above were prepared, as well as C copper containing 1, 3, and 10 volume pct of —lop silica. Powders were weighed out carefully and blended by ball milling in air for 24 hr. Since this treatment resulted in surface oxidation of the copper, the charge was hydrogen reduced at 260°C for 5 hr. The next step consisted of hydrostatically compacting the powder into a shape suitable for the required hot working. For this purpose a slug about 11/2 in. in diam and 31/2 in. in length was produced by placing the mixed powders into a rubber sleeve, holding in a perforated steel canister, and rubber stoppering at the ends; the assembly was then subjected to a hydrostatic pressure of 50,000 psi. In the spring of 1977, Revenue Canada announced its intention to proceed in 1978 with a plan to impute a taxable benefit on interest-free and low-interest loans provided to employees. Such loan arrangements are often an important aspect of the compensation packages provided by many companies to their employees. Since the original announcement, there have been many submissions to Revenue Canada opposing this change, and the Finance Minister has now brought down a compromise solution with the introduction of a proposed amendment to the Income Tax Act. The amendment, which would not take effect until the 1979 taxation year, would require an employee, a shareholder or a related person to include a benefit in income measured as the difference between the interest on any such loan computed at bank prime rate and any interest actually paid. Only the amount of such a benefit in excess of $500 in a particular year would be required to be included in income. Of particular interest is the exclusion from these benefit rules of loans up to $50,000 in respect of the purchase of a house on the relocation of an employee and loans provided for the purchase of shares of an employer corporation.

The effect of rain size on the creep behavior of an austenitic iron-base alloy has been studied at 1300° F under conditions of constant stress. The average grain diameter varied between 9 and 190 p (ASTM 10.7-2). The subgrain size and apparent activation energy for creep were not found to depend in any systematic manner on gain size. Grain hozmdary serrations were observed in all specimens tested. The variation of c, with grain size is believed to he associated particularly with grain boundary generation of dislocations which becomes more important with increasing temperatures. SEEMINGLY inconsistent experimental findings have led to a certain amount of confusion concerning the effect of grain size on creep behavior. The confusion is attributed to a lack of test results obtained over sufficiently wide ranges in grain size, stress, and temperature. Experimental results presented in this paper and results available in the literature1-5 show a consistent behavior and lead to a unified concept for the dependence of secondary-or steady-state creep rate on grain size. In accordance with this concept, which is substantiated experimentally, secondary-creep rate should increase with increasing grain diameter at low creep temperatures, leading to greater creep strengths for fine-grained materials. At intermediate temperatures the secondary-creep rate should decrease to a minimum and then increase as the grain size is increased. At high creep temperatures the secondary-creep rate should decrease with increasing grain size, leading to greater creep strengths for coarse-grained materials. Whether a temperature is high or low for creep in a metal or alloy depends primarily on its melting temperature. MATERIAL AND TEST PROCEDURES The material tested was an austenitic iron-base alloy of the following composition (wt pct): C, 0.005; N, 0.017; Mn, 1.26; Ni, 14.21; and Cr, 17.18. Two 15 -lb ingots were forged and hot-rolled to 5/8-in.-diam bars which were then cold-rolled and cold-swaged to a diameter of 0.49 in. These were sectioned into 3-in.-long blanks and heat-treated at various temperatures to obtain different grain sizes. The procedures employed and the results obtained are summarized in Table I. The secondary treatment at 1400° F followed the primary treatment without intermediate cooling to room temperature. This final treatment was employed to minimize various effects arising from heating to different temperatures during the primary treatment, particularly differences in intragranular dislocation structure, segregation of interstitial atoms at grain boundaries, and density of grain boundary ledges. The intragranular dislocation structure was examined by electron transmission metallography after each of the treatments described in Table I. Isolated dislocations and a few tangles were observed but no evidence of subgrains was found after any of the treatments. No grain-size effect was evident on the density and distribution of dislocations. Stabilization of grain boundary structure is particularly important because, as will be discussed later, grain boundaries influence high-temperature creep behavior. Numerous mine fires have resulted in high death tolls and considerable finan¬cial loss during the history of coal mining. In most instances the death toll and financial loss were greater because of inadequate fire-fighting facilities. The information in this report is presented in the hope it may serves as a guide in the selection, placement, and care of fire-protection systems in similar coal mines. The adequacy of fire protection varies according to size of operation, employment, and production. When fires occur on the surface or underground, measures must be applied quickly to prevent incipient fires from spreading. The record of coal-mine fires shows that, in many instances, facilities for combating fires were very meager or were absent. It would be virtually impossible to establish and maintain all the necessary facili¬ties that may be needed to extinguish widespread mine fires, but it is believed that the coal industry can ill afford less than the minimum required by other industries where the time element and avenues of escape are much more favorable.

The conditions that govern the selection of a suitable type of detachable bit for the small, isolated mine, for rock work and tunnel contracting and for the large mine are quite dissimilar, therefore intelligent recommendation of a particular make of detachable bit must involve consideration of many factors. Small, isolated mines may find advantageous a detachable bit that a larger mine cannot afford to use, because of more efficient conventional steel sharpening and steel-distribution practice, but a small mine may not be able to adopt the practice of large mines because of necessary capital expenditures for equipment for detachable-bit sharpening and . shanking. The perfect detachable bit, suitable for all conditions, has not yet been developed. Conventional Drill Bit in Use That drilling speed increases as the bit gauge decreases is well known, but since small-hole drilling is the exception rather than the rule the rate of such increase is probably not so generally recognized. Tests carried out by Holman Brothers Limited1 with 7/8-in. steel show that when bit sizes are reduced from I½ in., I3/8 in., and I3/16 in-; to I3/8 in., I1/4 in.., and I1/8 in., respectively, the volume of the hole is I 5 per cent less and the drilling speed 49 per cent higher. Recent tests by the United States Bureau of Mines2,3 in hard, uniform basalt showed that a reduction in average gauge from 2.077 to I,826 in., a difference of o.25I in., gave an increased drilling speed of 65 per cent. The limits to which a drill hole may be extended depend upon the loss in gauge. Since the conventional bit with 5° and 14° clearances did not possess sufficient reaming edge to permit the smaller gauge changes that were required for small-hole drilling, experiments were made in bit construction with a view to correcting this deficiency. This resulted in the adoption of the full reaming cross bit (having full Carr charac1erist.i~~) by some mines4 In order to drill holes having a minimum taper from the collar to the bottom of the hole, full reaming center-hole cross bits with 90° cutting angles, 5° and 14° wing tapers, forged on 7/8-in. quarter-octagon drill rods, are used in the conventional drill-steel practice at Hollinger. In the steel shop close attention is given to the condition of the dies and dollies, which, combined with a rigid inspection of the finished bit, ensures as nearly a perfect bit as call be forged economically. "Nanocrystalline fluorine doped tin oxide (Sn02:F) thin films were produced by the spray pyrolysis technique (SP) on glass substrates at a substrate temperature T, = 450 ° C. The hydrated stannous chloride (SnClz.2H20) was used as a precursor and ammonium fluoride (NH4F) and hydrofluoric acid (HF) were used as the doping compounds. A comparison between the compositional, morphological and optical properties of the films obtained by using the two doping compounds was performed by using scanning electron microscope (SEM) observations, energy dispersive spectroscopy by X-rays (EDAX) and transmittance measurements. It is found that the films prepared by using HF have larger grain size, and higher fluorine content than the films prepared by using ~- In addition these films have higher transmittance and higher direct optical bandgap energy. These results are interesting for the use of Sn02:F as a forecontact in CdS/CdTe solar cells.IntroductionTin dioxide is an n-type, wide bandgap semiconductor (about 3.5 eV) and in the form of thin films, it is a transparent conducting material, characterized by high optical transmission (80- 90%) [l]. Sn02:F is the most widely used transparent-conducting oxide material. The transparent-conducting thin films of this oxide are used as electrodes in a variety of optoelectronic devices, as heat mirror coatings in 'smart windows' for buildings, in automobile and airplane windshields, in incandescent light bulbs, in flat-plate and concentrating solar collectors. Tin oxide and zinc oxide, in thin film configuration are technologically important materials because of their applications in photovoltaic cells [2].Among various dopants for Sn02, fluorine is often preferred, because fluorine doping results in films with high transparency and good conductivity [3]. By exploring the literatures, it was found that different sources of fluorine were used to produce Sn02:F thin fihns, among which are ammonium fluoride (NH4F) and hydrofluoric acid (HF) are the most used. Some researchers used~ [2, 4-7] and others used HF [3, 6-8] for doping Sn02 films. Gordillo et al.[7] used both of NH4F and HF and showed that the resistivity of thin films obtained by using HF was lower than that of similar films obtained by using NH4F by a factor of 2.2. PAPER FOR PRESENTATION The President: "This paper is entitled &apos;The Design, Erection and Operation of a Purlex Plant at Buffelsfontein Gold Mining Company Limited&apos;. It is presented to the Institute by Mr B. G. Meyburgh, a visitor to our Institute. He is a graduate of the University of the Orange Free State and is the Uranium Plant Superintendent at Buffelsfontein and he, therefore, is in a very strong position to describe this very excellent job which is being done as he has been associated with this plant from the inception." After the presentation of the paper the President said: "Gentlemen, the paper you&apos;ve heard from Mr Meyburgh is a very concise and interesting account of an important piece of work, and I think the title is so completely descriptive of the subject, which is admirably set out in the paper which you have heard. You probably haven&apos;t all had the opportunity of reading it, but you very soon will. I found it interesting to note that the results predicted were surpassed in the operation of the plant to date. The actual results obtained are significantly good, I think. Any process which, in this country, increases production and decreases costs, is to be welcomed, particularly when it is so necessary for South Africa almost to bend over backwards to utilise every avenue available in order to increase the scope of the production for overseas&apos; markets, of her metallurgical and mineral potential. In lighter vein-and there is no reason why we should always be so serious-I am glad to see that, in a scientific journal like this, such words as the American word &apos;crud&apos; which I have been picked out about so often, because my grandchildren use it, is now given an aura of respectability. Thank you very much, Mr Meyburgh, for an interesting paper. We have a long list of contributors, and I am not going to waste any more time. The Lincoln Terminal System is described as a device with the capability to deliver technical information, monitor student performance, and assure learning in industrial training. An experimental unit, the LTS-3S, was constructed and delivered to the Bureau of Mines with appropriate lesson material for a test of feasibility and acceptability of this form of training in the mining environment. Operations were conducted at two mine maintenance schools. The overall results were that (1) there was a substantial improvement between tests before and after self-training on the LTS, (2) students found this an acceptable way to learn, and (3) reaction by training personnel and supervisors was favorable toward the feasibility and advantages of using the LTS in the mining environment. Transfer of the LTS to industry depends on availability of reliable units and adequate lesson material. The requirements for authors of training materials were established based on advice from mine training experts, formal analysis of lesson development procedures, and experience from efforts in lesson development at Lincoln Laboratory-It was concluded that experienced mine training instructors were best qualified to proceed effectively and economically to format instructional material for the LTS, if supported by well-designed facilities and services. Discussion with mining experts confirmed the desirability of generating training materials and delivering instruction at distributed locations to meet local training needs and in direct support of industrial operations.

Phosphate deposits are distributed widely over the earth&apos;s surface. Of the known areas of deposit, eight fields are of particular interest because of their vast reserves of high grade phosphatic material and the volume of their production that goes to the world&apos;s great consuming areas. These fields, in the order of their present economic importance, are situated respectively in Florida, French Morocco, Kola Peninsula of U.S.S.R., Tunisia and Algeria, Tennessee, Montana-Idaho-Wyoming-Utah, Ocean and Naru Islands in the Gilbert group, and in Egypt. The Rocky Mountain deposits have a comparatively low ranking in the phosphate trade of today, but this field contains one of the largest known reserves of phosphatic material, associated with which are recoverable trace minerals, which are of increasing importance in our national economy. The first discoveries of phosphate rock in the western states were recorded in Cache1 and Rich2 counties in Utah, respectively in 1889 and 1897. Mining operations were begun on these deposits near Montpelier, Idaho, in 1906. During the latter year geological studies of the phosphate beds were started by Weeks and Ferrier of the U. S. Geological Survey. These studies have been continued to the present day by a distinguished roster of the Survey&apos;s technicians. As a result of this systematic exploratory program, the Survey has published a series of bulletins, papers, and maps, which provide the mining public with a comprehensive study of the exposed
