The legacy issues from mining can, and have often, extended well beyond the closure of operations. However, conventional cost-benefit analysis provides little incentive to implement initiatives at the project development stages of a new mining project as the costs that will be incurred towards the end of the mine life, 20 years or longer, appear minor in net present value (NPV) terms. This analysis can be misleading as the true costs of managing post-mining land can continue for many years, or decades, after mining ceases and any resulting unfavourable legacy issues can delay or prevent government permits or licences to develop new resources. Proper upfront planning is critical for implementing successful rehabilitation and closure strategies. The investment in this planning needs to be done in a structured and rigorous manner taking into consideration the long-term and broad benefits of sustainable land uses after mine closure. The advantages of such an approach could include the streamlining of regulatory approvals by early advice to the regulator of identified issues and responses to those issues, and clear evidence that a strong social licence to operate ethic with local, regional and national benefits is included in the decision-making process. This paper investigates the potential closure options for two case studies at the early stages of project development - concept and prefeasibility. By using a sustainability framework that can identify opportunities and risks, prospective initiatives that deliver enhanced environmental, community and social benefits will be compared with compliance-orientated approaches. This comparison is made across the Five Capitals Sustainability Model - natural, human, social, manufactured and financial. The results of this analysis demonstrate that upfront planning during project development and due care and effort during the life of the working mine will reduce the risks of long-term detrimental legacy issues. The segregation process has been known for many years and applied industrially for the treatment of various refractory copper ores. The principles of the process are briefly reviewed; the process was tested in the laboratory on two copper-cobalt oxide ores from Gecamines, Shaba Province, Zaire. Various parameters of the process, such as segregation temperature, dosage of reducing and chloridizing agents and flotation conditions were inyestigated. Experimental results have shown that the segregation of copper could proceed satisfactorily at low temperature (1000° K) but that of cobalt required higher temperature and higher additions of reducing and chloridizing agents.

"When blasting is required in critical areas and anticipated shot movement and quick cleanup areessential to the success of the project it is extremely important to use the best technology available to achieve the goals expected by the customer. Wampum Hardware was given such a challenge in 2014-2015 when the PA Turnpike and New Enterprise Stone and Lime hired the company to do presplit blasting along the PA Turnpike. The face height averaged 45 feet (13.72m) and the shots had to be controlled to stop within 60-75 feet (18.29-22.86m) of the face or in this situation before they entered the travel lanes on the PA turnpike. In many if not most blasting environments, it is essential in controlling the movement of a blast, to make certain that the face holes are drilled at exactly the right place, with the proper amount and type of burden in front of and to the sides of the borehole. Profiling is an important first step to insure that the holes are drilled at exactly the right place and showing us the correct amount of burden in front of each and every drill hole."

Rosebery Mine is situated on the west coast of Tasmania and is AustraliaÆs largest volcanic-hosted base and precious metals deposit (zinc, lead, copper, gold and silver). The milling operation has been producing zinc, lead and copper concentrates continuously for over 100 years. RoseberyÆs long life demonstrates the operation to be high grade, and high margin, capable of operating through several commodity price cycles. Paradoxically, throughout this long history the ælife-of-mineÆ as defined by proven and probable reserves has been short. Zinifex has demonstrated its commitment to discover the future of Rosebery with the growth project æProject HorizonsÆ. The aim of the project is to extend the life of mine beyond 2020, with an additional exploration expenditure of $19 million over three years. Despite the maturity of the deposit, early success has confirmed the potential with the discovery of new resources. Mine planning strategic studies are challenging established paradigms of mine production, throughput rates and metal cut-off grades. Discovering the optimal process rate for Rosebery, by examining the æHill of ValueÆ and underground mine optimisation is proving critical to the best exploitation of RoseberyÆs rich resources. The promise of finding a mine within a mine is being realised, with new lenses being delivered by exploration success and real grade/tonnage options optimised through dynamic mine planning. The future of Rosebery is co-dependent on these two areas of discovery. This ensures capital expenditure decisions are informed, to secure the next 20 years of wealth creation and beyond.

A pollution control equipment exemption which reduces the fair and equitable taxable value of a mine property is allowed under Nevada Revised Statute (NRS) 361.077 and must be filed in accordance with the filing requirements of NRS 361.155. USMX Nevada Operations annually saves a substantial amount of State property tax dollars by taking advantage of this tax exemption. The State documents received by USMX and the documents filed by USMX are reviewed in this paper. The application filed by USMX exhibits the format and detail used to obtain this tax exemption and the extent to which environmental control equipment may be claimed.

It has been shown for an important class of complex transition intermetallic compounds (a, P, R, 6, and p phases) characterized by "normal" coordination [CN12 (icosahedral), CN14, CN15, CN16/ that interatomic distances nay be calculated to a good approximation as the sum of characteristic atomic radii. Two radii, one for major ligands and one for minor ligmds, are specified for each atom, except in the case of CN12 where only a miaaor-ligand radius is specified. The same appears to be true of transition-metal phases of simpler struc-ture: Laves phases (CN12, CN16), and p-tungsten phases (CN12, CN14). In the case of known examples of the more complex phases, a simple rule is given which specifies these radii. However, only a fraction of the known examples of the simpler phases obey this rule closely. To include the latter phases the rule may be modified by considering the radii as linear functions of the weighted average of the Pauling CN12 radii of the two kinds of atonzs, with the radii weighted according to the over-all chemical composition of the alloy. With very few exceptions interatomic distances for both tlze complex and the simpler transition phases can b$ predicted with this modified rule to within 0.06A. ManY intermetallic compounds are known of composition A,By, in which A is a transition element to the left of the manganese column in the periodic table and B is a transition element in or to the right of it. Frequently the coordination numbers (CN) found in these compounds are CN12 (icosahedral), CN14, CN15, and CN16 (called "normal" coordinations by Frank and Kasperl). Well-known examples are the cubic and hexagonal Laves phases which have CN12 and CN16, and the 0-tungsten (CrsO) phases which have CN12 and CN14. In the more complicated (often ternary) phases, such as the a phase,2 the Beck phases p3 and R~, the 6 phase,5 and the p p atoms occur with CN12, CN14, CN15, and (except for a) CN16; in many cases several crystallographically independent atoms of one particular CN occur in the asymmetric unit. A large number of independent interatomic distances are found in these complicated phases, varying from 20 in the a phase to 94 in the 6 phase. These distances show a large spread; they vary, for example, from 2.358 to 3.278A in the 6 phase. In our analysis of these distances we found that in each of these compounds every atomic position can be characterized by either one or two radii. The CN12 positions are characterized by a single radius, The higher coordinated positions are characterized by two radii, namely: the CN14 positions by 4 in the direction of the twelve "5-coordinated" ligands3 (called 'minor" by Frank and Kasperl) and by r:, in the direction of the two "6-coordi-nated" ligands (called "major" by Frank and Kasper); the CN15 positions by r15 for the twelve minor and r:, for the three major ligands; the CN16 positions by rlE for the twelve minor and r:, for the four major ligands. We have expressed the experimentally determined interatomic distances in observational equations as the sums of the appropriate pairs of these characteristic radii and the value of these radii have been determined by the method of least Squares. Despite their wide range, the interatomic distances could then be predicted by the sums of these atomic radii with an average deviation in any one compound of 0.06A or less. The results are summarized in Table I. Inspection of the radii thus obtained shows that in the structures in Table I the radii (in A) are given to a first approximation by the simple relationship: Where CN is the coordination number (12, 14, 15, or 16), and A = 1 for major ligands and = 0 for minor ligands. The interaLomic distances can be predicted within about 0.1A by sums of these atomic radii. Another phase belonging in this group with CN12, 14, 15, and 16 is the y phase & B7, in which A is molybdenum or tungsten and B is iron or cobalt. Recently the M%C phase has been refinedE and the observed distances also agree well with those calculated with Eq. [I]. (In the original determination of the structure of W6FeV7 the F$(II)-W(II1) distance was erroneously given as 2.84A, but we have recalculated it fro? the published parameters and found it to b? 2.57i4, in good agreement with the value of 2.6A predicted with Eq. The Bureau of Mines investigated the availability of the land in south-central Alaska for exploration and mineral development of locatable minerals under State or Federal laws. The land ownership for an area of nearly 72.5 million acres in south-central Alaska was divided into 3 availability categories and 15 subcategories. In July 1985, 31.0 million acres of the study area were available for mineral exploration and development, 6.2 million acres were available with restrictions, and 35.3 million acres were unavailable. About 23.6 million acres in the study area are underlain by mineral terranes. About 9.9 million of the 23.6 million acres are available for mineral entry, 2.4 million acres are available with restrictions, and 11.3 million acres are unavailable. While much of the land currently classified as unavailable will be reclassified once it is conveyed to the State or to Native corporations, about 22% of the unavailable lands underlain by mineral terranes are now Federal parks, preserves, wildlife refuges, wild and scenic rivers, and military lands, all of which are considered permanently unavailable for mineral exploration and development.

An impact wear testing machine was devised by the Bureau of Mines that simulates the repeated impact conditions encountered in large milling and grinding operations where breakage and spalling are problems. The apparatus provides data on materials that may help in the design of alloys with improved resistance to deformation, spalling, and breakage. The test blocks are 2 in thick by 6 in by 8 in. Impacts are produced by dropping 3-in-diam balls weighing 4 lb from a height of 10 ft. Tests were run until breakage occurred or to a total of 100,000 impacts. Four types of failures of the test block were observed: (1) cold flow of the bulk material by plastic deformation, (2) flaking of the surface in the impact region, (3) spalling of the block to form a crater in the region of impact, and (4) breakage of the test block into two or more major pieces. The effects of composition, heat treatment, microstructure, and hardness on types of failure are discussed.

Production sharing and cost apportionment in joint ventures is commonplace in Australasia today and elsewhere. It is a recognised convention that, with the exception of a free carry situation, joint venture participants usually share the proceeds of the joint venture in direct proportion to their respective participating interest, after having first paid its respective cash calls, in advance, to cover the projectÆs ongoing operating and capital cost requirements.In surface mines, the parties simply pay their way and take their proceeds in this manner. In underground mines, the situation is no different, though treatment of capital, depreciation and tax may differ between the parties. A common feature in many cases is the creation of a joint venture entity to conduct the business. This entity then collects cash from the parties, banks it, employs the staff, runs the operation, provides reports and pays out the proceeds. This convention appears to be relatively simple in application. In practice, it has been known to be complicated in the situation where the participants take their product at the mine gate and undertake their own marketing and selling arrangements. A more complex situation presents itself where the joint venture tenement boundary with an unrelated third party straddles an economic deposit. In this scenario, both the joint venture parties and the third party may wish to mine the deposit, sharing some infrastructure and costs, yet taking their own product as it is produced. A case study outlining such a situation is presented in the paper, outlining firstly how the major cost categories were identified and treated for cost apportionment purposes. Secondly, a mechanism for the equitable apportionment of product is suggested. Finally, issues such as timing and cost reporting are dealt with, together with a checklist of points which should be considered when a similar situation might arise in the future.

Recent decades have seen significant advancements in analytical and experimental techniques, thermodynamic theory, and computational capabilities in high temperature research which are particularly timely to address the challenges of increasingly complex and variable feedstocks in both primary and secondary pyrometallurgical processes, the need to optimise and improve them. Currently a research program is in progress on the development of the 20-component multi-phase thermodynamic database for pyrometallurgical smelting, refining and recycling systems describing thermodynamics and phase equilibria of molten slag, matte, speiss, salts, alloys and associated solids. The integrated experimental and modelling program has been supported for nearly two decades by several consortia of 14 major international companies with over 30 operations around the world, integrates many components, incorporates many in-house developments, and brings together many different groups of professionals of different levels from junior and mid-career to senior from both industry and university sectors. The aims of the paper are:  to outline the many components and issues of the overall program including analytical, experimental and thermodynamic modelling research as well as implementation of the results in industrial practice, professional education, planning and organisation issues.  to highlight the opportunities, challenges, and possible solutions.  to present these to all different groups of professionals involved in the current program.  and thus, importantly, to facilitate possible future further developments and collaborations in the field of phase equilibria and thermodynamics of complex high-temperature systems.

"Human accidents are caused by production accidents, generally ones (such as derailment of cars, falling rock, etc.) that have occurred numerous times before an employee was actually involved. Prevention of human accidents is, one of the essentials in cutting operation costs, and advocates of safety are studying economics to assist them in their work of preventing accidents.Workman's compensation insurance or compensation for human accidents is a true operating cost, and is the only purely tangible measure available which gives a measurement of the cost of accidents even though, as will be pointed out later, it represents but a portion of the total cost of human accidents.In using premiums paid for compensation insurance as a measure of the cost of accidents, it must be kept in mind that most insurance laws, as pointed out in a former paper (Serial 2590 of the Bureau of Mines) provide a waiting period before compensation for the lost-time wages starts, with the compensation limited to definite percentages of the wages. The waiting period and limited compensation combined tend to limit the amount paid to an injured workman who, if he receives 1/3 of the lost-time wage, will probably have been reimbursed as high as the average injured workman.The total or complete economic cost of human accidents, must include, in addition to compensation paid for lost time, and the portion of the lost-time wage suffered by the workman for which he is not compensated, the additional cost to the company through-(a) temporary decreased production by the breaking down of the morale, etc., (b) the breaking in of a new employee which is admittedly expensive,(c) the increased liability of human and production accidents caused to or by the new employee.Another charge against accidents, which is not included in the compensation payment, is the economic loss through the killing of as workman who has no dependents. Few of the States' laws require any compensation except burial expenses to be paid for fatalities to persons having no dependents. It is estimated by the United States Bureau of Labor Statistics that the economic loss through a fatality is 6000 shifts. If each fatality was compensated for this amount of time and at half-time wages, using an average wage of $5.00 per shift, the compensation for fatality based on the economic loss would be $15,000. but the average actual compensation paid for each fatality is about $3,000."

The performance of a gas reservoir su,bject to water drive is often affected by interference due to gas procluction or injection in neighboring reservoirs adjacent to a common aquifer. Field data available on production-pressure behavior of several reservoirs indicate that prediction of reservoir performence must include the effects due to mutual interference. A method developed to predict the performance of two or more interfering gas reservoirs, subject to specified production-iniection .rchedule.s, is presented. The method involves the comhinatiorz of the theory of unsteady-state water movernent with appropriate meterial balance consideration.s. The procedure which extends M. Mortada's treatment for interfering oil reservoirs makes use of his dimen-.sionless pressure drop quantities. prevented graphically in the literature. In order to evaluale the predictive accuracy and practical field applicability of the theory, the method has been applied to analyze the performance of two actual gas reservoirs in mutual interference. The calculations were performed on an IBA4 704 computer. The predicted performances were alro calcltlated with the interference effects ignored. The results show that considerably better agreement between calculated and observed behavior ic. obtained when the interference effects are included. INTRODUCTION Fluid communication between any number of oil or gas reservoirs adjacent to a common aquifer results in mutual interference effects on their production-pressure behavior. The theory, application and interpretation of pressure build-up behavior of oil wells, drawdown tests on oil or gas-producing formations and behavior of several storage reservoirs indicate ample experimental evidence of mutual interference. A method developed to compute the behavior of interfering oil reservoirs was published several years ago by Mortada.4 Studies conducted during the recent years on underground storage of natural gas clearly indicated the need for extending Mortada's work to the case of interfering gas reservoirs. The adoption of appropriate material balance equations in conjunction with the unsteady-state pressure interference theory yields pressure-explicit equations. Their solution, their application to a specific case history and an over-all evaluation of the developed method through the comparison of predicted and observed field performances were the main objectives of this study. The Accident Analysis (ADA) computer program was developed at the Spokane Research Center (SRC) to provide a rapid broad-based analysis of mining accidents. Because the Bureau of Mines often needs this type of information for the development of viable research programs the ADA program was written to access and analyze accident data available frog the Labor Department's Mine Safety and Health Administration (MSHA). This report describes the ADA program, the data it uses, and the potential value it has for planning mining research.

The iron tracer diffusion coefficient of umstite has been measured at 110(fC across the phase field and at a single composition at 800°C. Assuming a simple cation vacancy model the tracer diffusion coefficient was found to be a linear function of the cation vacancy concentration at 1100°C. The equation is D = 3 x 20 29 where denotes the concentration of vacancies in numbers per cc. The tracer work at 800°C was carried out to investigate the reported "pinning" of tracer to the wustite surface at low temperatures. No evidence for the "pinning" of the tracer was found at 800°C in COz-CO gas mixtures. HIMMEL, Mehl, and Birchenall,&apos; Carter and Richardson,2 and Desmarescaux and La combe3 have measured the diffusion of iron tracer in wustite at several temperatures and compositions. The present work was undertaken to extend the measurements over a large composition range at 1100°C and to resolve certain apparent discrepancies in the data, expecially at lower temperatures. EXPERIMENTAL Wustite was prepared by oxidizing rectangular iron plates* in C02-CO mixtures. The samples were •The iron was supplied by the Battelle Memorial Institute courtesy of the American Iron and Steel Institute. The analysis is presented in Table I. quenched. Due to the inward flow of cation vacancies during oxidation, the center of the sample contained a thin void. The edges of the wustite slab were sanded until the sample could be split into two parts. Each part was then sanded on the front and back flat area until a smooth surface was obtained. The specimens were then replaced in the furnace and equilibrated at llOO°C in a predetermined COa-CO mixture by methods described elsewhere.4"6 The specimens were again quenched and the surfaces were lightly sanded to remove any roughness following the first equilibration. The specimens were then reequi lib rated in the same C02-CO mixture for thirty minutes in order to relieve any mechanical damage on the surface due to the polishing. The specimens were then quenched and the tracer was applied by an electroplating technique. The work of Carter and ~ichardson&apos; demonstrated that there was no systematic difference in the iron tracer diffusion coefficient in wustite if the tracer was plated, dried, or evaporated on the specimen. In the present study a piece of filter paper was saturated with an iron chloride solution of pH <* 3 that contained the tracer FeS5. The wustite was placed on the filter paper and made the cathode. A current density of 0.4 to 0.6 ma per sq cm was passed for about five to ten minutes. The thickness of the tracer layer was estimated to be about 7 x lom6 cm. This estimate was made by considering the area plated, the current flow, and time for plating and the activity of the iron in the plating solution. Different areas of the specimen were counted using a collimator to determine the uniformity of the tracer. Any specimen which exhibited a variation from the initial count rate (about 1500 cpm) by more than 15 pct was rejected. An estimate of the time necessary to convert the thin layer of iron tracer to wustite was made using the data of Pettit and wagner." he estimated time was 1 sec at 1100°C assuming linear oxidation kinetics. The shortest diffusion anneals were 1800 sec. The samples were suspended in the hot zone of a furnace by two platinum wires. Two separate specimens were run at the same time. Only the edges of each sample were in contact with the wires. The C02-CO gas of the same composition as that used in the pre-diffusion anneals flowed freely around the samples at a linear velocity of 0.9 cm per sec. To initiate a run, the specimens were lowered from the cold zone of a furnace to the hot zone by a magnetic lowering device." bout 60 sec were required for lowering. To terminate a run, the sample was withdrawn from the hot zone to the cold zone. Time zero for the beginning of the experiment was taken when the sample blended into the red glow of the furnace and conversely for the end of the experiment. The surface decrease method of measuring the tracer diffusion coefficient was used to collect the data. This method requires that counting geometry be reproducible because the specimen is counted before the diffusion anneal and after the anneal. A special jig was constructed for each specimen so the specimen could be removed from the jig and returned to the jig such that the well geometry was reproducible.
