This is a question that will be asked many times and by many individuals during the various evaluation stages of any new project. However, the question itself will often have different connotations to the different groups invariably involved in such an exercise. As examples, consider just three of the several different groups involved in the development of a new mining project - Financiers, Consulting Engineers and the Sponsors of the project (potential borrowers). To the Financiers, a 'bankable project' will be one against which they will be prepared to lend funds (but not necessarily all of the funds requested by the Sponsors). This usually means that in the first instance the technical information presented to the bank has satisfactorily covered all of the requisite areas to the levels of accuracy required. More importantly, the financial evaluation of the projected economic performance of the mine, as a whole, is considered sound and a set of arrangements under which the bank is prepared to advance loan funds have been structured which fully satisfy the bank's credit criteria. To Consulting Engineers preparing a feasibility study (or a part thereof), on behalf of the project Sponsors, the term 'bankable' invariably only refers to the technical completeness and the level of detail contained in the report which they are preparing. Their scope of work will not necessarily have been broad enough to fully satisfy a bank's requirements. It is unusual to see any specific references to overall project viability or profitability in Consulting Engineers' feasibility reports, other than those which are automatically associated with the use of the term 'ore'.

In the past 30 years, the research arena has changed significantly in all fields, mining included. The relative representation of the topics of research, how the research is performed, and who has performed the research have all changed significantly over these decades. Although there are a lot of subjective ideas concerning these changes, and there is a fair amount of anecdotal "analysis," there has been no actual study of these trends to verify the facts. The period studied is divided into six five-year periods for the purposes of comparison. Some of the trends analyzed are as follows: ? Co-authorship ? Research areas ? Research sponsors ? Anthony I?. Lucas died suddenly at his home in Washington, D. C., on Sept. 2, 1921. Captain Lucas, as he was known to us, was born in Dalmatia, Austria, in 1855, of Montenegrin ancestry. He was graduated as an engineer at the Polytechnic of Grate and served in the Austrian Navy as second lieutenant. In 1879, he obtained leave of absence and visited an uncle in the United States. After an extension of this leave of absence, in order to undertake an engineering engagement in the lumber district of Michigan, where he resided, he decided to become an American citizen. He was naturalized in May, 1885. His name was Luchich, but as his uncle had adopted the name of Lucas, which was more easily pronounced by Americans, from his entrance to this country, he used this Anglo-Saxon form. Without knowing this fact, upon first meeting him a person was sometimes surprised to note the rather Germanic pronunciation of the Captain. Although he subsequently revisited Austria with Mrs. Lucas, he made his permanent home at Washington, D. C. His son served with distinction in the A. E. F. during the World War. His activities in this country as a mining engineer were at first in Colorado and later in salt mining at Petit Anse and Belle Isle, La. During his salt investigations, his attention was directed toward the possibility of oil in the Gulf Coast region and in January, 1901, his well, the "Lucas Gusher," on Spindle Top, Tex., started a new era in the oil business and his reputation as discoverer made him famous throughout the world. Captain Lucas became a member of the A. I. M. E. in 1895. During 1914, 1915, 1918, and 1919, he was chairman of the Petroleum and Gas Committee of the Institute and was at all times prominent in Institute affairs. As to the personality of Captain Lucas, the lasting impression is of a courteous hospitable gentleman, genial, affable, obliging, and helpful with his advice br assistance to any colleague. He was sincere, honest, firm against all obstacles, backing his judgment with his own hard work along any course which he had determined to be correct. His value in the engineering world lies mainly in the petroleum industry. In the oil business all wild-catters are pioneers that deserve credit and gratitude upon their success. There are, however, names that particularly stand out in our history. Drake conquered such obstacles as ridicule, lack of finances, and started the oil business. In 1901, Captain Lucas had the conviction that Spindle Top, a dome rising about 12 ft. above the coastal prairie south of Beaumont, Tex., contained commercial oil. Although mining, particularly of gold and coal, played a significant role in the development of New Zealand, from the time of the spectacular gold rushes of the 1860s its economic importance to the country as a whole has decreased substantially since that time. Gold, coal and non-metallic agricultural and industrial minerals have been found in economically significant quantities, however, the search for base metals has not been successful.

Abstract -A well-defined approach is essential to ensure the long-term success of a regional exploration program. Teck's approach in eastern Canada is designed to fulfill corporate objectives while recognizing certain unique parameters for exploration in the area. The elements of this approach include clearly defined objectives, technical considerations and personnel policies, all of which are equally important. The goal is a significant discovery before the mid-1990s and the company is confident that this target will be achieved.

"The paper begins with a brief account of the naturarly occurring resources of gypsum and anhydrite and a discussion of their relative value and utility as sources of sulphur. The fundamental chemistry of recovering sul-phur values from calcium sulphate is discussed. (a) Thermal decomposition -discussed as impracticable; (b) Reduction to calcium sulphide; (i) Total Reduction-The chemistry is outlined and the Dorr-Oliver and Bureau of Mines processes mentioned. The Elcor process is mentioned and certain deductions made from available information.(ii) Partial Reduction-This is stated as the basis of the only proven process, namely ""The Cement -Sulphuric Acid Process."" The possibility of recovering lime is mentioned as an aside, but dismissed for lack of commercial application. The history of the cement -sulphuric acid process is covered briefly and a list of plants in commercial operation included. A brief elementary account of the basic chemistry of cement production is followed by a discussion on raw materials and fuels. A short account of the flow scheme of a typical plant, with notes on the operating peculiarities, precedes an account of product quality. The latest developments which enable by-product gypsum to be used as a raw material are discussed, with an indication of how the flow scheme is modified. A statement of feasible plant capacities is followed by requirements of raw materials, services, labour, etc., and finally some indication is given of capital costs."

SOMETIMES the American Institute of Mining and Metallurgical Engineers appears to be a strictly technical society, and if so my paper should deal with the technical operations of finding and producing gold. But I have not been engaged in practical gold mining since 1910. What I have been doing mainly for the last 25 years is to try to figure out what the income of a mine-gold, or any other-would be worth to an investor. So I have been in contact with gold mining, in one way or another, for some 42 years. I say that with a purpose. In that time the industry has been through one of its cycles. The value of gold mines is very dif¬ferent at different points in one of these cycles. For this reason the cycle of gold mining is a highly practical study. The cycle of gold is a more or less rhythmical change in its value or purchasing power measured in the grand average of other commodities, which is the same thing as its price. Taking the price of gold in 1897 as a stand¬ard, a dollar at that time declined to 55c. in 1913, to 26.8c. in 1920, and since then it has risen to 47.4c. in 1930 and to about 64c. in 1932. It is worth about 21/ times as much now as it was in 1920, but less than two¬thirds as much as in 1897. When this change is applied to the value of a gold mine still greater differences are evident. The cost of producing gold is of course measured in labor and other commodities, and as that cost goes down the margin of profit measured in the gold itself increases. Thus a mine which might make only 10 per cent profit in 1920 on its gross output may easily make 25 per cent now. The stockholder gets 2 ½ times more gold that is worth 2 1/2 times as much in purchasing power, therefore the real value of his holding has risen by the one factor multiplied by the other, giving him 61/4 times as much goods or services as he had in 1920.

The properties of interfacial water at hydrophilic surfaces are of great importance in many technological areas including flotation, solid-liquid separation, dispersion and emulsions, flocculation, adsorption, corrosion, and soil contamination. This paper examines the use of FTIR/internal reflection spectroscopy (FTIR/IRS) to study the spectral characteristics of interfacial water at silica surfaces. FTIR spectra were characterized by consideration of the OH stretching region (3000-3800 cm-1) associated with the vibrational spectra of interfacial water. The broad peak in this region was deconvoluted in order to isolate overlapping spectral features that describe the nature of hydrogen bonding in interfacial water. Three distinct bands were found; -3600 cm-1 (free OH), -3400 cm-1 (incomplete tetrahedral coordination), and -3240 cm-1 (complete tetrahedral coordination) and the variation of their intensities with pH was found to be significant. This spectral information helps to explain orientation and bond ordering of interfacial water molecules at hydrophilic surfaces.

"The mining industry tends to focus on very large numbers, whether it’s talking in terms of size of deposits, tons of material mined, the equipment used or the dollars spent. The numbers associated with mining projects are often in the hundreds of millions, but sometimes it’s the little things that can have the biggest impact.Take, for example, the Rosemont Copper Project in Arizona. Owned by HudBay Minerals, the Rosemont Copper project, when in production, is expected to be one of the largest copper mines in the United States, accounting for about 10 percent of total copper production with annual production expected to be 110 Mt/a (243 million lbs/year). However, the project is currently mired in a years-long permitting process. At the 2017 SME Arizona Conference in Tucson, AZ, Kathy Arnold, director of environmental and regulatory affairs for Hudbay Minerals, spoke about the project and the efforts to get it into production.She opened her presentation with the unfortunate news that her 2017 presentation would not be that much different than the 2016, 2015 or 2014 presentations she gave to the same conference. That’s because, as of Dec. 4, 2017, the project had been in the permitting process for 3,797 days, more than 10 years. The process began when Rosemont submitted its initial mine plan in 2006 and a revised one in 2017. The official start to Rosemont Copper’s National Environmental Policy Act (NEPA) started in 2008.In June 2017, the project received its Final Record of Decision from the U.S. Forest Service, moving it a step closer to production. Yet it still faces stiff opposition from opponents while it works to secure the Clean Water Act Permit from the U.S. Army Corps of Engineers and to complete its final mine plan of operations.In her presentation, Arnold said the long process taught her many lessons, including approaching things with a different mindset. More than 130 pages worth of public comments have been collected over the years. The concerns expressed range from lighting issues to pavement to preserving land for a jaguar that was spotted on the property and named El Jefe.“A lot of things that people worry about seem to be small things, but we had to have a different mindset and be open-minded to the concerns,” Arnold said. “That is the commitment we made.”"

PETROLEUM technology was the sole subject of discussion at the meeting of the Petroleum Division at the Baker Hotel, Dallas, Texas, Oct. 6-7, except for the brief talks by President Becket and Secretary Parsons at the dinner on Friday evening. Even on this occasion, following the scheduled official features, it was in order to talk "shop." W. E. Wrather and E. A. Stephenson, respectively Chairman and Secretary of the Division, had planned for a meeting of this nature and by preference, apparently, the 122 who registered fell in with the scheme wholeheartedly. Not because the competent local committee had not provided for it, but by choice, the members just did not sign up for entertainment or field trips, but did attend largely the three technical sessions and engage in earnest discussion of the approximately dozen excellent papers. In this connection, and without question, the high lights of the meeting were the papers by Morris Muskat and R. D. Wyckoff, and Prof. W. K. Lewis. The former, entitled, "A Theoretical Analysis of Waterflooding Networks," had been entirely demathematized by the authors for presentation at this and the Los Angeles meetings; the author of the latter, which was on the "Physical-chemical Relationships of Hydrocarbon Gas-liquid Mixtures at High Pres¬sures," had airplaned to Dallas in the company of Dr. H. D. Wilde from Chicago in order to present his paper at the final session on Saturday morning.

THREE case histories from professions other than engineering will serve to introduce ideas basic to this discussion. Case (1) Date, about 1900. A young man, B. D. from a three-year graduate course in a prominent divinity school, was for two years a successful pastor of a small church; then friction over theological matters arose with a fundamentalist deacon of the "Bible belt" type. He resigned, returned to his university for a four-year medical course, interned for two more, and thereafter was successful and apparently happy as a physician. We may assume that he was converted in early adolescence and vowed himself to service as a minister. Acceptance of his announced career by parents, friends, and teachers plus his own determination confirmed his choice until illiberal criticism threatened his usefulness and he awoke to the fact that his inner needs were not along the direction in which inertia and his conscience had constrained him.

The Collie River catchment, located approximately 200 km south of Perth, covers an area of around 2830 km2 and is the source of run-off to the Wellington Dam, an important irrigation water resource for the Collie Irrigation District. The salinity of the Wellington Dam has increased due to historical clearing and irrigators currently use water with salinity levels approximately twice that of the Murray River in South Australia (Water and Rivers Commission, 2001). The Collie River Salinity Situation Statement (2001), released by the Water and Rivers Commission (now the Department of Water), identified realistic actions that could achieve the salinity reduction target. Subsequent benefit-cost analyses and prefeasibility studies recommended the diversion of the most saline flows in the Collie River away from the dam as an immediate intervention (URS, 2003). The East Branch of the Collie River above the locality of Buckingham (20 km east of Collie) contributes around half of the salt that flows into the Wellington Dam and the diversion and storage of the saltiest flows from the East Branch at Buckingham was identified as a viable option for reducing salinity in Wellington Dam. The proposal had one problem û the water could not be disposed of as quickly as it was diverted. However, in the vicinity of the diversion site were a number of coal mine voids and after preliminary discussions, the Government/Griffin Coal alliance was formed and from this the opportunities have continued. Diverted water would be stored temporarily in an adjacent mine void (Chicken Creek 4 void) and then disposed of to the sea. The disposal options included Western Power CorporationÆs saline discharge pipeline from Collie Power Station, or a new pipeline. The diverted water was also identified as a potential raw source for treatment and use in industry. This has opened up opportunities including desalination, water efficiencies in the power stations, increased reliability of water supply for the power stations, water for new industries, wastewater disposal options and extra water for PerthÆs water supply. In the process of solving the water storage problems the project introduced a range of mine water quality problems û heavy metals and pH û and the Department of Water (DoW) is now working with the mining industry and the Centre for Sustainable Mine Lakes (CSML) to develop treatment and management technologies. The project has received support and funding through the National Action Plan for Salinity and Water Quality (NAP) and it has been possible to accelerate and enhance this project as a result of NAP. The DoW has developed the proposal to an advanced stage and gained approvals for the capital diversion program to go ahead. The partnerships have expanded to include the second mining company, Premier Coal, the Water Corporation, Western Power and the Harvey Irrigation Cooperative. The proposal could feasibly result in a $90 million integrated water management initiative for Collie using the latest technology, mining operations and providing water for value adding industries in the local area. The DoW is not a mining company; however, our experience in managing water in times of shortage, environmental water quality criteria, competition for water and managing community expectations will have the same success factors:consultation and knowing your community and stakeholders, sharing issues and working in partnership can provide results far greater than the initial issue, even brackish water has value, every sector is in competition with each other and has to have a share of the water, an integrated approach can provide opportunities for development in areas of water shortage, and never think of water as wastewater.

As reported in a previous publication,' isothermal grain growth in high purity aluminum and in an aluminum alloy with 2 pct magnesium can be adequately described by means of the empirical relation: Here, D is the average gain size after an annealing period 1. The annealing period includes the time for complete recrystal-lization R, and the time for gain growth 1,. D, is the pain size as recrystallized, n is a parameter depending on the temperature and on the material. The effect of 2 pet magnesium in solid solution was to decrease D, and to increase R, A and n at a given temperature. The present work was undertaken in order to investigate the above listed-effects of magnesium in solid solution, as functions of the magnesium content. The work also includes the study of certain anomalous effects observed in the recrystal-lization and grain growth of the 2 pct magnesium alloy at 350°C. Experimental Procedure The method of producing the ingots used in this work was described in detail1 and need not be reproduced here. The materials used were high purity aluminum, furnished by the Aluminum Co. of America, of lot analysis shown in Table r and magnesium from a high purity distilled stock of magnesium crystals. "The concentration of uranium in orebodies discovered in the Athabasca Basin of northern Saskatchewan over the last 20 years has increased by a factor of 100. These high grade uranium orebodies are associated with high concentrations of radionuclides, complex mineralogy and an elemental makeup that includes base metals, arsenic, and molybdenum. Exploiting these high grade ores has required metallurgical advances in milling, tailings disposal and effluent treatment as well as changes in the design of uranium mills.This paper describes the most significant advances, including advances in dealing with the environmental issues which have become more prevalent in recent years. The milling processes of the Cluff Lake Mill, Key Lake Mill, Rabbit Lake Mill, and McClean Lake Mill are compared to illustrate both similarities and differences necessary for milling different orebodies.BackgroundUranium mining in Saskatchewan started in 1953 when the Beaverlodge Mine, owned by Eldorado Nuclear Limited (Eldorado), came into operation at Uranium City. Development in the Athabasca basin started in 1975 when the Rabbit Lake mine came into operation. This was followed by the start-up of the Cluff Lake mine in 1980 and the Key Lake mine in 1983. The McClean Lake mine is forecast to start up in the near future. The McArthur River mine recently received construction approval and the Cigar Lake Project and the Midwest Project are currently in the environmental approval process.The Beaverlodge operation ceased production in June 1982 after nearly 30 years of operation. The Rabbit Lake mill processed Rabbit Lake ore from 1975 until 1985, Collins Bay R-Zone ore from 1985 until 1993, and is currently processing ore from the Eagle Point mine (Bharadwaj, Jarvi and Lam, 1996). The Cluff Lake mill processed ore from the D- Orebody from 1980 until 1984. Since then the Claude orebody has been processed and the OP and DS orebodies are presently being milled (SRK. Senes and Melis, 1987; and Cogema Resources Inc. 1994 ). The Key Lake mill processed ore from the Gaertner ore body from 1983 until 1989 and Deilmann ore has been processed since (Cameco Corporation, 1992b and I 994a). Processing of McArthur River ore in the Key Lake mill is scheduled for 1999. The McClean Lake mill will be processing ore from the JLR, Sue and McClcan orebodies associated with the McClean Lake mine. In future ore from the Cigar Lake and Midwest projects will be processed in the McClean Lake mill. (Minatco Limited. 1991a)."

Lieut. Maxwell E. Erdory, now with the Army of Occupation in France, writes as follows: "The 602d Engrs., many of whose officers are members of the Institute, started its active service in France at Avocourt, where we built a road across `No Man's Land.' This road from Avocourt to Montfaucon started us on a career of road building which lasted from Sept. 26 to Nov. 9. The engineer in war has no working hours. Our first job meant 50 hr. continuous work, a layoff of 4 hr. and 18 hr. more. That was our initiation in this war game. "Back in the States we practised building trenches, dugouts, and underground shelters of all sorts. In France we were unfortunate enough to come upon the scene when the so-called open warfare started. That made all the above unnecessary. Roads was the cry and our job was to see that all the artillery got their roads and got over them. "I might mention here that the roads of France, which were in excellent condition except for numerous shell holes, w re one of the leading factors in the rapid termination of the war. "We built a narrow-gage railroad from Romagne to Landre St. George which cost us a few men. At Stenay we did our first bridge building. We built nine bridges across the Meuse, capable of carrying tanks, in 18 hr. The next day the American army crossed these bridges on their way to Virton, Belgium, and the Rhine. " Our course from Virton, Belgium, took us through Longwy, Musson, and Athus, in which towns I inspected the steel plants. In Musson as well as Longwy the Germans had destroyed most of the blast furnaces. This destruction began in August, 1917. In Athus the furnaces were in good condition, the Germans having removed all motors land electrical apparatus, rendering the plant inoperative. I have taken several photos of interest of these plants. "It is but fitting that I say that the engineer in this war has contributed much toward its success but the "Doughboy" is its hero and we engineers one and all say "All hail the Doughboy."

BY this time almost everyone knows, in a general way, the corporate income distribution policies of the 1936 Revenue Act, and many of the practical problems arising there under. This article is not intended to be a technical discussion of that act by title, subtitle, section, or supplement, nor an analysis of inter- dependent sections of the various acts over many years woven on the fiscal loom f our Congressional machine. Such a discussion would require the spinning of a web of words too long for patience. Yet ,a general statement of the underlying plan of the 1936 Act, so far as it affects dividend policies, is perhaps useful.

This Bureau of Mines report analyzes data on the physical properties of quartzite rock from the Crescent mine, Coeur d?Alene mining district, Kellogg, Idaho, to demonstrate the use of multivariate techniques. After regression, factor, component, cluster, and discriminant analyses are discussed, these techniques are applied to the Crescent mine data. Three appendixes contain some of the required mathematical and statistical detail plus heuristic examples of three multivariate techniques --component, cluster, and discriminant analysis.

Introduction The West Canadian Collieries, Limited, operate three bituminous coal mines in the Crowsnest Pass district of Alberta. Two seams are worked; their thickness varies from 10 to 20 feet and their pitch from 10 to 45 degrees. The Bellevue mine was opened in 1903, the Greenhill in 1914; both are gassy and dusty, and at both the haulage is a problem, as the workings are spread over distances of several miles. Compressed-air locomotives are used at Bellevue, rope-haulage at Greenhill, both of which solutions of the haulage problem are costly in installation an operation, and lack flexibility. In 1943, the Adanac mine was opened; and the question soon arose as to which system of haulage should be selected. Compressed-air locomotives and ropes were rejected on the ground of high cost. Since, under the Alberta Mines Act, the use of trolley locomotives underground in coal-seams is not permitted, the choice lay between storage battery locomotives and Diesel locomotives. The preference of the author, who had had experience with both in French gassy coal mines prior to 1930, was for Diesel locomotives, due to lower cost of installation and greater flexibility and reliability. However, Regulation No. 13 of the Mines Act of Alberta reads: 'No gasoline-driven engines shall be used underground in any mine, and no internal combustion engine shall be used underground in any coal mine, except only when authorized by the Chief Inspector in writing, and on such terms as he may prescribe"

FROM earliest recorded times, limestone has been employed in the industrial life of peoples of all sections of the world where it exists. It is widely distributed and therefore has been available in almost every country and has been employed for a variety of purposes. Its earliest use was for buildings, since it is more easily quarried and dressed than most other kinds of rocks and so could be utilized by early inhabitants, poorly equipped, with tools. The next use was in the manufacture of lime, which was employed by the ancients in mortar. These two uses of limestone are still all important, but they have been overshadowed in scores of regions by literally hundreds of new applications for raw lime-stone or products made from it. Anyone familiar with modern manu-facturing processes can quickly call to mind many industries in which limestones are essential, and new uses are continually coming to notice. Any enumeration would probably be incomplete and soon out of date.

Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.
