When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and materials.

The process of converting coal into coke is known as carbonization. Essentially, carbonization is destructive distillation in which the volatile matter of coal is released when coal is heated above its decomposition temperature and passes through a plastic stage before solidifying and forming coke. The mechanics of coke formation are complex, and the specific properties of certain coals that allow them to "cake" or form coke are still unknown. Coke is a hard, cellular, carbonaceous mass, formed by heating coal in the absence of air. It is porous, irregular in size and shape, and is similar in appearance to wood charcoal. Coke, however, is denser, more porous, and more abrasive than charcoal. Coke has been in use for several thousand years. History has recorded its use in Greece before the birth of Christ, and it is thought to have been used in China even before that time. It was not until the l6th century, however, that a method for coking was developed in Europe that subsequent ly evolved into the coking process that is known today. The coke industry in the United States began in the latter half of the 19th century when beehive-coke ovens were built to supply fuel for iron blast furnaces. Before this time, an iron industry fueled principally by charcoal had been in existence for several hundred years. With the depletion of timber resources, coke gradually replaced charcoal as blast-furnace fuel, and by 1875 more iron was made with coke than with any other fuel. Before 1893 a 11 coking was done in beehive ovens. These ovens are refractory kilns with arched roofs, sometimes joined together to form batteries.

AT the Pittsburg meeting of the Institute, in March, 1910, the death of Mr. Metcalf was announced, and Col. H. P. Bope, of Pittsburg, delivered in memory of him a brief but eloquent address, which, though expressing the sorrow of Mr. Metcalf's friends, and, in general terms,. the debt of gratitude which his country and his profession owed to him, was not intended to be a complete survey of his life and work. With Colonel Bope's permission, and with the aid of some of the statements in his address, I substitute for it, in our Transactions, this more detailed, yet still inadequate memorial. As Colonel Bope justly remarked, the men who could do justice to this theme-such men, as Jones, Chalfant, Bennett, Oliver, and Park-passed away before Metcalf, leaving him almost the last of the generation of great steel-makers who made Pittsburg the Sheffield of America, and who discharged a double function, as the rear-guard of the old metallurgical practice and the van-guard of the new. I knew many of them; would that I were better qualified to celebrate their achievements. William Metcalf was born Sept. 3, 1838, at Pittsburg, Pa., where his father, Orlando Metcalf, was an eminent member of the bar. At the age, of sixteen, he entered the Rensselaer Polytechnic Institute, at Troy, N. Y., from which he was graduated in June, 1858. Returning to his native city, he became an assistant engineer in the Fort Pitt Foundry, of which. he was made Superintendent in 1859. This famous establishment produced the largest castings and heaviest machinery then known in the United States;-and Mr. Metcalf's intense, intelligent and incessant study of his business prepared him as a manufacturer for a patriotic service to his country more valuable than, as a soldier, he could have rendered in the field. The call came in 1862, when the government needed, above all things, a supply of field, naval and siege artillery. The

The mining industry seeks to engage with and respond to stakeholders through open consultation processes during the various phases of a mining project (Department of Industry, Tourism and Resources, 2006). Two Australian Coal Association Research Program (ACARP) funded projects conducted in the Bowen Basin coalfields in Central Queensland investigated the use of a stakeholder panel for the evaluation of mine site rehabilitation. The panel members were drawn from the local and regional area, and represented neighbouring landholders, traditional owners, AgForce, local government, conservation groups and non-governmental organisations (NGOs) such as Greening Australia and the Fitzroy Basin Association. The approach of utilising stakeholders to establish rehabilitation criteria was proposed as an alternative to the established practice of assessing rehabilitated areas against a suite of quantitative completion criteria; eg >70 per cent vegetative ground cover or <5 t/ha/a soil loss. The basis of this approach recognises the reality that the definition of completion criteria has proved problematic over the last 40 years with no broad consensus reached on the suite, let alone the metrics; eg the exact cover level that will benchmark acceptance of the mine site rehabilitation.CITATION:Merritt, J L, 2016. The current state of the mass transit industry in America will be examined. How and why this important urban activity shifted entirely, or almost entirely, from the private sector to the public sector. Who pays for transit? For day to day operating costs? For capital investment? The prospects for transit's future will be the next major issue addressed. In a word, they are rather good. Over the past decade there have been major new transit investments made in Atlanta, Baltimore, Washington, D.C. and Miami, as well as constant re-investment in such cities as New York, Boston, Philadelphia and Chicago. While the current administration has put a temporary halt on the initiation of any major new rail transit projects using Federal funds, there are several mechanisms localities have for using other resources for such projects. These will be explored.

Plans for a large industrial development in the Upper Ohio Valley between Moundsville and New Martinsville, West Virginia, were announced in the Fall of 1955. This development consisted of a large aluminum plant to be .built by Olin-Mathieson; a 675,000 KW power plant to be constructed by the American Electric Power Service; and a large coal mine adjacent to the power plant to be developed by the Hanna Coal Company Division of Consolidation Coal Company. The Ireland Mine was designed to efficiently supply fuel for the power plant, and this was the first consideration in the location of facilities, design, and development of plant and the selection of the equipment. The first problem was to find a suitable area for the surface facilities. A level bottom area south of the power plant was reserved for future industrial plants and this area was also blocked off from the coal reserves by an old abandoned and flooded mine. The coal storage facilities of the power plant were on the north side of the plant and it was decided to locate the coal mine preparation plant on-the shoulder of a hill above the power plant. This location required the excavation of 70,000 yards of rock but permitted the driving of a belt slope from the plant at an angle so that the haulage roads underground would miss the abandoned Cresap Mine. This location also permitted the plant to be located at an elevation so that the conveyors leaving the plant were horizontal and had sufficient clearance above the highway and railroad tracks. The other surface facilities consisting of air shafts, supply slope, supply yard, office, bathhouse, shop and warehouse were located in the valley some distance north of the preparation plant. This location placed these facilities one mile nearer to the working area. Plans for design and development of the mine were started in November 1955; grading and clearing of surface area was started in January 1956; the air shafts and slopes were started in the Spring and Summer of 1956; and the first coal was produced from the supply slope in October 1956. The preparation plant was put in operation in March 1958, and by July 1959 was producing 8,000 tons per day.

DURING a recent investigation of the transition from a planar to a nonplanar solid/liquid interface for the systems H20-NH4F and 0-AIR,' an apparatus was developed which enabled the morphology of the ice-water interface to be examined during the transition. The slightly curved interface was viewed at a glancing angle with a Bausch and Lomb X30 stereomicro-scope. The interface was obliquely illuminated by a polarized light source. It was thus possible to differentiate between small projections or depressions at the interface, both by a shadowing effect and by the way in which they distorted the colored interference fringes across a particular crystal surface. Many attempts were made to photograph the various stages of interface breakdown. Unfortunately, the limited depth of focus of the microscope rendered the system unsuitable for photographic recording. Visual examination, however, was facilitated by continuous adjustment of the microscope focus control. The following observations of the interface transition were recorded for dilute solutions of ammonium fluoride in water. They are compared with iller's postulated morphologies shown in Fig. 1. i) The initial departure from planarity was characterized by the appearance of a large number of small depressions or "pores" in the interface. ii) The pores were arranged in wavy rows all lying roughly in the same direction within a particular grain. iii) The pores did not appear to form near to grain boundaries. iv) The pores appeared in certain grains before others. v) The transition from the pore structure to the elongated cell structure, Fig. l(d), was difficult to follow. It occurred quite rapidly and no truly irregular cell structure, Fig. l(c), was noticed. vi) The elongated cells gradually became more uniform in size and shape, with straight cell boundaries. They remained elongated, however, and no regular hexagonal cells were observed, cf. Fig. l(e). Several conclusions may be drawn from these observations. Firstly, the appearance of a poxed or, more accurately, a pore structure can be used as a criterion for the onset of constitutional supercooling. Care should, of course, be taken to distinguish between the true pore structure and artifacts caused by splashed-back liquid, particles of oxide, or inefficient decantation of liquid retained between cell boundaries, as described by Spittle et al? Secondly, and contrary to the suggestions of Tiller el l., it seems that interfacial perturbations are characterized not by curved projections but by small depressions or pores. A recent independent investigation by Biloni, Bolling, and cole5 reported in this issue indicates that the depressions might be explained in terms of dislocations intersecting the solid/liquid interface. It is possible that the dislocation concentration is reduced in the vicinity of grain boundaries. This would then explain the grain boundary depleted areas noted in (iii) above. THE purpose of the Coal Division's Committee on Ventilation is to cover one principal aspect of mine ventilation thoroughly each year, instead of attempting to touch upon several different subjects. The Committee for 1943 consists of four members besides the Chairman. Members, selected because of both knowledge of the current topic of mine ventilation, and diversity of occupation, are: Carel Robinson, consulting engineer with an operating background; T. G. Fear, chief engineer for the Hanna Coal Co., an operator of varied experience in mine ventilation; E. H. Denny, chief of the coal mine inspection division of the U. S. Bureau of Mines, obviously well qualified; and C. M. Smith, editor of Mechanization with a background of mine ventilation study as a member of the mining department of the University of Illinois, at present retained as a ventilation consultant by the Climax. Magmatic-hydrothermal deposits rich in magnetite and/or hematite form a broad group that includes monometallic Fe deposits and polymetallic (mainly Cu and Au) deposits. They show a considerable variation in deposit characteristics, but share the genetic processes of magmatic differentiation and related hydrothermal activity in intermediate to felsic melts, and in some cases involve brines and/or meteoric waters during mineralization. They include several world-class deposits. They range in age from Proterozoic to Recent, and form important metallogenic districts in Scandinavian, Canadian, Brazilian and Australian Shields, Circum-Pacific regions, and in China, Iran and Turkey. Monometallic deposits have been important sources of iron in the past and still contain significant resources of the metal, e.g., the Kiirunavaara deposit in Sweden. The giant Olympic Dam Cu-Au-Ag-U-REE deposit was discovered in 1975, and since then explorationists have focussed on search for analogues worldwide. This has brought to light a number of economically important new deposits and prospects, including examples in Canada. The discoveries have in turn prompted considerable research on individual deposits and the group as a whole. This short paper is an attempt to summarize the main aspects of the group from the literature cited in Gandhi and Bell (1996), and from the papers published recently in two milestone volumes on these deposits, edited by Porter (2000 and 2002).

WITH an estimated production of over 936,000,000 for the first six months, the gross value of mine production for 1937 in British Columbia should exceed $70,- 000,000. This figure, if attained, will establish an all-time record for the Province. Great changes have taken place in the different divisions of the mining industry since 1929, the previous peak year of mineral production. A brief review of the earlier history of mining in the Province will also be given.

The study of synergistic reagents combination of mineral floatation is more and more important with the decreasing of bonanzas now. In order to determine the chemical reaction mechanism, here we present the synergistic reagents combination: amyl-xanthate, butyl-dithiophosphate and N,N-diethyldithiocarbamate ester, which dissolved by different organic solvents. The reagents were applied by an Anhui mine to float low-grade covellite as a substitute for ethyl-xanthate. One reaction products Na2HPSO3?5H2O (disodium hydrogen-thiophosphate pentahydrate) which was re-crystalized and measured by X-ray diffraction analysis. In its crystal structure, the two crystallo-graphically different Na ions are six-coordinated and are bridged by two covalent bonds with the O atoms of water molecules to give a basket unit. However, we can?t get Na2HPSO3?5 H2O by combining butyl-dithiophosphate and N,N-diethyldithiocarbamate ester under the same condition. This discovery may provides a intuitionistic evidence that in the process of reaction, the three com-pounds would cooperate with each other, but the decisive reaction may be the hydrolyzation of amyl-xanthate.

The shift in beneficiation methodologies has been disruptive to the traditional skills set of the industry, but evolutionary change continues and has been beneficial to the quality of the final product.

In the constant search for ways and means of improving the quality of coke and thus making its use at the blast-fornace more satisfactory and economical, it has become increasingly evident that the present laboratory tests do not show the full picture of a coke's value as a blast-furnace fuel. This fact was recognized by Dr. A. C. Pieldner thirty-five years ago: (Ref. 1) here is perhaps no phase of fuel technicology which has aroused more discussion or regarding which there is more difference of opinion than the properties of coke which make it most suitable for blast-furnaces and other uses." Dr. Fieldner followed this assertion with a statement to the effect that men who write on this subject today (1923) have, because of conflicting experimental evidence brought forth in recent years, far less positive opinions on the matter than did writers of some years past. One is led to wonder if these statements are not just as true now as they were when first made.

Eight interburden handling concepts are developed for multiple seam area mine stripping operations in central and western United States. They are based on data gathered and analyzed during field surveys, literature reviews and visits to state regulatory agencies in five states. It is concluded that improvement of reclamation practices through selective interburden handling techniques is possible at lower operating costs than currently incurred. Specific multiple seam mining systems are discussed in this report.

Gold has always been a crisis investment. For centuries gold has been considered globally the money of last resort. In time of war, inflation, financial uncertainty, political upheaval there has with few exceptions always been a flight to gold. The gold paradox simply is that even though we have gone through for the past handful of years all the kinds of. anxieties that would cause the gold price to rise, it has instead dropped drastically. Figure 1. illustrates the important factors that influenced the gold price significantly up or down before 1987. Obviously, since then, even though we have had wars, inflation, financial problems involving breaking banks and thrifts let alone collapsing financial institutions, the gold price has both in the long-term and the short-term trended downwards. Figure 2. depicts the gold price path since 1987. If the presence of time-honored and time-tested factors that should have driven the gold price up didn't do the job, then logic dictates that new factors to drive the gold price down and keep it depressed arose. And they did. But before addressing these depressants permit me to turn to the arcane art of gold price prediction and fore-casting.

New Trade Status for Mainland China--On January 24, the Congress approved a most-favored-nation trade status with Mainland China for both imports and exports. A Presidential Proclamation had been issued earlier in anticipation of the Congressional action. Import duties on such commodities as tungsten, mercury, and antimony are automatically decreased. Defense Production Act Extended--The Defense Production Act of 1950 was extended 60 days to March 28, 1980. The provision for the usual 2-year extension of the Act is reportedly included in an omnibus energy bill that is tied up in committee. The Act under Title III provides for the expansion of productive capacity and supply and, more specifically, it gives priority to defense contracting where defense and non-defense interests conflict
