The object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed be called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. • It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the fist mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniencea of civilization the cost of which in regions better suited for agriculture, and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining company, it is argued, having made these outlays, should receive credit for them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security depeind on the prevalence of law and order, which is a result of good government. The movement of solid particles in a liquid represents an area of interest in many fields of science and technology. Knowledge of the behavior and characteristics of solid-liquid suspensions is of great importance to many areas of mineral processing. In order to characterize a solid-liquid system, the following factors must usually be considered: a) density of the liquid b) rheological properties of the liquid c) density of the solid particle d) size and shape of the solid particle e) volume fraction of solid particles f) relative motion of solid particles and liquid phase Other variables such as the effect of the containing vessel walls, Brownian movement, inter-particle friction, fluid slip and electrostatic effects, are important in special circumstances. Thus it is evident that a complete theoretical treatment is not possible covering all situations. Studies of the kinematic behavior of solid particles in a liquid have been approached by two methods: 1) Assessing the movement of a single particle and extrapolating to a multi-particle system; 2) Modifying the continuum mechanics of single-phase liquids in such a way as to account for the presence of solid particles. The first approach in general utilizes the method of particle mechanics. Extension to a multi-particle system gives rise to very complicated mathematical computation. The creeping motion equations do, however, furnish a practical, useful basis for achieving a uniform treatment and a better understanding of the phenomena. This approach is useful in the study of sedimentation and hindered settling processes.

"Abstract -The East Bull Lake gabbro-anorthosite intrusion is one of several Early Proterozoic layered matie intrusions occurring along the Southern Province - Superior Province boundary in the Elliot Lake - Sudbury region, Ontario. The base of the East Bull Lake intrusion comprises abundant plagioclase cumulates (Leucogabbronorite Zone) hosting two distinct styles of sulfide mineralization: (1) disseminated magmatic sulfides, and (2) disseminated to massive, structurally controlled sulfides. Both types of mineralization are enriched in Pd, Pt, Au, Cu and Ni. The host rocks to the sulfide mineralization display a range of interesting features including nodular textures, dendritic­ pegmatitic matie pods, inclusion-rich zones (pyroxenite, anorthosite and granitic inclusions) and mag­ matie breccias. Disseminated chalcopyrite, pyrrhotite and pentlandite occur in concentrations of up to lOOJo within erratically distributed gossan pods near the base of the intrusion. The sulfides were originally precipitated from intercumulus liquids, but were subsequently recrystallized and locally remobilized along fractures during the major period of metamorphism and deformation that af­ fected the East Bull Lake intrusion. The base- and precious-metal tenor of the structurally controlled sulfides can be explained by extensive remobilization and reconcentration of the pre-existing magmatic sulfides in the vicinity of a major shear zone. Both styles of sulfide mineralization locally contain ppm abundances of POE + Au and are generally Pd- and Cu-rich, although both display large variations in Pd :Pt and Cu:Ni ratios. The magmatic sulfides are more strongly enriched in POE and contain up to 1470 ppm Pd in 100% sulfide. Severa! factors, including source characteristics, magmatic processes (crustal assimilation, fractional crystallization) and post-magmatic inter­ action with hydrous fluid, have influenced the present distribution of POE, Cu and Ni in the East Bull Lake intrusion .The magmatic sulfide occurrences from the East Bull Lake intrusion compare favorably with marginal-type deposits from rift-related intrusions (Noril'sk-Talnakh region, Siberia; Duluth Com­ plex, U.S.A.) in terrns of their distribution, but are most similar to reef-type POE deposits with respect to their base- and precious-metal geochemistry. The combination of high POE tenors and large tonnages that is observed for the POE-Cu-Ni mineralization from the East Bull Lake intrusion suggests that a good potential exists for the presence of economie concentrations of Pd, Pt, Au, Cu and Ni in the intrusion. On a global scale, the East Bull Lake intrusion is part of a suite of Early Proterozoic plutons, many of which contain significant volumes of stratiform and/or marginal­ type POE-Cu-Ni mineralization. The East Bull Lake intrusion is also one of the oldest mineralized intrusions derived from a sub-Superior Province mantle source region that has given rise to several significant magmatic POE-Cu-Ni deposits during the period 2.5 Ga to 1.1 Ga."

During harsh weather conditions, the presence of fog, dust in the environment degrades the image’s quality, which affects the visibility of drivers of heavy earth-moving machinery in opencast mines. Due to low visibility, mining operations cannot be carried out as drivers are easily prone to accidents. This paper proposes a technique that includes developing a vision enhancement system called perceptive driving assistant system for increasing visibility of real-time video of the road in front of the vehicle for operators of heavy earth-moving machinery at opencast mines during harsh weather conditions to overcome the problem. The system consists of high-quality Internet Protocol cameras and thermal cameras for real-time image processing and other well-defined devices, which is quite capable of enhancing the visibility of the image, outlining edges of the road, and detecting obstacles present on the path of operators for smooth driving and reducing threat of accidents. A high-speed graphical processing unit has been used for quality-performance parallel computing, which is well suited for real-time operations to empower fast real-time operations. The calculated frame per second (fps) of image enhancement, object detection, and edge detection is 17.91, 15.91, and 25.09 fps, respectively. The actual frame rate is 26.07 fps, and after applying the algorithm, the final frame rate is 19.65 fps. The calculated accuracy of the object detection model is 81.23%. Field trials indicate that the developed system has performed adequately during foggy weather.

This report describes a new method of weighing based upon observing the apparent weight of an object ill two separate pure gases. The method is presented in terms of experimental data which prove its soundness, but does not attempt to show the maximum accuracy possible with this technique. The new method incorporates the underlying principle that the apparent weight of an object is a linear function of the density of the atmosphere in which the object is weighed. The coefficients of this linear function are the true mass and volume of the object. From this functional relationship the true mass and volume of the object may be determined.

Regional problems, such as political risk and debt reschedulings, in Pacific Rim nations coupled with the price volatility of gold mean that multi-faceted financing packages are needed to offset the many risks inherent in a new gold mine development. The cross-border risks of getting money back out of a producing mine may require the involvement of export credit agencies, multilateral government banks, or political risk insurance. Variations on forward gold sales, gold loans, or offset structures can also enhance the flexibility and safety for the providers of both the debt and equity. The region will become as large a gold producer as South Africa by 1990. The large dollar amounts for both investment and revenues realised are of great significance to the economies of many of the Pacific Rim countries especially as a means to increase foreign exchange earnings.

Bureau of Mines researchers investigated the combined effect of copper and tin additions on the mechanical properties of hot-rolled steels. Wrought steels containing 0.2 wt-pct C and up to 0.2 and 1.0 wt-pct Sn and Cu, respectively, were made and evaluated by conducting tensile and impact tests and electron-beam microprobe and electron microscopy examination. Tin additions did not significantly affect the tensile properties of steel at different copper contents in the hot-rolled condition. Tin lowered the copper content at which strengthening by copper precipitation normally starts, 0.8 wt-pct, and decreased the strength of steel aged at 1,022° F (550° C). The most adverse effect of tin was lowering the notch toughness of steels at most copper contents.

This report presents results from an ongoing U.S. Bureau of Mines study defining domestic coal reserves. Examinations of five 7 ½ -minute central Appalachian quadrangles have been completed to date. Only 26.4%, 5.0%, 6.5%, 8.2%, and 4.2% at the coal resources remaining in the Matewan, Boltsfork, and Hoskinston, KY; Vansant, VA; and Beckley, WV quadrangles, respectively, constitute economically recoverable reserves. An evaluation of the coal mining industry's impact on the economy of Pike County, KY, wherein the Matewan quadrangle is located, was also completed in order to provide a basic understanding of the influence of coal mining on the local economy. Results show that coal mining is the only major income producing industry in Pike County, accounting for about 46% of the county's income, and 21% of the total available employment, in the base year 1990. If similar results are found in subsequent investigations, a strong argument can be made that traditional coal producing regions may soon be experiencing resource depletion problems far greater and much sooner than previously thought. This will affect not only the coal industry but, given the obvious dependence of Pike County's economy on its coal mining industry, the entire social and economic infrastructure of large areas.

The Bituminous Coal Industry has for the past year been faced with a most serious problem. I am sure that you have had your own individual and local problems, as do we all. In my thirty years of practical experience with coal mining, I have never found an operating man nor a coal mine without problems. The very nature of mining, with so many unknown factors involved, precludes the absence of problems. But they are not insurmountable, and one should not dwell on them interminably. They should be recognized as a challenge to our ability and ingenuity to solve them, and once the proper solution is found, it should be applied and the problem dismissed. However, we find ourselves at the moment in the midst of a serious challenge to our very existence. In the early thirties, many in the industry welcomed the re-establishment of Unionism as a balance wheel, in the belief that the stabilization of wage scales would also stabilize prices and eliminate disastrous price cutting practices. The ultimate effects of having twenty-six years of benevolent paternalism in the administrative branches of Federal and State Governments with their labor courting policies, could hardly have been anticipated. And so with wages spiralling under government sponsorship, we have finally reached the point where competitive fuels, such as natural gas and oil are more attractive to the consumer, from the economic angle of cents per BTU cost, than coal.

FOR the third consecutive year, I have collected the data on enrolment and employment of graduates from the schools in. the United States and Canada that grant degrees in mineral technology. The data were collected in the same way as formerly; namely, by questionnaire, dated Jan. 5, 1935, and are therefore comparable with the figures reported for former years. This year, along with the names of the 48 schools in the United States and the six in Canada, are listed the courses offered and the degrees granted by each, school, together with the names of the professors in charge. The names and addresses of the four schools in Mexico are also given. The list is on pages 450-1, which should he valued as a directory by those interested in mineral technology education. So far as is known, this is the most complete and up-to-date list that has ever been published.

Reliable and detailed statistical data available for Kentucky, Ohio and West Virginia are the most meager and unsatisfactory of any of the producing states. Detailed histories and statistics are available for only a few pools. The antiquity of these pools, loose nomenclature, particularly where several names are applied to the same pool or various parts of the pool or a new namsed when the pool was rediscovered, made the collection of accurat historical and statistical data almost impossible. So many of the data reported are unreliable that a breakdown by pools or even by counties, until more accurate information is available, would lead to gross errors. Rather than perpetuate inaccuracies, we have endeavored to go to original sources wherever possible, sift these and provide data that may serve as an incentive and basis for future work. The necessity for accurate information is thoroughly recognized by the operators, particularly because of the effect of recent government regulations and request? for data in connection with the preparation of the various codes a pending legislation. Producers, both major operating companies and individuals, . freely given their time and assistance in the compilation of these data. Valuable information was obtained from tax records, rate cases, statistics published by the oil and gas publications and the Bureau of Mines. So many individuals cooperated in the preparation of these data that individual credit cannot be given. Undoubtedly many errors will be found. Some of the data are open to controversy, and many have been omitted in the hope that new information of a more reliable character may become available. Other omissions are due to an inability to contact the proper individuals, many of whom are no longer connected with this industry. Pennsylvania grade crude sold in 1933 for the lowest price since 1895. Gas production could not find sufficient new markets to fill the void left by industrial stagnation. In the gas industry, where the market price is fixed by contract, uncertainty persisted because of impending legislative action affecting both taxes and utility rates. This paper covers only the energy uses of natural resources and does not deal with non- energy uses, which in 1975 were of the order of 10 per cent of the total consumption of energy resources. The United Nations `J' Series of Statistics ex- presses each of the various forms of energy in terms of its coal equivalent in metric tonnes and this basis is followed in this paper. In this paper, four cyanide-utilising bacteria strains were isolated from a gold mine tailings pond, in the Hexi gold mine (Shandong), China. Based on the analysis of 16S rRNA gene sequence, four strains were identified as Aeromonas hydrophila strain C1, Bacillus mojavensis strain C3, Shewanella oneidensis strain C2, and Aeromonas media strain C4. Based on the cyanide detoxification efficiencies results of the four strains, Bacillus mojavensis C3 had the highest detoxification rate and was selected to assess its efficiency to detoxify cyanide in gold mine tailings at different pH (9.5, 10.5, and 11.6) using cyanide as the sole carbon and nitrogen sources. Strain C3 was capable of detoxifying 46.5mg/L of cyanide-containing gold mine tailings at all tested pH ranges at 30oC, 196 rpm after 15 d. The amounts of cyanide detoxified were 87.5%, 84.1%, and 73.5% at initial pH 9.5, 10.5, and 11.6, respectively. The highest cyanide detoxification was observed at pH 9.5. The viable cells growths in the samples were 5.7E+09CFU/mL, 4.9E+09CFU/mL, and 2.7E+09CFU/mL at pH 9.5, 10.5, and 11.6, respectively. Free ammonia concentrations were observed as a byproduct of the biodetoxification process. The residual ammonia concentration in the sample was observed at 0.35 mg/L, 0.33 mg/L, and 0.62 mg/L at pH 9.5, 10.5, and 11.6, respectively. The highest residual ammonia concentration was noticed at pH 11.6. The amount of cyanide removed by mixed culture strains C3 and C4 was 94.6% and showed a residual free ammonia concentration of 2.6mg/L, as biodetoxification byproduct after 120 h. The pure culture Bacillus mojavensis strain C3 and its mixed culture strains exhibited higher potential to detoxify cyanide-containing gold mine tailings at alkaline pH values and could be cultivated to detoxify gold mine effluents at large-scale. This report describes a method developed by the Bureau of Mines for sealing horizontal degasification holes so that they do not create a gas explosion hazard when intercepted by mining. A cement slurry is pumped into the hole through an injection pipe that extends to the back of the hole. Pumping continues until the slurry returns through the annulus to the hole collar. The hole is then shut in and the grout allowed to harden. Application of the procedure to six horizontal degasification holes at Eastern Associated Coal Corp.'s Honey Run shaft is discussed.

The fault zone of south central Texas showed renewed activity during I940 along a trend roughly paralleling the old established Balcones fault-line group of producing fields. This was a result of the new discoveries in the Wilcox (Eocene) formation in southeastern Texas and Louisiana. As of the end of the year, one new field producing from the Wilcox formation had been discovered on the Washburn ranch in La Salle County, along the southwestern limits of the district, and several projected tests into that formation were under way. In the western part of the district, par-titularly in the part of the Rio Grande embayment that is in Dimmit, Webb and Zavala Counties, there has been renewed leasing activity with the shallower sands in the Navarro-Taylor formations (Upper Cretaceous) as the objective in several projected tests for the early part of 1941. Three new fields have been discovered along the old fault-line trend, but these have been comparatively small, producing either from Dale lime, Austin chalk or Buda lime. No new fields were discovered during the Year in the Edwards (Lower Cretaceous) lime horizon. Approximately 260 wells were drilled in the district during 1940, which resulted in four new oil fields. Twenty-seven new wells were completed in the Proven Edwards lime fields of Darst Creek, Luling and Salt Flat and seven were added to production in the Pearsall field. Approximately 160 wells in 18 counties were completed as failures during the year. The district produced 7,659,634 bbl. during 1940, which was a 9 per cent decrease under production for 1939. In all, 3559 wells were producing at the end of I940, compared with 3562 wells producing at the end of the previous year; 104 new producing wells were completed and 163 wells were abandoned in the producing fields of the district. During 1940 considerable exploratory work was carried on along the Wilcox trend within the district, particularly by major companies employing various types of geophysical methods, and leasing activity increased considerably. At the end of the year, the total number of acres of nonproducing leases held by major companies in the district increased about 10 per cent. It is anticipated that this activity will continue into the first part of 1941 and will be supplemented by several exploratory test wells. New Fields B,, Creek, Caldwett County.— . R. Ogden NO. 2 Talley, discovery well of the Bee Creek field, in the northeastern part of Caldwell County, was completed on March 16, I940, in Dale lime from 2091 to 2238 ft., pumping 85 bbl. per day, 39° A.P.1. gravity. The discovery of this field can be credited to a combination of subsurface geology and magnetometer work, which indicated the presence of a serpentine intrusion. At the end of the year, ,3 producing oil wells had been completed and the field has produced a total of 47,050 barrels.

PROBABLY one of the most perplexing problems with which a mill operator contends is the proper evaluation of his mill results. True, he accurately determines his recoveries of metals and grades of products monthly, weekly, and often daily. These figures do not of themselves directly translate to mill economics. When one figure is unusually good there may be an offsetting circumstance. The advantage of high lead or zinc concentrate grade may be offset by poorer recovery; high lead recovery may be offset by poorer zinc recovery, or vice versa; and so on. Besides, grades or recoveries may not of themselves mean more than a reflection of the grade and character of the ore during the period under study. What the operator sorely needs is some one measuring stick that tells him when he has achieved his greatest return, regardless of grades or recoveries-for if he knows his methods and practices are yielding the optimum return he need no longer concern himself with the assays of products and tailings, or the corresponding distribution of metal values. At first blush it would appear that the obvious answer to this is the actual money return to the mill. Paradoxical as it may seem, however, money return does not make a dependable yardstick any more than do grades and recoveries, as ore conditions would vary enough to bring about greater money return during periods when the actual metallurgical work is not as good. The mill operator, of course, should always aim for the greatest return on the ore, once it is in the mill bins, with proper attention always to mill treatment cost. The need of a proper yardstick becomes more imperative with the increasing complexity of the problem. In the case of a simple, single-product operation on a fairly uniform ore, in which only one metal is of significant importance, the need is not great, as grade and recovery pretty well tell their own story. At the other extreme is the operation that makes three or four separate marketable products from a complex mixture of heterogeneous ores that vary tremendously in individual metal contents and ratios, degree of oxidation, and other characteristics, and in which gold, silver, copper, lead and zinc are all significant values. ECONOMIC RECOVERY The first attempt at obtaining a proper single yardstick for a fairly complex ore with which I am familiar is the use of the "Economic Recovery" term at the leadzinc flotation mill of the Sunnyside Mining and Milling Co., Eureka, Colorado. This method had been applied there early in Sunnyside flotation-mill history (not later than 1920) and credit for the innovation I believe belongs to Messrs. Kuryla and Marquand.
