"Several recent cases indicate that the Courts may be leaning toward a more favourable treatment of mine closing and related costs. In this article, we look at two recent cases, Burnco Industries Ltd. and Nomad Sand & Gravel Ltd. The former was heard before the Federal Court - Trial Division and the latter before the Tax Review Board.It appears that in certain situations mining companies may now be able to sustain current deductibility of estimated mine closing costs during the productive years of the mine, rather than waiting until either the date on which mining ceases or the reclamation and similar activities commence. This would be of great benefit to the mining industry, as waiting until the bitter end often means that there are no revenues available against which the expenses may be offset and, hence, no tax relief.IntroductionUnder the Income Tax Act in Canada, taxpayers are not permitted any deductions in respect of an outlay or expense in determining income from a business or property, except to the extent that such expenditures are made or incurred by the taxpayer for the purpose of gaining or producing income. In addition, no deductions are permitted for amounts transferred or credited to a reserve, contingent account or sinking fund except as expressly permitted by the Act.In large measure, these provisions are relevant to the mining industry to the extent that they determine the periods during which expenses may be charged against revenues for income tax purposes. Several recent cases have indicated that the Courts are leaning toward a more favourable treatment of accrued costs in the mining industry than was previously considered to be the case."

THE following report covers the history of the development of the mine, present equipment, methods and costs of mining and milling. In addition, a description of the ore deposit is given with emphasis on the origin of the fractures, mode and types of ore occurrence, and mechanics of granite emplacement. An endeavor has been made to present a complete and accurate statement of the San Mauricio mine, the highest grade gold mine in the Philippine Islands. Credit is gratefully acknowledged to the mine staff for descriptions and details regarding their particular field of work. All analyses were made by Mr. T. A. DeVore, head chemist, San Mauricio Mining Co. Messrs. Edward Wisser, J. E. Fyfe, A. F. Skerl and W. B. Meek, geol-ogists, have contributed geologic information and ideas, for which thanks are extended. An upsurge of interest in slurry pipelines to move coal from Wyoming, Montana, and Colorado to markets in the southwest, west, midwest and northwest has recently developed. Specific pipelines have been proposed to serve these markets; the routes of these lines are depicted in Exhibit I. It is, therefore, timely to discuss some technical aspects of the terminal facilities for these western coal pipelines. The discussion will be based on experience with the Ohio and Black Mesa pipelines as well as detailed planning and testing for a proposed 1,000-mile system from Wyoming to the middle south area. The economics of the pipeline terminal processes are heavily depend¬ent on site, type of process used, and other specifics of the situation. However, the following approximate breakdown of costs for a 1,000 mile, large capacity pipeline will be useful for orientation purposes. An evaluation is presented for an ammonium sulfate leaching process designed to extract manganese from Cuyuna, Minn., and Aroostook, Maine, deposits. In this process the manganese and iron in the ore are reduced to MnO and Fe 3 0 4 in a shaft furnace; the reduced ore is then leached with ammonium sulfate solution forming soluble manganous sulfate while leaving most of the iron undissolved. After filtration, the manganese and some impurities are precipitated from solution as carbonates which are then pelletized and calcined to form a product composed mainly of Mn3O4. The plants are designed to produce 100 tons per day of manganese contained in a product that is suitable for the production of ferromanganese. A byproduct credit, together with the extra processing cost, is included for the Cuyuna ore processing plants because Fe2O3 may be recovered for use in blast furnaces. The estimated operating costs per ton of manganese, excluding income taxes and return on investment, are: [ ] The process with or without byproduct recovery, when treating Cuyuna or Aroostook ores, is not economically competitive with ores available at $71.43 per ton of contained manganese.

"The talc and soapstone deposits of Vermont have been worked more or less continuously for nearly 100 years, but all of the early efforts seem to have been directed toward the production of slabs for foot warmer, and other similar uses. Altho soapstone of good quality occurs at several places, much of the material first utilized was really talc and was not massive enough to be cut successfully. The grinding of talc in Vermont seems to have commenced in about 1902 and has shown continuous growth since that time. Statistics compiled by the Geological Survey in Mineral Resources of the ,United States show that the production of talc in Vermont has increased, from 8,978 short tons valued at $65,525 in 1905 to 93,960 short tons valued at $625,150 in 1917. Until 1917, New York was the leading producer in both tonnage and value with Vermont second, but in 1917, Vermont took the lead in tonnage produced, although not in value, with a production of over 47% of the total tonnage produced in the United States and over 35% of the world's pro-duction. This increase in production will probably be continued, though possibly at decreased rate, for the reserves of talc In Vermont are large.Active talc mines and mills in Vermont are found in four districts: Chester, Windsor County; Rochester, Windsor County; Waterbury, Washington County; and Johnson, Lamoille County, These mines and mills are distributed as shown in the following table:While there are a great many other known deposits of talc and soapstone in Vermont, some of which have been worked, those listed above are the only ones which have survived and are producing on a commercial basis. The closing down of many mines and quarries, for example, those at Perkinsville, Stockbridge, Reading, Cavendish, and Athens, has been attributed to several causes. Of these causes the most important seem to be exhaustion of the deposit, poor grade, long haul to the railroad, poor management due to lack of knowledge of mining methods and failure to consider talc mining strictly as a business proposition. The companies which are now operating with greatest apparent success are those which have realized the present and future possibilities of their industry, and have invested sufficient capital in both equipment and personnel to establish their companies on a firm business basis."

Variations in pyrite reactivity are known to exist within samples collected from different areas. Using samples collected from acid and non-acid sites, the relationship between the factors affecting pyrite oxidation and observed variations in pyrite reactivity was studied. Heavy liquid separations were used to extract the pyrite from nine pulverized rock, coal, and coal refuse samples. Simulated weathering tests were used to determine the degree of reactivity of the extracted pyritic material. Representative portions of each pyritic sample were analyzed for whole rock composition (including pyritic sulfur and neutralization potential), for elemental composition, and by x-ray diffractometry. The samples were also examined with reflected light microscopy to ascertain pyrite morphology distributions. Tests for the presence of iron-oxidizing bacteria were all negative indicating the leaching tests were conducted under abiotic conditions. The results of the simulated weathering tests permitted the partitioning of the samples into two groups based on positive or negative neutralization potential (NP) values. Determinations were then made to evaluate the degree to which a variety of factors, including temperature, partial pressure of oxygen and water, and crystallography affected pyrite reactivity. Multiple regression analyses showed no statistically significant relationship between degree of reactivity and elemental composition. However, for samples with negative NPs, a simple regression analysis showed a strong linear relationship to exist between the reactivity of the pyrite and the proportion of "unstable" pyrite (framboidal + mossy pitted) found in each extracted pyrite sample. Samples of pyrite with positive NPs, although producing acidity, did so in at least one order of magnitude less than the NP deficient samples, indicating the important role that NP plays in controlling pyrite reactivity. A simple linear regression between cumulative sulfate production and NP for the three samples with positive NPs had a correlation coefficient of 0.99. For the nine samples grouped together, a linear regression model between cumulative sulfate production and NP (both negative and positive) was established between log of sulfate and NP.

THE chief uses for copper are as a conductor of electricity and as the chief component in brasses and bronzes. For such uses, the copper must be of very high purity. H the impurities are zinc, iron, lead, arsenic, or antimony, they can be removed to a great extent by fire-refining. H, however, gold, silver, nickel, or cobalt are present, electrolytic refining is necessary. Electrolytic refining must be preceded by fire-refining and hence all impure copper must be fire-refined. The electrolytic refining of copper is most efficiently carried on when the impurities in the anodes are at a minimum. Some of the impurities tend to deposit with the copper at the cathode, while others remain in solution, decreasing the conductivity of the electrolyte and thus increasing the voltage necessary for refining. Since these dissolved impurities must be removed by continuous purifications, the amount of impurity in the anode copper should be reduced by furnace refining to some predetermined limit. Anode furnace operation aims to reduce these impurities to a minimum beyond which the cost of further furnace refining would exceed that of removing the remaining small amounts of impurities from the electrolyte. The anodes should have a fine-grain internal structure because any pieces of metal becoming detached from the anode during the electrolytic refining are inconvenient to remove from the cells and may cause short-circuits. Impurities tend to disrupt such a structure and thus form zones of weakness during corrosion. When the impurities are reduced to a satisfactory mini-mum, the anode, due to having a fine-grain structure, will corrode uniformly over the entire surface area exposed to the electrolyte. Oxides of the impurities may be volatile, in which case they pass off as flue gases, or they may form viscous slags having a lower specific gravity than molten copper, thus permitting their removal by skimming. Some impurities can be oxidized by introducing air into the bath. Due to the large solubility of oxygen in molten copper, oxygen is distributed uniformly throughout the bath and thus comes into intimate contact with all impurities. The oxides which are insoluble in molten. copper are removed either as flue gases or as slag.

WITHOUT in any way detracting from the credit due those engineer-miners of copper who operate with power shovels, it may be said that compared with block-caving underground their work is simplicity itself. True enough, ingenuity and foresight of high order are required to lay out an open-cut operation to the best advantage; good organization and intelligent care and use of machinery are required to achieve minimum costs. But really successful undercut block-caving demands all this; and, in addition, it requires a conception and application of unseen natural forces that reflect a type of genius that is rare. Assuming that preparatory work has gained access to the orebody, mining of whatever kind consists essentially of three operations: 1. Breaking the ore "in place," as Nature left it, into pieces small enough for convenient handling. 2. Loading these pieces into some kind of a vehicle on wheels. 3. Transporting the broken ore to some central plant on the surface where the process of extracting the valuable metals can be commenced. In shovel mining, dynamite and steam or electric power are used-with remarkable efficiency, be it said-to accomplish each of these three processes. In underground-caving methods the old force of gravity is called upon to accomplish, in large part, processes 1 and 2. To do this with success is an artistic achievement of a sort. Put it another way. The earlier methods of underground mining constituted a translation of surface procedure to an underground theater. THIS investigation was carried on by means of models and the applica-tion of the principles of similitude to determine the effects of props, props and cribs and sand filling in longwall mining. The geologic structure and rate of face retreat were kept constant and the only change introduced was in the method of support. It is not felt necessary to repeat a description of apparatus, or to explain the fact that a scalar model made in all parts of the same material as the prototype will behave similarly to the prototype when rotated at speeds such that the centrifugal force is as many times the gravitational force as the prototype dimension is a similar linear model dimensions. The reader is referred to earlier papers1,2 for further information regarding these statements. All models were made of sandstone and were as in Fig. 6. They are composed of a 3/16-in. ore body bed A, overlain by a 3/16-in- bed B, a 3/8-in, bed C and two 1/8 -in. beds D and E. The model was rotated at ±2350 r.p.m. equivalent to a model ratio of 1268. It was worked back 1/4 in. at a time before being replaced in the centrifuge and again rotated. Table 1 gives model and prototype dimensions occurring in this discussion, the prototype dimensions being 1268 times the model dimensions. Figs. 1, 2, 3 and 4 were taken while the model was rotating at 2350 r.p.m. One was taken for each face retreat of 26.4 ft., but for obvious ,reasons all are not presented. Fig. 1 (A-E) shows the behavior of this type of structure with face retreats of 26.4 ft, and no artificial support. Fig. 2(A-E) shows the behavior of this type of structure where breaker and face props were used. IN the pear 1881, I visited San Domingo, in the interest of French capitalists, to examine and report upon certain "concessions" of gold-bearing gravel and quartz veins, on the Isabella and Jaina rivers and their tributaries. This district is periodically reported to he extraordinarily rich, and there is oast around it the glamour of the mysterious shipments of gold, credited, in romance and in more or less romantic history, to Columbus and the Spaniards of the fifteenth and sixteenth centuries. Since considerable sums of money and several valuable lives have been lost in the unsuccessful search for its profitable mines, it seems desirable to place on record Borne of the information collected concerning the value of these famous gold fields, with the hope of facilitating the work of those who may hereafter be called on to investigate these claims, and of preventing the unnecessary waste of capital. It is needless to add that the capitalists for whom my investigations were made abandoned the enterprise they had in view,although no doubt similar schemes will be brought forward many times in the future, as they have been in the past, under the fervent advocacy of too sanguine enthusiasts. Since the time of the Spanish occupation of the Island of San Domingo, in 1497, when Columbus Found the natives wearing ornaments of gold, more or less of the precious metal has been obtained annually by washing the gold-bearing sands of several of its streams. The Salt River range vanadium deposits are situated 3 to 6 miles east and southeast of Afton, Lincoln County, Wyo. The vanadium occurs in a continuous bedded shale zone of the Phosphoria formation extending from the vicinity of Afton into southeastern Idaho. The Bureau of Mines explored several of these vanadiferous-shale deposits between December 1942 and December 1943 and conducted metallurgical tests on the ores. The areas investigated were west Swift Creek, the Dry Creek, and the Cottonwood Creek. The vanadiferous-shale beds have been folded sharply into a series of tightly compressed, eroded anticlines and synclines, which form the Salt River range. The vanadium occurs in a series of narrow shale or mudstone beds contained within the phosphatic-shale member of the Phosphoria formation. Exploration by the Bureau of Mines consisted of surface trenching and underground work over 18 miles of outcrop of vanadiferous shale with an average assay value of 0.866 percent V2O5.

"Cement" means binding agent or glue. It is derived from the Latin word "Caementum," the name of a limestone, chips of which were used in mortar more than 2,000 years ago in Italy. During the middle ages "cement" or "cement" generally denoted mortar. Today it means any binding material. The Thomas Register lists nearly 200 classifications for "cement" including automobile cement, household cement, rubber cement, etc. The material most commonly associated with this word, however, is portland cement which, when mixed with water and allowed to hydrate, is a ceramic binding material used to cement aggregates (crushed stone, gravel and sand) together in "concrete," the most universally used building material of today. It is estimated that more tons of concrete are used annually than all other building materials put together including steel, lumber, gypsum, bricks, tiles, aluminum and glass. Its use in foundations, building construction, sanitary work, dams, railroads, and highways, makes it difficult to conceive of modem civilization without concrete. A survey made in October 1955 showed the following uses of portland cement: [Percent Highways20 Nonresidential buildings20 Residential buildings15 Military construction10 Sewer and water works8 Public utilities10 Other (conservation, farm, and maintenance and repair)17 100] As of today, the percentage for highways is probably even higher. Ceramic binding materials have unquestionably been used in construction work for thousands of years. The mortar between the blocks of the great pyramids was calcined gypsum (plaster of paris). The use of calcined and slaked limestone goes back earlier than the Roman Empire. Gypsum, however, is relatively soft, and common lime mortar is not "hydraulic," i.e., it does not harden under water. The Greeks and Romans discovered later that an addition of a finely divided active siliceous material (Santorin earth or Pozzolana) would react with slaked lime to form a stronger, and hydraulic, cement. The Appian Way in Italy, Colosseum, and the great Aqueducts built by the Romans were made with this type cement, and some of these structures are still in existence today. However, not until 1756 did some serious research result in the development of better cements. In that year the English engineer, John Smeaton produced a stronger cement by burning a limestone containing considerable proportions of clayey impurities. Other investigations and improvements were made by Bryan Higgins, Bergmann, Joseph Parker, L. J. Vicat, J. F. John, James Frost, and I. C. Johnson.2 Traditionally, but perhaps unfairly to others, the invention of the prototype of today's portland cement is credited to the English mason Joseph Aspdin who in 1824 obtained a patent and gave the product its name, because in color the mortar produced from it resembled a natural building stone obtained from the British Isle of Portland. The contributions of Johnson and Aspdin were primarily the important step of preparing a synthetic mixture of lime and clay without depending on raw materials found in nature which might contain such elements in desirable proportions. Phosphate fines (size ≤ 45 μm), from the Red Sea Region, Egypt, were subjected to beneficiation process to recover the phosphorite grains from such fines. The sample is characterized by low P2O5 content (18.78%) associated with gangue minerals such as silica (22.77% SiO2) and carbonate (2.01% MgO) indicating its low grade. Phosphate pre-concentrate was prepared by gravity separation, using Falcon, where 63.37% of the phosphate, with 24.94% P2O5, 1.46% MgO, and 10.54% SiO2, was firstly recovered reducing the mass flow to the subsequent beneficiation process. However, the gravity tailing was the feed for the reverse phosphate flotation using bench scale column flotation where oleic acid was used as a carbonate gangue collector and amylase enzyme as a phosphate depressant. Under the appropriate flotation conditions (0.1% amylase, 5·10−4 mol/dm3 oleic acid, and temp. 30 °C), phospho-concentrate assaying 0.61% MgO, 13.14% SiO2, and 27.85% P2O5 with a P2O5 recovery of 55.45%, was finally obtained without the use of expensive depressants, e.g., phosphoric acid or sodium silicate. A tentative flow sheet for the whole process was postulated.

Available literature published or abstracted in 1953 and 1954 relating to dust prevention and suppression has been summarized and reviewed in this report, and un-published information also is included to outline current practice for those interested in dust control in and around mines, tunnels, and quarries. More and more companies are realizing the value of controlling dust by incorporating suitable methods and devices in the planning stage. In preparation and crushing plants preliminary tests have been made of the fine materials to determine the best type of dust-control equipment to use, and the details of the quantities of air, the number of sprays, the dust-allaying fluids, and the location of hoods or enclosures have been determined in advance. Such planning has paid for itself in more effective control. Similar planning in a tunnel resulted in healthful conditions and low dust concentrations.

There is presented below the results of experiments made on six samples of Utah coals furnished through the U. S. Bureau of Mines , under an agreement dated June 16th , 1920. The details of all values for all runs are tabulated and presented herewith . Clear The samples, consisting of approximately 150 pounds each, were received at the University of Illinois , on June 15 , 1920 , and are listed as follows : Creek , Wattis , Castle Gate , King , Standard , and Aberdeen . The proximate and ultimate, analyses of the various ccals from that region , representing all the types included in these samples , have already been made by the Bureau of Mines , and are available . * Similar determinations were also made on the particular samples forwarded for purposes of these experiments . The results obtained on the coal as received did . not very in any material feature from the values reported by the Bureau, they are shown in Table 1. It is of importance to note only that the oxygen content is uniformly high , namely approximately 9.5 to 11.5 per cent of the as- received coal , while the oxygen - hydrogen ratio is also high, being on the average approximately 2 ( oxygen) to 1 ( hydrogen) .
