The mining of coal in Alaska receives special treatment in the Surface Mining and Reclamation Act passed by the U.S. Congress in 1977 (PL95-87). Section 708 of the Act required that the National Academy of Sciences (NAS) perform a study of "Surface Coal Mining Conditions in the State of Alaska, In Order to Determine Which, If Any, of the Provisions of the Act Should be Modified with respect to Surface Coal Mining Operations in Alaska'. The special committee on Alaskan Coal Mining and Reclamation of NAS completed their study in 1980 and prepared their report (NAS, 1980). At this time, the Secretary of the Interior and the Congress have taken no special action with regard to either special regulations geared specifically to Alaska or to submitting special draft legislation to the Congress requesting amendment of PL95-87. The Alaska Department of Natural Resources (DNR) has drafted legislation which was submitted to and passed by the 1982 session of the State Legislature. The State regulatory agency has also drafted the requisite regulations necessitated by the amendments to the State's Basic Coal Mining Act. It is expected that by mid 1983 DNR will have applied for "primacy" to the office of Surface Mining, U.S. Department of the Interior (OSM). They will be submitting the amended State Law, the revised State Regulations and an operational plan as called for by OSM regulations. The presumption is that primacy will be granted to the State of Alaska under PL95-87. The Usibelli Coal Mine continues to be the only operational commercial mine for coal in the State of Alaska. It produced 7.26 x 10 kg (8 x 10 " T) of coal during 1981. The current mine was started in 1920 by Captain Lathrop, an early developer and pioneer in Alaska. It was continued by Emil Usibelli and was taken over after the death of E. Usibelli (in the 1964 earthquake) by his son Joseph Usibelli who is the current President of, the firm3 Their latest improvement is a 27.5 m (36 yd. )Bucyrus-Erie Dragline which handles most of the overburden removal. The coal is removed by a loader-truck combination. They are currently starting up the use of a unit train loading facility which handles forty cars every two hours. This loading system was a development necessitated by the Sun Eel Export contract. The Alaskan Railroad was a major cooperator in the development of the first unit train loading facility in Alaska.

A Brookfield viscometer fitted with a stainless steel bob was used to measure the viscosity of industrial lead blast furnace slags between 1126 and 1298°c. Slag oxidation state was characterized by first annealing the? slag samples at 750°c in sealed copper tubes in order to precipitate magnetite crystals. The magnetite concentration was then measured on an Outokumpu Saturated Magnetic Analyzer. Using an Arrhenius-type equation, a viscosity model was developed by regression. The equation below accounted for 75% of the variability in the data used to generate the regression coefficients and, on average, could predict viscosity within ± 12% of the measured value. The greatest difficulty encountered in measuring viscosity was due to the occasional presence of solids in the slag which caused, at times, erroneously high viscosity measurements. Precautions to minimize this problem are outlined in the text.

Introductory The following pages present the results of field investigations, laboratory and commercial tests, drilling, surveying, and preliminary development of the refractory clays which have been discovered recently in the township of Kipling, at the foot of Long rapids on the west side of the Mattagami river about 57 miles north of Kapuskasing and approximately 7 miles north of Smoky Falls, the terminus of the privately owned railway operated by the Spruce Falls Power and Paper Company, Kapuskasing (see Figure 1). Investigations on the clays of northern Ontario have been carried on over a period of seven years by officers of the Ontario Department of Mines, and I am indebted to the information published by that Department in reports by W. S. Dyer and A. R. Crozier, as well as?by Professor R. J. Montgomery, of the Ceramic Department, University of Toronto. It was, in large measure, the data given in the 37th, 38th, and 42nd Annual Reports of the Ontario Department of Mines that led me to make a personal investigation of the Mattagami River clays, with the result that we now have a commercial undertaking that will develop eventually into an industry of considerable importance in supplying the central manufacturing districts of Canada with refractories that heretofore have been largely imported from the United States. An extract from the 42nd Annual Report of the Department, Part III, 1933, page 75, reads as follows: "As for the refractory clay, the deposits are undoubtedly very large, but what is urgently needed is a deposit near the railway under sufficiently shallow overburden for recovery by stripping'. Having previously made an investigation of the clays adjacent to the Temiskaming and Northern Ontario railway, and these clays proving unsuitable, I turned my attention to the outcrops of refractory clays on the Mattagami river, first reported by Keele in 1919. This area offered possibilities within the economically permissible distance from rail transportation.

The liquid-level gage described in this report is an instrument designed to locate liquid levels in wells rapidly and accurately and, with auxiliary equipment described, to follow moving liquid levels automatically. The depth at which the instrument makes contact with the liquid in a well is indicated at the surface by a depth meter on the cable to which the instrument is attached. When the gage is used to follow a surging moving level, the liquid depth is indicated continuously at the surface. This report contains a description and illustrations of the gage and outlines the operating procedures. The instrument is 1-3/4 inches in diameter and approximately 6 feet in length and may be operated through 2-inch tubing. The gage consists essentially of a float that moves upward with respect to the rest of the assembly, causing a change in the flow of electric current from the surface when the liquid level is reached. The instrument has been tested under a variety of conditions and has been found to be sensitive to changes in liquid level of 1/2 inch. Its accuracy is limited principally by the accuracy of the wire-line depth indicator used. It is not affected by pressure or temperature, and it can be run in open hole or under pressure through a lubricator. It employs only one electric circuit and can be run on an Amergraph single-conductor cable (type 1-H-0) ,

Continuous thickeners can be sized either from previous experience, continuous pilot-scale test results, or from batch settling tests. Although it is a relatively simple process to size full-scale thickeners when previous experience or pilot-scale operating data are available, batch testing is often the only realistic method for sizing thickeners due to time restrictions, budget limitations and availability of sample material. Many authors have, therefore, suggested means of running batch tests and analyzing the resulting data. Fundamental thickening theory had its beginning with the work o£ Coe and Clevenger(1). In order to determine the size of the thickener settling area, they proposed that a series of batch settling tests be run at various initial concentrations. The solids handling capacity at each concentration can then be determined and the lowest capacity (maximum area requirements) used to size the thickener. Kynch(2) developed a mathematical analysis in which the relationship between solids concentration and settling rate can be obtained from a single batch settling curve. Talmage and Fitch(3), Yoshioka(4)(5) and Dick(6), have enlarged upon these works to give a basis for methods of sizing thickeners.

The Coal Mine Inspection Branch of the Health and Safety Division, Bureau of Mines, was established to carry out the provisions in Public Law 49, 77th Congress, H. R. 2082, approved May 7, 1941. The series of major disasters that beset the coal-mining industry in 1940 aroused public interest in mine-safety measures, and the act 18 the direct result of this rekindled interest. Under the provisions of the act, the Secretary of the Interior, acting through the Federal Bureau of Mines, is authorized and empowered to make, or cause to be made, annual or necessary inspections and investigations in coal mines, the products of which regularly enter commerce or the operations of which substantially affect commerce. The principal functions of the Federal coal-mine inspectors are to determine the causes of accidents and occupational diseases in coal mines and then endeavor to eliminate or ameliorate them (1) by revealing, through personal conferences with mine personnel, correspondence, and published reports, the unhealthful and unsafe conditions and practices existing in the mines and (2) by recommending practical means for correcting the conditions observed. The act does not provide any enforcement powers, and therefore compliance with the inspectors' recommendations is not mandatory; it does give Federal coal-mine inspectors the right to enter coal mines for inspection purposes.

The small town of Bruce Mines lies a few miles east of Sault Ste. Marie, Ontario on the north shore of Lake Huron. This was the site of the first copper mine. This copper smelter used a reverberatory furnace, based on the Welsh process, and operated in the period of 1849 to 1850, when the plant was destroyed by fire. During the period of 1850 to about 1869, crushed and sorted ore was shipped to England and later to the United States. In 1869, a roastleach plant, based on the Henderson Process, was constructed at Bruce Mines and was operated until about 1872. This short article describes the early development of this historic operation. Although the rich copper ore found in the vicinity of Bruce Mines was known to the Indians, its discovery in or about 184 7 was credited to Mr. Keating, who named the area Bruce in honour of Lord Elgin (James Bruce), Canada's Governor General. In 1848, the property was acquired by the Montreal Mining Company for 40 000 pounds sterling and the company immediately sent a small party to investigate the deposit. The party sank a shaft on a lode within a hundred yards of the lake and also reported two adjacent lodes farther inland, which were left undeveloped until the turn of the century. Initially, the foundation of the headframe and hoist was built above the frost line and when the machinery was set in motion it collapsed. Eventually, the shaft was to reach a depth of 300 feet. By 1849, the property was well established and the small settlement consisted of 77 miners, 65 labourers, 4 boys, 11 tradesmen, including blacksmiths and carpenters, 2 mining captains, 1 engineer, 2 clerks and 1 superintendent. The community, including the workers' families, numbered about 250.

An overview of the history of mining technology, both past and present, shows that some of the new concepts being successfully applied have changed the reserve categorization and are having an overall impact on production. Past coal mining operations in the eastern coal fields, and especially in Appalachia, extensively utilized stripping with the predominately applied contour method. As a result, vast mountainous areas have abandoned benches left behind by past mining operations. While thicker seams previously stripped were usually mined by underground or mountain top removal methods, thin seams beyond technical or economical limits were left intact after contour mining had reached the ultimate height of the wall. These thin seams quite often contain high BTU, low ash and sulfur coal that makes them attractive for a secondary recovery due to the market requirements. Secondary highwall recovery has obvious potential and is economically attractive; however, with the present state of industrial experience and lack of analysis of site data, a trial and error approach is used by operators.

THERE are comparatively few accurate data on the melting-or the freezing-point temperature of metallurgical slays, or on related physical phenomena, such as fluidity near the melting-point, specific heat, latent heat, etc. With the exception of the work of H. 0. Hoffman,1 and some older work by R. Akerman, P. Gredt, and H. M. Howe, no information is available that is of direct interest to the metallurgist. Hofman's valuable work is the only one that refers to slags produced in the metallurgy of copper and lead. The classic work of J. H. L. Vogt,2 who views slays from the standpoint of physical mixtures (solutions in which the entities are minerals), has opened up a. new field in the study of slags, and has placed the investigation of such properties as melting-temperatures, etc., on a rational basis. The recent work of A. L. Day, E. T. Allen, and W. P. White, of the Carnegie Institution, at Washington, and of European investigators 3 on certain systems of silicate minerals confirms the value of the investigation of silicate series from this standpoint, and it is my aim to apply this method to metallurgical slaws, in order to gain exact data of value in metallurgy. The work recorded in the present paper is the result of an investigation of reverberatory-furnace slags made for a Western smelting company to determine exactly the influence of change in composition, within comparatively narrow limits, on the melting-point. The Malheur-Jordan Resource Areas (MJRA?s) is a tract of approximately 6.5 million acres of federal and non-federal land in the southeast corner of Oregon. This study evaluated the Resource Areas' economically recoverable mineral potential based on geological estimates provided in the USGS report (Smith, 1994). The mineral terranes are believed by geologists to contain undiscovered resources. The geological data is probabilistic; with estimates of the possible number of deposits and their grades and tonnages. Possible future development scenarios range from no development to numerous mines. Based on the analysis performed on these terranes, the most likely (in a statistical sense) future scenario for the resource areas would include the potential for two medium sized, predominately gold, mines. These would supply direct and indirect employment of up to about a thousand workers.

"INTRODUCTION The Queen Mary copper property is in sec. 18, T. 12 N., R. 16 W., in the Clinton mining district of Missoula County, Mont. It was examined by an engineer 3/ of the Bureau of Mines, November 21, 1943. Upon the basis of his recommendations, a small trenching and diamond-drilling program was begun November 11, 1944. One diamond-drill hole was completed December 16, -944, but because of frozen ground trenching was postponed until June 1945 and then completed. This report describes the results of exploration.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. In the present study we discuss the value of multi-element geochemistry as a tool for semi-quantitative to quantitative bulk mineral characterization in geological and geo-metallurgical modeling of porphyry copper type deposits, with an emphasis on hydrothermal alteration associations, types and intensities. In mine production of porphyry copper deposits much effort is placed on ore grade and geological modeling, applied for predictive mineral processing behavior, from blasting, grinding, leaching or flotation, down to waste disposal and environmental management. High confidence geological models are commonly based on geological mapping of drill core and surface/ underground exposures, combined with discrete mineral characterization (e.g., petrography, QEMSCAN®, spectroscopy, etc.). Unfortunately these are expensive and applied to limited numbers of samples, thus lacking sufficient representation and not suitable for geo-statistical modeling. In addition, geological mapping always presents uncertainty, based mostly on qualitative estimates. The combination of information usually provides geological models that are hard to combine with geo-metallurgical data, much less with mineral processing predictive behavior models. The advent of multi-element geochemistry, at low cost, has allowed employment of such tools massively, yet little use is given to the data, usually focused on elements of economic interest (main ore and credits) and elements of negative impact to concentrates and/or process. Geochemistry reflects the mineral composition of rocks, thus allowing characterization of lithology, alteration types and intensities, and mineralization. As examples of such applications we present generic classification techniques which were developed on various porphyry copper deposits of northern Chile, these based on multi-element geochemistry, allowing for semi-quantitative to quantitative high resolution modeling of key aspects of lithology, hydrothermal alteration and mineralization, and which may be cross-referenced to metallurgical test samples and by that, to geo-metallurgical properties of rocks and modeling. In addition, as data is quantitative and continuous, modelling of gangue can benefit from geo-statistical modeling.

"The new smelting process commenced operation in 1978. The pelletizing and sinter plants were replaced with slurry-fed roasters and the blast furnaces with electric furnaces. The existing converter aisle and matte handling facilities remained unchanged.Process DescriptionNickel-copper concentrate is partially roasted in two slurry-fed fluid bed roasters. After gas cleaning, the sulphur dioxide gas is transferred to the acid plant. The roaster product is conveyed to two electric furnaces for smelting to produce a waste slag and furnace matte. The slag goes to the disposal area and furnace matte containing the metal values is processed in the converters for further removal of iron and sulphur.The final matte containing about 75 per cent metal values is shipped to the refinery in Norway.The commercial smelter was designed for 2135 tonnes per day of concentrate, with an availability of 85% . Roasters and electric furnaces were sized at 117 per cent of design, or 1250 tonnes per day on each of two lines. Fibered, portland-cement-based gunite products were applied in the Bureau of Mines Lake Lynn Laboratory Experimental Mine using a variety of pneumatic guns and gunning crews, The demonstrated wet-mix (with silica fume), dry-mix, and surface bonding products were sampled by the Bureau and subjected to a suite of engineering analyses. Gunite flexural and compressive strength, rebound, permeability, porosity, dust loading, shooting rate, crew requirements, and cost factors were evaluated. Steel, fiberglass, or polypropylene fibers were contained in all but two of the gunires tested. Both Bureau and private testing laboratory analyses are provided for some products. Electron probe micro-analysis and X-ray diffraction analysis were performed on the silica fume fraction of the wet-mix gunite to characterize the dust. Aggregate size fraction distribution analyses were performed to provide strength relationships. Results indicate that all of the commercially available fibered-gunite materials tested can provide beneficial sealant, spall prevention, or roof stability control attributes for underground mining environments when applied by an experienced crew using a well-maintained gun, in accordance with product manufacturers' recommendations and when used for the designated purpose.

As part of a general preliminary investigation of lead-zinc deposits in Stevens County, Wash., the Electric Point and Gladstone mines on Gladstone Mountain, in the Northport Mining District, were examined by R. M. Gammell, an engineer of the Bureau of Mines, in June 1946. A trenching and sampling program was executed later the same year under' the supervision of Miro Mihelich and the author. This report presents the factual data obtained from the trenching and sampling operations.

"INTRODUCTION This investigation is a continuation of previous work 3/4/5/ on the gaseous products of permissible explosives with and without sheaths. The range of oxygen balance of the explosives has been considerably increased. As has been shown previously, certain approximate relations exist between the volumes of gaseous products and the oxygen balance. Further systematization of the data is not feasible, since the method of theoretioal calculatln of the gaseous product is not yet satisfactorily developed. In a previously described method, 6/ it has been assumed that the explosion occurs at constant volume and that thermodynamic equilibrium is established. Apart from the presumably less important uncertainty of some of the thermodynamic data, it is not known how the confinement of the shots in the Bichel gage or the Crawshaw-Jones gage should be treated, or whether thermodynamic equilibrium is fully attained; nor can the extent to which the equilibrium composition changes during the subsequent period of expansion and cooling be judged with any reliability. Therefore, no calculations have been attempted. However, in anticipation of possible future theoretical interest and as an aid in answering practical problems, the new data are presented in the same minute detail as was done previously."

A process has been developed for recovering the refractory metal values contained in mixed secondary source materials such as contaminated grinding wastes, oxides and sludges. The wastes are calcined with sodium carbonate in air to convert the refractory metals to water soluble Na2CrO4, Na3V04, Na2Mo04 and Na2W04. The base metals, Fe, Ni, Co and Cu, are converted to water insoluble oxides. An aqueous leach of the calcine effectively separates the refractory metals from the insoluble base metals. Co, Ni and Cu can be recovered from the oxidic residue by conventional processing methods. The leach solution is purified and then treated to recover the refractory metals as Cr203, NH4VO3, (NH4)6Mo7024?4H2O and H2WO4. The purity of the products is sufficient for their use in many metallurgical applications. The Na+ values in the leach solution are recovered as Na2CO3(or NaHC03) and are recycled to the calcination step. It is shown that the process can accommodate a wide range of feed compositions and generates a minimum of aqueous effluents.

The Bureau of Mines investigated a simultaneous elutriation and flotation technique for separating polyethylene terephthalate (PET) from polyvinylchloride (PVC). The Tuscaloosa Research Center, through a cooperative agreement with a recycling company, devised an elutriation-flotation method for beneficiating the mixed heavy plastics portion of municipal solid wastes which is composed of polystyrene (PS), PET, and PVC. A sodium carbonate brine was used to remove the lighter PS from the heavier PET and PVC. Over 98 pct of the PS was recovered in a high purity PS concentrate containing 99.7 pct PS, The remaining PET and PVC mixture was washed to remove the brine salts that would be harmful to the flotation process. The clean PET and PVC mixture was conditioned in a solution of 45 g/t gelatine and floated in a short (l-m) column flotation cell in an upward flow of water. In a single flotation step, over 75 pct of the PET was recovered in a high purity product containing 99.8 pct PET. The bubbles attached to the PET lowered the effective density of the PET-bubble agglomerate and allowed successful separation of these agglomerates from the PVC plastic pieces. This method separated two-thirds of the mixed plastics fraction into high purity PS and PET products suitable for recycling and left only one-third of the plastics in the mixed plastics product.

In April 1948, the Bureau of Mines was requested to evaluate the graphite deposit' known as the Benjamin Franklin and Just mines in Chester County, Pa. After preliminary investigation, it was recommended that the Bureau core-drill, trench, and sample the deposit and make beneficiation tests on the ore. During the first and second World Wars, flake graphite was in short supply, and a number of deposits in the United States were exploited. In 1942, the Defense Plant Corporation, through its lessee, the Benjamin Franklin Graphite Co., purchased 70.263 acres of graphite-bearing land and built a complete mining and milling plant with a capacity of 300 tons of crude ore per 24-hour day at a cost of $426,250 (Plancor No. 1254).

COMPREHENSIVE summary is presented of results of several years of research at the Bureau of Mines Mining Research Center at Denver on adapting and applying techniques of statistical analysis in mine and mineral-deposit sampling and in computing grade and tonnage of ore for a mineral deposit. In addition to elementary statistical theory the material presented in the bulletin includes: (1) Certain special statistical techniques that have been found useful in mining applications; (2) problems, implications, and limitations that may be encountered in applying these techniques in mine sampling and evaluation; and (3) numerous examples to demonstrate application of the theory and techniques.
