The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern's credit rating. Management Choices Private-sector managements have had to face up to the alternative of either continuing to produce at an unchanged rate and marketing output at unremunerative prices or reducing output. This report investigates whether it is tractable and thereupon reasonable to remove the booster influences when ranking the toxic fumes of non-cap-sensitive mining explosives. The hazard potential is represented by relative fume toxicity RFT, the resultant influence computed from a formulated rule with a restricted set (tally) of fume components and multiplying constants. The RFT result is compared to the rule criterion that represents the worst case tolerable toxicity stipulated by regulations or otherwise. The typical nonstoichiometric booster composition can render notable unwanted influence on the RFT ranking results. Historically, the remedy was to shoot the booster separately and reduce the trial concentrations by the relevant subtractions. Unreal negative concentration results were noted on rare occasions, revealing the faulty nature of the reduction procedure. With thermodynamic reaction chemistry codes TDRC, on the other hand, the booster ingredients can be retained in or removed from the reactant tabulation, yielding reduction factors taken as the concentration ratios for the two circumstances. The underlying presumption regarding reduction factors is that the ratios of component concentrations with and without the booster ingredients when resolved theoretically ought to equal those rendered experimentally, when tractable. Upon rearranging the presumed relationship, the unadjusted fume concentrations divided by theoretical reduction factors yield the wanted readjusted fume concentrations, thereby removing the booster influence without generating unreal negative concentrations. The work principle from thermodynamics restricted by the constraint of zero-net interaction loss is utilized in conjunction with the TDRC to resolve the wanted (Z-state) fume spectrum. This circumvents the recognized difficulty with traditional hydrodynamic detonation theory that is related to the nonideal reaction characteristics of typical mining explosives. The tacit characteristic of the Z-state resolved from the non-trajectory work principle is that it can not be remedied or tampered with, unlike the traditional trajectory techniques where the reaction products can be readjusted by changing formula representations, nullifying specific reactions or otherwise manipulating the thermodynamic trajectory process. Though the work principle theory is an unfinished formulation, the Z-state results prove worthy enough for rendering trends and comparisons and reaching otherwise useful conclusions. Further refinements should yield more reliable fume spectra and indicate explosive composition readjustments that would reduce toxic effects within underground mines and the wider world environment.

The Carson-Iceberg RARE II study area, consisting o; 209,990 acres (134,983 ha), is on the crest of the Sierra Nevada in California, about 35 mi (56 km) south of Lake Tahoe. The area is divided into four parts: C4-986; C5-986; and B5-986, north and south portions. No mineral production has been recorded for the area. However, gold, silver, and tungsten resources and potential for additional resources have been estimated for the area and just north of area C4-986.

"INTRODUCTION During the summer of 1945, the Bureau of Mines conducted an investigation and program of churn drilling near the village of Tennyson in Grant County, Wis. The work was undertaken as part of a general investigation of the zinc-producing area of southwestern Wisconsin at a time when all effort was being made to increase the production of metals important to the war program.The area for special investigation was selected on the basis of favorable structural disclosures, evidence of widespread zinc mineralization, absence of any great amount of exploration to depth beneath the productive shallow workings, and the favorable results of several churn-drill holes in the village of Tennyson.During the Bureau's investigation, 30 churn-drill holes aggregating5,888 feet were completed.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to-the end that they make the greatest possible contribution to national security and economy. The primary objective of this paper is to discuss the hazards and furnish a list of recommendations for the safe operation of quarries and related works. They have been compiled from Bureau of Mines publications covering the safety experience of engineers before and during the year in the mineral industry,5 from a publication of the National Safety Council, Inc.,6 from explosives recommendations made by various explosives manufacturers,7 and from suggestions obtained from quarries visited. The second objective is to describe and illustrate safety devices, practices, and quarrying methods. The quarrying and related industries of the United States had a lower accident-frequency rate than either the metal- or coal-mining industry as reported for 1942.8 However, the quarry industry ranked eleventh in 15 major industries during 1942 in lost-time accident fre¬quency; metal mining ranked fourteenth and coal mining fifteenth.

Respirable dust exposure has long been known to be a serious health threat to workers in many industries. In coal mining, overexposure to respirable coal mine dust can lead to coal workers? pneumoconiosis (CWP). CWP is a lung disease that can be disabling and fatal in its most severe form. In addition, miners can be exposed to high levels of respirable silica dust, which can cause silicosis, another disabling and/or fatal lung disease. Once contracted, there is no cure for CWP or silicosis. The goal, therefore, is to limit worker exposure to respirable dust to prevent development of these diseases. The passage of the Federal Coal Mine Health and Safety Act of 1969 established respirable dust exposure limits, dust sampling requirements for inspectors and mine operators, a voluntary x-ray surveillance program to identify CWP in underground coal miners, and a benefits program to provide compensation to affected workers and their families. The tremen­dous human and financial costs resulting from CWP and silicosis in the U.S. underground coal mine workforce are shown by the following statistics: ? During 1970?2004, CWP was a direct or contributing cause of 69,377 deaths of U.S. underground coal mine workers. ? During 1980?2005, over $39 billion in CWP benefits were paid to underground coal miners and their families. ? Recent x-ray surveillance data for 2000?2006 show an increase in CWP cases. Nearly 8% of examined underground coal miners with 25 or more years of experience were diagnosed with CWP. ? ?Continuous miner operator? is the most frequently listed occupation on death certificates that record silicosis as the cause of death.

The Bureau of Mines conducted an exploratory field survey to determine the amount of airborne coal dust, the size distribution of the dust, and the rate of dust deposition in coal mine airways. The survey was taken at eight underground locations in operating coal mines. The rate of dust deposition in the airways depended upon the concentration of air-borne dust and decreased exponentially with distance from the dust source. The rate was seemingly independent of the size of the airborne dust particles. The rate of deposition, along a return, for the coal dust from a fade being mined with a continuous mining machine closely matched the rate for the rock dust from a trickle duster. A sample rock-dusting schedule for that return is presented; that is, the trickle duster should be operated for 3-112 hours after every five shifts to protect the average deposit of new float coal dust in the return, but operation after every three shifts is preferred, to protect an occasional heavier deposit.

In order to help assure an adequate domestic supply of minerals essential to the Nation's economy and and security by developing more efficient minerals extraction technologies, the Bureau of Mines Tuscaloosa Research Center examined the application of autogenous microgrinding to calcium carbonate minerals. Treatment of minus 8-mesh Alabama marble resulted in a product 80 pct minus 5 micrometers (µm) at a power consumption of 70 to 80 kwhr/ton, This study shows that coarse particles of calcium carbonate minerals are effective as the grinding media for the autogenous attrition grinding of these minerals. The minus 8- plus 30-mesh fraction is an effective grinding medium (sand) for particles smaller than 30 mesh. A 40-pct-solids slurry and a sand: marble ratio of 2.5 appeared to be near optimum. For residence times above 13 minutes, products were greater than 80 pet minus 5 µm and greater than 54 pct minus 2 µm. Power consumption was uniformly low, ranging from 50 to 100 kwhr/ton of product depending upon the feed rate. One marble sample from Georgia was shown to be the most persistent grinding medium, with losses of less than half those of the other materials tested.

Elevation of surface charge density on colloidal particles in the presence of a high potential electrostatic field is demonstrated as a viable technique for preventing the accumulation of solids in solvent extraction circuits. The effect of the technique is manifest by relative turbidity measurements between pregnant leach solution and raffinate, by changes in the character of the sludge accumulations, by alteration of the zeta potential of particulates, and by a general reduction in the mass of solids.

A method for the determination of the gas content of coal seams is presented which improves upon existing methods. The method makes use of a gravitational technique for measurement of the gas desorbed. The amount of lost gas is estimated by determining an empirical relationship relating the desorption of gas with time for each sample separately. This is to replace the assumption that desorp- tion follows a square root law with time. Laboratory investigations have been conducted which indicate that the square root desorption law does not hold good for carbon dioxide. Results of investigations on various factors influencing the technique are presented. It is shown that co-efficients of the empirical equation are dependent upon the elapsed time and the period of observation. Data about gas pressure measurements is presented and it is concluded that gas pressure can be approxi- mated to 0.6 times the pressure below a column of water equal to the depth of cover. The modelling of phenomena by nonlinear dynamic Systems Theory representations require the specification and identification of suitable models of the phenomenon and the availability of good optimization algorithms to determine the optimal controls. Stochastic disturbances and difficulties of monitoring the process lead invariably, otherwise, to suboptimal performance. It will be shown that an algorithm can be formulated which will simultaneously identify and optimize such a system. The properties of the algorithm will be derived and its convergence to an optimal control proved. Some results of actual applications will be presented and it will be shown how this approach generalizes easily to optimal control of the actual processing system. These results generalize those of optimal learning and input conditioning.

The U.S. Department of the Interior, Bureau of Mines, investigated recovery of concentrates containing tin, tantalum, and niobium from the Kougarok deposit on the Seward Peninsula, AK. To date, 25 million lb of tin has been delineated in occurrences containing 0.36 to 1.32 pct Sn, and the resource potential is estimated to be as high as 25 million short tons at average grades of 0.75 pct Sn, 0.025 pct Ta, and 0,025 pct Nb. Deslimed ore was concentrated to 54 pct Sn, 0.3 pct Ta, and 0.3 pct Nb, with recoveries of 74 pct Sn and 44 pct Ta/Nb using a Humphrey's* spiral followed by a Deister shaking table. Tin values in the slimes were upgraded to a 5-pct-Sn concentrate using a Bartles-Mozley separator followed by flotation. The 5- pct-Sn was further upgraded by fuming to give a concentrate containing approximately 60 pct Sn. The recovery of the two products combined was 80 pct Sn and 46 pct Ta/Nb, A flowsheet with mill-design parameters resulted from the metallurgical testing. An economic analysis was made based on the proposed process.

A laboratory method for the simulation of in-situ leaching of uranium was developed under contract to the Interior Department's Bureau of Mines. Simulation tests using sulfuric acid, ammonium bicarbonate and sodium carbonate as reagents and hydrogen peroxide as oxidant were carried out with representative ores from Texas and Wyoming. The tests not only yielded recovery rates of uranium and permeability changes, but also qualitative inferences on the chemical and physical phenomena which occur underground. Leaching with basic solutions was found to be kinetic constrained and with acid solutions, equilibrium constrained. The rapid permeability changes observed when leach solutions were introduced, were probably caused by gas blockages in the packing. Precipitation of calcite or gypsum and the reaction of clay to leach solutions had slow and gradual effect on the packing permeabilities.

Sulfuric acid anodizing process is extensively used in many industrial and consumer products to provide corrosion resistance to aluminum alloys. The anodic coatings produced consist of amorphous alhnum oxide with a pornus structure which is easily sealed and colored with dyes. The coatings may contain defects due to surface flaws, canposition and microstructure of the aluminum alloy, and/or due to the anodizing process conditions. This paper will describe the techniques used in anodizing process, various defects which may be produced in anodic coatings and the methods to control them.

Three of the most challenging problems in phosphate beneficiation are discussed: flotation efficiency, resource conservation and environmental impact. Some new flotation machines offer the opportunity of reducing power and reagent consumption significantly, while increasing specific capacity many fold. Efficiency might also be improved dramatically by replacing the "double float" process with a single-collector scheme. Model based software control is a powerful tool for improving overall plant efficiency. Recovery of phosphate values from the phosphatic clays could extend phosphorus reserve life significantly. phosphate recovery from the slimes might be achieved by sizing-flotation, selective flocculation and bioleaching. Reducing the volume of phosphatic clays produced is another key stop to minimizing phoephate logs. Such a reduction may be realized by floating at finer cut size. Although an ideal' dolomite separation process is yet to be developed, a cationic flotation process may prove to 'be economically feasible. Loss of phosphate in the desliming stage is the major problem with most of the flotation schemes for removing dolomite.

Computer-based mine management systems are being used in many surface mines to assign haul trucks, track equipment and manage information. Advances in digital communications allow these systems to be used in underground operations. Underground mine management systems help maximize production by providing gains in equipment and manpower use, drawpoint equalization in block caving operations, preventive maintenance and safety. Current systems use allocated or "locked" train and load-haul-dump (LHD) dispatching. Allocated dispatching rarely optimizes open pit product' on. But it offers an efficient mode of operation underground and where options are more limited. The primary objectives of underground mine management systems are to maximize production and mini¬mize contention time through allocated train, truck or LHD dispatching, traffic control, equipment monitoring and comprehensive reporting. The main components of an underground mine management system include: ? A central computer (personal computer or worksta¬tion) in a central control center. It sends instructions to train, truck or LHD drivers and allows dispatcher interaction. ? A field computer system (FCS). This consists of a touch-screen graphics console (GC) and mobile hub - on each train, truck or LHD to receive and display instructions from the central computer and accept driver input. ? A data radio network based on leaky feeder (data, voice, video) or microcell radios (data only) and advanced token-ring technology. This passes information between the central computer and the FCSs. ? Radio frequency (RF) tags mounted at boxes, weigh bridges, tips and rim tunnel main haulage ways to locate trains or LHDs (Luke, 1993). Such a management system must be in place before implementing computer-based dispatching (Vagenas, 1991) for production optimization.

The depth capability of engineering seismographs has been greatly increased by the use of signal enhancement, a technique in which seismic waveforms created by repeated impacts are digitized, stored, and summed. Summation amplifies the signal and partially cancels background noise. This gives a clearer picture of the wave aid makes it possible to determine the travel tune of signals from 'eater depth. Signal enhancement combined with continuous display of waveform, permanent recording of waveform, and precision digital readout of travel time has opened new fields of application in mining and engineering. Recent work has clown that replacement sulfides can be distinguished seismically from country rock at Bistee, Ariz. Work on the Iron Range of Minnesota indication,: that, by using a 300 pound weight as the source, the Biwabik iron Formation can be traced down dip to several hundreds of feet traverses over known areas show that reflections can sometimes be identified. CANANEA has long been recognized as a remarkable field for geologic study. The copper deposits and rocks of the district have been described by many geologists and engineers, but only the most general correlations have been made between Cananea sedimentary rocks and other known sedimentary sections in the southwestern United States and northern Mexico. The present paper describes the Cananea sediments in greater detail than has been done before and attempts to fit the Cananea sedimentary section more closely into the geologic time table. The lack of well-preserved fossils has made it difficult to date the sediments accurately in geo- logic time, but it is possible to make tentative correlations between the Cananea sediments and the southeastern Arizona sections, based largely upon lithology and general position in the geologic column. It appears that sedimentation at Cananea and Bisbee may have been closely similar during Paleozoic time. Even such generalized correlations, however, may be subject to considerable modification in the future. The present study has led to the recognition of other problems of age and mineralization relationships in the Cananea district. Cananea is located in the north-central part of the state of Sonora, Mexico, at an elevation of 5270 ft. It is about 135 miles northeast of Hermosillo, the state capital, and 25 miles south of the international boundary. By road Cananea is 40 miles from the twin towns of Naco, Ariz., and Naco, Sonora, and about 50 miles from Bisbee, Ariz. It is served by the Nogales-Naco branch of the railroad, F.C. Pacifico, and is connected with Chihuahua and Mexico City by the Aeronaves airline.

This report presents the results of washability examinations of seven coals from the principal coal-producing fields of Montana. A complete performance test of the Baum-type jig operated at one of the mines is included, as are the results of cleaning tests made on two of the coals in a dense-medium pilot plant. The coals examined from the Red Lodge, Bull Mountain, and Forsyth fields are comparatively easy to clean. Ash contents of 5 to 10 percent can be obtained at yields of washed coal ranging from 90 to 95 percent. The coal from the Great Falls field, however, could not be cleaned readily to less than 14 percent ash, and the rejection of impurity would amount to over 25 percent. The two coals treated in the dense-medium pilot plant were characterized by sharp separation of impurity, high recovery efficiency, and satisfactory reduction in ash content.
