For the first time in years, the spring budgets of federal and provincial governments have not brought down major new proposals affecting the tax burdens of the mining industry in Canada. It seems appropriate to use this unaccustomed period of tranquility to set out an extremely abbreviated summary of the principal features of the federal and provincial income and mining tax rules affecting the mining industry.

"IntroductionThe Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes reports and articles published during the period January I, 1965, to December 31, 1969. It supplements the 50-year list of Bureau publications issued from July 1, 1910, to January I, 1960;' the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January I, 1960;3 the 5-year list of Bureau publications and articles from January I, 1960, to December 31, 1964.' It includes all the material in the four annual lists of Bureau publications and articles from January 1, 1965, to December 31, 1968, as well as the Bureau publications and articles for 1969."

For some years past the Safety in Mines Research Board of Great Britain has been making an intensive search for. materials that would be more efficient than rock dust and that could replace it wholly or in part as a moans of preventing the prorogation of coal-dust explosions in mines5/ In the course of this work several rock ducts and numerous inorganic compounds were tested. The results place incombustible substances in two main groups; (1) Those whose effect in suppressing the combustion of coal dust is proportional to their capacity for absorbing heat, and (2) those that shoo much higher effectiveness than would be expected from their heat capacity. The first group includes several inorganic compounds and materials commonly ground for use as rock dust, such as shale, gypsum, and limestone. Outstanding examples of the second group are compounds of the halogens6/ with the alkali metals,7/ especially potasium and sodium8/. British investigators term those salts "inhibitors" because it is assumed that their presence has a hindering or inhibiting effect on one or more of the chemical reactions that together constitute combustion. In other words, the action of an inhibitor is postulated as chemical rather than physical; theoretically, the effect is to prevent liberation of energy instead of to absorb energy already liberated.

"GeneralA NOT INCONSIDERABLE proportion of the Canadian economy is dependent on the coal mining industry. This is particularly true of the eastern portion of Canada and especially so of the ( authors') province of Nova Scotia. Much has been said about the trying economic straits of the coal industry in Nova Scotia ( 1), faced, as it is, with difficult mining problems, with considerable distance from large markets, and with •competition from other (and usually foreign) fuels. It is of particular interest, at this time, therefore, to discuss one of the larger outlets for coal -that of the production of metallurgical coke.Scope of PaperWhile the title of this paper indicates that it deals with Metallurgical Coke in Canada, the authors beg leave to treat the Canadian industry very briefly and to deal specifically with coal, •coke, and smelting problems with which they are familiar, namely, the operation of the Dominion Steel and Coal Corporation in the Sydney, N.S., area. IN 1947 the steel industry rebounded from its wartime effort and produced a record-breaking peacetime tonnage of steel ingots. During the first six months of the year the industry produced 42,000,000 tons of ingots and expected to produce 85,000,000 tons for the year. With a rated capacity of some 91,000,000 tons, production was at a rate of about 93 per cent of capacity. Credit must be extended to the steel producers who have maintained this steady state of operations while faced with many problems, not the least of which was a continued shortage of satisfactory scrap. Furthermore, the steel industry started a record-breaking peacetime expansion program at a total cost of more than $1,000,000,000. This program will increase the ingot-making capacity of the country by 2,500,000 tons and should be completed in 1948.

In Pennsylvania, 310 sampled sites of clay and shale have been evaluated for: potential use, chiefly as structural clay products, refractories, and lightweight aggregate; lithology; physical properties tests; fired tests, both quick-fire and rotary kiln; major-element chemical analyses, and quantitative five-component X-ray mineralogy for quartz, mica, feldspar, kaolinite, and chlorite-vermiculite-montmoril-lonite. Approximately 80 percent of the samples are of some potential use. Of 220 shale samples, 84 were potential lightweight aggregate sources and 83 potential brick sources. Binary correlations of test data versus potential use indicate that certain empirically determined parameters may be critical. These are: lithology, particularly for medium to super-duty refractories and lightweight aggregate; kaol-finite content for refractories versus low-temperature fired product sources; quartz content illustrating that there is an apparently necessary minimum quantity for brick; quartz content, which is low in high grades of lightweight aggregate; mica content, which is low for refractories and possibly high for lightweight aggregate; total iron, which is low for refractories and shows a 40 percent minimum for lightweight aggregate; carbon dioxide, which is low for refractorfes, beneficial in lightweight aggregate, and probably restrictive for some tiles choroite yermicalite, which is low for refractoies and possibly beneficial in lightweight aggregate. In Pennsylvania, clay and shale materials constitute one of the state's major economic mineral resources. To date, the testing program indicates considerable development potential in brick, tile, and lightweight aggregate industries, and perhaps a future potential for aluminum from shales that exceed 20 percent A12Q3.

A brief description of the fabrication, installation, and pressurizing equipment is given and pressurizing procedures are discussed. Theories available on evaluation of data from the flat and cylindrical pressure cells and examples of data analysis and stress evaluation are also presented.

[The quantity of explosives sold in the United States in January, 1931, for domestic consumption, amounted to 368,100 kegs (9,202,510 pounds) of black blasting powder, 4,810;000 pounds of permissible explosives, and 16,533,000 pounds of high explosives other than permissible. These figures are based on reports received by the United States Bureau of Mines, Department of Commerce, from nearly all manufacturing companies, and include an estimate of sues by several companies that do not furnish monthly reports. Reports actually received from manufacturers shored sales of 365,977 kegs of black blasting powder (consisting of 220,892 kegs of granular powder and 145,085 kegs of pellet powder), 4,687,900 pounds of permissible explosives, and 15,498,152 pounds of high explosives other than permissible. Sales in January, 1931, were smaller than in January last year, the decreases being 14 per cent for black blasting powder, 19 per cent for permissible, and 17 per cent for high explosives other than permissible. Sales in January 1931 when compared with soles in December 1930, show increases for all three classes of explosives as follows: 2 per cent for block blasting powder, 16 per cent for permissible explosives, and 7 per cent for other high explosives. PERMISSIBLE EXPLOSIVES: Of the 4,687,900 hounds of permissible reported sold during January, 97 per cent was used for coal-mining operations, Including 32 per cent for anthracite mines and 65 per cent for bituminous mines. The following Staten were the largest users of permissible explosives daring January: Pennsylvania, West Virginia, Illinois, Alabama, Kentucky, Indiana, and Utah. Their combined sales represented 89 per cent of the entire sales reported for this class of explosives.]

"INTRODUCTION At various times, North Carolina has supplied small quantities of brown-iron ore to the furnace o the South. Between 1917 and 1920, the quantity reported to the Federal Geological Survey was 126,000 tons. Most of this came from Cherokee County. 3/In furtherance of the program initiated by the Bureau of Mines to develop additional reserve of iron ore during the emergency, the Cherokee County deposits were examined by an engineer 4/ of the Bureau of Mines, and work was recommended on,12 properties.The project was begun in April 1944 and continued intermittently until April 1945, when work was stopped. During this period, eight properties were explored, and an additional property was mapped.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch; Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. THE meeting of the Petroleum Division at Houston, Oct. 10-12-headquarters, Rice Hotel-was preeminently a technological success. Two hundred and twenty-five attended the Thursday morning session and approximately 200 attended the sessions on Thursday and Friday afternoons and Saturday morning. Harry Power, Chairman of the Division, in his opening remarks, credited Paul Weaver and M. Albertson, respectively chairman and vice-chairman of the local committee, with working long and prodigiously in organizing the program. The theme of the initial session was indicated by Mr. Albertson in a statement relative to the estimation of developed petroleum reserves. He said that the problem of securing more accurate estimates of developed petroleum reserves existed prior to curtailment of production. With curtailment, however, the problem became an acute one. Mr. Albertson gave some of the more important reasons for this situation. Since the decline-curve method became inapplicable, the volumetric method has become the chief one used. It depends on the factors of productive formation volume, porosity, saturation, and recovery. He briefly discussed the factors necessary for application of the volumetric method. P. P. Hunt, Chicago, Ill.:—It has been my good fortune to know of this development of Mr. York's for some time, and I think he will permit me to say that this is not the first demonstration that he has made of his method for rolling difficult shapes, and which, as he has stated, had in the past been regarded as practically impossible. I have good reason to know that Mr. York has been successful on other lines, because I myself went through a period of professional disrepute for having reported favorably on his methods, which received discredit up to the time that it was practically demonstrated that his claims were true ones. Years ago Mr. York built a mill at Duluth, Minn., for the production of structural shapes, and notably of what might be called balanced beams—beams that did not have flanges of restricted width. His scheme was to produce beams with flanges so wide that they could be used in place of built-up beams. The mill, of course, went through the difficulties that such a mill would have to encounter. I mas called upon to make an examination of the property and report. These beams were rolled on a universal mill—a mill which would admit of various-sized sections without change of rolls. I was convinced that Mr. York could do it, and I so reported. Having received condemnation and ridicule for having taken that position, later on I was glad to find that Mr. John Fritz had come to the same conclusion, and had so reported. I concluded we both could rest content, while awaiting developments. Later still, as we all know, there was another difficulty that Mr. York met with—namely, that the architects or structural engineers would not accept his proposed sections. That is still a great difficulty in America. Later, the Grey mill came into successful operation in Luxemburg, producing such sections, which are being used in England and on the Continent. [THE Bureau of Mines was established in July 1910 to conduct research and to Establish standards for mining equipment and practices which would conserve human life, natural resources, and property in the mineral industries. Several lists of equipment approved by the Bureau as permissible for use in gassy coal mines have a been issued since then. The lists covering all approved equipment except breathing apparatus and explosive have been consolidated info two publications: Bulletin 543, Permissible Equipment Approved to January 1, 1953, and Information Circular 5220, Permissible Mine Equipment Approved By The Bureau of Mines During 1953-62. The purpose of this publication is to supplement Bulletin 543 kind Information Circular 8220 with a listing of permissible equipment approved during 1963 and 1964. When plotted as head vs. volume, fan curves start high and decrease in head with increasing volume while mine head curves start low and rise with increasing volume. Their intersection is the system operating point But wait a minute: Isn't head loss a negative number, a debit? And isn't fan head an energy addition, a credit? This, as every ventilation instructor knows, is often a stumbling block to student or audience comprehension. It is possible to use the intuitively correct curves -pressure losses as negative values and energy additions as positive values -and still obtain the correct operating point: adding the two curves produces a third curve that intersects the x-axis at the operating point, the point at \\tIich the fan energy input exactly matches air circulation energy loss. Using this technique also makes it easier to account for outside influences on the system, such as natural ventilating pressure; with the standard approach it is quite easy to add or subtract such influences to the wrong curve. This approach can be extended to the graphical solution of any series/parallel circuit or ventilation net\wrk. The results are the same, and the approach is logically consistent and less confusing.

Open-pit stripping features motor-scrapers push-loaded by crawler or rubber-tired tractors. The ground generally can be ripped, and little blasting is necessary. Detailed data are given on grouting for ground stabilization in sinking a small-diameter shaft in the relatively unconsolidated sandstone and siltstone, Cost and performance data are presented as made available by the companies.

"INTRODUCTION AND ACKNOWLEDGMENTSAt the request of the lessees, the Pearl tract was examined in February 1946, by Otto Ruhl, an engineer of the Bureau of Mines. From the evidence of old drill logs and from the few available records of mining operations on the Pearl and the adjoining Trussel (Big Tom) tract, it appeared that a relatively small churn-drilling program might develop enough lead-since ore to justify resumption of mining. In March 1946, funds were allotted for churn drilling, and the work was begun the following month. Ten holes totaling 1,933 feet were completed before the close of the project in August 1946. The work was under the general supervision of C. H. Johnson, chief, Rolla Division, Mining Branch, and under the direct supervision of the Bureau project engineers. 3/In its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to our national security and economy, It is the,of the Bureau to publish the facts development by each project as soon as possible after its conclusion. The Mining Branch, Lowell B. Moon, chief, makes preliminary examinations and conducts investigation of mineral deposits. The Metallurgical Branch, O. C. Ralston, chief, participates in this program by making beneficiation tests and analyses. In the present project, no metallurgical tests were made, and for the sake of speed the samples taken were analyzed by a local commercial assayer. 4/"
