THE influence of mineral production on the development of the western United States has been profound. From 1848 to 1860, there was only gold production, the effect of silver began in 1860, and from then on both had a powerful influence. Lead production started in 1863, copper in 1863, and zinc in 1885, but was small until 1898. Gold alone was therefore the stimulus of the early settlement and exploration of the Western States.. But mineral deposits caused neither acquisition of territory nor determination of boundary lines. Arizona, California, Nevada, New Mexico, and parts of Utah, Wyoming, and Colorado were formally acquired from Mexico fourteen days after the actual date of the discovery (January 19, 1848)1.2 of gold at Sutters Mill, near the present town of Coloma, California (a discovery which, with the immediate new discoveries, aroused the world several months later) ; but the acquisition was by treaty (under negotiation for some time but signed February 2, 1848)3 in settlement of a war involving the boundaries of the grassy plains of Texas, an area at that time not known to contain any metals, and to date found to have but few metal deposits.4 The international boundary at 49º latitude for the far northwest states was determined by causes other than mineral deposits.

For the past quarter century, it is fair to say that the political agenda of Western industrialized societies has been driven by those opposed to forms of economic growth providing sustenance to a growing population. They regard growth as the major threat to their social philosophy which champions a wholly "new ethic of biocentric equality" or "living as if Nature mattered." This ethic demands that "a violent, plundering humankind" must abandon its alleged rape of Planet Earth and derive its ethical norms from pre-existing harmonies and fragile, precarious balance present in Nature. A Green political agenda appeals strongly to deep longings shared among many people whose temperament seeks tranquillity in a world of wild natural beauty uncluttered by dependency on tools and experts and specialists. According to proponents of the Green philosophy, our world is pregnant with enormous problems. Armed with expanded political powers, regulatory guardians at state and local levels have mustered their forces with shotguns cocked, poised to prod an ignorant and lazy citizenry to the altar for an exchange of vows with Environmental Ethics. Social engineers have skillfully discredited the traditional role of professionals in scientific engineering who are summarily dismissed as the failed architects of an industrial system pillaging the earth. They stand accused of producing unmanageable offspring - from mining minerals and energy resources to disposing of toxic wastes - whose disputed parentage and expectant crimes against humanity must be prevented by removing them from normal custody. Green critics claim that markets cannot be given custody of industrial offspring - pollutants, wastes, land-use abuses. Markets appear to have failed to provide equity to present and future generations. The only custodian with sufficient coercive power seems to be the regulatory bureaucracy. The upshot is a stark Hobson's choice - Shotgun Wedding vs. Custody Dispute. It derives its fateful predestination from an uncritical acceptance of several preconceptions which currently undergird the altar of Sustainability characterized by its acolytes as "a new and exciting doctrine." It is significant that Limits to Growth slogans of the 1970s have been displaced in the 1990s by the more palatable language of Sustainability. As a policy recommended to forestall an impending doom, Sustainability derives its credibility from dire predictions of global warming, ozone depletion, acid rain and the like. The Rio Declaration announced to the world in June 1992 that, although energy is essential to human well-being, its production and consumption in wealthy industrialized nations is unsustainable. It called for a complete overhaul of energy systems with nothing short of a total replacement of fossil fuels, uranium fission reactors, and large hydroelectric projects by means of so-called renewable energy sources, augmented by coercive regulations to force conservation and limit consumption demands. This report describes the preparation characteristics of the significant coalbeds in Boone County, W. Va., as determined by the Bureau of Mines. It is one of a series describing the coals suitable for producing metallurgical coke, either as mined or after beneficiation. Over 6.3 million tons of coal was produced in Boone County, W. Va., in 1959, of which almost 5.5 million tons was mechanically cleaned in eight preparation plants. On December 31, 1959, it was estimated that almost 8 billion tons of coal remained in the county in beds 24 inches or more in thickness. Thirteen samples were collected from nine coalbeds and washability tests were made on these samples.

Carbon-13 nuclear magnetic resonance (18CNMR) spectra of nine 2-substituted pyridines, seven 3 -substituted pyridines, and nine 4-substituted pyridines have been obtained and analyzed. Substituents included both electron-releasing groups and electron-with hawing groups. Substituent effects on the magnetic shieldings of the ring carbons, except for those in the 2-positions of 2-substituted pyridines, were found to be quite similar to the effects reported for the monosubstituted benzenes, Thus, at least to a first approximation, the two classes of compounds have similar shielding mechanisms. Shieldings of the carbon atoms in the 5-positions of 2-substituted pyridines and those in the 6-positions of 3-substituted pyridines were found to reflect electron release or withdrawal by substituent groups, The pyridinium cation and the compounds 2,2'-dipyridyl and benzonitrile were also investigated.

THE ENORMOUS contrast between the mineral economy of Cuba in 1963 and in 1958 was the result of the overall Political changed to which the total economy of the country was intimately lined. Creation of the Cuban Mining Institute (Instituto Cubano de la Minería) to direct all mining activities in the country was an early act of the new Government after the revolution on January 1, 1959. During the next 2 years, the Government confiscated foreign holdings,2 including Unite States investments exceeding $1 billion in value. Foreign mining and metallurgical technicians-predominately from Communist areas-were brought in to reorganize the mineral industries. On January 3, 1961, diplomatic relations between Cuba and the United States were severe and then on May 2, Cuba announced its full-fledged membership in the so-called Communist Bloc. Fifty-four international treaties assured Cuba of Communist economic support, technical and financial assistance, machinery, raw materials, and manufactures. The Soviet Union agreed to buy some Cuban mineral products, and Czechoslovakia stated that it would buy all mineral production offered for the next 20 years, but in both cases at prices said to be much lower than the world market. The mineral productivity segment of the mineral economy during and since the period of political metamorphosis, has withstood the political disruption better than has the economy as a whole, but with no direct measure of the magnitude of its cost. The overall economic record is marked with steady deterioration; the annual average per capita income has dropped from $374 in 1957 to $185 in 1963, when Cuba's deficit with the Soviet Union alone reached an admitted $1 billion.

Pure talc is a hydrous magnesium silicate (Mg3Si4010(OH)2). Pyrophyllite, although it resemble: talc in certain physical properties and uses, is a hydrous aluminum silicate (Al2Si4010(OH)2) - like kaolin, except that kaolin has a somewhat different composition (Al2Si205(OH)4) and structure. Soapstone can be considered essentially an impure talc grid when pulverized is used for many of the same purposes as talc. Massive, compact varieties of talc often are called steatite. PROPERTIES Talc and pyrophyllite are characterizes; by their softness (hardness on Mohs' scale, 1) their greasy feel, pearly luster, white color, and perfect basal cleavage. They have similar crystal structures, and this similarity explains the close resemblance of the two minerals in physical acid chemical properties. Talc is a good electrical insulator, resists the action of most acids and alkalies, and has an exceptional heat-retaining capacity. Its specific gravity is about 2.7.

Carpenter, professor of metallurgy, Colorado School of Mines. Coal samples from the Northern Colorado field used in the stoker during 3 years of service were supplied through the cooperation of N. C. Brooks, secretary, Northern Colorado Coals, Inc.This report describes the development and practical tests made on a small stoker-fired system for heating service water automatically. The system was designed to take advantage of the favorable reactivity of low-rank fuels, and the objective was to devise a combination of stoker, heat-receiving, and hot-water storage system Which would be automatic for at least 30 days without attention, while heating service water at minimum cost. The system was developed to a point where coal consumption was less than 10 pounds (or less than 100,000 B.t.u.) per day. The total operating cost of hot water for an average-family-was about $1.00 per month, with coal retailing at $6.00 per ton and electric power at 4 cents a kilowatt-hour. The heating system was designed for the utilization of low-rank fuels, but the general features of the double-tank system can be 'employed fuels, either gas or liquid fuels.The Subbituminous Coal and Lignite Section of the Bureau of Mines began investigations on the utilization of low-rank fuels in domestic appliances during 1939. Tests were made on various devices to find out if they were suitable for the low-rank fuels. Most of the available appliances for burning coal have been designed for the higher-rank fuels, and they are not well-suited for burning the lower-rank coals at maximum efficiency, because subbituminous coals and lignite have high bed moisture ranging between 20 and 40 percent by weight, which lowers heating value to the range of 10,000 to 6,500 B.t.u. per pound. They are noncoking, and the ash content ranges between 4 and 6 percent, with a fusion temperature of about 2,0000 F."

The severe corrosion of equipment that is caused by the presence of hydrogen sulphide in oil and gas has been described in detail by several authors. Such corrosion, termed "low-temperature hydrogen sulphide corrosion", presents a somewhat different problem from the "high-temperature hydrogen sulphide corrosion" that is encountered in refinery operation and which has been described by various-investigators of refinery corrosion.

"IntroductoryThe common practice of the petroleum industry is to measure viscosity by the use of instruments of the efflux or capillary tube type. The Saybolt universal viscosimeter has been tentatively adopted as a standard by the American Society for Testing Materials and is used extensively in the United States.Several instruments of foreign origin are also more or less familiar, such as the Redwood, the Engier, and the Baroey.Effina-type viscosimeters are well adapted to the ordinary needs of petroleum testing laberatories as they are simple and rugged in construction and away to manipulate, even in the hands of operators lacking scientific training. They have, however, certain limitations and for certain spacial types of work there are notable advantages incident to the use of the so-called torsion types of type of viacosimeter. The most satisfactory type of torsion viscosimeter now available in the market some to be that of MacMchael, which has been discussed in detail in a recent paper (Herschel, W. H., The MacMichael Torsional Viscosimeter. Jour. of Int. and Eng. Chem., vol. 12, 1920, pp. 282-286). The present paper indicates conditions under which this viscosimeter may be used to advantage in the petroleum laboratory, and outlines simple methods of operation and calibration."

Discussion of the paper Of JAMES JOHNSTON, presented at the New York meeting, February, 1914, and printed in Bulletin No. 85, January, 1914, pp. 107 to 133. CHAIRMAN E. GIBBON SPILSBURY.-I would like to call attention to the fact shown in this paper that less than five years or perhaps seven years ago nobody had thought it possible to cyanide with success silver ores. The cyaniding of silver and gold ores was first of all started in Mexico, and gradually extended to this country in the case of the silver ores alone. The average extraction, I think, for the metals in Mexico, in the case of the silver ore, is less than 85 per cent., whereas here, in the case of a very complex ore, carrying a high percentage of sulphur and arsenic, and other objectionable elements, the ore has been treated so as to extract an average of 95 per cent. of the silver contents of the ore. It is really a phenomenal revolution in the metallurgy of silver ores which has been demonstrated and worked out at the Nipissing mines. GEORGE A. PACKARD, Boston, Mass.-I would like to suggest a slight modification, perhaps, of the statement which is made that no one considered cyaniding of silver ores up to five, or perhaps seven years ago, because in 1897, when I was at Mercur, Utah, one mill near there was operating on silver ores. It did not operate very successfully from a commercial standpoint, because they did not have a great deal of ore, but the extraction, I was told, was very satisfactory, and I am quite confident that it was, because, as suggested by the name, Chloride Point, the ores were silver chloride ores, and of course very easily soluble. Some years before that, in 1892, I made some tests myself. I spent three months making tests on more or less complex silver sulphide ores at Virginia City, Mont., and while our tests on the plain sulphide ores, finely ground, were quite successful, on account of the presence of a small amount of copper we did not work out a satisfactory solution of the problem at that time; although since then a cyanide plant has been erected and for at least eight years these ores have been treated by cyaniding at Virginia City, and the mill is still in operation. The period of five to seven years should, therefore, be modified considerably, in justice to the pioneers in the cyanide processes. REGINALD E. In the flotation of fine particles, problems arise which do not occur with coarse-ground pulps. For example, the presence of colloidal or near-colloid- al gangue particles gives rise to ex- cessive entrainment in the froth, with reduced grade as a consequence. If the values themselves are finely dissemi- nated, the recovery usually decreases as the particles diminish in size, so a low recovery is combined with poor grade. Sutherland and Wark (1955) referred to the complications arising from the presence of fines, indicating (p.382) that fine grinding "introduces diffi- culties that have not yet been satis- factorily overcome". At the time of writing, very little work has been done on fines flotation specifically, yet the groundwork has been well laid. The availability of better scientific instruments, together with the general advance of understanding in a wide variety of relevant research fields, has taken us a long way toward finding the reasons behind the problems as- sociated with fines, and also toward finding practical solutions. It would be useful to define what is meant by "fine" particles before going further. To some extent, the definition is somewhat elastic as far as flotation is concerned, because the density of the particles has a bearing on whether or not they act as fines. But in general we are dealing with particles less than about 20 pm in Diameter.

This bulletin traces the growth in the belief in the explosibility of coal dust, summarizes the experiments and mine investigations that have established this belief, and gives the present status of pre- ventive measures. It has been prepared in accordance with the pro- visions of the acts of Congress authorizing investigations relating to the causes of mine explosions, and contains references to and descrip- tions of experiments made at the Federal testing station at Pittsburg, Pa. This station was inaugurated under the United States Geo- logical Survey, and was transferred to the Bureau of Mines on the establishment of the latter on July 1, 1910. Only within comparatively few years has the dry dust of bitumi- nous and lignitic coals been generally recognized as an explosive agent more insidious, threatening, and deadly to the miner than fire damp. Fire damp carries its own flag of warning-the "cap" in the safety lamp-but coal dust, though visible, does not attract attention until present in large quantities. Fire damp is of local occurrence, and except in notable and very exceptional cases is controllable by careful manipulation of ventilating currents. If by mischance a body of fire damp is ignited in a mine, the force of the explosion may be terrific, but the effect is local unless dry coal dust is present, or unless (as it very rarely happens) an explosible mixture of methane gas and air extends through large areas of the mine. In a dry mine dust accu- mulates everywhere, and the blast from the ignition and combustion of bituminous dust may traverse miles of rooms and entries and wreck structures at the entrance to the mine. The comparative potential destructiveness of gas and of bituminous dust is strikingly shown by the history of the Pennsylvania anthracite mines. These mines not infrequently have large inflows of gas, and the resulting mixtures of gas and air have sometimes been ignited, yet no such wide-sweeping explosions have taken place, despite the presence of dry anthracite dust, as have happened in excellently ventilated bituminous mines.

"The SART Process was introduced to the gold mining industry in the late 1990s and several commercial plants were built over the following 10 to 15 years. Most of these plants have operated well and enjoyed plant performance in line with expectations based on the underlying chemistry of the process. However, two of the plants have consistently suffered from high reagent consumption and poor product quality, which has motivated a re-examination of the process fundamentals.The primary product in the SART Process is synthetic chalcocite, Cu2S, and the stoichiometric requirement for sulphide addition is therefore 0.5 moles per mole of copper in solution. It is shown here that when sulphide is added in excess of this amount (generally with the express purpose of lowering residual copper in solution) it not only fails in its intended purpose, but can have a negative impact on the settling and filtration characteristics of the copper sulphide product, as well as the final product quality. Moreover, these problems are exacerbated the higher the selected operating pH in the pH 3 to 5 range, and the longer the residence time of slurry in this pH range.Freshly precipitated copper sulphide compounds are known to be very fine and slimy, with poor settling and filtration characteristics. It is therefore important to engineer the SART Process in such a way as to encourage growth in the average particle size of the precipitate crystals. This was the rationale for recycling a portion of the thickener underflow to the primary reactor when the SART Process was developed. However, the theory of crystallization predicts that compounds of extremely low solubility, such as chalcocite (Cu2S: KSP = 10-48), are unlikely to experience growth in crystal particle size through heterogeneous nucleation and are more likely to grow through aggregation. On this basis, the SART practice of recycling a portion of thickener underflow to the primary reactor in the commercial plants is unlikely to lead to crystal growth via nucleation, and could in fact promote breakage of the aggregates that formed in the thickener. Recycling thickener underflow could therefore have the opposite of the desired outcome. The result of testwork that is reported here lends credence to this theory and questions the wisdom of recycling in the SART process."

This paper describes the methods and costs, in units of labor end materials, of sinking a 7 compartment vertical shaft 1,261 feet through a fractured, water-saturated formation. The shaft, designed for hoisting 2,500 tons a day, is at Friedensville, Lehigh County, Pa., approximately 6 miles south of Allentown and Bethlehem. It was sunk by the E. J. Longyear Co. under contract to the New Jersey Zinc Co. Preparation for shaft sinking W8A begun July 1, 1947, and sinking was completed August 18, 1952. A total of 604,858 man hours was required to sink the shaft.

In This report, factors which currently enter into the design, manufacture, and quality assurance of explosion-proof enclosures are reviewed, with special emphasis given to the sealing concepts and sealants/cements, per se, for lenses. The physical and mechanical properties of a number of representative sealants and adhesives are measured, and found to exhibit great variance, with few discernible trends which might afford a firm base on which to establish minimum property standards. Accordingly, acceptance criteria for adhesives and sealants are suggested based on the survivability of an explosion-proof enclosure as a structure rather than upon the minimum mat real properties of its constituents. Procedures or surface preparation of adherends, and for quality assurance, also are proposed.

This Bureau of Mines investigation was made to determine the possibilities of using Florida beach-sand concentrator wastes in ceramic products. Sands used in the investigation originated in the Trail Ridge area of Florida, where continued operation of processing plants for recovering titanium minerals promises a dependable source of raw materials. Three general classes of ceramic products were studied, namely: (1) Structural, (2) refractory, and (3) electric-furnace slags.

Substantial deposits of Bessemer hematite have been found recently by drilling beneath Steep Rock Lake, Ontario, which is situated in the northern part of the Lake Superior Region. It will be practicable to divert the waters flowing into this lake and develop open pits on the upper pert of two large ore bodies by damming off and pumping out the water in the part of the lake in which they occur. Ultimately, the bulk of the ore will be mined by underground methods. Owing to the generally massive nature of the rocks in the area, no underground flows of major consequence are anticipated after diversion of the lake. The Steep Rock deposits are attributed in origin to hydrothermal replacement. They were formed, for the most part, along an unconform-able, brecciated contact between the Steep Rock limestone and an overlying younger volcanic series, The replacing solutions came in as igneous after-effects, following upon the intrusion of basic igneous rocks that invaded the hanging-wall volcanics. It is believed that this took place in a geological period roughly equivalent to late Middle Huronian, which was the period when the most extensive iron-bearing rocks of the Lake Superior Region were formed. Comparison is made with other deep-seated iron-ore bodies in the Lake Superior Region, the origins of which are ascribed in the discussion to hydrothermal replacement. Introduction Under the waters of Steep Rock Lake, Ontario, situated on the Canadian National Railway, 142 miles west of Port Arthur, the presence of three ore zones containing red and brown Bessemer hematite has been established. These were discovered and have been partly explored by means of diamond and churn drilling, The positions of the ore zones, designated as A, B and C, are shown on the accompanying maps and cross sections. This exploratory work, begun in 1938 by Joseph Errington* and Julian G. Cross, has been carried on by Steep Rock Iron Mines Ltd., and was continued during the winter of 1941-1942. For more than 60 years explorers have known that large quantities of hard hema. tite float of good grade existed along the south shore of Steep Rock Lake, and the presence of ore beneath the lake was inferred by many early geologists and explorers. Despite numerous previous attempts to find ore in place, actual discovery awaited the recent period of intensive exploratory effort in Canada. The results obtained in the drill holes put down since 1938 by steep Rock Iron Mines Ltd. are not only of interest, in themselves, to those concerned with the development of ore deposits, but, taken in connection with the surface exposures of adjoining formations, they form the assemblage of facts from which the geological reasoning in this paper proceeds; accordingly, they are set out here as briefly and exactly as may be.

Coal is our most abundant, low cost energy resource. Expansion of its use is being challenged due to "SO2 emission" regulation with even more restrictive legislation pending. High quality coal reserves are becoming more limited due to greater use in recent years. Aids to allow more use of coal in today's environment include beneficiation of coal before combustion and scrubbing the emissions from coal during combustion. Dow's efforts to help meet these challenges by beneficiating coal include true heavy media gravity separations with chlorinated solvents and liquid/liquid partitioning processes and "Dow Solvent Recovery Technology" to recover the solvent from product (or floats) and rejects (sinks), The objectives of the efforts to clean coal are to reduce sulfur and ash. In this paper, the solvents will be described; a general flow diagram presented; some of the results on upgrading various coals will be described, and projected costs of full-scale plants using chlorinated solvents will be compared to conventional cleaning plants.
