A summary of Bureau of Mines research on utilization and disposal of solid wastes is presented, accompanied by an extensive bibliography of related publications. The Bureau's Solid Waste and Materials Recycling Program is directed toward four main areas of research, development, and demonstration: (1) extraction of mineral, metal, and energy values from urban refuse; (2) upgrading and recycling of automotive and related ferrous and nonferrous scrap; (3) utilization and stabilization of mine, mill, and smelter wastes; and (4) recovery and reuse of values from industrial waste products. A contract and grant program that supplements the in-house research and aids in the training of manpower in management of mineral-, metal-, and energy -based solid wastes is also discussed. This publication is an updating of Bureau of Mines Information Circular 8460 issued March 1970.

Over 1500 literature citations related to diesel exhaust sampling and analysis were obtained as a result of both computer and manual searches of nine data bases. Abstracts and hard copies of relevant citations were reviewed and those considered appropriate for evaluation were included in a bibliography. Based on the literature collected, available sampling and analysis methods for the following diesel exhaust contaminants were evaluated: CO, CO2, NO, NO2, Hydrocarbons, Particulates, PNA, S04, Oxygenates Emphasis was given to both laboratory and field methods for these species. Methods were evaluated on the basis of sensitivity, selectivity, accuracy and reliability and a selected list of preferred methods was developed for each compound/ class. The selected methods were additionally evaluated through communication with current investigators. Sampling and analysis methods for all compounds except CO and CO2 were observed to have some unreliability. Recommendations were made for future research to develop, improve, and validate methods.

"Previous investigations, too numerous to be listed in entirety, have been performed to determine the physical properties of rock. When considered according to their objectives, most of these investigations can be grouped as follows: First, the geologic group (1,2),4/ in which the purpose was to obtain information on the physical properties of the rocks that make up the earth's crust. Particular emphasis has been placed on the determination of the elastic constants--that is, Young's modulus, the modules of rigidity, and Poisson's ratio – as these quantities determine the propagation characteristics of seismic waves. Second, the structural properties group (3 - 11), in which the physical properties of architectural or monumental stone, concrete and aggregate rock, road blocks (cobblestone), and the like were desired. The tests have been quite general and include, besides the elastic properties; the compressive and tensile strength, and the toughness, hardness, and weathering properties of many types of rocks.To .a lesser degree, investigations have been carried out to determine the physical properties of mine rock. A few reports (12 - 14) present data on the crushability and grindability of mine rock, and a large number of papers discuss grinding and crushing procedures and methods of analyzing the data (for example, see references 15 - 17). Some of the latter group also have given the results of tests on mine rock; however, comparatively few include an adequate petrographic description or information on other physical properties of the rock. A few papers,(18 - 22) have reported studies of the strength of rock specimens in respect to the strength of parts of mine structures, such as pillars, roof, arches, etc. Other papers (23 - 26) have discussed investigations on such subjects as primary and secondary crushing, diamond and pneumatic rock drilling, explosive breaking and shattering of rock, rate of drifting and miring, and other allied problems. The majority of these reports have given no more than a cursory, description of the rocks and have included no statement regarding the physical properties. When statements have been given regarding the physical properties, they have usually referred only to isolated tests, making correlations between variations in the physical properties and variations in the .test under consideration difficult, if not impossible. Some reports have included handbook values on such characteristics as the crushing strength, hardness, and toughness. This practice is not satisfactory, because these values are usually given for col¬lective types of rocks, such as granites, limestones, and marbles, and it is known that the variations of the physical properties within these groups is often larger than the differences between the groups."

The definitions of the terms commonly used in connection with metamorphism at elevated temperature near igneous contacts are re-examined. As the study of tactite zones associated with igneous contacts progresses, more and more emphasis is put on the localization of the ore by structural forms. The generally early age of the silicates and late age of the sulphides is well established. Postsilicate structural deformation is likely to localize ore bodies. The silicates are often replaced by the ore minerals. we may not be far from proving that the elements involved in the formation of silicate aureoles are merely normal "volcanic" emanations, that silica, lime, magnesia, and alumina, and probably soda and potash, are likely to undergo local transfers only. The work of Newhouse suggests the agents of the formation of sulphides in deposits of various classifications are the volcanic emanations. Introduction The purpose of this paper is to define the terms commonly used in connection with the subject, to briefly review and discuss the broad features of the aureoles, to indicate some of the features lately recognized: to discuss the genesis, and to suggest how the associated ore deposits can best be studied and developed. When developing a subject in mining geology one is soon conscious of the vast amount of pertinent literature and that most relevant ideas, no matter how obscure, have been considered. One can only hope to make some small contribution in point of view, a few confirmatory observations, or, perhaps, suggest a small new idea indebted to the most recent data. It is nearly impossible, also, to give specific credit, and adequate credit, to all the contributors to a given subject. This study, furthermore, was not intended to cover the field exhaustively, nor is the bibliography complete. Definition OF Terms There is much confusion in the use of the broad terms concerned. Needless to say, metamorphism means change of form; metasomatism, change of substance. The term contact metamorphism, however, has been widely misused possibly by a majority of economic geologists and engineers. As originally adopted by European investigators it meant changes effected largely by heat (thermal effects) in the rocks invaded by plutonic intrusives, but did not include those local changes usually at the immediate contact brought about by the addition of substance, i.e., by metasomatism. Among its investigations into the prevention of waste in production and use of oil and gas, the Bureau of dines has made considerable study of the efficient utilization of gasoline and by-product distillates in motors, this being done chiefly by measuring and analyzing the exhaust gases therefrom. A number of reports3 of a highly practical nature have been published and are available on this subject. The results of these tests have shown that the average motor vehicle wastes approximately 30 per cent of the heat value of the fuel used, as incomplete combustion products - carbon monoxide, hydrogen, and methane, These unnecessary large heat losses are mainly due to improper carburetor adjustment, and by proper¬ly adjusting the carburetors for maximum power and efficiency a large part of this heat loss can be eliminated. This in turn results in an increased mileage per gallon of fuel used.4

The Bureau of Mines has developed an interactive computer program that enables mine operators and others to identify the effect of cut-ting system changes on relative dustiness at the face. The program, which simultaneously evaluates machine parameters, coal seam parame-ters, and operator-controllable parameters, was developed for use on any microcomputer using BASIC programming language. The program allows the user to change one or more of the cutting system parameters at a time to see how these changes affect relative dustiness. A complete program listing and flowchart are included along with operating in-structions and sample outputs. An example showing how to use the program is also included.

For sulfide minerals, the presence of dissolved oxygen in the water phase is an influencing factor for separation by flotation. Klassen and Mokrousov(I:217l distinguish three stages of oxygen adsorption; namely, reversible adsorption, activated adsorption and, finally, surface oxidation. While contraversial, limited adsorption of oxygen is believed to improve the interfacial reactivity between collector and mineral. Intensive surface oxidation of sulfide minerals usually results in unsatisfactory flotation with collectors of the xanthate type. The influence of dissolved oxygen in the water phase has received consideration for sphalerite, galena, chalcopyrite, arsenopyrite, chalcocite, and covellite(2,3,4,5,6). However, the nature of surface oxidation products of sulfide minerals has received very limited investigation(6,7). Lightly oxidized galena promotes the adsorptive reaction of surfactant (xanthate or dixanthogen). Tolun and Kitchener(8) state that limited interaction occurs between galena and xanthate under relatively reducing conditions. And, that exposure to oxygen raises the electrochemical potential of the galena to that required for reaction with xanthate or dixanthogen. In the latter condition, the galena has an "effective flotation surface". On the other hand, intensive oxidation of galena reduces the chemical reaction with xanthate collectors (9) . Complete flotation with xanthate-type surfactants with increasing oxygen content in the water phase has been determined to have the following sulfide mineral sequence(3): galena, pyrite, sphalerite, chalcopyrite, pyrrhotite and arseno-pyrite. The work of Cusack(4) suggests that some threshold amount of oxygen is necessary for flotation to occur, but heavy oxidation hinders flotation with xanthates. According to Tolun and Kitchener(8) catalytic oxidation of xanthate to dixanthogen occurs. This report gives the result of investigations of coals of different rank, coal com¬ponents, chemically and thermally treated and irradiated coals, and sedimented organic matter. In most studies the arbitrary parameters obtained from the usual quantitative profile analyses are not given largely because they lack physical meaning. Instead comp interpretations are offered. X-ray patterns of high-volatile bituminous and lower rank coals are not self¬-sufficient for structural interpretation by the methods of analysis developed to date. The patterns of hydrogenated and dehydrogenated coals indicate that the basic change in the structure of bituminous coals with increase in rank is the conversion of alicyclic structures into aromatic layers. In low-rank anthracites the aromatic layers are about 10 A in size. The increase in rank is the result of coalescence of layers. High-rank anthracites have layer sizes of 25 to 40 A and exhibit the development of three-dimensional (hkl) reflections of graphite, indicating ordering of adjacent layers. In meta-anthracites the layers are > 1000 A and the basic structure is that of defective crystalline graphite. The well-known petrographic components in low-rank coals have different structures; the differences dissappear in low-volatile bituminous and higher rank coals. The patterns of sedimented organic matter, except impsonites, differ from those of coal hydrogen contents are high, and their X-ray patterns are consistent with those of structures. In contrast to normal coals, the patterns of uranium-bearing coals show increased diffuseness with decrease in hydrogen content. The diffuseness is accompanied by increase in the uranium content of the coal. It is very likely that high uranium-bearing coals have predominantly tetrahedral structures.

THE benefits derived from stabilization of industry that might possibly be attained through some scheme of centralized economic planning have been much discussed of recent months, and opinions on the subject range from those who believe that some agency like the War Industries Board would be practicable to create and wholly beneficial in effects, to those who are equally convinced that none of the suggestions so far advanced are at all practicable, or likely to be productive of more of good than of evil. The discussion has been on the general topic, but-many of those who have written or spoken on it have introduced economic problems of the pinera1 industry; for example, Newton D. Baker, who referred to the coal industry in his address on economic planning at the Williamstown Institute of Politics on July 31, and then went on to say, "Industrial progress is made by the development of new things, but new things upset the equilibrium of any plan. Who could have planned the industrial effects of the development of the railroads, or the economic changes which you have seen attend the development of the internal combustion engine. Obviously, unless we are prepared to put world economics in a strait-jacket and, like the encyclopedists, write its full history on the theory that further progress is impossible, no such plan could be made for nations which are forging ahead as is entirely rational for nations which are still catching up."

The Snettisham Peninsula, 30 miles southeast of Juneau, Alaska, was studied by the Bureau of Hines to obtain basic information about the size, grade, and metallurgical characteristics of a large basic intrusive containing titaniferous magnetite. The investigation, which was part of a continuing program to determine the potential reserves of iron and titanium ores in Alaska, included transit and magnetometer surveys, followed by diamond core drilling and metallurgical testing. The magnetic attraction of a part of the Snettisharn Peninsula is noted on early navigational charts prepared by the Coast and Geodetic Survey. Reconnaissance examinations by the Geological Survey and a preliminary dip needle survey by the Territorial Department of Mines indicated the general nature of the basic intrusive, but little was known as to the grade and extent of the magnetite mineralization. The detailed survey by the Bureau of Mines proved an area of approximately 390 acres in which generally high magnetic anomalies with exceptionally high localized anomalies occur. Subsequent drilling across B representative section of the deposit yielded core samples, which assayed from 11 percent to over 45 percent total iron. A large sample of core composited to represent the drilled portion of the de-posit assayed 18.9 percent Fe, 2.6 percent Ti02, and 0.29 percent S, 0.32 percent P, and 0.05 percent v.

The principal official test performed by the Bureau of Mines to determine the permissibility of coal-mine explosives, commonly referred to as the gallery test, has been in use at the Bruceton station for many years (2, 16).4/ In this test the explosive under study is loaded into the borehole of a steel cannon and fired into a flammable mixture of natural gas and air or natural gas, air, and coal dust. To meet the requirements for permissibility, the explosive must not ignite the gas mixture under the conditions of the test. There is little doubt that these tests have succeeded in the main objective, namely, to screen the relatively safe from the relatively hazardous explosives. It has been generally conceded that adoption of permissible explosives by the coal-mining industry in the United States has substantially reduced the frequency of disastrous underground explosions caused by blasting. In recent years, however, research workers planning programs for improving the safety of coal-mine explosives have felt the growing need of a more quantitative method for measuring the incendivity of explosives based on a better understanding of the role of the important variables in the gallery tests, Accordingly, it was decided to apply certain statistical methods and techniques to the gallery test to develop it into a more precise tool for evaluating permissible explosives. One of the first and more important methods applied for this purpose was the up-and-down technique (6,7,17), It was demonstrated (14,15) that the weight of the explosive charge directly affects the ignition probability of the natural gas-air atmosphere and that the curve of ignition probability versus charge weight is a cumulative normal curve. Following these experiments, a program, still in progress, was set up to study how the addition of sodium chloride to various permissible-type ex-plosives affects their incendivity. This report summarizes the results of an investigation of geologic factors that contribute to roof quality in underground mines in the Pocahontas #3 coal bed in southern West Virginia and southwestern Virginia. The investigation consisted of three phases, the first of which was selecting for detailed study five mines which represented the range of roof conditions, mining practices and geologic phenomena. This was accomplished by a statistical analysis of questionnaire data from 35 mines. The second phase consisted of detailed mapping in a "good" and a "bad" top area in each of the five selected mines and resulted in a qualitative assessment of geologic factors contributing to roof £alls. In the third phase, five mines were selected in which most non-geologic factors believed to contribute to roof falls were relatively constant but displayed a wide variety of geologic characteristics. Data from these mines were analyzed to test the qualitative assessments from Phase II. The primary result of this investigation is that slickensides arising from different geologic causes are the major geologic features leading to roof falls. These slicken-sides are found in ancient slump deposits, fire clays and sandy fire clays and channel contacts. Falls also occur where thick sandstone bodies directly over-lying the coal contain abundant shale or ironstone pebbles and coaly strips. The best top material is a sequence which consists of shale grading upward to sandy shale and sandstone within 30 feet of the top of the coal. Thick sand-stone units (301) without pebbles also provide good top.

"The information presented in this report is a by-product of studies concerning zinc, and is published in response to various inquiries for information as to the suitability of zinc for roofing. It parallels a previous report of the Bureau of Mines on slate roofing.Available Forms of Zinc RoofingZinc is available for roofing in three forms: 1. As sheet zinc which may be used advantageously on roofs with as flat a pitch as 1 in 4; laid with standing seam construction for small roofs and with batten construction for large roofs. 2. As corrugate sheets, in widths up to 40 inches and in lengths up to 8 and feet, available for siding and roofing in industrial buildings (with certain re¬strict ions) and or farm buildings (without restrictions). 3. In the form of shingles.Advantages of Zinc Roofing1. Zinc is a permeant roofing material; that is, when suited to the conditions, and properly applied to a roof designed with the right purlin spacing it will outlast the building and still have a salvage value equal to a least half the original material cost. It is applicable to a wide range of conditions, from the most expensive to the cheapest type of construction, and is not greatly above the cheaper materials in first cost. A permanent roof of simple outline need not cost over $15 to $25 per square (100 square feet), depending upon the method of construction required a corrugated sheet roof for industrial purposes or for farm use need not cost over $15 per square for ordinary conditions. 3. Corrugated zinc sheets have the distinct advantage of being available for re-use and re-construction if handled with ordinary care. 4. Zinc oxidizes to a certain point, building up a strong protective coating which in time effectually checks further oxidation; thus it does not oxidize to the point of destruction as steel does, 5. It is light and easily handled."

The practical concern of economic minability of large, high-grade manganese nodule deposits in the northeast Pacific Ocean is addressed in this Bureau of Mines report. Principal objectives are to (1) estimate tonnage and grade of deposits with significant potential and (2) describe and estimate profitability of operations designed to mine and process deposits with greatest apparent potential. Analysis of data from over 800 ship stations identified three areas for detailed study. Average metal contents of these areas range from 1.30 to 1.45 wt pet nickel, 1.00 to 1.24 wt pct copper, 0.21 to 0.26 wt pct cobalt, and 26.8 to 27.8 wt pct manganese. Estimated recoverable nodule resources are 67.0, 66.9, and 148.8 million dry metric tons (t). A system to mine, transport, and process nodules from the three sites is described and costed. Although hypothetical, the system utilizes hydraulic mining and Cuprion (Kennecott) processing, which have been successfully tested at pilot scale. Nickel, copper, and cobalt are the three primary products, but ferromanganese is a considered option. Estimated capital requirements are approximately $1.5 to $1.7 billion for three-metal production. If ferromanganese were recovered, an additional investment of about $130 million would be required. Operating costs range from $71 to $83 per dry metric ton of nodules without manganese, and from $103 to $123 per dry metric ton with ferromanganese. Discounted cash flow analyses predict low returns, ranging from 2.7 to 5.2 pct with ferromanganese and from 4.1 to 6.0 pct without.

"INTRODUCTION Early in 1936 the Interstate Oil Compact Commission and other groups interested in forecasts of demand for petroleum requested the Bureau of Mines to make a physical inventory of crude-oil stocks in the United States, Accordingly, the 74th Congress appropriated funds for conducting such a survey during the fiscal year ended June 30, 1937. In the discussions and hearing 2/ relative to the need for the survey, the opinion was expressed that crude oil held in storage for long periods had lost so much of its gasoline content that the economic significance of total stocks should be discounted materially. Therefore, a primary objective of the survey was to make a physical inventory of the crude oil held in storage above ground and to determine the quantities and characteristics of the light fractions contained in the various stocks."

In the years 1850 to 1923, the United States produced 2,426,000 flasks- (73,600 metric tons) of quicksilver worth $120,500,000. California yielded 2,195,000 flasks of this total; the remainder came from Texas, Oregon, Nevada, and A.rizona. Most of this metal has been extracted from low-grade ores, those containing less than 0.5 per cent mercury or 10 pounds per ton. The finished product or " virgin metal" is made at the mine and shipped in flasks. Quicksilver is unique in being the only metal that is liquid at ordinary temperature. Because of this and other physical and chemical properties, it is perhaps more indispensable to industry than any other metal. On the other hand, the quicksilver industry of the world is of vanishing significance" when compared to the major mineral industries with respect to quantity and value of product, capital invested, or the number of men employed. The peculiar value of quicksilver is due to the fact that in some of its applications no substitute is available and in others the substitutes would be unsatisfactory or extremely expensive. Scarcely a branch of science or industry fails to make some use of mercury or its compounds. As a detonator for explosives, mercury fulminate holds first place and in safety and reliability could be replaced only by the highly expensive silver fulminate.t vThrough its use in detonators and in the metallurgy of the precious metals quicksilver is of special importance to mining. In medicine,in the manufacture of electrical apparatus, the production of pigments and antifouling paints, and the general field of experimental science quicksilver is equally indispensable.
