The Bureau of Mines conducted a study of production costs for the secondary lead industry and determined costs for present, pending, and proposed environmental legislation. Operating costs for smelters by capacity groups range from 16.8 to 19.6 ¢!lb of refined lead. Present regulatory compliance costs for these groups range from 2.2 to 2.4 ¢!lb. Pending compliance costs could add 3.5 ¢!lb of refined lead, and proposed regulations could add another 1.3 ¢!lb. The individual capital costs necessary to comply with pending environmental regulations are estimated to be $1.8 million for small smelters and $10.4 million for large smelters. Proposed regulations could require additional expenditures from $1.9 million for small smelters to $4.9 million for large smelters. These cost estimates, based on average 1985 dollars, indicate that pending and proposed legislation could add significantly to capital and operating costs of the secondary lead industry. These regulatory compliance costs may result in a loss of up to 40 pet of secondary lead production capacity.

In the prevention of accidents in milling operations, the proper installation and guarding of electrical and mechanical equipment, safe clearances, good housekeeping, adequate fire protection, adequate ventilation, dust and fume control, and good illumination, as well as safe practices, are essential. In the new concentrator of the Magna Copper Co., Superior, Ariz., many safeguards were incorporated and safe practices instituted to minimize accident hazards. The purpose of this paper is to describe some of these features and practices.

The field of industrial minerals is concerned with both sieve size and distribution of sub-sieve particles. A great deal of work has been reported on the techniques designed to provide information of this work. The term sub-sieve is here considered to include particular material that will pass a 325-mesh testing sieve. Plant men require rapid, precise and simple testing techniques that are, if possible, inexpensive with respect to equipment and manpower. A number of particle-size procedures have been developed, based on the Stokes equation for streamline movement of a particle of diam D, moving at velocity V through a liquid of viscosity n. 1 Particles are considered to be rigid, smooth spheres, completely dispersed at low concentration and moving at low velocity through the suspending medium with no slippage between particle and liquid. In particle size determinations the particle moves either from natural gravitational forces or those provided by centrifugal means. The diagram of Fig. 1 shows a spherical particle of density S and diam D moving downward at velocity L/T (or V) through a liquid of density So and viscosity n. It is prudent to interpret atmospheric monitoring signals in real time for checking the safe limits of the air conditions in underground mines. In gassy mines, real-time evaluation increases the safety of operations. In all mines, continuous monitoring and evaluation contributes to maintaining air conditions within healthy and safe limits. Signal interpretation for safety conditions in mines is difficult for many reasons. An increase in hazardous contaminant concentrations can be predicted by signal pattern recognition, root cause analysis of rapid changes toward deterioration, and forward prediction in time using algorithms and numerical models. The paper describes an early warning system for analyzing monitored signal patterns continuously in real time as well as forward predicting the various environmental and working conditions to recognize dangerous trends that may affect safety and health in underground mines. A dynamic, numerical ventilation model with heat and gas contaminant simulation components is used for the analysis of atmospheric data. Methods and test results are discussed with numerical examples for signal propagation prediction. Several mine examples are studied using controlled, synthetic data for malfunction simulations to evaluate time delays between the detection time of suspicious signal trends and the time of dangerous threshold crossing marking an accident scenario. Delay time is found in the order of 20 min in the examples, signifying the useful time period for preventive intervention between EWS warning and the likely breakout of a following accident.

THE ultimate purpose of the Chemical Manufacturer is to produce consumer products which can be sold to customers. Such production and sales can be continued only if the operations yield a profit to the manufacturer and if the products meet the requirements o the consumer--bath parties to the transaction must be satisfied. There are vast numbers of consumer products, made by chemical pro-cesses. The production of some of these ultimate products may involve the use of several intermediate chemicals, applications of few or many different processes, and the utilization, somewhere in the series of operations, of a variety of raw materials. On the other hand, some ultimate products have a very simple chemical history between raw materials and end products. There are no chemical products in use which are completely independent of the mineral industry. For many, the association is direct and obvious; for others, it may be indirect and even obscure. Analyses of the process and raw-material ancestry of a very large number of consumer products would suggest that many products are derived from Industrial Mineral products directly, that there are many in which the connection is indirect, and that there are only a few products with which industrial minerals are not in some way or other associated. The vast majority of the more important chemical products, and especially the basic chemicals from which other products are made, are directly dependent for their production upon Industrial Minerals or their derivatives. In the preceding part of this paper, for each raw material mentioned some references have been made to the leading chemical products based on this material. This, however, is only part of the story, because in most cases the consumer product can be made from any special raw material mentioned only by the use of other materials or chemicals made from them. The production of consumer chemicals is really possible only through an intricate interlocking of processes, materials, and apparatus.

Specific data are presented on the paraffinic, unsaturated, aromatic, and alicyclic hydrocarbons, alcohols, ethers, aldehydes, ketones, and sulfur compounds, and an assortment of fuels, fuel blends, hydraulic fluids, engine oils, and miscellaneous combustible gases and vapors.

In this study, the oxidation of low-grade pyrolusite to potassium manganate in alkaline solutions under O2 pressure has been investigated. The effects of different conditions on the high-grade and low-grade pyrolusite leaching process were investigated based on thermodynamic calculation, as well as the reaction mechanisms and kinetics of the low-grade pyrolusite during the leaching process. The results showed that the manganese conversion rates of the two types of pyrolusite were almost the same, and reaching 99% for high-grade pyrolusite and 96% for low-grade pyrolusite under optimal conditions. The optimum condition for low-grade pyrolusite sample JM-2 was achieved as 0.5 MPa of the oxygen partial pressure, 55% of KOH, 14 of the initial alkali-manganese ratio, and ≤ 48 μm of the mineral granularity at 260 °C within 150 min of leaching time and 500 rpm. In alkaline leaching of low-grade pyrolusite, Mn(IV) was oxidized into Mn(VI). The particles changed from large particles to flakes and finally formed crystals. Finally, the shrinking core model was used to fully describe the leaching kinetics of the manganese. It was demonstrated that the leaching of manganese was controlled by the chemical surface reactions and the activation energy which equals 115.9121 kJ/mol.

The Rosedale Outfall Project utilised an earth pressure balance (EPB) tunnel boring machine (TBM) for only the second time in Auckland. Although the tunnel was excavated fully through East Coast Bays Formation (ECBF), the downhill gradient along with some unexpected areas of extreme water posed some significant challenges during construction.The Rosedale Waste Water Treatment Plant Outfall Tunnel project was commissioned in response to the growing needs of North Shore City, New Zealand. The outfall tunnel comprises a 3 km long segmentally lined tunnel and a 2.1 km buried marine pipeline, and discharges 2.7 km offshore. The capacity of the new outfall is 6 m3/s compared to the existing outfall capacity of 1 m3/s.Following previous project experience, and with the tunnel located along its full length in the bedrock weak sandstone/siltstone bedrock of the East Coast Bays Formation, tunnelling conditions were expected to be benign. However during construction six high inflow events were encountered, including a full face (3.4 m diameter) of Albany Conglomerate over a 48 m length of tunnel. This material comprised cobbles in an uncemented sand matrix, and inflows were recorded at over 25 L/s.This paper describes the design challenges on the project including the design of a steel fibre reinforced segmental lining for internal pressures. The specification of the machine is discussed including the modifications required to enhance the risk mitigation measures already in place. The ground conditions encountered are discussed and have improved the knowledge of the range of conditions that can be expected in Auckland.Despite the challenges presented during construction, excellent progress rates were achieved and the tunnelling was successfully completed ahead of program.

This volume constitutes the Survival Subsystem portion of the final report for the Coal Mine Rescue and Survival System (CMR&SS) program, which was conducted by the Westinghouse Electric Corporation under contract to the United States Bureau of Mines (Contract Number H0101262 dated June 17, 1970). The program was directed by the Special Systems Department of the Westinghouse Baltimore, Maryland, facility. The basic objectives of the CMR&SS program were to develop and test hardware to determine the efficacy of a variety of coal mine rescue and survival concepts and techniques. These concepts were drawn from two major sources: the Request for Proposal from the Bureau of Mines1 and the final report on the Mine Rescue and Survival Study conducted by the National Academy of Engineering2 (NAE).

SECONDARY hardening in tempering has long been recognized as a typical characteristic of steels containing large amounts of carbide-forming alloys. These steels, when quenched and tempered, tend to soften somewhat after tempering at low temperatures, and to reharden at intermediate tempering temperatures before finally softening to low hardness. This behavior in tempering has been studied by many investigators, chiefly with respect to the secondary hardening of high-speed steels. The initial softening has usually been ascribed to decomposition of martensite and growth of iron carbide particles. The secondary hardening has been explained by formation of fresh martensite from residual austenite, formation of very fine alloy carbide particles and by precipitation hardening of metallic compounds in the ferritic matrix. However, factors derived for the calculation of tempered hardness in low-alloy steels1 indicated only a tendency toward retarded softening rather than a discontinuous rehardening. A study was, therefore, made to determine whether fresh martensite from residual austenite and precipitation hardening are essential to rehardening and the degree to which tempered martensite could be rehardened by precipitation of alloy carbides. The mechanism of carbide rehardening was also investigated to determine the nature of the process. The causes of secondary hardening in high-speed steel have received serious consideration for about thirty years. Among the earlier workers Bain and Jeffries2 in 1923 recognized residual austenite as a significant factor, but in addition, emphasized the effect of the formation of alloy carbide particles of "critical" size. They conceived that freshly quenched martensite forms low-alloy iron carbide at low tempering temperatures; with further tempering the iron carbide is then modified by alloying elements that can diffuse most readily at intermediate temperatures (850°F); and that the iron carbides grow in size by coalescence so that the steel tends to lose hardness. At higher tempering temperatures carbide stability rather than alloy availability becomes the controlling influence and in high-speed steel "iron-tungsten carbide is the most stable one and forms to the elimination of the earlier formed carbides. . . . The iron-tungsten carbide particles reach approximately the size for critical dispersion after a short reheat at 1100°F." This concept, the formation of alloy carbide nuclei, redissolving of the iron carbide, and diffusion of carbon to the alloy carbide, was restated for vanadium steel in 1932 by Houdremont, Bennek, and Schrader.3 Subsequent studies have confirmed that iron carbide changes to alloy carbide at 1000 to 1100°F, but the mechanism of the process has received little consideration .

The use of Diesel fuel as a source of power is continuing to increase in the United States. The latest available figures indicate that refineries are delivering in excess of 10,000,000 barrels of this type of fuel per month. Factors contributing to this increased consumption are conversions by a number of railroads from steam to Diesel locomotives and the growing use of Diesel engines in buses, trucks, tractors, earth-moving machinery, water craft, and stationary power plants. The increasing importance of Diesel fuel has led to a need for more information on its characteristics, particularly on the grades and qualities currently being marketed. To supply this information the American Petroleum Institute and the Bureau of Mines, United States Department of the Interior, under a cooperative agreement, are conducting annual surveys of Diesel fuels produced in refineries in this country. Samples of Diesel fuel were analyzed by the manufacturers in accordance with instructions from the Motor-Fuels Survey Panel of the Automotive Research Committee of the American Petroleum Institute. Results of the analyses were transmitted to the Bureau of Mines where the data were studied am compiled as shown in the tables of this report. The first survey was made in 1950 and was published as a Bureau of Mines report. The present report shows the results of a similar survey made during 1951.

Guidelines are provided for the design of explosion-proof electrical enclosures that will meet MSHA certification requirements according to Part 18, Title 30, of the Code of Federal Regulations, and fulfill their intended service underground. The guide covers only those aspects of design which affect enclosure strength, ruggedness, endurance and flame path, i. e., the enclosure ability to properly contain an internal explosion. Internal static and explosion pressures, external impact and thermal heating load are treated as well as the proper selection of materials and welding procedures.

The Kalgoorlie Consolidated Gold Mines (KCGM) schedule model is used for short- to medium-term planning and scheduling at the Fimiston Open Pit Mine (the Superpit). The model bridges the gap between grade control models, which are generated one to seven days prior to mining, and the annual Resource and Reserve model update that is used for budget and life-of-mine plans. The schedule model uses close-spaced grade control data (up to 20 000 m drilled each month) as well as resource definition drilling to estimate production volumes three to six months ahead of current mining. From this, a rolling 12 week mining and processing schedule is generated on a monthly basis. As the KCGM operation is mill and sulfur constrained, the schedule model needs to be an accurate predictor of ounces as well as tonnes, gold and sulfur grades. The process must also be time efficient in order to meet monthly planning and reporting deadlines. Due to the large amount of new data generated each month, model updates using conventional interpretation and estimation techniques have proven to be impractical and too time consuming. Underground coal mining is hazardous due to changing geological conditions. One geophysical method showing promise for in-seam hazard detection is ground-penetrating radar (GPR). The Bureau of Mines recently completed preliminary studies to demonstrate the feasibility of using GPR for in-seam hazard detection. Investigations included air and coal tests for the purpose of checking equipment accuracy, coal penetration, and other factors such as the effects of receiver orientation. Further investigations involved using both a short pulse and a new prototype synthetic-pulse system to locate a clay vein in a coal seam using trans-illumination. Data were gathered on multiple travel paths, and a back projection processing technique was then used to create a tomographic image using the calculated velocities. A computer model of the same coal seam was subsequently processed using the same tomographic tech-nique, and the results were compared with those of the actual data. Analysis of the tomographic images shows the presence of the clay vein, although its boundaries are unclear due to the tomography method used. Results of these preliminary studies show that GPR is feasible for use in in-seam hazard detection and point the direction that future research should take. A need has been shown for research involving more sophisticated tomography techniques, transmission studies on thicker coal seams, and reflection studies using the synthetic-pulse system.

STATNAMIC load testing augmented with embedded instrumentation has been successfully used to obtain structural and geotechnical design information on large diameter spun cast concrete cylinder piles on many large marine construction projects. The paper focuses on one particularly interesting large marine project involving a new bridge to St. George Island, Florida where instrumentation and STATNAMIC load testing was used in conjunction with static load testing on high capacity piles. The information presented includes embedded instrumentation measurements taken during pile fabrication (post-tensioning), during pile driving, during static load testing, and STATNAMIC load testing. As much of this data is the first of its kind on concrete cylinder piles, it is exciting to present the foundation industry with this additional insight as to the behavior of this pile type and the accuracy of the methods used to test them.

This report is the result of a series of coal-cleaning tests using a dense-medium cone-type washer. Detailed results are given for 2 tests using a magnetite medium and 4 tests using a pulverized-refuse medium. Approximately 120 float-and-sink tests and over 500 separate chemical analyses were made in conjunction with these tests. In these tests higher recovery efficiencies and sharper separations were obtained when using a magnetite medium, especially on coal sizes below one-half inch. When sizes above 1 inch at low specific gravities of separation are cleaned, the pulverized refuse medium compared favorably with the magnetite medium.

In the spring of 1943, when it was evident that the Tensleep sandstone in the Elk Basin field, Wyoming and Montana, held a large reserve of petroleum, Bureau of Mines engineers obtained samples of oil from the bottom of nine wells and analyzed them for such physical characteristics as the volumes of gas in solution, saturation pressures or bubble points, shrinkage in volume caused by the release of gas from solution, expansion of the oil with decrease in pressure, and other related properties. The composition of the gas in solution in the oil was studied. The pressures and temperatures existing in the reservoir and the productivity characteristics of the oil wells were determined. The data obtained indicate that the oil in the Tensleep reservoir of the Elk Basin field has unusually varying physical characteristics, such as a saturation pressure of 1,250 pounds per square inch absolute and 490 cubic feet of gas in solution in a barrel of oil at the crest of the structure, and a saturation pressure of 530 pounds per square inch absolute and 134 cubic feet of gas in solution in a barrel of oil low on the flanks. The hydrogen sulfide content of the 6a r; in solution in the oil varies from 18 percent for oil on the crest to 5 percent for oil low on the flanks of the structure. Of even greater significance is the fact that these and other variable characteristics of the reservoir oil are related to the position of oil in the structure. Many geologists and petroleum engineers have considered all the oil in a petroleum reservoir to have uniform physical characteristics and that equilibrium conditions prevailed in all underground accumulations of oil and gas. That such is not always so is borne out by the results of the study made by the writers.

Minerals contribute to U.S. gross domestic product (GDP) at several levels - from mining and processing to the manufacturing of finished products. In 2010, the estimated real GDP of the United States increased by 2.8 percent compared with 2009 and the estimated nominal GDP was about $14.6 trillion (Table 1).Trends in various sectors of the domestic economy are often rejected in mineral production and consumption rates. For instance, continued declines in the construction industry during 2010 were rejected in further reductions in the production and consumption of cement, construction sand and gravel, crushed stone and gypsum, which are used almost exclusively in construction. Performances in other sectors were mixed and less easily characterized. Recovery from the economic decline of 2008-2009 became apparent in 2010, as prices for many mineral commodities continued to rise with increasing demand for those materials or the products in which they are found.

During Phase IV of our Landfill Mine Stabilization project at a coal burning power generating station, it was determined that a coal barrier pillar separating two abandoned areas of the deep mine had to be breached prior to expansion of the ash disposal area. The proposed plan by the landfill design engineers involved using a high pressure jet cutting tool to cut a slot to allow water flow to an existing industrial waste water treatment facility. Our plan proposed using explosives to breach the pillar from the surface reducing earth disturbance in a high quality watershed while reducing the project cost and accelerating the project time schedule. Many issues surfaced with the proposed change of using explosives. There were a number of lessons learned from this case history and is the primary basis of this paper.

In 1985, at the request of the Bureau of Land Management, the Bureau of Mines studied a 50,57U-acre portion of the 90,345-acre Twin Peaks Wilderness Study Area (CA-020-619A) in order to evaluate its identified resources. The area studied is located about 45 miles northeast of Susanville, CA, in Lassen County, CA, and Washoe County, NV. The area is underlain by Tertiary volcanic, volcaniclastic, and intrusive rocks. Quaternary stream, lake, and landslide deposits overlie the older rock. There are no mines or mining claims in the study area. One mineral resource, pozzolan, was identified. Mining claims, inactive in 1985, have been staked adjacent to or near the northwest corner of, and also southeast of, the study area. Examination and sampling of 17 mineralized sites, delineated mostly by prior geochemical surveys, showed at least 30 million tons of subeconomic pozzolan resources and small or low-grade occurrences of gold, silver, copper, lead, zinc, nickel, molybdenum, zeolites and clay.
