US coal consumption reached new heights in 1985, but production was constrained by excess consumer inventories. Domestic consumption of coal reached a record 742 Mt (818 million st) during the year. This is a 3.4% gain over the previous consumption high 718 Mt (791 million st) in 1984. An additional 84 Mt (92.7 million st) of US coal were shipped abroad in 1985, up 13.7% from exports a year earlier. Coal production in 1985 totaled 804 Mt (886 million st), 1.1% below the record 813 Mt (896 million st) produced in 1984. The slight decline in coal output is attributed primarily to a 13% drawdown of large consumer stockpiles built up in 1984 in anticipation of a miners strike that never occurred. Coal demand, and hence production, were also restrained by slower economic growth in 1985 and additional gains in nuclear generation of electricity. Domestic market requirements for coal in 1985 were mixed. Electric utility consumption rose 4.4%; coke plants consumed 6.7% less coal; coal requirements in the other industrial sector expanded by 2.1% and consumption in the residential and commercial sector fell 14.8%. The 2.2% increase in electric power generation in 1985 resulted in a 4.4% rise in utility coal consumption, totaling 630 Mt (694 million st) for the year. Twenty-nine of 45 states where coal-fired electric power plants were operating shared in the 26.7 Mt (29.5 million st) increase in 1985. Coal receipts at utilities fell by 16 Mt (18 million st) as these facilities worked off 21 Mt (23.4 million st) from stockpiles during the year. Electricity generation at coal-fired power plants similarly climbed 4.4% to 1.4 trillion kWh in 1985. This gave coal a 56.8% share of electricity generated from all energy sources compared with 55.5% in 1984. The average price of coal delivered to these facilities remained essentially unchanged during the year. It declined on 1.5% from $38.26/t ($34.71 per st) during the fourth quarter of 1984 to $37.70/t ($34.20 per st) in the fourth quarter of 1985. Coal consumption at coke plants continue to reflect a depressed steel industry. After rebounding 18.9% in 1984 for the first time in five years, coal consumption at coke plants again declined 6.7% to 37 Mt (41.1 million st) in 1985. Coke consumption 26.5 Mt (29.3 million st) exceeded production, 26 Mt (28.7 million st), in 1985. This resulted in a 1-Mt (1.2-million st) decline in coke stocks at producer and distributor levels during the year. The average price of coal delivered to coke plants decreased 7.6% from $64.30/t ($58.34 per st) during the final quarter of 1984 to $59.42/t (53.91 per st) in the last quarter of 1985. Coal consumption in other industries, including all manufacturing and industrial consumers except coke plants, totaled 68.3 Mt (75.3 million st) in 1985. This was the highest level attained in more than a decade. But the lower percentage rise last year (2.1% compared to 11.8% in 1984) reflected slower growth in the nation's economy in 1985. The average price of coal delivered to industrial firms declined 4.5% from $42.32/t ($38.39 per st) in the fourth quarter of 1984 to $40.39/t ($36.65 per st) in the last quarter of 1985. Coal-producing states in Appalachia mined 9.8 Mt (10.8 million st) tons less in 1985 than in 1984 for a 2.4% loss. The largest contributors to the region's production decrease to 393 Mt (433 million st) were Pennsylvania, down 14.7% to 60 Mt (66 million st); Ohio, down 8.3% to 32.6 Mt (36 million st); and West Virginia, down 2.9% to 115 Mt (127 million st). Conversely, eastern Kentucky production was up 4.8% to 111 Mt (122.8 million st) in 1985, while production in Tennessee climbed 9.7% to 40 Mt (44 million st). No coal was mined in Georgia last year. Coal production in the interior region in 1985 declined 3.9% to 173 Mt (190.4 million st). Substantial production losses occurred in Indiana, down 8% to 31 Mt (34.5 million st); and in western Kentucky, down 7.9% to 36 Mt (40 million st). Coal production in Texas rose 5.7% to 39 Mt (43.5 million st) in 1985. Louisiana began mining lignite 140 kt (151,000 st) during the year. Production in the western region increased 3.4% to 238 Mt (262.5 million st) in 1985. Wyoming, up 5.3% to 125 Mt (140 million st); and North Dakota, up 16.5% to 23.5 Mt (26 million st) contributing the largest amounts. Production gains were also shown in Washington, Utah and, notably, in Alaska where coal output climbed 72.9% to 1.3 Mt (1.5 million st) in 1985. Most of the additional coal produced in Alaska last year was shipped abroad. Coal stocks held by consumers totaled 154 Mt (170 million st) at the end of the year. This was 27 Mt (30 million st), or 13.7% below the inventory level at the end of 1984. Stocks held by producers and distributors declined by 868 kt (957,000 st), or 2.8% in 1985 to 30 Mt (33 million st). A drawdown in stockpiles occurred in each consumer sector during 1985. Stocks held by electric utilities totaled 142 Mt (156 million st) at the year's end, 13% lower than stock levels at the end of 1984.

This report describes experimental investigations made in the batchwise retorting of Colorado oil shale. Three heat-carrying mediums were used -hot shale gas, superheated steam, and hot flue gas. Using hot Shale gas for retorting, the several variables studied were retort-inlet-gas temperature, gas velocity through the shale bed, shale particle size, and grade of shale. In studying the effect of any one of these variables on oil yield, as and operability, the other variables were maintained essentially constant. Oil yields decreased with increasing in-let-gas temperature and increasing shale-particle size, and oil yield increased with increasing grade of Shale up to 50 gallons of oil per ton of shale, beyond which the process was inoperable because of swelling and caking of the shale during retorting. Changes in gas velocity had little effect on oil yield. Gas yield increased with increasing inlet-gas temperature, gas velocity, particle size, and shale grade. Oil yields of 100 percent of Fischer assay and from 1,600 to 1,800 cubic feet of 300-B.t.u. gas per ton of shale were obtained. Two runs only were made using superheated steam. Oil yields averaged 97 percent of Fischer assay, and gas yields averaged 4,00o cubic feet per ton of shale. Retorting with a hot flue gas produced from combustion in the shale bed, as in the N-T-U process, gave excellent yields using closely sized shale with recycling of flue gas. An excess of fine shale in the charge resulted in channeling and low oil yields. Using no recycle gas, good yields were obtained that tended to decrease with increasing air rate, and the retorting rate increased with increasing air rate over the range studied. Coking was not found serious with 30-gallon shale at the air rates used.

"Pressure exerted on gold producers by regulators, project financiers, and civil society in the wake of the Baia Mare tailings spill in Romania during 2000 prompted most responsible gold companies to sign up to the International Cyanide Management Code for the Manufacture, Transport, and Use of Cyanide in the Production of Gold (the Code). The Code stipulates a ‘cradle to grave’ approach more comprehensive than that applied to any other mining reagent and poses particular challenges for operators who use cyanide-bearing tailings for backfill. This paper examine some of the challenges for Code compliance facing deep underground gold mines that employ backfill technology, most particularly the requirement to demonstrate that the potential migration of cyanide (and its degradation products) from emplaced backfill will not have an unacceptable impact on worker health and safety or on the receiving environment, either during mine life or after closure.Although the Code only contains a single reference to backfill, more careful consideration confirms that most sections of the Code that deal with tailings management are potentially applicable to mines where tailings material is used for backfill. Certain principles of the Code also pertain to aspects of operations, worker safety, emergency response, training, and dialogue with stakeholders relating to backfilling practice.For gold mines of the Far West Rand, the most significant cyanide-related risks associated with backfill operations relate to worker exposure to cyanide-bearing seepage and HCN gas. There is potential for seepage of cyanide-bearing water from backfill to compromise the beneficial use of surface and groundwater, and thus impact on downstream users and ecosystems. However, the extreme depth of mining and the specific geological and hydrological controls on the Far West Rand suggest that the potential environmental risks associated with backfill are likely to be considerably less significant than the cyanide-related risks to the workforce."

The contract objective is the development and in mine testing of an Automatic Fire Control System (AFCS) for mobile underground metal mining equipment. The effort described by this report covers the period from June 21,1975 through June 30,1976 and accomplished the following tasks: ? Preparation of Data Handling Plan and data acquisition which included visits to twenty mine sites in eleven states, visits to Bureau and MESA facilities, and a literature survey. ? Data analysis which determined the most hazardous type of vehicle for use in the demonstration, and design requirements for the AFCS, ? Development of recommended design concepts for the AFCS. ? Design and development of the AFCS including tests on a full-scale mock-up of a load-haul-dump (LHD) vehicle. ? Underground fire tests on an ST-2B-LHD vehicle at the Hecla Lakeshore mine Casa Grande, Arizona.

This publication contains routine analyses and related source data for 278 natural gas samples from 14 States. All of the samples were collected during calendar year 1973 as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 Fifteen previous publications have presented the results of 10,201 gas analyses prior to 1973. The first three, Bulletins 486,4 576,6 and 617,6 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960. The other 12 publications,7 which were issued as information circulars, supplement the three bulletins and contain 4,983 analyses of samples collected since 1960. This publication is the 13th publication supplementing the three bulletins.

The use of Diesel fuel continues to increase. In the United States during 1951 over 120,000,000 barrels of Diesel fuel oil were sold. The railroads used approximately 43.5 percent of this volume; industries such as smelters, mines, and manufacturing plants used about 12 percent; trucks, busses, tractors and bulldozers 20 percent; water craft 14.5 percent; and the remaining 10 percent was consumed by gas and electric utilities, the military forces, and oil companies. These figures were calculated from data issued by the Bureau of Mines. 2/ Complete data for 1952 are not yet available, but it is known that by December 1952 over 13 3/4 million barrels of Diesel fuel per month were produced by the country's refineries and by April 1953 the monthly production had increased to 1 4,333,000 barrels.3/ Information on the properties of this type of engine fuel is very important to the petroleum industry, engine manufacturers, and consumers. To supply this information the American Petroleum Institute and the Bureau of Mines, United States Department of the Interior, under cooperative agreement, are conducting annual surveys of Diesel fuel oil produced in refineries in this country.

Metal-mine fires in the United States are not of frequent occurrence and relatively for of those that do occur result in loss of life, although many cause heavy property loss or are costly to extinguish. Over a span of years, however, more lives are lost in metal Trines from fires than from any other of the untoward occurrences which afflict metal mining, such as electrical storms, floods, cave-ins, magazine explosions, or strikes. In perhaps more than 90 per cent of the fires. in metal mines' there is no loss of life; hence, the general public, even the general mining public, seldom hears of these fires, though the property loss frequently reaches hundreds of thousands of dollars; on the other end, in some instances the property damage from an underground metal-mine, fire has been negligible and the loss of life comparatively high. In any comprehensive study of metal-mine fires, ventilation is certain to be found a vital factor. The influence of ventilation on fires and the influence of fires on ventilation are of vital importance. In metal-mine fires very few persons meet death from actual contact Pith heat or flame; nearly all fatalities are duo to asphyxiation or suffocation. A well-planned, well-installed, and well-operated mechanical ventilation system is unquestionably one of the best available present-day protections from loss of life and property in case of fire in a metal mine; that this is true is attested by the usual helplessness of mining officials in trying to handled underground fires in a mine that has not had the foresight to install mechanical equipment to control underground air flow. On the other hand, the establishment of high-velocity air currents without sufficient day by day attention to such details as the method of coursing, or controlling, or confining them most certainly tends to increase dangers from fires rather than to aid in the avoidance or elimination of these dangers; the truth of this latter statement is shown by the fact that the greatest, loss of life in metal-mine fires during the past 20 years has been in relatively well-ventilated workings, and in every case the life loss has been due to some more or less trivial or easily remedied defect in the Ventilating system - usually a defect that has had some reference to doors used or supposed to be used to deflect or control air currents.

U.S. Bureau of Mines contract H0122053, "Improved Sensors and Fire Control Systems for Mining Equipment", was an investigative effort involving: ? Study of the fire problem on large mobile mining equipment ? Identification of equipment most prone to fire, to serve as a design case example ? Design of an improved fire protection system ? Demonstration of the developed system This effort was performed during the period June 1972 through May 1973, and was conducted in two phases. Phase I, June through November 1972, was devoted to identifying the fire problem and developing and evaluating design criteria. Phase II involved translating the design into hardware and demonstrating its effectiveness during actual fire tests, first on a wooden mockup of a truck, then on an operating truck at a working mine site.

This report describes a program to evaluate the feasibility of determining roof features which occur in United States coal mines from changes in bolting machine drilling parameters. The ultimate purpose of this effort is the development of an instrumented roof bolting machine which can detect hazardous roof conditions and/or indicate when the existing roof control plan is inadequate. A survey of hazardous conditions occurring in United States coal mines is included, along with the slang expressions for these conditions, and their relative degree of hazard. Specific machine parameters are identified for detecting the specific roof conditions. Measurement concepts are proposed using readily available instrumentation in most cases. Various systems are evaluated and tradeoffs presented. An implementation plan is proposed for developing a prototype system and using it in an operating coal mine.

Primary economical deposits of rare-earth elements (REEs) are exhausting all over the world, and it has become necessary to find new sources and methods for their extraction. In addition, increasing the application of REEs in modern technological society has increased its demand globally. One of the important movements to compensate for the future shortages of critical metals is the recovery of REEs from recyclable materials. This paper presents a review of the classification and extraction methods, as well as general applications of REEs with emphasis on secondary sources such as coal and coal byproducts, iron ore tailings, apatite, and phosphate byproducts. An overview of the current state of knowledge on the various methods of REE beneficiation and extraction is covered. These methods include physical separation, as well as hydrometallurgical and bio-hydrometallurgical techniques. The application of these REE extraction techniques for enhanced recovery has been driven primarily by the unique industrial application of these important elements. This paper further explores the existing and potential environmental challenges associated with REE extraction. The authors have presented a wide array of literature, in-depth discussion of the subject, and a succinct summary of processes and relevant case studies.

The XVIth International Conference on Coal Mine Safety Research was divided into eight half-day technical sessions. In accord with the established practice of these conferences, at each session, presentation of the papers was followed by a discussion period. Questions and comments submitted in writing to the session chairman were answered or discussed by the authors of the relevant papers or by their representatives. These discussions were tape-recorded in the original language of the speaker and subsequently translated into English when necessary. Questions to which no answer was available at the time and a few comments that exceeded the scope of the session have been omitted.

The 26th international APCOM symposium, hosted by The Pennsylvania State University, was held Sept. 16 to 20, 1996 in University Park, PA. Conducted about every 18 months throughout the world, APCOM symposia focus on the Application of Computers and Operations Research in the Mineral Industry. The APCOM International Council is the governing body of the symposia and determines the symposium’s locations and sponsorships. This group is composed of the nine permanent (voting) members. They include the University of Arizona, Colorado School of Mines, Pennsylvania State University, Society for Mining, Metallurgy and Exploration, Inc., Canadian Institute of Mining, Metallurgy and Petroleum, South African Institute of Mining and Metallurgy, Technical University of Berlin, Institution of Mining and Metallurgy and Australasian Institute of Mining and Metallurgy. The three nonvoting members are Moscow Mining Institute, China Institute of Mining and Rudarski Mining Institute of Slovenia.

The perennial subject of comminution is deserving of a fresh approach if one can be found. This is attempted here by directing attention primarily to principles rather than to theories. While theories attempt to explain how a certain process acts, principles delineate the laws which the action-must follow. Comminution may be defined as the progressive separation of particulate matter. At the present time this is accomplished commercially by applying energy in the form of compressive and, shearing forces. Such forces strain and distort the particles they contact. When-the applied stress locally exceeds the breaking strength at the weakest flaw in the particle, a crack tip forms. The surrounding strain energy flows to the crack tip, which rapidly extends through the particle as a break. The minute changes in shape and the resulting energy flow cause the failure of other highly stressed flaws, with the consequent formation of a progeny (1) of new smaller particles out of its destroyed progenitor. The applied mechanical energy is transformed into strain energy as the particle is distorted, and then into heat when it fails. Only a tiny fraction of the order of 1/1000 of the applied energy necessary for breakage appears as new surface energy in the product particles. IN connection with the question of coal waste and economy in mining, we would call the attention of those interested to an apparatus invented by M. Dernencourt, Superintendent of the Anzin Division of the Anzin Coal Company, North of France. This apparatus is known in France and Belgium under the name of prop screw-jack (vis botte), and has been used with good results in the above-named countries for some years past. M. Ponson gives, in his " Trait6 de I'exploitation des Mines," a description of it (page 533), but as the description given is old, the work not widely known in this country, and as some valuable improvements have been made since, I thought it might be useful to give a description of it, having seen it in 'operation in 1867, while in Europe to attend the great Exposition, and on a scientific tour to the mining districts of France, Germany, Belgium, and Italy. The prop screw-jack is composed of the following pieces : I. The body or column B, Fig. 4 [Plate (I)], of oak or yellow pine, sawed square, the bark taken off, and any length, proportionate to the vein. The smallest are 10 inches diameter at the base, and 9 inches at the top, the height being from 12 to 15 inches less than the size of the vein. In the axis of this column, and at the top end, is a cylindrical opening or hole, C, 22 inches diameter, 10 inches deep, for the screw, S. II. Two wrought-iron rings, R R, to strengthen the two extremities of the column ; the rings must be put on hot. III. A cast,-iron washer, E, with hole in centre a little larger than the screw, to be put on the top of the column, and on which the nut is to rest; the top side of this washer must be faced on the lathe, also the bottom of the nut, to prevent friction. The utilization of large diameter drilled holes for mine shafts seems to have had its beginning in Europe about 1850 (28) where the mining industries of Germany and The Netherlands first used drilled shafts. Recent shafts in softer formations of diameters as large as 25 feet and as deep as 1, 700 feet have been drilled in both The Netherlands and Germany. The first shaft drillers utilized cable tool or churn drilling techniques which limit both hole diameters and drilling speeds. Though some churn drilling of shafts is still performed, rotary drilling has been the dominant technique for many years.

INTRODUCTION Mine No. 95 of the Consolidation Coal Co., a divi¬sion of Continental Oil Co., is located in Shinnston, WV. Mine No. 95 was opened in January 1967 and has been operating continuously since that time. The mine has 544 hourly and salaried employees. In 1974 this mine was the largest coal producer in West Virginia. Opera¬tions include two longwall sections and eight Marietta Borer continuous miners. Originally there were also two Jeffrey Heliminer continuous miners, but use of these was discontinued in June 1978. Production averages 12 727 t/d (14,000 stpd). Two portals now service the mine with a third portal proposed for 1978. GEOLOGY Mining takes place in the Pittsburgh coal seam which dips 0.04 rad (21h°) northwest. The working seam is steam coal with an average height of 2.2 m (86 in.). Immediately above the seam, the overburden is com¬posed of 6.1 m (20 ft) of shales followed by 6.1 m (20 ft) of weak sandstone and 51.8 (170 ft) of shaley limestone. The shale weathers when exposed to mois¬ture. Surface water has been a problem due to a fire¬clay floor which turns to paste when mixed with water. GENERAL DESCRIPTION The present mining plan for Consol's No. 95 mine has a proposed life of 35 to 40 years. One set of main headings has been driven in the north direction and one set in a western direction. These are the areas in which the majority of the virgin coal lies. The panels are driven off of the mains at 2134 to 3048-m (7,000 to 10,000-ft) intervals. The continuous mining sections are set up 133 x 610 m (600 x 2000 ft). Longwall sections are 259 x 1220 m (850 x 7000 ft). All of these mining sections are retreating uphill. Development is with continuous miners. A Marietta Borer miner is used for the main development work. These miners cut 4.1 m (13 ft 6 in.) wide and 2.1 m (7 ft) high, leaving an arch cut. Along with the arch, a 152.4-mm (6-in.) thick layer of roof coal is left in place to protect the roof from weathering. The combi¬nation of the self-supporting arch and the roof coal al¬lows the entries to be driven 30.5 m (100 ft) without bolting. Full bolting, however, is carried outby the last open crosscut. This bolting is done on 1.5 x 1.5-m (5 x 5-ft) centers using 1.5-m (5-ft) long roof bolts with tandem anchors and 152.4-mm (6-in.) steel washer plates. When needed, crib blocks with a 50.4-mm (2-in.) drill hole are used as supplemental supports. Three-hole steel channel with the ends curved down¬ward to conform to the borer arch may also be used. In the mining sections, a 14 BU loader is used be¬hind the Marietta miner to load two Torkar shuttle cars. These haul to Long-Airdox feeder breakers which load onto a 1.07-m (42-in.) wide conveyor belt. With the exception of the shuttle cars, which use 275-V d-c power, the face equipment operates on 550-V a-c power. The main power line is 7200 V ac. The same loading and hauling equipment is used with the Marietta Borer miner for driving both panel and development entries. In the retreat sections, the same equipment with the exception of the miner is utilized. Because of the advantage of a variable cutting hight, Jeffrey Heliminer ripper-type continuous miners were employed in these retreat sections. For longwall mining the first unit uses an Eickoff EDW 300-L double-drum ranging shearer. Drum di¬ameter is 1.69 m (66 in.) with a drum rotation speed of 45 rpm. The drum is equipped with 48 Carmet 34-L-1 bits. The 300-kW (400-hp) motor operates on 1000 V. Tramming of the shearer head is done through a hydraulically driven 26-mm wide chain. Maximum cutting speed is 7.93 m/min (26 fpm), and maximum tram speed is 12.8 m/min (42 fpm) with an average cutting speed of 3.66 m/min (12 fpm). Web cutting depth is 762 mm (30 in.) and the cutting height is 2.13 m (7 ft). The conveyor width is 686 mm (27 in.). It uses a single chain, 26 mm thick, with flights on 0.91-m (3-ft) spacing. The face conveyor speed is 64.3 m/min (211 fpm) when driven by two 112-kW (150-hp) 1000-V Louis Allis motors through torque convertors. The roof support used is Gullick Dobson chocks [6-legged 77.3 t (85 st) per leg, 463.6 t (510 st) total capacity] with double-acting leg jacks. The hydraulic pressure for the legs is 13.8 MPa (2000 psi), and the hydraulic pressure for rams is 6.8 MPa (1000 psi). The yield valves are set at 57.8 MPa (8500 psi). Each chock weighs 4.09 t (4.5 st). The stage loader is an Eickoff drive, with a 68-kW (90-hp), (00-V Reliance motor. A 26-mm thick single strand chain with flights on 0.6-m (2-ft) centers runs at 75.89 m/min (249 fpm). The stage loader is self-advancing and is connected to the belt tail piece with a special fifth wheel attachment so that the stage loader can advance and guide the tail piece. The hydraulic pressure for the roof support is supplied by two 45-kW (60-hp) Reliance motors op¬erating on 699 V, with 1.26 L/s (20 gpm) constant volume Gullick hydraulic pumps. Each pump services alternate chocks, with the two pressure lines connected at the tailgate by 25.4-mm (1-in.) hydraulic hoses, rated at 27.21 MPa (4000 psi). The 6.8 MPa (1000 psi) pressure rams advance is supplied by a 45-kW (60-hp), 600-V Reliance motor and a 1.26-L/s (20-gpm) con¬stant volume Gullick pump. El presente trabajo describe el proceso de segregación en seco utilizado como método factible en cualquier tipo de mena oxidada de cobre como en metales preciosos. La segregación es un método de separación o migración del cobre de la mena a otro lugar. Las especies minerales contenidas en las menas a ser tratadas por segregación en seco son: atacamitas, azuritas, malaquitas, brochantitas, cupritas, crisocolas, dioptas vidrios verdes. Tanto la menas con ganga básica como ácida son suceptibles a ser tratadas por segregación en seco y en las mismas condiciones química y física con una excepción de la variación en porcentaje de sal. Una vez tratadas las menas se convierten en óxidos y sulfo-óxidos que se encuentran en zonas superficiales donde los costos de explotación y transporte son más económicos, así como el mineral oxidado conserva su estado por mucho tiempo. En este sentido, con el proceso de segregación en seco se obtiene en el peor de los casos recuperaciones de 85%, y en las mejores condiciones, 94% aproximadamente.

"Mitigation may be considered a hurdle when it comes to environmental permitting. For complex projects with site specific mitigation plans, the time to devise those plans and get them approved can be a long and costly endeavor. However, mitigation options are expanding and the mitigation banking industry has grown tremendously over the last two decades, helping projects move forward with less debate. Mining companies are recognizing the value that mitigation banks provide in helping to shore up project timelines and costs. Where possible, companies are taking advantage of the opportunities to buy credits from thirdparty providers offering mitigation bank credits. In some instances, mining companies are taking matters into their own hands by establishing mitigation banks to realize their own mitigation freedom. That can have its advantages and disadvantages, as discussed below. All in all, the expansion of mitigation options has streamlined the permitting process, introduced flexibility, improved project permitting timelines and loosened the permitting girdle.Compensatory mitigationCompensatory mitigation involves actions taken to offset unavoidable adverse impacts to wetlands, streams and other aquatic resources and authorized by Clean Water Act section 404 permits and other permits. As such, compensatory mitigation is a critical tool in helping the federal government meet the longstanding national goal of ‘‘no net loss’’ of Waters of the U.S., both in acreage and function.Section 314 of the National Defense Authorization Act for Fiscal Year 2004 required the Secretary of the Army, acting through the Chief of Engineers, to issue regulations “establishing performance standards and criteria for the use, consistent with Section 404 of the Clean Water Act, of on-site, offsite, and in-lieu fee mitigation and mitigation banking.” The provision also required that those regulations ‘‘maximize available credits and opportunities for mitigation, provide flexibility for regional variations in wetland conditions, functions and values, and apply equivalent standards and criteria to each type of compensatory mitigation’’ (73 FR 19595). The result was the Final Rule on Compensatory Mitigation for Losses of Aquatic Resources issued in 2008 (33 CFR Parts 325 and 332).”"

Sulfur is a plentiful, low cost, unique material whose physical properties can be altered and employed in structural applications. This program was undertaken to develop an optimum sulfur based formulation for use as a coating to both seal and support mine walls. The initial effort in the program was devoted to a laboratory study of the physical and mechanical properties of a variety of sulfur base coatings that were specifically formulated for this application. Concurrent with formulation development, laboratory equipment and techniques were developed for spray applying the sulfur based coatings to the ceiling and walls of a structure that simulated the interior of a mine. Much of the formulation work was guided by the experiences encountered when attempting to spray the formulations overhead. One hundred parts of sulfur modified with 10 parts of talc, 3 parts of milled glass fiber, and 2 parts of dicyclopentadiene was found to be a fire retarded, low odor, low eye irritation, sprayable formulation for sealing and strengthening mini, walls. An invention disclosure on this formulation was submitted to the Bureau of Mines and a patent application was filed. Various mineral samples were obtained and adhesive strengths of the formulation to these samples in both the wet and dry state were measured. With the development of an attractive sulfur based coating material, attention was directed to the design, fabrication, and testing of a portable spray application unit so that coatings might be applied in the field to various rock surfaces and earth formations for further evaluation. The unit was fabricated in the Southwest Research Institute shop. Once operational, the unit's capabilities were field tested and demonstrated at three separate locations. Upon completion of the field testing, the unit was shipped to the Spokane Mining Research Center where Bureau personnel were instructed in the use of the unit.
