In 1940 the Bureau of Mines issued a report describing all the cement plants of Latin America, their design, capacity, and output, and the cement imports, exports, and requirements of the several countries. Since that time there has been such great activity in cement plant construction that a revision of the paper is highly desirable. The present compilation comprises the essential data in the previous report together with descriptions of all cement plants completed, under construction, or planned since that date and an overall picture of the supply and requirement situation of each country. Before World War I, Latin America was one of the world's largest export markets for cement. Its dependence on outside sources created no special problems of supply until the shortage of shipping and abnormally high prices of the First World War stimulated a movement toward greater self-sufficiency. Under this incentive many cement plants were constructed, and several countries were able by 1939 to manufacture enough cement for their modest needs. Substantial imports were still required for many important areas, and as the volume of demand was rapidly increasing the Latin American countries as a whole were far from self-sufficient in cement when tine Second. World War began. South and Central America depended to a large extent on European countries, chiefly Germany arid Belgium and to a smaller degree Scandinavia, United Kingdom, France, and Italy, to Supply their cement shortages. The cost of manufacture in these European countries was much lower than in the United States, and transportation expense had been kept at a particularly low level because of the two-way trade that had been developed. Ships destined for Latin American ports for coffee, tropical woods; fruits, and other native products could carry cargoes of cement on their westward voyages at very low cost In some instanced cement was taken in exchange for South American -products because cash was not available. Great Britain had withdrawn from this market to quite an extent because of low prices and because trade with its own Empire had been increasingly fostered. United States trade in cement with Latin America had been confined principally to white and other special varieties. In few places could ordinary portland cement made in the United States compete in price with the European products; although in general it was of better quality and cool d be delivered more promptly.

Economic studies of four processes for using the glass fractions obtained from processing municipal incinerator residues are presented. Three processes--brick production, floor tile production, and glass wool production--use the colored glass fraction from an incinerator residue separation plant, and the fourth process, glass spheres production, uses the colorless glass fraction. The fixed capital cost and the estimated annual operating cost for six plants are presented in the report and summarized, as follows: [ ] The value of the product obtained from each of the plants was calculated on the basis of the interest rate of return method. Each of the processes appears economically attractive when comparing the product values with estimated selling prices. However, the effect of the products on market size and price must be determined.

This report presents a summary of the results of a four-phase program conducted for the Bureau of Mines to evaluate underground mine fire detection systems. In addition, Phase IV is presented in detail. The major accomplishments of this program are: 1) quantification and prediction of the distribution of fire products in a mine pas¬sageway; 2) quantification of "equivalent protection" by fire detectors as contained in Title 30 of the Code of Federal Regulations; 3) definition of detection criteria; 4) design of a detector test program for determining detector spacing requirements; 5) design, construction, operation, and calibration of a fire test apparatus for evaluating mine fire detectors; 6) quantification of several mine fire sources; 7) evaluation of several fire detector types including heat, CO and CO2 gas, and ionization smoke detectors; 8) development of generalized spacing criteria for mine fire detectors; and 9) development of performance specifications. Reports for Phases I through III are included in Appendices.

Statistical data on injuries in the metal and nonmetal industry of the United States first became available to the Bureau of Mines by collecting reports from the operators for the calendar year 1911. Since then reports have been collected annually. The present bulletin, covering the calendar year 1954, is the 31st publication (1933-34 was published as Bulletin 398) containing statistical data on injuries at metal and nonmetal mines and related plants, and it 1s the first such bulletin to be published since 1942. The last publication was Bulletin 461, Metal and Nonmetal-Mine Accidents in the United States, 1942. The unpublished statistics for 1943-53 may be found in the Appendix of this bulletin. The Bureau of Mines is authorized to collect data on injuries and related employment at metal and nonmetal mines, but there is no Federal law that compels operators to submit such information. Therefore, all materials submitted are voluntary responses to the Bureau's requests for information. The figures presented herein may not be complete for the entire industry, nevertheless, every effort has been made to make them so, and the data given are believed to be representative of the hazards to which metal and nonmetal workers are exposed. Moreover, the figures are comparable as between States-which is significant in view of the lack of uniformity among the States as regards classes of plants covered by State laws, classes of injuries covered by State reports, and other factors that tend to make it impracticable or impossible to compare the injury experience of one State with that of another or comprehend the relative importance of the various causes of injuries in the industry as a whole.

Material balance relationships for expansion-type reservoirs above the bubble point have been discussed in recent years by H. N. Hall and M. F. Hawkins, Jr. The former drew attention to the effects of rock compressibility, and the latter to the effects of the compressibility of any interstitial water. Hawkins derived a general relationship which took note of oil, water and rock compressibilities, and then by assuming first, the absence of interstitial water and secondly, no effects due to interstitial water or rock compressibility, obtained relationships symbolically of the same form as those previously derived directly by Hall. Hawkins defined his terms clearly, and noted an approximation, due to the omission of a term involving the product of two compressibilities, made in reaching his final equation. There is, however, possible ambiguity with regard to Hall's written definition of the oil production term. One interpretation would mean that the produced oil and initial oil-in-place, if both required as stock tank barrels, would be obtained by using different formation volume factors in the conversion in order to satisfy the conditions implicit in Hall's formulae. The other would involve an approximation which, if used, was not stated. In both Hall's and Hawkins' studies the effect of the approximation or inconsistency is very slight. Nevertheless, it may be justifiable to give a somewhat more consistent derivation, since the complexity of the final relationships is not thereby greatly increased. Let the initial pore volume be Vi and the volume after a pressure drop of Ap, V. Then V = V, (1 - ?p . cr), where c, is the rock compressibility expressed as change in pore volume/unit pore volume/unit pressure change, and is defined with the initial pressure as base. Suppose that the interstitial water saturation under the initial conditions is Sw. The total volume of interstitial water under those conditions will be ViSw. If the volume of the water after dropping the pressure by ?p is V., this will be given by Vw = ViSw (1 + ?p.c,w), the compressibility of the water being c, which is ex- pressed using the volume at the initial pressure as base. If Boi is the reservoir volume factor of the crude oil for the initial reservoir conditions, and B. the equivalent factor when the pressure has dropped by ?p, with N the initial amount of oil expressed as stock tank barrels. N.Boi = Vi - V,Sw If n is the amount of oil produced (in terms of stock tank barrels) as a result of the pressure drop ?p, the remaining subsurface volume of oil at the lower pressure will be Bw, and Bc can be related to the compressibi:ity of oil and the pressure drop, and if c, is the compressibility factor based on the initial conditions, The relationship derived by Hawkins was case to a standard at the lower pressure, while a term (Ap) had been dropped, because of its smallness arising from its dependence on the products of two compressibility factors. THIS PAPER gives results of an investigation of the composition and carbonizing properties of coals from the Beckley bed, Caretta No. 5 mine, Susanna, McDowell County, and Glen Rogers No. 2 mine, Glen Rogers, Wyoming County, W. Va. The investigation included BM-AGA carbonization tests at. 800° and 900° C. and various chemical and physical tests designed to evaluate agglutinating, plastic, and expanding properties of coal. Both coals were of low-volatile bituminous rank, and each was blended with 70 and 80 percent high-volatile A coal from the Pittsburgh bed, Warden mine, Allegheny County, Pa. The Beckley bed was 39 to 58 inches thick at three points in the Caretta No. 5 mine, and the coal was 39 to 49 inches thick. The carbonizing sample contained 83.0 percent fixed carbon on the dry, mineral-matter-free basis. It contained 3.1 percent moisture, 15.8 percent volatile matter, 72.4 percent fixed carbon, 0.7 percent sulfur, and 8.7 percent ash, as carbonized. The ash softened at 2,680° F. The free-swelling index was 7;i, and the agglutinating value was 7.7. This sample fused weakly in the Gieseler plastometer; its blends with 70 and 80 percent Pittsburgh coal attained maximum fluidities of 830 and 600 dial divisions per minute, respectively. The single coal yielded 83.0 percent coke at 900° C. Yields of other carbonization products per ton of coal at 900° C. were: Gas, 9,950 cubic feet; tar, 3.5 gallons; light oil, 1.36 gallons; and ammonium sulfate, 16.3 pounds. Blending with Pittsburgh coal lowered the yield of coke and raised the yields of other products significantly. Caretta coal yielded strong, blocky coke at 900° C., 89 percent of which was plus-2-inch size. Strength indexes of 900° C. coke from 30:70 blends of Caretta No. 5 and Pittsburgh and of Pocahontas No. 3 and Pittsburgh coals were, respectively: 2-inch shatter, 68 and 53; 1%-inch shatter, 90 and 85; 1-inch tumbler, 50 and 53; and %-inch tumbler, 62 and 65. The specific gravity of the 900° C. gas from Caretta No. 5 coal was 0.272, and the heating values were 491 B. t. u. per cubic foot and 2,440 B. t. u. per pound of coal. The blends yielded much richer gas. Yields of tar acids and bases (0.09 and 0.04 gallon per ton, respectively) were within the normal ranges for low-volatile coals. Caretta No. 5 coal expanded 7.5 percent in the sole-heated oven at a charge density of 55.5 pounds per cubic foot. The blends containing 70 and 80 percent Pittsburgh coal contracted 4.8 and 7.5 percent, respectively.

The preparation of this paper follows a field study of top-slice mining during which the author visited and discussed with operating officials a large number of iron mines in the Lake Superior region. During this study special note was made of changes in top-slicing practice during the past decade, prior to which the author had acquired several years experience with the method through active connection with a number of mines employing top slicing.

The properties of all natural soil deposits are highly variable, and they are rarely homogeneous. Cone penetration tests (CPT) were used to assess the site variability, which was then incorporated into the Load and Resistance Factor Design (LRFD) of pile foundations. Data from six project sites with multiple CPT tests conducted at various locations were collected for this research. The semi-variogram was used to assess the spatial variability of CPT data (corrected tip resistance, qt) for each location. For each location, the coefficient of variation due to spatial variability (COVR,spatial) was calculated. From COVR,spatial and COVR,method, the total coefficient of variation (COVR,total) for each site was calculated, which was then used to calibrate the resistance factors (ϕspatial, ϕtotal) for use in LRFD pile foundation design. The findings of this study demonstrated the importance of using site variability in LRFD pile design. For sites with lower site variability than the design method (i.e., COVR, spatial < COVR, method), the value of the COVR, total will be decreased, and hence the resistance factors (ϕspatial or ϕtotal) will be increased (credit), and vice versa.

Underground mining, like many high-risk industries, is facing a crisis in the near future. This industry has traditionally relied on a master-apprentice relationship to train new workers, but experienced miners are retiring in large numbers, leaving few "masters" to properly train their replacements. With a recent resurgence in mining, many new miners are entering the workforce each day. The rise in the number of inexperienced workers has implications for worker safety in an industry in which one mistake can blow up the entire workplace. The explosion in the Darby Mine in May 2006 that killed five miners illustrates what can happen in hazardous environments such as underground mines. The Health Communications Team at the National Institute for Occupational Safety and Health Spokane Research Laboratory was asked to address this problem by developing new training and safety awareness materials to promote safe flame cutting and welding practices. This article describes how occupational ethnographic techniques provided insights needed for "new product development." The result of this work was a national initiative to raise awareness and to protect underground coal miners from the dangers of flame cutting and welding in an environment filled with solid fuel and methane (natural gas). Although this project was initially designed for the mining industry, the approach and lessons learned are applicable to any high-risk industry and should be of interest to other social marketing or occupational safety and health professionals.

Perseverance nickel deposit is located at latitude 27¦ 491S, longitude 1200 42&apos;E, 330 km north of Kalgoorlie, Western Australia. Gossanous outcrops were discovered in April, 1971, and after further detailed surface investigations, percussion drilling led to diamond drilling by June, 1971. Up to December, 1972, 127 diamond holes totalling 45,590 m were drilled to indicate 33 million tonnes averaging 2.2% Ni using a 1% cut-off grade. The deposit occurs in a lenticular ultra- mafic unit emplaced in metasediments locally forming the eastern flank of the Archaean green- stone belt trending NNW from Leonora to Wiluna. To the east a major strike fault separates the metasediments from gneiss; westwards there is a sequence of metavolcanics with further ultra- mafic units. Length of the lens is 3500 m and it attains a maximum width of 800 In. The eastern contact is moderately regular, but the western contact is prominently embayed. Local strikes are NNW, and dips are steeply W. A set of strike faults cuts the ultramafics and enveloping quartzites. These are normal faults, parallel to the major eastern fault, dipping 65-70¦W. A two-dimensional finite element program has been modified and extended to account for some of the rock mechanics complexities associated with single entry development of longwall coal mine panels. Program capability includes arbitrary assignment of element properties without regard to element ordering, anisotropic elastic, plastic and brittle rock properties that may be time dependent (aging), arbitrary mining sequences and provision for the effects of artificial support on the adjacent strata. Failure is according to an extended von Mises criterion that may be linear or quadratic in form; flow rules are obtained from the yield function taken as the plastic potential, but brittle behavior is treated as a discontinuous process of material properties change with deformation. In either case the extent of failure is calculated from the external boundary conditions. Application of the program to essentially two-dimensional problems resulted in lose agreement between calculated displacements and field measurements in the double entry system. Bleeder entries were stable in one locality and not in another. Artificial support had little influence on stability.

Approximately 1,000 specific recommendations for research and development are summarized in a systematic and comprehensive format appropriate for review by mining research and development program managers. Relevant Bureau of Mines research programs are briefly described and some opportunities for future research and development are identified.

"At the Falconbridge Limited, Canadian Nickel Division, Sudbury Operations, we investigated the ""NO NOISE"" ear muffs model NN3-F which is a Swedish product with foam-filled sealing rings (the Hellberg Standard Volume Hearing Protector). It is used extensively at Falconbridge mines in Sudbury.The research which was carried out in the four Falconbridge mines was conducted under three different headings: manufacturer&apos;s attenuation data (psychophysical method), clamping force and head size (bizygomatic diameter), and attenuation tests (physical methods) under working conditions.Manufacturers of hearing protectors claim their products offer noise reductions of 23 decibels (NRR) or more, but they fail to point out that this reduction is obtainable only under ideal conditions. The reality of attenuation under working conditions, as several studies have found, is quite different.Methods for using short measurements to determine the noise exposure index, and for controlling muff-wearing habits, were developed at the Elliot Lake Laboratory. Measurements taken at Falconbridge on ""NO NOISE"" ear muffs revealed that they have a practical attenuation of some IO to 13 decibels. It is important to note here that measurements also revealed that clamping force (thus attenuation) was in an inverse relationship with ear muff comfort. Measuring attenuation using noise dosimeters was a difficult job. Not a single surveyor would accept these measurements (physical method) for absolute accuracy. Apart from that, it was impossible to measure, in one shift, more than two work stations. Because of this, we sought a solution: measuring head size and clamping force in relation to actual attenuations.A detailed analysis of the relationship between attenuation and head size/clamping force was done at four mines. Standard deviation ellipses (standard error ellipses) for head size versus clamping force are in close agreement with measurements that were carried out. In order to measure clamping force an apparatus was constructed and a method for measuring suspension system durability is described in Appendices Band C of this report. At the same time we sought to reduce deterioration of ear muffs in mines as well as to put in place a system whereby attenuation can be controlled and improved. The clamping force apparatus can be operated automatically. The proposed control system is quick, simple and efficient . This system is equally applicable in small and large mining operations, and it can be totally automated and the data computerized for audit of the results. This control system is a new step in controlling ear muff attenuation in working environments.From these measurements of NN3-F ""NO NOISE"" muffs it can be concluded that ear muffs are not the total solution to protect the worker from noise.As the results were evaluated folio wing measurement, Falconbridge switched from the NN3-F ""NO NOISE"" muffs to approximately 90% Mark V ""NO NOISE"" muffs and 10% Mark V MSA muffs. These new muffs showed much better head size versus clamping force relationship and can be expected to produce 14 dBA or better attenuation of noise. The phenomenon of zero order production of fines associated with the batch comminution of monosize feeds in tumbling mills has been examined in the context of the size discretized population balance model. It has been shown that the model admits zero order production kinetics only in an approximate sense. The necessary and sufficient conditions for approximate zero order production of fines have been obtained. As these conditions cannot be expressed in terms of the model parameters Sj and Bi,j alone,. several examples have been used to illustrate some of the important characteristics of the zero order production systems. One of the important characteristics of these systems has been identified as a "weak necessary condition", and the other as a " favourable condition ".

Pike County in the easternmost portion of Kentucky is one of the major coal-producing areas in the eastern Kentucky coal field. The county contains numerous coal beds, many of which are too thin to support mining. The commercially important beds are usually 4 feet or more thick, but selective mining at some places calls for removal of a much thinner section of the bed. The variation in quality of the beds from place to place and the large number of coal beds make correlation uncertain. Samples were collected from 14 different coal beds, of which the Elkhorn group is by far the most important. In addition to the Upper Elkhorn No. 3, Upper Elkhorn No. 2, Upper Elkhorn No. 1, and Lower Elkhorn beds that comprise the Elkhorn group, the Winifrede, Williamson, and Bingham beds constitute the principal coal deposits in Pike County.

As a part of our study of how coal mine dusts injure the lung we have studied the effects of dusts and dust-exposed pulmonary alveolar macrophages (PAMs) on the growth of lung fibroblasts (LF). Fibroblasts were cultured near confluence in low-serum medium, either alone or in the presence of dusts, dusts plus PAMs, dust leachates or superriatants of dust-exposed PAM cultures. We report here provisional conclusions, based on initial observations. Rat LF were relatively unresponsive to direct effects of dusts, showing weak stimulation in only a few cultures, and there was no evidence that dust-exposed rat PAMs had released any growth-regulatory products. In contrast, guinea pig cells were more responsive to the dusts. The pattern of responses was quite complex. Three of the dusts stimulated LF directly (with no mediation by PAMs). Two dusts were essentially inert when added directly to fibroblast cultures, either with or without PAMs, but their leachates were active: 867 leachate was inhibitory and RF leachate was stimulatory. Dust 1361, either directly in the cultures or as an aqueous leachate, was stimulatory, and it activated cocultured PAMs to stimulate LF growth; however, supernatant products of 1361-stimulated PAMs were inhibitory. Direct exposure to 1192 stimulated LF, but its leachate was inert; cocultured PAMs exposed to 1192 had weak stimulatory effects, but supernatants of 1192-exposed PAMs were mildly inhibitory. MP3-3 had effects similar to 1192, except that the cocultured, dust-exposed PAMs had no effect on growth. We conclude 1) that guinea pig lung cells are more responsive to dusts than are rat lung cells, 2) that dusts can influence growth of LF by four kinds of interaction (by direct dust-cell interaction, by release of soluble dust components into the culture medium, by activating P AMs to exert direct cell-cell interactions, and by activating P AMs to release growth regulatory products into the culture medium), 3) that each kind of interaction may be neutral, inhibitory or stimulatory, depending on the dust tested, 4) that four of the dusts tested were neutral, inhibitory or stimulatory, depending on the assay (the fifth <lust was either neutral or stimulatory), and 5) that the effects of soluble mediators (leachates or products of activated PAMs) frequently did not correspond with the direct dust-cell or PAM-fibroblast effects. These results suggest that the nature of the dust-lung interaction at the level of cells and molecules is exceedingly complex. These observations need to be confirmed and extended to determine what characteristics of the dusts determine the nature of the cellular responses, and to determine which patterns of responses are detrimental and which are beneficial in the overall health of the dust-exposed lung.

This is the fourth progress report in the series on the use of detachable rock-drill bits in the metal mines of the United States. It contains comparative statistics and costs or drilling at eight mines not reviewed in previous reports, comparison of the use of detachable bits at small mines and large mines, a discussion on the life of drill rods, and general conclusions derived from an analysis of the rock-drilling practice at all the mines investigated on this survey. This paper completes the descriptions of operating practice in rock drilling at individual mines. Data on drilling practices at 28 mines are given in appendices I and II and drilling costs are shown in appendix III. Research in the fundamentals of rock drilling, including the use of detachable bits, has been undertaken by the Bureau of Mines in its testing adit at Mount Weather, Va. Reports on the progress off this investigation will be issued when results warrant their publication.
