Critical mineral endowment of mine wastes in two mining districts in New Mexico (Copper Flat at Hillsboro and Carlisle-Center mines in the Steeple Rock district) will be characterized and estimated. “Beta-testing” of USGS procedures was performed. Potential critical minerals at these deposits include As, Bi, Te, Zn, Co, Ni, Mg, Mn, and fluorite. pH and particle size of samples were analyzed to determine weathering and migration potential of heavy metals. Soil pH was also measured to determine the potential for Acid Rock Drainage. The pH of the waste rock piles ranged from 3.66 to 5.67 which indicates fine- grained pyrite or sulfide oxidation. The samples collected from the tailings however, showed a different range of pH, from 6.30 to 8.62, probably due to the presence of carbonates. Difference in particle size fractions and its distribution along the slope are generally influenced by natural occurrences (e.g., gravity and pre-mining hydrothermal alteration) and operational activities such as material piling or dumping. Future work includes analyses of mineralogy and particle size correlation and estimation of critical mineral endowment of these mine wastes at New Mexico.

In 1881, the first commercial pneumatic Bessemer-type converter treating copper matte was successfully introduced by Pierre Manhes at the Eguilles copper plant near Vedène in France. This development followed over a year of testing on a smaller scale at a foundry in Vedène, during which the vertical tuyeres of the conventional Bessemer converter had been successfully replaced by horizontal tuyeres in an effort to avoid the freezing of copper which had occurred in the bottom of the vessel having vertical tuyeres. The Manhes Converter, as it became known, was the first successful large-scale adaptation of the Bessemer concept of using compressed air blown into a melt for metal refining and treatment. Within a few years, Manhes Converters utilizing horizontal tuyeres in either the original type of vertical converter, or a later and more enduring horizontal barrel converter, were in operation at over a dozen copper smelters around the world. It was this process that Messrs Peirce and Smith essentially improved with the introduction of the larger converter which bears their name and the development celebrated at this Symposium. The present paper briefly traces the original development by Pierre Manhes in the early 1880s and which set the stage for the later Peirce-Smith adaptation. The paper observes that the original development by Manhes was in part driven by the need to reduce coal (energy) consumption and hence the production cost in order for Eguilles to remain competitive with the larger plants in Swansea, Wales, where a ready supply of cheap coal helped keep smelter treatment terms of the day low. These themes are eerily resonant of today where booming copper production in China has impacted the industry, and also where energy consumption, closely linked to today’s more familiar theme of ‘climate change’ remains an important challenge currently confronting the entire industry. The paper concludes with comments on these seemingly parallel situations today and offers some thoughts for the future.

Industries are challenged to meet increasingly stringent regulations for selenium and metals. Cost-effective treatment is required to minimize the economic impact of environmental compliance. Low-cost biological treatment of selenium can be achieved passively using biochemical reactor cells composed of natural organic media components such as wood chips, sawdust, hay, composted manure, and peat. The reactor cells create an anaerobic microenvironment for biological reduction and sequestration of selenium and other metals. Biochemical reactors can be combined with constructed wetlands for flow equalization and to remove the organic byproducts in reactor cell outflow. Passive treatment reduces capital cost and operational effort compared to more expensive and complex physical and chemical treatment. Recent pilot and full-scale projects by mining companies and by the US Bureau of Reclamation demonstrate that passive treatment can achieve compliance with selenium concentrations over a range of flows and environmental conditions. Case histories of passive selenium treatment systems and their key findings are provided, and prospects for future applications are summarized.

THIRTY years ago, when I stood on the cliff of red fossil iron-ore, on Red mountain, Jefferson county, Ala., I asked what were the geological relations of this remarkable deposit. In reply I was told that it was a limestone colored and saturated by some unknown but wholly external influences, and that at a reasonable distance from the surface the color would disappear. I could find no satisfactory explanation either of the nature of this wonderful external permeating influence, or of the cause of such a ferrous impregnation selecting this one particular bed of limestone, to the exclusion of the higher and lower beds of the same material which are not even stained. I. THE PRESENT THEORY. Referring to this subject, Dana says:' "The clays, clayey sandstones and limestones of the Clinton epoch, through New York and the Appalachians, show that the mud-flats and sand-banks, and hence the shallow seas of the coast region, still continued. . . The beds of argillaceous iron-ore, which spread so widely through New York and some of the other States, south and west, could not have formed in an open sea, for clayey iron-deposits do not form under such circumstances. They are proof of extensive marshes, and, therefore, of land near the sea-level. The fragments of crinoids and shells found in these beds are evidence that they were, in part at least, salt-water marshes, and that the tides sometimes reached them." At first, this explanation seemed satisfactory, but the more I studied the ore the less satisfying the explanation became. 1. Two coal mine shafts recently completed in Franklin County, Ill., afford experience and accomplishment to warrant review, These shafts provide access to a tract with a potential recovery of one hundred million tons. This work provided the initial sinking by other than a contractor's organization since 1918. Four additional shafts required during the interim were sunk under contract arrangement with others. Supervisory contact and inspection afforded experience to govern planning and conduct of the recent work.

In his Budget Speech on March 31, 1 977, the Honourable Donald S. Macdonald expressed concern about the financing of investments through new equity issues. He mentioned the need to render more attractive participation in the equity market by investors in all in come brackets. One of the measures introduced in the budget to accomplish this goal is the proposal to increase the dividend gross-up and tax credit in respect of most dividends received by an individual from Canadian companies. The following comments and tables serve to illustrate the impact of this particular proposal.

During the testing and design of the Gold Fields' Chimney Creek mine, it was found that a much higher carbon loading was possible with CIC (carbon-in-solution columns) than with CIP (carbon-in-pulp). In an effort to keep the carbon handling minimized, an emphasis was put on forcing gold to the CIC circuit rather than the CIP. After considerable study, it was found that a circuit with two thickeners and an interstage leach would force 90% of the gold to CIC. Computer modelling indicates that the benefits of the hybrid circuit include higher recovery, less carbon handling, fewer leach tanks, and lower reagent costs.

Dimension stone is the term generally given to rock used in building construction. During early European history in Otago, locally available dimension stone products were easily obtained. Crude rock shelters built on river banks with schist rock within Central Otago soon gave way to more established and sophisticated permanent homesteads constructed with the same materials. Victorian architectural achievement is celebrated in Otago with many fine bluestone block buildings. When the University Council decided to build substantially in stone, it narrowly escaped disaster. It was well known at the time that brick in Dunedin was of an inferior quality and that it soon wasted. Rev Dr Stuart said before the 1879 Commission that æthe Council had some old-world notions and liked to have the University with some architectural styleÆ. Contemporary utilisation of dimension stone is generally restricted by expense to a simple veneer. Stone products produced from Otago quarries have found ready markets in other areas in New Zealand , particularly prior to the share market crash in 1987.

A. G. Crocker and M. Bevis (Battersea College of Technology)— Richman and Richman and conard17 have recently published the very interesting results of their studies on the plastic deformation of Fe-Ni-C martensites and of an Fe-5 wt pct Be alloy. Other work on the range of Fe-Be alloys containing between 16 and 27 at. pct Be has also been reported by Richman." One of the fascinating features of this work is that the materials investigated deform primarily by means of twinning and that several twinning modes are operative in addition to the well-established (112 ) mode of bcc materials The composition planes of these unusual twins were determined using a single-surface analysis and reported as (0131, "{045)" or "{089)", and It is now thought1' that the "{0,1,13)" habit reported for the Fe-Ni-C alloys'' is more likely to be near "{127)". Although the full twinning elements of these unusual twinning modes could not be determined directly from the experimental results, the authors attempt to deduce the elements by considering twin intersectionslQ and by using the projection technique of Jaswon and Dove. The basic assumption of their approach is that the (013) habits are truly rational planes but that the other habits are irrational and merely approximated to by the indices quoted above. They thus deduce that the twinning mode describing the (013) habit is either Type I or compound and that the modes describing the other habits are Type 11. This deduction must however be false as all twinning modes in cubic structures obeying the classical orientation relationships of deformation twinning must be compound. Type-I and Type-I1 modes can occur in all of the other crystal systems (indeed in the triclinic system compound modes are not allowed), but in the cubic system only compound modes can arise. This fact, which does not appear to be well-known, fol- lows immediately from the relations between the four twinning elements defining a twinning mode. Thus for a Type-I mode which is uniquely defined by the rational twinning elements K1 = hi and given by: where the summation convention of the tensor calculus has been adopted. For cubic materials the metrics and reduce to the unit tensors and j so that we have It is clear from these equations that both ki and ui must take on integral values; i.e., Kz, and ql must be rational, if hi and vi are integers, i.e., if K1 and are rational. Thus for cubic materials a Type-I mode must degenerate into a compound mode and the same result also arises for Type-II modes. The apparently irrational habits observed by the authors can thus not be explained in terms of Type-I1 twinning if the classical laws of deformation twinning are to be obeyed. An alternative explanation of the irrational habits is that they may arise from twinning modes with four irrational twinning elements. These modes, which do not obey the classical orientation relationships associated with deformation twinning, have been shown to arise as the result of double twinning processes in magnesium,22 but may also describe a simple shear on an irrational plane in an irrational direction. This report on the physical and chemical properties of typical crude oils of California is the 'eighth in a series on the producing districts of the United States. It includes discussion of results, tabulated data, and individual analyses of typical California crudes. Additional analyses of crude oils from the fields of Fresno, Kern, Los Angeles, Orange, end Ventura Counties will be published later in another Serial of the Bureau, but the summary tabulations are presented here. The samples represented in this report were collected over a rather wide interval of tine, the early samples having been obtained during the fall of 1919, and the most recent ones dating from the summer of 1923. It is thought that the samples are fairly representative, both of the older settled production and of the new flush production of the southern California fields.

Edward Keller, Baltimore, Md. (communicatioin to the Secretary*):—It is pleasing to note the increasing amount of work on metallurgical problems that is being carried on by exact scientific methods, and the results of such labor issued by the laboratories of our universities. Without doubt, Mr. Bolles's paper will be welcomed by all progressive practitioners. Many of the results which Mr. Bolles presents to as are new; and I take exceptioil to a few minor points only. The first of his concluding remarks is as follows: "Mattes are not homogeneous, but are composed of distinct mineral entitier, and may be likened to igneous rocks, in which the mineral constituents fall out upon the lowering of the temperature and ensuing solidification." He quotes an introductory remark to a paper1 of mine, as follows: "The true chemical character of copper-mattes does not yet seem to have been definitely determined, i.e, it is still more or less of an open question whether they are true chemical compounds, or mixtures, such as igneous rocks." This quotation, taken alone, would convey the impression that Mr. Bolles's conclusion is entirely new. Had he quoted also another paragraph from my paper in question, it would be clear that he was, to a certain extent at least, anticipated. I take the liberty, therefore, to state the substance of my own work. In the paper referred to, I showed the existence of the phenomenon of liquation in mattes, and, continuing, said: " A more direct method to test whether a matte is a compound sulphide or a mixture of individual sulphides was attempted by applying hydraulic separation. A clean piece of matte was selected containing practically no magnetic oxide and of the following composition: Cu, 37.96; S, 24.45; Fe, 33.63; Zn, 1.25; Pb, 1.02 ; Sb, 0.26 ; As, 0.065 ; insoluble, 1.15 per cent. ; Ag, 26.7 ; Au, 0.04 oz. per ton. A pilot plant study was conducted to evaluate the performance of column flotation in the recovery of gold from the gold/tellurides bearing sulphide ore of the Kensington deposit (Echo Bay Mines and Coeur d'Alene Mines), and to compare the performance of column flotation to conventional "mechanically agitated" flotation, Tests were conducted in a 150 mm diameter, 60 liter glass column with ground flotation feed split from a concurrently operating conventional pilot plant, thus permitting direct comparison between the two processes. During the test program, the effects of wash water rate, gas holdup, froth depth, residence time and flow bias were examined in detail. The bulk metallurgical ore sample had an average "as tested" feed grade of about 5 git gold and 1 % sulphur, with the gold occurring primarily as inclusions of montbrayite (Au2Te3) in pyrite, with minor amounts of native gold. Conventional flotation using 60 minutes residence time across four roughing stages recovered about 97% of the gold into concentrates grading about 50 g/t Au. A single stage of column flotation roughing using 25 minutes residence time matched the conventional circuit recovery of97%, but produced grades of +150 git Au.

A brief resume follows of some recent activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous-Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors during their inspections of bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, following further consultations with representatives of management and mine workers, and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. The inspectors were active in making prompt investigations of hazardous mines that had been closed by order of the Coal Mines Administrator to determine if enough improvements had been made to allow the mines to reopen. Federal coal-mine inspectors also had temporary authority to close mines they found to be imminently dangerous, but such authority (under Executive Order 9728) was removed on June 30, 1947, when Government control of the mines was terminated.

Of all the industrial clay minerals, attapulgite probably enjoys the widest variety of applications. A review published over three years ago by Haden and Schwint (18) cited some 80 individual uses, a list which continues to grow. In its near half-century of commercial life, attapulgite has received a generous share of research study and patent development effort, both on the part of producers as well as consumers. This work has been divided between understanding the mineral's structure or properties and applying it to specific end-uses. Naturally, information gained from the former has pointed toward opportunities in the latter. References of particular significance are cited throughout the text. Attapulgite's variety of uses derives from the unique three-dimensional structure and needle-shaped particle form of this crystalline hydrated magnesium aluminum silicate. Its inherent colloidal and sorptive properties are well known, and distinguish it from its sister clay minerals. Attapulgite is characterized by its high surface area, porosity, sorptivity, and decolorizing power. Its slips or slurries are viscous and thixotropic, however, unlike bentonite are not flocculated by electrolytes. In Table I are compared the general properties of attapulgite, bentonite, and kaolin. The properties in Table I are documented in greater detail by the wealth of scientific literature which has been published on the composition (14)(15), structure (6)(16), surface (16)(4)(22)(24), adsorption (31)(4)(5)(25), rheology (10-11)(12)(13)(26)(27)(32), plasticity (30) (31), and chemistry (23)(3)(7) of attapulgite. Attapulgite is the principal mineral constituent (70 to 80%) of attapulgite clay as it is commercially produced in the Georgia-Florida area of the United States. As mined, this clay also contains 10 to 1S% montmorillonite, sepiolite, and other clays; 4 to 8% quartz, and 1 to 5% calcite or dolomite. This study aims to investigate the effects of operational variables on concentrate grade, recovery, separation efficiency, and kinetic parameters of the copper flotation process. For this purpose, the effects of the pulp solids content, collector and frother dosage, and preparation and concentrate collection time were studied using a Taguchi experimental design. The results of statistical analyses indicated that the concentrate collection time and pulp density were the most influential parameters on concentrate grade. Considering copper recovery, concentrate collection time, collector dosage, and pulp density were the most significant variables, in decreasing order of importance. Also, the separation efficiency was mostly influenced by the concentrate collection time. Furthermore, kinetic studies showed that the second-order rectangular distribution model perfectly matched the experimental flotation data. The highest kinetic constant of 0.0756 s−1 was obtained from the test, which was performed with 35% solids content and 40 and 20 g/t collector and frother, respectively. The highest predicted copper recovery of 99.57% was obtained from the test at 30% solids content, and the collector and frother dosages of 40 and 15 g/t, respectively
