This paper presents a summary of the current pile foundation practice in Taiwan. Constructions of driven piles, drilled shafts, and barrette foundations are reviewed. This paper also briefly summarizes the pile works of four major construction projects in Taiwan, namely, Hsin-Ta Power Plant, Taichung Power Plant, Taipei Transit Systems, and Taiwan High Speed Rail.

(communication to the Secretary): Mr. Rothwell's condemnation of my paper on the International Correspondence Schools as not giving an impartial view of the whole field of such enterprises, because it was confined to the description of a single one, might be legitimate if I had undertaken or professed to do anything else than that which I was requested by the Secretary of the Institute to do—namely, to give an account of this particular institution. This is a sufficient answer to all his direct or implied criticisms upon my omission to mention either persons or organizations outside of the special limits set for me. Recognizing fully that personalities have no place whatever in the Transactions, I regret the necessity of making the following statement in answer to Mr. Rothwell's charge that I omitted to give due credit to Mr. Ewald, a former principal of the International Correspondence Schools. The Colliery Engineer School of Mines was started in 1891, and its first student was enrolled October 16, 1891. During the fall of the same year the mine-mechanical course was laid out along the same general line that had already been followed in the mining course. This mine-mechanical course was the foundation from which sprung the later developments of the several mechanical courses. IT IS almost exactly fifteen years since the discovery of the Leduc oil field and, as this luncheon is part of the Thirteenth Annual Technical Meeting of the Institute's Petroleum and Natural Gas Division, it seems, therefore, a singularly appropriate time to discuss the theme which the program committee has suggested for the occasion -the progress of the Canadian oil industry during the fifteen years since the discovery of the Leduc field. As you will see, I plan to take a few minor liberties with this suggested theme. I shall present ample evidence of growth and progress, but, at the same time, I want to refer to some areas where progress has been anything but conspicuous and to see what can be learned from these areas for the future. The achievements of the Canadian oil industry since the Leduc discovery in 1947 have been substantial, and the public is relatively familiar with the more spectacular developments.

Fine ventilation was discussed. much more 15 to 20 years ago than it is now, yet today there are tendencies in connection with ,-line ventilation (in fact, numerous ventilation systems have been installed in recent years) indicating that the lessons learned by bitter experience in the past either have been forgotten or lave not been brought to the attention of the present generation. Possibly, the mining min of today considers that conditions have changed so much that experiences of the past cannot be repeated today. At any rate, it seems desirable to restate some of the principles of mine ventilation that were understood more or less in the past and to call attention to some danger in connection with present-day trends or practices.

The amount of copper flash smelting slag has increased during the recent years along with an increasing slag-to-metal ratio. During slag tapping, some copper sulfide is mechanically entrained. As a result, it is necessary to recover copper matte from the slag by suitable methods. At present, the most common way is slow, controlled cooling in a transfer ladle. However, research on the detailed effects of slow cooling and the function of slag modification is rare. This paper described experiments that were performed at different cooling rates (0.5, 1.5, 3, and 7 °C/min), with and without additive. A detailed characterization of the copper-rich phase and its particle size was subsequentlymade using SEM-EDSmicrographs and image analysis software.With a decrease in cooling rate, the particle size of the copper-rich matte phase became larger. The addition of gypsum and carbon as a slag modifier affected the size of the copper-rich phase slightly, and its chemical composition was modified compared with the experiments without additive.

INTRODUCTION A complex interaction of worldwide economic and political forces is increasingly requiring 3 primary participants for the successful development of large natural resource projects in developing countries. They are the host government of the developing country (the "host government"), one or a consortium of international natural resource companies, (the "Resource Company") and one, or more likely, a syndicate of international lenders. The host government typically controls the rights to its country's natural resources and establishes the economic ground rules for their development. However, because of worldwide inflation and the depletion of easily accessible, high-grade resources, the nominal and real capital development and operating costs of projects have been spiraling. Moreover, the depletion of high-grade and mineralogically uncomplicated resources also raises the technical and operating risks associated with resource recovery. Thus, despite increasing political self-consciousness and economic nationalism in developing countries, international resource companies are still often necessary project sponsors since they can provide, among other things, the required technical and management expertise and equity capital. The presence of these factors, and often the addition of worldwide market access in a project, is often critical in determining whether or not the project will be considered creditworthy by international commercial lenders. The international commercial lender is often the critical third party in project development, due in a large part to the ever escalating-costs of project developments relative to the financial resources of many companies and even a growing number of countries. In addition, lenders have other reasons for taking more than a passive interest in all aspects of a project's development. These reasons include the following: 1. Projects are often financially structured such that the primary security for a loan, once completion and performance standards are met, is the cashflow of the project rather than recourse to its sponsors. 2. Lenders, in addition to the "project risk" just described, are frequently asked to assume various elements of "political" risk which nay put them in a sensitive economic position between the host government and international resource firms (This is discussed later). 3. International banks today have large loan portfolios of developing country debt with final maturities ranging from one to fifteen years. The various current projects undertaken are the building blocks of most developing country economies that will hopefully contribute to the long run economic development of a country as well as generate the foreign exchange necessary to repay foreign loans in the future. In this regard it is useful for lenders to realize whether a given project "makes sense" in terms of a country's natural resource endowments and competitive advantages over other countries. The type of framework discussed in this article would help lenders to better make such assessments. In order to facilitate the continued international flow of capital and technology to developing countries and of readily available supplies of raw materials from them, it is important for each of these three parties to increase its awareness of the goals and objectives of the other parties as well as the bargaining process that results in the legal, financial, credit and fiscal structures by which a joint venture project ultimately proceeds. Each of the parties faces increasingly complicated accept/reject decisions when they are faced with difficult choices among. a wide range of alternative structural combinations each of which has different implications for risk and reward to them. Therefore, by increasing the mutual, 3-way awareness of the decision processes of the other parties, it should be possible to: • provide better information and results in the formation of more rational expectations by all parties going into negotiations, • facilitate the project formulation process by allowing parties to focus more clearly on the areas of common interest and conflict, • result more frequently in final structures and agreements that better reflect the economic and political realities associated with a project and thus • result in more creative, innovative agreements that should reduce the need for changes to them and thus promote the kind of long run political stability conducive to attracting capital and further investment.

(communication to the Secretary): When a simple beam supports any given load, the lower fibers me in tension while the upper fibers are in compression, and if its cross-section is rectangular the neutral surface, where the stresses pass through zero from tension to compression, is at mid-depth, provided the elastic limit is not exceeded. In addition to the longitudinal stresses, there are horizontal shearing-stresses between the fibers which have their maximum value in the neutral surface, and which equal zero at the upper and lower surfaces, while there are also vertical shearing-stresses. Let another beam of the same dimensions be placed on top of this one, and the load be doubled, it then produces stresses in each beam of the same character, magnitude and distribution as in the preceding case, provided there be no friction between the adjacent surfaces of the beams. Next let these two beams be so firmly united that there will be no motion between them when the same load is again applied. All the fibers in the upper beam are now in compression, and those in the lower beam in tension, while the maximum stresses in the outer fibers are only one-half as large as before. The strength of the combined beams is therefore doubled. If, however, some motion occurs between the beams, then the stresses in some of the lower fibers of the upper beam pass from compression to tension, and those in some of the upper fibers of the lower beam from tension to compression, while the stresses in the outer fibers have a magnitude between the two values previously stated. In a recent paper, Gaudin and Meloy1 derived a size distribution function for single, impact fracture. Mular2 extended the use of this size distribution to describe the output of carefully controlled grinding experiments. As it stands, the function is difficult to compute. Consequently, a series of tables of the function are presented below: where M(x) is the cumulative fraction finer than size x when x is particle size. Weight percents are tabulated for the single parameter, r, in three different size ranges: from 0 to 1, from 1 to 10 and from 10 to 100. Tables I, II and III are cumulative percent finer and Tables IV, V and VI are for weight percent passing screen size x, retained on the screen below. "With the gradual depletion of the high-grade ores and finer dissemination of values in the leaner samples, it has become imperative to develop innovative approaches to process such complex ores. The beneficiation of complex sulphide ores containing copper, lead and zinc minerals, remains one of the most important challenges in base metals metallurgy. The advent of biotechnology in mineral processing has opened up immense possibilities to exploit such difficult-to-treat ores. Bioprocessing techniques thus hold promise as potential substitutes for the conventional technologies in vogue. Several types of autotrophic and heterotrophic bacteria, fungi, algae and yeasts are implicated in mineral beneficiation processes. Adopting a bioprocessing route to mineral beneficiation has attractive benefits, such as lower cost and energy requirements, environmental acceptability and operational flexibility.The interaction of sphalerite- and galena-adapted Bacillus polymyxa (B. polymyxa) cells with sphalerite and galena has been investigated through adsorption, electrokinetic and flotation studies. The amount of sphalerite-adapted cells adsorbed onto sphalerite and galena is found to decrease with increase in pH. On the other hand, the adsorption density of galena-adapted cells onto galena shows a feeble maximum around pH 8, and the amount adsorbed is marginally higher in the pH range of 8 – 11.5. In the case of sphalerite the amount adsorbed is higher in the pH range of 5 to 7. The adsorption density of both the adapted cells is higher for galena vis-à-vis sphalerite. Electrokinetic studies indicate significant surface chemical changes on the chosen sulphide minerals and the bacterial cells, consequent to microbemineral interactions. Selective flotation tests on a synthetic mixture of galena and sphalerite confirm that sphalerite could be preferentially floated from galena, using galena-adapted cells, but not with the sphalerite-adapted cells. The cells adapted to galena assay a higher polysaccharide content and are more hydrophilic, while the sphalerite-adapted cells have a higher protein content and possess greater hydrophobicity. Transmission electron microscopic studies have provided evidence in support of the differences between the cell surface characteristics of sphalerite- and galenaadapted cells (Figure 1). Possible mechanisms of interaction between the minerals and the bacterial cells are discussed."

A complete description, with engravings of the building and machinery, was given in Engineering, April 26th, 1878, in a paper by Messrs. A. L. Holley and Lenox Smith, to which convenient reference may be made. A detailed list of the construction accounts has been given in a paper, by the present writer, in vol. vi, Transactions of the Institute. A summary is given in the table of the items in each class which enter into the total cost, and also a note of the proportion which each of these items forms of the whole. A concise view may thus he obtained of the facts embodied in the statement as a whole, even though it cannot lay claim to completeness in showing the entire or final cost. An urgent suggestion has reached the writer from a distant country that such statements of cost to be really most serviceable should give the details in days of labor, in weight of iron, and in number of brick, and to this an assent is most cordially yielded. It is true, however, that the mere labor of copying arid compiling these details to such a degree of minuteness, would be very great, and, in any event, the probable difference between the plans of an existing establishment and one projected, would be so wide as to render even so complete a statement of cost of little more real service than the approximate notes given herewith.

"PURPOSE OF INVESTIGATIONOf more than 300 bituminous mines examined by Crichton 5 and his assistants in connection with litigation in Indian Creek Valley, Payette County, Pa., only four were found to have alkaline water. That work and many observations from of the authors have shown the general prevalence or acid drainage from bituminous coal mines. In connection with investigations pertinent to coal-mine drainage that are being conducted by the United States Bureau of Mines, it was noted with considerable interest therefore, that a mine in the Thick Freeport bed about 20 miles north of Pittsburgh had no acid water in the workings, As it was thought that this condition might be common to all mines,this condition in this bed most of them were visited, samples of the outflow and from different parts of the mine inside were examined, and such general information as was available was gathered.ACKNOWLEDGMENTSThe authors acknowledge with thanks the courteous assistance of mine officials in connection with collecting the data for this paper, and of the analytical and coal laboratories of the Bureau of Mines for analyses."

"The counter-current fluidized cascade is a novel and potentially efficient pneumatic gravity separation device. Data are presented on over 150 runs of cleaning Alberta thermal coals, covering several size ranges. The coarser sizes of coal were processed in admixture with a fluidizing medium consisting of 0.5-by 0.1-mm hematite (or magnetite) and limestone particles. The partition curves for coal particles larger than about 3 mm, mixed with fluidizing medium, showed that the sharpness of separation achievable with the cascade approaches that of wet heavy medium processes, whereas with particles in the size range of 3 by 0.6 mm the sharpness of separation was comparable to that of a Baum jig. Useful cleaning was also achieved with particles smaller than 0.6 mm , Throughput rates of up to 11 tonnes per metre width of cascade per hour were achieved, with no indication of a deterioration in performance.IntroductionPneumatic coal beneficiation has steadily lost ground vis-a-vis hydraulic beneficiation during the past quarter century, primarily because of the sharper separations achievable with the latter methods. Nevertheless, there are certain inherent advantages of pneumatic separation methods which would give them an advantage in the market place were it possible to increase their efficiency to be technically competitive with those of hydraulic processes. These advantages are a dry product, resulting in a higher calorific value per ton, and avoidance of the problems associated with treatment and storage of process waste waters. Also, although it may be necessary to dry the raw coal prior to pneumatic processing, the dry rejects produced constitute an ideal fuel for a fluidized-bed combustor, which could provide heat both for drying the coal and for other purposes."

Cementing materials of mineral origin were well known to the ancients. Ordinary lime and gypsum plasters were the first to be recorded by historians. The next development was the discovery that certain limes would set under water, but the hydraulic property was not definitely attributed to the presence of clay in the limestone until many centuries later. The Romans advanced a step nearer to modern cement in the development of 'pozzuolana', a mixture of volcanic ash or trass with hydrated lime. The silicate of aluminium in the volcanic rock combined readily with the lime, forming a hydraulic mortar or cement which was widely used. Natural Cement In Europe (1) No further progress was made in the art of manufacturing cement for several centuries, during which the Roman Empire declined and passed away, and the Anglo-Saxon race slowly and painfully evolved through the Middle Ages an ever-increasing prestige. An Englishman, John Smeaton, is credited with the honour of the next important development, for he employed a little-known cementing material-natural cement-in constructing the Eddystone lighthouse in 1756. It was called 'natural' cement because it was made from a natural rock with no additions of other materials. The process consisted of calcining an argillaceous limestone at a comparatively low temperature and grinding the product to a fine powder. Care was exercised to keep the temperature low, and any material burned to the clinkering point was thrown away, although such material was, as learned at a later time, Portland cement.

IT has been said the British Empire was built on British Coal. In all the postwar planning for Great Britain the necessity for producing cheap coal and the prosperity of the coal industry are given first consideration. On Jan. 23, 1945, there was released in London a "Report to the Colliery Owners" which had been awaited with great interest. This was entitled "A Plan for Coal" and was the recommendation of Robert Foot, chairman of The Mining Association (Colliery Owners), prepared at their request. Presentation of the "Plan" at this time is particularly significant as it is an answer to the demand for nationalization of the coal industry by the Labour Party and at the same time is a carefully considered program for postwar reconstruction, prosperity, and stability. In the words of Mr. Foot, If the coal industry for the first ten years after this war is to find itself in a situation similar to the one it occupied for the ten years following the last war, with its record of disputes, strikes, stoppages, short-time working, unemployment, and, with it all, a completely insufficient margin of profit, and all the insecurity and instability in our basic industry that was brought with them, it is goodbye to any real prospect of full employment, social security, and high standard of living. To present an elaborate review of the conditions which have brought to a crisis the unfortunate situation in the British coal industry is here unnecessary, but certain of the salient points
