INTRODUCTION At the end of the day, the decision by the sponsor to proceed with a project and to seek financing, or the decision by the financier to grant financing are made on a judgmental basis. Cash flow projections, sensitivity and risk analysis, the innumerable ratios applied by the financier, the so-called feasibility study, etc. are all only tools, and the degree to which they affect decisions is as highly varied as are the personality differences and business conduct and outlooks of the persons who render the decision of "go or no-go". The independent consultant, then, is expected to provide an additional increment of credulity and/or reliability to the "tools" which others will use in reaching a decision; the consultant is really not in a position to directly recommend a "go or no-go". PROJECT FINANCE INGREDIENTS The project finance situation has basically three ingredients: - The project; - The inherent risks attendant with project failure; - The parties. The project, to be viable for financing, will have certain essential characteristics, namely: 1. Clear title or rights to the mineral; 2. Proven definition/establishment of mineral quantity; 3. Financial viability; 4. Physical access consistent with financial viability; 5. A market for the product at a price and for the quantity consistent with financial viability; 6. Transportation/shipping from the project facility to the market at a cost consistent with financial viability; 7. Availability and demonstrated expertise of the developer of the facility; 8. Demonstrated expertise of the operator of the facility; 9. Production processes do not involve unproven new technology; 10. Availability of management personnel; 11. The property and the facilities have value (and thus can be used as collateral); 12. Government approvals/support, as required, will have been obtained; 13. The political environment is essentially friendly and stable; 14. The owner(s) of the project have the financial, strength to make equity contributions consistent with total required investment capital and project risk; 15. Backing by credit support other than that of the financier (i.e. guarantees); The inherent risks of failure are (Nevitt, 2nd Edition); 1. Completion delays with consequent delays in the generation of revenue 2. Cost overruns 3. Technical failure 4. Financial failure of contractors 5. Government interference 6. Uninsured losses 7. Increased price or shortages of raw materials, supplies 8. Technical obsolescence 9. Loss of competitive position in the market place 10. Expropriation 11. Inadequate/poor management The parties directly or indirectly integral to the project financing are: - The mineral rights owner - The developer - The operator - The equity investor

This study focused on joint interpretation of the aeromagnetic and radiometric data to allocate and describe the structural elements and mineralization zones such as uranium, gold, and sulfide in the Gebel Umm Tineidba and its surroundings, Eastern Desert, Egypt. The study region is covered by exposures of Precambrian rocks such as gneisses, migmatites, ophiolitic mélange, metavolcanics, younger granites, and Quaternary sedimentary covers. The application of the total intensity magnetic and reduced-to-pole maps, power spectrum, analytic signal, tilt-angle, and local wavenumber maps helps in recognizing magnetic sources distribution, lineament features, and mineral zones delineation. The obtained results indicate that the depths of the deeper NE–SW, NNE–SSW, and N–S trending structures extend from 400 to 1750 m and shallower ones range from 100 to 400 m. Finally, the main trends of these structures affect the probable mineralization zones.

The Nevada Barite industry has experienced a 277% growth over the last five years with a total production of 2,542,000 tons. Total production prior to 1970 approximates 2,700,000 tons dating back to 1907 Annual production, as can be seen in Table 1, has increased from 192,000 tons in 1971 to 723,000 tons in 1975. During this same period U.S production has increased from 825,000 tons to 1,056,000 tons. Nevada is now the leading producer with 69% of the market. The increase in the Nevada barite production is, of course, directly related to the increased demand for weight material coupled with the lack of other sources and the relative economic advantage of the Nevada barite, A significant tonnage of Nevada barite is utilized in the non-oil well market, principally at FMC's barite chemical plant at Modesto, California; however the growth has been in the oil well market.

Pillar collapses are events that due to their severe consequences can be classified as high risk. The design of pillars in underground room-and-pillar operations should migrate to risk-based design approaches. The authors of this work proposed a risk-based pillar design methodology that integrates stochastic discrete element modeling for pillar strength estimation, and stochastic finite volume modeling (FVM) for stress estimation. This paper focuses on the stochastic FVM component for stress estimation. The mining and geomechanical aspects of a case study mine (CSM) are described and pillar stresses are estimated by using three approaches: (1) analytical solutions, (2) 2D finite element modeling, and (3) 3D finite volume modeling. This operation extracts a 30° dipping deposit, which makes current underground stone mine design guidelines inapplicable for this CSM. This work compares results from each stress estimation approach and discusses uses the point estimate method as a simplified stochastic approach to evaluate the effect of rock mass elastic properties variability on pillar stress distribution. Results from this work show that the three estimation approaches lead to different estimations, possibly, due to the wide range of assumptions each estimation approach considers. It was also determined that the horizontal to vertical stress ratio has a significant impact on pillar stress magnitude. Therefore, it is recommended to perform in situ stress measurements, or assume worst-case-scenario values to account and reduce uncertainty due to this parameter. The stochastic stress estimation approach used in this paper provides results that can integrate a risk-based pillar design framework.

INTRODUCTION A major change in financing exports in recent years has been the decreased importance of subsidized export credits, following the commitment of the OECD countries to eliminate the subsidy element. Subsidized export credit rates are now often more expensive than market rates as the financing for exporters has decreased in volume and importance. The forfait market, in recognition of this decreasing importance, provides a rapidly expanding source of nonrecource finance for exporters. The following is a step by step guide to what it is, how it works, its benefits and problems. WHAT IS FORFAITING? Forfaiting is not new. It has been used in Europe for about 25 years to provide export finance for both capital goods and commodities without recourse to the exporter. Although long the preserve of exporters in Germany, and more lately Italy, forfaiting is now used increasingly by exporters in Great Britain, the United States, Canada and Scandinavia. It is a fairly simple operation with easy straight-forward documentation. The transaction involves the purchase by the forfaiting bank of a bill of exchange or a series of bills without recourse to the exporter. These bills will have been drawn by the exporter, accepted by the importer, and will usually bear the unconditional guarantee of the importer's bank. They are normally drawn payable at intervals during the credit period agreed between importer and exporter and are purchased at a discount by the forfaiter. The exporter thus obtains his cash payment and the importer receives his credit period. The forfaiter collects the amount of the bills as they mature directly from the importer. Credit periods vary, depending upon the type of goods and the country and commercial risk of the importer. The period is generally between one and five years with six monthly maturities. The usual forfait currencies are US dollars. Deutschmarks and Swiss francs and others, such as sterling, French francs, and the Scandinavian currencies are being used more frequently. CHOOSING FORFAITING Most types of financing require the continued involvement of the exporter in the financial side of the transaction during the credit period. Forfaiting has certain comparative advantages. In particular, it is possible to forfait 100 percent of the risk without recourse to the exporter, unlike government sponsored export finance schemes, where some retention of the risk by the exporter is required. In addition, exports from country sources do not present problems and forfaiting can also cover trade within the EEC. Other benefits for the exporter are: (a) The exporter's balance sheet is improved; debts are turned into cash thus improving the liquidity of the company and enhancing its cash flow. And there are no contingent liabilities for bills of exchange. (b) If the sales contract is in a foreign currency forfaiting removes the risk to the exporter of adverse movements in foreign exchange during the credit period. (c) Fluctuations in interest rates during the credit period can be ignored since in forfaiting the transaction is usually done on fixed interest rate terms on a discount basis. (d) The political and transfer risks are taken by the forfaiter. (e) The commercial risk is taken by the forfaiter. (f) The costs of administration and collection etc. during the credit period are removed.

"Expanding upon one aspect of a recent paper on ""Fluid Column Roasting at Sherbrooke Metallurgical Co. Ltd.,"" the present paper deals with the operation of the fluid column process to achieve substantial elimination of cadmium and lead during the roasting of pelletized zinc concentrates. Designed to meet the need for additional feed for Matthiessen and Regeler Zinc Company's vertical retort zinc smelter in West Virginia, without recourse to a sintering operation, the plant is capable of simultaneously attaining very low lead and cadmium levels on demand, through operation in the manner described. Fluidizing air admitted via the wind box is supplemented by natural gas admitted via a tuyere bank 15 ins. above the hearth, in quantities adjusted to maintain a reducing atmosphere within the interstices of the bed. In addition, careful attention is paid to bed temperatures, which run from 1,080° to 1,100°C. Under these reducing conditions, 90 per cent of the cadmium and 92 per cent of the lead in the feed are eliminated, the sulphate sulphur content is decreased by 0.5 per cent, sulphide sulphur is held at 0.6 to 0.08 per cent, and the zinc content correspondingly in-creases. The fuel value of the natural gas is recovered as extra steam, which carries a credit. There are some added difficulties with fume accretions, gas conditioning and gas -cleaning, some of which have yet to be overcome."

THE history of flotation in America is very short, at least as far as the large-scale application of the process is concerned. It is remarkable how many important developments have taken place inn the last few years and are already being extensively utilized. What was new a year ago, seems almost commonplace now. For this reason it is with hesitation that I follow the suggestion: of Dr. Ricketts, President of the Institute, to describe the experiences of the Inspiration Consolidated Copper Co. with the flotation process. TESTS CONDUCTED IN SMALL TEST-MILL When the Inspiration company first decided to build a concentrating plant, nothing was known about flotation, and the process was to be gravity concentration pure and simple. Demonstration Tests Conducted by Minerals Separation Co. While plans were being prepared by H. Kenyon Burch (who had been intrusted with the design and construction of the concentrator) the Minerals Separation Co., a concern at that time little known in America, asked and obtained permission to demonstrate the value of its flotation process for Inspiration ore. As. a consequence, a small 50-ton flotation machine of standard design was added to the company's test plant and started to operate in the beginning of 1913. This marks the beginning of flotation at Inspiration. The results obtained with this machine, which was operated by members of the Minerals Separation staff, so far surpassed what this company anticipated that it was decided to continue flotation tests for this purpose, and two of the flotation experts of the Minerals Separation Co., I. L. Greninger and G. A. Chapman, were retained. L. R. Wallace, now superintendent of the Miami works of the International Smelting Co., was at that time metallurgist of the Inspiration company and in that capacity took an active part' in these tests. Great credit is due to him for his quick recognition of the possibilities of flotation.

"The paper outlines the history of rubber mill liners beginning with the awarding of the first North American patent rights in 1923. It includes the early-day applications and installations of the 1920s and 1930s through to their present-day application. Over-all rubber mill liner design is discussed in relation to present day installations employing rubber mill liners in various grinding applications. A brief overview is given of a manufacturer's procedures to produce rubber mill liners.IntroductionIn early 1910, it became apparent that the productive life of the silver mines in Cobalt, Ontario, could be substantially prolonged by mining lower-grade ores.The mining of lower-grade ores required the establishment of treatment facilities which initially employed jaw crushers, stamp mills, jigs and concentrating tables. The recovery of silver in other than a coarse metallic form required the additional step which was introduced at that time: the cyanidation of silver concentrates from the tables. The resultant requirement for increased and improved recovery led to the introduction of grinding mills, i.e. tube mills.Shortly after the introduction of the tube mills to the Nipissing Mine's mill in 1914, the idea of using rubber as a mill liner material was spawned. However, no action was taken due to the advent of World War I. It is interesting to note that the idea of rubber mill liners emanated from having used pieces of solid rubber tire as an emergency repair on a set of liners when a liner had broken and no immediately available spare was on site.The credit for this ingenuity and subsequent application for a patent on rubber mill liners falls to James John Denny, the mill superintendent, and Rolla Barnum Watson, the general manager of Coniagas Mines Limited. The patent application was formally made on December 3, 1921. The U.S. Patent Office issued Patent No. 1,470,597 on October 16, 1923."

If it had not been for the almost unbelievable adventures that came before and after, the last ten months of 19 15 would have been exciting enough for anyone. As it was they were a cheerful interlude. I spent most of the time on our Warren operations catching up on a lot of underground work and visiting Ajo every few weeks to see if my Chuquicamata visit might help solve the New Cornelia problem. While the difficulties were finally solved, at times they seemed almost hopeless. About all I could do to help was to make sure that the ore sent to the pilot plants represented the average ore that must be treated in the final 5000 tpd mill. Dr. Ricketts and John Greenway worked tirelessly with the best consulting advice they could obtain. Credit for the final success was due chiefly to their efforts. Since our old group had given up its "Merry Widow" home in Warren, a few of us got rooms in the company-built Cole Building over the Warren grocery store. This included Jim Lewis, Roy Mitchell, Steve Landon, Paul Stevens, and Hubert d'Autremont who came from Duluth to join our legal staff. Later we rented a small house two blocks from the Calumet and Arizona office. With the now flourishing country club only a 10-min walk away, and an electric car running to it every half hour or so, we were able to give parties in return for the hospitality of our friends. One of the most pleasant episodes came by luck a few days after I got back from Chile. Chester Congdon, a leading director in Calumet and Arizona, with his wife and their daughters, Elizabeth and Helen, spent a couple of days at the Greenway house before making an auto- mobile trip across the desert from Tucson to Ajo. At the same time I arranged to examine the small but rich Bush and Baxter copper mine a few miles from Tucson. Interstitial compounds of iron, cobalt, and nickel, and their binary and ternary mixtures with silver, gold, palladium, and platinum were prepared and tested as fuel cell catalysts. The first step in the preparation of the interstitial compounds consisted of preparing finely divided metals. This was done either by the Raney method or by reduction of precipitated hydroxides of the metals. The finely divided reduced metals were then treated with carbon-and/or nitrogen-containing gases to prepare their carbides, nitrides, and nitrocarbides. The materials were tested for cathodic activity towards O2 and for anodic activity towards H2, C3H8, NH3, CO, and N2H4 in acid and alkaline electrolytes at 25° to 90° C in half-cell assemblies. Samples of carbided and nitrocarbided INi-lAg-1Au were about one fifth as active as Pt-black in the reduction of O2 in 35 percent KOH solution, whereas the activities of several interstitial preparations exceeded the activity of Pt-black in the reduction of O2 in 12M KOH containing N2H4. Nitrocarbides of x-Fe2C, 3Ni-1Au, and 1Ni-3Au were effective catalysts for oxidizing N2H4 in liquid NH3 containing NH4SCN. Corrosion of the catalysts by electrolytes was severe in many cases.

This paper reports the results of the use of salt in some research work carried on during the past 3 years at the Salt Lake City Station of the Bureau of Mines, which is quartered in the University of Utah, whose Metallurgical Research Department cooperates with the Bureau. Only the work involving the use of salt is described. The authors wish equal credit given to J. F. Cullen, C. L. Larson, C. Y. Pfoutz, C. E. Sims, H. C. Neeld, R. W. Johnson, F. G. Moses, N. C. Christensen, and G. H. Wigton, who have all in some way contributed toward the success of this work, while connected with the station in one way or another. Lead Metallurgy Popularly Supposed to be Without Problems In lead metallurgy it is difficult at first to find metallurgical problems, as the prevailing conception has been that lead is so easily concentrated in its various ores and so easily reduced to its metallic form that the only progress possible is that involved in cheapening methods of mining and of reduction. Most of the problems usually considered are of minor nature and do not involve radical metallurgical changes. During the three years of work of the Salt Lake Station, the following classification of problems in the metallurgy of lead has been made: Oxidized Ores. 1. Ores containing only lead. 2. Ores containing lead and silver or gold. 3. Ores containing lead and zinc, with or without silver. Sulphide Ores. 1. Ores of pyrite carrying some lead. 2. Ores of complex zinc-lead-iron sulphides. 3. Complex sulphides containing precious metals.

The Proceedings of the above Symposium have been edited and published by the Symposium Committee. The Symposium was sponsored by the Australian Coal Association, the Joint Coal Board, and the United Nations Economic Commission for Europe. The Symposium was very well attended, with presentations from fourteen countries, including all the major coal-producing countries of the world. The Proceedings are presented in two parts: the Symposium Part and the Workshop Part. The Symposium Part deals basically with the theoretical aspects of outbursts and high-gas emissions in mines, while the Workshop Part is more practically oriented and describes case studies, and the management systems, and drilling technologies used in underground mines.

The data reported in this bulletin are largely the result of experiments conducted by the Salt Lake City station of the Bureau of Mines in cooperation with the department of metallurgical research of the University of Utah. The work on lead is only one of the phases of the investigations carried on at that station during the years 1914 to 1916. The results of similar work with zinc ores and with copper and other ores will be published in future reports of the bureau.

"With the requirements of air pollution codes becoming more and more critical, the role of the ventilation engineer in industry has become an extremely important one. The ventilation engineer must provide the expertise for the selection of equipment and the design of systems which will reduce pollution to an acceptable level. Because pollution control systems involve considerable capital and operating expense, he must have the ability to select, from a wide range of products, the collector which will provide the required performance with a minimum of down time for maintenance. This paper discusses the principles of wet collection and the forces used to separate particulate matter from a gas stream. Important factors in the selection of equipment, such as collection efficiency, horsepower requirements and water consumption for the various types of collectors, are discussed in detail, as well as the construction features normally incorporated to circumvent potential problems."

In the Sukinda valley, Orissa, India, a large quantity of overburden material is generated during the mining of chromite mineral (on average 10 tons for every ton of ore). The overburden hereby depicted as ?lateritic nickel ore? contains on an average 0.5% Ni. IMMT Bhubaneswar is working on this material for extraction of nickel and cobalt. But for better recovery of metal values, thermal activation or thermal reduction of ore is required. An alternative biotechnological route for reduction of ore is hereby attempted. An anaerobic dissimilatory Iron (III) reducing bacterial consortium (here denoted as IRB), capable of imparting iron phase changes in the lateritic nickel ore was established which improves the subsequent extraction of co-precipitated Co (III) and Ni (II) from the ore. In this study, properties of thermally and microbially reduced lateritic nickel ore are compared vis-à-vis original ore. Due to the phase changes, original light brown color of the lateritic nickel ore changes to dark brown on IRB treatment. This dissimilatory reduction of ore leads to formation of some magnetic particles, which were separable by hand held magnet. Roasting and IRB treated ore on acid leaching with H2SO4 show about 45 % and 36 % leaching of nickel ore compared to about 18 % leaching from the original lateritic ore. If bacterial reduction method is successful, cost intensive method of ore roasting process can be eliminated. Thus, it is possible to make use of dissimilatory iron reducing bacteria for recovery of valuable metals from off grade iron ore/ laterites. South Africa is a leading player in the international ferro alloys industry. Historical factors that have contributed to this dominant position include an abundance of natural resources and relatively low cost electricity. A number of relatively recent developments are potentially threatening this position. These include new legislation affecting the mining and minerals industry, a shortage of some types of suitable reductants, depletion of surplus electricity generation capacity with resultant threat of real escalation of electricity prices and pressure resulting from the recent strengthening of the South African Rand. The industry is addressing these challenges in a number of ways to ensure long-term viability. Some of these measures include investments in more efficient technologies that have economy of scale benefits and are less dependent on expensive reductants and electricity. Local macro-economic impacts include new legislation regarding ownership of enter-prises, mineral rights and royalties on mineral sales, development plans for port and rail infrastructure, as well as initiatives to expand electricity generation and coke production capacity. The fundamentals for being a successful ferro alloy producer are still largely in place for South African producers. Therefore the South African ferro alloy industry will remain competitive and is well placed for continued growth in line with the international growth in ferro alloy demand. The industry should emerge leaner, more efficient and ready to respond to any future demands of the industry. This paper will cover the present status of the industry, the factors that are impacting thereon and a view on its future outlook.

The surge in gold and silver prices during the 1970's attracted many new mining operators and has rekindled interest among experienced ones. With its low capital investment requirements and fast payout, leaching has attracted many operators--particularly those with small or low- grade deposits. Although in certain situations leaching offers many advantages over conventional mining methods, many operators are uncertain how these relatively new techniques should be implemented. Consequently the Bureau of Mines has prepared this circular to disseminate information on gold and silver leaching practices, techniques, and problem. Engineering data gathered from 26 operations indicate that most ores are leached in heaps following crushing and distribution on pads. Metal values are recovered from cyanide leach solutions using either zinc precipitation or charcoal adsorption. Potential problems that my hamper on block development of a leaching operation are poor percolation characteristics of the ore, calcium salt buildup, low temperatures, and solution losses. An extensive bibliography on gold and silver leaching is appended.

FEW mining engineers-noted as the profession is for migratory predilections.--can point to as varied a record as Scott Turner, director of the U. S. Bureau of Mines and newly elected vice-president of the Institute. His record as printed shows that from the time of his graduation from the Michigan College of Mines in 1904 until he went to the Bureau in 1925, he worked for 21 different companies. Geographically the record is no less imposing, although one reason for this is the fact that he was field engineer for several exploration companies. Virtually every important mining state in the Union is represented in addition to Canada, Alaska, Panama, and several countries each in South America and Europe. In addition to all of the common metals he has mined tin and coal. He opened and operated for five years a group of coal mines in 73" 13' S. Lat., on the Island of Spitzbergen. This was 825 miles north of the Arctic Circle on No Man's Land, where Mr. Turner claimed and maintained pos- session under the American flag of an area of 600 square miles. Incidentally, he was a survivor of the ill-fated Lusitania, sunk by a submarine in May, 1915.

The occurrence of the tellurides of gold and silver, even in small quantities, is so rare that their metallurgical treatment has engaged little attention. A residence of several months at one of the few mines in North America the product of which consists entirely of such ore, has led me to arrange a method for its economical treatment. The mine referred to is the Huronian, situated a few miles distant from Jackfish Lake, in Ontario, Canada. The plan proposed is for this peculiar case, and is put on record as possibly suggestive and helpful .in any similar instance, should it occur. Since freight-rates from the mine to the nearest railroad-point were extremely high, and for other economical reasons, the method proposed is modified by the use, as far as possible, of the machinery already at the mine, and is so arranged that bullion instead of concentrates would be obtained as a final product. The ore-vein at the Huronian mine varied in width from about 4 feet at the surface to 2 feet and less at the lowest level—125 feet —and dipped southeast about 88. The rock consisted, on both foot- and hanging-walls, of soft, green Huronian slates carrying much highly crystalline but barren pyrite. The ore carried an inconsiderable amount of galena with iron and copper pyrites, argentite, hessite, sylvanite (or petzite), and probably altaite, the telluride of lead. Near the surface the ore showed considerable native gold, but this disappeared with greater depth. Two complete analyses of minerals containing tellurium are here attached, as they establish the presence of two important compounds: I.
