This paper describes how the author projected the economic benefits of a proposed coal liquefaction project based in Pennsylvania. These benefits were assessed in a successful effort to garner government support for the project. The projections considered such issues as increases in employment, wages, and tax receipts to state and local government, plus other less-obvious benefits, such as site remediation. The paper explains how sponsors of similar projects can use economic projections in making meaningful and compelling presentations to federal, state and local authorities.

The objective of this contract was to provide thrust and torque control and visual output torque readout systems to an existing mine roof bolting machine and to test the consistency of torques obtained under actual field conditions. A Lee Norse TD1 roof bolter was modified by adding a simple torque sensing device to the drill rotation mechanism and a pneumatic logic control circuit that measures torque and controls the hydraulic circuit to the rotation motor. The modification controls and indicates the final installation torque of mine roof bolts. A total of over 5,000 mechanical roof bolts were installed in an operating coal mine. The installed torque of these bolts were within an error band (standard deviation) of 8%.

INTRODUCTION A program to insure adequate talent for development and management of our mineral resources entails two equally important and interrelated aspects: 1) attracting and retaining promising student talent, and 2) providing a first-rate education for those entering careers in mineral science and engineering. Manpower shortages have eased in many areas of engineering, particularly in those areas dependent directly or indirectly upon government contracts in space and war programs. However, in the minerals industry the needs still remain critical. As increasing concern over preservation of the environment has developed, the political and social reaction was to seek out major offenders, to look for "whipping boys" -- and the mineral industry was, and had been, an offender. It was there for everyone to take pictures, it couldn't be covered up, and the Department of the Interior lashed away in the beautiful and popular brochures: Quest for Quality, The Third Wave, The Population Challenge, and Surface Mining and Our Environment (Ravaged Land). The Sierra Club, the Field and Stream magazine, TV, and daily news media added their lashes. In the minds of our social-conscious youth the mineral industry took on the image of "exploiters" of natural resources; "polluters" of streams, lakes, and the atmosphere; "despoilers" of wilderness areas and scenic beauty -- a plague to combat, rather than an exciting challenge that entailed exploration of the remote, conquering of the primitive, and developing of the undeveloped. Enrollments declined and many traditional mineral engineering curricula were abolished or Integrated into other stronger engineering departments to meet student-faculty ratio requirements.

The problems discussed include: production capacity, mining problems, coal cleaning, transportation, combustion, and various environmental problems, such as health effects of coal combustion, water and air pollution, and solid waste disposal.

The environmental, social and governance (ESG) obligations of mining companies promote the consideration of water and land resources as well as the post-mining employment opportunities following the cessation of mining operations. This work aims to outline the potential for a mining operation to use their brackish mine water resources to support microalgae production, generating high-quality organic carbon sources to support their mine rehabilitation and closure outcomes. Microalgae production is an established commercial process for high-value products including vitamins, cosmetics and food supplements. On mine sites, microalgae production offers several major environmental and social opportunities: (i) carbon capture, (ii) metalliferous water treatment, (iii) acid mine drainage prevention, (iv) beneficial reuse of brackish mine water, (v) accelerated soil formation and (vi) post-mining employment (Levett et al, 2023).

The phys ica l properties of gold should faci li tate its detection. However, the average concentration of gold in the ea rth's cru st precl udes the ability of geophys ical methods to detect the metal directly. In order to effectively pursue geophys ical detection and location of gold mineralization there must also be geological input - i.e. a model. This will lead to the selection of the appropriate geophy ical techn ique(s) in the fo llow-up programs. Interpretation of the fie ld survey data is of con iderable importance in expl oration geophys ics. Analytical techniques such as cont inuation, fi ltering, and spectral analys is, are now routinely empl oyed in the analys is of survey data to aid the interpretation process. The uccessful application of geophysical methods and the use processing techniques is demonstrated by two recent Saskatchewan discoveries. The first, the Star Lake 21 Zone, with reserves of 230,000 tons grading bener than 17.14 git Au associated with a disseminated sulphide quartz-bearing shear zone yielded geophysical anomalies that were distinctive, obvious, and would have lead directly to its discovery. The econd , the Laurel Lake Prospect, with ore grade intersections of 28.0I git Au and 52 .46 git Ag· over 5.49 m, resulted in numerous geophysical anomalies. However, none of these anomalies demonstrated association with the mineralization until processed results indicated that structural features crosscuning regional trends were important cont rol mechanisms for the mineral ization.

This paper reviews the history, developments and 10 milestones of the oxygen steelmaking processes, with a special focus on conventional autothermic converters, high-speed converters with a blowing rate up to 5 m3n/t min and allothermic converters with coal addition, post combustion and the possibility to increase the scrap rate up to 50%. Related operating results are introduced. A new process route, which is based on hot metal and chromium ore, is outlined. The cost advantage for the production of 304 stainless steel grade is higher than 100 USS/t. The synthesis of EAF and oxygen converter steelmaking, a comparison of decarburization rates, refining combustion burners for optimized oxygen-management in EAF and an example for a large advanced EAF are outlined. Possibilities of flexible steelmaking and the growth and outlook of worldwide oxygen steelmaking are described.

In developed countries, the difference between demanded and produced quantities of non-ferrous and rare metals are compensated by secondary raw materials recycling and reprocessing of by-products from both ferrous and non-ferrous extractive metallurgy. Utilization of non-ferrous and rare metals from the metallic secondary raw materials is very significant, both for recovery of the metal value and contribution to the environment protection. Similar to all non-developed countries, the extractive metallurgy in Serbia was based on available natural resources and not so strict environment protection regulations, which was either insufficient or completely absent. Today, Serbia is at the beginning of development of efficient and economical technical and technological solutions in order to ?ecologize? technogenic systems by waste materials, secondary raw materials and degraded soils regeneration (by recycling and revitalization). Several metallurgical technogenic systems in Serbia, together with secondary raw materials classification according to their potentiality for metal extraction by using the existing technologies and expected economical and ecological effects of recycling, are discussed in this paper.

Research at the University of Colorado on southern pine and Douglas-fir piling has determined that the existing building code design stress values of 1200 psi and 1250 psi, as determined by ASTM D-2899, are substantiated; but testing procedures should be revised. All full size piling tests should be standardized at 1/d ratios of 2:1, or confined tests performed. Also, it has been determined that theoretical design values for timber piling should not be based on the lumber criteria of D-245 and D-2555, but instead should follow the pattern set by engineers in the utility industry for timber poles, in accordance with ANSI 05.1.

GOLD output in Alaska in 1950, following a 2-year decline, increased to the highest point since 1942. Tills unexpected gain in production of the Territory's greatest value commodity was largely responsible for the increase in the over-all value of mineral output in the Territory to $17,852,000 from $15,549,000 in 1949. Although coal continued to rank second to gold in value of output, production was slightly less than the record production of 1949. The mining of platinum continued to be an important factor in the mineral industry, with production of crude platinum metals exceeding that of 1949. The output of lead was three times the 1949 production, and silver gained 46 percent over the previous year's total. Copper and zinc production-entirely as byproducts from other ores-showed an increase, but remained minor. Production of tin was relatively small, but substantially above the total for 1949.

"There is growing evidence that modern methods of mining coal increase the risk of spontaneous combustion. Seemingly unimportant at this time, this hazard could prove to be a barrier to growth and development of the coal industry in some areas of Canada. The paper presents bedrock knowledge on spontaneous combustion gathered by scanning and evaluating current technical and research literature. Special efforts have been made to identify significant coal and environmental factors and to establish criteria for susceptibility. In addition to the state-of-the-art knowledge, preliminary results from on-going studies are discussed."

P UBLZCLTY and engineers do not mix. In the very words of my subject, there is an apparent contradiction. In the past, publicity has been abhorrent to the engineer. It seems to be true that the engineer, because of his training or his background, has developed a state of mind which omits publicity. At any rate he has done a poor publicity job for himself. The average engineer is self-conscious; he ought to be class-conscious. If T should ask the men in this hall to get up one by one and tell who they are and what they have done, there would be an instinctive reaction in the mind of each man-a feeling that this was out of place. If I should ask each man to get up and tell something about his neighbor, I should find that each neighbor, once he got acquainted with the man next to him and understood what he was doing, would be as human and as generous-hearted in telling about his brother engineer as is any professional man.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. As the dust begins to settle and mining companies begin to take stock of the battle, Newmont Mining Corp. will be one that is standing strong with just a few scrapes and bruises thanks in large part to the leadership of president and chief executive officer Gary Goldberg and his right hand man and chief operating officer, Chris Robison.As he closes in on retirement (for a second time) Robison, a third-generation miner from Nevada, took time to speak with Mining Engineering about a 33-year career in which, among other things, he is credited with not just helping Newmont survive the turbulent times but with steering the company to a safer, more productive and more profitable heading.“I think we did it better than anyone else,” Robison said when asked how the company fared during the past five years. “We didn’t talk about it a lot, we just put together a strategy and we delivered.”What Newmont, the world’s second-largest gold mining company by production, delivered since Robison took the position of chief operating officer in 2013 are improvements in costs, porduction, projects and safety.Operating under the mantra of “live within your means,” Robison was pulled out of retirement from Rio Tinto and into a challenging situation at Newmont. The price of gold was in a nose dive from a high of nearly $58/g ($1,800/oz) and heading to levels closer to $38.60/g ($1,200 oz).“Newmont is a big ship that can’t be turned, but has to be steered,” said Robison. “We recognized that we had to set a new course. The direction the ship was going was great for $1,600 to $1,800/oz gold but we were chasing ounces.”Like the rest of the gold mining sector before the falling gold prices, Newmont was focused on volume and was looking for gold wherever it could be found. The slogan at Newmont in 2011 was “7 million ounces a year by 2017.”When Robison came on board it was a different reality.“We had to begin focusing on value over volume as the cornerstone of Newmont going forward,” he said."

The US Bureau of Mines, in RI 8507, has shown that blast vibrations at low frequency are more likely to cause damage and complaints than those at higher frequency. Since that publication in 1980, the Office of Surface Mining and many state and local regulatory authorities have incorporated frequency in their regulations for acceptable ground vibration from blasting. Even when frequency is not explicitly stated in regulations, it may become an issue in hearings or in court.

The burning of coal without smoke is a problem that concerns the Government directly because of the advantages of smokeless combustion both in public buildings and on naval vessels. In addition, smoke abatement is a factor in conserving the fuel resources of the United States. Hence, as part of its general investigation of the best methods of utilizing the coals of this country, the Bureau of Mines, which is in charge of the fuel-testing work formerly carried on by the United States Geological Survey, has made extended tests to determine the conditions necessary for the smokeless combustion of bituminous coal in boiler furnaces. Bulletin 39,¢ a preliminary report, treats the smoke problem from a theoretical point of view, detailing the steps that are being taken by municipalities, manufacturers, and citizens to abate smoke, also showing the possibility of a clean city. The present bulletin not only shows that bituminous coals high in volatile matter can be burned without smoke, but also that large plants carrying loads that fluctuate widely, where boilers over banked fires must be put into service quickly and fires forced to the capacity of their units, can be operated without producing smoke that is objectionable. Proper equipment, efficient labor, and intelligent supervision are the necessary factors.

Recently there has been much discussion of the use of pipelines for the long-distance transportation of solids. Many have come to recognize the economies inherent in pipeline transportation. The widespread movement of oil and gas at astonishingly low costs - a gallon of oil moves from Montana to New York for less than that for the delivery of a postcard - has spurred others to sturdy this mode of transportation. Most interested people are aware of the inherent advantages of pipelines - continuity and reliability of operations - low manpower requirements per ton mile - moderate capital costs per ton mile - low maintenance costs per ton mile - low operating costs per ton mile.

The Rapidex continuous spiral blast tunneling concept uses a spiral blast pattern that provides efficient slabbing action, continuous progression, and partial self-shielding. A lightly shielded tunneling machine using this concept stays at the face to provide continuous drill, load, shoot, and muck functions. Previous phases proved the effectiveness of the blast pattern in the White Pine Shale tested the design features of the shield and developed a remote loading and shooting capability using inductively initiated blasting caps and a pumpable slurry explosive. Phase IV assembled previously used front-end elements (drill, loading components, shield) on a used Joy loader chassis and added a mucking system television monitoring and remote control elements. Remote television monitored loading shooting and mucking were investigated. Difficulty was experienced in locating previously drilled blastholes near the bottom of the heading and even on the face. These holes often had to be considered as lost. Because of hydraulic system deficiencies and overall congestion of machine elements at the face mucking rates obtainable with remote television monitoring were low (on the order of 16 tons per hour). Performance was good enough to indicate improved rates if more space were available and if extreme thoroughness were not required. Because of the serious nature of the lost hole problem, a new explosive loading scheme was given a preliminary evaluation. The new scheme would require the explosive and the detonating charge to be loaded through the drill steel. If the necessary equipment modifications could he made and if safe, efficient operation were assured, the new scheme would alleviate some of the crowding at the face and would eliminate the lost hole problem.
