In the October 1998 issue of the Holmes Safety Association Bulletin, NIOSH authors Mark Stephenson and Carol Merry wrote the article Hearing loss among miners and measures to protect hearing, which focused on the extensiveness of hearing loss among miners and the use of hearing protection to prevent hearing loss. While the primary importance of engineering controls in preventing hearing loss was discussed, since miners do not generally have control over their work en­vironment or assignments, the article focused on the importance of consis­tent use of hearing protection. In this article, all aspects of a compre­hensive approach to the prevention of hearing loss in miners will be covered. The discussions will do the following: ? describe application of the hierarchy of controls in preventing hear­ing loss in miners, ? give an example for each type of control measure and its impact, ? explain the major provisions, be­yond the hierarchy of controls, of the recent NIOSH document en-titled Criteria for a Recommended Standard: Occupa­tional Noise Exposure, Revised Criteria 1998 relative to a hearing loss prevention program, and ? summarize important points on control of noise exposure for every miner to remember, equipment in most facets of operations. Miners are well aware of noisy areas in or around equipment, icluding extraction machinery such as draglines, power shovels, longwall shearers, and continuous mining machines; powered haulage equipment such as load-haul-dumps, shuttle cars, large trucks, and continuous haulage units; roof bolting machines; jackleg drills and stopers; auxiliary equipment such as compressors, fans, and pumps; size reduction equipment, etc. They are not well aware of the insidious nature of pro­gressive hearing loss, which is per­manent, but they are generally aware of what levels of noise are hazardous and what measures can be taken to reduce their personal noise exposure. Behaviorally, however, there are many reasons why miners choose not to use hearing protection faithfully.

Coal mines and mining-, as well as metal and nonmetallic mines and min¬ing, are not inherently unsafe, although mining people think they are and would like to have everyone else think so. It is now being demonstrated that mines can be operated with essentially as much safety as any other major industrial enterprise; but most mining people, including workers as well as officials, have been slow to realize or admit this. In the past, and with most people even at present, the idea has prevailed that it is utterly impossible to operate a mine without accidents. Although, as in all other kinds of industrial activity, it is true that some injury is likely on occasion to occur to some workers and an extraordinary accident may occur to one or more persons under exceptional conditions, mines can be operated with few if any accidents if a reasonable amount of the right kind of precautionary effort is exerted and kept in effect.

The following account of wining practices of the Kirkland Late Gold twining Co., (Ltd.), at Kirkland Lake, Ontario, is one of 4 series of papers being prepared by the United States Bureau of Mines on mining practices, methods, sad costs in various districts. The author has prepared this paper with the help and permission of J. B. Tyrrell and W. M. Sixt, the managing director and the mine manager, respectively. This mine is operating at a daily rate of about 150 tons.

A bearing isolator is a noncontact, nonwearing, permanent bearing protection device. It has a rotor and a stator, and the two are unitized, so that they do not separate from one another while in use. The rotor turns with a rotating shaft, while the stator is pressed into a bearing housing. The two components interact to keep contamination out of the bearing enclosure and the lubricant in. Bearing isolators do not require lubrication or any particular shaft finish or condition. The best bearing isolators are made of metal, usually bronze. They use a vapor-blocking feature that inhibits the free transfer of vapor contamination when the rotating equipment is cycled on and off.

INTRODUCTION The economic analysis (Chapter 3), the engineering studies (Chapter 10), the credit structure (and the consequential funding sources) - Chapter 11, and the overall feasibility structure for any venture are all directed to determining one major decision element: How much and how certain is the reward for taking these risks? Risk assessment is a surprisingly weak area of analysis and is usually addressed in a checklist fashion. It is much preferable to deal within a risk system so that the inevitable tradeoffs among risks are correctly made. DEFINITION The first step toward risk definition must be to ascertain all of the risks to which a project or a company is exposed; otherwise one will remain ignorant of the possibility of a financially crippling loss until it occurs. (Carter and Crockford, 1974). However, simply stating what "risk" is can lead to debate. For example, risk could be (adapted from Vaughan, 1982): -the chance of a loss - uncertainty of loss -possibility of loss - uncertainty -dispersion of actual from expected results - probability of an outcome different from the one expected - possibility of an occurrence of an undesirable contingency -a condition in which a possibility of a loss exists. For the minerals industry financier, the last definition is probably the most appropriate. However, from a mineral company's point of view the definition might well include the possibility of not achieving the expected financial return. RISK CLASSIFICATION Risk identification will be readily agreed as the all-important first step. There are five major "branches" of risk classification. These are: -Statistical -Modellers -Checklist -Project Financing -Insurance The Statistical set discovered probability theory and any risk discussion soon deteriorates into a mathematical jungle (Megill, 1977; Hartman, 1976; Reutlinger, 1970; and Pouliquen, 1970).Their use of terminology tells its own story: coin toss (binomial distribution), gamblers' ruin, delphi (oracle) techniques, monte-carlo simulations, random walks, etcetera. These techniques inadequately represent the judgements necessary in an increasingly complicated and interrelated world. The risk Modellers have turned to the computer to handle these inter-relationships but soon find barriers because of "simultaneity". Certainly the computer has its uses to conduct various analyses (marketed as "sensitivity" analyses) but very often one finds that this involves changing one or two variables at a time, all other things being equal. Heavy metal contamination from mining and metallurgical activities of aquatic systems poses significant risk to the environment and human populations. The investigation of the distribution and immobilization mechanisms of heavy metals in sediments and soils has recently attained high priority. Different remediation methods can be employed to suppress or eliminate these contaminants. A tailored approach using both commercially available and in-house made adsorbents to rem ediate a heavy metal contamination site due to historical metallurgical activities in north Belgium is studied in this paper.

(San Francisco fleeting, October, 1911.) DURING the past two years California has developed a new and important oil-field : I refer to Midway. This field produced the famous Lake View gusher, which is credited with a total production in excess of 8,000,000 barrels. Fortunately for the oil industry of the State, this well is now a thing of the past, and nothing save a great crater-like opening marks its location. The pipe is entirely worn away and gone ; and it is a matter of serious doubt if there can be anything done that will cause the well to produce again. Fortunately, also, there have been no, other wells in that field or elsewhere throughout the State that in any way compared with the Lake View. Midway is noted for large wells, of from 500 to 2,000 barrels production; but the decline is rapid, and a few months serve to bring the output down to a few hundred barrels. In the oil-territory heretofore blocked out as proved and probable, there have been, during the year, many changes. Some areas which were expected to be fairly productive have apparently failed; others, more strictly "wild-cat," have come in; while in some of the older fields there are properties which are beginning to show evident signs of exhaustion. The total area of proved territory will therefore probably suffer but small increase, when balances are struck off. The increase of new area has come from extensions of the Midway field, the development of a field in Lost Hills and Belridge, and extensions of the Fullerton-Whittier field in southern California. In these later developments, down to date, the fresh area absolutely proved is not much in excess of 3,000 acres. Recent developments in Coalinga indicate the possible extension of that field to the south, but at great depth. Coalinga is still the most northerly field of any consequence in the State. Variations in overburden geology must be considered in applying subsidence prediction methodologies developed by the U.S. Bureau of Mines (USBM). To characterize rock mass overlying high-extraction coal mines, the USBM utilizes a computer spreadsheet program and modified Rock Mass Rating (RMR) system. The spreadsheet calculates an RMR based on a bed's engineering properties determined from core logs and laboratory tests. An in situ deformation modulus and a bending stiffness are computed for each bed. Stiffness-versus-depth plots identify groups of beds with similar stiffness. Large variations in stiffness between adjacent beds are considered significant horizontal discontinuities where slip is likely. Time domain reflectometry (TDR) is used to verify this hypothesis by measuring shear displacement along such discontinuities. A model of the overburden is built by assuming that a near-surface laminated beam exists above a transition zone in which large plastic slip occurs along horizontal discontinuities. Increasingly thicker groups of beds are modeled to determine the most probable beam thickness based on a comparison with measured deflection profiles. The inverse of maximum beam deflection is an index parameter known as "bridging potential," a single value that incorporates both overburden geology and mine geometry.

Channel iron deposits (CID) currently supply over 40 per cent of the seaborne iron ore trade out of the Hamersley Province. The two well documented producing systems (Robe and Marillana palaeochannels) were both discovered during early reconnaissance mapping principally by BHP Billiton (BHPB) and Geological Survey of Western Australia (GSWA) during the mid 1950s to early 1960s. Both crop out extensively over the majority of their length. Hot on the heels of Fortescue Metals Group 2004 - 2005 discovery of approximately 2.6 billion tonnes (Bt) of undercover iron ore mineralisation in the Chichester Range, the Fortescue Exploration Department turned its attention elsewhere throughout the Hamersley Province. Reappraisal and analysis of publicly available data and ground truthing of developing models led to the recognition of the Solomon palaeochannel system. Subsequent exploration defined a world-class Resource of some 1.9 Bt of iron ore mineralisation of which the great majority is buried CID. Apart from the Marillana CID system, the Solomon region is the only major CID with significant tonnes of sub two per cent alumina CID with over 500 Mt delineated to date. Exploration has also outlined significant supergene bedded and detrital iron ore mineralisation. Ongoing drilling is expected to increase the resource base both in terms of tonnes and confidence. This paper outlines the principal contributing factors which led to the discovery of the Solomon CID and compares its geology with the Robe and Marillana palaeochannel systems.

Silver and silver alloys tarnish readily by the formation of tarnish on the surface when exposed to a wide range of sulphur-containing atmospheres. This tarnish is unsightly and undesirable and can be removed either with a silver polish or a chemical dip. Polishes are, however, not suitable for irregular and embossed surfaces such as on coins, medallions and jewellery items, because of uneven removal of the tarnish layer and excessive wear. Successful tarnish protection can be achieved by either storing the items away from the aggressive atmosphere or by coating/treating the exposed surfaces with a protective layer. Storage is feasible for collections but is not suitable for items that are handled or worn regularly, such as jewellery. A number of commercial coatings and treatments have been developed, but to date there has not been a systematic evaluation of tarnish protection. This paper details the performance of a range of generic coatings in an accelerated tarnish test. The degree of tarnish was evaluated by means of loss in reflectivity and change in colour. Four coatings/treatments improved the tarnish resistance of silver by more than tenfold. These include an organic lacquer, rhodium electroplating and an organic self-assembled monolayer (SAM) conversion coating. Research is continuing to optimise these coatings. Certain blasting applications are more prone to the generation of significant levels of nitrogen dioxide post blast fumes, more commonly referred to as after blast smoke, generally ranging in color from dark yellow to bright red. This paper reviews basic background chemistry defining the observed fumes and attempts to correlate geology, blast design, and explosive composition effects on the level of nitrogen dioxide that can be observed in various blasting conditions. Additionally, a test setting for evaluating the generation of post blast fumes is presented with pertinent test data detailing generic explosive formulation modifications which effect the overall level of post detonation generation of nitrogen dioxide.

The. problem of supplying enough magnesia for the American war effort has become highly important. Before hostilities began, only about two-thirds of our, require vents came from domestic sources; now they must supply almost all the magnesia we need. A further burden is placed upon our own supply by the fact that more and more magnesia is being required, not alone to pace the war tempo of general industrial activity, but also to replace chrome ore in refractories and to make magnesium metal. The domestic magnesite and brucite industry is equipping itself to satisfy much of this greater demand for magnesia, but the remainder must be obtained elsewhere. The principal sources of magnesia are magnesite, brucite, dolomite or high-magnesium limestone, natural brines, sea water, salt-works bitterns, magnesium silicates, and magnesium salts. Although dolomite is tae subject of this paper, it should be considered in perspective with all these highly competitive sources of magnesia.

I. INTRODUCTION. DURING the past 50 years the attention of mining-men has been turned to Africa, and within the past decade prospecting-expeditions sent into Central Africa have resulted in the opening-up of several mines. Having recently spent two years in the Belgian Congo for the Société Internationale Forestiere et Miniere du Congo, it is our purpose to outline briefly the mining-conditions in that part of Central Africa. Before it became, in 1908, a Belgian colony, this region was known as the Congo Free State. II. LOCATION AND AREA. The Belgian Congo lies in southwestern Central Africa, west of the continental divide, is illustrated in Fig. 1. It has a coastline of but 20 miles on the Atlantic, but widens rapidly eastward to points 5° north and 14° south of the equator. Its area is 908,000 sq. miles, which is almost one-quarter that of the United States and Alaska, or more than one and one-half times that of Alaska. Stated in other terms, its area is nearly one-third that of the United States, exclusive of Alaska and the insular possessions, or more than that of all the United States east of the Mississippi river. AS part of a program to investigate phase relationships in ternary systems containing semiconducting elements and compounds, an X-ray survey of alloys in the system Pb-Te-Bi was carried out which revealed that the pair PbTe-Bi probably formed a quasibinary system. This portion of the ternary was examined fully by thermal analysis, X-ray, and microscopic procedures. More than twenty-five alloys were made by melting together the proper combinations of the elements in quartz tubes at a temperature of 1000o C. The compositions which were high in PbTe content were prepared in evacuated, sealed, quartz tubes, allowed to freeze in vacuum, and then transferred to Crucibles for thermal analysis. The bismuth-rich alloys were made directly in the crucibles under a protective gas cover. The starting elements were obtained from the American Smelting and Refining Co. and had a purity greater than 99.99 pct. Cooling curves were made with about 50 g of alloy in graphite crucibles which were placed in a covered quartz container in which a protective atmosphere of helium or nitrogen was maintained. Mineralogical studies were carried out on nodulated copper cathodes from three primary refineries to characterize the nodular growths and to elucidate the causes of the nodulation. Nodulation is often initiated at the surface of the starter sheet or the stainless steel plating blank, although a layer of smooth copper sometimes is deposited before nodulation commences. In some instances, the "roots" of the nodules exhibit a pronounced dendritic texture that is associated with an abundance of cavities. Slimes particles are not usually associated with these growth features which lead to a globular surface deposit. The globules sometimes develop into larger nodules, and this type of nodulation is likely caused by improper addition agent concentrations. The nodules on most cathodes, however, exhibit "roots" at the contact with the substrate that are associated with microcavities and large clusters (>40 µm) of slimes particles. The slimes constituents are commonly Ag powder, PbSO4 and Cu2(Se,Te) but not AgCu(Se,Te) or Ag,(Se,Te). The size of the slimes clusters, rather than their composition, appears to be the important factor causing the copper to grow into nodules. Tiny individual slimes particles themselves do not appear to cause cathode nodulation.

The recognition that surface mining need not be viewed as a permanent dedication of the land but rather as a temporary non-renewable use in a series of land uses has caused greater emphasis on the re-use of surface-mined lands. In an effort to develop a procedure for evaluating postmining land use potentials, specific mines in various regions of the U.S. have been studied to determine the extent of current mined-land planning and to discover characteristics that are regional in nature. As part of this investigation, the Indian Head Mine, which is located in Mercer County, North Dakota, has been studied. The Indian Head Mine is presently operated by The North American Coal Corporation -Western Division and has been in operation since 1917 under various ownership. The status of current reclamation and postmining land use planning was reviewed. In addition, the relationship between mine planning and public planning in an area impacted by energy development was investigated. Finally, key factors affecting site potential realization for western surface mines have been identified.

In this issue, the Bureau of Mines announces the availability of the latest of its Mineral Perspectives series: ?MP-4, mineral Industry of Western Europe." This publication describes the mineral industries of 19 Western European countries. For readers unfamiliar with this new series, reproduced below and on the two succeeding pages, is the section dealing with the mineral industries of France. Information regarding acquisition of this publication is found inside the back cover of this issue. FRANCE France is a moderately important producer of minerals, including iron ore, coal, potash, fluorspar, and uranium. In addition, France is a significant processor of imported minerals, chiefly for its own consumption. In general, it has exportable surpluses only of a little iron ore (low-grade ore exported to Luxembourg) and some nonmetallics.

The traditional approach for the beneficiation of South African siliceous sedimentary phosphate ores has been reverse cationic flotation. The robustness of this approach, however, has been a concern due to its sensitivity to parameters such as slimes content, headgrade ( P2O5 and SiO2 content), reagent dosages and conditioning times. The phosphate mineralisation for the ore body under investigation is predominantly carbonate fluorapatite composed of mainly quartz and apatite and minor amounts of chlorite, ilmenite and carbonates. Beneficiation of low grade sedimentary ores containing calcareous impurities, such as calcite and/or dolomite in addition to siliceous gangue, is required to meet the increasing demand; therefore, much research has been carried out to find an alternative technique to beneficiate this material. This paper investigates traditional flotation approaches versus the currently adopted ‘Crago Process’. Comparative results are presented in terms of upgrade potential for the production of concentrate rock for downstream applications. The novelty of the ‘Crago Process’ lies in its double stage approach, i.e. direct fatty acid flotation followed by reverse cationic amine flotation. The Crago process was able to achieve higher upgrades reporting at 32.1% P2O5 compared to conventional cationic flotation only achieving grades of 18.5% P2O5. Furthermore, the recovery gain was 3%.

The transition from exploration to feasibility is a stage in the development of mineral resource projects that is frequently not handled well. The transition marks a point in the project development process where resource evaluation priorities change significantly from the discovery of mineralisation and the rapid assessment of the potential tenor of the mineralised system, to the detailed assessment of the deposit.   Information used in the exploration process tends to be of a qualitative or theoretical nature initially, but gradually becomes more quantitative in character as geological knowledge relating to individual prospects grows.   The transition from discovery and rapid exploration of a new deposit occurs at a relatively early stage in project development, coinciding with the first attempt to prepare a resource estimate for the deposit. Fundamental assumptions regarding both structural and grade continuity and uncertainty inherent in existing information need to be made so that they themselves may be addressed during the collection of additional data.   The effective commencement of feasibility studies involve the introduction of new accountabilities either as a result of appointment of a project manager, and through needing to be able to quantify: ò     the quality of data being collected for resource evaluation purposes; ò     confidence associated with resource estimates; and ò     the need to develop an audit trail for the project, required to make the resource evaluation decision-making process as transparent as possible.   Quality assurance is a concept to which exploration geologists have frequently had little exposure. Being able to demonstrate the quality of data used in feasibility studies is, however, a crucial component of the overall risk management and reduction.   Development of a transparent audit trail for data assists in demonstrating the quality of data which is frequently perceived to translate directly to confidence inherent in resource estimates.   Establishing procedures for geological data collection and management also provides a more reliable framework for making decisions that impact on project execution, again resulting in improved confidence in resource estimates and associated geoscientific data.   Regular, independent technical audits, in principle similar to audits conducted for the ongoing certification of standards compliant quality assurance systems, are a major, positive factor in effective project management and execution.   Information used in project evaluation, feasibility and development must be based on facts. Facts are effectively observations that are ideally made systematically, recorded in a systematic manner, and by being collected effectively are not subject to change.   Effectively managing the transition from exploration to resource evaluation, feasibility and project development involves recognising the nature of changes in the nature, detail and scope of geoscientific data required at each stage of project development. In doing so it is essential to: ò     recognise when the change occurs (as early as preparation of the initial resource estimate for a project); ò     accept that the change may not be gradual; and, ò     ensure that the project evaluation team is adequately resourced.   These objectives require recognition of the value of previous experience and the need to instill a true team approach amongst both staff and contractors associated with the project. Regular formal and informal communications between staff, contractors and other stakeholders in the project are an essential tool in ensuring personnel are aware of factors affecting their role in the project.
