Surveys of mining equipment and braking manufacturers and underground stopping tests are discussed as they relate to this evaluation. At the request of the Idaho Congressional Delegation, the U.S. Bureau of Mines Western Field Operations Center investigated the mineral resources of the 140,000-acre Red Mountain roadless area, located northeast of Lowman, in central Idaho. The area includes U.S. Forest Service Red Mountain RARE II area (4-063). The highly mineralized road less area is underlain mainly by granitic rocks which are transected by a northeast-trending fault system. Associated with the granitic rocks and fault system are gold and black sand mineral resources. At least 1,395 ounces of gold and 858 ounces of silver have been recovered from six lode and placer mines within the roadless area. A total of 525 tons of columbium-tantalum, 2,049 tons of euxenite, 83.5 tons of columbite, and 54,862 tons of ilmenite concentrates have been produced from a nearby black sand mineral placer. Mine workings and facilities in the roadless area consist of two dismantled mills, 15 open and caved underground excavations totaling about 2,900 ft of workings, seven large pits and quarries, over 166 smaller dozer-and hand-dug prospect pits and trenches, and in excess of 66 drill holes. The mineralized sites in the roadless area are covered by about 690 current (1992) mining claims. About 130 individuals are holding the claims. Also within the roadless area are four patented lode mining claims. Twenty-five of the 54 mineralized sites identified during the study of the roadless area have, or likely have, mineral resources. One has gold and three have black sand mineral resources that are marginal or subeconomic. There also are two hot springs with thermal water resources, some veins that could be sources of decorative quartz, and dimension stone which was quarried in the past and could be again.

The Bureau of Mines has evaluated the potential availability of silver from 436 mines and deposits in 41 market economy countries (MEC?s) comprising five major economic categories of deposits: predominantly silver deposits and predominantly zinc, lead, copper, and gold deposits. This study evaluated the long-term cost and availability of primary silver production from 53 producing and 13 nonproducing predominantly silver properties in 11 MEC's and estimated the total recoverable silver from 370 properties as a coproduct or byproduct of zinc, lead, copper, or gold production. This study resulted in estimates of a demonstrated resource of 5.99 billion tr oz of recoverable silver as of January 1984. Of this total, 23.5 pet is in the 66 mines and deposits classified as predominantly silver properties. The largest quantity of recoverable silver, 43.9 pct, lies in the 121 properties classified as predominantly zinc, with 26.5 pct in 120 properties classified as predominantly copper, 4.1 pet in 21 predominantly lead properties, and 2.0 pct in 108 predominantly gold properties. At current silver prices, the economics of silver production favor silver that is a byproduct or coproduct of zinc, lead, copper, or gold, and much of the silver production in the United States from the predominantly silver mines is at an economic disadvantage in comparison with silver production in other countries.

A modified Cuprex Metal Extraction Process (CMEP) leach process was used to extract Cu. Ni and Co from a complex sulphide concentrate. The standard leach was modified to a two-stage countercurrent leach which provided emf control of the copper SX feed and minimized iron dissolution. A flowsheet was developed to recover the base metals and silver from the leach solution and gold and platinum group metals from the leach residue which was predominantly elemental sulphur. Techniques required to maintain an iron balance in the system including pressure oxidation and solvent extraction are described.

The Sechol Nickel-Cobalt Laterite Project is located in East-Central Guatemala, 140 km northeast from Guatemala City. In-situ resources in the immediate Sechol area, including those on other mining concessions contain 133 million tonnes of mineralization, grading 1.5 1% nickel. Considering the ever-increasing market for these metals, and the potential quick return on the initial investment, Jaguar Nickel Inc. is confident that by late 2006, it will be producing the first nickeltcobalt hydroxides from Guatemala. The path from now until the production stage passes through a pre-feasibility study, scheduled for completion by mid 2004, and bankable feasibility by mid 2005. Jaguar's objective, however, is not only to have a producing nickel-cobalt mine by late 2006, but also to continue with the exploration work in order to make Guatemala one of the world's leading nickel-cobalt producers. The Sechol group of deposits is conformed of several lateritic pockets, delimited by tectonic faults, and hosted by ultramafic rocks of the Sierra de Santa CW. ophiolitic belt that intruded the Maya Continental Block during the Early Tertiary age. The intrusive is mainly represented by a layered sequence of dunites, peridotites, and pyroxenites, usually strongly serpentinized. Existing data indicate that these rocks underwent fractional crystallization, and probably some degree of magma mixing and contamination previous to their main tectonic event. The most complete profiles are usually present over weathered dunites and serpentinites, while on top of the less altered pyroxenites, there is usually the formation of only a limonitic zone. The relative complexity of the ophiolitic belt explains the variety of mineral resources in the area, which include Ni-Co-Fe laterite, chromite, bauxite, magnesia, and also has the potential for gold, PGMs, and precious and semi-precious stones such as jade, nephrite, and chrysoprase. Metal recovery from the Sechol deposit will be based on an atmospheric chloride process, followed by solution purification, production of an intermediate nickellcobalt hydroxide suitable for sale, and finally acid and magnesia recovery by standard spray roasting technology. The chloride process will allow exploitation of the whole lateritic profile to produce 20,000 Mt of nickel hydroxide and 800 Mt of cobalt hydroxide per year. The exploration work completed to date has concentrated mostly on the Sechol group of deposits, representing less than 5% of the current land position of Jaguar in Guatemala. Within Sechol, the company has identified a large pocket of more than 5 Mt of laterites grading 2.1% nickel and 0.08 % cobalt as a startup pit "El Inicio". The United States Bureau of Mines was created by an act of Congress in 1910 as a governmental agency to work , on a national scale , toward reducing the huge annual loss of life in the production and processing of the Nation's minerals . From 1906 to 1910 , inclusive , nearly 2,500 miners lost their lives in 84 major explosion disasters , and more than 13,000 suffered fatal injuries from all causes in the coal mines of the United States . Also , conditions in the metal and nonmetal mines were proportionately hazardous during this period , and the total loss of life in all mines and quarries exceeded 3,000 annually and approximately 250,000 workers suffered serious injuries . Under these conditions it is readily understandable why Congress took notice of this " high cost of mining" , and from the investigations and hearings of the day emerged the Bureau of Mines charged with the prevention of accidents and the preservation of the health of all those engaged in the mineral industry; this has continued to be a most important part of the work of the Bureau . Throughout its existence the Bureau of Mines has had no legal authority of enforcement , except during war years , when enforcement necessary to the national security was given to it . The Bureau believes that persuasion , with factual evidence , is the proper and best way to obtain compliance with the safety suggestions made by its engineers and scientists . There is no panacea for accidents , nor will any single " approach " , instill safety consciousness in all workers , and without it accidents will occur --and occur again . To persuade men to work safely, numerous forms of appeal are required to reach the various temperaments of workers in many types of mines operating under diverse conditions .

One of the first things we tell a potential new client is that they have only one chance to make a first impression with an Aboriginal community; all future communications and engagement will be predicated on that first impression. The key components of this most critical meeting are not your power point, your maps, or your draft plan for development ? they are instead a genuine, evident and clear demonstration of a sincere desire to develop a positive relationship that is based upon respect, and consideration and understanding of local communities and their interests, needs and desires. Relationship building is the foundation of proactive and positive consultation and accommodation with Aboriginal communities and the tone is set with the first meeting. C3 has refused more clients than we have accepted due most often to the fact that relationships between the company and the Aboriginal community have already devolved into a tense and toxic scenario. Land access and tenure certainty for exploration and mine development is critical to the foundation of a healthy, sustainable and environmentally and economically sound mineral exploration and mining sector. Without certainty confidence to invest in mineral exploration will be severely eroded. We all understand that substantive investments in exploration are required to increase the possibility of discovering, defining and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by Aboriginal Peoples and the mineral sector can provide the required business certainty and deliver social and economic benefits for local Aboriginal communities.

Track in underground bituminous coal mines was investigated, and technology was taken from other industries in order to obtain information on conditions that impair the safety and efficiency of the track and to develop guidelines and useful information on the construction, inspection and maintenance of mine track. Volume 1 contains information on the investigations, observed track conditions, useful technology from railroads and other industries, derivations of track condition descriptors and recommended limits, conclusions, and recommendations. Volume 2, Guidelines, contains recommended standards and practices for mine track. It includes the relation of track conditions to safe speeds; descriptions and limits for measurable track features such as gage; descriptions of conditions for track components that are normally not measurable, such as subbase soils; construction requirements and techniques, inspection requirements and methods; and methods for managing and performing track maintenance work. As a research product, it does not repeat the summary or derivations. Volume 3, Inspection Handbook, summarizes recommended standards and procedures from Volume 2 and provides related information for' ready reference by inspectors in the mines. As a research product to be used in mines, it does not repeat the summary, derivations or references.

Analysis of reported injuries for off-highway haul trucks indicated that 42.7% were slip and fall, and of these 34.1% occurred mounting and dismounting the machine. Redesign of the lower steps was concluded to provide the most overall improvement for increased safety and accident reduction. Various existing, innovative and conceptual designs were reviewed and evaluated. The most promising candidate designs were the four-spring supported lower steps and the center tube mounted lower steps. Both configurations proved to be viable designs as they passed successfully human factors and survivability tests conducted at a large copper mine.

"INTRODUCTION The orienting phases of the current investigation of cushioned blasting in the Explosives Division of the Bureau of Mines were indicated in a previous publication (5) 3/. Pertinent literature reviewed therein indicated a highly controversial field. This emphasized the need for experimental studies of many factors that affect the health and safety of miners and the efficiency of mining operations. Results of some orienting tests showed marked effects on practical hazards. Further, they emphasized the necessity and importance of the contemplated investigation. The scope and general plan of these practical inquiries into the safety of cushioned blasting were indicated.This investigation of cushioned blasting relates to the various means employed to reduce the intensity of application of energy from explosive actions in boreholes. It has been suggested (from p. 19 of reference 5) that the divisions of this work would correspond to the salient hazards affected by cushioned blasting. These include the ignition hazard, hazards from poisonous gases, and other practical hazards in the blasting technique. The ignition hazard was resolved into two components of approximately equal weight. These include studies of effects upon (1) the incendivity of blown-out shots and upon (2) the occurrence of such shots. Experimental studies of effects on the incendivity of blown-out shots were first undertaken. Questions of the best procedure for making these evaluations have been adduced, and the interpretation and utilization of the results of gallery testing seemed to require detailed attention; some preliminary general considerations of such testing were therefore necessary."

Calculated equilibrium data are presented for three phases in the flue gas stream from a hypothetical open cycle MHD generator. A typical coal is "burned" with 1.0 gram-mole K2O seed per kilogram coal and with 101 percent of stoichiometric air. Tables of composition and the overt thermodynamic properties, enthalpy and entropy, are given for the temperatures 2200 (-100) 1100 kelvins, pressures 1.0 and 1.5 atmospheres, and slag rejection figures of 90 and 75 percent.

The Bureau of Mines surveyed the solid wastes that have accumulated from coal mining in Washington, Oregon, and Montana. Location, amount, character, and condition were determined, and both economic and environmental factors were considered. Areas covered by waste comprise 800 acres in Washington, 5 acres in Oregon, and 1,200 acres in Montana. In a few cases waste is being utilized, particularly cinder from burned refuse dumps, as fill in road construction and as a ceramic raw material. It is estimated that wastes deriving from coal mined for electric power generation by 1974 may amount to 3 million tons of washery refuse, 2.7 million tons of fly ash, and 1,000 acres of spoil banks.

In maybe the world's first in a mine project financing, a US $55 million Rehabilitation Indemnity was given on behalf of the banks in a US $250 million loan to develop the Ranger uranium mine, Northern Territory, Australia. The basis of the financing was an estimate of removal of the tailings and replacement into the pit. The Indemnity was amortized by a sinking fund from the mine's revenues. Such a concept could be valuable for mineral developments in sensitive areas or jurisdictions such as British Columbia or Alaska.

A methane monitor that complies with 30CFR75.313 has been designed and fabricated using a novel pressure modulated infrared absorption technique. The methane monitor met or exceeded in performance all of its target specifications. The monitor was operated continuously during production mining for the entire duration (45 days) of the in-mine test; no failures occurred during the test. The monitor was regularly checked with calibration gas and no shifts in calibration were found during the in-mine test. Operating principles, performance data and electrical schematics are included in the report.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature of ash, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions~ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

The Bureau of Nines at Morgantown, W. Va., has been investigating, on a pilot plant scale, various methods of gasifying bituminous coal with oxygen and superheated steam to produce synthesis gas, as part of the broader program of finding new uses for coal. Differences in the pressure gasification methods used have depended on differences in the manner in which the pulverized coal is fed to the gasifier. One of the methods of feeding the coal that was investigated was the continuous, integrated coal-water slurry system. Goal and water were first mixed to produce a slurry; then the slurry was pumped through a heated coil. to evaporate the water fraction; the resulting steam was superheated, and some of it was separated so as to adjust the ratio of the residual steam to the coal fraction and make the resulting mixture suitable for partial combustion with oxygen in a pressure gasifier. Both before and during this reported3 developmental work it was necessary to make an extensive literature search into the technology of aqueous slurries in order to establish design criteria for the pilot plant and to correlate results of various phases of the work with that of other investigators, The pilot work coincided with the commercial development of a long-distance pipe- line for the transportation of coal as a coal-water slurry, and this fact tended to broaden the scope of the pilot plant work and the extent of the literature search. This bibliography is the compilation of the material that was collected.

Industries in general and the mining industry in particular have become more safe than ever before. However, there is a need to increase the search for the causes of mining work-related injuries and to contribute to their reduction through job design, work procedures, and worker training. Mine accident and hazard control has to be practiced in a manner which is consistent with the overall objectives of the mine management, among which are the optimum allocation and effective utilization of the resources. The purposes of this paper are to (i) review the role risk analysis in safety management with references from mining and other industries; (ii) discuss the risk measures appropriate for injury analysis; (iii) present a set of analytical tools to injury experience data in under-ground coal mines; (i v) apply these tools on case study example; (v) discuss the results of the case study; and (vi) amplify the application limitations and the future research needs.

"The addition of sulphidic materials in the leaching of nickel laterites has several potential benefits that include improvements in the rheological behaviour of the blends, reductions in the sulphuric acid and steam requirements, sweetening of the nickel grade of the combined feed material, and the option of using a range of sulphidic materials. The current study examines the oxidative processing of 30% w/w blends of nickel concentrate and nickel laterite ore at 250oC. In particular, the viability of using low oxygen overpressures was examined for significant amounts of nickel flotation concentrate, up to 12% w/w. Further to this the impact of process water quality, in particular the presence of chloride, upon the kinetics of extraction and the mineralogy of the residue were also investigated. This paper will present the results of preliminary work in this area.INTRODUCTIONThe use of sulphidic ore as a source of sulphuric acid during oxidative hydrometallurgical processing is not a novel idea and can be traced back over forty years (Seidel & Fitzhugh, 1968). A series of patents pertaining to application of this approach for laterite ores can be subsequently found (O’Neill, 1973; Opratko et al., 1974; Rodriguez, 2008a, 2008b; O’Callaghan, 2010; Liu et al., 2011) and a few of articles containing published data (Ferron & Fleming, 2004; Quinn et al., 2009). The use of pyrrhotite tailings as a source of sulphuric acid has also been employed for the leaching of converter slags (Perederiy et al., 2011).It is known that hydrometallurgical operations such as the HPAL plant at Murrin Murrin have added small amounts of sulphides as either transitional (mixed sulphide/oxide) ore or non-smeltable concentrate. This can improve the rheology (Rodriguez, 2009) and provide heat credits. However these plants are generally limited in their ability to add such materials due to their reducing nature and given under highly acidic conditions that the breakdown potential of the titanium used for the autoclave lining is significantly reduced. A suitable oxidant must therefore be present to ensure the potential remains sufficiently high."

The Batesville district in north central Arkansas is one of the important sources of manganese ore and ferruginous manganese ore in the United States, with a history of production dating back to 1849. From studies by the Federal Geological Survey, it was recognized that the district probably still contains substantial reserves of low-grade ore. It was natural, therefore, that the deposits in this area should be among the first investigated by the Bureau of Mines under the Strategic Materials Act of June 1939, by which the Bureau was authorized to explore domestic deposits of strategic minerals, at that time designated as those of antimony, chromium, manganese, mercury, nickel, tin, and tungsten. The field work of the Bureau of Mines in the Batesville district was done in two distinct phases. Under project 308, active from August 1940 to June 1941, carbonate-oxide ores were investigated at five separate areas in which 100 trenches, test pits, shafts, and edits aggregating 4,364 linear feet were excavated and 839 samples were taken and assayed. Under project 323, in progress from February 1941 to January 1942, wad deposits were explored at 10 separate areas by 408 prospect shafts, churn-drill holes, and bucket-drill holes aggregating 23,680 linear feet from which 285 samples were taken and assayed. Processes for beneficiating the wad ores were investigated at ore-testing laboratories of the Bureau of Mines.
