The Federal Government's White Paper on Tax Reform received further major criticism in the reports of the Committees of the House of Commons and the Senate, which recently completed a lengthy review including public hearings of the government's proposals. These reports both criticized the emphasis placed by the White Paper on its concept of tax equity rather than on a system which would promote economic growth. However, the Finance Committee of the House of Commons was prepared to accept, with modifications, a number of the White Paper's key reform proposals. The Senate Finance Committee was more critical of the basic thrust of the tax reform program and recommended that a modification of the existing tax system would be more appropriate to Canada's needs. Both Committees re-commended a more favourable treatment of mining income than that originally proposed in the White Paper, and to some extent both Committees suggested proposals that were even more favourable to the industry than those set out in Finance Minister Benson's amended proposals made in August of this year. This article out-lines the principal recommendations and comments in the reports of both the House of Commons Committee and the Senate Finance Committee.

Most mineral processes currently in use, such as flotation, spirals, gravity concentrators, etc., are only effective over a small range of sizes, hence the upstream need for technology to accurately classify fines by size. The Pansep’s design is revolutionary. Slurry is fed onto connected mesh sections that move without bending or vibration, in a circular motion. Both sides of the screen mesh are utilized, so Panseps are self-cleaning and has half the footprint of other mesh-type screens. Developed in South Africa in 1997, the Pansep has proved itself very effective as a wet fines screen to effectively classify fine mineral fractions from 50 to 2,000 micron (325 to 10 mesh).

To keep the mineral and allied industries informed of trends in the causes of accidents and to point out the need for corrective measures, the Bureau of Mines collects, analyzes, and periodically published health and safety statistics. This report includes data for 1964 on injury experience, with related employment statistics, at coal mines in the United States. These data are presented in tabular form under the following headings: General Injury Experience Tables 1 to 6: Current data on number of injuries, degree of injury, frequency and severity rates, average severity, and related employment and production data by work location.

The U.S. Bureau of Mines and Western Fuels Utah, Inc. entered into an agreement to plan, install, and evaluate a micro-computer based monitoring and control system at Deserado Mine, an underground coal mine. The U.S. Bureau of Hines contracted the Colorado School of Mines (CSN) to independently evaluate the project. CSM evaluated and documented costs, benefits, problems, and management and labor perceptions in this report. Recommendations are provided for mine operators and monitoring system vendors considering future installations.

Accessory metals, although valuable resources, present possible environmental concern in the smelting of base metals. The Bureau of Mines, U.S. Department of the Interior, has undertaken research to define the chemistry involving these metals. Arsenic in copper smelting is the first to be investigated. Roasting, the first step in many copper smelters, was chosen for initial investigation because of the potential for arsenic removal in this primary process. Simple, static-bed, vaporization experiments were devised to obtain the data in this study. Ancillary transpiration and mass spectrometry were also used to delineate conditions necessary for arsenic volatilization from a roaster feed. For nearly complete arsenic removal, a temperature of 650°-700° C, a reducing atmosphere including carbon monoxide, and a source of sulfur were found to be essential.

The Eve Mills deposit is in Monroe County, Tenn., near the southeastern corner of the State. The deposit was examined in February 1943 by a Bureau of Mines engineer, and drilling the property was recommended to increase the on: reserves enough to justify mining should war needs require it. The deposits were explored, by 32 diamond-drill holes totaling 11,649 feet during the periods from July 1943 to November 7, 1945, and from April 1944 to August 17, 1944. The drilling campaign disclosed a large area of mineralization. The ore, however, is apparently confined to long, narrow sheets. The indicated grade of the ore bodies blocked cut by the Bureau of Mines is 4.o8 percent zinc and 2.10 percent iron.

The development of the potential supply analytic system has advanced to the point that quantitative estimates of economically recoverable resources can be made as the final step of the traditional regional mineral resource assessment process. In 1983, the BOM and the ADGGS jointly developed a methodology to quantitatively assess the potential for undiscovered yet economically recoverable minerals within a designated geographic area. This methodology was first applied in the assessment of the undiscovered mineral potential of the Kantishna Hills, Alaska (White et al., 1987). At that time the assessment procedure combined a series of technical judgements regarding the major geologic, engineering and economic factors that influenced the occurrence and exploitation of mineral resources in the Kantishna Hills area. Since then the methodology has been further developed and enhanced, particularly with respect to the engineering and economic analysis components. The resulting Potential Supply Analysis System (PSAS) was recently used to evaluate the economic potential of selected types of undiscovered precious-metal deposits in the Tonopah quadrangle of Nevada (Gunther, et al., 1988) and, with some enhancements, has been used to estimate the' economic value of the undiscovered mineral potential of the WMNRA/SNCA study area. The PSAS has been designed to address five basic questions about the mineral potential of an area: 1) What alternative states of geologic nature are possible in the area of interest (e.g. How many and what types of undiscovered deposits could be present and what might be their grade, tonnage and depth attributes?) ?;

With a growing concern over mine fires, prevention and suppression are hot topics. NIOSH researchers Michael Trevits, Alex Smith and Edward Thimons discuss their research in the area. The leading causes of US mine fires include flame cutting and, welding operations, frictional heating and ignitions, electrical shorts, mobile equipment malfunctions and spontaneous combustion. From 1990 through 2007, there were 1601 reportable fires that occurred in the US mining industry -an average of 89 fires per year. The fact that mine fires are occurring with alarming regularity reinforces the importance of recognizing and eliminating the potential hazards. These statistics also show the need for improved control and suppression technology to ensure worker health and safety if a mine fire does occur.

WEDNESDAY night, by long tradition, is al- ways set aside for the annual dinner, even when, as it was this year, it is Ash Wednesday. Whether the somewhat smaller attendance than last year is attributable to that cause, the unexpectedly long persistence of business depression, or whatever may have been the reason, it was a joyous occasion, and the grand ball-room of the Commodore Hotel was as completely filled With diners as * was consistent with com- fort. In the half hour before the dinner was actually served the guests assembled in an adjoining room and not only exchanged greetings but proceeded along the receiving line to greet the guests of honor. The number present was so large that hardly more than half of them had been able to do this before the summons to the dining room sounded and a hearty and immediate response was made to it. Toy balloons at each plate, inflated and directed at the heads of companions or nearby friends, but which were just as likely to carom from the nose of a hurrying waiter, successfully broke the ice as well as not a few plates. It would be interesting to know whether the pleasure the guests derive from these de- vices is in part based on the all-too evident annoyance of the waiters, and what the relative quantitative relationships are.

"For a good many years the Bureau of Mines and various state mining experi¬ment stations have endeavored to develop some method of utilizing the immense deposits of lignite in the United States. Work in relent year has indicated that the best method of this is to drive off the moisture and most of the volatile water from the lignite in some form of carbonizing apparatus leaving a residue high in fixed carbon and low in moisture and volatile matter, which by briquetting can be made into a high-grade fuel. The earlier forms of carbonizing equipment tried were complicated, costly to build and keep in repair, and could not be operated intermittently without being seriously damaged. During the year 1922, however the Bureau of Mines devised a very simple carbonizing oven which produces a uniformly well carbonized product. This oven is essentially a vertical shaft with means for supplying raw lignite at the top and discharging the carbonized limited at the lower end. Air in regulated amount is admitted to the shaft at two horizons, and a zone of combustion maintained through which the column of lignite passes. The lignite is thus carbonized by construction of its contained matter and a small proportion of its fixed carbon, leaving most of the fixed carbon in the carbonized product or ""char"". The degree of carbonization can be closely controlled by varying the volume of air supplied to the oven and the rate of travel of the charre down the shaft.The ""lignite char"" produced is a soft material resembling charcoal more than coal or coke, but somewhat harder than charcoal. A typical analysis is shown in the table headed ""Fuels,"" further on in this papers."

The Bureau of Mines established geologic factors affecting the mining of the Lower Kittanning coalbed to aid in coalbed minability studies and examined the occurrence of "wants" (places where coal is missing) and types of unstable roof rock strata. Trends established from mapping, including prediction of areas of high methane emissions, were extrapolated to unmined areas. 'Wants' in the coalbed are of two types: Erosional and depositional. Erosional features occur where north-south-trending sand-filled channels cut into the coalbed. Variations in depositional environments have caused the coalbed to "split" into several thinner units. Slickensides, commonly indicative of unstable roof, are adjacent to and on the underside of sandstone channels; they were caused by differential compaction and by soft sediment sliding along the contact between the sandstone and adjacent shale. The frequency of unstable roof also increases where the interval between the Middle and Lower Kittanning coalbed is less than 30 feet. The zones of weakness at the contacts above and below the Middle Kittanning coalbed are the controlling factors for unstable roof in these strata. Methane emissions from the coalbed are controlled primarily by depth, fracture permeability, and rank of coal. Local geologic factors are coalbed thickness, associated rock strata, structure, and proximity to outcrop.

At 1090°C the scale formed OH Mn is highly, irregular due to blistering and sintering, This is a second cause of faster oxidation Since much of the blistered oxide does not participate as part of the protective layer. The oxide phases that form at different times depend on the degree to which the surface metal has become depleted, in manganese by preferential oxidation. PREVIOUS work has demonstrated that the oxide scales formed on chromium steels at high temperature consist of both spinel and rhombohedra1 phases and may contain considerably more manganese, especially in the spinel phase, than is present initially in the alloy.' It has further been observed that a binary Fe-26 Cr alloy scaled less rapidly than an equivalent commercial steel and formed no spinel.' However, it is not established if manganese in chromium alloys actually promotes formation of spinel nor if it affects oxidation resistance. It seemed expedient to try to evaluate the specific effect of manganese by oxidizing an Fe-26 Cr alloy containing a small manganese addition under the same experimental conditions as used for the manganese-free alloy.' EXPERIMENTAL Table I shows the composition in weight percent of the Fe-26 Cr-1 Mn alloy and of the Fe-26 Cr alloy used as reference. The alloy with manganese was prepared from the vacuum-melted Fe-26 Cr alloy by remelting in vacuum with the proper manganese addition. The ingot was rolled to strip and specimens 1.1 by 0.035 by 5 cm and 1.1 by 0.5 by 4 cm cut out or machined. As previously described2 the specimens were smoothed by abrading through 600-grit Sic paper, electropolished in acetic-perchloric acid (20 to 1) to remove 10 p of metal, annealed at 1100°C in 20 torr of purified argon, and electropolished to remove a further 10 p of metal. They were then either rinsed in water and methanol and blotted dry or immediately etched for 45 sec in deoxy-genated 4 N HC1 under cathodic polarization at 10 pa per sq cm. Oxidation runs were carried out in a vertical tube furnace in a flow of purified oxygen at 1 atm while the weight increase was recorded continuously on a* automatic balance.3 Alter 98 hr at 870.C or 20 hr at 1090"C the specimens were removed to flowing argon and observed microscopically for evidence of spalling as they cooled. Subsequently they were examined by X-ray diffraction, the oxides analyzed chemically, and metallographic cross settions prepared. RESULTS Figs. 1 and 2 show the oxidation curves of Fe-26 Cr-1 Mn at 870' and 1090C. The Fe-26 Cr reference runs are shown as dashed curves. Experimental details of the six runs are included in Table 11. The first 20 hr of run 1 is repeated in Fig. 2 to show the effect of temperature. This Bureau of Mines report summarizes the results of a study of mine inspection records covering 2,200 mining installations over a 3-year period ending December 1974. Tables show the relative frequency of violations of certain provisions of the Coal Mine Health and Safety Act of 1969 in particular areas of concern, such as circuit breakers, grounding, and permissibility. Examples of past use of the data and analyses are presented.

Eldorado Gold Corporation of Vancouver, B.C. owns and operates three gold mines. The São Bento underground gold mine in Minas Gerais State, Brazil produced 105,907 ounces in1997. The La Colorada and La Trinidad open pit, heap leach mines in Mexico produced over 83,000ounces in 1997. With a deteriorating gold market plaguing the industry throughout 1997 Eldorado had to take critical measures at each mine to enhance gold production while lowering cash operating costs. Each mine had its own unique problems to confront. This case study will discuss three distinct courses of action taken at the three mine sites.

"INTRODUCTION The construction of frame houses (fig. 1) in recent years instead of the conventional sod hut (igloo) (fig. 2) by the Eskimos in the villages along the Arctic Ocean has increased the demand for fuel in these villages. The frame houses, which are not insulated against extreme cold and are difficult to heat, are equipped with Goal stoves. The well-insulated sod huts were heated comfortably with whale-oil stoves. In some years whaling is Door, consequently there is a demand for solid fuel.The Eskimo villages usually are on the sand spits at the mouths of rivers and points of land near the best fishing and hunting grounds. These narrow necks of land usually are sand bars that are not underlain with coal, and coal must be transported to the villages. Lack of development of coal deposits in the Arctic has made it necessary to import coal from the States, generally from 'Washington, to supply these villages. This coal is imported by boat and is received once a year. Its cost is, high, and development of coal deposits in the Arctic to supply these native villages should result in a considerable saving to the Government-operated schools and hospitals as well as to the natives.Early traders attempted to establish coaling stations in the Arctic, and the Eskimos generally know where the coal deposits are situated. A. reconnaissance of a number of deposits in the Arctic was made in the summer of 1946 by engineers of the Coal Division, Fuels and Explosives Branch, Bureau of Mines, and this report describes the areas investigated and suggests plans for the development of some of these deposits."

Jackleg rock drills expose their operators to high hand-arm vibration levels. To address this problem, an antivibration handle has been developed. The antivibration properties of the handle were achieved through a suspension based on a hinge design, achieved with a torsion spring and o-rings. To provide some bench marking for this new handle and to follow the evolution of its performance over time, a test bench was developed to characterize the vibration emission values of jackleg drills under controlled operating conditions. Testing of four antivibration handles on the test bench have shown reductions of the overall weighted acceleration level in the order of 54 % to 60 %, with most of the attenuation occurring in the zh-axis at the rock drill percussion frequency.

I was this morning an interested listener to the remarks of Mr. Ashbel Welch in regard to his designing a new section for steel rails, in 1866; and for the salze of the truth of history, and in order t:, give the credit to an American (and where it rightfully belongs) of higning the first section for steel rails, which was intelligently adapted to that material; I beg to state the following facts: On the 14th of August, 1866, Mr. Ashbel Welch gave me an order for 200 tons of steel rails, to be made bbr the Camden and Amboy Railroad, from a section designed by him.
