THE importance of the mineral industries of the Latin American area in 1964 may be evaluated in respect to a number of points of reference, a few of which are measurable and appropriate for examination. With regard to the region's contribution to total world production, it accounted for total 1964 world output of natural nitrates (from Chile), and about 97 percent of the optical and electrical grades of quartz crystal (from Brazil). The region supplied over 20 percent of world output of 7 other mineral commodities and accounted for 4 percent or more of world output of 19 other mineral products. Among major commodities, the area, occupying 15 percent of the earth's land surface, supplied within 3 percent of that proportion of the world's output of copper, lead, tin, zinc, barite, and crude petroleum. Incomplete compilation of production data, particularly that of nonmetallic minerals, precludes production estimates on some items for the area ass whole, and therefore the importance of Latin America as a world producer of some additional commodities may not be clearly assessed. For example, most of the countries of the area collect only incomplete data or no data at all on the production of clays and other ceramic materials, sand and gravel, dimension and crushed stone, lime, ornamental and precious stones, perlite, vermiculite, carbon black, coal tar products, and petrochemicals. In the case of many countries of the area, the value of production of one or more of these commodities greatly exceeded that of other mineral industry products that are carefully reported.

During the years 1987 through 1989, the Bureau of Mines Alaska Field Operations Center (Bureau) in cooperation with the Western Field Operations Center and the Alaska Division of Geological and Geophysical Surveys (ADGGS), conducted mining, geological, and geochemical investigations in the 5.7 million-acre Valdez Creek Mining District (VCMD). This investigation was conducted as part of the Bureau's continuing Mineral Land Assessment (MLA) mining district studies program. The Bureau's MLA program is designed to provide reliable and comprehensive mineral resource information that supports mineral resource policy and land use decisions made by Congress and Federal land management agencies. The information also provides the basis for decisions that would expand the domestic supply of important mineral resources, primarily strategic and critical minerals. Much of the MLA work is done jointly with cooperating State or U.S. geological surveys.

Roof-rock instability in advancing sections of underground coal mines is a major contributing factor to accidents resulting in fatalities and injuries. Such roof-rock conditions can also result in loss of production due to additional cleanup time and increased amounts of reject material. The Bureau of Mines is investigating fundamental geologic factors affecting coal mine roof-rock instability in order to develop techniques to predict zones of potential unstable roof-rock. Two distinct directional trends of unstable shale roof-rock in a mine working the Upper Kittanning Coalbed are delineated: one trend is associated with the sandstone-shale transition zone, the other with a fault system. The unstable shale roof-rock associated with the transition zone, a consequence of differential compaction, is comprised of slickensided roof-rock. Whereas, the unstable shale roof-rock associated with the fault system, a consequence of structural deformation of the strata, is comprised of fault planes. These faults, small in comparison to the sandstone-shale transition zone, are difficult to delineate with a standard drilling program. Trends of the transition zone associated with the sedimentary facies change are projected into unmined portions of the coalbed with the aid of exploration core data.

Over the years, Coal Beneficiation at Tata Steel - West Bokaro has seen varied changes. With increasing R.O.M throughputs & lowering of the concentrate ash, Fine Coal Beneficiation process has thrown up myriad challenges. Development of Synthetic Collector was initiated couple of years back with Technical assistance from NLC Nalco India Ltd. Coal from West Bokaro unit was sent to Nalco?s Naperville (US) research lab for developing Tailor made synthetic collector . After comprehensive lab flotation studies, synthetic collector was developed & recommended for plant evaluation. The lab scale results were very promising in terms of improved separation efficiency & yield at similar ash level. The collector sample received from Nalco research laboratory were revalidated at Nalco Kolkata lab and finally at Tata Steel West Bokaro lab, confirming the promising results. (S.E 25-30 % better than HS Diesel) The key factors playing out for this improvement initiative are a) Scope for improvement in Clean Coal Yield at same or lower ash level coupled with improved Selectivity and Separation Efficiency b) Introduction of a Synthetic Collector with a Green Chemistry and subsequent replacement of H S Diesel, which is highly inflammable with a less inflammable & safer product Trial was conducted at plant scale in two phases and comparative performance of the Collector vis-à-vis Diesel was evaluated across the following Coal Seams of Q- SE (Seam VII, VIII, VI, IX and X). The results generated are very promising and the improvements observed are summarized below. ? Separation efficiency improvement by more than 20% observed. ? Flotation Fines yield increase varied from 0.6- 1.5 % on raw coal basis across different seams. ? Consumption pattern is 20-25 % lower than Diesel. Chromium-containing slag was detoxified by the method of microbial treatment using Ch-1bacteria isolated from nature by our research group, belonging to achromobacter sp. and with the characteristic of reducing high concentration of Cr(VI) in alkaline solution. The detoxifying process of Ch-1 to chromium-containing slag was studied by column-leaching techniques respectively. The results indicate that Cr(VI) in leachate can not be detected when chromium-containing slag has been column-leached for 7 days, and Cr(OH)3 content in precipitate is up to 32.8% with great value of resource recycling. Flowchart of engineering experimentation was ascertained based on the parameters of column-leaching experiments. Using the technique of pelletization of chromium-containing slag heap-leaching by Ch-1,the leaching rate of water-soluble Cr(VI) existing in chromium-containing slag reaches up to 100%, while the leaching rate of full chromium is up to 90%, when the process has been operated for 7-10 days under the conditions of 25-40C and consecutive spray by circular leachate. The content of Cr(VI) in chromium-containing slag after detoxified meet the national identification standard for extraction procedure inxicity for hazardous wastes(GB5085-1996) in China, moreover approximately 90% of Cr(VI) existing in chromium-containing slag has been recycled.

INTRODUCTION CRA Limited is the largest mining group in Australia by value of sales and the second largest company in Australia in terms of share market capitalisation. In the past 25 years, CRA, its predecessors and affiliates have been involved in a number of mining and further processing developments in Australia and elsewhere. Many of these have been financed using project financing techniques. These include Comalco's development of the Weipa bauxite deposits in Northern Queensland in the late 1950's, the Hamersley iron ore developments in the Pilbara region of Western Australia in the mid 1960's, the Queensland Alumina Limited alumina refinery in Gladstone, Queensland, at about the same time, and the Bougainville copper project in 1969/70. In the past three years CRA has again utilised project financing techniques to fund its Tarong steaming coal project in Queensland, the Blair Athol steaming coal project also in that State and CRA's interest in the Argyle diamond project in the Kimberley region of Western Austrlia. PROJECT FINANCE DEFINED Nevitt Definition Nevitt's is the most frequently quoted definition - "A financing of a particular economic unit in which a lender is satisfied to look initially to the cash flows and earnings of the economic unit as the source of funds from which a loan will be repaid and to the assets of the economic unit as collateral for the loan." Risk and Balance Sheet Treatment It is important to focus in more detail on two aspects of project financing, risk and balance sheet treatment. The assessment of the various elements of risk in a project and the sharing of that risk between sponsors and lenders is the most critical feature. At one end of the spectrum is full absorption of risk by the sponsor(s). This can be described as "on risk" or "on credit" or "full recourse" to the sponsor(s) and is effectively a corporate financing. At the other end of the spectrum the lenders absorb the whole risk in a non-recourse financing which is "off risk" or "off credit" for the sponsor. The other aspect is the sponsor's balance sheet treatment. If the balance sheet of the economic unit undertaking the project and the financing need not be consolidated into the balance sheet of the sponsor (because ownership does not exceed 50%) then the financing may be described as off-¬balance sheet. If consolidation is required then the financing is described as on-balance sheet. Most project financings involve some recourse to the sponsor, i.e. they are limited recourse. Very few are non-recourse or off credit to the sponsor. Limited recourse financings may be on-balance sheet although many may also be off-balance sheet insofar as consolidation is concerned. However, sponsor support may very well be a contingent liability to the sponsor and require disclosure by way of note to the balance sheet should consolidation not be required. CORPORATE FINANCE CONTRASTED A financing which is on credit or full recourse to the sponsor, whether it is directly borrowed or guaranteed by that sponsor, is a corporate financing. Lenders will tend to base their credit assessment on a historical assessment of the sponsor's activities and its financial results rather than an assessment of the project or a detailed assessment of the future activities and prospects of the sponsor. PROJECT FINANCE - A BORROWER'S PERCEPTION Although CRA could choose to arrange all finance on a corporate basis (except perhaps for the very largest projects or acquisitions), project financing techniques provide a number of specific advantages which CRA has noted and which should be carefully considered by a project sponsor. In this environment, the Owner’s engineer would typically provide performance requirements for the design-builder, and the Contractor’s designer would work with the contractor to design the tunnel lining based on the Contractor’s means and methods and manufacturing process. This paper will describe the typical requirements provided by the Owner based on its design objectives, and the means and methods by the Contractor that would significantly impact the design. Project examples and recommendations for Owner’s requirements will be provided that can optimize the design and still achieve the Owner’s performance objectives.

Introduction The Sullivan mine, at Kimberley, B.C., is the principal source of ore for the Consolidated Mining and Smelting Company of Canada, Limited. Current production amounts to about 2,500,000 tons of lead-zinc ore a year. With approximately 1,600,000 feet of percussion drilling and 700,000 feet of diamond drilling being carried on each year, any improvements in drilling practice are important. Testing of new equipment and drill bits is a major function of the Testing Department at the mine. Tungsten carbide bits have been the subject of many tests since 1947 and have been used in operations since 1948. This paper details with the methods of testing and gives comparative data on performance and costs for tungsten carbide bits as compared to steel bits. Operational use of tungsten carbide bits started in April, 1948, and the extent of application has increased considerably since that time. The scale of employment is illustrated in Table I, which also shows other statistics on the use of carbide bits. Up to the present time eighteen types of carbide bits or tipped steel, as made by six different manufacturers, have been tested. In general, one supplier's bits have been used in operations, but some large-scale operational tests have been carried out with other types. The types tried are shown in Table II. To date they have been, the subject of 33 tests, covering the destruction of 804 bits over an observed footage of 42,586 feet.

Under contract (H0232044) to the U.S. Bureau of Mines, Mechanical Technology Incorporated made an experimental investigation of the feasibility of measuring the load in roof bolts using a magnetostrictive sensor. The program was aimed at developing an inexpensive, moderately accurate, load-sensing element suitable for permanent installation and use underground. A combination of a cylindrical load-carrying sleeve under the bolt head and 3 removable circular multipole inductive sensor around the sleeve was tested. Program tasks included: design and fabrication of several sensors; design and manufacture of a large number of experimental sleeves; definition of electronic instrumentation specifications; design and manufacture of electronic sensor readout; and evaluation and testing of many sensor-sleeve combinations. Sleeves of different materials, various lengths, diameters and areas - with and without various nickel coatings -were combined with several experimental inductive sensors that were operated over a wide range of carrier frequencies.

The Bureau of Mines (BOM) evaluated the technology, capital investment, and annual operating costs of emission control for further reductions of lead in ambient air at the East Helena, Montana, smelter, and the Glover, Herculaneum, and Buick smelter-refineries in Missouri. This study seeks to analyze the technology available to the domestic primary lead industry for attempting to further reduce lead emissions below 1985 levels. Through enclosure of concentrate unloading and handling areas and all lead-processing buildings, followed by venting these enclosures to the atmosphere through baghouses and the application of appropriate local controls, emissions can theoretically be reduced by a total of 2,424 pounds of lead per day from 1985 levels at the three Missouri operations. Using conventional technology, aggregated additional capital costs of $250,014,000 and annual operating costs of $18,507,800 are estimated for the four operations, resulting in a total cost of $0.063 per pound of refined lead. Continuous drossing techniques would assist in meeting OSHA standards in process areas. Continuous drossing would change capital and operating costs to $258,344,800 and $16,104,700, respectively, for a total cost of $0.062 per pound of refined lead. First quarter, 1986 open market price for refined lead was $0.184 per pound.

On April 21, 1980 the Oil, Chemical and Atomic Workers Union (OCAW) submitted a petition urging the revision of the Mine Safety and Health Administration (MSHA) permissible exposure limit to radon daughters in underground mines. This petition asks for: 1. Annual worker exposure to be lowered from the current 4 WLM/year to 0.7 WLM/year; 2. Full economic protection for workers whose exposure exceeds the proposed 0.7 WLM/ year; and 3. The primary means of lowering workers' radiation exposures shall be environmental controls. I will present the scientific rationale for the lower standard requested in our petition to the Department of Labor. [1. Radiation Exposures to Uranium Miners] Two types of radiation exposures are present in the environment of uranium mines: A. [External Exposure] to gamma sources which until 1978 was considered as negligible compared with internal alpha radiation. R. E. Utting (1), in an investigation of three Canadian uranium mines, found levels of exposures adding to an annual dose equivalent of 3 rems (30 mSv)/year. He concluded that gamma dosages may be a major fraction of the maximum permissible dose for many individual miners. The U.S. experience has shown that there is significant gamma exposure in U.S. uranium mines and, therefore, it could contribute to the total radiation exposure to the lungs in combination with internal alpha radiation. Before ventilation improvements in uranium mines, the contribution of external radiation to total lung dosage was relatively small. After improvements in ventilation, the reduction in internal radiation exposure appears to be in 1980 as low as 1/10 of the 1950 dosages. However, ventilation improvements do not affect external gamma radiation. Gamma radiation remains at the same 1950's level, and it represents today a higher proportion of the total radiation burden to the miner's lungs. MSHA regulations (57.5-47) state that if gamma exposure is below 2.0 milliroentgens per hour, then workers are not required to wear gamma dosimeters and cummulative gamma radiation records need not be kept. Assuming an exposure of 1.9 milliroentgens per hour per 173 hours/month for 12 months,a miner would accumulate a dose from external radiation of 3.9 rems/ year. This dosage would, of course, go unrecorded. MSHA, therefore, should consider a downward revision of the external radiation permissible exposure limit of 2.0 milliroentgens/hour. MSHA should make clear that this exposure level, when added to the internal exposure, does not make for sound health physics -even though the measured current levels do not approach 2.0 milliroentgens/hour. B. [Internal Exposure] to alpha radiation is still the larger contributor to lung irradiation in uranium miners. The target organ is still the lung. The parameters to be considered in determining the biological radiation load appear in Table I for radon daughters present in the upper respiratory tract (URT). Despite increasing competition from mechanical methods of tunnelling, the drill and blast method is often still the most viable method of excavating tunnels in strong and abrasive rock. To advance a tunnel using drill and blast, explosives are loaded into boreholes in the rock and detonated according to a prearranged sequence. On detonation of the explosive, the rock is fractured and displaced from its original position, leaving behind the desired void. Among the secondary effects of a tunnel blast are ground vibrations caused by elastic disturbances that propagate away from the blasted tunnel face. The possibility that such ground vibrations may cause permanent damage to property and substantial nuisance has generated significant opposition to the use of drill and blast, particularly in urban areas. It is therefore essential that the blasting engineer is able to predict Peak Particle Velocity (PPV) vibration levels at locations in the vicinity of the blast site. Such predictive capability enables the engineer to design blasts so as to ensure that ground vibrations can be kept within acceptable levels. The objective of this project was to analyse data obtained from the ground vibration monitoring program undertaken during the drill and blast excavation of a hard rock tunnel in Central England. Seismograph recordings of tunnel blasts contain a vast amount of information that cannot possibly be expressed using a single PPV value. The main focus of the study was to investigate whether predictive capability could be improved by using scaled distance models derived for selected PPV components relating to specific detonator timings in a given tunnel round. This study has established a method of analysis that can unlock this information for predictive purposes. By permitting the extraction of sub-event Peak Particle Velocity (PPV) values and allowing Scaled Distance (SD) models to be derived for individual period numbers or groups of period numbers, the method has the potential to vastly improve PPV prediction from tunnel blasting. The method established could also help diagnose blasting problems and help target blast design modifications, resulting in improved efficiency and excavation rates.

The latest Draft MPRRB was released for public comment in October 2006. The main purpose of the Bill is to collect royalties at mines developed in terms of new-order mineral rights granted through the MPRDA process. The transition phase stipulated in the MPRDA will be completed by 1 May 2009, on which date mineral royalties will become payable to the state. The royalty rates stated in the MPRRB differ from mineral to mineral and also depend on the degree of refinement. Gold is the subject of this paper, where the royalty rate ranges from 1.5% (for refined gold) to 3% (for unrefined gold) of sales revenue. This royalty is payable regardless of profit, with a maximum 75% relief for loss-making mines. The purpose of this paper is to establish whether or not it would be necessary for gold mines to adjust their mineral reserve statements as a result of this Bill. The methodology is to add the royalty costs stipulated in the MPRRB to the actual quarterly information for the past ten years as reported by the gold-mine members of the COM. The rationale is to investigate the impact this Bill (in its current form) would have had on gold reserves that must be left unmined in the ground because of a higher pay limit. The results of the study point to a significant impact on reserves available for mining with the subsequent shortening of mine lives and retrenchment of workers. Had the MPRRB been effective for the 10 years prior to 1996, it would have resulted in 46 tonnes of gold being sterilised. Stated alternatively, 30 700 workers at COM gold mines alone would have lost their livelihoods.

Introduction The plant described in this paper is located at Coniston, Ontario, the smelting centre of the former Mond Nickel Company. Coniston is situated some eight miles east of Sudbury on the main line of the Canadian Pacific railway and on the Toronto-Capreol branch of the Canadian National-railways. The plant is now under control of the International Nickel Company, as a result of the merger of the two companies in 1929. The smelter proper includes four 50-in. by 240-in. blast furnaces and five 13 ft. by 30 ft. converters, and has a capacity of about 65,000 tons of ore charge per month. As accessories to the smelter there are a mill, where some 10,000 tons per month of low-grade ores are concentrated, and the sintering plant, which is the subject of this paper. The present 6-unit sintering plant replaces a former 4-unit installation. Here, fine ores, concentrates, and flue-dust are sintered on Dwight-Lloyd machines, the sinter produced being charged into the blast furnaces. At the time of writing (1931), only the concentrator is operating at capacity, due to present world conditions.

A field experiment was performed in a production unit of an operating copper room and pillar mine to compare the support capabilities provided by resin and mechanical roof bolts. Resin and mechanical roof bolts were alternately installed in eight intersections in a single entry. Rock mechanics instrumentation was installed to measure roof sag, bed separation, convergence, bolt pullout, torque, and strain. Bolt cost and installation time are included. Two analyses of the test were made. The analysis of the rock mechanics data showed there was no definite difference between the two bolting systems. From a broader analysis on a mine-wide basis it was concluded that resin bolts gave better support. A critical view of the experiment is given in the appendix.

Low coal and high coal, narrow and wide entries, conventional and continuous mining, ac and dc power, bituminous and anthracite, and machine mounting and area lighting were some of the variables covered in this program. This report describes a study to develop a detailed set of guidelines and equipment recommendations to be used as a guide for mine operators, mine inspectors, and equipment manufacturers in implementing the emergency escapeway standards for metal and nonmetal underground mines. It was sponsored by the United States Bureau of Mines. The first part of this report reviews the historical background of metal and nonmetal mine fires and the development of present and proposed mandatory standards. This is followed by a discussion of the survey of representative mines and how the proposed standard effects these mines. The remainder of the report covers technical discussions of each escapeway component including a comprehensive computer simulation of mine evacuation. Following the technical discussion of each group of escapeway components is a list of the pertinent guidelines. AWAKENED public interest in efforts to conserve natural resources will certainly be appreciated by the members of the American Institute of Mining Engineers, and a discussion upon conservation may well form a part of one of the Institute meetings, for the records of papers and discussions which appear in the 38 volumes of its Transactions are replete with evidence of effort's in this direction. Every process which reduces the fuel consumed or the power applied per unit of product; every utilization of waste material, or employment of that formerly rejected, to obtain something of value ; every feature of construction or operation which lessens the labor required or increases the output per employee, is an advance in the direction of true conservation. This may not appear from the records of late conferences or from published articles, in which the effort seems to be concentrated upon reducing the consumption and presenting to the people of the country estimates of exhaustion of natural resources. I rejoice in the awakening of public interest in a matter so important for the present and future welfare of our nation; I appreciate the possibility of much good following conferences of the Governors and delegates from various States and from national societies; and I recognize the interdependence, not only of different States, but of contiguous nations. In fact, the marvelous development of transportation by land and by water, and the decreasing rates at which commodities can be moved great distances, have in many cases practically obliterated geographical boundaries, and nearly every country on the globe can either market its product in other lands or draw upon them for raw or manufactured materials ; hence, conservation is an international subject.
