1. The major sources of heavy metal ions in wastewaters of the Coeur d'Alene Mining District are effluents from metallurgical processing plants. Effluents from mine operations provide a secondary source for heavy metal ions. Based on data analyzed by the Federal Water Quality Administration, mercury and arsenic are escaping from some mill waste ponds, but they are in the suspended phase. 2. Metallurgical process effluents are combined with mine waste effluents in tailings ponds, consequently, the quality of the tailings pond decant water is highly degraded. The major effect of combining metallurgical process effluents with mill wastes is a drastic change of pH in the tailings pond. This chance may be an increase or a decrease depending on the metallurgical process. The effluent from an electrolytic antimony plant drastically increases the pH in the tailings pond permitting the removal in solution of antimony via the pond decant system. The addition of low pH effluents to the tailings ponds results in a net decrease in pH which makes lead, zinc, cadmium, and copper more soluble, thereby permitting their removal from the pond via the decant system.

The Bureau of Mines investigated the availability of potash from 68 mines and deposits in 12 market economy countries (MEC's) containing, at the demonstrated resource level, approximately 11.7 billion metric tons (mt) of potash in assay terms of contained K2O; K2O as used by industry as a standard of comparison for the different forms of potash. These resources include almost 190 million mt in the United States, 9.63 billion mt in Canada, approximately 430 million mt in Western Europe (France, Federal Republic of Germany, Italy, Spain, and the United Kingdom), 1.24 billion mt in the Middle East (Israel and Jordan) and over 220 million mt in other countries (Brazil, Chile, and the Congo). This analysis his determined that future production of potash in MEC?s will most likely continue to be from the large resources associated with producing operations in Canada. Based solely on the demonstrated resources included in this study, potash mining in the United States would decline while overseas production from MEC's can continue into the next century at near current production levels. However, timely development of new or inferred resources would offset any such decline. Producing mines in Canada have the resources to increase and maintain increased production well into the next century. For U.S. potash users, Canada is a long-term stable and secure source.

INTRODUCTION The $645 million financing for Inco Ltd's Soroako nickel project in Indonesia not only represents a significant human achievement but also there are certain important lessons that can be derived from Inco's experience in financing the project. The paper will not present a technical assessment of the project since Inco Ltd. submitted a series of papers on this subject at the international Laterite Symposium as part of the 108th Annual Meeting of the AIME in February 1979. BRIEF HISTORY OF THE SOROAKO PROJECT Table 1 summarizes the milestones achieved in the Soroako project and its financing. Exploration Phase A contract of Work was signed on July 27, 1968 by the Republic of Indonesia and F.T. International Nickel Indonesia (P.T. Inco) covering an extensive area of over 25,000 square miles on the two southeastern arms of the island of Sulawesi. The Contract provides that P.T. Inco has the sole responsibility for financing the project and determining the terms on which the financing should be obtained, that P.T. Inco has the right to receive and hold outside of Indonesia foreign exchange revenues and to freely dispose of such revenues, and that Indonesians have the right to purchase up to 20% of the equity of P.T. Inco over a period following start of production. P.T. Inco began field investigations in the Contract Area in August 1968. Preliminary reconnaissance sampling with portable drills broadly outlined areas of favorable laterite terrain which were then systematically sampled on surveyed grids. By early 1971 sufficient exploration work had been completed to indicate that the laterite deposits near Soroako could sustain a major nickel-producing plant (figure 1). Pilot plant studies in 1970 and 1971 at Inco's research station in Port Colborne, Ontario, using two bulk samples of Soroako ore material, also confirmed that the ore could be upgraded and treated for the recovery of its metal values. Feasibility Phase Encouraged by the results of its exploration program and pilot-plant work, Inco Ltd. commissioned Toyo Engineering Company of Japan in August 1971 to prepare a capital cost estimate for a relatively small nickel project called "Stage I". Stage I was to be a single-line pyrometallurqical process plant with an annual capacity of approximately 15,000 metric tons of nickel contained in 75% nickel sulphide matte (see Figure 2). Electric power was to be supplied by a thermal power station. It is important to recognize that Inco's strategy was to develop the Soroako ore deposits in several stages: first, construct a small project to gain experience and to reduce the initial capital outlay and then later expand in one or more steps to a much larger project to achieve maximum economies. The strategy reflected both Inco's financial position in 1971 as its sales and earning dropped sharply and the difficulties previously experienced by Inco in trying to launch in the late 1960's very large "greenfield" nickel projects in New Caledonia and Guatemala. Toyo's Project Development Study was completed. in January 1972. Based upon Toyo's cost estimate for physical facilities, Inco estimated the total capital cost of Stage I to be $115 million. For the next several months, Inco ran numerous in-house financial feasibility studies, using as inputs Toyo's cost estimate and the results of its exploration and pilot plant programs. In September 1972, Inco completed a project feasibility study which was based upon a capital cost estimate of $135 million. The feasibility study was immediately made available to potential partners and lenders. Partner Negotiations The Japanese nickel market had from the outset been central to Inco's planning for the Soroako project. Geologic conditions in eight northern operating sections of Jane Mine, Keystone Coal Mining Complex. Armstrong County, Pennsylvania are defined by utilizing drillhole data and underground geologic mapping. Three of the eight sections are experiencing difficult mining conditions in the Shelocta "0" coal seam (formerly the Lower Freeport). The five remaining productive sections will exhaust their reserves within one year. Coordinating mine planning with future production levels is aided by indicating areas that appear favorable and lack the geologic conditions that cause difficult mining. Roof rock 1 ithologies, lithologic variations in and below the floor, jointing, overburden thickness, coal splits, paleochannels. and clay veins are the principal geologic factors believed to influence mining conditions in Jane Mine. Careful definition of each cause allows for a reasonable assessment of future mining conditions.

The National Institute for Occupational Safety and Health investigated how the starting of induction motors may cause nuisance tripping of short-circuit protection on coal mine power systems. This research had a dual purpose: 1) to identify how motor-start waveforms differ from those for short circuits and 2) to devise a method to provide short-circuit protection without intentional time delays to account for motor starts. This technology will help ensure that surface temperatures of energized electrical apparatus will not exceed gas or dust ignition thresholds when short circuits occur.

This is the fifth of a series of annual reports4/ of technologic investigations conducted by the Bureau of Mines on the occurrence, properties, mining, preparation, and uses of coal. The research of the Bureau is carefully coordinated with the requirements of the producing and consuming industries, with a view to conservation of resources of coal in mining and use, and conservation of the health and lives of workmen employed in these industries. Such coordination is facilitated by the wide range of specialization of the several groups on engaged in studies concerning coal. Here are reported correlated studies ranging from paleobotanic analysis of the formation of coal as it occurred some millions of years ago to the effect of mechanical methods of mining on present-day employment in mines. As this is a summary of the current work of the Bureau of Mines, so the Bureau likewise has provided a condensed review of the outstanding current work of others on research and technology of coal 5/.

Selenium (Se) based materials find wide applications in rectifiers, solar cells, photographic exposure meters, data storage devices, xerography and anticancer agents. They are also used in the glass industry to eliminate bubbles and remove undesirable tints produced by iron. In addition, Se is highly reactive towards a wealth of chemicals that can be potentially exploited to convert Se into other functional materials such as CdSe, ZnSe, Ag2Se. Here, we report a review of structural investigations of Se based materials in glassy and nanostructured forms. Glasses having varying amounts of Se and Tellurium (Te) were doped with group IV and V elements such as antimony and tin. Structural changes accompanying the composition variation were characterized with x-ray photoelectron spectroscopy, differential scanning calorimetry and x-ray absorption near edge spectroscopy. At the same time Se-Te nanoalloys were synthesized in aqueous micellar phase using Na2SeO3/Na2TeO3 as the Se/Te source. Morphology change from nanoparticles to nanoribbons was investigated using Scanning and Transmission Electron Microscopy (SEM/TEM) techniques. Structural investigations were also done for well defined morphologies of Se based nano-biomaterials obtained in the presence of water soluble protein bovine serum albumin (BSA).

I. INTRODUCTION. FOR a period of several years, and in a large number of cases, the Metallurgical Laboratories of the New Mexico School of Mines were employed in umpire work. During this time many important local problems were solved. Against the results of careful chemical analyses of ores, assay-returns were often checked. In many cases the assay-methods of mine and custom-smelter were compared, and both often found faulty for the ore concerned. A wide range of ores was covered. Many of the chemical analyses and assays were made by Dr. F. C. Lincoln, Professor of Metallurgy, now of the Montana State School of Mines. A varied series of instructive assays was prepared by Prof. R. B. Brinsmade, now of the West Virginia State University. Single assays and given series of tests were undertaken by H. T. Goodjohn, now chief chemist to the Cia. Metalurgica de Torreon, Coahuila, Mexico; by H. J. Hubbard, now superintendent of the Butters Divisadero Mines, Jocoro,. San Salvador, C. A.; by E. D. Morton, now superintendent of the Arizona & Nevada Copper Mining Co., at Lunning, Nev. ; and by A. W. Edelen, now superintendent of the Angangueo Unit of the American Smelting & Refining Co., in Michoacan, Mexico. A critical comparison of assay-methods that were found to be followed in the case of certain gouge-ores mined in the Mimbres range in New Mexico, and about which there had been much controversy, was made by D. F. Riddell, then Acting Professor of Assaying, and now superintendent of the Providentia Mines Co. of Parral, in Chihuahua, Mexico. High pressure grinding technology has gained further interest in various industries. So far in the mining industry, machines are in operation in diamond mines and iron ore applications. In gold and copper ore processing, test work has been conducted showing considerable operational and process benefits. Similar benefits can be expected from HPGR applications in the platinum industry due to the preferred ore breakage along grain boundaries, thus liberating the PGE particles. This paper will provide an update on the state of high pressure grinding roll technology. Developments in the design of high pressure grinding rolls, for minimized maintenance requirements and availability just as high as conventional mills, will be presented. Plant flow sheets and concepts will be discussed, which allow for a reduction of capital and operating cost in comparison to existing two-stage milling circuits.

This report presents a complete qualitative picture of knowledge of the composition of petroleum as of April 1965. The material is presented in detai 1 on two imaginative maps--one, the Hydrocarbon Hemisphere, depicts the hydrocarbons that have been identified in petroleum; the other, the Heterogeneous Hemisphere, shows the sulfur, nitrogen, and oxygen compounds that have been found. All compounds are placed on the maps according to boiling point. The accompanying text illustrates by structural formulas the several types of hydrocarbon and nonhydrocarbon compounds identified, presents some quantitative data, and points out the possible geochemical significance of a number of the compounds. The possibilities of the Petroleum World of the future are discussed as a function of needed research.

The results of extensive field tests of a new and powerful method of hard rock excavation are presented in this report.* The method, known by the acronym REAM (Rapid Excavation and Mining), employs high velocity, smooth bore cannons to efficiently deliver energy to the rock and has been demonstrated for underground tunneling, drilling, surface benching, scaling, and secondary breakage in hard granitic rock at the Hope Valley Mine test site in California. Solid projectiles made from inexpensive materials such as concrete or steel, and weighing from 8 to 12 pounds, are launched by conventional high speed cannons and impact the rock at velocities of 5000 feet per second--an impact energy of about 4 million foot pounds (Figure 1). The energy applied at peak pressures of nearly 2 million psi over a period of tens of microseconds breaks down the rock by a complex mechanism of crushing, spalling, and initiation and propagation of fractures produced by the interaction of successive impacts and free surfaces. As a part of a wartime program to aid in the development of known ore bodies and in the discovery of hitherto unknown deposits of strategic minerals, the Bureau of Mines investigated the feasibility of diamond-drilling the Christmas copper deposit, in Gila County, Ariz., to increase the reserves of milling ore. Upon recommendation of the examining engineer, drilling was begun in September 1942, from the bottom (770) level of the mine. One month later, in cooperation with the Bureau, the Federal Geological Survey started geologic mapping of the mine workings. Since extensive and costly development would be required, the War Production Board concluded that ore below the bottom level could not be mined at that time because of the wartime shortages of equipment and man-power. In January 1943, drilling was moved to the 300 and 400 levels to locate reserves readily accessible for continued production of fluxing ore. This drilling, which was under the supervision of L. G. Marshall, was completed in January 1944.

Ferromanganese oxyhydroxide crusts (Fe-Mn crusts) precipitate out of cold ambient seawater onto hard-rock surfaces at water depths of about 600-4000 m throughout the ocean basins. Fe-Mn crusts concentrate most elements in the Periodic Table above their mean concentration in the earth's crust (continental plus oceanic crust), except for the major rock-forming oxides and also notably gold and palladium. Tellurium is concentrated greater than any other element relative to its earth's crust mean (about 1 ppb). For example, mean contents of the elements heretofore known to be most enriched in crusts, Mo, Tl, Sb, Co, Mn, Bi, As, Se, and Pb are enriched 100 to 1000 times over their earth's crust mean, whereas the mean Te content in Fe-Mn crusts is enriched about 50,000 times. However, the distribution of Te in the earth is poorly known. Estimates of the mean Te content of the earth's crust range from 0.36 to 10 ppb, with 1 ppb being the most commonly cited mean content (compilations in Levinson, 1974 and Govett, 1983). If we took the highest estimate of 10 ppb, then Te would be enriched in Fe-Mn crusts five times more than the next most enriched element, or 5000 times the estimated maximum mean earth's crust.
