Missouri River Division (FORD), U.S. Army Corps of Engineers (COE), has completed (October 1982) a study for the U.S. Air Force Ballistic Missile Office, in which desireable and needed changes in contracting methods for underground construction were identified. Due to the importance of geotechnical considerations in such construction, a good number of the resulting recommendations relate to geotechnical considerations. Corps contracts have traditionally served as models for contract documentation by public agencies and in private enterprise. Several standard features of present-day contracting methods were Corps innovations. Corps officials are generally in agreement with the recommendations of the Better Contracting reports published by the U.S. National Research Council (NAS/NRC), through its U.S. National Committee on Tunneling Technology (USNCTT). However, the findings of the 1982 MRD study indicate that additional changes are warranted for underground construction contracting methods; changes that deal specifically with site geological conditions, both known and to be reasonably anticipated, as well as with their associated impacts on construction. The 1982 MRD report identifies the need for nine specific improvements in geotechnical aspects of contracting; improvements based on recognition of geological conditions.

The concept of æsustainabilityÆ can largely be defined as development that will not compromise the ælivabilityÆ of the planet for future generations. It has multiple dimensions, such as the triple bottom line û environmental, economic and social. And it also includes temporal (now and the future) and spatial (local and global) aspects that have to be taken into consideration to achieve true sustainability.Energy sustainability might be defined as û having the light turn on when you push the switch. It has, of course many more dimensions than this simplistic definition. Coal in Australia has an important role in keeping our lights on, but has its problems that need to be tackled head on to maintain a role in sustainable development.An overriding issue in terms of sustainability for coal is its major contribution to our greenhouse gas emissions. Whilst we have one of the most effective energy sectors in the developed world, based on well-managed, abundant fossil fuels, our greenhouse gas emissions are one of the highest per GDP in the developed world. We have to reduce our ægreenhouse gas signatureÆ.This paper explores the issues of coal utilisation greenhouse gas emissions as an indicator of the fuelÆs sustainability and the potential lower emissions pathways we will have to follow in a future carbon-constrained world.The technology changes will have significant implications for the minerals industry and it is argued that forward-looking coal/greenhouse emissions strategies need to be developed in alliance with the coal (and energy) sector for the minerals industry to maintain its global competitiveness.

The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East. Downstream processing of these mineral fuels to petrochemicals and fertilizers is a major investment opportunity. In 1991, the 15 countries that constituted the region accounted for 26 % of world crude petroleum output, 15.3 % of world natural gas plant liquid production, and 4.5 % of world dry natural gas production. Only Cyprus and Lebanon were not crude petroleum producers. Production of these mineral fuels all declined from that of 1990 owing to the Persian Gulf War, during which output from Kuwait and Iraq either ceased owing to war damage, or was embargoed. Prior to the war, Iraq and Kuwait were the fourth and fifth largest world producers of crude petroleum, respectively. In the war, virtually all of Kuwait's production and transport facilities were destroyed or damaged. Iraq's output was embargoed from export, with only domestic sales taking place. The embargo also affected Jordan, both in terms of transshipment of materials through it to Iraq and in exports of phosphate and potash. Shipments of crude petroleum by pipeline from Iraq through Saudi Arabia and Turkey and by vessel through the Persian Gulf were terminated. However, the loss in production from Iraq and Kuwait was made up by accelerated output from other Middle East and world producers. Saudi Arabia, in particular, with its excess production capacity, accounted for the largest portion, increasing crude petroleum output by 27 % to almost 3 billion barrels.

With the advent of acid rain legislation included within the Clean Air Act Amendments of 1990, a great deal of uncertainty with regard to price, source and production quantities has been cast into the coal market. Powder River Basin and other western coals continue a rapidly accelerating migration eastward, South American coals move into the northern markets, states propose legislation to assist utilities in complying with the new regulations in hopes of maintaining their own coal industries, while some utilities question the long term availability of eastern compliance coal. Any major coal producer must make decisions now to assure their continuing presence in the market place; several companies have adopted a strategy to acquire eastern compliance reserves while others have invested in technology to compete as a low cost producer. This paper discusses some of these options in light of the uncertainties of the market place, from an eastern coal producer?s viewpoint.

The U.S. Bureau of Mines contracted a study to determine the feasibility of water diversion and overburden dewatering for underground coal mines in the Appalachian Region. All relevant published literature pertaining to the occurrence and control of surface and groundwater in underground coal mines was reviewed and organized into a bibliography. The impacts of mine water with respect to health and safety, production, environment, and costs were assessed. Sources of water inflow into underground mines were described. A summary description and evaluation of techniques that can be used to reduce the amount of water entering underground coal mines was prepared. A review of engineering practices currently used by operating coal mines in the Appalachian region to prevent the movement of ground and surface water into active coal workings was conducted. Major emphasis was placed on the identification of the geologic and hydrologic con¬dition of the site, onsite inspection of the methods used and an evaluation of their technical and cost effectiveness.

Metallurgical evaluation of autogenous grinding of Anaconda's Berkeley Pit ores indicated that tonnage throughput increases, at a finer flotation feed size, were possible by converting autogenaus mills to steel ball mills. In addition, initial test work showed that the improved grind resulted in slight recovery gains in subsequent flotation processing.

"INTRODUCTION The Park City district, situated 30 miles east of Salt Lake City, Utah, in the Wasatch Mountains, Is a well-known producer of lead, zinc, and precious metals. Nearly continuous production has been maintained from the dis¬trict since its early discovery about 1870. For approximately 50 years, gravity milling methods were employed to beneficiate Park City ore, and during that time tailings from the mills were sluiced down Silver Creek and deposited on lands below the camp for 7 miles.Owing to the large tonnage of tailings deposited along Silver Creek, considerable work was done in the past in the attempt to develop a low-cost concentration method for re-treating this material, but no-method was found that was economically feasible. The Bureau of Mines was asked to conduct beneficiation tests on Park City tailings in November 1944, and metallurgical studies were initiated at that time. This report summarizes the results of laboratory ore-dressing studies made on samples from the Grasselli deposit."

"INTRODUCTION The pilot-mill concentrator at Boulder City, which has a nominal capacity of 40 tons per day, was planned and built to investigate further the beneficiation of domestic manganese ores that have been concentrated successfully in the ore-dressing laboratory. As milling of manganese ores in general is a new field, it is necessary to prove the success of laboratory processes by means of large-scale operations employing standard milling equipment, and thus to obtain engineering and metallurgical data essential to designing and operation of full-scale concentrating mills.The first ore tested in the pilot plant was the Three Kids Annex manganese ore from the Las Vegas Wash area 15 miles southeast of Las Vegas, Nev. The deposit was worked for its high-grade ores during the First World War From 1930 to 1939, 4,500 feet of diamond drilling was completed by a private company. Diamond drilling started by the Bureau of Mines in November 1940 and completed in July 1941 aggregated 6,600 feet. Exploration by the private company and the Bureau outlined reserves of about 1,000,000 tons of ore assaying plus 28 percent manganese. A much larger tonnage of lower-grade ore also was outlined by the drilling.Because of its physical nature, the Three Kids Annex ore had long proved unamenable to concentration by ore-dressing methods. The ore is a mixture of manganese oxides (wad) filling the pores and to some extent replacing a silt composed of very fine grains of volcanic tuff, quartz, feldspars, other silicates, and clay. Some gypsum occurs as fillings along fracture planes. The ore is light and very porous. Upon wetting, it disintegrates into granular but friable particles and a large amount of slime. It is these characteristics that make the ore so difficult to concentrate."

More than ever before, mining projects are besieged from growing regulatory, political, public, and special interest group pressure. Administrative and legal appeals to permits and environmental documents can delay project start-up and add tremendous cost to mineral development. Some mining projects have been canceled given undue external constraints. Successful managers must learn to cope with these constraints. This paper will discuss controversy and present a number of environmental management tips to minimize the potentials for delay and to lessen the impacts from government and anti-mining pressures.

The disposal of brines produced with crude petroleum and natural gas has been a long-continuing problem to oil and gas operators as well as to farmers and stock-raisers in the vicinity of producing fields. An impartial appraisal of conditions pertaining to the problem of brine disposal leads to the conclusion that study of the technical consideration, with proper weight given to the economic and social factors, is the most desirable approach to this problem. Brine disposal is a problem of such magnitude in certain areas in the State of Kansas that in August 1934 a cooperative agreement was made between the Kansas State Board of Health and the U. S. Bureau of Mines for a cooperative technical study of methods of brine disposal.

This report presents a U.S. Bureau of Mines study that incorporates coal mining factors, coal recovery factors, and economic factors into the definition of an economically recoverable coal resource. The relationship between these factors to the Energy Information Administration's estimate of U.S. coal resources-the "Demonstrated Reserve Base"-is discussed. The Boltsfork 7 1/2-minute quadrangle in eastern Kentucky was selected as the study area. Results indicate that of the original 280.2 M tons of resource in the quadrangle, only 99.8 M tons (35.6%) is recoverable at a mining cost of $25 per ton or less.

An industry research project has been established to examine the issue of rock mass failure in large open pit slopes. The approach began with numerically modelling failure at the laboratory scale with a displacement discontinuity program. The interim results from the program suggest the output failure mode is dependent upon the input parameter cohesion weakening. Das Verfahren besteht aus der numerischer Modelierung mit Ansatz einen sonderen Rechnerprogram. Die erste Ergebnis zeigt, daß die Aufgabe am Angabendaten (cohesion) abhängig sein wird. Un project de recherche industriel fût conduit avec le but d’examiner les éboulements de roche dans les mines a ciel ouvert. La premiere étape a été de modelliser numériquement les éboulements dans un laboratoire en utilisant un programme de déplacement discontinu. The most complete mining show ever held in the United States and the largest exposition of its kind to be held anywhere in the world in 1988. That's how the American Mining Congress is billing its "MINExpo International '88," to be held April 24-28 at Chicago's McCormick Place, the largest exposition facility in the country. MINExpo International '88 will combine for the first time two previously separate AMC-sponsored shows - the International Coal Show and the International Mining Show. Starting with the 1988 show, MINExpo International will be held every four years. The next show, in 1992, will be held in Las Vegas. The MINExpo in Chicago will feature more than 500 mining equipment and services exhibits covering 3 hm2 (320,000 sq ft) of exhibit space. Exhibitors will display products ranging from small safety devices to large earth-moving equipment. MINExpo is one of the few trade shows selected by the US Department of Commerce for its Foreign Buyer Program. Commerce is working with US embassies around the world to publicize MINExpo and to form delegations of visitors from many countries. Overseas visitors to the show will be assisted at an on-site International Business Center. It will provide currency exchange, translation, and other services to foreign buyers. Registrants at MINExpo will also be able to attend their choice of 27 morning-only program sessions. At these sessions, international mining experts from industry, government, and academe will analyze technical, strategic, and policy matters and discuss the outlook for the industry. "Toward the 21st Century" is the theme of this year's program. The technical workshops and managerial seminars are designed to assist mining executives, engineers, and geologists as well as mine superintendents, managers, and foremen in handling their responsibilities. Based on previous attendance at AMC international mining shows, the association says that more than 25,000 persons are expected to attend the Chicago show. It is expected that approximately 15% of the attendees will be from foreign countries. The Soviet Union will be among those exhibiting at MINExpo. The Russians have leased more than 2.8 dame (3000 sq ft) of space to display their mining machinery and equipment. It is the first time that the Russians have joined in an exhibition of mining equipment in the US. The two largest manufacturers of mining equipment in the Soviet Union, Setmash and Avtoexport, will put on display in Chicago a variety of Russian-made equipment. It will range from 100 t (110 st) heavy-duty dump trucks and diesel engines to drilling, hoisting, and conveying equipment. In addition to some 400 US exhibitors of mining equipment and services at MINExpo, nearly 100 companies will be present from other major mining nations such as Australia, Canada, Great Britain, Japan, the Netherlands, and West Germany. And, for the first time, a Chinese manufacturer will take part in the AMC show, participating with its US marketing partner.

Introduction As is well known, the fight between the blast furnace and the reverberatory furnace in copper smelting during the second decade of the century ended with a victory for the latter, a result which must largely be attributed to the introduction of flotation methods. To my knowledge, no new blast furnace has been blown-in at any American copper smelter since the War. As the metallurgy of nickel, up to and including matte smelting, is generally considered a close parallel to that of copper, the introduction of reverberatory smelting in the big new smelter of the International Nickel Company at Copper Cliff, built in 1928-30, seemed a logical adherence to a well established trend. In view of these facts, considerable comment was made when Falconbridge Nickel Mines decided to retain the blast furnace in their smelter built about the same time, in 1929. A presentation of the reasons governing this choice should therefore be of interest. The basic principles underlying the Falconbridge practice, and the considerations guiding the successive steps in the operations, will be discussed in the following. To understand the problems involved, the character and mode of occurrence of Sudbury ore must be kept in mind. Large amounts of disseminated ore are generally present. Although the gangue usually runs only about 50 per cent Si02, the ore hoisted as a rule contains more silica than needed in the smelting operation; until recently this excess was removed entirely by hand picking (in later years supplemented by magnetic sorting methods), a difficult and not very satisfactory method, in which 'the border line between ore and waste is entirely arbitrary, and therefore too much depends on the judgment of the picker.

Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country's investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country's production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal's; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan's production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry's importance to the country's development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China's nonferrous development efforts, therefore, appear two-pronged. First, the country's efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China's non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. Examples of some projects in the area include upgrading the country's carbide industry and developing new high speed and tool steels to meet international standards. Batch biosorption experiments were carried out for the bio-remediation of Cr (VI) ions from aqueous solutions using Serratia marcescens, a Gram negative, heterotroph and Gram positive bacterial isolates from a chromite mine. The influence of various experimental parameters such as contact time, pH, concentration of Cr (VI) ions and amount of biomass was evaluated with respect to the uptake of Cr (VI). The bio-sorption of Cr (VI) was found to be quite rapid and the percentage biosortion was found to increase with increase in the equilibrium chromium concentration. The free energy of biosorption of Cr (VI) was estimated to be in the range of -23 to -25 kJ/mol for the chosen bacteria. The uptake of chromium by the bacteria was confirmed by EDX and FTIR spectroscopy. As a follow up of this study, bacterial strains resistant to hexavalent chromium were isolated from a chromite mine in Karnataka, India and identified as Arthrobacter sp., Micrococcus sp. and Exiguobacterium sp. using 16s rRNA sequencing. The efficacy of the bacterial isolates for Cr (VI) uptake was assessed and over 90% bioremoval could be achieved for Serratia marcescens and Micrococcus sp. isolate. "INTRODUCTION Much of the recent progress in increasing the efficiency of oil-well performance can be attributed to advancements in the art of cleaning wells. Through research and development by operators and service companies during the past decade, significant improvements in the application of engineering and chemical principles to well-cleaning technology have widened greatly the scope of ""clean-out"" methods to the end that greater ultimate recovery of oil will be attained.This report reviews recent improvements and developments on this important problem in California; it describes also the use of various methods and tools for cleaning wells to stimulate or revive their productivity. Developments in preventing and removing mud sheaths in well-completion operations also are described. The report is based on a field survey, supplemented by data from the technical and patent literature and from manufacturers' catalogs, which contain much valuable information.In preparing the material for publication as a Bureau of Mines report, the author has been fully aware of certain limiting conditions that attend the discussion of a subject such as that treated in this report. The following are examples:1. To a considerable extent, well cleaning in California is done with tools rented from service companies, and their representatives and employees are specialists in jobs of this type. They usually have working experience with their own equipment and methods which greatly exceeds that of persons whose interest has been casual or who have had no opportunity to study the subject in detail in actual practice. Many of the tools and methods are covered by letters patent for the protection that may be in developing and successfully applying these mechanical and chemical means of increasing the production of wells. Frequently several years have been required to perfect a given tool or technique, requiring relatively large investments to establish a service that is remunerative to those who have primary interest in a certain development and at the same time attractive enough to the operators of producing properties (because of greater quantities of oil delivered into the flow tanks) to warrant employment of or contractual agreements with a particular service group."

It is well established that an ordered sequencing of charge initiations in a blast pattern is an important design consideration that affects blasting performance. Delay times must be chosen such that damage to the rock mass is controlled. The accuracy of delay detonators is also of major concern. A large scatter could lead to an incorrect blast sequencing that would lead to damage to the rock mass causing increased over-break, degraded fragmentation, increased fly-rock and poor vibration control. In this study, the effect of using accurate delay detonators on the explosive energy generated is investigated. For this purpose, power spectral density of the blast vibration for delayed shots are calculated and compared with the case where holes are shot at the same time (no delay). At the end the results are presented and discussed.

Operators of construction equipment perform various duties at work that expose them to a variety of risk factors that may lead to health problems. A few of the health hazards among operators of construction equipment are: (a) whole-body vibration, (b) awkward postural requirements (including static sitting), (c) dust, (d) noise, (e) temperature extremes, and (f) shift work. It has been suggested that operating engineers (OEs) are exposed to two important risk factors for the development of musculoskeletal disorders: whole-body vibration and non-neutral body postures. Method: This review evaluates selected papers that have studied exposure to whole-body vibration and awkward posture among operators of mobile equipment. There have been only few studies that have specifically examined exposure of these risk factors among operators of construction equipment. Thus other studies from related industry and equipment were reviewed as applicable. Conclusion: In order to better understand whole-body vibration and postural stress among OEs, it is recommended that future studies are needed in evaluating these risk factors among OEs.
