The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. Subsidence from underground coal mining alters surface water discharge and availability. The magnitude and areal extent of these impacts are dependent on many factors, including the amount of subsidence, topography, geology, climate, surface water - ground water interactions, and fractures in the overburden. These alterations may have positive and/or negative impacts. One of the most significant surface water impacts occurred in July 1957 near West Pittston, Pennsylvania. Subsidence in the Knox Mine under the Coxton Yards of the Lehigh Valley Railroad allowed pan of the discharge in the Susquehanna River to flow into the mine and create a crater 200 feet in diameter and 300 feet deep. Fourteen railroad gondola cars fell into the hole which was eventually filled with rock, sand, and gravel. Other surface water impacts from subsidence may include the loss of water to the ground water system, the gaining of water from the ground water system, the creation of flooded subsidence troughs, the increasing of impoundment storage capacity, the relocation of water sources (springs), and the alteration of surface drainage patterns.

In recent years, there is an increasing demand on manganese consumption which stems from the important role of manganese in carbon steel production. And the growing need for manganese ores makes the beneficiation of low-grade manganese ores more economical. In this study, the characterization and beneficiation studies were carried out to propose a flow sheet for typical low-grade Turkish manganese ores. For this aim, different gravity separation methods were applied. According to the mineralogical analysis, the major mineral phases are pyrolusite (MnO2) and psilomelane (MnO2) while the major gangue mineral is radiolarite. Gravity separation tests were accomplished by using jigs, shaking table, MGS (Multi Gravity Separator) and in order to obtain products with high Mn ratio, high intensity magnetic separation was also performed. As a result, different combinations of flow sheets were utilized and a concentrate assaying 56.5% Mn with 85 % recovery was obtained.

The evaluation and development of the Eastern North Carolina phosphate deposit resulted in one of the world's largest and most modern phosphate mines and fertilizer complexes at an investment in excess of $90,000,000. The resulting ore beneficiation process showed excellent correlation with pilot plant data. A number of variations from current industrial practices were introduced and projected from bench scale tests through pilot plant to production. Principal among these variations were the following: 1) removal of magnesium by classification, 2) simultaneous flotation of coarse and fine phosphate, 3) the use of saponified fatty acid, 4) utilization of filter wash water for deoiling, 5) utilization of a rougher concentrate for acidulation, 6) calcination of flotation concentrates, and 7) elimination of grinding prior to the manufacture of phosphoric acid.

Identifying, quantifying and minimizing technical risks associated to investment decisions is a key challenge for the minerals industry decision takers and investors. However, risk analysis in most bankable mine feasibility studies are based on stochastic modelling of project NPV which, in most cases, fail to provide decision makers with a truly comprehensive analysis of risks associated to technical and management uncertainty and, as the result, are of little use for risk management and project optimization. This paper presents a value-chain risk management approach where project risk is evaluated for each step of the project lifecycle, from exploration to mine closure, and risk management is performed as part of a stepwise value added optimization process.

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame are scheduled for Saturday, Sept. 25, 2004 at the Las Vegas Hilton in Las Vegas, NV. The 17th Annual Mining Hall of Fame Induction banquet will begin with a reception at 6 p.m., followed by the dinner and program at 7 p.m. The five inductees are Georgius Agricola, David William Brunton, Herbert E. Goodman, David Ray Mitchell and Robert Peele. Georgius Agricola (1494-1555) wrote De ReMetallica, an original and valuable work that discussed everything known about mining during the first half of the 16th century. A rigorous horizontal drilling and chemical grouting program was specified beneath the Hollywood Freeway (U.S. Route 101) section of Los Angeles Metrorail Contract C-311.Twin 6.67-m (22-ft.) diameter starter tunnels were to be conventionally mined through amixed alluvial and bedrock face consisting of silty sand, gravel, and weathered sandstone and siltstone of the Topanga Group. The contact between the alluvium and bedrock dipped toward the Crossover Excavation where the horizontal drilling and grouting operations were performed. The intent of this grouting program was to stabilize the mixed face to minimize ground loss and surface settlement, and to reduce groundwater inflow into the tunnel headings. Given the highly variable mixed face conditions, horizontal drilling up to 86 m (284 ft.) resulted in upward trending trajectories which likely followed the bedrock contact. Chemical grouting was performed in a primary, secondary and tertiary, three dimensional sequence. Evaluation of the primary and secondary grouting parameters indicated where tertiary grouting was required. Grouting pressures induced a small rock failure at the tunnel heading as well as increased stresses on the tiebacks of the excavation.

"This paper examines the design issues associated with the integration of mineral processing within underground mining using a total systems approach. It demonstrates conceptual integrated system design options appropriate to a range of geological scenarios. Particular reference is then given to a case study of stoping in narrow base metal veins.The performance of such integrated systems in terms of productivity, economical and environmental criteria is demonstrated by means of simulation. Particular attention is given to the potential benefits to mine waste management. Processing technologies appear to offer genuine potential benefits, while underground mining methods may need to evolve further to facilitate full integration. This paper is based on industry supported research aimed at developing selective and clean underground mining systems. IntroductionTotal systems thinking is simple in principle but complex to implement. The premise is that to achieve optimum effectiveness and efficiency from a system, the complete system must be considered. Using this approach will avoid the situation where the optimization of a localized component of any system results in a negative impact on the performance of the complete system. Take for example the parts manager who reduces inventory costs without consideration of the consequences to the plant. If the plant goes down and a part is unavailable, it would then cost significantly more than the cost of having it in inventory (Ackoff, 1994).A tool for applying total systems thinking toward understanding and analyzing different mineral extraction options is the structured analysis and design techniques (SADT). Originally developed by Ross (1977), SADT is a formal systems engineering methodology (FIPS PUB, 1993) for process and enterprise modelling (Marca and McGowan, 1993). Figure 1 presents a highlevel structured analysis of the traditional or conventional metal extraction process. There are three sequential processes with several arrows entering or exiting each process. In SADT, inputs always enter from the left-hand side and exit as outputs of the process on the right-hand side. Constraints affecting the transformation of inputs to outputs enter the process from the top while resources or mechanisms enabling the transformation enter from the bottom. SADT is a hierarchical decomposition technique and further analysis is undertaken by expanding downward into each process."

OF the new production of non-ferrous metals in 1930 gold will rank first in value. We usually think of copper as the most important non-ferrous metal. The copper industry as a whole, that is, adding copper production to copper fabrication, is the largest non-ferrous metal industry. Prior to the world war; however, gold led in value of new metal produced. During the war copper passed gold in value, but gold regained its position during the 1921 depression. For the past several years copper has again passed gold, but in 1930 gold promises again to regain the lead. The gold producer has at times been called a social parasite, largely because we ' cannot eat or drink gold, or because we cannot use it for clothes or for the construction of buildings. Let us briefly examine this accusation.

Sulfur removal from high sulfur coal has several objectives including: a) reduction of the atmospheric load that contributes to the problem of acid precipitation; b) reduction of ash, which contributes to decreased energy transfer in boilers, as well as ash disposal; and c) alleviation of the social and economic dislocations reluted to uneven geographical distribution of sulfur in coal reserves. Cost in relation to the value of refined coal will govern the development of an emerging coal refining industry. Estimation of the premium paid by power companies for coal with a low sulfur content is a good estimate of the value that will be added as the result of refining. Estimates of premiums paid in 1984 are $28.65/t ($26 per st) for reduction of total sulfur from 3’% to 1% S and greater than $28.65/t ($26 per st) for removal below 1% sulfur.

Is the laboratory sized coal specimen much stronger than underground coal pillars? The answer to this question has a profound implication to many coal operators. It will decide how much of the coal reserve can be recovered. Or, in many cases, it will determine whether it can be mined economically. Recent trends in several eastern states to establish regulations regarding coal pillar design to prevent surface subsidence long after mining heighten the debates. And, in some cases, these trends highlight the existing practices that seriously question the conventional wisdom. Currently, nearly all researchers and practitioners agree that as the size of rock specimens increases, its strength decreases. This concept has been universally adopted as the basic principle for coal pillar design in the United States. Several formulas have been derived to account for this effect. The reduction factor for underground coal pillars ranges from one-half to one-sixth of the strength obtained in the laboratory, depending on the formula selected. Recent case studies indicate that the reduction factor is not justifiable, at east in some cases. The use of a reduction factor is based on the assumption hat smaller rock specimens as tested in he laboratory contain none or fewer fractures or planes of weakness than larger specimens or underground coal pillars. In other words, the larger the rock materials, the more fractures it contains and subsequently weaker in strength. Do all underground coal pillars have more fractures than laboratory sized coal specimens? Not necessarily. All coal contains cleats. Some are con¬spicuous but others are not. In terms of cleat density (number of cleats per unit area), there is no difference between an underground coal pillar and a laboratory sized specimen, provided the specimen size is larger than the cleat spacing, which is mostly 25 to 75 mm (1 to 3 in.).

To minimize the carbon footprint in the industrial valourization of bauxite residue, hydrogen was used as a reducing agent. The current study experimentally investigated hydrogen reduction of bauxite residue-CaO sintered and self-hardened pellets at 1000 °C, along with magnetic separation of these reduced pellets for iron recovery. Calcium was introduced to bauxite residue to form leachable calcium aluminate phases with the existing alumina in bauxite residue. This involved the addition of either CaCO3 or a mixture of CaO and CaCO3 while maintaining the fixed Ca content during pelletization. The former underwent sintering at 1150 °C, while the latter was self-hardened through the cementing effect of CaO in exposure to moisture and air. Both types of pellets were reduced in a thermogravimetry furnace at an elevated temperature under similar conditions. The pellets were characterized by the X-ray diffraction (XRD) method and scanning electron microscope (SEM) coupled with energy dispersive spectroscopy (EDS), and their physical and mechanical properties were measured via standard techniques. During hydrogen reduction, a negligible amount of gehlenite ( Ca2Al2SiO7) was formed in the self-hardened pellets, while this phase dominated in the sintered pellets. Alumina in the bauxite residue converted to mayenite phases during reduction in both the pellet types; however, reduced self-hardened pellets had a higher amount of alumina containing mayenite leachable phase. The two pellets showed similar reduction behaviour, while different chemical, physical, and mechanical properties were observed. The magnetic properties of milled reduced pellets were examined through a Davis Tube magnetic separator in a wet environment under a constant magnetic field of 800 G. Higher iron recovery was observed for the self-hardened reduced (41%) pellets than for the sintered pellets (27%).

A novel triple action load cell assembly (LCA) was developed to determine three index parameters reflecting compressive, tensile and shear characteristics of mudcakes. The results indicate that the tensile, compressive and torsional behaviour of mudcakes are strongly influenced by the physics and chemistry of the mud additives. Eine neuartige dreifach wirkende Druckkammer zur Bestimmung der drei Indexparameter Druck, Zug, und Scherung von Spülungskuchen wurde entwickelt. Die Ergebnisse weisen auf einen starken Einfluss der physikalischen und chemischen Spülungszusätze auf Druck, Zug, Scherung hin. Un assemblage d'une nouvelle cellule a triple action (LCA) a été développée pour déterminer trois paramètres caractérisant la compression, la contrainte en traction et la résistance á la fracture des cakes. Les résultats indiquent que les comportements tensile, compressif et de torsion des argiles sont fortement influencés par la chimie et la physique des additifs des boues.

On the basis of laboratory test results a comparison of various parameters (unconfined compressive strength, CERCHAR and LCPC abrasivity indexes, mineralogy) is presented and discussed in order to outline certain correlations between them. Samples cover a wide range of lithological types coming from various sites of tunnels. A partir de résultats d’essais de laboratoire, une comparaison de divers paramètres (résistance à la compression simple, indices d’abrasivité CERCHAR et LCPC, minéralogie) est présentée et discutée dans le but d’en tirer certaines corrélations. Les échantillons couvrent un large éventail de types lithologiques provenant de plusieurs sites de tunnels. Basierend auf Laborversuchen, werden verschiedene Gesteinseigenschaften (Druckfestigkeit, CERCHAR und LCPC Abrasionsindexe) präsentiert und Korrelationen aufgezeigt. Occupational exposures to whole-body vibration (WBV) at different frequency domains may differentially affect human comfort and the musculoskeletal system. Under this presumption, a frequency-based weighting scheme has been adapted in many widely accepted standards for WBV measurement. However, there is very little human data showing a direct link between WBV frequency and musculoskeletal disorders. We conducted an epidemiologic study to examine the association between WBV frequency and prevalence of low back pain (LBP) and to identify determinants of specific frequencies associated with LBP in urban taxi drivers. Methods The WBV frequency data were collected from 247 professional drivers (aged 44.6±8.3) who participated in an exposure validation study 1 of the Taxi Drivers’ Health Study (TDHS) in 2000. 2 In accordance with the ISO 2631-1 (1997) methods, we measured the frequency-weighted acceleration over drivers’ seat surface, under conditions representing randomly assigned destinations. We developed a WBV record-replay system at the Liberty Mutual Research Institute (LMRI) in Hopkinton, MA, USA. This system includes two tri-axial accelerometers (PCB Piezotronics, NY, USA), one RD-130T PCM data recorder (TEAC, Tokyo, Japan), and one LMWBV meter 2.0 (LMRI, MA, USA). Only the vertical axis of seat-surface WBV frequency was used in this study. To characterize the WBV frequency curve, we manually identified the presence of any peak within each of the following frequency range: <4, 4-10, 10-20, and >20 Hz. Information about the operating vehicles and driving environment was either collected from the vehicle registration record (manufacturer, year of make, transmission, engine size, etc.) or directly measured (wheel-base length, seat inclination, etc.). Structured interviews were conducted by an occupational physician to gather information on LBP that had led to medical attention or absence from driving in past year. We used multiple logistic regression to estimate the prevalence odds ratio (OR) associated with the presence of each index peak frequency, adjusting for age, body mass index, professional seniority, daily driving hours, seat inclination, and the intensity of predicted root-mean-square WBV exposure in m/sec2. For any revealed WBV frequency that was associated with LBP, we constructed a multiple logistic regression model to identify the personal and vehicle characteristics associated with the presence of WBV peak within the indicated frequency range.

Occurrences of titanium, zircon, and other heavy minerals are widespread in Florida. Deposits concentrated as "heavy sands" by wave and wind action have been mined an or near Atlantic coastal beaches since 1916. An important inland concentration at Trail Ridge; .believed, to have formed along an ancient share line, was disclosed by preliminary investigations (1947) by the Bureau of Mines. This report describes investigations to determine the extent and grade of "heavy-sand" concentrations in other inland stabilized dune areas in the central and northeastern parts of the peninsular region of the State (fig. 1). Portions of the central highlands south of Trail Ridge and terraces and dunes in the coastal lowlands region, east and northeast of the ridge were investigated. Holes were drilled in 10 areas (see table 1 and fig. 2) along State and County roads and on private property. They were spaced 250 to 2,000 feet. apart to obtain a cross-sectional picture of "heavy-sand" content in the dune areas. These sections were generally placed in east-west directions normal to the general trend Of the peninsula to intercept one or more of the ancient shore lines in the various areas (figs. 3 to 13, incl.). A total of 433 drive piped and 333 jet holes were drilled, and 7,293 bulk and core samples were taken. Intermediate holes were placed at closer intervals when field analysis indicated 1 percent or more of heavy minerals present. All of the holes drilled and the analysis of samples that contain 1 percent or more of heavy minerals are listed in table 2. Profiles (figs. 14 to 20, inclusive) show the more favorable concentrations, which are irregular in outline and erratic in mineral content. The highest concentrations averaged 1.0 to more than 2.0 percent heavy-mineral content, but a few individual hole samples exceeded 3.0 percent in grade.
