My connection, under a commission from the Councils and Board of School Control of the city of Scranton, Pa., with a recent investigation of mine-caves and the resultant damages to surface-improvements, has led to the preparation, at the invitation of our Secretary, of the present paper. It is notorious that there are, in the anthracite-fields, frequent subsidences of the surface, due to the removal of the coal beneath. No particular attention is paid to such occurrences, unless they happen to injure surface-improvements. Many caves have happened in Scranton and its viciuity, which hare excited but little remark, since they have generally caused no serious damage. In August, 1909, a cave occurred in the Hyde Park section of the city, generally known as the West Side, which nearly destroyed school-house No. 16 and considerable adjacent property. Fortunately, there were no pupils in the building at the time; but the thought of the possible result, had the usual number of pupils and teachers been present, aroused the public to the gravity of the situation; and the School Board employed engineers to investigate the case. Two reports were made by separate sets of engineers, which differed in some particulars. These differences were pointed out in the public press and magnified, and the consequent agitation of the subject was taken up and greatly exaggerated by some of the metropolitan newspapers, giving to uninformed people the very erroneous impression that the whole city of Scranton was in danger of sinking into the bowels of the earth. All this tended to affect the credit of the city and to depress real-estate values. The matter was considered at a joint meeting of the Board of Trade, the Councils, and the School Board. The Hon. J. Le principe du tri optique et les principaux systèmes et modules servant au fonctionnement de l’appareil de triage sont décrits. un modèle a été développé pour analyser l’intérêt économique d’une opération de triage optique. L’étude est basée sur des données provenant d’une halde de minerai à faible teneur en or, déposé à la surface, et de minerai extrait des opérations souterraines courantes de la mine Beaufor au Québec. Les résultats de cette analyse indiquent que l’opération de triage optique permet d’améliorer grandement la performance économique; l’opération devient alors rentable pour des teneurs en or relativement petites.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. THIS is a day of surpluses, some good and some not so good. One can hardly pick up a newspaper, magazine, review or economic treatise without confronting the fact that we have or are threatened with more .of certain goods than we have use for, whether it be corn, wheat, cotton, coal or oil, -lumber, 'leather, newsprint, automobiles, zinc, lead, copper or what not. How did this unprecedented state of affairs arise? Who is to blame? How shall we avoid smothering ourselves in our own production? The voice of the farmer is raised in appeal to the Government to relieve him from the dilemma of his own fertility. In answer the Government employs thousands of experts and spends millions of dollars to aid the farmer. But to what end? To make him still more efficient so that he may produce even greater surpluses? "INTRODUCTION The Santa River Valley of northern Peru contains extensive deposits of a good-grade anthracite that offer one of the most accessible sources of solid-fuel supply for South America. This region is served by the narrow-gage railroad of the Corporation Peruana del Santa, which taps the coal fields along the Chuquicara River and terminates at the port of Chimbote, where facilities have been provided for loading coal into ocean-going vessels.This Government-sponsored corporation is prosecuting a vigorous program of development in this region, envisaging an intensively industrialized area around Chimbot Bay, fueled and powered by the anthracite of the upper valley and a hydroelectric generating plant now being constructed in the Cahn del Fate, where the Santa River has cut through the coastal range of the Andes.This development also includes the construction of extensive irrigation works to greatly expand agricultural production in the valley and thus estab¬lish the basis for a prosperous, well-balanced, industrial and agricultural community. It is hardly necessary to point out the importance of the local anthracite-mining industry to this general plan.At the invitation of the Peruvian Government, through the agency of David Dasso, chairman of Corpoacion Peruana del Santa, a technical mission was sent to Peru in March, April, and May 1945 to examine these coals and assist the corporation in promoting preparation of the coal for most effective use in the contemplated expansion of industry and trade."

Introduction During the last decade, the metallic minerals segment of the industry could be categorized as a "feast-or-famine" business. It is no secret that metallic minerals are cyclical. Employment opportunities greatly depend on the supply and demand for its mineral products. It is also not unusual for there to be a lag between the industry's manpower requirements and academia's ability to produce new graduates. Due to this lag, there will be years with manpower shortages, as in the mid-1970s. At other times, supply will exceed demand. The question is where will the jobs be in the years to come? This presentation will review reasons why employment opportunities have declined within the metallic minerals industry. It will also predict future demand for mineral engineering graduates. And it will outline strategies for obtaining an employment offer. Historical Review - Employment From 1977 through 1983, about 75% of all metal mining employees were directly engaged in production activities, down from 83% in 1965. This decline reflects increased use of labor saving equipment, and more government regulation and foreign competition. Metal mining's employment decreased from 74,000 jobs in 1982 to fewer than 68,000 in 1983 - an 8% decline. The overall industry is having these problems because of the general downturn in the economy. For example, at the beginning of this decade, US automobile and steel industries were in trouble. Interest rates were too high and volatile. This adversely affected construction, housing starts, and manufacturing. All these industries, being large users of base metals, drastically affected the metals industry. US copper companies are still having problems. Reports indicate that many copper employers have cut production, laid-off workers, and permanently closed mines, refineries, and smelters. A decline in the demand for US produced metal products, such as copper, obviously affects some mineral engineering employment opportunities. Other factors to consider when looking at employment opportunities and why it has become difficult for US metal producers to compete in the world market include: • The grades of ore bodies of many US minerals are considerably lower than the grades of ores being mined elsewhere in the world. • The grades of ore bodies currently being mined in the US are steadily declining. • Foreign producers are largely government controlled and are not necessarily subject to the realities of supply and demand. • US environmental regulations have considerably added to production costs. Foreign producers in most countries do not have to worry about these additional costs. • US mines are getting deeper. This adds to the cost of production because of the increasing distance the ore has to be transported. • Plants and equipment are outdated. Many companies find themselves operating with equipment and plants that need modernizing or replacing. This obviously hinders competitive productivity. • Labor and management have had problems. Work stoppages in certain mining businesses and high wage and benefit costs in relation to foreign producers place US producers at a disadvantage. • Much land is unavailable. The US government owns most of the land considered to have the best potential for minerals development. Most of this land is unavailable for mining or exploration. Therefore, it appears that finding employment with a company whose primary business is mining and processing most metals, such as copper, in the US will be quite restricted and competitive. Future Demand It is difficult to anticipate what key employment opportunities within the next few years will be available to mineral engineering graduates. The Engineering Manpower Commission estimated that US engineering schools awarded 72,471 undergraduate degrees in 1983 vs. 66,990 in 1982. This was the eighth consecutive year in which the number of baccalaureates awarded has increased. On a brighter note, the US government's Occupational Outlook Quarterly stated that the growth rate through 1995 for all engineers is an encouraging 49% over present levels. The paper discusses the improvements achieved after an external sparger flotation column was installed as a final cleaner at the Northam Platinum Ltd. UG 2 concentrator in South Africa. It further discusses the improvements achieved after the conversion of a conventional flotation column, utilized as cleaner in the Merensky concentrator, to an external sparger flotation column. Finally, the application of the above knowledge in the design and commissioning of an external sparger flotation column as final cleaner in the furnace slag concentrator, is also discussed. 1. FINAL CLEANER AT THE UG 2 CONCENTRATOR The MF2 designed UG 2 concentrator is processing 75 000 tonnes run of mine ore at a head grade of 4.0 g/t 3PGM+Au and a feed Cr2O3 concentration of 28 %. Since commissioning of the plant in 2001, Cr2O3 in final concentrate amounted to approximately 5 % of the total mass. Although final concentrate produced from the UG 2 concentrator is blended with final concentrate obtained from the Merensky concentrator before smelting, blended Cr2O3 values in excess of 1.6% lead to difficulties in the subsequent smelting process. Several options for reducing the amount of Cr2O3 in final concentrate have been evaluated namely:- ? Differing types of depressants at various dosing rates. This test work did not reduce the amount of Cr2O3 reporting to final concentrate by any significant extent. ? Reduction in mass pull to minimize the entrainment of Cr2O3 in the concentrate stream.. This process change had a detrimental effect on PGM recovery. Conclusions were drawn that conventional mechanically agitated flotation cells could not achieve the required selectivity without sacrificing PGM recovery. As a consequence an alternative mechanism needed to be incorporated for the final cleaning of PGM concentrate.

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the disabling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article. Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety.

Information and Communications Technology (ICT) is defined as ‘The goods and services that support the electronic display, processing, storage and transmission of information’. Early in 2002 the South African Department of Trade and Industry (DTI) commissioned a study into the diffusion and adoption of ICT in eight sectors of the economy. The platinum mining Sector was one of these. The key findings presented in this paper are based on the platinum sector component of that study. The paper examines the theoretical basis behind technology transfer and innovation diffusion and presents the results of an ICT diffusion survey carried out in the South African platinum mining sector. ICT is shown as the modern day technological tool which is an accelerator of economic development. The current state of ICT diffusion in the platinum mining sector is defined and projections for the near future are given. Recommendations which will ensure smooth and full adoption are presented and justified.

The topic of the relationships between energy and particle size has had two very active periods -the first in the early thirties, when the relative merits of Rittinger's and Kick's proposals were vigorously debated; the second in the early fifties, when Bond's Third Theory was published. This second stage has produced several contributions that have provided a clearer picture of energy /size correlations in comminution. Derivations of a general relationship have been made from single-fracture experiments and from the rate of comminution, and both methods arrive at an equation of the type E = AK-11? The constant A in the equation may be regarded as a grindability parameter. In some respects, an understanding of the phenomena associated with comminution is still lacking, and research in this field should therefore be expanded. Bacterial populations play an active role in mineral weathering in subsurface and near-surface environments e.g., supergene enrichment of Cu at Morenci, AZ. An invitro bacterial biofilm model was used to examine the interaction between Sporosarcina ureae and ionic gold(which is toxic) or amino acid-gold complexes in gold mobility. The immobilization of ionic gold was between80-90% for 1 week but as the available, cellular reactive sites became saturated immobilization decreased to 14%within 2 weeks. In the asparagine-gold system, gold immobilization occurred at a high rate (80-90%)throughout the experiment with limited toxicity towards Sporosarcina ureae.

Guidelines for publication of information defining the amount and grade of resource material available in a deposit are well established in Australasia?s JORC Guidelines, Canada?s National Instrument 43-101 and similar documents in South Africa, Peru, Chile and elsewhere (Table 1). These guidelines provide standards to apply regarding the geologic and geostatistical basis for describing the level of confidence to be assumed for an estimate of the amount and grade of material. All of them provide for a strict distinction between material that has been demonstrated to be economically mineable and that which has not, and all of them provide terms such as ?resource? or ?exploration information? to be applied to data regarding material that has not been demonstrated to be economically mineable. It is not until an economic study has been completed that we are allowed to apply the powerful terms ?reserves? and ?ore? to our deposit material. Indeed, the application of these eye-catching labels immediately tells the reader that an economic study has been completed by a qualified person, and that the results of the study were positive. While extensive guidelines are established for describing the level of confidence in published geologic data, and the nature of the economic study that should be accomplished before using the terms ?reserves? or ?ore?, surprisingly little guidance is provided regarding the process to use, and the level of detail to attain, for estimating capital and operating costs for the study. The intent of this paper is to lay the groundwork for development of suitable guidelines for the cost estimating process. While the codes do not provide specific instructions for the cost estimate, they do provide numerous hints and clues to help determine the level of detail expected and the type of procedure to apply in preparing the estimate. This paper will first review the various codes to gain an insight into the thinking of the drafters of the codes regarding their unstated expectations for the cost estimating process. Based on this review, a series of guidelines are proposed for this purpose.

"This paper considers the duty cycle of an electric cable shovel and correlations with measured passive seismic responses of the underfoot oil sands material in-pit. It has been observed that the cyclic activity during operation of any shovel in the oil sands environment causes the material to deteriorate and provide a less than ideal footing for this large item of equipment, whose dead weight approaches 1500 tons with a footprint of merely 75 sq. yd. Consequences are manifested in the form of carbody and side frame cracks, and associated downtime, maintenance activity, cost, and subsequent loss of availability.The objective of these considerations, as part of the Oil sands-Equipment Interaction Program (OsEIP), currently a joint venture between Syncrude Canada Ltd., James Progithin International (JPi) Ltd., Caterpillar Inc., P&H MinePro and the University of Alberta, is to identify and provide feedback to the manufacturer and end user of adverse shovel-ground conditions. This would enable the manufacturer to incorporate greater knowledge into the design process and the end user to direct operations in an enhanced proactive maintenance stance."

Open pit slope design has conventionally been effected as a bottom up function utilising available geotechnical information. This results in a decision criterion based on Probability of Failure and Factor of Safety with a risk assessment being carried out on the proposed design slopes. The design approach recommended reverses the process using fault event tree decision methodology. The consequences of this approach are that acceptable risk criteria have to be determined by mine owners. Slopes are then designed by the technical staff to achieve these corporate goals. Benefits that arise from the process are that the owners take a proactive decision on the risk benefit relationship allowing the technical staff to optimise the geotechnical exploration programme and design.

Environmental reporting by mining firms takes many forms and change frequently. The objective of these reports is related to increasing the legitimacy of mining firms with their diverse stakeholders. This study, focusing on internet-based reports, shows that there are considerable variations in reporting. This phenomenon is interesting because it belies the efforts pursued by leading industry members under iniatives such as the Global Mining Initiative and the Mining, Minerals and Sustainable Development project. The observed variation, both internally among reports and between reports and other industry policy statements, suggests that the industry needs to explore the possibilities for more convergence in terms of reporting quality. Based on theoretical constructs from the management literature we present a series of arguments defining necessary and sufficient conditions for durable and well-institutionalized reporting practices and standards.

"Today it is more important than ever to get the maximum possible return on capital invested in the processing industry. To this end the plant is often operated continuously and the choice of equipment is, consequently, extremely important.Screening spans a wide range of particle sizes and there are many different types of screening elements. The following types are common:1. Cloths and elements of rubber.2. Wire mesh screens with round wires.3. Wire mesh screens with profiled wires.4. Perforated steel plates.5. Elements of plastic.6. Gratings of steel beams.7. Gratings of iron rods.We would like to deal with two of these types namely rubber and briefly on plastics.We first introduced rubber screens to the Canadian Mining Industry in November, 1963. This stemmed from a conversation with the superintendant of one of Canada's largest screening plants containing 48 vibrating screens, with an average wire cloth life of 10 to 12 days. We contacted the manufacturer of rubber screen cloths who had supplied rubber screens to a mine in Northern Sweden for a 50,000 ton per day plant in 1951."

The Yarnell gold depoSit, located in the Weaver mining district of Yavapai County, Arizona is found within a structurally controlled, hydrothermally altered zone that occurs within a 1700 Ma granodioritic intrusive. Both potassic and sericitically altered rock that occur around and above the low-angle northeast striking Yarnell fault are known to host economic gold mineralization; a wider envelope of weakly-propylitic alterred rock also occurs in this area. During mineralization, strong sericitization accompanied several stages of quartz ± adularia veining, stockwork formation, and localized silicification and potassic replacement, in association with deposition of specularite, pyrite (now oxidized), and gold. The footwall of the fault is also sericitically altered but poorly mineralized. Mineralization along the Yarnell fault continues both northeast and southwest from the main deposit although the thickness of the zone and associated alteration envelope diminish away from the orebody. A sample of undeformed illite taken from the Yarnell fault zone was K/Ar dated at 69 ± 1.6 Ma; this date reflects a minimum age for both mineralization and latest movement on the fault. Gold mineralization is accompanied by modest increases in Ag, As, Cu, and Mo content. Both CO2-and H20-rich fluid inclusions were studied and suggest mesothermal pressures and temperatures of formation for the deposit.

NINE-TENTHS of the total anthracite deposits of North America are in Pennsylvania. Corrosion of pumping equipment by acid mine waters has been experienced at tremendous cost by mining companies in the anthracite region of Pennsylvania, for many years in many ways. The design and specifications of the large centrifugal pumps as provided in the proposed mine-drainage system (7-35, 45, 46, 48, 54, 64, 70, 71)° make it imperative that a metal or alloy be recommended that has the highest corrosion resistance and, at the same time, acceptable properties suitable for general workability (welding and machining). This report presents data on the corrosive and erosive effects of acid mine waters in the anthracite region on metals and alloys for pumping equipment and drainage facilities necessary to remove or control this water.

Oil shale industry of Estonia provides a significant contribution to the country’s economy, but causes a large number of different problems. In spite of high economical parameters of the current underground mining (room-and-pillar) technology it is not effective. Backfill technology will be applicable in condition of Estonian oil shale mines. Nowadays attention has been focused on the use of combustion and mining by-products as filling materials. Use of ash and limestone in mining industry is treated as a part of mining technology, not as a waste disposal. Underground utilization of wastes reduces the volume and area required for surface disposal, environmental taxes. It improves the quality of mining works. The use of backfill technology has great impact on mining practice in Estonian oil shale industry.
