A working group from Anglo American, BHP Billiton, Rio Tinto and Xstrata reviewed supply and demand for graduates from mining education departments in countries where they normally recruit: Australia, Canada, Chile, Western Europe, South Africa and USA. Departments are typically small and increasingly unsustainable, resulting in a steady rate of closure. Supply and demand for graduates in the minerals industry is cyclical, with supply lagging behind demand and trending downwards. Currently, supply is tight and the industry is trying to expand with an ageing workforce. Greater collaboration between universities and within the industry is recommended to address these issues.

Growing Greener is the single largest investment of state funds in Pennsylvania’s history, allocated to address the Commonwealth’s critical environmental concerns. Signed into law by Governor Tom Ridge on December 15, 1999, Growing Greener will enable the Department of Environmental Protection (DEP) to appropriate nearly $240 million over five years, to watershed restoration and protection, abandoned mine reclamation, and oil and gas well plugging projects. DEP has utilized these allocations in some remarkably innovative ways, as it: involves the cooperation of several state agencies, local governments, and grassroots organizations to address environmental concerns of the Commonwealth, provides funds directly to watershed groups based on locally determined decisions for local watersheds and offers a user friendly process. In three years, over $130 million in watershed restoration and improvement projects have been initiated.

Project Owners typically require General and Detailed Blast Plans when blasting close to important structures and specify the maximum allowable peak particle velocity for each potentially affected structure. Low, residential level PPV limits may be specified which significantly restricts the potential for blasting to be effectively used. Contractor’s responding to these contract conditions typically cite historic case studies which may, or may not, apply to the specific situation and/or types of structures for which limits have been set. During the year of 1972 ASARCO's Silver Bell embarked upon a project that would test a modified grinding circuit using direct digital compute against the performance of its other five grinding lines, implementation and subsequent outcome of that project has been previously reported in a paper by Pitts, et al. The main purpose of the present paper will be to describe major problems incurred during the implementation of this control strategy on the remaining five primary grinding lines and their solutions. Also included will be a discussion of changes made in operating philosophy and methods used since that report was written. Description The Silver Bell concentrator is a 10,436 tonne/day copper sulfide plant supplied by ore from two separate open pits approximately 4 km. apart. As well as receiving ore from these two main pits, ore is received from several exten¬sions of both pits. The ore bodies are variable in rock type and the extensions have increased this variability. Grinding is carried out by six primary, single-stage, 3.20M x 3.66M Allis Chalmers grate discharge ball mills in closed circuit with four Krebs D20B cyclones (Fig. 1). Each of these grinding circuits is controlled by four independent but interactive control elements. These control elements are the fresh ore feed, the water added to the feed end of the mill, the water added to the ball mill discharge sump, and the cyclone feed pump speed. At the present time, instrumentation for measuring primary process variables consists of Merrick weightometers for fresh ore feed, orifice plates coupled with differential pressure transmitters (dp's) for incoming water measurements, back-pressure diaphragm coupled with a dp for estimating ball mill discharge sump level, a magnetic flowmeter for determining cyclone feed velocity and a nuclear density gauge for measuring cyclone feed density. All measuring instruments develop electrical signals that are measured as 2-10 V DC "inputs o the computer interface.

Overexposure to noise is a widespread, serious health hazard in the mining industry, and causes hearing losses to a large percentage of the mining population. Recognizing this fact, the Bureau has a major on-going research effort to address this problem area. These proceedings include an overview of the Bureau noise control program and summarize nine selected noise control research programs.

The transformation of Polish economy, has contributed to the significant ownership changes and the way of management. Most of non-ferrous metals producers are now joint stock companies or stock companies, which shares are owned mostly by Polish shareholders, the State Treasury, banks or trading companies. However, as compared to the international tendencies, the cost of production of base metals in Poland are still relatively high, and the utilization of secondary sources is still very low. In this sense, the paper point out that some positive results of the current pro-ecological mineral policy in Poland have been already clearly visible in the case of non-ferrous metals smelters, where the emission of dusts and gases was significantly reduced. Therefore, if the current increasing tendency of world production of non-ferrous metals continues, Poland’s role as their primary producer will be reduced.

The survey work on protective canopy design was conducted in a 2-month period commencing November 15, 1973. The reported re¬sults under this contract are intended to provide guidance to coal mine operators in complying with federal regulations pertaining to incorporation of protective canopies on underground coal mine electric face equipment. All coal mine electric face equipment manufacturers and 11 coal mines were visited in the course of conducting this survey. Canopy designs currently being manufactured and those now being used underground were examined and discussed with manufacturers, mine operators, machine operators, and safety committeemen. The general objective was to find out what kind of canopies are now being made and used underground, what the operational problems are, and what can be done to secure improvements. Specifically, the survey scope was as follows: a. Survey all electric face equipment manufacturers. b. Survey 10 coal mines (seam height 60 inches and greater). c. Identify current production canopy configurations and minimum mine entry dimensions for each model and type of electric face equipment. d. Assess in-mine operation of canopies developed by manufacturers and/or coal companies. e. Specify optimal canopy configuration and minimum mine entry dimensions for each type and model of electric face equipment.

This Bureau of Mines report summarizes State severance taxes imposed on minerals and mineral fuels, provides a hypothetical example of how a State severance tax affects selected components of a firm's income statement, and uses the Bureau's Minerals Availability System (MAS) to estimate the effect of assumed changes in State severance tax rates on copper recovery cost at given levels of potential copper availability. A reduction of the rates to zero or a doubling of them results in changes in costs that are of the same order of magnitude as the cost of transporting copper to the United States from major foreign producing countries.

A new family of sulfide flotation collectors has been developed in our laboratory. These formulations are comprised of novel renewable materials combined with conventional reagents. The resulting diversity permits tunability of collector chemistry to meet a range of flotation problems. Several attributes of the new collectors are presented.

The paper refers two examples of structures located in seismic areas (Cases 1 and 2). The first one (Case 1) is the Torroal Bridge, located about 100 Km South of Lisbon, in the road Troia-Grandola. The horizontal loads due to the seismic actions were mainly carried by an anchor curtain connected, to the abutments, by reinforced concrete struts-ties. For the some purpose diaphragm walls were also placed under the pile caps of the column foundations. The second one (Case 2) refers to a building located about 50 Km South of Lisbon, at Sesimbra, near a cliff. To reduce the horizontal displacements of the structure due to seismic actions, in order to prevent the endangering of the cliff stability, an anchor curtain was adopted and connected, to the structure, by prestressed anchors.

The aqueous biphase separation process (ABS) has been used to separate ultrafine industrial minerals. The partition behavior ofTiO2, Al2O3, Fe2O3 and kaolin was not pH dependent. The partition behavior of SiO2 was, however, pH dependent. The partition coefficient of kaolin in PEG 3400/ Na2CO3 biphase system was 150 and that of the silica in the same system was 0.02, resulting in a separation factor of 8500 between kaolin and silica. The aqueous biphase separation system was used to separate free silica from kaolin in a raw clay sample from Mexico. The partition behavior of mica, feldspar and clay from North Carolina was also evaluated.

In 2006, the Mine Improvement and New Emergency Response Act (?2006 MINER Act?), Pub. L. No. 109-236, 120 Stat. 493 (2006) was enacted in a bi-partisan move to strengthen the 1977 Mine Safety and Health Act. This action followed several underground coal mining accidents at the Sago and Aracoma Mines in West Virginia and the Darby Mine in Kentucky. The focus of that legislation was, in part, to force technological development and implementation. It involved the recomposition and training of rescue teams. Requirements for sealing worked out areas of mines were changed when MSHA invoked its Emergency Temporary Standard (?ETS?) authority for the first time in many years. Increased penalty amounts were established for certain types of violations for all types of mining, and minimums were set for unwarrantable failure violations issued under Section 104 (d)(1) and (d)(2); 30 U.S.C. Section 814 (d)(1),(2). The entire 30 C.F.R. Part 100 penalty criteria was revamped in a rulemaking, effective in April 2007. The visions were ambitious and noteworthy and those in industry and government have spent the last four years working through the aftermath of intended and unintended consequences of these changes. The penalty structure arrived at in 2007 has proven unwieldy and has contributed to the increase in contested caseload now before the Federal Mine Safety and Health Review Commission. In essence, litigation under the Mine Act ground to a virtual halt when the number of cases increased but the budget for Administrative Law Judges, who hear the cases, and the Solicitor?s office who represents MSHA, was not increased. Addressing the backlog effectively was one of the major challenges when Joe Main was confirmed as Assistant Secretary in early 2010.

Ground calcium carbonate (GCC) and chemically precipitated calcium carbonate (PCC) have become important mineral-based commodities in recent years. GCC manufacturing generally requires high purity and high brightness deposits of marble, chalk or limestone as the stone source. PCC usually uses limes made from lesser quality limestone deposits. GCC products have a wide span of particle size, with a d50 size ranging from sub micrometers to as large as several inches such as those used in landscaping. PCC products are typically limited to less than 10 µm (1,250 mesh). Each PCC product has a narrowly distributed size range. GCC and PCC products tend to have higher levels of whiteness com-pared with other traditional filler and extenders, such as kaolin and talc. Published statistics of GCC production volume often vary due to the exclusion of certain size range GCC products. According to Roskill’s latest estimate, world GCC capacity was believed to exceed 56 Mt (62 millionst) during 2004 for all grades.

At one time explosives were the only economical means of rock tunnel excavation. Except in relatively long tunnels in the right rock explosives are still the cheapest means of rock excavation where they can be used. Today the most economical means of rock tunnel excavation is increasingly not the choice of the contractor. A good part of our work is for public agencies in urban areas and the public today is increasingly less tolerant of the disruption caused by our efforts. Owners in many cases have to direct their engineers to write specifications which severely restrict noise and vibration levels during construction. Sometimes specifications allow drill-and-shoot for starter tunnels only or even eliminate powder by fiat. Recent advances in the use of explosives such as sequential firing have made blasting more palatable to the public but are not enough in all situations. Thus the roadheaders on construction projects. In recent work I have seen the Alpine Miners, a Paurant Miner and the Robbins Mobile Miners used in several rock formations and now believe this type of equipment has a place in the tunnel constructor's choice of equipment. Rudy and I have not attempted to present a formula for choosing the best alternative excavation method in any given case because, of course, of the variables involved. We have simply tried to describe our experiences on a particular project and hope our observations will be of some value to tunnel constructors.

The proliferations of media sources and non-profits organizations in Ghana have put the negative impacts of mining on the ?spot?; this has resulted in public outcry about mining. Although, the gold mining industry has responded by implementing several voluntary measures to ensure sustainable mineral development, these critics label such measures as ?green wash?. In this study, a content analysis of newspaper articles of the Ghana Web Database was carried out after the collection of a total of approximately 900 newspaper articles from it. The data were statistically analyzed to chronologically examine the main media view points and the changing perception of mining issues as reported by private and public media. The results showed government, mining industry (Gold), illegal miners and non-profit & community groups as the main media view points and total of twenty-eight related gold mining sustainability issues. The findings of this study could be used by the gold mining companies to improve upon the communications of their unknown sustainable mineral development measures and to design effective communications and education programs for the public.

This paper provides a new approach to optimize the production planning in underground mines by means of evolutionary algorithms. Firstly, genetic algorithm is used to reach the global optimization in planning. Then, evolutionary programming is employed to obtain the partial optimization for each year. Introduction A computer program was developed for analyzing drum-type hoists before modifying an existing system or designing a new one. Its use permits the preliminary evaluation of a system before seeking technical assistance from mine hoist designers and manufacturers. The user-friendly program accepts a variety of data and analyzes hoisting systems for any balance state. The program can be used to calculate skip capacity to yield a desired production rate, solve for drum face width, select a permissible wire rope, estimate total horsepower of the hoist plant, and estimate annual power cost. Whether required for a large mining complex or for a relatively small operation, a hoisting system must be carefully designed to ensure the efficient, reliable, and safe flow of material. Because shaft sinking and hoist installation can total between 2.5% and 3% of the cost of opening a deep mine, proper hoist selection is critical. Today's mining engineer has at his disposal the most powerful design and analytical aid ever, the microcomputer. There is, unfortunately, limited software for the study of hoisting systems, unlike that for other materials handling equipment (Manula and Albert, 1980; Prelaz et al., 1964; Bucklen, 1969; Thompson, 1985). HOIST reduces a time-consuming set of calculations to a concise package of interrelated subprograms. A literature review revealed no common-user programs to analyze hoisting systems, although at least four major hoist designers/manufacturers/installers have their own in-house programs. To provide a tool with which the mining engineer could preliminarily analyze a materials hoisting system or could check the calculations of a hoist contractor, a computer program was developed. HOIST was written in BASIC for the IBM-PC for ease of program adaptation and to encourage field use on compatible systems. Details of program development are omitted, since the basic principles of hoisting analyses are relatively straightforward, simple, and readily accepted (Harmon, 1973; Nordberg, n.d.; Adler, 1957). Program features, intended usage, and benefits of the computerized solution are emphasized over theory development and mathematical rigor. Background The mine hoist system that is selected and installed at a mine is the "lifeline" of that mine, with installations lasting 20 years or more. Thorough study is warranted to ensure that productivity demands are met at a minimum cost per ton. The increased cost of a large, powerful, high-speed hoist must be offset by increased production to justify its selection. To optimize this tradeoff, an extensive hoisting analysis should be performed. The analyses to properly size the skip (or cage), the drum, and the hoist drive are conducive to computerization, permitting rapid evaluation of changeable operating and design parameters, such as velocity, acceleration, state of balance, and productivity demand. The program is particularly useful in conducting sensitivity trials, such as investigation into the effect of change of productivity on skip capacity and on horsepower of the hoist drive. HOIST is currently limited to the study of drum-type hoists with cylindrical drum(s). However, only minor changes to the program would permit analysis of friction hoists and conical drum configurations. Model development and testing The program is based on accepted equations and physical relationships. Examples of manual calculations formed the basis for decision points and program branching. Data is input in the order that it would be needed if the problems were solved manually. The choices are arranged likewise. HOIST was developed in sections, with manual solutions performed to check program logic. The testing became more rigorous as sections were completed. Output from one section becomes input for following sections, as appropriate. The simplified flow diagram of HOIST is given in Fig. 1.

Golden Sunlight Mines Inc. operates an open-pit gold mine and cyanidation plant about 11km (7 miles) northeast of Whitehall, MT. Golden Sunlight is a subsidiary of Placer Dome US Inc. Mining is accomplished with conventional open pit drilling, blasting and hauling methods. The mining rate is about 102 kt/d (113,000 stpd). Gold occurs as fine-grained disseminations in a pipe-shaped breccia and in immediately adjacent country rock. The ore body is low grade, averaging 2 g/t (0.059 oz per st) of gold. The metallurgical plant uses conventional carbon-in-pulp (CIP) technology. Daily throughput averages 6.5 kt (7000 st). Recoveries are enhanced through a sand tailing retreatment facility while a preaeration process reduces operating costs. The low grade ore dictates that maximum mill throughput at the desired grind size be maintained. Therefore, in October 1988, an Armco Autometrics (now Denver Autometrics) particle size monitor (PSM) 400 was commissioned. The PSM 400 is an on-line instrument. It measures particle size and percent solids in a slurry stream. The PSM pulls its own sample, deareates the sample and passes it through diametrically opposed ultrasonic sensors. The unit uses ultrasonic sound to measure the deareated slurry stream's particle size and percent solids.
