(l)The direct economic costs to this nation resulting from a decision to embargo South African strategic and critical minerals imports are estimated at $1.85 billion per year.2,3 About 94 percent of these estimated costs are for two platinum-group metals (PGM's), platinum and rhodium. The estimated costs of a 5-year embargo beginning in 1988 for the strategic and critical minerals analyzed are presented in Table 1.4 (2)There are sufficient alternative world sources to South Africa for manganese, chromium, palladium, titanium, and vanadium to meet U.S. industrial demand in the event of an embargo. (3)Alternative world sources to South Africa for platinum and rhodium cannot meet U.S. industrial demand. Non-South African world supply sources can meet about 40 percent of domestic platinum consumption requirements and 50 percent of rhodium requirements. (4)As a result of the increase in prices for platinum and rhodium during the embargo, expansion of domestic platinum-group metals mining and secondary production is expected. During a five year embargo, domestic primary and secondary production expand and together satisfy about one-third of U.S. platinum requirements, one-third of U.S. rhodium requirements, and over one-half of domestic palladium requirements.

Objective Provide mine safety personnel, MSHA, and equipment manufacturers with a comprehensive, up-to-date, and well-documented database of metal and nonmetal mine fire incidents in the United States from 1950 to 1984 and perform a statistical analysis of these incidents. The data-base is designed for use by mine engineering and safety personnel to aid in determining especially hazardous practices or conditions.

"In flotation circuits, direct measurement of the volumetric flow rate delivered by electromagnetic flowmeters is often difficult to obtain particularly due to piping and flow constraints. However, on-line material balance calculation could offer a reliable alternative to flow rate sensing. This paper describes an on-line material balance software package as applied to a copper flotation circuit for mass flow rate estimation mainly based on the output of an x-ray fluorescence onstream analyser. Rule-based procedures for the management of the main calculation modules are designed and integrated to a Comdale expert system. Attempts to diagnose the flotation process from mass flow rate data are also discussed.INTRODUCTIONThe need for improved process diagnosis, control and optimisation has become more evident for the mineral processing industry in the last decade. Therefore, new process variables need to be inferred or measured particularly in highly multivariable processes such as flotation. This process is subject to a wide variety of disturbances mainly generated by frequent and sometimes abrupt changes in physical and chemical characteristics of the ore and due to some irregularities in manual process operating procedures.A flotation circuit scheme is always a complex network counting more than two dozens of slurry streams. This contract is concerned with the construction of a Time Resolved Audio Dosimeter System consisting of one readout unit and several dosimeter units. The Time Resolved Audio Dosimeter System was designed and developed by the Bureau of Mines with the purpose of this contract aimed at obtaining additional units for further field testing and evaluation. All construction was in accordance with the Bureau of Mines design and/or Bureau approved drawings produced during the course of this contract. This report contains a summary of the construction efforts, problems encountered, recommendations and all drawings produced under this contract.

This paper reviews rehabilitation, closure, and post-closure management of the Tui, Golden Cross, and Martha Mines, all of which are located in the Waikato Region of New Zealand. There was no requirement for rehabilitation of the Tui mine, which was abandoned in 1973. There was a requirement to rehabilitate the Golden Cross mine. Mining at that site ceased in 1997, and rehabilitation is now well advanced. When first approved, there were some requirements for rehabilitation of the Martha Mine, but when reconsented in 1998, those were extended, and in addition a requirement for post-closure management was included. As a result, a Trust, funded by the mining company, has been established to take long-term responsibility for the site following completion of closure. The different rehabilitation/closure requirements at each of these sites illustrates that we have learnt something from the experiences of the past.

Purification of Nickel and Cobalt from Heap Leaching Effluents Using Ion Exchange Resins A comparative study among several chelating resins for purification of a heap leaching effluent from a nickel laterite ore has been finished. Chelating resins with iminodiacetate (IDA) and bis-picolylamine (Bis-PA) functional groups, from different suppliers, have been evaluated for their selectivity and loading capacities for nickel and cobalt over impurities. The two evaluated IDA resins, Amberlite IRC 748 and Monoplus TP 207, showed very similar results for both loading capacity and selectivity. Better performance was obtained at 7 BV/h at a pH of 4. Evaluation of Bis-PA resin showed that XUS 43578 has better performance than TP 220, with a 30 per cent higher loading capacity and superior selectivity for nickel over impurities.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

This paper addresses the challenges experienced by the designer and three government agencies during implementation of major improvements for the Turkey Creek Tunnel in Kansas City, Kansas. The tunnel serves as a vital stormwater conveyance system for upstream flood control. Major structural deficiencies were identified within the tunnel including complete loss of sidewall and invert. Without immediate attention, complete loss of the tunnel arch could lead to blockage and extensive remedial repairs under difficult conditions. Considering that tunnel flows must be maintained during construction, a phased design and construction process has been implemented to expedite stabilization of the erosion cavities followed by tunnel liner repairs.

"Methane hydrate is of interest as an alternative energy resource in Japan and the R&D program has been ongoing for ten years (MH21: http://www.mh21japan.gr.jp/english/). Rare-earth element-rich deep-sea mud (REE Mud) is also of interest as an alternative resource in Japan and an exploration program has been launched in 2013.For methane recovery from the hydrate, a depressurization method pumps up water in a production well and has been successfully applied in field production tests (MH21: http://www.mh21japan.gr.jp/english/). However, micro-bubbles, which appear in the hydrate dissociation and water recovery processes may present an environmental issue. It may stick on clay and silt particles that accompany the recovered water, and may disturb settling of the particles in the water separation tank. For exploitation of REE Mud, an air-lift system has been proposed in the feasibility study (Abe et al., 2012). The same micro-bubble issue is expected during the air, water, and mud particle separation processes. In this research, the authors conducted a preliminary tank experiment for clarifying the effect of micro-bubbles on settling behavior of fine kaolinite particles. The behavior was continuously recorded by a still camera and the images were analyzed by the gray scale intensity. From the results the authors found a suspension effect for the settling of fine particles as the result of micro-bubbles. The effect should be studied in detail for preventing some serious environmental impacts during deep-sea mining."

A novel approach incorporating computational fluid dynamics (CFD) and flotation modelling has been used for investigating flotation cell designs. CFD modelling has increasingly been employed to enhance understanding of the cell hydrodynamics in mineral and coal flotation. Opportunities for improving the flotation cell performance can be identify by modelling. The CFD-flotation model from CSIRO incorporates cell hydrodynamics that affect particle-bubble interactions. Information from the model includes velocities, turbulent dissipation rates, gas hold-up, particle-bubble attachment and detachment rates. The attachment and detachment rates have been found to be effective measures of cell performance for cell design.

A method of calculating anti-slide pile, sheet pile, underground diaphragm and structure with anchors etc. is proposeed in the paper. The effect of the various layers of soil, anchors and bracings etc. on laterally loaded structures may be considered in the model. In the analysis the structure is divided into a series of elements. The transfer matrices of both deformation and internal force are established for each element. According to continuous condition neighbouring element should be connected. Thus the deformation and internal force of each element can be found out in conbination with boundary conditions. The method has a wider adaptability and it can be applicable to a great variety of the analysis of interaction between various structure and soil. If parameters in model are selected properly, the computed results would be in good agreement with the measured data.

The Murray Mine was one of the first mechanized cut-and-fill underground gold operations in northern Nevada. At the end of 2002, mine production began to decline. So the mine entered a phase of remnant mining and began preparations to close down. The remaining mining took place along the ore waste boundary in previously condemned areas and in challenging ground conditions. To remain economically viable, new techniques were implemented in operations, geology, engineering and rock mechanics. These improvements pushed the edge of known and accepted mining practices and have allowed the Murray Mine to remain in operation.

Several areas at the DOZ haulage were observed for the crusher’s location. Initially the new crusher designed position was west of the crusher 1, but due to concerns of the mine crack zone (deep MLZ) the crusher position moved to the south. The new crusher location is situated in a diorite rock massive between 3053 – 3079 levels, with the overall excavation of 2500 cum and dimension of 14m long, 14 m wide and 14 m high. Main Crusher chamber itself excavated by development jumbo in three lifts. Development of access to the bottom crusher was developing the same time as chambering the top crusher. The pocket of the crusher mined with vertical crater retreat system which is initiated in one time after middle slot raise. Collaboration between production and perimeter blast holes to be obtaining in control the actual cuts as per the design shape.

Approximately 420 VertiMills« (VTM) have been installed in mineral processing plants throughout the world, mainly in tertiary and regrind applications plus several in secondary grinding duties. Metso Minerals (Metso) and the Julius Kruttschnitt Mineral Research Centre (JKMRC) have commenced a collaborative research program in stirred milling technology focusing on mill performance evaluation, model development and scale-up methodology. Industrial VTMs are being assessed using a consistent circuit survey protocol to evaluate the performance of VTMs in comminution circuits. The survey protocol includes identification and modification of sampling points, appropriate sampling techniques, controlled circuit stability, and best sample analysis practice. To initiate this study four surveys were conducted in the tertiary grind circuit in the Ridgeway Concentrator at Cadia Valley Operations (CVO) that treats the full circuit throughput of over 800 tph. To deal with the high feed rate the site opted to lead the world in the application of stirred mills by installing the largest VTM, at 3000 hp (2240kW) in closed circuit with a hydrocyclone bank. On average the operating work index was 13.1 kWh/t, reducing the secondary grind product by 40 - 50 ¦m to the required 80 to 100 ¦m range. The applied specific energy is relatively low in these low-intensity stirred media mills at 2.7 kWh/t. The size specific energy was 24.2 kWh/t-75¦m. Thirteen additional preservative/fire retardant systems were applied to Ponderosa pine and evaluated for flammability both before and after water leaching. The more promising four systems were given a thorough evaluation for flame spread, toxic gas and smoke density levels, resistance to decay, and compressive strength. The most promising system on the basis of history of usage in the mine, ease of application and low cost as well as overall performance is the Fyreprufe/ACC Albi 107A/ 144 combination. A survey of inspection tools and instruments, identified equipment which could be assembled into an inspection kit for use in determining the extent of decay and/ or impregnant retention levels in mine timber. A literature search identified those high fire hazard areas found in a typical mine. Timber and other wooden structures used in such areas should be treated with an acceptable fire retardant system. A survey of insurance companies revealed that the use of such treated timber in the mines would probably have little or no impact on the rate structure.

It is important to study the ventilation system in order to better design and control of the working environment in deep underground mines. With increasing depth, heat, and humidity performance may be reduced and impair the attention of workers. The purpose of this paper is to apply a complex; development-end model configured in the MULTIFLUX program, developed at the University of Nevada, Reno, USA. The MULTIFLUX development-end model template has been benchmarked against measurement results from two UK coal mines in previous studies. The present study is a test of MULTIFLUX application in a metal mine. The model incorporates the simulation of the air flow field in the drift and the auxiliary air duct; simultaneous heat and humidity transport from the drift wall; heat and mass exchange between the air in the drift and the ducts; and the evaporation of process water and/or condensation of vapor as governed by the psychometric conditions. The results are compared with field data, measured at the Lucky Friday Mine (LF) in Idaho, USA, an underground mine and also shown between the results from the MULTIFLUX-based model, and those from another program, Kduct, developed at the Kyushu University in Japan.. Most methods for the treatment of scrap printed circuit boards do not reclaim the components in working order as the boards are either fed to a copper smelter, to recover the valuable elements, or, simply landfilled. This work reports the dissolution of the solder in fluoroboric acid containing Ti4+ ions which was particularly selective for solder, allowing the components to be recovered. The solder was subsequently electrowon from the leachant. The boards were then shredded and the copper dissolved in ammonium sulfate and, then treated via solvent extraction to give an electrolyte suitable for electrowinning. The remainder of the metals were dissolved aqua regia, silver remained unattacked by the aqua regia, palladium precipitated as Pd(NH4)Cl6 in the presence of zinc and nickel, the gold was removed by solvent extraction and precipitated as nanoparticles. The aqua regia was then diluted and the zinc and nickel separated by solvent extraction.
