Strategic and tactical planning are both required in the mining industry but have completely different objectives and require different environments. If these are not fully understood, then the best value for a mining operation may not be realized. This paper examines the differences in these approaches and how they interface in the mining environment. The objectives, content, skills required and the implied management issues for these two components are examined with the hope that this will assist management and the planning teams in defining their respective roles and expectations. The opinions are those of the author based on his experience on several mining operations and projects.

Drilled shafts have become an economical foundation choice for bridges in the northeast United States, especially when they can be constructed over water without the use of cofferdams. For the Boscawen-Canterbury Bridge over the Merrimack River in New Hampshire, an unusual design was used to avoid the use of cofferdams and avoid the need for pier caps at the waterline. This design used a pair of integral drilled shaft ? columns to form a bent type of substructure for support. Drilled shafts were 8-foot diameter, about 90 feet deep, with 16-foot long rock sockets. These are integrally constructed with 6-foot diameter reinforced concrete columns extending 37 feet from the waterline to the superstructure. Design load cases focused on lateral loads from ice flows, stream flows, wind and seismic events. Alternative analyses using different methods were made to check the design results. This paper discusses the subsurface conditions, design of the drilled shafts and columns, rebar and joint detailing issues, and construction of the drilled shafts.

The Smelting and Converting El Teniente Process for copper concentrates as well as Slag Cleaning Furnace Technologies to treat slags coming out from the El Teniente Furnaces are widely applied today in Chile and around the world. Several industrial applications of this process have shown their capability to treat copper concentrates in a wide range of chemical and mineralogical compositions. Main operational parameters determining performance of the process are: oxygen enriched air flow rate, degree of oxygen enrichment, moisture content of the solid materials processed, molten material levels inside the vessel, frequency of molten materials tapping, bath temperature and copper losses in slags. In this work, the copper losses in the slags from El Teniente pyrometallurgical process are predicted by calculation from thermodynamic data and compared with those determined by microscopic examination and slag industrial data. Results obtained show that the main part of copper losses in the slag from El Teniente Furnace are mechanically entrapped or floated unsettled droplets of the coexisting matte phase. by the contrary the very low copper losses in the slag from slag cleaning furnace are limited by the physico-chemical form.

The National Institute for Occupational Safety and Health (NIOSH) has continued the research role of the former U. S. Bureau of Mines to develop techniques that will reduce the hazards in the mining work place associated with coal bumps. Current research focuses on both analyzing historical seismic data from bump-prone operations and utilizing a mine-wide seismic network to investigate the exact strata failure mechanics associated with bump-prone geology. The anticipated outcome of this research will be reduced bump incidences through advanced engineering concepts and designs which implement the new understanding of strata behavior. The analysis of the historic seismic data consists of correlating observed mining seismicity with the geologic and geometric parameters at the sites. The primary seismic parameters are the timing, location and magnitude of are corded seismic event. These parameters are correlated with such mining parameters as: the overburden, the size of the immediate gob, the size of the district gob area, etc. This detailed analysis of historical seismic data has provided an informative quantifiable relationship between many of the specific mining parameters and the induced seismicity. The second aspect of the coal bump research is the instrumentation of an appropriate field site to determine the main roof, floor, and gob behavior associated with bump behavior. The chosen field site is a deep-cover longwall mine with competent geology in a historically bump-prone area. The primary field instrumentation is a three-dimensional, full-waveform, seismic array with both surface and underground sensors surrounding an active multi-panel district. The purpose of this seismic array is to determine the timing, the exact location, and the mechanism (tensile fracture, bedding plane slip, etc.) of the failure of the strata surrounding the active and multi-panel gobs. The preliminary results presented in this paper help to define the strata failure areas around the longwall panel.

Mine seals are used in underground coal mines throughout the United States to isolate abandoned mining areas from the active mine workings. The objective of adding inert gas to a sealed mine area is to quickly reduce the oxygen concentration in the sealed area to a level that will not support combustion. In the US, this process is typically conducted from the ground surface and because surface-to-mine access is constrained by so many variables, it is very difficult to provide a source of inert gas to the place where it is needed underground. To alleviate this problem On Site Gas Systems, under a NIOSH contract, built a nitrogen (N2) generation plant that operates in the underground environment. The purpose of this work was to create a reliable in-mine mobile plant that would extract N2 gas from the mine atmosphere and use the gas to create and maintain a safe sealed mine area. The plant is based on a novel design using pressure swing adsorption technology and is sized to fit on a standard shield car or mine dolly for easy transport in and around an underground coal mine. The plant is capable of producing about 900 scf/min of N2 gas at ambient mine conditions. After an exhaustive series of laboratory tests, the plant was field tested at the NIOSH Safety Research Coal Mine (SRCM) where a portion of the mine was sealed and rendered inert. During the test, the movement of the injected gas was monitored at several underground points to observe the progress and extent of the inerting process. This paper describes the plant design and the results of the field test at the SRCM. Africa has a long history of mining and has been one’of the world’s greatest sources of gold and other mineral resources since the days of the Egyptian pharaohs. Mining in Africa has been dominated by South Africa since World War II. However, in the past 10 to 15 years, other African countries are beginning to slowly catch up with South Africa. Ghana, formerly called the “Gold Coast” is located on the West Coast of Africa. Ghana has been involved in mining activities for well over 100 years. Most of the mining activities centered on the mining of gold and were to a large extent limited to underground mining methods. With a more liberal economic policy regarding the exploration and exploitation of Ghana’s mineral resources, mining activities are beginning to evolve to a much larger scale. Drilling and blasting which is an important aspect of this evolution is also changing due to the involvement of foreign-based mining and explosives companies.

Heat and humidity buildup within refuge alternatives (RAs) may expose occupants to physiological hazards such as heat stress. The Mine Safety and Health Administration (MSHA) regulations require RAs in underground coal mines to provide a life-sustaining environment for miners trapped underground when escape is impossible. RAs are required to sustain life for 96 h while maintaining an apparent temperature (AT) below 95 °F (35 °C). The National Institute for Occupational Safety and Health (NIOSH) tested a 10-person tent-type RA, a 23-person tent-type RA, and a 6-person metal-type RA in its underground coal mine facilities to investigate the thermal environment over a 96-h period. The test results showed that mine air and mine strata temperatures surrounding an RA occupied by simulated miners (SMs) increased over the 96-h test period. The test results suggest that RA manufacturers should consider this increase in temperatures when calculating and evaluating RA components during surface and laboratory tests. The findings can equip stakeholders with additional considerations for calculating the interior heat and humidity temperature profiles for occupied RAs not tested in situ

Impregilo/SA Healy JV recently completed this Project using the first slurry shield TBM’s in the United States. The Project used two TBM’s to mine 18,000 feet in sands, gravels, and silty alluvial materials under the Willamette River and downtown Portland, Oregon. This paper discusses alignment and geological conditions, equipment selection and plant setup, and tunnel excavation means and methods, parameters, and results. Extensive hyperbaric operations were required and will also be discussed.

This study examined the group differences in accident susceptibility among underground coal mine workers accounting for their personal and workplace characteristics. A logistic regression model was used for this purpose. Data were collected from five underground coal mines for a period of four years. The case study results revealed that different age and experience groups of workers bear no significant differences in their accident susceptibility; however, the workplace location and occupation groups show significant differences in their risk of injuries. It is inferred based on the logistic model results that among the three occupation groups, the face workers are more susceptible towards accidents/injuries compared to the haulage and other workers. Other Federal agencies have been coming to the Bureau of Mines for help with the purchase and utilization of fuel, largely coal, almost since the day the Bureau was created in 1910. The requests covered a wide range of fuel- economy problems and included boiler-water treatment after it became apparent that water-formed deposits on heating surfaces acted as insulators, decreasing heat transfer and impairing fuel efficiency. Dr. Ralph E. Hall, a Bureau of Mines physical chemist determined the 3 reactions that cause adhering scale to form in boilers (7)2 and went on to introduce scientific principles into water treatment for scale prevention (8). Widespread publicity of these achievements increased the requests for help from Federal steam-generating plants. Since no other Federal agency (even those which were more directly concerned with testing water) wanted to provide boiler-feedwater service, the Bureau decided to continue to give requested help to Federal agencies, Later, the Congress endorsed such agency cooperation as an economy measure,

"Using hyperbolic relationships for the non-linear responses of shaft and base resistances, a method is proposed for estimating initial shaft and base stiffnesses and ultimate shaft and base resistances of a pile from pile load test results. An iterative procedure is used to arrive at the values of shaft-soil and base stiffnesses and the ultimate shaft and base resistances. The method is applied to load - displacement data available from pile load test results to illustrate its efficacy.INTRODUCTIONA pile foundation is the most effective and economical solution in transferring large vertical loads to deeper depths. As the pile is subjected to axial load, the soil mass surrounding the pile is vital in providing vertical support for the pile. The nature of pile–soil interaction is three dimensional and to complicate the problem further, response of soil is nonlinear. Finding a closed form solution to such problem is extremely difficult. Several methods were developed to study and predict the response of the composite pile–soil system. Faruque and Desai (1982) implemented both numerical and geometric non-linearities in their three dimensional finite element model. Rajashree and Sitharam (2001) developed a nonlinear finite element model of batter piles under lateral loading using a hyperbolic relation for static load condition and modified hyperbolic relation, including degradation and gap for cyclic load condition.The ultimate capacity of the pile is estimated considering the strengths and unit weights of soil layers with depth, overburden pressure and other relevant parameters. The estimated capacities always need to be validated by conducting initial maintained load test. The estimated capacity may differ with the actual at site since the values of strength, stiffness, interface resistance between pile and soil, lateral earth pressure coefficient with depth and soil stratification, etc., differ from the design parameters considered for estimating the ultimate capacity of pile. The estimation of axial capacity of piles involves considerable uncertainties in selection of appropriate design parameters and the design rules are not always consistent with the installation procedures/processes involved."

The Explosive Destruction System (EDS) has been designed at Sandia National Laboratories for the disposal of chemical munitions (phosgene, mustard gas, sarin etc.), many dating back to World War I. EDS is a portable system that is trailer mounted and consists of a vessel into which a chemical munition can be loaded and opened for neutralization with linear and conical shaped charges. Gases are contained within the sealed chamber. The linear shaped charges split the munition in two and the conical shaped charge (CSC) is aimed at the explosive burster, in each munition, which is detonated by the resulting shaped charge jet, Toxic chemicals remaining in the vessel following detonation are neutralized and disposed of. This paper documents the development of a new CSC needed to reliably detonate explosive bursters in an expanding array of chemical munitions that are beyond what the EDS device was originally designed to eutralize. Design of this new CSC was controlled by the need to deliver energy above the detonation threshold into the explosive after penetrating the outer steel casing, fluid, the burster casing and finally the explosive. Design considerations were driven by jet conditions at the steel/explosive interface inside the burster. Parameters to consider in CSC design include: 1) diameter, 2) liner thickness, 3) liner position in body, 4) explosive weight, and 5) liner shape or interior (apex) angle. The effects of these parameters on final CSC performance are examined in detail. CSC’s that meet the design specifications have been manufactured and tested. The performance of these charges are compared with the original design requirements.

The purpose of this U.S. Bureau of Mines effort was to determine if ground movement caused by mining-induced subsidence is directly transferred to a structure and, if so, how that transfer takes place. Four concrete block walls with foundations were constructed and monitored over an active longwall panel. Three of the walls were located perpendicular to the direction of mining in zones where maximum inclination, maximum tension, and maximum curvature were predicted to occur. The fourth wall was constructed along the centerline of the panel, parallel to the direction of mining. All of the walls and the surrounding ground surface were instrumented with conventional survey monitoring points and extensometer stations to observe the vertical and horizontal movements. The fourth wall instrumentation also included continuously recording tiltmeters. The results of this investigation indicate that these simple structures respond to subsidence in a similar manner as the ground surface. This suggests that once the transfer mechanism is more fully defined, prediction models can be developed to accurately estimate the effect of mining on surface structures.

High temperatures encountered by mine rescue teams during emergency situations may cause severe physiological strain, hindering the men from carrying out rescue and recovery missions. A prototype ice-cooling garment (ICG) was developed by the Bureau of Mines to alleviate physiological strain due to heat stress. The effectiveness of the garment was tested with acclimatized and unacclimatized subjects at a typical work rate (1,200 Btu/hr) expected during rescue operations and at various hot environments (97° to 113° F dry bulb and 80° to 89° F wet bulb). During exposures with the ice cooling garment, the subjects were able to maintain a safe deep body temperature of 100.4° F or below Without the garment, the deep body temperature rose beyond values of 100.4° F, a condition considered unsafe for continuous work in hot conditions. Both heart rate and skin temperature values were lower while wearing the ICG. Subjective observation also indicated a marked benefit by wearing the ICG.

The recovery of natural gas (primarily methane) from coalbed deposits is an established and growing source for the U.S and accounts for over 7% of its total production. The gas from on-purpose degassing is often pipeline quality and requires only compression and dehydration before being admitted to the pipeline grid. However, the raw gas is sometimes contaminated with nitrogen (N2) and/or carbon dioxide (CO2) that can make the gas inadmissible to the transportation pipeline. In general, the N2 must be 4% or less and the CO2 should be 2% or less. In treating gas produced from virgin coal bed or from degassing operations where CO2 is present, amine systems are traditionally used for its removal. Engelhard’s Molecular Gate® adsorption system offers an attractive alternative due to its skid-mounted equipment, low pressure and unattended operation, cost and high on-stream reliability. Natural gas can also be sourced from the residual coal, after the coal has been mined. This source can be the GOB or gas remaining in abandoned coal mines. This source is almost universally contaminated, often with a combination of CO2 and N2. If the source is from air intrusion, the source can also be contaminated with O2. In treating CO2 / N2 contaminated feeds, the Molecular Gate adsorption system removes both of the impurities along with a level of O2 within a single processing step. To date, ten Molecular Gate units are underway with three systems having been installed for upgrading gas from abandoned coal mines. The technology consists of specialty adsorbents and advanced PSA processes that are jointly offered as fabricated packaged equipment by Engelhard Corporation and Guild Associates, Inc. Upgrading requirements, project challenges and project arrangements are discussed in this paper.

Labrador City is some 912 air kilometers northeast of Montreal, and 417 ratl kilometers north of Sept-Iles, Quebec.Over 2,800 employees work at the Carol Project to produce some 20.0 million tonnes of concentrate and 10.5 million tonnes of pellets annually.In 1979 our Training Department started to develop the DACUM System of training for our Concentrator Operations Department.DACUM is an individualized, self-learning, training program. It is both a curriculum plan and an evaluation instrument.To date, the DACUM System has been completed for all occupations in the concentrator and work will commence shortly to develop DACUM for our Pellet Plant and Mine Operations Departments."

This paper firstly reviewed the state of the art in the recycling of used Printed Wiring Boards (PWB), and then presented part of the authors study on the combustion of PWB powders with and without the addition of catalyst. During the combustion of PWB powders without catalyst addition, there were two obvious exothermic reactions, one at 300-380oC, the other at 450-500oC. With the addition of catalyst during PWB combustion, there were no obvious exothermic reactions, indicating that dehalogenation reactions are not exothermic: The results showed that NaHCO3 and CaCO3 were very efficient to control the emission of Br2 and C6H6, lowering 80% compared to the case without catalyst, Na2CO3 can slightly control the emission of Br2 gas but not for C6H6 gas mission, and NaOH has no any effect of the control of both gases.
