The Bohai Oil Company has applied all together 11 jack-up oil drilling rigs (movable platforms) (1) which can be classified in terms of their forms of foundations into two types: the integ­ral mat and the column legged, as demonstrated in figure 1. Figure 1 a) indicates the entire structure of the sunk cushion type, i.e. the one with a box-like sunk cushion serving as its foundation by directly sitting on the sea bed. The length, width and height of the outer sides for the sunk cushion stand at 45.8 x 38.0 x 3.3m ( for Rig Bohai No.2 ) and 50.6 x 33.2 x 4.88m ( for Rig Bohai No.6 ), the relative areas of theirs being 1475m2 and 2008m2 respectively and both bigger than the plane areas of the rigs. With a view to realize a convenient drainage of mud while sinking, two holes of 14 x 14m and 32 x 18m in size are constructed in the center part of the sunk cushion. When work sets off, the underside of the sunk cushion operates as a foundation, the sunk cushion being connected to the platform by hull columns which transmit the load of the platform down­wards to the sunk cushion that passes it further onto the subgrade. [ ] Column legs for rigs may also be grouped into two categories considering their features: columns with and without boots. The bodies of boot columns are made up of trusses, whose bottoms, are boot-shaped with a big diameter. The diameter of boot columns of the rigs applied by the Bohai Oil Company shows bigger and it may reach 12 or 18m. In the boot columns, the transmission of the platform's weight into soil is done by the underside areas of boots. While in the case of the vertical columns, which are of cylinder columns of steel with sealed bottom ends shaped inverted arch, the entire drilling platform is supported by the carrying force delivered by the bottoms of these steel cylinders and the frictional force rendered by their outside walls. Such a type of columns is featured by a small diameter, 3m in general. Figure 2 exhibits the schematic diagram of sections regarding the two types of column legs.

The primary motivation underlying the proposal of polygeneration systems for mine sites is to increase the efficient use of natural resources by combining different technologies and energy resources while satisfying energy service demands. For many mineral producers, particularly in Canada?s mining extremes of climate and depth, energy in support of mineral production can be the second largest cost centre after labour. A generic methodology is proposed for the design of energy supply systems in mine sites, based on a search for the minimum discounted cost of energy supplied for all feasible different plant configurations. These configurations can be represented within a connectivity matrix which corresponds to a network representation. A Mixed Integer Programming formulation is set out for the multiperiod synthesis and operational planning problem. This is characterized by i) binary variables for the selection of technologies, ii) integer variables for the determination of the number of units installed, and iii) by continuous variables for the representation of energy and economic flows. Through the integration of particular energy supply strategies matching specific mine circumstances (on-grid, remote, degree days, etc) and consideration of technologies that improve energy efficiency, hitherto not considered new technologies and demand management systems or new perspectives on optimal mine site energy supply can be investigated. Some of these investigations identify the economic conditions through which biomass energy feedstocks should be used, for direct heat production, for gasification and providing for Fischer-Tropsch syndiesel manufacture. As well as integrating demand from mobile diesel-fuelled plant into an optimization procedure that hitherto has only been considered for static energy production and consumption plant, this analysis shows how the techniques can be used to explore economic conditions of threshold prices for biomass (purpose-grown biomass and peat are considered herein) and trucked-in diesel. The methodology also allows for electricity and syngas storage and diesel and biomass bunkering. Within the paper the energy demands for a remote, open pit mining operation located in Northern Ontario are considered as a case study to illustrate the technique and investigations. As expected, for mines close to electricity, natural gas, and diesel distribution infrastructures, the optimal choice is to connect. When a constraint is applied specifying that connection is not possible, as would be for the case exemplified, the optimal choice includes some of the more exotic options for mine site energy supply.

The history of iron construction in this country well illustrates the three phases of thought described by Auguste Comte, the French philosopher. The first is the era of faith, when belief in the safety of structures rests on the authority of the designer. The second is the era of criticism, when plans of structures are analyzed with much mathematical skill, but the data upon which the chain of reasoning depends is assumed upon insufficient experiment. The third, upon which we are now entering, is a scientific era, which demands experimental proof. It also demands that this proof shall be derived from experiments made on full-sized specimens, such as are in actual use, and not upon toy models. Until the construction of the United States testing-machine, now at Watertown Arsenal, it was impossible to make such experiments with accuracy. We now have a machine in which we can test full-sized specimens of every part of a bridge or other structure that we want to use, and under the same conditions in which it is actually used. The next thing is to get money to make these experiments available. No private individuals can afford to do it, and even if they could, they might wish to keep the results to themselves. So that the next point is that we want money, and that, I believe, everybodly thinks we should ask Congress for. We want also, as has been said, some one who shall make a business of testing, and who has plenty of time. Persons who are employed in private business are too much in a hurry; they want to do a thing and get done with it, and then do something else; but government officers are entirely free from this feeling; time to them is of no account, and in experimenting that is the very element that is of value; it does not do to be hurried; the great thing is to get it right and to test your results, and go over it, again and again. And the experimenter who operates the machine must be some person educated up to the use of it. We then want a general advisory board who will indicate a plan of experiments, collect the results; and publish them. He took a great interest in technical matters and his inclination was strongly toward research investigations. At the same time he was effective in manual and mechanical work and was generally found working side by side with the men under his direction. His nature was unselfish and he was extremely popular socially. He was a member of the Coeur d'Alene Commandery, Knights Templar. Stanly A. Easton. Lieutenant.Louis Baird Louis Baird, a Lieutenant in the Royal Field Artillery of the British Army, died on the battlefield in 1915. Lieutenant Baird was born July 28, 1880, at Stirling, Scotland. His technical education was obtained at King's College, Melbourne, Australia, in 1893 to 1895, and at the Technical College at Glasgow, Scotland, in 1897 to 1900. After an apprenticeship with the Mexican J. & 8. Rec. Co. of Mexico, lasting from 1900 to 1903, he became mill superintendent for the Cia. Minera Benito, at Juarez, Zac. During the year 1905-6 he was assistant manager of the Caridelaria y Anexas, at Pinos, Zac., and from 1906 to 1907 was engineer with the Cia. Minera Jalisco, San Sebastian, Jalisco. At the time of his admission to the Institute, in 1908, he was practising as a mining engineer at Etzatlan, Jalisco, Mexico. For the next four years he practised his profession in the City of Guadalajara, Jalisco, removing, in 1913, to Ixtlan del Rio, in the State of Tepic. It was from here that he returned to England to put his services at the disposal of the British Government. The Institute is not definitely informed as to how, where, or when Lieutenant Baird met his death. iCaptain John H. Ballamy John H. Ballamy, Captain on the Regimental Staff of the 103d Engineers, was killed near Fismes, on Aug. 9, 1918. Captain Ballamy was born at Plvmouth. Pa.. in 1886 and graduated from' the High School of that town in 1903. In the following year he began work as a coal miner, and at the same time began the study of mining engineering in the evening and any other spare time. In attempting to assess the contributions of Antoine Gaudin to the profession which he illuminated for almost a half-century, we will need to examine a very broad canvas. He was active in three significant areas: as a teacher; in research, both through his own endeavors and those of his students; and as a consultant to the mining industry and to the Government. Beyond these specific contributions, there was the major personal influence he had on scores of students, friends, and colleagues in the profession. If a single measure of the man's contribution is to be found, it will be the extent and direction in which he influenced the practice of his profession. To find this we should examine the state of miner- al processing when he began his activities in the 1920's, the progress which has taken place over the past half-century, and the part his activities played in this advance. However, there is a provocative and broader examination which I have chosen to make instead. This is to examine the past century in mineral processing through the lives of three men who, by common agreement, stand on the heights, both in teaching and in their contributions to industry: Robert H. Richards, Arthur F. Taggart, and the man whose memory we honor this evening, Antoine M. Gaudin. Their careers, by coincidence, cover just a century. This is also AIME's first century, and the first century of mineral industry education in the United States. In fact, mineral processing itself on any significant scale in the country encompasses only a century and a quarter. BEGINNINGS OF PRACTICE IN THE U.S. Before the 1840qs, U.S. mining, except for coal and iron ore, was on a small scale and was confined to the eastern states, with processing practically nonexistent. The 1840's saw the beginning of Michigan native copper production, including ore dressing; the 18501s, iron ore production in Minnesota; and the 18601s, lead production and processing in Missouri. But the most explosive event was the California gold rush after 1848, which not only brought tens-of-thousands of fortune hunters to the West, but also catalyzed broad mining activities and processing within the following decades. The mines of the St. Joseph Lead Co. in St. Francois County, Missouri, form a roughly triangular area of about 45 square miles. Locally this is known as the Lead Belt. The four operating mines in the area at present are the Federal, Leadwood, Desloge, and Bonne Terre, in decreasing order of mine area and daily production. Mining began in 1864 and has been carried on in the district continuously since that time. As a group, the Lead Belt mines now handle 20,000 gal. per min. of water, average head about 465 ft., against a normal daily ore tonnage of 21,200 tons. For a six-day operating week this gives a ratio of 6½ tons of water per ton of ore. Total average pumping in 1931 was about 15,000 gal. per min. Since that time a large area of virgin territory has been opened, much of which has had temporary flush flows. About 75 per cent of the water enters in certain restricted very wet areas. Production figures are given in Table I. The figures by divisions for 1931 and 1941 are not exactly comparable, as there were several transfers of pumping loads from one division to another during that period of time. Geology The, basement formation in 'the Lead Belt area consists of the pre-Cambrian rhyolite porphyry and granite. Overlying this is the La Motte sandstone, of Middle Cambrian age, which offers a good medium for circulation of water. It varies in thickness up to 400 ft. Above this is the Bonne Terre dolomite, approximately 375 fl. thick, which in turn is overlain by the 150-ft. Davis shale. The formations above this, present in the Lead Belt in small areas only, are of minor importance. The ore bodies occur as large, horizontal tabular masses or as long, narrow runs; they are found throughout the Bonne Terre but largely in the lower 150 ft. The rather indefinite contact with the La Motte is a favorite ore horizon. Milling is entirely by open stope and pillar breast systems. To the south, west, and north of the district, sandstone outcrops are few and limited. Heavy faulting bounds The district on those sides and probably there is little if any artesian circulation from those directions. To the east, the La Motte rises to an outcrop area of about 40 square

A SHORT time ago I paid a visit to the alluvial gold fields on the tributaries of the Chaudière River in Beauce County, Quebec, in company with A. 0. Dufresne, late manager of the Champs d'Or Rigaud-Veaudreuil, and now Assistant to the Superintendent of Mines of the Province of Quebec. As the conditions under which the gold occurs in this district are not very generally known, and present some interesting features, a brief description of these conditions, and a consideration of the causes which gave rise to them, may be of interest to other mining engineers. During the latter half of last century the country was visited by many mining engineers and geologists, and many references to it may be found in the reports of the Geological Survey of Canada between 1848 and 1911. The most important of these are by J. A. Dresser and J. Keele and the late Robert Chalmers. The Department of Colonization and Mines of the Province of Quebec also published a report with map on the district by J. Obalski. From the earliest times the valley of the Chaudière River formed one of the main avenues of approach to the St. Lawrence in the vicinity of Quebec from the country to the south as far as the seaboard of the States of Maine and Massachusetts. The Indians had a well-known trail along the banks of the stream, and armed troops and foraging parties constantly moved backward and forward along it between Quebec and New England in those insecure times before the ceding of Canada to Great Britain. Even yet the natural advantages of this old military route are recognized, and the government of the -Province of Quebec has now under construction along it a magnificent highway from Quebec to the International Boundary Line, which is to form part of a through highway from that city to Boston; The land along the valley is naturally well suited for agriculture, and about the end of the eighteenth and the beginning of the nineteenth centuries farmers began to go back from the St. Lawrence, and to occupy the higher lands along the upper portions of the Chaudière Valley. This settlement has gone on until now the country is peopled with a prosperous agricultural population.

"The unique properties of molten carbonates offer a large scope of applications in the field of energy. In effect, these molten salts are in the center of chemical and electrochemical reactions involving carbon and carbonaceous species, carbon dioxide and carbon monoxide, significant for energy generation or even for the production of fuels. Moreover, such media have also an oxidative character; they dissolve molecular oxygen and oxygen reduced species, O 2-, O22- and hypothetically o-, which may have an important role in waste treatments, homogeneous catalysis and synthesis of oxides. In this presentation, an overview will be given on the principal physicochemical properties of molten carbonates, before focusing on their main known application, the molten carbonate fuel cell (MCFC). Progress in other new fuel cells applications will also be analyzed, such as direct carbon fuel cell (DCFC), hybrid carbon fuel cell (HDCFC) and composite high-temperature fuel cells combining the features of MCFC and solid oxide fuel cell (SOFC). Afterwards, membranes for the separation and capture of C02 will be reviewed. Finally, other topics, as the oxidative coupling of methane in molten carbonates, will be briefly mentioned.IntroductionIn the thirty past years, the molten carbonate science and advances have been mainly dedicated to the understanding and optimization of the molten carbonate fuel cell (MCFC), which is still a major issue in the heart of a new vision of energy development. More recently, new topics related to other kinds of fuel cells (DCFC, composite SOFC/MCFC systems) and C02 capture have emerged and are concentrating important research and technological efforts. Moreover, new fields of implementation, related to molten carbonates, are also present: geology, glasses, production of nanocarbon particles etc. Considering other areas where this molten phase plays a major role, such as catalysis, waste destruction, surface treatment, it can be confirmed that the field of molten carbonates is very rich and offers many opportunities for fundamental science and competitive applications. Whatever their specific application, molten carbonates activity is associated to more efficient energy systems with low production of C02 and, in a prospective sense, to non-polluting energy using the value of C02. A recent event, the International Workshop on Molten Carbonates & Related Topics, IWMC201 I, held in Paris in 2011 , have put in evidence the importance to improve and exploit this investigation and technological domain."

With the exception of exploration geological work that is being prosecuted in various parts of the mainland of Arabia, the only new developments in Arabia during 1934 were on Bahrein Island, which is in the southwestern portion of the Persian Gulf, approximately 25 miles from the mainland of Arabia. Here the Standard Oil Co. of California, through its wholly owned subsidiary, The Bahrein Petroleum Co., Limited, has continued to carry on a systematic drilling campaign and has constructed camps, pipe line and marine loading facilities. During 1934 eight wells have been completed at depths ranging from 2058 to 2253 ft. These wells have shown average initial productions ranging from 1500 to 5000 bbl., with one, No. 15, estimated as being capable of flowing as much as 11,000 bbl. per day. The oil is asphaltic in character and has a gravity range of from 32' to 34' A.P.I. The locating of all new wells has followed a plan of orderly development, with the ultimate object of obtaining efficiency of operation and maximum production. The wells are taking a penetration of 200 to 250 ft. of the lower or so-called Main productive zone. The upper oil zone, which is cased off, includes 300 to 400 ft. of alternating limestones, clays and shales and carries a heavier oil under lower pressures. The Main zone is similar lithologically to the upper zone. Micro-fauna collected from cores have shown that the oil occurs in formations of lower Eocene and Cretaceous age. Development to date has not progressed sufficiently so that either the maximum thickness of the oil-bearing horizons or the limits of the field can be determined. Something over 10,000 acres has been proven to date. Among other developments leading toward the marketing of oil from Bahrein during 1934 was the construction of a marine loading terminal. This included the laying of over 3 miles of 12-in. submarine pipe line from the small island of Sitra out into the harbor, terminating in 50 ft. of water; also the laying of more than 10 miles of gathering lines from the producing area to the terminal. Three crude oil working tanks with floating roofs were erected on Sitra Island, having a capacity of 250,000 bbl. A pumping plant was provided having a capacity of 5700 bbl. of oil per hour. THE need for new or improved refractory materials has caused metal phosphides to be given renewed scrutiny. Some metal phosphides show high-temperature inertness, are exceptionally hard, and exhibit a marked resistance to chemical attack. Various metal phosphides have been prepared for study by direct combination of the elements,'-' by reaction of metal or metal compounds with phosphine or phosphorus trichloride,'"' by thermal decomposition of a metallic phosphate or phosphite,"-'8 and by molten salt electrolysis.19 Electrolytic preparation of phosphides of titanium, manganese, and chromium from their oxides is reported in this paper. An externally heated 3-in.-ID by 6-in.-deep graphite cell, that served as the anode as well as a container for the electrolyte, was used in these investigations, and a suspended, centrally positioned graphite rod served as the cathode. A closely fitting silicon carbide furnace liner minimized atmospheric oxidation of the crucible. Electrolyses were performed for predetermined periods and current settings. Preliminary research had indicated the more efficient current and potential settings that could be used. Upon completion of the deposition period, the deposit was hot-stripped from the cathode. The mass of crystalline deposit, plus occluded and adhering salt, was crushed to minus 10 mesh and hot-leached in dilute hydrochloric acid. The leached crystalline material was water-washed, dried, and sampled for analysis. Products were identified by X-ray diffraction and standard analytical procedures. Electrochemical studies were initiated to establish the optimum conditions necessary to produce manganese phosphide (MnP), titanium phosphide (Tip), and chromium phosphide (CrP). Among the factors studied were the operating temperature, the imposed current, and the electrolyte system. If the temperature, or imposed current, was too high, deposition of phosphorus resulted, and if either were too low, partially reduced lower oxides were deposited. The operating conditions established for repetitive high-quality production of metal phosphides of the MP structure are presented in Table I. The metal phosphide crystals varied in size, but all had a definite metallic appearance. Typical are the crystals of CrP shown in Fig. 1. Evaluation data and analysis of the crystals are presented in Table 11. The development of heap leach technology for the treatment of low grade gold and silver ores has led to a boom in gold production in the Western United States in the last 15 years. The heap leaching process consists of stacking the mined ore on a specially prepared leach pad followed by leaching with dilute alkaline cyanide solution. Depending on the nature of the ore, it may require crushing and/or agglomeration prior to stacking on the leach pad. As the dilute alkaline cyanide solution migrates down through the stacked ore, the precious metal values along with a portion of the base metal values present in the ore are dissolved to give a pregnant leach solution which is collected at the base of the stacked ore. The precious metal values are then recovered by zinc precipitation or by adsorption on activated carbon. Once all of the economic metal values have been leached from the ore, the spent heap leach pad, the leached materials, and associated process solutions must be decomissioned. Decommissioning requires that the spent heap leach pad along with the leached materials and process solution be treated to reduce the concentration of the residual cyanide, base metal cyanide complexes, and other anionic metal species to levels where they no longer represent a long tenn liability for the environment and the operator. The levels to which these components must be reduced is dependent upon the applicable water quality standards as determined by the responsible federal, state, and local agencies. As environmental awareness has grown, these standards have become increasingly stringent. A number of treatment options have been developed for the de-toxification of the process residues. These include natural degradation which incorporates bio-degradation, fresh water rinsing, alkaline chlorination, hydrogen peroxide, and sulfur dioxide/air. Each of these options has been reviewed with regard to relative effectiveness, generation of hazardous by­products, reagent handling considerations, relative costs, and time requirements by Denton, Iverson, and Gosling I. As an outgrowth of the program to develop Henkel's guanidine based gold extractants, COGNIS, Inc., the environmental ann of Henkel, has developed the CyanoMet R process for the extraction and concentration of the various cyanide and anionic metal species from the dilute aqueous alkaline solutions generated during the process of detoxifying spent heap leach pads. This paper describes the CyanoMet R process, its application to three different feed solutions, and treatment of the concentrate generated by the process.

La découverte de nouveaux gisements métallifères constitue le point de départ du développement de l'industrie minérale. Or, au cours de ces dernières années, le nombre de ces découvertes a fortement diminué dans les territoires classiquement explorés, entraînant une recrudescence de l?exploration dans les terrains géologiques de grade métamorphique élevé (e.g., Province de Grenville, Grand Nord du Québec). Ces derniers ont été traditionnellement considérés comme stériles à cause (i) de la monotonie apparente des gneiss qui les composent, (ii) de la difficulté d?identifier leurs protolites, (iii) des changements importants dans l?apparence des gîtes recherchés reliés au fort degré de déformation et de métamorphisme et (iv) des théories qui prônent un lessivage important des cations et des métaux d?intérêt économique par les processus de déshydratation des roches lors du métamorphisme régional (Weaver et Tarney, 1985; Vokes, 2000). Cependant, l?avancée des connaissances dans la compréhension des gîtes métallifères et de leurs terrains hôtes gneissiques intensément métamorphisés, montre que les systèmes géochimiques des roches altérées demeurent robustes (p. ex. ; Trägårdh, 1991; Craig et Vokes, 1993; Geringer et al., 1994; Schandl et al., 1995; Zaleski et Peterson, 1995; Vokes, 2000; Blein et al., 2003, sous presse). Bien sûr, les sulfures peuvent être localement remobilisés et même fondre, mais cette remobilisation n?implique pas forcément la disparition du gîte hôte (Williams, 1990) et peut s?avérer, bien au contraire, bénéfique pour la rentabilité d?un gîte en augmentant sa teneur en minerais (Marshall et al., 2000). Jusqu?à présent, dans les terrains métamorphiques, les contextes sédimentaires et plutoniques ont été reconnus et respectivement explorés pour les gîtes de type SEDEX et les gîtes magmatiques de Ni-Cu. L?étude de gîtes de métaux de base et précieux intensément métamorphisés (faciès des granulites) et leur comparaison avec des gîtes équivalents peu on non métamorphisés a permis d?établir, au cours des dernières décennies, des outils pour l?exploration des terrains de haut-grade métamorphique (Vokes, 1991, 2000; Slack et al., 1993; Spry et al., 2000). Ces outils sont basés sur la reconnaissance de roches diagnostiques d?une circulation ou d?une exhalation de fluides hydrothermaux telles que les méta-exhalites (formation de fer, coticules, tourmalinites, roches riches en quartz-gahnite, en apatite, en barite ou en staurolite zincifère) (Spry, 2000; Spry et al., 2000). With recent intensive interest in the mechanism of twin formation and its role in plasticity and crack initiation, a study of the general Characteristics of twin intersection appears pertinent. The scope of the present note will be limited to the crystallography of the twin intersections of (112) twins, without consideration of its mechanism, movement of atoms, crystal structure, or the strain energy involved at such an intersection. The twinning elements of (112) twins are considered to be K1 = {112}, n1 = (111) and K2 = {112}, n2 = (111) with a twin shear of 0.707. The crystallographic features of twin intersections have been worked out in detail by Cahn.1 The present work applies the general principles postulated by Cahn to the intersections of (112) twins. The basic conditions for the twin intersection are: 1) The trace of crossing (A) and the secondary (C) twins in the planes of the crossed twin (B) must be parallel. 2) The direction (n1) and magnitude (s) of shear must be identical in the crossing and secondary twins. Also the sense of shear must be the same. These two conditions have to be fulfilled in order to maintain geometrical continuity at the twin interfaces. Fig. 1 shows the perspective representation of how these two conditions are fulfilled at the intersection. This type of intersection will be named Type-I. It is the purpose of this note to point out the existence of another type of intersection, Type-II, as shown in Fig. 2. In this type of intersection, the crossing twin A remains straight and the crossed twin B has been bent. The two conditions laid down by Cahn must also be met. This leads to the following corollary conditions: 1) The interface between twins B and C must be parallel to the twin habit of crossing twin A. 2) n1c must be parallel to n1A. 3) The twin shear (s) of twin C must be exactly equal to and in the same sense as that of crossing twin A. Thus, in order for the Type-II intersection to take place, the twining elements of secondary twin C must fulfill the above three conditions with respect to crossing twin A. The human lumbar spine is inherently an unstable structure and requires sophisticated neuromuscular control to maintain its stability and for performing physical tasks. As a consequence, it is important to understand the potential health effects on human operators of mechanical stimuli such as shock and vibration.1 Impact applied to a vehicle operator combines the risk of sudden, unexpected load with the mechanical stress of the seated posture.2 Because many work environments contain the potential for multiple, unexpected impacts, it is important to understand how the trunk muscles respond to complex conditions. We believe the results have implications for isolation design and standards development. Methods Muscle activity was recorded during simple and complex impacts, applied randomly and without warning, while subjects sat on an air-suspension truck seat located on a man-rated 6-DOF motion platform (Rexroth-Hydraudyne). Simple (single) impacts consisted of 100 ms quarter-sine jolts in the side-to-side (L and R) and vertical upward (V) directions with peak amplitude at 0.4 g. Complex impacts consisted of combinations of two simple (single) impacts in sequence (LV, RV, VL, VR), separated by 100 ms. Twelve right-handed males (23.7 ± 7.8 years old) were tested without a blindfold under 2 posture conditions (supported while leaning back and unsupported, sitting upright) and 2 seat suspension conditions (present or absent). Each type of impact was repeated three times under each posture and suspension condition, resulting in 84 impacts in total. Surface EMG signals from the left and right erector spinae (ES), rectus abdominis (AR), external obliques (EO) and internal obliques (IO) were recorded and transformed to 25ms RMS values. The response time, defined as the time the muscle activity exceeded the mean + 2 STD of the pre-impact resting period, peak response amplitude, and time were then derived. A mixed-model repeated measures analysis of variance was used to evaluate statistical significance, where type I error rate was set at .05. Results One question we asked of these data was whether there were differences in responses related to simple single strike impacts (L, R, or V) and complex, double-strike impacts (LV, RV, VL, VR). There are 21 possible combinations of comparisons of simple and complex impacts to each other. The differences found are listed in Table 1.

ABOUT a year ago, the writer had occasion to assist Mr. John L. Gill, Jr., of the Pittsburgh. Car-wheel Works, in making a trial of his new testing machine. A piece of Bessemer steel, of about .34 carbon, was used as a test-piece, turned to a sectional area of one square inch for a length of five inches between shoulders, and pro¬vided with large round heads, which were fitted to what is called the " Wade grip." Measurements of elongation, accurate to , 1/10000 of an inch, were made by a special apparatus containing two micrometer screws, with electric contact attachment. The machine was operated by hand-power. Readings of elongation were taken at each increment of 2000 pounds stress per square inch, up to 44,000 pounds, the elongation corresponding to the latter figure being .0088 inch. The elongations up to this point remained almost exactly proportional to the stresses, the strain diagram, as shown on the Plate, from the origin to the point A, being a straight line (the deviation of no observation from the straight line being greater than .0002 inch). There being no indication of an approach to the elastic limit, the attendant at the hand-wheel and scale-beam was told to proceed as usual and move the poise forward 2000 pounds, or to 46,000, and turn the wheel until the beam was balanced. Noticing that the beam did not rise in the usual time, and that the elongation was increasing rapidly, the writer called to the attendant to stop turning the hand-wheel and to push the poise backwards until the scale-beam balanced. Instead of balancing at between 44,000 and 46,000 pounds, as was expected, it balanced at 40,000 pounds, and the elongation had increased to .0343 inch (or more than four times that recorded at 44,000 pounds), as plotted at the point B, the dotted line between A and B showing the supposed course of the strain diagram between these two points. To extract uranium from low-grade, calcrete-hosted uranium (CHU) ore is challenging owing to the presence of carbonate and swelling clay gangue minerals that require an alkaline lixiviant to be used. Western Australia possesses ~75 000 U3O8 t in CHU resources. Improvements to alkaline leach extraction practices would improve the economic potential of these deposits.A column leach study of CHU ore was run for 105 days using an alkaline carbonate-bicarbonate lixiviant. The uranium content of the liquor plateaued after 75 days at ~275 mg U/L; the calculated maximum solution capacity was 800 mg U/L. Spiked peaks and troughs were seen in the data set beyond the 60th day, where concentrations ranged from 220 - 290 mg U/L, indicating possible cyclic uptake and loss of uranium from the solution.Pristine and leached ore samples were geochemically analysed and mineralogically characterised at high resolution using a field emission gun-electron probe micro-analyser (FEG-EPMA). Results showed that leached ore samples from the top of the column contained less carnotite than pristine ore. In contrast, leached ore samples from the column base contained regions with more carnotite than pristine ore, indicating precipitation. Three carnotite grain micro-structures were identified in the leached ore; fan-spherulite, granular and core-shell cubes, with evidence for multiple growth phases.Evidence of carnotite precipitation was seen at the edge of and in pore spaces within montmorillonite and dolomite grains. The point of zero charge of both minerals is lower than the pH of the lixiviant (pH 10.8), thus the mineral surfaces are negatively charged and would not attract UO2(CO3)34- ions out of solution. Similarly, the decrease in the uranium content of the lixiviant is not attributed to super-saturation, as this was unlikely to have been achieved. INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution.
