During the past year (1967-68), there have been many instances of either partial or complete failure of a tunnel-support system. It looks like the art is in a pretty sad state, but as long as we permit the field of tunnel design to remain basically an art, that's about what we can expect. The application of scientific principles to tunnel design involves much more than assigning values to a series of factors in an equation. I am reminded of the case where the engineer calculated that steel ribs with struts were required to support a horseshoe-shaped tunnel in firm ground. The contractor had driven several hundred feet without installing the struts when the engineer visited the job. When he was informed that the struts had been left out, he fled the tunnel in alarm. As one authority has so aptly put it, "There is far too much calculating and too little observing." Initially, one might think of a tunnel support as a structural member, such as a strut or arch which is installed in order to support some definite load. Similarly, a tunnel lining might be considered as a treatment of the interior surface of the tunnel in order to produce desired aesthetic, hydraulic, or architectural results, or to serve a protective function. Actually, many linings, such as a concrete lining, serve a dual purpose and support a load as well as satisfy other requirements. Not too many years ago a tunnel, during the driving or excavating stage, was considered to be either supported or unsupported. In recent years, however, several techniques have been developed, which by helping the tunnel to support itself, permit the elimination of separate structural support. Since these techniques in many cases actually become a substitute for the conventional types of supports and linings, a state-of-the-art review would hardly be complete without including them for consideration. Thus, for the purpose of this discussion, we shall define tunnel supports as any system or technique which effectively maintains the integrity of the tunnel opening. ZAY JEFFRIES (communication to the Secretary*).-Having seen Mr. Ruder's micrographs of electrolytic iron, I am of the opinion that the tentative explanation offered verbally is correct. Mr. Ruder has informed me that both of the samples were cooled in the furnace. The structures as shown in Figs. Band C resulted from the last cooling through the temperature range near 900° C. Assuming that the rate of cooling through this range was the same in both cases, the differences in struc-ture of the gamma iron in the two samples must have ]:)]-ought about, in some way, the variations in grain size and grain shape shown in Mr. Ruder's micrographs. Even though there is practically no temperature gradient in muffle-furnace treatment during the "soaking" period, during both heating and cooling, there is a temperature gradient. Fig. B should normally have been fine-grained prior to the last cooling, due to the comparatively low maximum temperature to which it was heated (1,000° C.). On cooling through the allotropic change point at 900°, these small gamma grains, iii conjunction with the temperature gradient, should form an ideal condition for germination. Germinant grains should form near the surface of the sample (the-colder portions) and the small gamma grains would be progressively absorbed as they changed into non-gamma iron. The elongated grains in Fig. B, converging toward the axis of the piece of iron, indicate that germinant grains first formed near tine surface and advanced their boundaries toward the interior of the sample. The gamma grains in Fig. C, however, should have been large, prior to the last cooling, due to time high temperature treatment (1,250 to 1,300° C.). In other words, to use one of Prof. Howe's expressions, the crystalline organization should be very complete and the change from gamma to non-gamma iron on cooling would take place reluctantly. This resistance to change from gamma to non-gamma iron would probably be greater in the interior of the large grains than at their boundaries. Non-gamma iron centers or nuclei would probably form at a great many places, at the grain boundaries, thus masking the influence, to a large

JUDGE Samuel E. Schull, in the Court of Quarter Sessions of Monroe County, Pa., handed down a decision on July 2, declaring the Pennsylvania law for the Licensing of Professional Engineers and Land Surveyors to be in violation of the Constitution of the State of Pennsylvania and also of the 14th amendment of the Constitution of the United States. The case was that of George E. Stevenson, who was arrested in June, 1922, charged with the practice of the profession of land surveying without first obtaining a state license. Mr. Stevenson had had forty years of practical experience as an engineer and land surveyor, and as set forth in the findings "had attained unusual skill, distinction and reputation in his said profession, and, on said date and for a considerable period thereto-fore and down to the present time, was and is President of the Engineer's Society of Northern Pennsylvania." That part of the decision referring to the unconsti-tutionality of the act is quoted in full as follows: This matter now comes on to be heard on argument as to the constitutionality of the said Act of May 25, 1921, P. I. 1131. The defendant urges that the same is unconstitutional: First: Because it is in violation of Article 3, Section 3, of the Constitution of Pennsylvania, which provides: "No bill, except general appropriations bills, shall be passed containing more than one subject which shall be clearly expressed in its title." Second: That the same is discriminatory and, therefore, in violation of the 14th Amendment of the Federal Constitution. In this case, we: are confronted by the Act of Assembly bearing the title "an act to regulate the practice of profession of Engi-neering and Land Surveying; creating a State Board for Regis-tration of Professional Engineers and Land Surveyors; defining its powers and duties, imposing certain duties upon the Common-wealth and Political subdivisions thereof, in connection with public work and providing penalties." We meet in the title of this act, a recognition of the fact that it is the legislative intent to deal with two professions: First: Engineering. Second: Land Surveying.

Homestake's Bulldog Mountain Operation near Creede, Colorado, in the San Juan Mountains at an elevation of nearly 2,750 m (9,000 ft), is subjected to short summers and long cold winters. Creede’s history dates back to 1889 when silver ore was discovered; and by 1892 production of over a million dollars per month was being shipped from mines located along the Amethyst Fault. The Bulldog Mountain Fault remained relatively untouched by the early prospectors. The United States Geological Survey recognized the potential of this fault in 1960, which led to the staking of many claims over the structure. Homestake leased properties in 1963 and in mid- 1964 a tunnel was started at the 2,956 m (9,700 ft) level with encouraging mineralization being encountered. In 1968 a decision was reached to build a flotation mill of 318 mtpd (350 stpd) capacity. The erection of the mill was completed in early 1969, six years after the first exploration was begun. Since initial start-up, extensive drifting has been done on several separate levels. Two underground hoist installations serve the various levels and many thousand feet of vertical mining operations. Due to the unconsolidated nature of the vein, a new unique underhand cut-and- fill mining method was developed. This procedure is the reverse of the normal cut-and-fill and proceeds from the top down under cemented sand fill, which, while expensive, has greatly reduced s toping hazards. Prior to 1977, a considerable quantity of silver was lost in the slime fraction of the ores processed because of oxidation and other inherent characteristics of individual minerals. Due to Homestakefs favorable experience in treating the slime fraction of the Lead, South Dakota gold ores, experiments with leach methods to recover silver from the slimes by Carbon -In -Pulp offered' the potential for additional silver recovery. Work was begun on the Carbon-In-Pulp plant in April 1976 and completed in December of that year at a cost slightly exceeding $2 million. The C. I. P. plant was designed for 136 mtpd (150 stpd) of current plant slimes plus 227 mtpd (250 stpd) of slimes dredged from the old tailings during the summer season. The sand fraction of the flotation

WHILE Mr. Fahrenwald has been working on the fundamentals of ore-dressing, in Idaho, the Northwest Experiment Station of the U. S. Bureau of Mines, in cooperation with the University of Washington, has been studying the corresponding fundamentals for the closely-allied subject of coal-washing. In this work many of the principles outlined in Mr. Fahrenwald's paper have been touched on, one important exception being that phase of his studies where conditions were approximated between those existing on a table and those existing in a hindered-settling classifier. During the past three years this work has been given over almost exclusively to a study of coal-tabling to devise better methods of cleaning fine sizes of coal, particularly the coals of the Northwest, which are very difficult to wash. One important result of this study thus far has been the development of a satisfactory hindered-settling coal classifier, now in use in several commercial plants. Recently table stratifica-tion has been the subject for study. This latter phase of the work with coal,. as well as the earlier portion dealing with hindered-settling classification, has in a measure paralleled Mr. Fahrenwald's work with ore. Without going into details about the results of the coal experiments, I shall merely say that, from a quali-tative standpoint, they are, in general, concordant with Mr. Fahrenwald's, but that from a quantitative stand-point the results, particularly those with, table strati-fication, are somewhat different. These differences may disappear as the work progresses-Mr. Fahrenwald is further ahead with his experiments than we are at the Northwest Station-but if not, the disparity would not be surprising, and indeed would be what one might reasonably expect when investigators work on two very dissimilar materials and use different apparatus and methods of study. However, this- mention of our coal-washing experiments is made only in passing. A principle of general application that may be estab-lished from Mr. Fahrenwald's paper is that different types of stratification should be used in successive' gravity-concentration processes to. obtain best results.

With imperfect instruments it is impossible to make accurate surveys; the results are inaccurate maps, with their attendant consequences. The design of the writer is to describe an improved form of tripod head, and certain defects in an English transit and a miners' dial, with the method taken to remedy the defects of the transit. When the present transit superseded the surveyor's compass, there was one special objection brought against it, and with some show of reason ; namely, that the tripod of the compass with its ball and socket motion, allowed a quicker levelling-up (and, consequently, more work) than mas possible with the transit. To this objection it was replied, that the ball and socket would not allow the instrument to be levelled with the same degree of precision that could be attained with the levelling screws, and that if time was sacrificed greater accuracy was attained. Nevertheless, it is a wellknown fact that in this country, and especially in England, the compass or miners' dial holds its ground solely from its rapid adjustment. Ever since the introduction of the transit, efforts have been made to give to this instrument the same facility of levelling possessed by the compass or dial, and the same means have been tried, i. e., a ball and socket motion, since a modification of this in some form was the only method that would answer. The upper part of a transit is, however, much heavier than the corresponding parts of a compass, and, therefore, requires more binding power, which cannot be obtained with an ordinary ball and socket joint. It has been a study with instrument-makers to combine the facility of these two tripods —the quickness of the ball and socket with the steadiness and accuracy of the screws; but in all attempts in this direction the ball and socket of the compass has been literally followed, the entire stability of the instrument depending upon the friction of the ball in its socket. There is great need for a tripod that can be more easily manipulated than the present form, for it rarely happens that an engineer has a level surface on which to set his instrument, and very often

Discussion of the paper of H. P. HOWLAND, printed in Bulletin No. 111, March, 1916, pp. 627 to 650. A. H. LEE, Buffalo, N. Y. (communication to the Secretary*). The statements and results recorded in Mr. Howland's paper can be accounted for by the use of coke with a low sulphur content (0.60 and under). This allows the furnaces to be run on a small volume of acid slag, which it is presumed was done in Mr. Howland's practice. H. A. Brassert has admitted that this was the largest factor in low fuel consumption in his practice. Where the coke contains from 1.00 to 1.25 per cent. of sulphur the situation is quite different and I doubt whether the results mentioned by Mr. Howland could be obtained under such circumstances. ` N. M. LANGDON, Mancelona, Mich. (communication to the Secretary + ).-Gruner's ideal working (which is but a statement of the law first enunciated by Bell) as given in Gordon's Translation of Studies of Blast Furnace Phenomena, "supposes that the reduction of the oxide of iron is effected by the CO only, without intervention of solid carbon." This ideal, if reached, would mean theoretically perfect or 100 per cent. efficiency of reduction. The workings of the large number of furnaces as given in Bell's and Gruner's great works do not show that this standard of perfection ever was reached. This problem has been worked out by the writer for a number of furnaces, and his results, as well as those given by others, all show a failure to reach perfection. Some furnaces, however, approach nearer to perfection than others. The "ideal" as given by Gruner was not stated as a solved problem in blast-furnace practice, but as an ideal to the attainment of which furnace managers should strive. A study of the factors involved from every angle is interesting and instructive and the paper on this subject contributed by H. P. Howland is no exception to the rule. This article is fairly open to criticism, not because of the unique method of presenting the subject, but for the reason that, as the writer conceives, erroneous assumptions are taken which lead naturally to incorrect conclusions.

The gas-lift, or circulation of gas for the production of crude oil, now includes the gas operator in field production activities to a greater extent than ever before. It is the purpose of this paper to show the scope of his activities and to discuss the various means of handling and treating the large quantities of gas which are now of a somewhat different nature than formerly. The extent of the stripping action of circulating gas on oil must be discussed, as this can be governed somewhat by the method of treatment of the recirculated gas. Change in Gas-decline Curve under Circulation Before the advent of the gas-lift, the gas-production curve of a field showed a peak during the flush production with a rapid decline as the wells were put on the pump and then a long steady decline curve of a relatively small volume of rich gas for the life of the field. Under the gas-lift method of production, instead of having the sharp decline at the end of the flush production period, sufficient circulating gas to keep up the required total gas-oil ratio would be turned to the wells. The gas-production curve then assumes a long gradual decline, giving a large volume of gas for treatment for several years to come. The gas-decline curve will not follow that of the oil, as the lowering of the rock pressure by the steady production of oil and gas from the sand will make it necessary to continue using the large tubing and to circulate large volumes of gas in order to keep the back-pressure against the sands as low as possible. A Complicated Distributing System In tracing the flow of the gas from the time it leaves the well until it again enters through the casinghead, under high pressure, we get a very good idea of the complex distributing and regulating system that must be installed and the large treating and compression plants that are necessary (see Fig. I). In the last twenty years, the mining industry has made marked efforts to improve its reputation in regard to its social performance. These efforts have been expressed in the 9th ICMM (International Council on Mining and Metals) principle as a commitment to contribute to the social, economic and institutional development of the local communities. Towards this goal, which has been increasingly highlighted because of its importance for sustainable development, a number of practices and methods have been developed. The international development literature describing these practices is full of so-called development buzzwords, such as stake-holder participation, empowerment, capacity building. This paper argues that none of these development catchwords are neutral, but contain assumptions based on a specific view of development. Since capacity building is a central task in development, the paper focuses on this concept and takes a critical look at the assumptions that underlie this concept and influence strategies employed by the mineral sector. It suggests that the notion of capacity building in some earlier approaches implies a set of asymmetric power relationships between developed and developing countries where capacity is transferred from the developed countries to the developing ones. The developing countries are seen as passive recipients while the experts, i.e. the developed countries through their mining companies ultimately control the capacity-building process. The paper also points out that the mainstream capacity development approach has been based on the assumption that local or indigenous communities are mainly made up of needs and capacity gaps. The goal of development projects should then be to address these needs, which are perceived and prioritized by the ?experts?. Critiques of this development model suggest that in order for the mining industry to embrace more successful and sustainable practices, it should rethink the notion of capacity building. It should move towards alternative approaches that see it as a two-way learning process which will serve to enhance not only the capacities of the communities, but also of the development practitioners and which will build on the strengths of the community, and move away from attitudes of superiority and practices of dependence.

Some two years ago the Petroleum Division of the A. I. M. E. organized a special study of unit operation. That method of handling oil pools had been urged as the remedy that would save the United States petroleum industry from the crisis that even then loomed as more than a small cloud on the horizon. Today it is only one of several remedies vigorously advocated. Proration, regulation of imports, unit operation, constructive marketing and interstate compacts all have their earnest proponents, but the advocates of each have been disposed to look with indifference on the other respective proposals, with the result that none has had united support. Meanwhile the industry has drifted rapidly toward a serious crisis, the imminence of which in itself may bring the solution. The gravity of the situation tends to force study of the merits of proposals that a short time previously were brushed aside as impractical; and to the surprise of most of us we now find merit where previously we thought none existed. Irrespective of what might have been the result had any single proposal being adopted years ago, it is now apparent that under present conditions no one of the remedies—unit operation, proration, regulation of imports or constructive marketing—standing alone would be of much benefit. On the other hand, it is becoming evident that a well balanced program comprising all four of these remedies might save the United States petroleum industry; also that some such comprehensive program might be necessary to save it. It is even becoming evident that the despised interstate compact might be an appropriate type of machinery in which to group and coordinate all these remedies. We have progressed beyond the belief that either the industry or the government working alone can correct the situation, and have arrived at the more healthy realization that the task will require most sympathetic cooperation between government and industry, backed by an equally sympathetic public understanding. If we were functioning under a Mussolini or a Stalin, stabilizing the petroleum industry would be a much simpler task. However, in the

THE Au-Ni alloy system is one of many binary systems in which the supersaturated solid solutions may exhibit a multistaged precipitation behavior during aging. In addition to the equilibrium phase separation, which was studied extensively years ago in the range 400" to 600",' there exists at least one earlier stage of precipitation, i.e., preprecipitation, which occurs below 300°C in quenched alls.-This note reports on some effects of composition on the preprecipitation in Au-Ni alloys as determined from resistivity measurements. The kinetics of the preprecipitation were studied in alloys of 15 to 85 at. pct Ni which were water- were found in alloys which after various quenching-and-aging treatments were slowly heated and cooled (1Z"C per hr) between room temperature and about 300°C. Two such heating-cooling curves for a 40 pct Ni alloy are shown in Fig. 2. Similar effects were observed in other 15 to 50 pct Ni alloys. These curves are characterized upon heating by two changes in slope indicated by A and B in the figure and upon cooling by a resistivity hysteresis of approximately the size of the original decrease in resistivity after the aging treatment. The inflection at B generally falls at about the same temperature for all heating curves for a given alloy and appears to be a critical temperature (T,) for the preprecipitation for that alloy. The values of T, for most of the 15 to 50 pct Ni alloys fall in the range 200" to 220°C. The position of the inflection at A depends upon the heat treatment prior to the heating-cooling run and perhaps the heating rate, which was held constant in these runs. The preprecipitates grown in by the appropriate aging treatments seem to decrease in size as the alloys are heated from A to T,, dissolve at T,, and do not reappear after cooling below T,. When similar heating-cooling treatments were performed on 60 to 85 pct Ni alloys, an entirely different behavior was observed. Typical results are shown in Fig. 3 for an 85 pct Ni alloy. In these

IT is customary to plot crystallographic planes or axes on a Wulff stereographic net which is ruled with parallels of latitude and meridians of longitude. If a single crystal is placed at the center of a sphere, the coordinates of a crystallographic plane or axis are the coordinates of the point where the axis intersects the sphere. The standard (HKL) projection is the projection for which the sphere is rotated so that the (HKL) pole is at the center of the projection. Schiebold and Sachs' and many others have published standard projections for the more important planes of a cubic crystal. With Tables I and 11, it is possible to plot any plane (HKL) of a cubic crystal on a standard (001) projection if the absolute values of the individual H, K, and L are nine or less, which is almost always the case. Using the methods outlined by Barrett,' the standard (001) projection can be rotated so that any arbitrary plane is at the center of the projection. The tables are believed to be important for two reasons: 1—The heretofore published standard projections usually are not of the proper size to fit the stereographic nets available. With these tables a standard projection can be made which will be of exactly the proper size for the available stereographic net. 2—With the tables, planes that do not appear on the previously published standard projections can be easily plotted. For these reasons, the tables are especially useful in the study of optical reflections from etched surfaces and can also be used to make a standard projection for the axis which is normal to the macroscopic surface. (This axis can be found by X-ray or optical methods.) Then if the crystal is etched, the effect of the etchant can readily be determined by comparing the latitude and longitude of the reflecting planes (as determined with an optical goniometer) with the standard projection that has been prepared. Use of the Tables Fig. 1 shows the meridians and parallel which have been designated as zero longitude and latitude. The tables themselves are self-explanatory. The

In recent months, public hearings held by the Senate Subcommittee on Minerals, Materials and Fuels on the Stillwater copper-nickel complex in Montana have been reviewed at great length in the press. Although the meetings were well managed by the Subcommittee and questioning was kept in line with the aim of the hearings-namely, how can re- sources be developed in a manner compatible with the preservation of the environment-it was alarming to read the apparently uninformed and questionable arguments presented by some witnesses who were attempting to prohibit mining in the area altogether. One spokesman even went so far as to urge that mining of the area be rejected be- cause, even if the mining operation did not pollute the areas, the effluent and waste produced by the people themselves could constitute a hazard to the environment and to themselves. This, of course, would be true to a point. However, if this or similar types of reasoning were used to reject mining of a large number of orebodies in the future, how is the United States going to meet its future mineral demands and what effect could this have on the economic strength of the country? Fall of the Roman Empire An interesting article in a recent issue of Time magazine came up with a new theory to explain the fall of the Roman Empire. Claire Patterson of CalTec, during a recent study of air pollution, investigated the historical worldwide distribution of lead. As lead was a by-product obtained from silver mining during historical times, he turned his attention to studying the production of silver during those eras. He discovered a very interesting fact-that, I unless the stock of metal is continually being replenished from the mines, accidental loss diminishes a country's stockpile of silver at a rapid rate, as much as 2 per cent per year. Patterson, a geochemist, theorized that with an accidental loss rate of 2 per cent per year, if the country's silver supply dried up, the entire existing stockpile could disappear in about a century.

W. P. MOULD*—Has consideration been given to the problem of retreating the 4,000,000 ton tailings pile to recover the very considerable amount of asbestos fiber that was lost over the years due to insufficient operation and poor recoveries? Also, what was known about the possible content of chromite and the sulphides of nickel and cobalt? M. J. MESSEL (author's reply)—Consideration was given to the problem but nothing concrete has been done up to this time. W. P. MOULD—I am certain the tail- ings contain a very considerable quantity of fiber, not all of which is in the shortest lengths, because in the milling of talc rock from a neighboring location having a common origin with the asbestos bearing serpentine source of the tailings pile, a concentrate carrying 15 pct Ni and Co in complex sulphides and constituting about 4/10 of 1 pct of the talc rock was recovered. In the belief that the tailings also contained an appreciable content of chromite (then in demand, 1937) it was suggested to the management of the asbestos company that a truck load of the current tailings be sent to the flotation plant of the talc company where it would be put over the concentrating tables in an effort to discover the presence and roughly the percentages of chromite, nickel, and cobalt. Preparations for the test were woefully inadequate and the test was completely snarled up by the surprisingly large quantity of asbestos fiber from 1 in. long down to very short fiber, all of which matted up and plugged launders and pumps with disastrous effects and practically the total loss of the sample. If anything was indicaded by the test, it was that a wet process for milling asbestos was worthy of very serious consideration. M. J. MESSEL—A wet milling process for tailings retreatment only, is at present under study at our plant. One asbestos mining company in Canada has constructed a fairly large test plant for this purpose, but as yet no definite results have been obtained other than in a small test unit plant which were in some respects quite encouraging.

"Among the methods proposed for spent activated carbon regeneration, the most acceptable is, thermal reactivation, because in this case the existing equipment for manufacture of activated carbon can be adapted for this purpose.In order to conduct the process of thermal re-activation of spent activated carbon directly at gold mills, a fullscale drum-type furnace with external electric heating has been developed, i.e. EPV-300 model with a throughput rate of 50 to 120 kg/hour. Its use ensures restoration of the adsorption properties of carbon up to the level of fresh activated carbon with an insignificant (by 0.7%) decrease in strength and with a high (95% to 97%) yield of reactivated carbon.During the recent years, activated powder carbon has been extensively used in flotation processes for treating polymetallic ores at ore treating plants to improve recoveries of main metals (copper, lead, nickel, etc.).Especially large volumes of activated powder carbon are used at the Talnakh concentrator of the Norilsk Mining and Metallurgical Complex in Russia for absorption of residual flotation reagents from recycled water in order to ensure efficient selective separation of minerals with similar physical and chemical properties.IntroductionSorption technology based on active carbons use starts being applied in such an important in the widest sense of the word strategical branch of economics as non-ferrous metallurgy. Thus since the middle ninetieth Russian gold extraction industry began to apply widely the processes of sorption from pulps and solutions by means of high-resistant granulated active carbons. That provided the start of gold ore minefield exploration, increasing of gold extraction from the ore and reducing its loss with the ""tails"" of process. At present more than 40% of Russian gold is extracted with the help of sorption technologies [1].Another field of active carbons application in non-ferrous metallurgy is the processes of non-ferrous ores floatation at ore-mining and processing enterprise. For that purpose powdered (less than l00µm) active carbons are used for providing the effective selection of minerals with similar physicochemical properties. This method not only increases the metal extraction level but provides deeper division of them."

In the course of this address, President Raymond referred to the law, said to have been discovered at the French works of Terrenoire, that the amount of phosphorus may be increased without injury to steel, if the amount of carbon be proportionately decreased. The works named have been for more than a year, it is said, manufacturing in the open hearth, by the Martin process, steel rails containing as high as 0.35 per cent. of phosphorus, with about 0.15 per cent. of carbon, which were not found inferior to Bessemer rails. It is not claimed by the manager of the works that phosphorus is an ingredient to be preferred, or purposely introduced; but only that materials containing it (such as old iron rails, etc.), can be succesfully employed. Other parties have apparently a higher opinion still of the new manipulation, and are prepared to claim for " phosphorus steel" superior qualities. Mr. I. Lowthian Bell alluded to the subject in his recent address as President of the British Iron and Steel Institute, but without expressing a positive opinion. After pointing out that the commercial value of the process turned on the cheap manufacture of ferro-manganese, by means of which only could the necessary amount of manganese be introduced into the Martin bath, without increasing its contents of carbon, Mr. Raymond proceeded to say that the principle alleged to have been discovered at Terrenoire was already known years ago, in this country, at least. Not only had steel been manufactured here, containing high percentages of phosphorus, coupled with low percentages of carbon, and suitable for use in rails, boiler-plates, etc., but the reason of its surprising qualities had been distinctly surmised, if not widely proclaimed. The following analyses and extracts from private letters prove these assertions. Some of them assert a similar principle in .the case of wrought iron; but the analyses, and the remarks based upon them, have reference solely to the steel manufactured under the superintendence of Mr. Slade, at the works of the New Jersey Steel and Iron Company in Trenton.

There were no important changes in the producing situation in Colombia in 1930, because the emergency bill passed by the Colombian Congress in 1927 is still in effect, and therefore no change has taken place in the law governing petroleum. At the close of 1930 the Colombian Congress began to consider a new petroleum bill. This measure is an improvement on the preceding bills which had been the subject of so much debate in the Congress. However, it cannot by any means be regarded as perfect, and a number of criticisms may be justly leveled at it. The most substantial one probably is that the royalties on public lands, and the taxes on private lands, while apparently low, are deliverable at seaboard, or payable based on seaboard price at the option of the government. If the government exercises its option to take the oil at the mouth of the well, the cost of the transportation figured back into oil is also deliverable to the government. This phase of the law has the effect of making seemingly low royalties a burden on the operator. The fact that taxes on private properties are deliverable in kind is also an unusual provision for which there is no good precedent. The pipe line provisions are also noteworthy, and the government has authority to fix rates and also to deny permits to construct pipe lines for reasons affecting national economy. There are also clauses enforcing unit operation on both public and private lands, and collecting a tax of 1 c. per 1000 ft. of gas wasted. It remains to be seen whether this bill will be enacted, or whether it will be substantially modified. This much may be said, however, that unless it is modified, it will defeat its own purpose; i. e., promotion of petroleum development in Colombia.
