TWO notes have already appeared in the Transactions concerning the columbite or tantalite of the Black Hills tin-mines. In vol. xiii., page 232, Prof. Schaeffer speaks of the mineral as tantalite, and concludes by saying that its separation from the tinstone "is a matter which will, I believe, prove puzzling to the wisest metallurgist." He also observes that he is unable to find by analysis in his specimens the least trace of columbic acid. Prof. W. P. Blake, in the same volume, at page 696, says: " Even if it [tantalite or columbite] were present to a considerable amount, it would not injure the tin in smelting. It does not alloy with tin, but carries a small percentage of tin, which would probably be liberated in smelting." He calls the mineral columbite from the fact that a great number of specificgravity tests invariably indicated that it should be so classed. We have made chemical tests as well as specific-gravity tests upon many samples from many different parts of the Hills. Our analyses have always shown the presence of columbic acid, and the specificgravity tests have always indicated columbite, as we have elsewhere shown.* As Prof. Blake has already observed, it is not found in such close association with the tin as to prevent separation by a rough handsorting, but it is usually present with the stream-tin. As Prof. Schaeffer says, it cannot be separated by ordinary concentration; and while, as declared by Prof. Blake, its columbic acid may not unite with the tin in any form, yet its iron and manganese oxides may be reduced, and thus lower the quality of the tin produced, as is also the case when the smelting charge contains wolfram. To determine the effect of columbite in the ordinary potassium cyanide assay, there were assayed at the Dakota School of Mines four samples containing different proportions of columbite. Technology has no recognized rank in what is called polite literature; the subject-matter of engineering is not supposed to lend itself to artistic treatment; we are the hewers of wood and drawers of water to the high-priests of learning that live on the cold summit above our humbler dwellings. Therefore the hierophants smile at the notion of 'style'- “that curiously personal thing”--in technical writing. The "great art" of Pater, the "inevitable phrase" of Raleigh, the "note of distinction" that Arnold demanded are said to be beyond the scope, as they are supposed to be beside the need, of a writer on geology or engineering. This is a narrow view. Science, no less than belles lettres, calls for the best exercise of the human intelligence; the art of writing should be employed as skilfully and as earnestly in a description of the structure of the Sierra Nevada, or of the construction of a tunnel through the range, as in a rhapsody welcoming the rosy fingers of the dawn. The idea still lingers that fine writing does not befit technology, even though the masters of the Victorian period- Huxley, Tyndall, Ruskin-proved that science is worthy to be arrayed in the best robes that the looms of thought can weave. At the beginning of these lectures I quoted Barrie's remark touching the inability of the scientific man to express himself. That imputation has been passed to the technologist, whose utilitarian pursuits are supposed to make him too clumsy for the refinements of human speech. We may not have acquired the self-consciousness of those writers on Art whose "power of expression is so cultivated that their sensual caterwauling may be almost mistaken for the music of the spheres"; nor can we imitate the politicians, who have the ability to speak far beyond anything that they may have to say; but we too have a litera-

The care necessary to ensure a reliable estimate of average value from the individual values of a series of bore holes sunk in any alluvial deposit containing coarse gold was well exemplified in checking over the mining returns from a previously bored deposit in Central Otago, N.Z. While the working returns are always liable to vary considerably from bore values in any particular sub-section of an area, still, over any considerable area, the two must check within small limits, if profits are to be calculated and capital raised on the average value given by boring.The present figures have probably more value than those from, dredge returns since accurate measurements are difficult to obtain in irregular water-filled dredge paddocks, whereas in the case under review the paddock walls stood almost perpendicular, and, as the measurements were taken and checked in the empty rectangular excavation, the yardage estimate may be taken as substantially exact.NATURE OF DEPOSITThe area consists of a narrow valley deposit of fluvio-glacial origin, the original deposit having been eroded and the gold reconcentrated by post glacial rivers. The wash is between 80 and 90 ft. deep, and is formed in two distinct layers:(i.) The top layer from surface to 70 ft. or 80 ft. consists of about equal quantities of gravel mixed with glacial drift, and a small amount of clay. The gravel is typical discoid glacial stone of a maximum size of about 4 in. diam. by 1 in. thick, and consists of soft micaceous schist and laminated slate. This upper layer of wash contains no coarse gold whatever, and very little fine; indeed, in mining, the top 30 ft. is discarded without being passed over the boxes.(ii.) The lower layer of wash to bedrock is similar to the upper, except iihat it contains about 10% of larger discoid stone up to 12 in. diam. by It in. thick; 90% of the gold is concentrated in this bottom layer.

The absolute porosity of a rock or sand may be defined as the volume of the interparticle space expressed as a percentage of the total rock volume. The effective porosity as contrasted with the absolute porosity is the volume of the interparticle spaces which intercommunicate with passages of sufficient size to permit the entrance or recovery of gas or oil, also expressed as a percentage of the total rock volume. A knowledge of effective porosity is of prime importance in estimating the ultimate recovery to be expected from oil and gas-bearing formations. The determination of the effective porosity of a rock includes the measurement of two values: (I) the volume of the rock as a whole, and (2) the volume of the grains and sealed pore space. This paper deals with a new apparatus which has been called a "hydrogen porosimeter" for determining the volume of the grains and the sealed pore space. This volume is determined by means of the pressure relations established in the instrument by the introduction of a known quantity of hydrogen. The Hydrogen Porosimeter The apparatus used in this work consists of an upper chamber for measuring the gas, a lower chamber for holding the sample to be tested, a gage for measuring the pressures, a tank of hydrogen, and the necessary connections. (Figs. 1 and 2.) Of the several gases that might be used for this work, hydrogen has been chosen for three reasons: (1) it deviates less from the gas laws than most gases; (2) it readily penetrates the sample; (3) it is absorbed less than most gases by the solids and liquids with which it may come in contact. Method of Operation After placing the sample to be tested in the lower chamber, the apparatus is thoroughly flushed with hydrogen to remove all air from the system, which is then brought to atmospheric pressure Po. The valve connecting the two chambers is next closed and the pressure in the upper chamber is brought up to a pressure PI by admitting gas from the tank.

EHRENBERG was the first to publish and direct attention to the peculiarities of the diatomaceous deposit of Richmond; but how and by whom he was supplied with the material for his microscopical investigations, is not generally known; but we may presume W. B. Rogers, formerly State Geologist of Virginia, furnished the material, and may have given the geological position or horizon. O£ these facts we have no available evidence, nor have we any estimate of the thickness of this stratum of diatomaceous or infusorial earth. At the request of a member of this Institute, I have investigated the subject, and offer the following facts as the result, derived principally from information supplied by Mr. John Ott, of the Southern Fertilizing Company, Dr. William Taylor, State Chemist, C. Peticolas, microscopist, Captain Robert H. Temple, civil engineer, Major C. M. Bolton and Mr. C. M. Smith, civil engineers, and formerly engaged in constructing the tunnel under Church Hill, in Richmond. The city of Richmond is generally described as being built on seven hills. This is not the fact, geologically speaking. Originally, there was an immense plateau of land, about two hundred feet above tide, in which a deep excavation was made from the west to east by the James River cutting down to the granite. Opening southward and meeting the valley of the James are various ravines and gullies, in the principal of which are Shockoe and Gillies Creeks. The formation is tertiary, subdivided into all the classified divisions, but at the present moment no one has been found to make this section a special study. Rogers's early classifications and diagrams, with all their imperfections, are the only published records, and the printed editions are long since exhausted. Discussion of the paper of Godfrey T. Vivian, presented at the Cleveland meeting, October, 1912, and published in Bulletin No. 76, October, 1912, pp. 1103 to 1109. COURTENAY DEKALB, Tucson, Ariz. (communication to the Secretary*) :--Mr. Vivian's paper is interesting as an evidence of renewed attempts to solve the problem of adapting the centrifugal machine to the uses of the metallurgist. It would not seem that the Gee machine has solved the problem, because it is manifestly of use only with quite high-grade material, since low-grade pulp could not stand the cost of treatment by a discontinuous process. The mechanism, however, would seen to accomplish grading more perfectly than the ordinary centrifugal basket. This is an entirely different thing from concentration, which is intended to yield a finished marketable product. The real problem is to design a successful continuous centrifugal machine. Ten years or snore ago a machine, which might be described as having an inverted step-basket, offered much promise, and was constructed and tested at considerable cost, but it presented insuperable difficulties. The construction of a successful continuous centrifugal would be welcomed by the whole industrial world, since its uses would be most extensive. Mr. Vivian suggests the utilization of the centrifugal machine as a substitute for slime filters in the cyanide process, but he, has apparently not tried the experiment. I tested the efficiency of centrifugal machines for this purpose in 1897-8, having to extract the cyanide solution from a highly argillaceous slime of the sticky kind which the Mexican call ?lama." Our filter-presses yielded cakes containing usually :30 per cent. of moisture, and so dense as to preclude washing. The centrifugal machine readily Brought the moisture content down to 9 per cent. and permitted fairly successful washing. Lunt, York, Montana* :—Two years ago I visited the region described by Mr. Jennings and assisted in the examination of a somewhat similar group of deposits in the White Mesa sandstone on the Navajo Indian Reservation, 125 miles north of Flagstaff and 50 miles east of the Kaibab plateau. There, the Triassic red sandstone is less than 200 ft. thick, and is overlain by a stratum from 200 to 250 ft. thick of white sandstone, which gives the name of " White Mesa" to that locality. The white sandstone shows all phases of crossbedding in great complexity, and evidently marks a period of oscillation and subsidence of the water, or an elevation of the land, at the close of a geological epoch. The prevailing color is white or gray, but occasionally it is red. In structure, it is composed of well-worn grains of quartzsand, from which most of the cementing material has been leached out, leaving it soft and friable. Possibly the cement was ferruginous, as is indicated by occasional traces of red color. The copper-deposits consist of a replacement of the cement of one particular cross-bedded stratum of the sandstone by chrysocolla, having also at times various quantities of tenorite in grains or masses. Some specimens of the ore contain as much as 32 per cent. of copper. Generally the copper-deposits are a few hundred cubic feet in size, and no strict line of demarcation is shown between them and the surrounding sandstone, the bluish-green color of the chrysocolla gradually fading into the white of the sandstone. The ore is apparently associated with small vertical crevices or fissures. Some of the deposits show a distinct vein-structure, while others do not. The origin of the ore is not very clear. The year 1941 brought a considerable increase in drilling activity in Ohio. In 1940, the total of wells completed was 1228, whereas in 1941 it was 1561, or an increase of approximately 27 per cent. Of the 1561 wells, 333 were oil wells, 701 gas wells and 527 dry holes. The completions for the past five years are shown in Table I; the number of productive oil or gas wells for the year 1941, arranged by producing formations, are given in Table 2; the number of wells, oil, gas or dry, completed in each county in 1941, in Table 3, and wells by sands in Table 4. The production of oil increased by about 500,000 bbl. in 1941, nearly all of the increase being in Pennsylvania grade. In 1940, the total production was 3,052,000 bbl. from 25,500 wells. In 1941 the total production was 3,547,534 bbl. from 24,801 wells. The increase in production is chiefly due to the Clinton pool in Clayton township, Perry County, which is briefly men- tioned later in this review. The number of oil wells, by grades of oil, and the total quantities produced are shown in Table ;. Annual oil production for five years is listed in Table 6. The average prices paid for crude in 1941 were slightly higher than in 1940 These 1941 prices, with dates of change, are shown in Table 7. The maximum production of natural gas in Ohio was in the year 1915, when the total was just under 80 billion cu. ft. The maximum consumption occurred in the year 1916, and was approximately 169 billion cu. ft. For the past several years, Ohio has ranged from eighth to eleventh, in order of gas production for the different states, being in tenth place in 1940. Arrangements have been completed in New York whereby the re- sources of The Engineering Foundation, under the auspices of the four principal national engineering societies, are placed at the disposal of the National Research Council, which was appointed by the National Academy of Sciences* at the request of President Wilson. The object of the Council is to coordinate the scientific research work of the country in order to secure efficiency in the solution of the problems of war and peace. The Council was without funds until The Engineering Foundation, established to further scientific and engineering research, offered to place its resources at the Council's disposal, including the services of its secretary, Dr. Cary T. Hutchinson, to act as-secretary of the Council. The offer was accepted and plans for immediate activities have been placed in the hands of an executive committee. In indicating how thoroughly, every branch bf science and engineering is represented, Dr. George E. Hale, Director of the Mt. Wilson Solar Observatory, and Chairman of the Council, when he was in New York attending to the details of the arrangement, called attention to the personnel of the body, saying that it is the purpose to enlist the cooperation, in the solution of our industrial and military problems of a scientific character, of every possible established agency. Medicine, for example, is represented on the Council by Dr. William H. Welch, President of the National Academy of Sciences, Brigadier General William C. Gorgas, , Surgeon Crenera.1 of the United States Army, Dr. Simon Flexner, Director of the Rockefeller Medical Institute, and Dr. Victor C. Vaughan, Past President of the American Medical Society; biological science by Dr. Edwin G. Conklin, Professor of Zoology, Princeton University; chemistry by Dr. A. A. Noyes of Massachusetts Institute of Technology and Dr. L. H. Baekeland; physics by Dr. A. A. Michelson of the University of Chicago; and electricity by Professor M. I. Pupin, of Columbia University.

For many years there have been occasional reports of the discovery of gold from a belt of the coast country of Texas which is underlain by deposits belonging to the lower Eocene. For the most part they have been treated as newspaper reports and no examination or record of them has been made. Among such, it may be mentioned that in 1896 there was a flurry over reported gold-discoveries west of Luling and elsewhere in this belt, and in 1903 some prospect-shafts were sunk on the Gon-zales branch of the Galveston, Houston & San Antonio railway, 3 miles below Harwood. During 1912, further discoveries have again brought the matter to our attention, and it may be of interest to record the facts as we have found them. Some years ago specimens were sent me, which were said to have been taken from certain beds on Gazley creek, and concentrated by washing in a rocker. In them were several particles of gold sufficiently large to be visible to the eye. Under the microscope they showed to be, with few exceptions, sharp cornered, and not rounded as is usual with placer-gold. They were not filings, however, but their sharpness seemed rather to be due to a recent freeing from their matrix. One or two grains were rusty, and one copper-hued, but the most of them were tolerably bright. On examining the material of the samples small grains or fragments were found, of a yellowish brown color, which seemed to be of a finely-granular structure—possibly a sandstone. In these fragments I found particles of gold, one of them being large enough to be visible without a lens. Gazley creek empties into the Colorado river just north of Smithville, and for a few miles north of that place its banks show, beneath the deposits of more recent materials, the sands and clays of the Lignitie division of the Eocene, with lignite, shells of iron, etc.

Only general treatment of a subject of such scope can be given in a short paper, therefore, except in a few instances, statistics and descriptions of specific installations are omitted. The earlier applications of electricity to the production of petroleum in the Mid-Continent field were widely separated chonologically, each holding a special interest, and each contributing greatly to the present development. Electric Pumping One of the first installations of electric pumping was on a lease near Jenks, Okla., in the Arkansas River bed, where a difficult problem was solved by the use of motors. The Arkansas River had frequent flood periods which interfered seriously with the use of jacks and pull rods. Small piers were built with old casing used as piling, and upon these were set small jacks driven by 3-hp. squirrel-cage motors. The starting switches were located on a bank and the power was furnished by a small generator, which was driven by an oil country gas engine. This installation was made in 1913 and is, I believe, still in satisfactory operation. In 1914, the Cushing field came in and the Hill Oil & Gas Co. electrified its Shamrock property, using eight-pole Star Delta motors, rated at 10 to 30 hp. and belted through countershafts to the band wheel. Power was furnished by a small generating plant consisting of two 135-kw. machines, gas-engine driven. Considerable difficulty was experienced in the early operation of this station because of low voltage. It is characteristic of small alternating-current generators that voltage regulation will be poor with widely fluctuating loads. This field had three producing sands, and a number of wells were redrilled with the motors, and this, together with a great deal of swabbing, was responsible for the bad load conditions. However, when the wells had settled down to steady operation, the electric equipment functioned satisfactorily, and continued in use as installed until a few years ago when the present owners contracted for service from a central-station company and shut

This expanded and more detailed supplement to earlier published work1 is offered as a means to demonstrate the high empirical correlation which exists between the readily measured coal bench scale test parameters of volatile matter (d & a.f.), Hard-grove grindability index (HGI), Koppers cone bulk density (BD) and pulverization level (% passing a 1/8-in. screen) to the less readily measured full scale coke stability index. Thus, Fig. 1, 2 and 3 represent the correlated test data contained in Tables I, II and III respectively. Ninety-six coals are correlated so that 97% of the resultant cokes fall within two points and 100% fall within three points of the actual tested coke stability indices. The main generalizations which can be drawn from the correlation of these coals are as follows: 1) The coke stability indices for higher bulk density coals (46.0 BD to 50.6 BD) appear to be largely influenced by differing combinations of factors for coals above and below a pivotal point of approximately 36% to 37% volatile matter. Below this pivotal volatile matter coke stability index appears to be influenced largely as a result of changes to the coal volatile matter and pulverization level. While above this pivotal volatile matter coke stability indices appear to be dependent on the coal hardness, as measured by the HGI, and to some extent upon coal volatile matter. Pulverization appears to have little influence on the coke stabilities of the harder coals (52 HGI to 58 HGI) of greater than 36% to 37% volatile matter. 2) The coke stability indices for lower bulk density coals (41 BD to 45.9 BD) appears to be largely influenced by changes to coal volatile matter and pulverization level for softer coals above approximately 58 HGI. 3) The main empirical observation to be drawn from these results is that for coals above approximately 36% to 37% volatile matter the quantities of hard and soft constituents as measured by the HGI are important when defining coal rank for correlation to the coke stability index.

It is the purpose of this paper to summarize data on unitization projects in Oklahoma and Kansas as obtained from replies to questionnaires sent out by the A. I. M. E. committee for these states. The information received indicates that unitization is growing rapidly in this area, but has not been in operation for a sufficient length of time to develop production history. It was impossible to obtain a record of all unitization projects in the time available. The magnitude of such projects is indicated by the fact that reports were received covering a total of 171,420 acres in Kansas and 49,350 acres in Oklahoma. Most of these units have been formed during the past 2 years, the greater number having been completed in 1929. It is anticipated that even more will be formed during the present year. The following important facts have been emphasized by answers to the questionnaire and discussion with various operators: 1. Unitization is growing rapidly, as evidenced by the number of units and the large total acreage now included in units as compared with practically no acreage 2 years ago. 2. Operators are convinced that unitization is reducing development and operating cost and they anticipate greater reductions as experience is gained in unit operation. 3. Producing units have not been in operation for a sufficient length of time to give significant production history from which to estimate the ultimate recovery of oil, but the general opinion seems to be that more oil will be recovered. 4. In view of the benefits to be derived from unitization, many operators are refusing to carry on wildcat operations unless a unit has been formed. If this attitude continues to grow there will be no large pools developed in Oklahoma and Kansas in the future except under unit control. Gentlemen:-I herewith present a report on some of the more important activities of the Institute for the year 1921. The present incumbent took. over the active management of the Secretary's office on the first of July and his, work was facilitated, while becoming acquainted with the routine of the office, by the constant and., kindly assistance of the former, Secretary, Mr. Stoughton, during the following three months, and that no interruption occurred inn its regular and smooth operation is due to him and to the Assistant Secretary, who has always been ready to give the benefit of his experience and assistance. MINING AND METALLURGY Through the efforts of President Ludlow and the generous assistance of one of our members, coupled with the excellent work of Major Barbour, MINING AND METALLURGY has, during recent months, shown constant improvement, which could not have taken place, however, had it not been, for the support given by a number of our contributing members. We have every reason to feel encouraged with respect to the quality of the publication and its cost of production. For the year 1921, the net cost of MINING AND METALLURGY was about fifty cents per member, per annum. Occasional letters are received criticizing the Board for producing this publication, but they are more than offset by letters of approval. When the, full purpose of the publication is appreciated, criticism ceases. The elimination of MINING AND METALLURGY and reversion to free distribution of all papers to all members, whether desired or not, would mean such a heavy additional expense that the number of papers would have to be much curtailed. The generous cooperation of members in sending for only such papers as they particularly desired has saved, the Institute thousands of dollars. A plan is being worked out that will materially assist in securing a prompt distribution to members of all pamphlets dealing with subjects in which they are especially interested.

Sterlite Industries (I) Ltd. started its copper smelter in 1996 and worked through the common problems associated with smelter start-ups. Specific issues in the converter area included converter blower IGV problems, punching machine reliability, converter spitting, back collar burning, ,and short converter campaign life. With a very young and dedicated team of engineers and technicians, smelter management assigned teams of three to four members to work scientifically and systematically through each major problem area to recommend and implement appropriate solutions. The converter mouth was redesigned with respect to tuyere and metal height to eliminate spitting and back collar burning. The air line was changed in places to reduce the pressure drop. A new back-up compressed air line and vessel was installed to prevent tuyere blockage in the event of a blower trip or power failure. The converter mouth liners and bricking around the mouth was modified to eliminate metal leaking through the pouring lip Modifications to the punching machines were made to address specific problems and preventative maintenance practices were further streamlined and reinforced to ensure 100% availability of hot metal cranes, converter blowers, punching machines, and ID fans. Matte availability and matte temperatures were improved by streamlining the upstream ISA and Rotary Holding furnace areas. Implementation of a detailed training program for the converter operators significantly improved the operation and morale. Water-cooled double hoods and a third converter were installed as part of the smelter modernization plan. The new hoods dramatically improved hygiene in the crane aisle while the addition of the third converter posed new challenges for the same motivated group of crews with respect to flip flop operation to keep the idle converter hot and to maximize in-stack time, managing crane/ladle logistics, and managing revert generation. This paper describes the converter operation's journey from the initial days of long blowing times and large revert accumulations to present operations with two converter flip flop operation, and also describes the team work, constant focus on increasing productivity and reducing costs, and benchmarking.

Pilot plant studies have been conducted on a variety of iron ores of differing composition and grain size to test their amenability to dry autogeneous grinding and dry magnetic concentration. A general description of the pilot plant and its equipment is given with particular reference to the Aerofall mill and the dry magnetic separators developed by the Ontario Research Foundation. Test results are reviewed in detail with emphasis on power consumption, mill speed, the use of ball charges, types of ores, moisture content, separator speeds, and design. In 1957 the Ontario Research Foundation installed a pilot plant (Fig. 1) for the study of dry autogenous grinding and dry magnetic concentration of iron ores. A 61/2-ft Aerofall mill was installed as the dry autogenous crushing and grinding medium. The Cavanagh fast drum and the Double Helix, two dry magnetic separators developed at Ontario Research Foundation, were also installed. Iron ore samples of 10 to 150 tons have been investigated. These ores varied widely in mineralogy and grain size. Taconite (-325 mesh), fine-grained magnetite (200 to 325 mesh), and medium-grained magnetites (65 to 150 mesh) have been treated with varying degrees of success. Lately, considerable research has also been conducted on the metamorphosed magnetite-hematite complexes of the Labrador Trough. Operational and metallurgical data have been compiled from these tests. The effects of ore type, air flow, mill speed, and ball charge on mill operation are discussed. Metallurgical data are also presented to illustrate the operation of the dry magnetic separators. PILOT PLANT DESCRIPTION Fig. 2 depicts the normal flowsheet used. Minus 6-in. ore from a vibrating feeder is fed to the 6%-ft Aerofall mill powered by a 50-hp 550-v induction motor. The main blower, a 25-hp 550-v fan rated at 7000 cfm, draws air through the mill. "Underground refuge alternatives (RAs) require an air source to supply breathable air to the occupants. This requires pressure relief valves (PRVs) to prevent unsafe pressures from building up within the RA. The Mine Safety and Health Administration (MSHA) mandates that PRVs prevent pressure from exceeding 1.25 kPa (0.18 psi or 5 in H2O), or as specified by the manufacturer, above mine atmospheric pressure when a fan or compressor is used for the air supply. Research to date by the National Institute for Occupational Safety and Health (NIOSH) suggests that the design and implementation of PRVs used in RAs has not yet had sufficient performance analysis or technical development. In response to this need, NIOSH tested a variety of PRVs using an instrumented test fixture consisting of data acquisition equipment, a centrifugal blower, ductwork, and various sensors to determine if subject PRVs meet the MSHA requirement. Relief pressures and flow characteristics including opening pressure and flow rate were measured for five different PRVs under a variety of conditions. Subject PRVs included two off-the-shelf modified check valves, two check valves used in MSHA-approved built-in-place (BIP) RAs, and a commercially available valve that was designed for a steel RA and is currently being used in some BIP RAs. The test results showed relief pressures ranging from 0.20 to 1.53 kPa (0.8 to 6.1 in H2O) and flow rates up to 19.3 m3/min (683 SCFM). INTRODUCTION The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement [1]. Section 13 of the MINER Act specifically directed NIOSH to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines. This mandate culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (0.18 psi or 5.0 in. H2O), or at a pressure above mine atmospheric pressure in the RA as specified by the manufacturer when the breathable air is supplied by a fan or compressor [2]."
