INTRODUCTION The chapter discusses the procedures and operations starting with the actual training of operations personnel with respect to a grinding mill circuit and a typical check-out and start-up of a grinding circuit before turning over the operating circuit to production personnel. For the purposes of this paper, it will be assumed that the mill circuit installation is at a new location or a new operation at an existing operation. Expansion of an existing grinding facility would probably require less time-consuming and less costly procedures than those that will be outlined here. There are numerous arrangements and types of equipment that can be used for grinding circuits. For example, the grinding could be wet or dry. The grinding mill could be a rod or ball mill or some combination. The circuit could be open or closed. The closed circuit classification could be accomplished with rake classifiers, spiral classifiers, cyclones, stationary screens, or vibrating screens. To limit the discussion, the grinding circuit shown on Figure I will be discussed. The circuit includes a dry ore feed by a belt conveyor (feeder) to a wet ball mill. The ball mill discharges to a cyclone feed pump box and pump. The pump feeds a cyclone type classifier with the cyclone underflow returning to the ball mill feed and cyclone overflow being the required grinding circuit product. For the purposes of this paper, it will also be assumed that the extensive overall preparation necessary for every start-up has been accomplished. These preparations are only outlined here as they have been adequately dealt with in recent papers. (1), (2), (3) The items in these preparations would include. 1. Appointment and indoctrination of the start-up organization. 2. Integration of the start-up into the overall project schedule. 3. Development of the specific start-up schedule. 4. Budget determination and monies appropriation.

The first bituminous coal cleaning-plant to use the sand-flotation process1 was placed in operation on Oct. 1, 1925, at the tipple of the East Broad Top Railroad & Coal Co., at Mt. Union, Pa. The general principles governing the design of plants of this type and typical operating results of anthracite sand-flotation units have been previously outlined.2 I will, therefore, confine myself to a description of this particular plant and to some of the elements of design it incorporates. The Original Mt. Union Tipple The plant was installed to transfer coal.from steel narrow-gage cars of 60,000 and 70,000 lb. capacity to standard-gage equipment. The coal was hauled about 30 miles from the East Broad Top field. This coa1, mined by the Rockhill Coal & Iron Co. and other operators, is a low-volatile slow-coking coal with ash of high-fusion point. It is normally a high-grade coal that does not contain an excessive amount of free impurities, but it requires careful handling to secure a fair domestic yield, and, naturally, the need for narrow-gage transshipment increases the difficulty of the problem. The narrow-gage cars were discharged into an 8-car track hopper equipped with two feeders passing the coal to two 42-in. apron intake conveyors. Twin units were installed throughout the original plant, two lump-and-egg shaking screens, two lump picking-tables, two egg picking-tables and two stoker conveyors. The stoker coal was loaded without cleaning. The loading tracks and booms were in duplicate and, with the layout as originally installed, either unit could be run independently, each unit shipping a different class of coal or both units making the same product.

Lying to the east of the Rio Grande, in central New Mexico, is a long N. and S. mountain range, broken into separate ridges at several points. These have received separate names; the mountains at the south end, near El Paso, being known as the Franklin mountains, and then, following successively, to the north, the San Andreas range, Sierra Oscura, Manzano and Sandia mountains. At the eastern base of the Sierra Oscura there are several low ridges, remarkable for their red color. All of these red ridges contain reefs of copper-ore. The eastern flanks of the Sierra Oscura are composed of limestone. Some fossils in the limestone were examined by Prof. J. P. Smith of Stanford University, who says they are Fusulina and indicate an Tipper Carboniferous age. The sandstones and shales containing the copper-reefs directly overlie this limestone (Fig. I), and are very likely of Permian age, like the similar beds in Texas, described by Mr. W. F. Cummins.* Overlying the copper-beds are red sandstones and shales in which very little copper has been found. The cupriferous zone and the red sandstones and shales are everywhere associated, and as one stands on a high point, he will see that these rocks form three main belts or lines of hills. These may be referred to as the northern, middle and southern belts. The northern belt was not visited by me, but is known to contain copper-deposits. The middle belt has a trend of N. of W. and S. of E. The copper-reefs have been traced for a distance of more than 2 miles. The southern belt has a trend of about N. 30' W. and S. 30°

AT the last meeting of the Institute, a discussion arose upon the question, Is there pressure in coke ovens?" and many of the members seemed to think that the superiority of the Belgian furnace might be due to the fact that it is a completely closed chamber, in which the gases given off by the coal are, or may be, at more than the atmospheric reassure. It seems to me that this position is untenable, 'and that an examination of one of these ovens in operation will show, not only that there is no excess of pressure in the coke chamber, but that the contrary is true, and a partial vacuum exists. The Belgian or Francoise oven consists of a rectangular chamber closed at the ends by sliding doors, and furnished with flues in the side walls and floor. The new charge is introduced at a time when the furnace is so hot as to cause immediate and copious discharge of the volatile constituents of the coal. The gases pass downwards through the side flues giving out their heat to the walls and thus to the coal. Underneath the floor air is introduced and the gases burn, producing intense heat. Heat is also reflected from the arched roof upon the coal which is therefore heated from all sides. The especial advantage which this construction was designed to secure is that no air is admitted to the coke-chamber. All the heat is produced by the combustion of the unsociable gases, and the yield ought to be a maximum. I t is so in fact, allowing for the imperfections inseparable from furnace construction and management. Sometimes the yield is in excess of the percentage indicated by assay, showing that

During the autumn of 1891, several heavy blasts (each throwing down some 3000 tons of ore) were made on what is known as the Theall side of these mines. Immediately after one of these blasts, the writer found that at least one-third of the ore was largely impregnated with pyrites, and besides this, fully 15 per cent. of the entire blast was composed of irregular lumps of magnetic pyrites. This was a revelation wholly unexpected, as previous examinations by many experts had failed to disclose any such quantity of sulphury ore. Over the center of the Theall tunnel there suddenly appeared a perfect keystone, as it were, of pyrites, 3 feet wide at the arch of the tunnel, 13 feet ride at the top, and 20 feet high. This keystone pinched out in February, 1892; but in that month large blocks of pyrites were more plentiful on or near the western wall, and these deposits extended the entire height of the workings, some 43 feet. The second blast in November, in the face and over, and on each side of the tunnel, was far more surprising. The whole cross-section it exposed was thickly interspersed with layers of magnetic pyrites, ranging in thickness from 10 to 24 inches, and quite irregular in form, while all of the ore carried much more than the usual amount of sulphur in the non-magnetic pyrite. One hundred and fifty-five tons from a portion of this breast (western side), showed the following composition upon sampling and analysis: Per cent. F. M. Lewis—I believe that density recorders are a prerequisite to all well operated ore concentrators. Well designed density instruments are very accurate and give an excellent record of the steadiness of the operation. Controlling the density of a pulp with an instrument, as described by Mr. Bean, is new and the experiences in developing this controller at the American Cyanimid Co.'s Mineral Dressing Laboratory are very interesting and should be extremely helpful to others who are planning on designing or installing controlling density instruments. Instruments for recording the density of the classifier overflow or flotation feed are rather common in ore concentrators, but there are a number of profitable uses for these instruments that are not too well known. Density recorders with bubble tubes submerged to different depth in a classifier pool give an excellent record of the classifier operation. The loading and unloading of the machine, that is so easily masked in the density of the overflow, can be easily recorded if the instrument is installed at some depth in the classifier pool. On some occasions, two instruments with bubble tubes at different depths give a more candid picture of the irregularities in the classifier operation. When cleaner machines are operated in closed circuit with roughers, a record of the density of the cleaner tails will indicate the circulating load in the circuit and is very helpful in coordinating different operators, because quite often the circulating load will be increasing for some time before the analyses of the products will change. Density recorders are used to record the variations in the dilution of the underflow from thickening tanks and in at least one plant the instrument controls the underflow.

The mine and milling plant of Demonstration Gold Mines, Ltd., is near the city limits of Baguio, Mt. Province, P. I. The mine road connects with the main highway to Manila. The nearest railway point is near sea level, approximately 40 miles distant. The Baguio district is very mountainous and has one of the heaviest rainfalls in the world. It is therefore difficult to maintain roads or to impound tailings and mine dumps. All supplies are trucked into the district direct from Manila or the nearest railway point, which means uncertain deliveries and high freight rates. Installation of equipment is difficult and costly. The average elevation at the mine is 4000 ft. and the climatic conditions are ideal except for a three months rainy season. The company generates its own power for mining and milling operations with three 400-hp. Ruston Diesel engines direct connected to 250-kw. General Electric alternating current generators. Labor conditions have been excellent, although at present social security laws are causing some unrest. Labor receives a higher average wage rate in this district than other labor in the Islands. The company also furnishes free living quarters, hospitalization and workmen's compensation. Taxation has been reasonable up to the present time, but some of the new mining legislation may make it difficult to operate and pay dividends. The future depends largely upon the continuation of $35 gold and the political outcome in the Islands. History The Demonstration ore body was worked by the Igorots for many years, as evidenced by old stopes and fill encountered in present operations. Attention of Americans was first attracted soon after the Spanish-American war. During the building of the Benguet road to Baguio, the engineers and foreman became interested in the geology of the district.

RECENTLY Wallbaum¹ found that copper wires with different degrees of deformation up to 98.7 pct area reduction recrystallize giving a [112] texture, while deformation over 98.7 pct gives either a [l00] texture at low temperatures or a [1ll] texture at high temperatures. Furthermore it was found that the recrystallization temperature as a function of deformation up to 98.7 pct decreases as expected, but increases over that deformation. Wallbaum concluded that the different textures have different recrystallization temperatures. The [112] texture has the lowest and [Ill] the highest. At the same time Bassi² found that for high deformation (over 99 pct area reduction) and for an annealing temperature of 400°C, the [l00] texture first forms and with prolonged annealing time the [12] texture appears through grain growth. This secondary texture does not appear if the wire is annealed at 1000°C before the deformation. From these two papers it might be concluded that the [I12] texture can appear either as a primary or as a secondary texture after annealing. The texture formed in a special case depends on the previous history of the wire. Probably the texture of the wire prior to the last deformation is important. To investigate this, wires were produced by adequate deformation and annealing to give a [l00], a [112], and a [lll] texture. The wires then were given a series of different deformations and were annealed at various temperatures, after which the textures were studied. Experimental Work The copper used was electrolytic tough-pitch (Cu 99.90 pct and 0, 0.04 pct). INTRODUCTION THE present war in Europe seems to have stimulated the demand for quicksilver. In July last, the price ranged around $35 per flask of 75 lb., while to-day it seems to fluctuate between $47.50 and $50. The use of quicksilver in the form of fulminate, containing 70 per cent., and as corrosive sublimate, containing 73.8 per cent., must be extensive and a further market advance may be expected. With such an advance, some revival in quicksilver mining maybe looked for, particularly in California, where many abandoned properties exist. What can be done with low-grade quicksilver ores under favorable conditions, particularly with low mining cost, may be seen from the following description of the Oceanic mine, near. San Luis Obispo, Cal. Its operations date back to 1876, when rich sand ores were discovered. In three years 7,400 flasks of quick-silver were produced, but since then the deposit has been only sporadically worked. Until two years ago various attempts had been made by the Oceanic Quicksilver Co. to mine the more refractory "mud rock," which was encountered lying beyond the "sand rock." Mud and sand rock in varying quantities were treated together with poor results, but operations were successful with sand rock of fair percentage. About two years ago,, when all the sand rock had been exhausted, Murray Innes purchased the Oceanic mine. He found large quantities of low-grade mud rock, varying from 6 to 8 lb. of quicksilver per ton, which at the prevailing low price of quick-silver demanded very cheap mining costs, in conjunction with high but cheap metallurgical extraction. At that time the extraction of quicksilver from mud rock ranged between 40 and 50 per cent., as far as I am able to, learn.

In a paper read at the meeting in Cleveland, Ohio, in 1875,* I showed that as a result of changing from open-topped to close-topped furnaces at the Glendon Iron Works, there had been a decided falling off in regularity of working, which we attributed to the very different distribution of the materials in the new method of filling. Subsequent experience has, on the whole, confirmed the opinions then expressed, and in 1881 we decided to try the modification of the Langen charger, shown on the accompanying drawings, thinking by its use to approximate to the distribution obtained by dumping the barrows at six equidistant points in the circumference of the open-topped furnaces. The top of the furnace is closed by a ring-shaped " bell," as we still call it, the outside of which is cylindrical and rests by the turned lower edge on the bored seat of a " loose ring," supported by the lower part of the hopper. The inside of the bell is an inverted frustrum of a cone, the central opening in which is closed by a cylindrical plug, which is prolonged into a pipe to carry off the gas.? This center-plug is connected by rods and chains to sectors on the ends of a forked lever, to the other end of which is attached, by a wire rope, the piston-rod of the blast-cylinder used in opening the top. The rods connected to the center-plug pass loosely through the apexes of triangular frames, to the other angles of which the bell is attached; it thus being suspended by four points when the top is open. INTRODUCTION Public opinion, over the effect of industrial development on the environment, has required government to institute guidelines for the protection of the environment both during the development of and after the decommissioning of mines. In no other area of mining has this requirement been more consistently applied in recent times than in the development of uranium mines. Uranium mines have been a focal point because of the very real uncertainties associated with the detrimental effects of radionuclides and the possible hazards of radiation. In order to determine if there is an environmental effect caused by a development or the storage of the mine waste as tailings, it is necessary to know what the quality of the environment was prior to the production of the tailings. This is the reason for baseline data programs. It is neither technically nor economically feasible to completely define the environment in any given region. Therefore, judgement decisions must be made prior to the development as to what aspects of the environment are more likely to be affected by the presence of the tailings, and to what degree. These decisions have evolved over a period of time based on information generated from existing facilities, scientific research, and the development of strong public opinions. This process is not static, but evolves with the growth of information and the technological developments which permit greater control of industrial pollution and waste management. A well-designed baseline program will reflect changes in science, technology and public attitude, even in advance of government regulations to enforce policy changes. RATIONALE FOR PREOPERATIONAL BASELINE STUDIES There are three distinct phases to be considered in the construction of an environmental assessment for a uranium mine tailings containment facility. I. Pre-operational 2. Operational 3. Post-operational (decommissioning and long term).

The memory of D. C. Jackling serves chiefly to remind us how much we owe to the pioneers of our industry. Jackling was one of the giants. Orphaned at the age of two, he made his way through sheer persistence and plain hard work. His brilliance gave rise to a vision, and his tenacity made his vision a reality. Foreseeing that economies of scale would make the handling of low-grade ore profitable, he introduced the revolutionary concept of open-pit copper mining. During World War I, the defense effort of the United States was immeasurably strengthened by the tremendous supplies of copper from the western mines that Jackling had made possible. Again in World War II, the demands for copper were supplied, and the nation once more had profound reason to be grateful to this rugged, stubborn man who had long ago ventured into the mountains and unlocked their wealth. We are now embarked upon another great era of change, and we must devise new concepts to meet it. The task is not only to create new techniques of mining, but to forge better ties between men and institutions which will let us work in harmony with the techniques we have. We might recall that while Jackling was a man of towering pride and formidable will, he was also adept at getting others to share his vision and join his purpose. Today our reach for cooperative endeavor must go far beyond our own shores as we seek to develop the buried riches of distant lands. And we would do well to remember that Jackling's remarkable insight would have come to nothing had not British investors been willing to provide much of the initial capital. As was true of so many early enterprises in America, European capital was absolutely essential.

Introduction Automatic control of primary ball mill circuits has received much attention over the past decade, primarily because its advantages ultimately can be translated into economic terms. Apart from such obvious benefits as improved product quality, increased throughput, and more stable operation, less direct benefits such as easier operation, more orderly maintenance scheduling, and timely management reports all can be realized with the application of modern automatic process control equipment and techniques. Software configurable digital computer-based control systems offer ease of change in control strategies. Occasional control strategy changes are necessary whenever control objectives change or circuit modifications occur. The dependency of control strategies on control objectives and circuit equipment to effect optimal circuit operation is an important, but often neglected issue. Because of the potential for even better control, research and development work continues. [See (Ulsoy & Sastry, 1981) and (Hulbert & Braae, 1981).] Some of the possibilities are discussed later in this presentation. A few preliminary remarks may be in order concerning the relationships among control objectives, control strategies, and circuit equipment. Generally accepted control objectives for primary ball mill circuits include: 1. Maintaining a desired percent solids in the mill. 2. Maintaining a desired measure of particle size distribution at the cyclone overflow. 3. Maximizing throughput. Control Objective I is a requirement for proper operation of the ball mill, especially if it is a grate mill. It concerns smooth movement of material through the mill. Control Objective 2 is a product specification - one of the requirements for proper flotation operation. Control Objective 3, an expression of the desire to get the most out of the circuit, is the easiest to evaluate in economic terms. It assumes that the processes downstream

The following is a brief description of the cost accounts in effect at the mines of the Anaconda Copper Mining Co. The accompanying chart, Table I., shows the distribution of labor, materials, and redistributable accounts to the various operating and repair accounts. OperatiNG. Development. Owing to the fact that every mine has its peculiarities in formation and methods, the question of arriving at what charges should be included under the head of " Development" is one that has occasioned considerable thought and comment, and in the cost sheet of the Anaconda Copper Mining Co. this account has been sub-divided to show the expenses of breaking ground, tramming, timbering, shaft sinking, up-raising, and cutting stations and skip chutes. It has always been the policy of the company to charge the entire cost of this work to operations monthly, whether the mines are producing or not, also the cost of the opening up of new mines; and only surface construction and additions are charged to capital, excepting original machinery installed for operating pumping plants. Explanations of the charges to the various sub-accounts follow : Breaking Ground.—Work performed in driving cross-cuts from the station, or cross-cuts from the drifts, and diamond-drill work, for the purpose of discovering or developing ore bodies. Tramming.—Cost of tramming waste produced by cross-cuts mentioned above. When waste is hoisted to another level to be used for filling, the charge to this account stops at the station, and when hoisted to surface the charge includes tramming from the collar of the shaft to the dump. Timbering.—Cost of timbering the cross-cuts mentioned above includes the cost of handling and framing such timbers, but does not include the wages of station tenders and top carmen.

R. H. THURSTON, Cornell University, Ithaca, N. Y. (communication to the Secretary): The " tri-axial diagram" was, I think, first employed by me in the work of the " U. 8. Board Appointed to Test Iron, Steel and Other Metals." A model was exhibited to the American Association for the Advancement of Science, and the diagram was first published, and the model described, in a paper presented to the same society at its Nashville meeting in 1877." The problem then presented to its inventor was to find a method of planning a research involving proportions of ternary compositions in such manner that, a limited number of such compositions being tested, the results should give the law of variation in the physical properties of all possible combinations of the three elements, and the actual numerical values of such as were important to the investigator. The investigation of the binary alloys, copper and tin, copper and zinc, and tin and zinc, had been completed and satisfactorily discussed, employing the usual bi-axial diagram, of which the ordinates represented the one, and the abscissæ the other, of the characteristic properties to be studied, the composition being commonly indicated by the abscissæ. In these cases it was easy to ascertain, by the study of a limited number of compounds, the law of variation in strength, ductility, etc., with composition; but, for a long time, the ternary alloys were not attacked, because no simple and satisfactory method presented itself of securing results significant for the whole field by the investigation of a comparatively small number of alloys. The tri-axial diagram was finally hit upon as a means of representing and interpreting results, and researches were at once begun, and in due time satisfactorily completed.

MOST commercial electrostatic separators utilize the electrical property of conductivity, but although based on the same principles, they are constructed in a variety of forms, a common one being the simple roll type. Some information obtained during an investigation of that type of separator, and which indirectly is applicable to other types, is presented here. NUMERICAL RELATIONSHIP In Fig. I material discharged from hopper 6 is fed onto grounded rotating roll 2. Electrode 3 is at a high electrical potential with respect to roll 2, and any conductive particle in contact with roll 2 therefore acquires an electrical charge of such polarity that, when present in the electrical field, the force on it is in the direction of electrode 3. A detailed description of the charging by conductance as utilized in electrostatic separators may be found in a previous publication.1 As a result of this force, the path of the projected particle is changed in increasing amounts in the direction toward region C as the magnitude of the charge is increased. With the dividing edge 4 the projected particles may be divided into two fractions -those in region C designated as "deflected" or " deflectant " and those in region B designated as "residue." When material is passed over the roll only once, a complete separation is seldom obtained, therefore most commercial separators contain several roll-separator units in [ ] series, and some practical machines use as many as 12. In this paper a "pass" means the passage of material over a single-roll unit. The procedure is to repass either residue B with a low potential on electrode 3 or deflectant C with a high potential on 3. Most electrostatic separations follow a flowsheet of roughing and cleaning either the concentrate or the tailing, on both. The Climax Mine of AMAX's Climax Molybdenum Division is currently producing approximately 34,000 tons of molybdenum ore per day from two underground levels (see Figure I), and initial design is underway for the next deeper (1200) level. The aim of this report is to present the methods of site evaluation used at Climax for cavability determinations and underground support design. Climax succeeds with its panel caving system of mining (Julin, 1973) (Figure 2) largely because of the presence of pervasive geologic structural discontinuities. The stockwork ore body at Climax was formed by the multiple intrusion of mid-Tertiary rhyolitic magmas into Precambrian granite, schist and gneiss, and the hydrothermal emplacement of molybdenite into the network of fractures that were generated during the forceful upward intrusion of magma. Subsequently, intrusive events that were more deeply seated refractured the overlying, ore- bearing stock and propagated a complex system of axial and radial fractures. Post-ore movement along the Mosquito Fault (Wallace, 1968) and its associated stranded shear zones further fractured the ore body and disordered the existent geologic structure. The result of these structural events is a brittle, crystalline ore body that is transected by a complex pattern of faults, shear zones, and joints that augment cave initiation and enhance comminution of the ore blocks. Generalizations can be made about the structural trends within the ore deposit (King, 1946; Kendorski, 1973), however, the intensity and orientation of geologic structure is by no means uniform throughout the ore body. The relative intensities of silicic and argillic alteration are also highly variable (Vanderwilt and King, 1955). As a consequence, no single rock-mass model suffices as a standard for mine design, and site characterization for cavability and support design is a continuous process.
