"There have always been development projects that fall short of expectations. In the last decade, we have seen more than the usual number of mining and oil/gas development projects taking significantly longer to develop and costing materially more than expected. The recent resource-equity market slump proves that investors are now far more cautious about investing new capital in the mineral and petroleum resources sector.What have we learned since 2005? Why have projects missed their targets? Why do investors often feel misled?Valuation of a project and the estimation of value is a more complex process than the evaluation of the merits of project development. The merit of project development can be clear from a prefeasibility evaluation, but this is no reason to skip the rigour of a feasibility study. The valuation of any project that is developed with any added risk should be discounted for this added risk.The development of a project impacts on other stakeholders, and the indirect cost of these impacts can have material implications for the cost structure, time and ultimate valuation of the project for its financial backers. The development of new projects (and thereby supply) can also have an impact on commodity prices, and therefore an impact on returns for financial backers.This paper will provide commentary on the author’s experiences and observations as a project developer and operator for 25 years, before becoming a project financier a decade ago.CITATION:Rozman, L I, 2016. In his report on the Coal Resources of Southern Vancouver Island, Mr. J. D. MacKenzie stated that: "For various reasons it has been imagined that the coal deposits of Vancouver Island are extremely large and readily available." "Unfortunately," he added, "neither of these assumptions is correct." The chief disability under which the Island mines now labor does not concern the extent of the deposits. There is ample coal for the present demand. It does, however, concern the availability of the coal. If it were readily available the fuel-oil competition would not be serious and there would be no competition with Alberta, American, Welsh, or Australian coal along the Pacific Coast, for Vancouver Island coal could be produced at a price that would cut out all competition. The outstanding operating difficulty common to all Island mines is the extreme irregularity of the coal seams. To most people a coal seam is synonymous with uniformity, and in most coal seams a condition found at one point will be repeated at other points in the same seam throughout the basin. The accompanying drawings show how very far this is from being true in the Cassidy mine, which, in many respects, is typical of Vancouver Island mines. Figure I is a plan covering about 160 acres of the Douglas seam, the only workable seam in this part of the district. The area shown represents what has been the best producing part of the mine and indicates the very large percentage of the seam where the coal is either entirely lacking or so small in amount that it cannot be profitably recovered.

Coal mining and railway transportation are so closely en-twined and so dependent one upon the other that the failure of one would mean the total collapse of the other. With this indisputable fact in mind, there is no doubt that the operator of each is deeply interested in the other's success. Railway transportation began at the mouth of a coal mine. The first railway car was the English coal-wagon, a crude box on four wooden trowlets, running on wooden rails and holding 1,600 pounds. This was operated by gravity or horse-power in England to convey coal from the mines to the rivers. The first coal-cars used on Nova Scotia railways were of 4 tons capacity with side doors and "V" shaped centres. Then followed flat-bottom, 4-ton cars that operated on tipples, the car bei.ng held in tipple by a chain passing over the top and fastened on either side. Next came the 6-ton car with drop-bottoms, then the 10, 15, 30-ton cars, and now the modern 50 and 100-ton steel cars, equipped with automatic couplers, brakes, and rachet dumping device. Contrast the first coal-car with a modern luxurious pull-man or a I 00-ton coal and ore car, and you have a record of progress in railway transportation. The development of the steam locomotive was no doubt the greatest factor in this progress, but let us not forget that the foundation of all industrial development was and is coal. and that development in mining and railway transportation should keep abreast.

SMS calculates and improves tooth and flank profiles individually to realise a homogeneous pressure distribution over the complete load flank. With a tooth profile and flank profile according to AGMA, ISO or DIN standard the contact pressure varies along the load flank. To realize a homogeneous distribution of the contact pressure and to avoid a premature mesh, SMS improves the tooth profile and flank profile in three steps. First SMS is doing a preliminary calculation and design according ISO, DIN or AGMA standard, with safety factors based on more than 125 years of experience. Second SMS calculates and checks the local contact pressure at the load flank under consideration of shaft, gearing and housing deformation, as well as the bearing behaviour. Finally SMS calculates and designs an improved tooth profile and flank profile to receive a homogeneous contact pressure at the load flank. The result is an increase of the torque transmitting capacity of up to 30% of the SMS advanced gears with the same outer dimensions than traditional gears.

Tests of the MRDE firedamp prediction method have been carried out in a number of longwall districts with different conditions. The method itself and its development have been described previously At many test sites the prediction has been good, i.e. the calculated gas emission levels have agreed with measured values, averaged over a period of many weeks, within a few percent. In other cases, where there have been larger discrepancies between calculation and measurement, investigations have shown that these may be attributed to particular conditions of mining or geology. Recognition of these conditions in advance of mining is clearly desirable to improve the accuracy of the initial prediction. It has been shown that variations in gas emission rates depend largely on coal production in terms of the weekly advance of the coal face. Although there appears to be a random element present, variations in gas emission levels calculated from changing face advances agree well with measurement. The accuracy of prediction therefore depends on how well face advance can be forecast and needs to be updated as the working proceeds in the light of the face performance actually achieved. Continuous monitoring of the mine environment provides the information necessary to compare actual gas emission with predicted levels, and computerised systems make it possible to carry this out in real time. Predictions can thus be adjusted to take account of emission levels measured in previous weeks These adjustments, whether they are made after the first few weeks or subsequently during the district life, would also be used to alert management to particular abnormalities or significant changes in gas emission.

The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on a11 week-days, except holidays, from Sept. 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by for- warding copies of mining reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

In addition to the localities in which tin-ores have been found in Mexico, mentioned in my paper on the a Tin-Deposits of Durango," presented to the Institute in March, 1895,* the following should be recorded. I am indebted to Captain Henry Freeman, of Durango, for the notes as to these occurrences. In the Sierra de la Candela, west of the Sierra de Sail Frailcisco and El Promontorio (the Llano de Guatimape intervening between the two ranges), cassiterite is found in veins and stream-beds. The veins are narrow, and the ores have the same characteristics as those of Potrillos. They were exploited by miners from Coneto in 1882-86, the more extensive work having been done on the northern side of the mountains. In the Sierra de las Palomas, on the western edge of the Otinapa, ranch, about 25 miles W.N.W. from the Diablo mine in the Cacaria district, there are several small veins, of which the ore, gangue and country-rock are similar to those of the Cerro de los Remedios, near the city of Durango. The latter are essentially the same as the Potrillos veins. In the Cerritos del Olote, in the Murphy grant, about 50 miles W.S.W. from Durango, there are old mines, now partially filled. The veins are narrow and poor; the ore is highly ferruginous; the country-rock is rhyolite, with some granite; immense quantities of chalcedonic rubbish are strewn along the course of the veins. In the Cerro Blanco, overlooking the pueblo of Mezquital, 48 miles south of Durango, tin-ore is mined by the natives.

During the summer of 1875 I visited some of the iron mines of Houghton County, Mich., and was quite interested to observe the progress made there within a few years. Working in open pits is gradually giving place to underground work in most of the mines where this system is practicable. In some cases, as in the Lake Superior Mine, the body of ore is so irregular, and the deposit so liable at any time to be pinched out, or nearly so, that it. has been found impractical, if not impossible, to lay out any plan for systematic underground work. But in many other mines the deposit is so regular in character, that the work can be laid out in shafts at regular intervals, and a series of 60 feet levels. The Michigammi Mine, opened in 1872, and first worked in 1873, is arranged on this plan, though some quarrying is still done. But the men are being put at overhead stoping as fast as it can be got ready for them, and before long it will all be worked in this way. The New York Mine is undergoing a similar change to the pillar system, and several others have either been changed, or it is about to be done. My principal object in visiting this region was to obtain samples from some of the important mines, so as to be able to answer the question: "What is the average percentage of iron in the Lake Superior ores?" Most iron furnaces work on mixtures of ore, so that it is impossible to tell, from their records, just the percentage in each one.

William H. BLAUVELT, Anaconda, Mont.: Mr. Stetefeldt's comparison of the producer-plants at Aspen, Colorado, and Park City, Utah, is of special interest at this time, when the attention of all western metallurgists is so forcibly drawn to the necessity of reducing expenses and losses. The fact that wood was used at Park City before gas was introduced, for firing the Stetefeldt furnace and dryer, offered an excellent opportunity for showing the economies resulting from the adoption of gas in place of wood, as well as a comparison between the two gas-plants. Some time ago Mr. Stetefeldt contributed an article to one of the technical journals, in which the economy obtained by the substitution of gas for wood at this plant was shown quite in detail. I regret not being able to quote from his article at length, but, remember that the total saving effected would pay for the producer-plant in about one month. This is a striking instance of the advantages to be secured by the adoption of the best methods of using fuel in our metallurgical works. In comparing the figures from the Park City and Aspen plants, the difference of over 20 per cent. in the fuel used in the Stetefeldt furnaces, seems remarkable, even considering the larger amount of sulphur in the Aspen ore, and the greater rapidity with which it was roasted. It would be interesting to have Mr. Stetefeldt's, opinion as to the cause of so great a difference. The inferior economy of the revolving dryers at Park City might be overcome by lengthening them, or so arranging a second one above

Preliminary experiments have shown that, when used in a fusedchloride electrolyte, titanium carbide anodes dissolve yielding lower titanium chlorides which nlay be electrolysed in situ to produce a cathode deposit of pure titanium metal. The anode residues are easily withdrawn from the cell. Further experiments have established the operating conditions for maximum efficiency in the process.The process is essentially two-stage, viz.: (1) titanium carbide production, (2) electrolysis producing metal. Power requirements appear to be moderate and this fact, combine·d with the simplicity of the process make it attractive as a possible method for the production of titanium.INTRODUCTIONDue to the high reactivity of titanium and its, affinity for oxygen and nitrogen, the extraction of this metal generally involves the use of halide. compounds as intermediates. "The dispersion of gas into bubbles is an essential feature of flotation machines. Three measurements have typically been used to describe the dispersion: superficial gas velocity (Jg), gas holdup and bubble size along with the derived quantity, bubble surface area flux. Measurement devices continue to be developed. The McGill Jg sensor based on accumulating bubbles by natural buoyancy comprises a tube with a valve and pressure transducer (Figure 1). The tube is immersed at a desired location and depth (H1) in a flotation cell. On closing the valve pressure increases to a maximum (P1) when the tube is full of air. The Jg is estimated from the slope of pressure-time curve (dP/dt).The relationship between Jg and dP/dt is derived from first principles. Testing the relationship is difficult in a flotation machine as the spatial variation in Jg is generally not known. This problem is overcome using a specially designed experimental setup and the estimated Jg is shown to equal the known Jg.The derivation reveals the importance of bulk density (?b). The sensor was modified to provide an estimate of ?b (Figure 2). A second tube was added immersed to a different depth (H2) and kept full of accumulated air giving a pressure P2. The estimate of ?b is given by (P1-P2)/(H1-H2) (i.e., at the end of collecting the pressure-time data). This two-tube sensor also helps dampen process noise as illustrated by a sudden change in level when collecting the pressure-time curve. Both the original and modified versions have been widely used in plant test work."

Australia's mineral resources boom in the two decades up to 1980 saw the establishment of about 25 new mining towns across the continent Quality housing and a high standard of community services were incorporated to attract a labour force for the major mine or mines i eing serviced. Town construction costs were high and were principally born by the private enterprise mine developer. There has been a change in the pattern in recent years and over 20 new mine developers have adopted a fly-in fly-out arrangement rather than construct new towns. Employees are drawn from a home base which is typically a large city, coastal community or established mining town and flown to the mine site for intensive work periods of about two weeks. The change has occurred for many reasons. Mining companies have been unwilling to support the high construction costs of towns, short life and smallermining operations do not justify a town, fast jet aircraft are available and there is a better perceived family lifestyle in established (coastal) communities. On the other hand reduced permanent development at new mine sites does not assist Australia's perceived need for decentralization. There have been questions as to the social problems which may develop from the artificial separation of the "breadwinner" from his family. The paper reviews a recent survey of the attitude of Australian mining companies employees, governments and unions to fly-in fly-out arrange- ments. The support for this approach is analysed and conclusions drawn that the concept is likely to be with the Australian mining industry for some time in the future.

IT IS obviously impossible to design a copper smelting plant which could be considered, ideal under all conditions. For example, a plant properly designed to smelt the concentrates resulting from the treatment of porphyry ores by flotation would not be the kind of plant that one would design for the treatment of a coarse pyritous copper ore. The smelting of flotation or other fine concentrates is generally accomplished in a reverberatory plant, although occasionally the concentrates are sintered and then smelted in blast furnaces. On the other hand, coarse self-fluxing ores, whether pyritic or semi-pyritic, are generally smelted in a blast-furnace plant. Even this statement is only- approximately true, since the choice will be influenced by many factors; for example, the kind of fuel available (coal, oil or coke), the value of power (electric or steam), the uses to which waste steam may be put (heating, drying, etc.), the cost of refractories (silica and fire brick), the permanence and continuity of the ore supply and the relative first costs of the two types of plant (the reverberatory plant is generally more expensive to construct and to shut down), the contour of the site on which the plant is to be built (rugged, rolling or flat), the intelligence and character of the labor avail-able, and many other factors. From these remarks, it is evident that no copper smelter can be ideal for all conditions of ore and locality, and inasmuch as most of the copper now being pro-duced comes from fine or flotation concentrates and these are generally smelted in reverberatory furnaces, I shall confine my remarks to this type of smelt-ing plant.

"Lifting riser in deep-seabed mining (DSM) is exposed to acute and chronic stresses of materials, whose yield will result in the most critical loss of total mining system. For freehanging riser (FHR), the axial vibration and local bending of riser may produce acute stresses, in the meanwhile, vortex-induced vibration (VIV) in relative current, friction and collisions of solid particles with inner-wall, and material corrosion in seawater are representative causes of chronic stresses. The chronical stresses bring about fatigue failure or abrupt failure by material loss. Hydraulic lifting is effective and promising for transportation of minerals, however, ecofriendly treatment of operating seawater is an unease hurdle to come over. Sizing of riser section confronts multi-directional problems, i.e. safety of slurry transportation (flow assurance), material safety of riser (wall thickness), seawater treatment on board, etc.A free-standing riser (FSR) might exclude a part of design problems of free-hanging riser and give a way to sustainable mining. FSR stands vertically by means of sub-buoyancy part(s). The top of FSR emerges above sea surface and is connected with mining platform through jumper line (supported by external yoke). Total amount of sub-buoyancy and location(s) have to be carefully determined in viewpoints of dynamics of FSI (fluidstructure interaction) in waves and currents. The concept of FSR gives more freedom for design of multi-functional riser system in view of sustainability of DSM. In DSM, sustainability concept may be focused on eco-friendly treatment of seawater and sediment, and safety of total mining system. For feasibility of FSR, however, installation, maintenance and repair need to be investigated thoroughly in collaboration with industry experts"

Recently high-resolution paleomagnetic age determination of ferromanganese crust in less than millimeter scale has been successfully carried out using a superconducting quantum interference device microscopy magnetometer (SMM). However, it has not been clearly identified how the crust is keeping ancient geomagnetic field records. Here we try to identify magnetic mineralogy of the crust obtained in the Magellan Seamounts, the West Pacific (~20 °N). As a record, age of the crust used in this study is extended to ~10 Ma at ~40 mm depth and ~28 Ma at ~100 mm depth, respectively, based on the combination approach of SMM measurements, Be-isotope and Co-chronology. Thermal demagnetization revealed a Curie temperature of ~560oC, corresponding to (titano)magnetite. Component analysis of isothermal remanent magnetization identified a presence of two types of magnetite. Measurements of first order reverse curve showed a dominance of non-interacting single-domain magnetite, which is one of the intrinsic feature of biogenic magnetite. Although most of the magnetic particles on transmitted electron microscopy are covered by amorphous Fe-Mn minerals, some are observed as a prototype of biogenic magnetite showing a chain of ~10 nm sized magnetite cubes. However, a magnetite signal (i.e., Verway transition at ~ –120 oC) was not detected in low-temperature treatment probably due to surface oxidation of magnetite. Contribution of interacting magnetite of detrital origin is <30% throughout a crust. Interestingly, contribution of detrital magnetite is almost three times higher since ~10 Ma. At this boundary, a growth rate of the crust is double up and flux of other detrital signals, including Al, Mg, Ti and Zr, are also increased.

Recent advances in coring technology and in the development of shipboard and/or in situ geochemical geochemical analysis systems have greatly improved our ability to collect and analyze exploration samples, particularly for marine placer exploration programs. The potential benefit of these improvements cannot be fully realized, however, until we also develop more efficient methods of data reduction and interpretation. Specifically, there is a need to provide prospectors with rapid and useful interpretations of the raw geochemical data so that they can exploit promising results and otherwise optimize the exploration program while the exploration vessel is still at sea. The goal of this project has been to identify and/or develop computer software which is capable of making the necessary data reduction calculations and which can be run on conventional desk-top computers. All work on this project has been supported through a research grant from MMTC-CSD to The University of Michigan. The first stage of this effort involved an evaluation of commercially available (i.e., "off the shelf") software to determine its suitability for use in marine placer exploration applications. Various commercial software packages, each purportedly capable of making different types of statistical and/or mathematical calculations, were tested by evaluating their performance in handling geochemical data sets representative of actual marine placer locations. These data sets include the positions and results of chemical analyses of suites of sediment samples collected from areas of known or suspected marine placers along the Bering Sea coast of Alaska. A unique concept for a self-cleaning filter system has been designed and constructed which utilizes acoustic energy, coupled hydraulically with a subject liquid media, and a fine mesh screen to perform the following: 1. separation of solid suspended particles from a host liquid through the breakdown of surface tension; 2. enhanced filtration of liquid fraction from the solids fraction to specified limits, retaining a specified size range of solids, and; 3. continuous cleaning of screen, preventing screen blinding and promoting a continuous filtration process. The concept is the product of a cooperative program between the Marine Minerals Technology Center, Continental Shelf Division, and the Moscow State Mining University. The physical principals involved in the separation, filtration, and screen cleaning processes primarily relate to the characteristics and properties of the applied acoustic energy and the influence of this energy on the solids/liquid mixture. The acoustic energy introduced to, and acting on and throughout, the whole volume of the solids/liquid mixture, within the vessel body at any given time induces hydraulic pressure waves, which may be further described in simplest form as positive and negative semiperiods (which may or may not be equal in amplitude or period) of the basic wave forms. The processes involved may be considered in two phases. The first phase relates to the process of separation in which the acoustically induced force of acceleration manifests as vibro-agitation (thresh- old of cavitation) and possibly cavitation is the primary factor in the breakdown of surface tension between the solid particles and suspending liquid; i.e. water. In the case of compressible organic solids, the separation of liquid by squeezing may also be a factor.

Blauvelt, Great Falls, Montana (communication to the Secretary): In his remarks on Mr. Stetefeldt&apos;s paper (Trans., xxiii., 587)) Mr. Goetz observes: " Trouble experienced with producers at Great Falls influenced me to try Taylor producers instead of those of Wellman. But recent reports show that the Wellman producers work better, besides coating nearly 50 per cent. less than Taylor producers of equal capacity. Indiana and Illinois coals cannot be used in the Taylor producers by reason of the large size and hardness of the clinkers which they form." I think that Mr. Goetz must have been misinformed regarding the work of this producer in Illinois. One of the large mauafacturing concerns in that State, the Illinois Zinc Company, situated at Peru, which uses a coal mined in the vicinity, tried one Taylor producer, some four years ago, in competition with those of an older type, which it had been using. As a result of this trial, the company has now thirteen Taylor producers, which have been in operation for about three years. A recent report from these works says that the Taylor producers have largely reduced the loss of coal through the grate, and have also improved the quality of the gas, as compared with that produced from the same coal in the producers of the older type. This Illinois coal is, perhaps, the worst in the country for making gas; since, besides containing from 20 to 40 per cent. of ash, it carries a large quantity of pyrites, so that the clinkers are large and extremely hard, and the capacity of the producer is most severely tested.

WHEN using an optical goniometer to determine crystal orientation&apos; it is advantageous to use a preferential etchant so that the etch pits have plane faces which are parallel to crystallographic planes, all of which are of the same "form." "Westinghouse Silver Etch" (WAg), a preferential etch for germanium, is made up as follows: 40 ml of 49.7 pct hydrofluoric acid, 20 ml of 70.7 pct nitric acid, and 40 ml of distilled water containing 2.0 g of silver nitrate. Examination of metallographs of WAg etched surfaces (Fig. 1, for example) indicates that, regardless of crystal orientation, the faces of the etch pits are (111) surfaces. Optical goniometer examination of these WAg etched surfaces also indicates that the faces of the etch pits are (111) surfaces, i.e., all bright reflections are from (111) planes. When using an optical goniometer of the type described by Barrett,&apos; not only (111) reflections from a WAg etched germanium surface but also other reflections of lower intensity will be observed. These latter reflections can cause confusion. We have used an optical goniometer made from a war surplus astrocompass and a galvanometer lamp. The reflections are observed by using the goniometer in a darkened room and letting the reflected light be in- cident upon a piece of white paper. The resulting decrease of goniometer sensitivity enables (111) reflections only to be observed. This in turn permits the crystal orientation to be determined in a matter of minutes, since only two measurements are necessary. The authors wish to acknowledge the help received from R. E.
